TNG 2023 SERIES: The Governorship Race: The Outlook in Abia

Prior to the onset of the active campaign season, the outlook in the Abia governorship succession looked quite predictable. The state has remained a sure bet for the major opposition Peoples Democratic Party (PDP). Outgoing governor Okezie Ikpeazu is the third in a succession of PDP governors following after Orji Kalu and Theodore Orji, both serving senators respectively. Mr. Orji Kalu is however currently in the ruling APC. In fact, governor Ikpeazu is in the race for the Abia South senate seat in the February election. If he succeeds, Abia would acquire the distinction of being the only state where all the senatorial seats are occupied by former governors.

After the last party conventions, it seemed obvious and natural to expect that Dr. Ikpeazu would be succeeded by a PDP candidate of his choosing. Political gladiators in the state were mostly gravitating towards the incumbent governor and his choice of a successor to get their bearing.

The relative strength of the PDP and governor Ikpeazu in particular in Abia state derives from his support base in the Ukwa -Ngwa axis. The zone boasts of a convenient demographic majority which, for a long time, had been marginalized from the governorship position in the state for a long time. Power in the state has from inception been dominated by persons from Abia North.

It was only under Theodore Orji that the seat came to Abia Central which consists of Umuahia and parts of Ukwa -Ngwa axis. Under Mr. Theodore Orji, based on pragmatic considerations, there was a political understanding that governrship power would go to the core Ukwa -Ngwa axis after Theodore Orji’s tenure. Governor Ikpeazu is the first beneficiary of that understanding and therefore the first Ukwa-Ngwa man to hold the office of governor in Abia state.

There was up to the immediate post convention period that no credible threat to the PDP hegemony in the state. The All Progressive Congress (APC) was the next most powerful contender to the governorship seat. The major presumptive governorship aspirants from the APC are Mr. Uche Ogar, immediate former minister of Solid Minerals and Mr. Ikechi Emenike, a free lance business man and close associate of incumbent president, Muhammadu Buhari.

However, both men have kept each other busy in a slew of lawsuits. By the latest series of conflicting rulings, both men have now neutralized each other to the point that both of them are literally disqualified from effectively contesting the February election. That literally seals the fate of the APC and leaves the field open to the other contending parties.

This literally left the winning field at first open to the PDP. Mr. Ikpeazu’s preference of a successor is Professor Ikonne, former Vice Chancellor of Abia State University. That choice sent ripples across the PDP membership in the state. Opposition to the choice was based on his age (he is above 70) as well as the implicit defiance of staunch party loyalists. Governor Ikpeazu stood his grounds and got away with his choice since Prof Ikonne is also an Ukwa-Ngwa man. But even among the Ukwa-Ngwa political elite, the choice of Ikonned has remained a contentious matter especially from the youth.

There have, however, been two major twists to the tale of the
Abia governorship succession in recent times. First, the PDP candidate has been ill and in and out of hospitals at home and abroad for most of the campaign season. For most part, he has not been available to participate in the campaigns. This has created a virtual vacuum in the governorship slot of the state as governor Ikpeazu has been left to fill a campaign vacancy for a seat he cannot be contesting for, having used up his two terms. The sense of vacuum has been intensified by Ikpeazu’s flirtation with the governor Wike led Group of five dissident PDP governors opposed to the Atiku Abubajar presidential ticket.

This sense of vacuum has thrown the PDP into uncertainty and confusion. The party is under pressure to either field a late replacement for Prof. Ikonne or accept the inevitable bitter loss of governorship power in the state.

While the PDP has been grappling with the natural but unfortunate misfortune of the ill health of its governorship candidate, the Peter Obi-led Labour Party (LP) has come onto the national scene as a formidable political force. With huge and raging national followership, the Obi movement has quickly garnered massive support in Abia state as in the rest of the south east and indeed the nation.

