    2023 elections will involve one million electoral officials – INEC

    The 2023 general elections will involve an estimated one million electoral officials deployed to 176,846 polling units in 8,809 wards and 774 local government areas across the country, Prof Mahmood Yakubu, Chairman, Independent National Electoral Commission has revealed.

    TheNewsGuru.com (TNG) reports Prof Yakubu made this known on Thursday in his remarks at the presentation of the 2022-2026 Election Project Plan (EPP) held at the Sheraton Hotel, Abuja.

    According to Yakubu, the election will be conducted for 1,491 constituencies nationwide made up of 1 presidential constituency, 109 senatorial districts, 360 federal constituencies, 28 governorship elections and 993 state constituencies.

    The INEC Chairman expressed gladness that the 2022-2026 EPP has been finalised ten months ahead of the 2023 General Election.

    “As you may be aware, the election will be conducted for 1,491 constituencies nationwide made up of 1 presidential constituency, 109 senatorial districts, 360 federal constituencies, 28 governorship elections and 993 state constituencies. The election will involve an estimated one million electoral officials (both permanent and temporary or ad hoc staff) deployed to 176,846 polling units in 8,809 Wards and 774 Local Government Areas across the country. The election will be governed by a new Electoral Act 2022, which contains many progressive provisions that will enhance the capacity of the Commission to conduct elections and manage the electoral process better.

    “To do this, the Commission relies on three key elements. First is the knowledge and experience gathered from the conduct of previous elections. Second is the use of innovations to enhance electoral integrity and improve voter experience. Third is the institutionalization of the culture of planning. These elements have guided the Commission through three successive general and several off-cycle and bye elections. Consequently, our elections are getting better, electoral outcomes less contentious, and voter experience of the electoral system increasingly more participatory and inclusive.

    “The Strategic Plan 2022-2026 and the 2023 Election Project Plan drew lessons from, and thoroughly reviewed, the level of implementation of the last plans. They build on the successes of the preceding plans, especially in the planning and conduct of the 2019 General Election as well as off-cycle and bye-elections. Against the backdrop of the impact of the COVID-19 pandemic and the current security situation in the country, both plans had to prioritise the institutionalisation of the Commission’s processes for the effective delivery of its mandate by focusing on capacity-building, the promotion of professionalism, encouraging greater synergy among departments, improving efficient utilisation of resources, increased deployment of technology as well as greater sensitivity to threats to the electoral process as well as election personnel and iinfrastructure

    “These concerns are reflected in the Plan’s five strategic objectives, each of which identified several key actions, key activities and key outcomes that constitute a broad guide to the vision of the Commission to provide electoral operations, systems and infrastructure to support the delivery of free, fair, credible and inclusive elections. The Plan also forms the basis for the Election Project Plan which focuses on five key objectives identified by the Commission as critical for the successful conduct of the 2023 General Election,” Yakubu stated.

    He also stated that by next week, the Commission will conclude the revision of the Regulations and Guidelines for the Conduct of Elections to comply with the provisions of the Electoral Act 2022.

    “Work has also commenced on the review of the manuals for the training of election duty personnel. With the planning processes virtually completed, the Commission will now focus its attention on election technology and election administration.

    “We have carefully listened to the demand of Nigerians for seamless processes, particularly with regard to enhanced voter education, better distribution of voters to polling units, quality training of election personnel, functionality of electronic devices, improved logistics, prompt commencement of polls, availability of assistive devices for persons with disability at polling units and greater transparency in result management.

    “We are also aware of the security challenges and their impact on the electoral process. We will continue to engage early and intensely with the security agencies to ensure the safety of our personnel and materials, accredited observers and the media and, above all, the voters.

    “Clearly, these are challenging times but we are determined that election must hold in 2023. However, this is a shared responsibility. INEC plays a critical role but the Commission alone cannot deliver the elections we all desire. I therefore appeal to all Nigerians to joins hands with us in ensuring that we make a success of the process,” he said.

    Yakubu reiterated that the dates for all activities in the Timetable and Schedule of Activities for the 2023 General Election are firm and fixed and advised all stakeholders to take this into consideration in planning their activities.

    He went further to say the ongoing Continuous Voter registration (CVR) exercise will end on 30th June 2022, advising all eligible voters that are yet to register to do so on or before that date if they intend to vote.

    “Furthermore, the PVCs of validly registered voters from the first and second quarters are already available for collection at designated centres nationwide. I would like to appeal to all Nigerians who registered between June and December 2021 to collect their Permanent Voters Cards (PVCs) in person as no PVCs will be collected by proxy. Let me also reassure those who registered between January and March 2022 as well as those who are doing so until the end of the exercise that their PVCs will be ready for collection long before the 2023 General Election.

