    New EFCC Chairman denies wrongdoing

    Mr Abdulrasheed Bawa, new Chairman of Economic and Financial Crimes Commission (EFCC) has denied selling recovered assets while serving as Port Harcourt Zonal Officer of the commission.

    Bawa gave the clarification, while responding to questions during his screening by the Senate on Wednesday in Abuja.

    He explained that the EFCC Secretary was the only person authorised to dispose off recovered assets.

    According to him, the assets in question were sold by EFCC Secretary and three directors, who travelled from the headquatres to Port Harcourt to carry out the exercise.

    He also dismissed claim that he was arrested by former acting EFCC Chairman, Mr Ibrahim Magu for undisclosed reasons, saying he had good working relationship with him.

    Bawa said that he was eminently qualified to be appointed as EFCC Chairman based on his years of service and the extant laws.

    He promised to work toward digitalisation of the operations of the commission.

    Bawa said digitalisation would enable Nigerians to have access to information on EFCC operations.

    He said the commission recorded 216 convictions on cases prosecuted in court during his stay as Port Harcourt Zonal Officer.

    Bawa said the EFCC secured convictions for over 90 per cent of all cases prosecuted in court.

    He said there was need to equip the EFCC Academy in line with modern day realities of fighting financial crimes.

    The Nigerian Senate on Wednesday confirmed Mr Abdulrasheed Bawa as the substantive Chairman of the Economic and Financial Crimes Commission (EFCC).

    TheNewsGuru.com (TNG) reports Mr Bawa was asked to take a bow and go after he mesmerized the Senate with his credentials and provided answers to pertinent questions required for his confirmation.

    Recall President Muhammadu Buhari suspended Ibrahim Magu as Acting Chairman of the EFCC to allow for unhindered inquiry by a presidential investigation panel under the tribunals of inquiry act and other relevant laws.

    He then approved the EFCC Director of Operations, Mohammed Umar to take charge and oversee the activities of the Commission pending the conclusion of the investigation and further directives in that regard.

    However, while Nigerians await the outcome of the investigation, Buhari nominated Mr Bawa as substantive Chairman of the EFCC in accordance with Paragraph 2(3) of Part1, CAP E1 of the EFCC Act 2004.

    Upon Bawa’s arrival at the Senate for screening, the Senate resolved into the Committee of the Whole to consider the Executive Communication of Buhari for the confirmation of Bawa.

    Bawa introduced himself and read his biodata to the Senate, bragging to have been trained by the Federal Bureau of Investigation (FBI) and the National Crime Agency of the United States and the United Kingdom respectively.

    He went further to say that he is going to prove his onus by delivering, in order to give young people a very good representation so that more young people can be given more responsibilities.

    He harped on the need to repatriate all stolen assets back to the country for the benefit and betterment of all Nigerians.

    “I hold a B.Sc and M.Sc from Usmanu Danfodiyo University, Sokoto State. I am a Certified Anti-Money Laundering Specialist.

    “I have also been trained by the FBI and the National Crime Agency of the United States and United Kingdom respectively.

    “I joined the EFCC in 2014, and was trained in the Act Of Law Enforcement And Financial Crimes Investigation. I happen to be the only EFCC officer that has headed three different zones.

    “By the end of my tenure, I will leave the EFCC a better place. The EFCC is apparently the only cosmopolitan Agency in Nigeria, looking at the composition of the board of the commission.

    “To our strategic partners around the world, I intend to work with them closely by sharing information in order to attain our mutual and independent objective.

    “We need to repatriate all our stolen assets for the benefit and betterment of all Nigerians.

    “I am going to give the young people a very good representation in the governance of this country so that more young people will be given more responsibility in this country.

    “It is a dream of every patriotic Nigerian to see Nigeria growing to a greater height and I hope and pray that if confirmed, I will live to contribute my quota in seeing that this country is taken to a greater height,” Bawa told the Senate.

    TNG reports Bawa was grilled by 19 Senators with 14 others yet to speak before Senate President Ahmad Lawan asked the Senate if the new EFCC chair should take a bow and leave.

    The Senators chorused yes, and Bawa took a bow and left the floor of the Senate. The Senate then reverted to plenary and confirmed Bawa as the substantive Chairman of the EFCC.

    Following the confirmation, Bawa becomes the youngest person to ever hold the office of the EFCC chair at the age of 40.

    Recall that President Buhari had asked the Senate to confirm Mr Bawa as substantive Chairman of the EFCC in accordance with Paragraph 2(3) of Part1, CAP E1 of EFCC Act 2004.

