    2023: We now have what it takes to wrestle Lagos from APC – PDP

    The People’s Democratic Party (PDP) has said it now has what it takes to wrestle Lagos State from the ruling All Progressives Congress (APC).

    TheNewsGuru.com (TNG) reports a chieftain of the PDP in the State, Mr Adedeji Doherty made this known on Wednesday in Lagos.

    Doherty, who is the immediate past Chairman of Lagos PDP revealed that the party now has the grassroots structure and state executive to win the 2023 elections.

    He said that lack of structure at the grassroots and candidate imposition had resulted in the failure of the party in previous elections.

    According to him, the Feb. 27 Elective State Congress of the party remains a watershed for the party to recruit executive members bent on nothing but winning elections in the state.

    “After serving as chairman in Lagos state, I can categorically say that disunity is not the problem of PDP winning election in the state but the non-existence of structures at the grassroots level, which has now been created in the last state congress.

    “We have between 500,000 and 600,000 registered people now as members of PDP in Lagos.

    “We lost elections because we don’t have the structure; if you don’t have the structure, you cannot spend money in the right place.

    “The structure is already on the ground to win election. We are working now. We are galvanising people and everybody has to be on board,” Doherty said.

    He said that imposition and selection had been the major setback for PDP, adding that they always created divisions and disunity in the party.

    “In Lagos state PDP, the norm up till the last state congress has always been imposition and selection and this led to failure in 2003, 2007, 2011, 2015 and 2019.

    “Those of us that have been in the party for over two decades decided to come together and change the narrative because we cannot be doing the same thing, getting a particular result and believe that if we continue doing the same way, we will get a different result,” Doherty said.

    According to him, the last ward, local and state congresses of the party revealed the voices of the majority of the party members and the way forward for the party.

    He said that those casting aspersions on the outcome of the congress because consensus failed to work, did not want the progress of the party.

    “There was consensus, but no harmonisation and consultation, hence the call for elective congress which produced the new executive,” he said.

    The former chairman said the new executive would do everything possible to reconcile with whoever was aggrieved by the outcome of the congress, adding that the new Chairman, Mr Philip Aivoji, had commenced the reconciliation process.

    Expressing confidence in the Aivoji-led executive, Doherty, who is eying the governorship ticket of the party, said that the new executive had started galvanising people at the grassroots to win elections for the party.

    “Now, they are thinking ‘win’, and nothing in their head than ‘win’. This is a sacrifice we have to make to build. Now, we have goal-getters and result-oriented excos,” he said.

    Doherty said that Aivoji has the credentials, capacity, competence and network to rebuild the party as a former party zonal officer, former commissioner and council chairman.

    Some party leaders condemned the outcome of the state congress over imbalance and lack of level playing field for all contestants, and called for a new state congress.

    Section 84(12) of Electoral Act 2022: Senate to appeal judgment of Federal High Court

    The Senate has passed a motion seeking to appeal the judgment of the Federal High Court, Umuahia, on Section 84(12) of the Electoral Act 2022.

    The Senate, in the motion, seeks to follow appropriate channel and appeal the judgment for the Appeal Court to set aside the Umuahia judgment.

    The motion, titled “Urgent need to appeal the Judgment of the Federal High Court, Umuahia, on Suit No: FHC/UM/CS/26/2022, on Section 84(12) of the Electoral Act 2022″, was sponsored by Sen. George Sekibo (PDP-Rivers) and co-sponsored by 81 Senators.

    Sekibo in his lead debate observed that a court in Umuahia, Abia, had in a suit marked FHC/MU/SC/26/2022, faulted the provision of Section 84(12) of the Electoral Act 2022, and declared it unconstitutional, invalid, illegal, null, void and of no effect.

    Section 84(12) of the Electoral Act 2022 states as follows: “No political appointee at any level shall be a voting delegate or be voted for at the convention or congress of any political party for the purpose of the nomination of candidates for any election.”

    Sekibo said that the Judge in his ruling said that Section 84(12) of the Electoral Act 2022 was inconsistent with Sections 66(1)(f), 107(1)(f), 137(1)(g) and 182(1)(g) of the 1999 Constitution of the Federal Republic of Nigeria as amended.