    “For emphasis, the Commission once again reiterates that PVCs have no expiry dates. We want to assure all registered voters that PVCs issued by the Commission remain valid for all elections. We have encouraged those whose lost their voters cards or whose cards are damaged to approach any of the registration centres to apply for replacement.

    “Similarly, voters who had issues with their accreditation in previous elections have been encouraged to revalidate and update their information. In addition, those who wish to transfer their registration from one location to another within a particular State or to relocate entirely to another State of the Federation can do so at any of the registration centres nationwide. These steps are in compliance with the law in order to serve Nigerians better. The claim that PVCs expire is misleading.

    “Citizens are therefore advised not to register more than once as multiple registration is an offence under the Electoral Act. Anyone engaged in the act of double or multiple registration is liable to prosecution. No citizen should engage in it or encourage others to violate the law,” Yakubu stated.

    2023: Again, PDP extends sales of nomination forms

    The Peoples Democratic Party has again extended the date for its sale of nomination and expression of interest forms to Friday.

    The last day for the submission of already completed forms is now Monday April 25, 2022.

    This is contained in a statement by its National Publicity Secretary, Mr Debo Ologunagba in Abuja on Thursday.

    Ologunagba said that after thorough consideration of various issues and concerns in the party, the PDP extended the closing dates for the purchase of expression of interest and nomination forms to Friday.

    “Under the reviewed timetable, the last day for the submission of already completed Forms has been extended to April 25.

    “Consequently, the following new dates have been fixed for the screening as well as Appeals arising from the screening of aspirants for various positions;

    “The State House of Assembly and National Assembly April 27; Governorship, April 28; Presidential, April 29.

    “The Appeals on all screening exercise is May 2.”

    Ologunagba added that under the updated timetable, the three-member Ad Hoc Ward Congress had been fixed for April 30, while the Local Government Area National Delegates Congresses would now hold on May 5.

    He said that all dates for primary election into various positions remain the same.

    He reminded all State Assembly aspirants that all their duly completed forms were to be submitted at the various states secretariat of the party.

    Ologunagba advised all aspirants, critical stakeholders and party members to be guided accordingly.

    The PDP had said the last day for the purchase of all forms was extended to April 14, while the last day for the submission of all forms was extended to April 17.

    Guber race: Katsina Deputy governor resigns as agric. commissioner

    The Katsina State Deputy Governor, Alhaji Mannir Yakubu, has resigned his position as the state’s Commissioner for Agriculture and Natural Resources to join the 2023 gubernatorial race.

    The resignation was announced in a statement issued to newsmen on Thursday in Katsina by his Chief Press Secretary, Alhaji Ibrahim Musa-Kalla.

    Musa-Kalla said the resignation was in preparation for the deputy governor to declare his governorship interest in compliance with Section 84 (12) of the 2022 Electoral Act.

    “Alhaji Yakubu thanked God and Gov. Aminu Masari for giving him the opportunity to contribute towards the restoration of agriculture in the state.

    He expressed happiness over the repositioning of the agricultural sector where farmers experienced a turnaround in agricultural production.

    “Such guaranteed food security, and agro-industrial needs of the Katsina State and Nigeria in general,” Musa-Kalla quoted the deputy governor as saying.

    Adamu cautions against division in APC, ahead of 2023 poll

    Sen. Abdullahi Adamu, the National Chairman of All Progressives Congress (APC) has cautioned members against divisive tendencies, ahead of the 2023 general elections.

    Adamu said this on Wednesday at the opening of the 11th APC National Executive Committee (NEC) meeting in Transcop Hilton, Abuja.

    He reminded the party’s stakeholders of the experience of the opposition Peoples Democratic Party (PDP) in 2014 and how it lost the presidential election in 2015 due to disunity.

    Adamu said that the APC must be guided against complacency by remaining united if it must continue in its winning ways.

    He also cautioned the party’s past governors against undermining serving governors in their states, saying that they remained the party’s leaders in their respective states.

    “The APC Constitution states that serving governors are the state leaders, therefore the past governors must act like states men and provide guidance,” Adamu said.

    He said that the party constitution only recognised serving governors as their states leaders, adding that there was no need for competition and rivalry between past and serving governors.

    He said that the ego causing disunity between past and serving governors and other leaders of the party in some of state could pull the party down if not properly handled.

    This, he said, could affect the party’s electoral victory in the 2023 general elections.

    Adamu said going forward the party’s slogan would be APC first.