With the familiar face of Mr. Alex Otti, former Managing Director of Diamond Bank and two -time governorship candidate, as its flag bearer in the state, LP has been increasing in strength and followership. Recent reports have indicated massive daily decampments of PDP member into the Labour camp in support of both Peter Obi for president and Alex Otti for governor respectively.

If this trend continues, the clear indication is that Labour Party could produce the next governor of the state. But Mr. Otti has carried a burden of ancestry in his political career and repeated contests for the governorship of the state. He hails from Arochukwu in Abia North but grew up and is resident in Ngwa land. He is by right a full citizen of both zones of the state. He is both an Ngwa man and an Aro son. This has been something of a burden as some politicians in Ngwaland have been reluctant to recognize him as a legitimate son of the zone while he has been absent from the political consciousness of the Aro people of Abia North. But the crisis in the PDP seems t have played largely in his favour by replacing his ancestral burden with a more compelling national and pan Igbo interest in Peter Obi’s emergence.

Nonetheless, the other minority party, the All Progressive Grand Alliance (APGA) is showing some promise in the governorship contest in Abia. Its candidate, one Mr. Greg Ibe , is showing some presence. His strength seems to derive form his previous philanthropic efforts targeted at the youth coupled with the fact that he hails from the populous Ukwa-Ngwa axis. But he does not have the ready name recognition of Alex Otti. It is important to note that APGA had previously built up an impressive support base in the state when the party was being positioned as a key pan Igbo party in the mould of the Awo led Yoruba interest parties of old hence its dominance in Ojukwu’s Anambra state. Former Biafran leader Odumegwu Ojukwu, having failed to occupy centre stage in the old NPN was driven to form an ethnic based political party in the mopuld of the late Obafemi Awolowo. He was seeking to control the political destiny of the igbo states at least. That was the origin of APGA.
Mr. Ibe’s chances will depend on whether that original myth can be resurrected and weaponized to compete with the Peter Obi wave and rave of the moment.

If the present configuration of political forces remains as is, the fortunes of the PDP in Abia state seem rather bleak. On the other hand, the chances of a Labour Party governor in Abia state are indeed clear , present and bright.

PVC collection: INEC cautions staff against sharp practices

The Independent National Electoral Commission (INEC) in Abia has cautioned its staff members to shun sharp practices during the Permanent Voter Cards (PVCs) distribution.

The INEC’s Head, Public Affairs Unit in Abia, Mr Bamidele Oyetunji, issued the warning in an interview in Aba on Monday.

Oyetunji said that the commission frowns at receiving or demanding gratification from the public while performing their duties.

”Our staff members do not need to search for anything on the internet. All they need to do is to give people their voter cards

”Anybody whose card is not found or those with challenges should be given a note to verify online by themselves,” Oyetunji said.

Some residents of Aba have accused some INEC officials of collecting N500 from prospective voters before issuing them their cards.

Mrs Ijeoma Bernard said she was asked to pay N500 as “verification fee” before she was given her card.

Also, Nwanyioma Enyinnaya said that the INEC officials refused to attend to her because she could not pay.

Mrs Iheanaetu Roseline expressed worries that her card could not be found after the stress she passed through to get registered.

At Osisioma and Aba North Local Government Areas, residents turned out en masse to collect their cards.

The Abia Government declared Monday and Tuesday public holiday to enable workers to collect their PVCs ahead of the General Elections.

  • Abia doctors threaten to shut down health sector over unpaid salaries

Abia doctors threaten to shut down health sector over unpaid salaries

The Nigeria Medical Association (NMA) has threatened to shut down the entire health sector of Abia State over unpaid salary arrears.

Dr Isaiah Abali, the Chairman of NMA, in Abia, made this known during a protest organised by the association at the Government House on Thursday in Umuahia.

More than 50 doctors were seen carrying placards with different inscriptions such as “Abia govt pay our salaries”, ” Abia doctors are starving “, Doctors lives matter”, among others.