    At the time of filing this report, the Senate has resolved into the Committee of the Whole to consider the Executive Communication for the confirmation of Bawa.

    He has undergone several specialized trainings in different parts of the world, and was one of the pioneer EFCC Cadet Officers in 2005.

    Bawa holds a B.Sc degree in Economics, and Masters in International Affairs and Diplomacy.

    The announcement of Abdulrasheed Bawa by President Muhammadu Buhari as the new Economic and Financial Crime Commission (EFCC) Chair subject to confirmation by the Senate raised a lot of mixed reactions as expected. Many have since taken a more microscopic look at this new appointment.

    Some have been mischievous, playing all kinds of cards from ethnic to blatant falsehoods and phantom charges, but it behoves on analytical minds to state the facts as they are without mincing words for the benefit of the common good.

    Some have asked, why jettison tradition by appointing an EFCC Chair from outside of the Police hierarchy?

    Bawa, the 40 year old Chief Detective Superintendent since 2016, is in no way short on experience bearing in mind that he represents the class of one of the earliest In-house recruitments in the EFCC in 2005. He has since led the operations of the Anti-corruption agency in three sensitive states, namely: Rivers, FCT and more recently, Lagos.

    A common plague that has trailed the office of the Chair of the Anti-corruption agency has been the ruffles between the Police Institution and the office holder who has to pay loyalty to police top echelon over and above the EFCC which is supposed to be the primary station of duty.

    We are all living witnesses to the disgraceful exit of Nuhu Ribadu, the pioneer Chair of EFCC, not for lack of passion to service but for not massaging the egos of the police.

    Others who came after him did not fare any better as they all suffered various degrees of distractions from their primary Constituency.

    The departure from this norm is therefore a welcome development that deserves commendation from everyone who desires a seamless battle against graft. This appointment will certainly foster institutional independence and better service delivery and ensure a more focused and result driven Agency.

    This new development will also put to rest the agitation by core of EFCC staff to have a ‘home grown’ operative to head the Agency.

    Putting to rest, accusations of being from the Northern part of the country, discerning observers of the Anti graft Agency all agree that competence is what the commission needs at this crucial turn in its history and Bawa does not suffer in that regard.

    They also contend that two presidents of southern extraction have appointed holders of the office from the North without seeing it as an issue. That shouldn’t be the case today either. Competency shouldn’t be sacrificed on the altar of satisfying ethnic bias.

    At 40, being the youngest to be nominated for such an office since its establishment, we can say in good conscience that the President has done well with the choice of Bawa to bring in a youthful touch to one of the three cardinal programmes of his administration- anti corruption. This he has been able to do without sacrificing experience. It is, indeed, a rare win-win no doubt.

    Keen observers have also punctured the accusation that Bawa owes the appointment to his filial relationship with a certain top official of government. The question that begs for answer is: should the President Buhari have refused to pick the best person for the job just because of this claim? Certainly not.

    Indeed, a lot of factors stood Bawa in good stead and positioned him as a good choice.

    His extensive experience in the prosecution and investigation of white collar fraud, money laundering, advance fee fraud in all its progressions over the years and other economic and financial crimes cannot be overlooked. A BSc degree holder in Economics and a Masters in International Affairs and Diplomacy, surely Bawa would be more circumspect in fighting corruption than the crude means of the average jack boot police officer. A plus at a time when abuses of human rights and brute force has put the people on a collision course against anti-crime law enforcers.

    One presumes that the several specialized trainings and courses in security and investigating matters both home and abroad that Bawa has been exposed to over the years would surely rub off on the whole guard at EFCC.

    Could this be the sterling qualities that are giving fifth columnists and nay sayers jitters? As the cock and bull stories of charges of corruption and crime against him have so far been found to be baseless, not even one case file not to talk of a proper prosecution charge has been brought against him by these unknown faces marketing this mischief.

    A number of firsts and trail blazing pointers will be recorded with Abdulrasheed Bawa at helm of EFCC, namely:
    • Born in the year 1981 in Jega, Kebbi State, he would be the youngest occupant of that position, the youngest before now being Nuhu Ribadu who was 42 when he resumed the office.
    • Bawa’s tutelage under all past EFCC chairpersons, from Nuhu Ribadu, who recruited the first set of non-police officers into EFCC in 2005 would mean a well knowledgeable Chairperson with a proper sense of history of the commission vis-à-vis its current objectives.
    • Bawa’s core role in the investigation of a number of key corruption and financial crimes investigations including the infamous case of former Petroleum Minister, Diezani Allison-Madueke, former Niger State Governor, Muazu Babangida Aliyu, the Controversial crude oil swap deal and that of the petroleum subsidy fraud of 2012 to 2015 makes him a tough hand and no green horn when it comes to handling high profile cases.
    • A recipient of several top high level crime busting trainings from the FBI, KPMG and agencies in the global western hemisphere like the United Kingdom and the United States of America.

