  • NDDC signs two MOUs with Development Partners

    The Niger Delta Development Commission, NDDC, has signed two more Memoranda of Understanding, MOU, as part of the new management’s strategy and vision to drive sustainable development in the Niger Delta region.

    The NDDC signed the MOUs on Wednesday with Foundation for Partnership Initiatives in the Niger Delta, PIND and BudgIT Foundation. This is coming in the wake of similar ones signed mid May, between the NDDC and Facility for Oil Sector Transparency and Reform in Nigeria, FOSTER, and the Market Development Project in the Niger Delta, MADE.

    Speaking at the occasion held at the NDDC headquarters in Port Harcourt, NDDC Managing Director, Nsim Ekere, stated that the NDDC Governing Board and Management were determined to establish the right institutions, partnerships and strategies imperative to bringing true development to the Niger Delta region.

    The NDDC Chief Executive Officer said the partnerships reaffirms the collective commitment to building a better Niger Delta region, “for us and the generations to which we must hand over a fitting bequest. A Niger Delta region that fulfils our expectations, rewards our aspirations and renews our faith in Government and all other institutions of authority.”

    Mr Ekere noted that the partnership with PIND, a Chevron and USAID-funded non-governmental organization, would assist the NDDC in “building peace, resolving conflicts, building capacity and providing the enabling environment for sustainable living in the region.”

    He declared: “The Governing Board and Management of the Commission has approved the collaboration which will make it sustainable for the continuous professional development of the Commission and the socio- economic regeneration of the Niger Delta region.

    “In very clear and unambiguous terms, this Commission is mandated to develop our people and the region. In the execution of that challenging and unenviable task, management, in collaboration with the board, is at liberty to enable a pragmatic vision of regional development, roll out strategies and tactics for execution of that vision and harness both internal and external metrics that would facilitate its optimal actualization. This collaboration with PIND is in line with our mandate.”

    He highlighted the key objectives of the collaboration with PIND, to include “Provision of technical assistance to the Commission in strategy development, monitoring and evaluation, partnerships and stakeholder management; Human and institutional capacity building/utilization, to improve productivity and service delivery in the Commission.”

    Others are Design and implementation of agricultural value chain projects that will support and enhance production, agro-processing and market access, especially in cocoa, palm oil, cassava, aquaculture, etc.; Micro and Small Enterprise Development and access to finance, as well as Repositioning and rebranding of the Commission’s image within and outside the region;

    The partnership will also help the NDDC in monitoring, evaluation and impact assessment of the Commission’s funded projects and programs; support for the it’s efforts in research, analysis, information gathering, advocacy, peace-building and conflict resolution and facilitate advocacy for the review of the Niger Delta Regional Development Master Plan, to reflect extant vision and priorities of stakeholders.

    Commenting on the MOU with BudgIT, the NDDC Managing Director noted that it would offer mobile, online and offline solutions to trigger discussions around budgets and take budgeting beyond being a news item to becoming a focal point of debate among Nigerians. “This is what we are determined to achieve, an openness that attracts interrogation and communal and stakeholder support and input,” he said.

    Mr Ekere said that in a democracy, citizens had the right to know how their taxes were expended in the delivery of public infrastructure and services. He noted: “BudgIT, as this Governing Board does, believes that for effective policies, citizens need data to make informed decisions on what will impact them.”

    “Today we will append our signature as well as our commitment, to the letters and spirit of this MOU, determined to strengthen our systems, enthrone greater clarity and transparency to our processes, and to begin to build the Commission as an institution that is well-equipped to realise its mandate, in line with the vision of government and the expectations of our people.”

    Dr. Dara Akala, the Executive Director of PIND, stated that the value of partnership could not be overemphasised, adding that collaboration was at the core of his organisation’s DNA.

    He said that PIND, as a foundation established by Chevron to promote economic growth in the Niger Delta, relied on partnership as the key part of its strategy. He added: “It will be an act of self-delusion for any organization to think that it can do it alone. So, partnership is very important to us in PIND. This is the beginning of good things to come. Beyond the highlights, what will give us joy are those things that we can deliver to the people of the Niger Delta working together with NDDC.”

    In his own remarks, the leader of the BudgIT Foundation, Mr Oluseun Onigbinde, said that they were signing the MOU” to forge a partnership in transparency and accountability, efficiency and proper use of resources.”

    The NDDC had earlier signed an MOU with the Ondo State Government for the construction of the 50-kilometre Akodo-Araromi/Ibeju-Lekki Road, connecting Ondo and Lagos states.

  • Jonathan, Wike, others celebrate Wike’s wife birthday

    Dignitaries which included ex-President Goodluck Jonathan, temporary Governor, Sir Celestine Omehia, Speaker of the Rivers State House of Assembly, Ikuinyi Ibani, Gambian High Commissioner to Nigeria, Famara Goye, yesterday joined Rivers State Governor, Nyesom Ezenwo Wike at a private birthday celebration party in honour of his wife, Justice Eberechi Suzzette Nyesom-Wike.