    “Notes that for ease of reference, the Sections relied upon in the judgment as stated above are as follows:

    “Section 66(1): No person shall be qualified for election to the Senate or the House of Representatives.

    “(f) If he is a person employed in the public service of the Federation or of any State and has not resigned, withdrawn or retired from such employment 30 days before the date of election.

    “Section 107 (1)(f) (1): No person shall be qualified for election to a House of Assembly if – (f) he is a person employed in the public service of the Federation or of any State and he has not resigned, withdrawn or retired from such employment thirty days before the date of election.

    “Section 137(1)(g) (1): A person shall not be qualified for election to the office of President if: (g) being a person employed in the civil or public service of the Federation or of any state, has not resigned, withdrawn or retired from the employment at least thirty days before the date of the election.

    “Section 182(1)(g) 182 (1): No person shall be qualified for election to the office of Governor of a State if (g) being a person employed in the public service of the Federation or of any State, he has not resigned, withdrawn or retired from the employment at least thirty days to the date of the election.

    “Note further that Section 4 (1,2 and 3) of the 1999 Constitution of the Federal Republic of Nigeria as amended vested the power of law making for the Federal Republic of Nigeria on the National Assembly.

    “The legislative powers of the Federal Republic of Nigeria shall be vested in a National Assembly for the Federation, which shall consist of a Senate and a House of Representatives.

    “Aware also that in furtherance to the powers vested in the National Assembly, the 1999 Constitution under the roles of the Executive in that deals with political parties in Section 228 (a, b and d) confers more powers on the National Assembly, more particularly on political parties and effective management of the electoral process by the Independent National Electoral Commission (INEC).

    “That the National Assembly may by law provide – (a) guidelines and rules to ensure internal democracy within political parties, including making laws for the conduct of party primaries; party congresses and party conventions.

    “(b) The conferment on the Independent National Electoral Commission of powers as may appear to the National Assembly to be necessary or desirable for the purpose of enabling the Commission more effectively ensure that political parties observe the practices of internal democracy, including the fair and transparent conduct of party primaries, party congresses and party conventions,” Sekibo explained.

    He said the Electoral Act 2022 enacted by the National Assembly followed due process of the provisions of the 1999 Constitution.

    He said the Senate believes that Section 84 (12) of the 2022 Electoral Act exclusively refers to nomination, conventions and congresses organised for candidates selection and not participation in the general election, which Sections 66(1)(f), 107(1)(f), 137(1)(g) and 182(1)(g) were referring to.

    He said it was his believe that the interpretation of the meaning of the words ‘Civil Service’ and ‘Public Service’ as provided in Part IV of the 1999 constitution as amended constitution, on Interpretation, Citation and Commencement in Section 318 of the constitution was unambiguous.

    He said there was a difference between the civil service or public service and political appointment.

    He said that the Senate should show concern on the judgment, especially when opportunity was not given for the Senate to represent itself in a matter that emanated from her legitimate functions.

    Sekibo expressed concern that allowing th judgment go without concern would become a precedence on which any person could go to the court and obtain judgment to ridicule the good intentions of the National Assembly as an institution.

    2023: Delta Speaker, Oborevwori officially declares interest in guber race

    Speaker of Delta House of Assembly, Chief Sherriff Oborevwori, on Wednesday declared his intention to run in the 2023 Governorship race, under the Peoples Democratic Party (PDP) platform.

    The Speaker, who was accompanied by some lawmakers as well as his political associates across the state, disclosed this at the state secretariat of the PDP in Asaba.

    Oborevwori said one of his cardinal objectives was to improve on the already established social-economic and infrastructural development of the present administration.

    He used the forum to debunk social media report, alleging that he was sometime arrested by security agencies, in connection with financial impropriety.

    “I want to use this medium to say that there was never a time I was arrested by security agencies.

    ”As Speaker of the State House of Assembly for close to seven years now, I am bold to say that I have never been accused of financial mismanagement.

    “I am a prudent leader and that is what has kept me going and succeeding as Speaker of the most vibrant House of Assembly in the country.

    “Today, I am here to consult with stakeholders of our great party; the PDP, of my ambition to run for Governorship position in the State,” he said.

    The Speaker said if given the position, he would not disappoint the party and the people of the state in general.

    “I am ready to listen more, do more and achieve more.”

