After considering report of the committee on appropriations, the Nigerian Senate has finally approved the N53 billion security agencies component of Independent National Electoral Commission (INEC) budget for the 2019 general elections.
TheNewsGuru (TNG) reports this was after Senator Goje Danjuma presented the report of the committee on appropriations on the budget of security agencies for the 2019 general election.
Senator Bassey Akpan seconds that the Senate do receive and consider the report of the committee on appropriations on the budget of security agencies for the 2019 general election.
Ahead of the 2019 general elections, the Senate has approved a total sum of N53bn for the Office of the National Security Adviser, ONSA. and security agencies.
The fund is meant for the supervision of the 2019 general elections.
The Senate had approved N234.5 billion for the INEC ahead of the 2019 general election, and however, failed to approve the budget for security agencies as requested by President Muhammadu Buhari.
It added N45.5 billion to the initial N189 billion approved by the Senate Committee on INEC, bringing the total amount approved for the electoral commission to N234,507,272,393.
The approval was made after the Chairman of the Senate Committee on Appropriation, Danjuma Goje, presented a report following his committee’s consideration of Mr Buhari’s letter.
The president had written the Senate requesting that the National Assembly approve N242 billion (242,445,322,600) as requested by INEC and security agencies for the 2019 elections.
He said the entire sum of N242 billion be taken from other subheads in the 2018 Appropriation Act.
His recent letter differed from the letter he wrote to the Senate in July where he asked that of the total sum, N164 billion (N164,104,792,065) will be drawn from the 2018 budget while N78 billion (N78,314,530,535) will form part of the 2019 budget of these agencies.
Presenting the report, Mr Goje said the decision to approve the INEC budget was informed by the urgent need for funds to begin preparations for the polls.
Mr Goje recommended that the Senate approve N143,312,256,955 which was initially recommended by the INEC committee and the additional N45,965,015,438 be approved as part of the virement of the 2018 budget.
He also recommended that for source of fund, “N189,007,272,393 requested for the funding of the 2019 general elections should be vired from both Recurrent and Capital components of Special Intervention Programme captured in the Service Wide Votes of the 2018 Appropriation Acts as shown below and be added to the sum of 45.5 billion provided for INEC in the Statutory Transfers. This will bring the total budget if INEC in the 2018 budget to N234,507,272,393.”

2019: Peter Obi divides PDP in South East
The choice of Mr Peter Obi as the running mate to the candidate of the Peoples Democratic Party (PDP) in the 2019 presidential election has divided the party in the South East.
Leadership of the party in the zone had, after the announcement of Obi, summoned an emergency meeting in Enugu.
Obi, a former Governor of Anambra, was picked by PDP Presidential flagbearer Atiku Abubakar for the 2019 race.
However, the meeting which was slated to hold at the party’s zonal headquarters, was later shifted to the Independence Layout residence of the Deputy Senate President, Chief Ike Ekweremadu.
In attendance in the closed door meeting were all PDP governors in the zone, some members of the National Assembly from the zone, zonal leaders and others.
Addressing newsmen after the meeting, Gov. Dave Umahi of Ebonyi said that the leadership of the party was not aware of the choice of Obi as running mate as it was not consulted.
Umahi said that they only heard the appointment on social media and expected that they would be carried along prior to the announcement.
The governor said that the leadership still expected that the candidate of the party, Alhaji Atiku Abubakar would visit to inform them about the choice he made.
Meanwhile, the candidate of the PDP in the 2017 governorship election in Anambra, Mr Oseloka Obaze, has faulted the position of the party leadership on Atiku’s choice.
Obaze told newsmen after the meeting that it had never been heard of that a presidential candidate would consult on a zonal level before choosing a running mate.
He said that what was playing out were the antics of few individuals within the party and cautioned that they needed not go into the election divided.
“As the leader of the party in Anambra, I want to say that we support the choice of Mr Peter Obi. He is our son but we are here saying we are not aware of his nomination.
“We need to support him and the party,” he said.
Obaze said that the conduct of the governors who took off from the residence of Ekweremadu without meeting with party faithful who attended the meeting was most regrettable.
“I have heard corridor talks about passing a resolution to repudiate the selection of Obi as Atiku’s running mate.
“I hope that those who champion such cause will also have the courage to sign their names to the resolution so that in the fullness of time our posterity will appreciate our folly.
“If we lose the present opportunity to produce the vice president due to the whims of a few among us, Ndigbo will never recover the past and history will be unkind to us,” Obaze said.