    He, however, added that the National Working Committee (NEC) was open to suggestions on how to move the party forward, saying that it doesn’t have monopoly of knowledge.

    Some dignitaries at the meeting included President, Muhammadu Buhari, Vice President Yemi Osinbajo, APC governors, state chairmen and other members of the National Working Committee (NEC).

    APC governors were lead to the meeting by the chairman of the Progressive Governors Forum (PGF).

    The APC NEC is the second highest decision making organ of the party.

    Adamu Garba, a presidential aspirant under the platform of the All Progressives Congress (APC) has reacted to the cost of the party’s nomination forms.

    TheNewsGuru.com (TNG) reports APC has pegged its Expression of Interest and Nomination forms for the 2023 presidential and governorship aspirants at N100 million and N50 million respectively.

    According to the party, aspirants for senatorial positions would pay N20 million for the forms, House of Representatives, N10 million and House of Assembly aspirants N2 million.

    Reacting to the development, Garba, who recently announced his intention to join the presidential race said the cost of the nomination forms amounts to buying political offices.

    “100M for the form. Wow,” Garba stated in shock, adding: “If we don’t come together and use our collective power to save this country from strangulation of the moneybags, we are doing a great disservice to our generation and that of the future.

    “We cannot continue to buy political offices in Nigeria, we need competent leaders come 2023”.

    Meanwhile, the APC is to commence the sales of the Expression of Interest and Nomination forms to aspirants in the forthcoming 2023 general election on Saturday.

    The party’s NEC had approved May 30 and June 1, for its special convention for its 2023 presidential primary election and May 18 for its governorship primary.

    However, forms for the party’s female aspirants and persons with disability would be free for any elective positions in the coming 2023 general elections.

    Youth between the age of 25- 40 years would have to purchase the forms at a discount of 50 per cent.

    A socio-political group, Tinubu Hope of Nigeria, has declared Asiwaju Bola Ahmed Tinubu, national leader of the All Progressives Congress (APC) as the best material to run the nation’s affairs from 2023.

    The group stated on Wednesday in Akure at a solidarity meeting that the former governor of Lagos State has all it takes to run the affairs of the nation successfully.

    Convener and vice-chairman of the Group, Mr Rotimi Olorunfemi said it was concerned about progress of the nation.

    “With Tinubu, we see revitalisation of Nigeria. We see him as the hope of Nigeria. We see him as the right man for the office of the President of Nigeria.

    “We see him as a man who can effect a paradigm shift; a man who can rebuild Nigeria. We see him as the man who can rekindle the regeneration of Nigeria,’’ he said.

    Olorunfemi said he regarded Tinubu as a man that would restore peace, bring businesses back to life and make industries to thrive.

    “Talking about the man Tinubu, it is God that gives life. When I hear people deride his health status, I realise that most of these people have never had a personal encounter with Asiwaju.

    “Recently I had the privilege to sit down with Asiwaju, he’s healthy; I can say that anywhere.

    “He is a man of profound intellectual gift. He is sound. Like Asiwaju said himself, the work of the president is not about moulding blocks.

    “We need someone who can use his power of intellect, global goodwill and connection to rebuild and recreate the Nigeria of our dream. No one can de-market Asiwaju, He is a brand on his own,’’ Olorunfemi said.

    Speaking on the declaration by Vice-President Yemi Osinbajo’s to also contest the presidency, and the simmering psychic battle between supporters of the duo, Olorunfemi assured that the dust raised by would soon settle down.

    He said the people of the Southwest would resolve the issue and a block vote would be delivered to Tinubu at the 2023 presidential election.

    According to him, Yoruba people will always pursue what is best for the country and Tinubu is the best for Nigeria.

    “I am of the firm belief that at the appropriate time, we will all queue behind Tinubu.

    “There will be no dissenting voice in the Southwest. I can assure you; it’s going to be a block vote.

    2023: Again, Buhari cautions APC leadership against imposing unpopular candidates

    President Muhammadu Buhari has again cautioned leadership of the All Progressives Congress (APC) at both national and state levels against imposing unpopular candidates as the 2023 general election approaches.

    The president gave the warning at the 11th meeting of the National Executive Committee (NEC) of the All Progressives Congress (APC) on Wednesday in Abuja.

    He also enjoined the leadership to always follow due process in all the party processes as well as to develop more mechanisms against corruption.

    “I enjoin you all to follow due process in all the party processes and more importantly to develop more mechanisms against corruption.

    “I call on all party members to abide by all extant laws, rules, and regulations and to leaders of our party to avoid imposition of candidates that cannot win popular elections.