    ”As far as I have been able to manage the State Legislature for five years, I can manage the state. You all know that it is not easy managing the lawmakers,” he said.

    Receiving the aspirant at the party secretariat, the State Chairman of PDP, Chief Kingsley Esiso, said the party would provide a level playing field for all the aspirants to exercise their rights.

    He also said the party was already putting machinery in place to ensure free, fair and credible primaries in the state

    Esiso advised all political aspirants in the state to ensure that they play the game according to the rules.

    He urged them to ensure that they uphold political decorum both in their consultations and campaigns.

    “We want to say as a party that we will welcome all aspirants with equal respect, as everybody has the freedom to aspire.

    “As you have the right to aspire, same way others have the right to do so. As you go about this, we advise that you do it with all sense of decorum.

    ‘All those who are aspiring are our sons and daughters. I assure you that as a party, we will continue to provide a level playing field for everyone to participate in ensuring credible and hitch-free primaries”, he said.

    INEC Boss announces when regulations, guidelines for 2023 elections would be ready

    Prof Mahmood Yakubu, Chairman of the Independent National Electoral Commission (INEC) has said the regulations and guidelines for the 2023 general election will be ready ten months before the elections proper.

    Yakubu gave the hint, when he received a delegation from John D and Catherine T. MacArthur Foundation, in Abuja, and later released in an INEC Daily Bulletin on Tuesday.

    The INEC Chairman recalled that in 2019, the Commission was constrained by time due to the uncertainty that trailed the electoral legal framework.

    He said that saw the Commission signing off on the Regulations and Guidelines on January 19, 2019, few weeks to the election.

    “But we hope that this time around we will sign off on the regulations and guidelines at least 10 months before the next general election, which is very good progress for us”.

    Speaking further on the Commission’s source of power to develop the guidelines and regulations, the INEC Chairman said the commission was happy with the assent of President Muhammadu Buhari to the Electoral Bill.

    “We now have a new electoral law, on the bases of which we commenced work on the regulations and guidelines.

    “Electoral Act cannot say everything, so the National Assembly donates part of its power to INEC to make Regulations and Guidelines and these Regulations and Guidelines have forms of subsidiary legislation,” Yakubu said.

    He further disclosed that INEC had virtually finished the processes.

    “Our Election Project Plan (EPP) is ready and about to be published, the Strategic Plan is already completed and published.

    “We also publish and gazette the Guidelines and send the three documents to the stakeholders and general public next month,” he said.

    Earlier in his remarks, the President of John D and Catherine T. MacArthur Foundation, John Palfrey, congratulated INEC for the successes achieved in areas where it made recommendations after 2019 general election.

    He recalled that the foundation was able to visit in 2019 and discussed with INEC several things that were underway at that time

    “One was the progress of the Electoral Act, and I’d like to congratulate you on the passage of the Electoral Act.

    “Second, we discussed and encouraged the creation of a new department on Gender and Inclusivity, here at INEC and congratulate you on the creation of this department and the successful implementation.

    “The third thing we discussed was the creation of new polling units and I understand that these too have been completed and that you are well in preparation for 2023,” Palfrey said.

    Palfrey explained that their mission at the Commission was to learn more about INECs plans the 2023 general election.

    A group under the aegis of Unified Northern Nigeria Youth Forum (UNNYF), has declared support for the CBN Governor, Mr. Godwin Emefiele’s bid to become the next President of Nigeria, come 2023.

    This is coming on the heels of the call on Nigerians by the former Governor of Anambra state, Mr. Peter Obi, to ensure they vote out the All Progressives Congress (APC) without which he said the country could not move forward.

    Speaking to newsmen in Minna, Niger state capital at the weekend after road walk,by members of the group, their Director-General Dr Ibrahim Bature, said “the CBN Governor is the best man to turn Nigeria’s economy.”

    While insisting that an Igbo Presidency, come 2023 is for equity, fairness and justice Bature said that the CBN Governor had proven his worth and therefore wants the entire north and Nigerians in general to support him.

    Members of the the group want their fellow northerners and Nigerians in general to rally round Emefiele, considering his policies that had rejuvenated the nation’s economy, especially in agricultural sector now contributing tremendously to the GDP.

    As financial expert and seasoned economist, Emefiele, if elected, will replicate those impactful policies in other sectors of economy for the betterment of the country.