2019: Atiku, Obasanjo will lose together – Garba Shehu
Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media and Publicity, has reacted to the meeting of leading contender for the office of Nigeria’s President, Atiku Abubakar with former President Olusegun Obasanjo.
TheNewsGuru (TNG) reports Atiku on Thursday met with Obasanjo behind closed doors following his emergence as the Peoples’ Democratic Party (PDP) presidential flagbearer in the 2019 elections.
After the meeting in which Obasanjo reconciled the differences between him and Atiku, he endorsed the PDP’s presidential flagbearer for President in the presence of Atiku’s right hand man and former Governor of Ogun State, Otunba Gbenga Daniel; Uche Secondus, the National Chairman of the party, Bishop of Catholic Diocese of Sokoto, Matthew Kukah; Islamic preacher, Dr. Ahmad Abubkaar Gumi; and Founder of Winners’ Chapel, Bishop David Oyedepo.
“They will lose together,” Garba Shehu said in a statement in reaction to the meeting between Atiku and Obasanjo, adding: “Listening to the prepared statement of the former President after the meeting showed the usual ego trip and “I know it all” character of Chief Obasanjo”.

OBASANJO’S ENDORSEMENT OF ATIKU WILL NOT DISTRACT PRESIDENT BUHARI
The Presidency has received the news of former President Olusegun Obasanjo’s predictable U-turn and somersault on the endorsement of the PDP candidate, Atiku Abubakar, at a meeting Thursday, and to say that we are the least surprised by the well-rehearsed theatre.
They will lose together. Listening to the prepared statement of the former President after the meeting showed the usual ego trip and “I know it all” character of Chief Obasanjo.
In the first place, we dare to say that a pompous statement from the former President advising Nigerians on a vote against President Buhari is the best recommendation that can come at this time.
It also betrayed a lack of understanding of today’s politics which is about good governance.
The country voted for change in 2015 and a leader that ensures good governance which only President Buhari and the APC can provide.
Bent on these laudable goals, we will not allow ourselves to be distracted.
We are busy on various national issues including the restructuring and the diversification of the economy, fighting corruption, terrorism and other threats to national security; increasing the availability of electric power, improving education, health, and providing long-delayed infrastructure – roads, rail, airports and so forth.
Many governments have come and gone, but they did not care about some of these projects.
We were talking about these things for sixteen years under the PDP and nothing was done.
President Buhari is proud of his record because his achievements are verifiable, while that of the PDP is manifested by the devastating social and economic impact of large scale corruption during their governance.
The President will not relent in the war against corruption because the ordinary people are the ultimate victims if we surrender to corruption and let its perpetrators go unpunished.
Abandoning the war against corruption is not an option. President Buhari is in this battle against graft because he cannot allow a few, rapacious, and selfish class of the elite to divert the resources meant for the well-being of the ordinary people to their private pockets.
Nigerians trust President Buhari in this effort because they are convinced he is not in government for personal financial benefits, or for an ego trip. It is just eleven years ago that the former President and Vice President in their ugly fight for power accused each other of corruption. Nigerians are yet to forget all that.