    Others in attendance at the event held at the residence of the Rivers State Governor at the Government House, Port Harcourt, included the factional National Chairman of PDP, Senator Ahmed Makarfi, Senator Ben Obi, former PDP Caretaker Committee Secretary; Chief of Staff to Rivers State Governor, Engr Chukwuemeka Woke, Former Speaker of Benue State House of Assembly, David Iorhemba, former Acting National Chairman of PDP, Prince Uche Secondus, Secretary to Rivers State Government, Hon Kenneth Kobani and the the Country President of the International Federation of Women Lawyers, Mrs Onime Aguma.

    Governor Wike personally led the birthday song for his wife after the cutting of the cake.

    Former President Jonathan in an impromptu speech said “Myself and my wife wish her a Happy Birthday. I wish her more prosperous and rewarding times”.

    On her part, the celebrant, Justice Eberechi Suzzette Nyesom-Wike said she feels blessed by God .

    According to her, “Everyday I wake up, the first thing I do is to give thanks to God for another opportunity to serve him. I feel happy. I feel excited because I know there are better years ahead. God’s blessings have been unending”.

    She advised women to be dutiful mothers and supportive wives who raise their children to be law abiding and development oriented.

    “My most important message to mothers would be for mothers to be steadfast to raise Godly children. Family is the sub- structure of every society. When things are right with the family, everything takes its place “.

    Judge remands man in prison custody for debt of N2,250

    An Ado-Ekiti Customary Court Judge, on Thursday, ordered that one Temitope Kayode, be remanded in prison custody for his alleged inability to pay N2, 250, outstanding feeding allowance to his child.

    The court had, two weeks ago, ordered the judgment debtor to pay a sum of N12, 250, as feeding allowance to his child.

    On the date of adjournment, he paid N10, 000 and has yet to pay the balance.

    Kayode, 35, a tailor, told the court that he was unable to raise the whole money due to the low patronage in his business.

    He said that he tried his best not to disobey the order of the court, but all the money he could get was N10, 000.

    The judgment debtor implored the court to give him more time to enable him look for the balance to pay.

    The president of the court, Mrs Olayinka Akomolede, ordered the judgment debtor to be remanded in prison custody until he was able to balance his debt.

    She, however, adjourned the case to June 29 for report on the payment.

    1st batch 10,000 police recruits completes training

    The first batch of policemen recruited under the 10,000 mass recruitment ordered by President Muhammadu Buhari has completed their training at the Police College, Ikeja, Lagos.

    The Commandant of the College, Boniface Onyeabor, who made this known, said 123 Cadet Inspectors and 52 recruits completed the training.

    It would be recalled that the Presidency on Aug 15, 2015, ordered the recruitment of 10,000 additional police men for effective policing of the country.

    Commandant Onyeabor told reporters that “The first batch of police personnel belonging to the specialist units passed out from the college on May 19.

    “They will be on two-week vacation before they resume at their different state commands,’’ he noted.

    Onyeabor, a Commissioner of Police, said about 1,300 general duty policemen would also complete training at the college between September and December.

    “When they finish training”, he said, “the recruits would be given attestation, service register and appointment letters by the Police Service Commission.’’

    The commandant said the recruits would be the “new face of the force’’ as they had been trained to fit into modern day policing.

    According to him, the new police personnel were trained to respect human rights, shun corruption, indiscipline and all forms of professional misconduct.

    It was not clear at press time if trainings are also going on in other police training schools nationwide and when the 10,000 men and women recruited will be fully available for policing work across the country.

    Shock, disbelief as fertility doctor fathers 19 children

    Dozens of women are in shock and disbelief as DNA results show that a fertility doctor, who attended to their case, fertilised their eggs with his own sperm and fathered no fewer than 19 children, a paternity institute revealed today.

    “There has been a DNA match,’’ the “Fiom”a Nertherland Institute, added in a statement.

    The institute added that the Dutch fertility doctor, Jan Karbaat, who died in April, had his own IVF clinic from 1980 to 2009.

    However, mothers and their children had suspicions that the doctor had used his own sperm; and he, himself, said in interviews that he had conceived 60 children.

    In shock and disbelief, the institute was asked by 23 people to carry out paternity tests to prove their individual cases.

    They had to compare DNA with one of his officially recognised children after Dr Karbaat refused a DNA test when he was alive and his widow rejected requests to test items such as his toothbrush and shaver.

    According to the institute, the test using one of his officially recognised children has resulted in 19 matches.

    A court will decide on June 2 whether his widow can be compelled to give up the toothbrush and shaver for further analysis.

    Man 47 rapes four year old girl, gets bail

    A 47-year-old man, Nwachukwu Silas, who allegedly defiled a four-year-old girl in the toilet, was today granted bail on the orders of a Surulere Chief Magistrates’ Court in Lagos.

    The bail was set at N200,000 with two sureties in like sum.

    Mr Nwachukwu had pleaded not guilty to the charge ‎but the prosecutor, Sgt. Anthonia Osayande, insisted that the accused committed the offence on April 21 at about 11.20.a.m. at No. 6, Obadeyi Ojo St., Surulere.