    Emefiele is a southerner with a large heart, compassion for the north championed Northern Renaissance in his national economic policies, hence the declaration of 100 percent support for him.

    In a related development, former Governor Peter Obi said only the Peoples Democratic Party (PDP) could return Nigeria to socioeconomic normalcy next year.

    Obi, who said he is in Minna on a private visit on Sunday,lamented the economic stagnation and hardship inflicted on Nigerians by the President Buhari led APC government.

    Peter Obi also told journalists that though he was interested in contesting, he would willingly support whoever emerges PDP candidate,come 2023 Presidency.

    Our Correspondent, however, gathered that Obi’s visit might not be unconnected with the crisis rocking the state PDP, hence his intervention to broker peace.

    Godwin Emefiele’s silence so far on his intentions in 2023 is not making many of his supporters across the world to be happy.

    His silence has generated so much heat that a group last Friday came out to ask President Muhammadu Buhari to fire him from office if he fails to run for the presidency in 2023.

    In the buildup to the 2023 elections, it is both the inescapable responsibility and unavoidable obligation of each and every Nigerian, as engaged citizen and committed patriot, to actively participate in the leadership recruitment exercise this time around.

    Such an approach to politics, politicking, electioneering and elections will go a long way in ensuring we do not end up with the wrong kind of leader going forward. For us, this task is not a difficult one at all for in current Central Bank of Nigeria Governor, Godwin Ifeanyichukwu Emiefele, we have just the right sort of man to steer the ship of the Nigerian state to its destiny.

    Since his emergence as Central Bank Governor, Emiefele has painstakingly kept watch to ensure that all the critical sectors of our national economy are sustained even against overwhelmingly daunting odds.

    Indeed, Emiefele’s exploits in agriculture, alone are achievements of global significance and especially so when situated within the context of a peculiar food market like Nigeria.

    Indeed, his feats in the area of food production are all the more impressive given that for decades now – in fact, more or less, since Independence in 1960 – Nigeria’s agricultural output, as well as its food security profile have been on a consistent and most alarming downward spiral only very recently reversed by Emiefele’s policy choices and the doggedness with which he has deployed innovative strategies toward their implementation.

    This sustained attention to the grassroots in the management of an economy beset by multiple stresses has led to the quiet but steady emergence of surprisingly numerous successes in small and medium enterprises, even as many large industries have not only remained afloat but continue to thrive and expand in a tough economic environment.

    Who would have imagined that any sort of pyramids of agricultural produce could ever be seen again in our country? Emiefele somehow succeeded in stimulating their reemergence from directly empowered farmers across the nation while unveiling them in just the right circumstances to reignite hope that we are, after all, a nation of promise, indeed!

    Emiefele’s astounding mettle perhaps most impressively crystalizes in his preference for directly ensuring that the staples of macroeconomic management are processed in such manner as to always end up impacting even the very smallest participants in the economy.

    From interventions in agriculture and artisanship through empowerment of petty traders to expansion of credit availability, our national economy has witnessed what fundamentally amounts to the democratisation of central banking. Indeed, under Emiefele, we have witnessed the transformation of the CBN from what was effectively a quasi-elitist institution, stuck in archaic preoccupations with big banking, forex and international markets in fidelity to erroneous trickle down paradigms which proved to be woefully elusive, into a bulwark of the common man and bank of the people.

    Emiefele’s CBN is at once the premier monetary institution of world standard and regulator of international significance and yet, at the same time, a nationwide community bank willing and able to interact with the man in the street while beneficially impacting the lives and livelihoods of numberless scores of our country men and women in the process.

    It has, in fact, become a sterling example of taking governance to the doorsteps of the people by bringing the complexities of macroeconomics down to the household level of bread and butter home economics.

    Quite apart from astounding us with achievements we thought were now lost to us forever as a nation, Emiefele has not only succeeded in bringing the long excluded within the rehabilitative ambit and empowering ambience of virile economic participation but done so in an era of excruciatingly lean resources.

    It is extremely difficult to find that genuine Nigerian businessman engaged in legitimate endeavours that has a valid complaint against Emiefele and, it is not at all a surprise he is the choice of corporate Nigeria to be our next President.