The leadership of the association had on Dec. 9, 2022, declared an indefinite strike after the government allegedly failed to respond to its 21-day ultimatum.

The Chairman said that the protest was organised to express their grievances over non-payment of salaries regularly and to state clearly that NMA was not affiliated to any political party.

Abali said that doctors in Abia State University Teaching Hospital(ABSUTH) and Hospital Management Board (HMB) were owed 25 and 13 months salary arrears, respectively.

Abali said that the association was prepared to take serious steps to ensure that the issue of non-payment of doctors’ salaries would be addressed.

He said: “We are resolute, even if it means closing the hospitals until the present government leaves office, we are ready.”

“It has been a game of giving excuses like ‘we can generate money to pay ourselves’, and  ‘government does not have money.’

“Workers deserve to be paid their wages and the payment of the  wages should not be politicised.

“If the government is saying  ‘no-work-no-pay’, what about the work done without pay. Are you going to pay interest on it?

“I challenge the government to pay doctors and see if any further agitation will hold,” Abali added.

He urged the government to clear the unpaid salary arrears of doctors before enforcing the “no-work-no-pay” policy, adding  that it would be wrong to use a blanket punishment for everyone.

Abali said  that the association would not relent until its demands were met.

Also, Dr Daniel Ekeleme, the Secretary of the association, said that the current situation of non-payment of salaries had plunged doctors working in ABSUTH and HMB into untold hardship and depression.

“In a country that is experiencing serious brain drain of healthcare workers, the government should not be seen owing doctors.

“We took the sacrifice to stay back and it is appalling that this is happening to us in our homeland.

“We have begged and appealed to the state government to expedite action in addressing the issue.

“We call upon men of good will all over this country and beyond to prevail upon Abia government to pay us our salaries,” Ekeleme said.

The state Commissioner for Information and Strategy, Mr Eze Chikamnayo, said that the government on different occasions authorised release of funds to restore regular salary payments.

Chikamnayo said that “just few days ago,  government yet again provided N420 million, representing 3 months of the salary arrears for doctors in ABSUTH”.

  • 2023 is Abia rescue year – APC guber candidate

2023 is Abia rescue year – APC guber candidate

The APC Governorship Candidate in Abia, Chief Ikechi Emenike has declared 2023 as the year for the liberation of the state from over two decades of bad governance.

Emenike in statement in Lagos on Monday,  said that 2023 remained a “year of rescue” for the people and entire residents of the state.

He noted that 2023 would be a remarkable year in the history of Abia.

“This is the year to end god fatherism in Abia, the year to send looters out of government house, the year to break the chain of transferring power among people bereft of ideas of good governance,” Emenike said.

According to him, with the arrival of the New Year, the 2023 electioneering has entered the homestretch, which will culminate with the election hence the need for residents to prepare and vote for change.

He advised Abia voters not to leave anything to chance, saying that the 2023 general election had presented “a great opportunity for us to take back our dear state from the plunderers of our collective patrimony.”

Emenike said: “We must rescue our state so that we can develop and make it great as well as truly God’s Own State where transparency, accountability and people-oriented government will  hold be entrenched.”

He reiterated his determination to lead the Abia rescue movement to a successful outcome at the poll.

“I will set up the building blocks of development” to activate a holistic development of the state,” he added.

He urged the youths of Abia to cast off despondency associated with unemployment.

He assured them that he would see to it that jobs were sustainably created with the establishment of the building blocks of development.

Emenike also encouraged mothers to renew their hope of a new dawn in Abia where they would be empowered to take adequate care of their family.

He said that mothers would enjoy the benefits of their children being gainfully employed after graduation from higher institutions.

“Abia is now at the threshold of the much expected break from the past, characterised by persistent decay of infrastructure and looting of resources meant for project execution and salary payments.

“We must collectively make efforts as individuals, groups, leaders, stakeholders, fathers, mothers to rescue our state from the dark forces of stagnation. The chance has come,” Emenike said.