2019: Saraki, Ekweremadu, Senators disagree over INEC budget
Senators, including Senate President Bukola Saraki and Deputy Senate President Ike Ekweremadu, during plenary session on Thursday disagreed on whether to approve in part or in whole Independent National Electoral Commission (INEC) budget for the 2019 general elections.
TheNewsGuru (TNG) reports Senate committee on appropriations and finance on INEC had approved, waiting for Senate final approval, a total sum of N189,207,544,893 for the conduct of the 2019 general election as proposed.
The disagreement was on whether the Senate should approve finally the N189 million INEC budget or wait until the committee had finalized reports on the other component of the budget, the security agency budget.
The other component of the budget, the security agency budget is the N242 billion President Muhammadu Buhari requested to be vired in the 2018 budget also for conduct of the 2019 general elections.
“Now that the issue of INEC is settled, I suggest that both reports be consolidated into one report so we can send it as a single report to the president,” Senator Ekweremadu submitted after Senator Goje Danjuma presented report on the N189 million INEC budget.
The Senate committee had invited the security agencies such as the National Security Adviser, Babagana Mungono, Inspector General of Police, Ibrahim Idris, Director General of Department of State Services etc, today by 12 to defend their budgets, the other component.
Senator Barau Jibrin stated that, “INEC has already complained that there has been a delay in receiving their required funding. This matter requires a high level of urgency. We should approve the INEC budget immediately”.
“Let us treat the INEC budget and the security agency budget separately even though they were brought in together” Senator Adamu Aliero requested, while Senator Kabiru Gaya reemphasized by saying “Let us not wait for other agencies’ budgets to be ready before we pass this bill. Let us pass the INEC bill immediately”.
Also reacting was Senator Mohammed Hassan, who said, “I believe we should approve the INEC budget. As a member of the Committee, I know we worked very hard to arrive at these figures you see here today and I understand it is imperative that we approve this”.
Senator Saraki thanked Senator Goje and members of his committee on appropriation and finance, before dismissing them to meet with security agencies, while plenary continued.

2019: INEC writes APC, bars party from fielding candidates in Zamfara
For failure of All Progressives Congress (APC) to conduct party primaries in Zamfara state within the stipulated timeframe, the Independent National Electoral Commission (INEC) has barred the party from fielding candidates for 2019 elections.
TheNewsGuru (TNG) reports INEC barred the APC from fielding candidates for the Governorship, National Assembly and State Assembly elections in the State for the 2019 general elections.
This is contained in a letter to the party signed by the acting Secretary to the Commission, Okechukwu Ndeche.
The Commission stated that according to the timetable released, all primary elections should have been held between August 18 and October 7, 2018, but the party failed to conduct any in the state.
“However, report received from our office in Zamfara State shows that no primaries were conducted by your party in the state, notwithstanding that our officials were fully mobilized and deployed.
“Consequently, based on the provisions of Sections 87 and 31 of the Electoral Act 2010 (as amended), the Commission does not expect that your party will submit names of any candidates from Zamfara State.
“For clarity, our position, therefore, is that the All Progressives Congress (APC) will not be fielding candidates for the Governorship, National Assembly and State Assembly elections in Zamfara State for the 2019 general election,” the letter read.

Breaking: Ben Murray-Bruce writes PDP, dumps senatorial ambition
Senator Ben Murray-Bruce, representing Bayelsa east senatorial district in the National Assembly, has announced withdrawal from the race to represent his constituency in the 2019 general elections.
TheNewsGuru (TNG) reports Bruce announced his withdrawal on Monday in a letter he addressed to the Peoples Democratic Party (PDP).
According to the letter, TNG gathered that Bruce withdrawal is coming to allow for someone else from the constituency to fly the banner of the PDP in 2019.

I thank God and the good people of Brass, Bayelsa East Senatorial District who offered me the golden opportunity four years ago to represent them and the state in the Senate, Nigeria’s highest lawmaking chamber.
It is without doubt that I have tried to discharge my duties as a legislator and representative of my people creditably to the best of my ability so far.
My voice has been very loud on the issues that matter to our people and our country at all time.
My support to our party, my people and state government is unquestionable. I am humbled that the national leadership of my party supported by the State chapter in appreciation of my efforts offered to support my reelection to the senate to continue my service.
I have also intensified consultations in the last couple of week in the course of which I have come to realize an existing local rotational arrangement of over 20 years beginning with the late Great Chief Melford Okilo, by which arrangement the Senatorial seat rotates per local government area among the three councils for four years in the Senatorial District.
Even with the support of my party at the National and state levels with the full backing of my state government and leadership, as a man of honour interested in the well being of my people, I hereby announce my withdrawal from the Senatorial race.
I do not want whatever reason to appear to have used my privileged position and influence to do anything that other than the well-being and the stability and the good of the people.
I am in all of these for the people, not for my self.
Once again, I thank the former President, Dr. Goodluck Ebelo Jonathan, the National Chairman, Prince Uche Secondus, my colleagues in the Senate and Governor of Bayelsa State, the Honourable Henry Seriake Dickson for their support and encouragement.