    Ironically, in spite of his remarkable successes in keeping our economy afloat, staving off financial collapse and, expanding domestic commerce, while enhancing exports, it is not the high and mighty of our country that have by any means been the chief beneficiaries of Emiefele’s stewardship but, in fact, the common man and woman, who have remained his studious focus throughout his term!

    It is a rare thing for President Muhammadu Buhari to retain someone from the preceding administration. The fact that Mr. President not only retained Emiefele but developed a close working relationship with him while obviously reposing much confidence in his ability as a central banker and monetary czar is a testament to Emiefele’s towering competence, dependable probity and astonishing resourcefulness.

    Our President, despite the shenanigans, disinformation, misinformation and manipulations of the naysayers, has done his best and, in fact, done quite well in the assessment of those who know their onions and refuse to play politics with everything. In the face of truly gargantuan challenges, bewildering dislocations and totally unforseen and indeed, unforseeable circumstances, the Buhari administration has succeeded in deepening democracy and keeping our country in one piece, while steadily impacting agriculture, infrastructure, economic inclusiveness and myriad other sectors of our economy and national life.

    As we seek a worthy successor to our President, we would do well to recruit one who does not fritter away his achievements and takes our country back to an Egypt of corruption and incompetence. Indeed, it is our collective duty as a nation to ensure that we end up with a servant-leader capable of consolidating on what has been attained thus far and surpassing it in every material particular.

    If it is an affable, humble, sensitive and sensible fellow we seek as our next President, our current Central Bank Governor fulfills those specifications. If it is a grassroots oriented fellow who nevertheless has the grit, guts and genius to deliver on the Presidency that we require, Godwin fits the bill. If it is an uncomplicated leader bereft of controversy and devoid of the excess baggage of scandal and opprobrium that we desire, Ifeanyichukwu is our man.

    If it is a man of easily verifiable achievements, unprecedented attainments and uncommon accomplishments that we are looking for to finally take our country into its true destiny, then Emiefele for President, come 2023.

    Indeed, for a man who has consistently showcased an ability to record achievements we were beginning to believe could never again be attained in our national economy, we indeed have in Godwin Ifeanyichukwu Emiefele, a Central Bank Governor we are quite sure of. It is time to make him a President we can all be proud of.

    2023: We are ready for consensus without acrimony – Saraki

    Former Senate President, Dr Bukola Saraki, says that all the People’s Democratic Party (PDP) presidential hopefuls from the North are ready for a consensus candidate during the party’s primaries without acrimony.

    He gave the assurance in Bauchi on Sunday when Saraki and Gov. Aminu Tambuwal of Sokoto State, also a PDP presidential hopeful, paid a consultative visit to Gov. Bala Mohammed of Bauchi State.

    Saraki, who addressed the media on behalf of the three presidential hopefuls, said they found it necessary as stakeholders of the party to meet, brainstorm and see how things could best work out among them.

    He said: “In doing so, we met and discussed that for 2023 ahead of us, the unity and stability of the country and the growth of the country is more important than individual ambitions.

    “We also met to strive for the need for us to work together. We believe that the three of us are working together harmoniously, committed and with a lot of energy, there will be great hope for this country going ahead.

    “We appreciate that the three of us have shown aspiration to lead this country, but we also come to realise that we are all capable, competent and fit to lead this country.

    “At the end of the day, it is only one person that will lead this country in 2023; and we also resolved that we are going to work closely to ensure that we come out with a way that consensus arrangement would come among the three of us on how to go forward into leading this country.

    He added that they also believed that their role was to make things easier for them to have stability in the party, saying if there is stability in PDP, there would be stability in Nigeria.

    The former governor of Kwara, however, urged all the PDP supporters to remain focussed and united in order to uplift the party to a greater heights.

    Saraki explained that the three of them would also meet with former Vice President, Alhaji Atiku Abubakar to brief him about the discussions they had during the meeting in Bauchi.

    Special adviser to President Muhammadu Buhari on political matters Babafemi Ojudu, has said he would retire from politics and go into farming full time should his boss choose Bola Tinubu as his successor.

    He made this known during a TV programme anchored by Chude Jideonwo and also monitored by TheNewsGuru.

    Asked whether he would fall in line if President Buhari endorses Tinubu as his candidate, Ojudu said he would never.

    Meanwhile, Ojudu had earlier clarified that he would not support Tinubu’s presidential ambition due to his “principled political choices’, not betrayal.