  • Tension in Abia community as herders allegedly invade people’s farms

Tension in Abia community as herders allegedly invade people’s farms

Palpable fear and tension have gripped natives of Uzuakoli Community in Bende Local Government Area  of Abia, following Friday’s alleged invasion of farms in the area.

The traditional ruler of Ngwu Uzuakoli Autonomous Community, Eze Joseph Okorie, told newsmen in his palace on Saturday that herders invaded people’s farms with their cattle for grazing.

Okorie alleged that the armed herders uprooted some cassava and yam tubers in the farms  for their cattle. He estimated the extent of damage in the farms at over N20 million.

He said that the incident had brought misery to the victims,  numbering at least 15. The royal father further said that the community had suffered similar herders’ attacks for more than a decade.

He said that his own farm had once been attacked, with lots of yams, cassava and vegetables “severely destroyed and wasted.”

Okorie was flanked at the briefing by his Prime Minister, Chief Kanu Imo, the community’s President General, Mr Chimezie Ugorji, and other leaders, including Chief Emmanuel Arisa.

They said that their assailants always struck at odd hours of the night as well as on Afor Market days and Sundays, when people do not go to farm.

They lamented that the attack had persisted because the Local and State Governments had failed to wade in and put an end to it.

They said that the community had made several efforts to elicit the sympathy and genuine governments’ attention to their plight to no avail.

Okorie recalled that the Uzuakoli Traditional Rulers Council sent a Save-Our-Soul letter to the State Government and House of Assembly in 2012 in the wake of an attack.

He also said that his community had written several petitions to the State Government and copied the House of Assembly, Assistant Inspector-General of Police, Zone 9 as well as Commissioner of Police and other security agencies in Abia on the same issue.

The traditional ruler further said that the community women had staged several protests round the communty as well as Government House, Umuahia and Abia Assembly to express their grievances and solicit government’s intervention.

He said, “During one of their protests to the Uzuakoli Divisional Police Station, they encountered some military personnel on the road, where they laid their complaints to them.”

Okorie said that the 14 Brigade Command of the Nigerian Army later invited the community to a peace meeting with the state leadership of the herdsmen.

He said that the community was advised to either sell off their farm produce to the herders or fence their farms to avert future attacks.

“We are predominantly farmers and faming is our only means of livelihood. We spend huge sums of money to get land, cultivate it, weed and tend it only for these herders to come and destroy all our efforts at the time of harvest,” Okorie said.

He further said that the development portended grave consequences, including food shortage, for his community and its environs.

The community leaders regretted that there had been no positive actions from the state and local governments, in terms of compensations to the victims of the attacks.

They further said that those who were physically asaulted and wounded for daring the armed herders were left to their fate.

They cited the case of a native whose four fingers were chopped off after he confronted the herders to vacate his farm with their cattle.

“The State Government has not responded to our several petitions either by way of compensation or catering for those who were wounded by the herders,” they said.

They appealed to the state government to quickly come to their rescue in order to avert a reprisal attack by the angry youths of the community.

“It is no longer news that these herders move about with dangerous weapons and sometimes order their cattle to also attack their victims in their own farms, whenever they were challenged.

“It is said that only a mad man can challenge a man with a gun. However,  they should not take our meekness for weakness and timidity.

“That is the reason for this briefing to further seek the timely intervention of the government and other relevant agencies before the situation gets out of hand,” they said.

Some of the victims at the briefing included Mr Innocent Onyeabor, Donatus Ndukwe, Emmanuel Anukwu and Sunday Asaga.

The men, who were in their mid-70s, said that farming remained their only  means of livelihood. They feared that their families and the entire community could be plunged into serious famine in the new year, if no serious steps were taken to permanently stop the attacks.