    “This dictatorial behavior cost us many strategic seats in the past. In the recent past this led to some of our strong members unfortunately opting to go elsewhere because of unfairly oppressive behavior of party leaders at state level.

    “I must caution strongly against any tendency towards developing cliques, in–fighting within the party.

    “We want to win well not succumb to factions on account of personal acerbities and desire to retain control at all costs. That surely is not the road to win,’’ he said.

    The president also told new members of the National Working Committee (NWC), which had been delegated powers of NEC for a period, to work towards keeping the party together by creating more room for discussions.

    “There’s no time to develop differences among ourselves. We have no time for that,’’ he added

    Buhari also warned of tougher security measures in restive parts of the country, review of operations and strategy, reassuring Nigerians that the efforts that resulted in relative peace in South-South, and rescuing of North-East from the hold of terrorists would be ramped up.

    According to him, the major security challenges have remained in the North Central and North West, saying, “We are going to be very tough.’’

    He added: “I will like us to reflect on what the situation was before we came in. How many Local Government Areas were under the control of terrorists in the North-East?

    “In the South-South, we all know what the situation was; now we have relative peace. With the resources at our disposal, we have done very well.

    “People are very forgetful. Our main problem now is in the North West and North Central. People are killing one another in these places, what for? We are going to be very tough.’’

    On forthcoming general elections in 2023, Buhari urged party members to be more mindful of the pitfalls that led to the ouster of the Peoples Democratic Party (PDP) in 2015.

    “The PDP thought that only time could remove them, and the time actually came. They thought it was impossible to lose elections,’’ he added.

    He said the APC was formed by a merger of Action Congress of Nigeria (ACN), Congress for Progressive Change (CPC), All Nigeria Peoples Party (ANPP), some members from All Progressives Grand Alliance (APGA) and the new PDP, which was a faction of the then ruling party.

    “We put together a committee with clear terms of reference on how to remove the PDP from power. The PDP thought it wasn’t going to be possible. But it happened,’’ he said.

    The president commended the Mai Mala Buni-led Caretaker/Extra-ordinary Convention Planning Committee (CECPC) for offering themselves to serve the party at a critical moment in utmost satisfaction despite all the attendant challenges and for organising the National Convention that produced the NWC.

    “I must also sincerely thank all the aspirants for their desire to serve but had to withdraw their aspirations for the over-all interest of our Party. I consider it an honour to my person and an unwavering sacrifice for the unity of our great party as we approach the coming elections.

    “I plead with all aspirants who were not elected to put in efforts in support of the leaderships of the Party to achieve our goal of success in the forthcoming elections.

    “Furthermore I am pleading with all litigants to withdraw cases against the Party and put faith in party mechanisms.’’

    Buhari also congratulated the new National Chairman of APC, Sen. Abdullahi Adamu, and the entire NWC members.

    “You came in at a critical time and the entire party has a high expectation from you.

    “The critical task ahead of you remains to continue to forge the unity of purpose among party members and to keep securing needful compromises in the interest of our great party,’’ he noted.

    The president felicitated with party leaders and members for successfully conducting the Ward, Local Government, State Congresses, and the National Convention, in compliance with the Party Constitution.

    “I enjoin you all to recognize the place of due process in all our tasks as managers of the party.

    “We must develop party in-built mechanisms against corruption. Our success in 2023 will depend more on our capacity to respect our own extant rules, and regulations.

    “Now that NEC has vested its powers in NWC for the time being, as requested, and in compliance with the Party Constitution in the overall interest of the Party, I want to assure Mr. Chairman and the entire NWC members of my full support,’’ he said.

    In his remark, the APC Chairman appreciated President Buhari for always working for the unity and survival of the party, assuring that the NWC will further unite the party, and ensure victory at the polls.

    “We must succeed, failure is not an option,’’ the APC Chairman said.

    The NEC meeting was attended by the Vice President, Prof. Yemi Osinbajo, Senate President Ahmad Lawan, Speaker of the House of Representatives, Femi Gbajabiamila, other principal officers of the National Assembly, APC governors and state party chairmen.

    Second term bid: MC Oluomo promises Sanwo-Olu 3 million votes in Lagos

    Former chairman of the National Union of Road Transport Workers (NURTW) in Lagos State, Alhaji Musiliu Akinsanya popularly known as MC Oluomo has promised to deliver three million votes to Governor Babajide Sanwo-Olu.

    MC Oluomo made the promise, following the approval given by the Governing Advisory Council (GAC) for Governor Sanwo-Olu’s second term bid as Governor of Lagos State.

    He vowed to deliver the votes from members of the newly inaugurated parks committee and their families.