    ‎She alleged that the accused, who lives in a house not too far from Obadeyi Ojo Street, was fond of coming to use the toilet in the victim’s house.

    “He came to use the toilet again that morning and saw the four-year-old girl playing in the lonely compound.

    “He took the girl to the bathroom/toilet, removed her pant and was trying to penetrate when her distressed cry attracted a neighbour.

    According to Sgt Osayande, “A neighbour heard the four year old girl’s cry, ran to the toilet and caught the accused in the act.”

    The offence contravened Sections 263(1) of the Criminal Law of Lagos State 2015 (Revised).

    ‎The Chief Magistrate, Mrs A. Ipaye-Nwachukwu, who granted the bail, said one of the sureties must be a blood relation
    of the accused, while the second surety should be a civil servant of not less than Grade Level 14.

    She also directed the sureties to provide evidence of tax payment to the Lagos State Government.

    ‎She then adjourned the case to July 10 for hearing.

  • Telecommunication operations assault: NCC partners security agencies

    The Nigerian Communication Commission(NCC) has said it is partnering security agencies and Civil Defence Corps (NSCDC) to curtail criminal assaults on the nation’s telecommunication operations.

    Executive Vice Chairman of NCC, Prof. Umar Danbatta, disclosed this today during a one day sensitisation workshop for law enforcement agencies on telecommunication issues organised by NCC in Keffi, Nassarawa State.

    Danbatta who was represented by the NCC’s Head of Compliance, Monitoring and Enforcement, Mr Efosa Idehen,

    said that the collaboration between the organisation, the security agencies and other stakeholders would help in tackling all forms of criminality on telecommunication operations in the country.

    According to the NCC Chief, the workshop was designed to sensitise the law enforcement officers on some key challenges and issues on telecommunication regulation in Nigeria for the overall development of the sector and country at large.

    “It is one in the series of self-activity that the commission instituted to underline our belief in forging strategic partnership with a spectrum of stakeholders for optimal results and for the good of the nation.

    “The long term objective is to enhance our ability to regulate effectively in order to consolidate the exponential gains recorded in the telecommunication industry in Nigeria.

    “The NCC has instituted series of social capital programmes to galvanise our nation’s social and economic transformation.

    “The most notable is the school support programmes initiated a decade ago, which has resulted in the commissioning of over 700 projects in various institutions of learning in the country.

    “The contribution of our sector to the Gross Domestic Product(GDP) is nearing 10 per cent, hence the need to form a coalition of forces in a renewed strategic partnership with all players in the security sector to contain every forms of criminality on telecommunication in Nigeria,” he said.

    Danbatta decried what he described as painful rise in the tempo of outright theft of telecommunication equipment as well as vandalism of telecommunication installations, facilities and infrastructure in the country.

    “We have also seen proliferation in the sale and usage of pre-registered Subscribers Identification Module (SIM), all of which constitute nasty infraction of the Nigeria Communication Act 2003 and other extant regulation governing the telecommunications sector,” he added

    The executive vice chairman wants the prosecution of anyone that violated the laws of the commission and those involved in the vandalism of the telecommunication installations, facilities and infrastructures.

    Former Inspector General of Police, Mr Solomon Arase, who presented a paper titled: “ICT- An enabler for effective policing’’, called for the training of security operatives on ICT to enable them adequately fight crimes in the country.

    Arase further called for the training and retraining of security agents for optimal results.

    In attendance at the workshop were representatives of NSCDC, Federal Road Safety Corps, State Security Service, Nigeria Immigration Service, Nigeria Customs Service, among others.

  • Security guard docked for stealing N48,000 phone

    A 57-year-old security guard, Bassey Okon, was on Tuesday docked at an Ikeja Magistrates’ Court charged with breaking into a warehouse and stealing an Infinix Hot 4 phone valued at N48,000.

    Okon, who lives at Oladeinde Street in Ijesha area of Lagos, is facing charges of stealing and breach of peace.

    Although the accused pleaded not guilty to the charges, the Prosecutor, Insp. Victor Eruada, told the court that the accused
    committed the offences on April 24 at Jumia Company Nigeria Ltd located at No. 1, Surulere St., Ogba Road, Lagos.

    The accused was said to have entered the warehouse and stole the Infinix hot 4 belonging to Jumia Company Nigeria
    Ltd.

    He said the accused was allegedly caught in the act by security guards on duty.

    The prosecuting officer averred that the offences contravened Sections 166 and 285 of the Criminal Law of Lagos State, 2015.

    If convicted, Section 166 stipulates that the accused be sentenced to three months imprisonment or N45, 000 fine or both, while Section 285 prescribes a three-year jail term for stealing.

    The Magistrate, Mrs G.O. Anifowoshe, in her ruling, admitted the accused to a bail of N40,000 with two sureties in like sum.

    Anifowoshe said the sureties, who should be blood relations of the accused, should also show evidence of three years tax payment to the Lagos State Government.

    She adjourned the case until June 14 for mention.
