Reps move to probe rape, murder of A’Ibom job seeker

    By Emman Ovuakporie

The House of Representatives on Tuesday mandated the acting Inspector General of Police, Usman Alkali Baba, to immediately take over the investigation of the kidnapping, sexual, physical assault and killing of Miss Iniubong Ephraim Umoren, and ensure justice is delivered.

Also, family of the deceased demanded for justice when the state officers visited her family.

The House, condemned the act of sexual assault and gruesome murder of late Miss Umoren, described the act as barbaric, inhuman and despicable.

While in plenary the House also mandated the IGP to ensure the protection of her family members from harassment, intimidation and harm.

It further mandated its standing Committee on Women Affairs and Social Development to follow up with the investigation and prosecution, and ensure compliance — just as it expects it to report back for further legislative actions.

The resolutions followed the adoption of a motion of urgent public importance, sponsored by Hon. Unyime Idem.

Moving the motion, Idem recalled that on April 30, 2021, the Anti-kidnapping squad of the Akwa Ibom State Command of the Nigeria Police Force received a criminal report on the disappearance of Miss Iniubong Ephraim Umoren who left her house on the fateful day in search of employment.

He noted that the late Umoren was a graduate of the University of Uyo in Akwa Ibom State, who was without employment since her graduation from the University.

“Available information has it that she received a phone call from the assailant who pretentiously called her and invited her to a false interview of an advertised job.

“The innocent Miss Umoren was later found dead by the police after an official report and with the help of a wide reportage of her disappearance and information of the false interview on social media platforms, and her body was further exhumed where it was buried in a shallow grave by her assailant”, he said.

He expressed concern that the family members of the deceased have reportedly raised an alarm of receiving strange phone calls and threats of various degrees and have been asked to withdraw the case.

”It has been reported that the assailant upon his arrest by the police and subsequent voluntary confession boasted that he is well connected and will be released from the Police custody scot-free in a matter of days. The Nigeria Police Force has been reporting a surging high record in rape and gender violation across the country.

“Unfortunately, a very scary number of cases have been reported daily with thousands unreported. These acts are gross violation of human rights to dignity, life and sexuality,” he added.

Idem however advised that the public outrage on account of rape and other violent crimes against women and the girl child should not go unpunished as a deterrent for the perpetrators and others nursing the thought to forestall future occurrence.

Adopting the motion, the lawmakers observed a minute silence in honour of the deceased and other victims of this nefarious act.

“This news, which was conveyed by the police, is heart wrenching and most disturbing, considering the ages of the persons involved.

“The governor, while thanking the police for the arrest and interrogation of the suspect, has communicated his desire for the full administration of justice to the culprit and all persons involved.

“This is the least that will be acceptable.

“We condemn in totality the gruesome acts that led to the loss of the life of an innocent young woman whose sincere desire was to earn a decent living.

“Our state must remain a safe location for all peace-loving and law-abiding citizens at all times,’’ Ememobong stated.

He commiserated with the deceased family and prayed God to comfort its members.

  • Akwa Ibom REC, Igini tasks electoral officers to earn public trust

Akwa Ibom REC, Igini tasks electoral officers to earn public trust

Resident Electoral Commissioner, REC, of the Independent National Electoral Commission, INEC, in charge of Akwa Ibom State, Barrister Mike Igini has urged electoral officers on the need to build the confidence and trust of voters in Nigeria’s electoral system.

Igini made the call during the opening session of INEC’s training for EOs/AEOs (electoral officers) in preparatory to the 2021 expansion of voters access to polling units.

His words in full: “Let me start by telling you a secret a voter told me in confidence. He said that unless we, that is INEC earn the trust of the public, whenever we say that we are expanding polling units to increase voter access, they suspect there are other political agenda in the making. How many of you agree that many voters think in the same way? This has been the reason why for twenty five (25) years we have not been able to expand voters access in the country.

“However, the Commission has succeeded so far in the current efforts through the adoption of a new approach to disabuse the minds of Nigerians who harbour such misconceptions. Thus, apart from the technical issues in this training, it is also about trust building.

“Today, therefore, marks the commencement of Training in Akwa-Ibom State for E.Os/AEOs in preparation for the Commission’s 2021 plan to expand voters access to Polling Units across the country.

“As permanent staff, you all may recall that the last time efforts were made to expand voters access to ensure ease of voting on election day was in 1996. That is a period of twenty five (25) years ago, with the result that voters access to Polling Units and ease of voting on election day has been problematic, difficult and chaotic during elections.

“Since 1996 when the number of Polling Units have been 119, 973 there had been a geometric increase in the number of registered voters without a corresponding increase in the number of Polling Units . This trend had resulted in overpopulated Polling Units across the country.

“The objective of the current efforts to expand access of Nigerians to Polling Units pursuant to section 42 of the Act, is the reasons for the training you are about to undertake as field officers to ensure:

    a) Expansion of more access to voters on Election Day
    b) To decongest overpopulated Polling Units to a minimum of 750 and maximum of 1,000 voters per Polling Unit; and
    c) To address the declining voters turnout at every elections

This exercise is very important to the Commission for the benefit of the Nigerian people as we approach the 2023. Participation in the choice of leadership by the people is the whole essence of democracy and it represents the greatest dimension of Liberal democracy. Therefore, as permanent staff saddled with the task of implementing the vision and mission of the Commission, you must take this Training very seriously because the success of this exercise lies squarely on you all as field officers.