    MC Oluomo’s media aide, Jimoh Buhari, made this known yesterday, hours after the Lagos State GAC gave a nod to the 2023 second term bid of Sanwo-Olu.

    Reacting to the GAC’s endorsement of the governor Sanwo-Olu, Buhari, on behalf of his principal, said, “Chairman (MC Oluomo) is very happy for the governor and he has promised the governor that all his members will vote for him.

    “He has promised the governor that he is going to deliver three million votes for him because we have over two million members and we have family members as well. So, the governor should be expecting three million votes from us.”

    “The governor should continue his good works and by God’s grace, we won’t experience COVID-19 or any other pandemic that will disturb him during his second term. As we know already, even with the pandemic, the governor still performed.

    “So, we urge him to continue his good works. We pray for him and the state as a whole that he will perform better in his second term,” Buhari added.

    The GAC, which is the highest decision-making organ of the state chapter of the party, and headed by All Progressives Congress chieftain, Bola Tinubu, had in 2018 kicked against the second term bid of the former governor, Akinwunmi Ambode, which led to the emergence of Sanwo-Olu as APC flagbearer in the 2019 governorship election in the state.

    Ambode’s predecessors were in office for two consecutive terms. They include Tinubu, who was governor between 1999 and 2007; as well as current Minister of Works and Housing, Babatunde Fashola, who was governor from 2007 to 2015.

    Dr Ibrahim Daudu, a presidential aspirant on the platform of the All Progressives Congress (APC) has condemned the zoning system practiced by political parties in the country.

    Addressing newsmen on Tuesday in Abuja, Daudu said that allocation of top political offices to the various geo-political zones, known as zoning has failed the country.

    The Borno born politician and philanthropist said that he was not an advocate of zoning as it has not addressed the nation’s challenges.

    “I have always asked this question. How has zoning fared in Nigeria from 1999 to date? If zoning had succeeded, we would probably not be talking about it by now and there would never be agitations.

    “There would not be insecurity. All these problems we are having, if zoning had really worked, we would not be having them. That is to prove to you that zoning has failed.

    “We cannot expect to do the same thing all the time and expect different result,” he said.

    The aspirant said that neither the Constitution of the Federal Republic of Nigeriano that of APC, recognised the zoning arrangement.

    According to him, it is purely a gentleman’s agreement which people subscribed to at their convenience.

    “If the parties decide to, they would have to find a way to bring people on board in a tactful and convincing manner for them to accept it but not to impose it.

    “As partymen and Nigerians we will look at all the factors and issues raised and the decisions will be taken,” he said.

    Daudu said that if elected President in 2023, his government would ensure that Nigeria’s borders are properly secured as part of efforts to check insecurity.

    According to him governments, past and present, have been mostly reactive to tackling insecurity.

    He said that if he successfully emerges president he would be more proactive in fighting insecurity.

    The aspirant said that among his strategies would be a hybrid intelligence-based approach to cut off illegal supply of arms into the country.

    “On security, most of what the governments, present and past have concentrated on, is more of the reactive. We will do more on the preventive aspect.

    “To do that there are steps that will be taken, which include properly securing the borders because arms and ammunition are not manufactured in Nigeria.

    “They are brought into Nigeria through the borders and right now we have porous borders.

    “The approach will be to be preventive rather than reactive and cut off the supply of arms and disrupt their logistics structure”, he said.

    Gov. Aminu Tambuwal of Sokoto State, says having a consensus presidential candidate for 2023 is healthy for the Peoples Democratic Party (PDP).

    Tambuwal, who is one of PDP’s presidential candidates, stated this while speaking with newsmen shortly after submitting his nomination and expression of interest form for the presidential election in Abuja on Tuesday.

    Tambuwal, who was represented by Dr Nicholas Msheliza, also expressed optimism that consensus arrangement would favour him.

    “Consensus is a good thing. Is healthy for the party. Our prayer, I’m thinking is that the consensus will favour me.

    “So far, I am the frontline aspirant, our thinking, our prayer and hope is that the consensus will go my way.”

    Msheliza, who said that Tambuwal had canvased support round the country, expressed joy on the level of his acceptability among the PDP family nationwide, which he described as overwhelming and encouraging.

    “For the fact that he is one presidential candidate that has traversed over the 360 Federal Constituencies of this country gives him an edge.

    “He knows the demography and the geography of this country. He knows the problem of this country. He is the actual unifier. He is the bridge builder. He’s so humble.

    “He is such a person that is so energetic and vibrant. He can be trusted to forge partnership and alliances and rescue and build this nation from where we have found ourselves today.“

    He added that Tambuwal would continue his consultations across the country.