2019: #NotTooYoungToRun campaigners condemn Saraki’s declaration
Champions of the #NotTooYoungToRun campaign have condemned Senate President Bukola Saraki for usurping a platform designed for young aspirants to dialogue with party leadership to advance his personal political ambition.
TheNewsGuru (TNG) reports Saraki on Thursday had a meeting with young politicians and aspirants who are interested in running for public office in 2019 under the newly signed #NotTooYoungToRun Act and declared to run for president in the process.
“The movement wishes to express its disappointment with Senator Saraki for usurping a platform designed for young aspirants to dialogue with party leadership to advance his personal political ambition. We strongly condemn this act by the President of the Senate and dissociates ourselves from this political move,” Samson Itodo, convener of the #NotTooYoungToRun movement said in a statement.

Not Too Young To Run Campaigners Distance Movement From Saraki’s Declaration
As part of efforts to promote youth candidacy and democratic party primaries, the Not Too Young To Run movement commenced a series of public town hall meetings with the leadership of political parties and young aspirants to address the challenges faced by young aspirants in securing party tickets. The movement scheduled three town hall meetings with the leadership of the All Progressive Congress (APC); People’s Democratic Party (PDP) and other parties. The first dialogue held today August 30, 2018 in Abuja with the leadership of the People’s Democratic Party (PDP). The event had in attendance the Chairman of the party Mr. Uche Secondus; Senator Bukola Saraki, Hon. Udeh Okoye, National Youth Leader of the party. The event also was attended by young aspirants registered under the Ready To Run platform.
The young aspirants advocated for a reduction in the cost of party nomination forms and requested the party to uphold internal democracy in the conduct of party primaries. In his response, the Chairman of the PDP assured the young aspirants of their support for youth candidacy in the forthcoming primaries.
Whilst addressing participants at the town hall, Senator Saraki declared his intention to run for the office of the President in the 2019 elections. 2019: Wike advises Saraki, other PDP presidential aspirants
Rivers State Governor Nyesom Ezenwo Wike has called on Senate President Bukola Saraki, who recently declared intention to run for president, and all other Peoples’ Democratic Party (PDP) presidential Aspirants, to forge a common-front in the 2019 elections.
TheNewsGuru (TNG) reports Wike, in a statement by Simeon Nwakaudu, his Special Assistant on Electronic Media, said this was necessary “to sack the non-performing APC Federal Government”.
The Governor, who on Thursday welcomed PDP presidential aspirant and former Governor of Sokoto State, Alhaji Attahiru Bafarawa at the Government House Port Harcourt, urged all PDP presidential Aspirants to support whoever emerges as the PDP candidate after the presidential primary, stressing that power comes from God.
“What we saying is that all of us must put our heads together to remove this government that does not mean well for Nigerians. Power comes from God. If God says it is you, there is nothing any man can do about it. Man can only struggle,” he said.
Governor Wike said every member of the PDP must work as a team for the party to emerge victorious in 2019.
TNG reports the former Sokoto State governor was in Rivers to console with Wike over the death of the State’s Attorney General, Honourable Emmanuel Aguma (SAN).
On the death of Hon. Emmanuel, Governor Wike thanked the former Sokoto State Governor for his condolence visit.
He said the burial process will begin on September 12, 2018 with a lecture on the life and times of the Late Senior Advocate of Nigeria, while actual burial will be on September 15, 2018.
The governor described the Late Attorney-General of Rivers State as a dependable ally who stood by his administration to the end of his life.
In his remarks, Former Sokoto State Governor, Alhaji Attahiru Bafarawa prayed God to grant Rivers people the strength to bear the loss.
He said that visit was to condole with the Rivers State Governor. He said that all human beings will taste death at some point, praying God to grant the Late Attorney-General of Rivers State paradise.