    At a time when it is perceived that the anti-corruption efforts of the administration has ran aground, an experienced and youthful Abdulrasheed Bawa is definitely the answer to that yearning cry for a breath of fresh air. It is hoped that the Senate confirmation would make this a reality.

    The Economic and Financial Crimes Commission on Tuesday backed its new Chairman, Abdulrasheed Bawa, amidst allegations of corruption levelled against him upon his appointment.

    A few hours after the President Muhammadu Buhari appointed him as the EFCC chairman on Tuesday, there were reports of his involvement in corruption.

    But the commission defended him, saying he had no corruption record.

    The EFCC Spokesman, Mr Wilson Uwujaren, said this in a statement on Tuesday while reacting to reports that Bawa was arrested and removed from his position as Port Harcourt zonal head of the commission for allegedly diverting 224 forfeited trucks.

    Recall that the diversion of 224 forfeited trucks was one of the allegations levelled against Magu which was brought up before the Salami-led panel.

    Bawa was also said to have appeared before the panel over the issue but said he had no hand in the auction of the assets as it was supervised by a different department.

    The EFCC statement titled, ‘Abdulrasheed Bawa Has No Corruption Record – EFCC’ read in part, “The commission wishes to state categorically that Mr Bawa was never arrested or detained over sale of any assets.

    “As zonal head of the Port Harcourt office of the commission in 2019, Bawa’s responsibilities did not include the sale of assets as the commission has a full-fledged Directorate of Assets Forfeiture and Recovery Management, which remit such matters.

    “For the avoidance of doubt, the disposal of finally forfeited trucks in the Port Harcourt zonal office through public auction, was conducted after the exit of Bawa as zonal head. It is therefore illogical for him to have been indicted over an auction that was not superintended by him.

    “The auction of trucks at the Port Harcourt Office was among the issues examined by the Justice Ayo Salami Panel, leading to the suspension of some officers of the commission. The commission, therefore, enjoins the public to disregard the false publication which is believed to be sponsored by mischief makers to impugn the integrity of the EFCC chairman-designate.”

    It was learnt that a shake-up was imminent at the EFCC following the appointment of 40-year-old Abdulrasheed Bawa as the substantive Chairman of the EFCC.

    Bawa succeeded Ibrahim Magu, who was suspended in July 2020 when the President set up a panel led by Justice Ayo Salami (retd.) to investigate allegations of corruptions against him.

    Bawa, who joined the EFCC in 2005 and who currently serves as the Head of the Lagos EFCC zonal office, still has several officials senior to him, most of whom are policemen including the current acting Chairman of the EFCC, Mr Umar Mohammed, who is 55 years old.

    President of the Nigerian Senate, Senator Ahmad Lawan has said the tradition of the upper legislative chamber would be kept in screening Chairman-designate of the Economic Financial Crimes Commission (EFCC), Abdulrasheed Bawa.

    TheNewsGuru.com (TNG) reports the Senate President stated this immediately after reading a letter from President Muhammadu Buhari, requesting for the confirmation of Bawa as chairman of the EFCC on Tuesday.

    The letter which was addressed to the Senate President, Ahmad Lawan, was read during the start of plenary.

    According to Buhari, the request to screen and confirm Bawa’s appointment as substantive Chairman of the Commission was “in accordance with paragraph 2 subsection 2 of Part 1 CAP E1 of the EFCC Act 2004.”

    Bawa, aged 40, who holds a B.Sc degree in Economics, and Masters in International Affairs and Diplomacy, is presently the Head of Operations of the Commission’s Lagos office.

    After his confirmation by the Senate, Bawa is expected to take over from Mohammed Umar Abba, who was appointed as Acting Chairman by President Buhari last year, following the suspension of the immediate past Chairman of the EFCC, Ibrahim Magu.

    The Senate President, Ahmad Lawan, immediately after reading the President’s request, said that the screening of Bawa as substantive Chairman of the Anti-graft agency will be carried out during plenary in line with the tradition of the Upper Chamber.

    “The screening of the Chairman-designate of the EFCC will be done in plenary, in keeping with our tradition here,” he said.