  • APC primaries: Abia guber aspirant heads to Supreme Court

APC primaries: Abia guber aspirant heads to Supreme Court

A Governorship Aspirant of the All Progressives Congress (APC) in Abia, Chief Daniel Eke, says he will challenge the Appeal Court judgment that validated the candidacy of Chief Ikechi Emenike.

Eke made the disclosure in a reaction to Wednesday’s judgment by the Court of Appeal, Owerri Division, presided over by Justice Pemu Rita Nosakhare.

He had approached the appellate court in a suit No. CA/OW/419/2022 to quash the October 7 judgment of the Umuahia Federal High Court in the suit No. FHC/UM/CS/96/2022.

Justice Evelyn Anyadike of the lower court had ruled that Eke lacked the locus standi to challenge the outcomes of the May 26 parallel governorship primaries that produced two candidates.

While Emenike emerged from an indirect primary, the former Minister of State for Mines and Steel Development, Chief Uche Ogah, emerged from a direct primary election.

In a statement made available  to the News Agency of Nigeria (NAN) in Umuahia on Friday, Eke expressed dissatisfaction with the appellate court’s decision to authenticate Emenike’s candidacy.

He, therefore, vowed to approach the Supreme Court to upturn the ruling. He, however, hailed the appellate court’s decision to overrule the lower court on the issue of locus standi.

“This is good for us because it shows that we now can approach the Supreme Court to invalidate Emenike’s candidacy,” he added.

The appellate court averred that Eke showed evidence to prove that he is a card-carrying member of APC, having registered in his Igbere Ward.

It further affirmed that having paid N50 million for the party’s nomination and expression of interest forms, he became a governorship aspirant, hence had the locus standi to prosecute the suit.

Eke’s Counsel, Chief Obinna Nkume, said that it was a wrong decision by the court to validate the candidacy of Emenike, who was the second respondent in the suit, whereas he did not ask for it.

Nkume said in an interview with newsmen that the pronouncement by Nosakhare that Eke’s appeal succeeded in part gave impetus to his resolve to approach the apex court.

He said, “With the issue of locus standi resolved in Eke’s favour, the coast has become clearer for Eke to get the Supreme Court to adjudicate on his originating summons.”

Eke had alleged in his suit that Emenike’s primary election was conducted in contravention of the Electoral Act and directive of the National Working Committee (NWC) of APC.

He said that the NWC had ordered for direct mode of primary election in Abia, whereas Emenike emerged from an indirect primary election.

Nkume further said that the Independent National Electoral Commission posited in court that it did not monitor Emenike’s indirect primary as provided by the Electoral Act.

He said that it was worrisome that the appeal court discountenanced such a fundamental infraction but went ahead to validate Emenike’s candidacy.

He also said that the appellate court judgment tactically eliminated Ogah, the third respondent and claimant to the APC governorship candidacy, from the suit.

Nkume said that Eke’s continued pursuit for justice “has been made simpler by the Appeal Court judgment”.

“The soldier slapped the man, who then grabbed the soldier by the uniform,” an eyewitness said, adding that the soldier stabbed Uchenna with his bayonet.

The police spokesman, SP Geoffrey Ogbonna, said investigation had commenced.

  • 2023: Abia PDP guber aspirant declares support for Peter Obi

2023: Abia PDP guber aspirant declares support for Peter Obi

A PDP governorship aspirant in Abia, Chief Sampson Orji, has declared his support for the Labour Party’s Presidential Candidate, Mr Peter Obi.

Orji, who disclosed this in a statement issued in Umuahia on Thursday, stated that his preference for Obi against PDP’s Presidential Candidate, Alhaji Atiku Abubakar, was based on Obi’s competence.

He further stated that he would mobilise support for Obi “not because he is his fellow Igboman but for his antecedent”.

He stated: ” I’m a PDP man till tomorrow but I will support Obi not because he is Igbo but because of what he represents.

“Obi is a movement. My family and friends will vote for him. Atiku is my friend but Obi is a better candidate.”