    Recall that Ojudu put up a post indicating interest in supporting VP Osinbajo, if the Vice President decides to show interest in the presidency.

    Chief of Army Staff (COAS), Lieutenant General Faruk Yahaya, has sounded a note of warning to senior Army officers and field commanders to desist from playing partisan politics and work towards a violence -free 2023 general elections

    Yahaya gave the warning at the COAS conference held at Command Officers’ Mess, Asokoro, Abuja.

    He heaped praises on troops for their efforts so far on battle grounds. He also appreciated the cooperation and work ethics exhibited by Nigerian Navy, Nigerian Airforce and other security agencies saying that their co-operation is everlasting.

    “As we carry out our constitutional duties of maintaining peace and security, in aid of civil authority across the country, let me emphasise that we should all remain professional and glaringly apolitical. He said

    “We should also continue to uphold human rights principles in the conduct of our operations, in tandem with the Constitution and our Rules of Engagement. This is particularly important as the activities outlined in the Independent National Electoral Commission’s calendar gathers steam.”

    He added: “In line with our constitutional responsibilities, we will continue to provide favorable and secure environment for the conduct of the general elections through Operation Safe Conduct, in aid to civil authority.”

    Gov. Ifeanyi Okowa of Delta has urged political appointees in his administration with ambition to contest in the 2023 elections to resign now.

    The governor spoke at the closing of a two-day retreat organised for top government functionaries on Thursday, in Asaba.

    He said that his administration was committed to leaving lasting legacies by embarking on projects with direct impact on the lives of the people of the state.

    The governor said he did not want to be distracted in the last days in office.

    He called on top government officials in charge of policy formulation and implementation to remain focused in the discharge of their duties.

    Okowa said that the politics of year 2023 would not derail his development efforts for the people.

    He urged Ministries, Departments and Agencies (MDAs) to offer suggestions that would keep the state in tandem with modern trend in terms of sustainable development.

    According to him, the call has become necessary, as it will go a long way in enabling his administration finish strong in delivering dividends of democracy to the people.

    “Anybody in the cabinet with political ambition should resign so as not to derail the government from meeting its set developmental targets for people of Delta.

    “A lot of people are already being distracted because of politics, there is no doubt as to that. Some of us are resigning to go and run elections and l wish everybody well.

    “But for those of us who are not resigning, we must understand that we need to stay focused. They should stay with the tide of governance.

    “I want to advise us that we must understand that as long as we are in government, we should remain focused on achieving the goal to the end and try to ensure the success of the administration that we are working in; that must be our priority.

    “Politics is supposed to be secondary. So, we must be cautious of what we do.
    “I am not insisting that everybody must work along with me, but in the governance process, you must stay focused, otherwise, you also have the right to turn in your paper that you may not be able to go along with me, and l will gladly receive it,” he said.

    The governor lauded the wealth creation office for toeing the policy direction of his administration and promised to do more in skills development and empowerment.

    He charged the project monitoring office to sustain its efforts to enable the state government to finish all ongoing projects before embarking on new ones.

    In his remarks, the Secretary to the State Government (SSG), Chief Patrick Ukah, said the retreat was primarily organised to remind top government functionaries of their responsibilities.

    He said it was also to remind them on the need to assist in the finishing strong agenda of the Okowa-led administration.

    In his presentation during the retreat, former Minister of Information, Mr. Frank Nweke (Jnr.), said policies must be people-centred.

    He said that government should leverage the use of technology to positively impact on the socio-economic well-being of the people.

    In his paper titled, “Plan Development And Implementation In Nigeria,” Prof. Sylvester Monye, Senior Policy Adviser to Okowa, said the only way sustainable development could be achieved was through effective planning.

    He said that policy implementation was more important in the planning process.

    “For you to have a successful plan, the people you are planning for must be involved in the planning.

    “Nigeria has never embarked on a culture of performance management.

    “I find the idea of this retreat very important. Every thing that we have done in this administration is a product of effective planning,” he added.

    The Commissioner for Lands and Survey, Mrs. Kate Onianwa, and her counterpart in Culture and Tourism, Mr. Lawrence Ejiofor, both participants, described the retreat as timely.

    They both promised to put in their best in the finishing strong agenda of the state government.