Orji added: “Aside from competence, equity also favours Obi’s candidacy. South-East is the only zone in Southern Nigeria yet to take its turn at the Presidency.

“Why can’t Atiku support Obi, who was his running mate in 2019? I must speak the truth: What are we gaining in PDP that for 16 years it was in power, Aba-Port Harcourt Expressway is not passable?

“You cannot drive from Umuahia to Ikot Ekpene or Owerri to Umuahia on a good road. So, it is blindness to tell me to support Atiku, when we have Obi who has shown competence and capacity to take Nigeria out of the woods. Should I work against him because he is Igbo?”

In a related development, Orji also lent his support to the candidacy of Sen. Enyinnaya Abaribe of APGA for Abia South Senatorial District for the fifth time.

Abaribe, who aspired for the PDP’s governorship ticket, later defected to APGA, alleging irregularities in PDP’s three-man delegates congress.

He is being challenged by Gov. Okezie Ikpeazu, who picked the PDP’s ticket for the same constituency. Orji, popularly called SCOJ, described Abaribe as too experienced to be sacrificed for Ikpeazu.

He stated that Abaribe had proved his mettle in the Upper Chamber, considering his antecedent and pedigree as an experienced lawmaker.

He therefore advised Ikpeazu to step down for him (Abaribe) and not waste his time and resources.

Orji, a former Commissioner for Trade and Commerce, argued that it would be a great disservice to Abia South to replace a champion with a fresher.

He stated, “Asking me to choose between Ikpeazu and Abaribe is like asking one to choose between experience and the lack of it.

“Abaribe is too experienced to be replaced with a greenhorn, who would only go there to begin to learn the ropes. Abaribe has performed well in the senate.

“At a time he was the only voice not just for PDP or Ndigbo but Nigeria. He stood against injustice in the Senate. If I have the opportunity, I will tell Ikpeazu to step down for him.

“It is not a must that every governor will retire to the senate. I am a Christian and at my age, if I see what is right and refuse to say it, I wonder if I will say it in the grave.”

Orji noted that being a PDP chieftain would not make him to shy away from the truth “because of my conscience and Christian faith”.

He frowned at the trend where every governor now developed the penchant to retire to the Senate.

According to him, the red chamber should not be converted into a retirement benefit for former governors.

Orji, a former lawmaker in the state, however, added that “if Ikpeazu did well as governor, he will win”.

He opined that being a governor did not translate to automatic victory at the poll. He cited the case of Sen. Orji Kalu who, after two tenures as governor, contested for the Senate for three consecutive times and lost until the fourth attempt.

Orji tipped the PDP Candidate for Abia North Senatotrial District, a former House of Representatives member, Mao Ohuabunwa, to defeat Kalu. Kalu is running on APC’s platform for his second tenure.

Meanwhile, Orji, who contested the PDP’s governorship primary election of May 25, has approached the Umuahia Federal High Court to nullify Prof. Uche Ikonne’s emergence as the party’s flag bearer.

The Court has slated Friday, Oct. 21 for the hearing of the suit.

He said that the forum appreciated the dedication Ikpeazu exhibited at the PDP 2021 National Convention as member of the National Organising Convention Committee .

Tambuwal said Ikpeazu also acquitted himself remarkably well as Vice Chairman of the Venue and Protocol Committee at the 2022 Special Convention.

“He has stood for the cause of many and equally maintained a veritable balance in the polity, while also boosting the future of our party, PDP and the forum.

“We pray that the Almighty Father grant Ikpeazu good health, more foresight and grace to lead his people, as they join him in today’s celebration.

“We wish him more fruitful years ahead and pledge our brotherly cooperation and unalloyed support to him at all times.

“We give gratitude to the Almighty God for the unreserved love and care in his life, and for the wisdom in his public life ,where he has rendered dedicated service to Abia State and the country in general.”he said