“The commission has provided the tools and materials that you need to carry out this project across the thirty one (31) local governments of this state. As E.Os and AEOs, you have a duty to educate stakeholders on what this expansion of voters access is all about and what it is not in order to avoid unnecessary pressure for favours that you do not have authority to grant to individuals or groups over polling units establishment or allocation. In other words, as I said earlier, you need to build trust, restore and sustain confidence of the Nigerian people in order to make the task of election day management easier for all stakeholders.

“The total numbers of voting points in each state across the entire thirty six states of Nigeria is already settled and known to all. In Akwa-Ibom State, we have one thousand three hundred and seventy three (1,373) voting points to be reallocated to decongest overpopulated Polling Units and to service new settlements.

“These numbers will not change for the purpose of this exercise. Its only the Commission that has the power to determine the criteria for the implementation of the exercise. Therefore, you must adhere strictly to established principles and issued guidelines as field officers. In particular, you must exhibit the highest principles of ethical standards by ensuring that you are not found wanting in breach of the guidelines as punitive measures would be taken by the Commission against any and all who is found on the wrong side of the law. At the end of your field work, you are expected to write a report that must take into account the provision of section 117(e) of the Act which says that you must not “make any record, register or document which he is required to prepare, publish or keep for the purpose of registration, any entry or statement which he knows to be false or does not believe to be true”

“The Commission expects the best and is looking forward to a successful implementation of improved voters access to Polling Units in Akwa lbom state. Key highlights in this training will include: The Commission’s policy on appropriate location of polling units, how to capture Polling Unit coordinates using UTM GEO map application and enumerating the threshold for voting points which the ICT Department will provide during the training.

“The Commission expects the best and is looking forward to a successful implementation of improved voters access to Polling Units in Akwa lbom state, and hereby declare the training session open.
    Thank you.

It is possible to rise without compromising one’s spiritual values – Inoyo tells Akwa Ibom youths

The 2021 Bar Week of the Nigerian Bar Association (NBA), Uyo Branch has been flagged-off in Uyo, with a call on Akwa Ibom youths to conquer their fears and rise to the heights of their callings, without soiling their hands or compromising their spiritual values.

The immediate past Executive Vice Chairman of ExxonMobil Subsidiaries in Nigeria, Mr. Udom Inoyo gave the charge while delivering his keynote lecture during the opening ceremony of the 2021 Bar Week, kicked-off by the Akwa Ibom State Chief Judge, Honourable Justice Godwin Abraham.

Udom Inoyo, FCIPM who is a former National President, Chartered Institute of Personnel Management (CIPM) in Nigeria and presently serves in the Akwa Ibom State Economic Advisory Committee, urged the youths never to stop believing in themselves, adding that, “the moment you doubt whether you can fly, you cease forever to be able to do it”.

In his words, “Most of you know me and if there is a central theme to my story, it is the fact that it is possible to get to the top of a career without compromising one’s spiritual values or soiling one’s hands. That could also be your testimony. So, rise and push forward.”

To the Akwa Ibom business community, Mr. Inoyo noted that for current and future businesses and industries in the state to join the Ivory League of global firms still standing beyond hundred years, operators of such businesses and industries must always find ways of evolving themselves to beat the changing peculiarities in the spaces they operate and must remain resolute in upholding the timeless principles of hard work, diligence and integrity, no matter the pressure to do otherwise.

He listed an array of businesses that have failed in the past and advised present and future business leaders to avoid the pitfalls that resulted in failures in the past.

Mr. Inoyo commended the Governor Udom Emmanuel-led administration for providing enabling business environment and for inspiring industrialization in the state, but noted that operators of such firms must think out of the box and uphold global best practices to keep them running for decades to come.

Addressing the lawyers on the theme of the 2021 Bar Week “Legal Profession and the Emerging Global Economy”, Mr. Inoyo said, “Make no mistake, the economy of the 21st century has already been defined largely by technological advancement and only those who adapt quickly to this reality will have a place at the table. We need to adjust to the new global trends across all sectors, failing which we would be left behind.”

He said it was time for lawyers to begin the process of retooling and reskilling for the opportunities the emerging global economy presents.

Inoyo, himself a trained lawyer, also enjoined Nigerian lawyers to urgently address a preponderance of corporate governance issues in the country and work towards domesticating useful anti-corruption laws such as the US’ Foreign Corrupt Practices Act (FCPA) and the UK’s Anti-Bribery Act, as they affect operations of businesses in Nigeria.

He announced his readiness to partner with the Bar in areas such as Capacity Building, Synergy for Sustainable Legal Practice, Structured In-Chambers Experience, Opportunities in MDAs, Enrollment in Federal Public Service, as well as Contributions towards Judiciary Reforms.

Earlier at the ceremony, the Chairman, Nigerian Bar Association, Uyo Branch, Aniema Etuk, had commended his colleagues for summounting the COVID 19 challenge and appealed to them to brace up for other challenges ahead, in elevating the status of the legal profession.

Barr. Aniema Etuk noted that the choice of the theme of the 2021 Bar Week was inspired by the necessity to better position practitioners of law in the state for the new realities of the emerging global business environment.

He said as soon as the police is done with the investigation the matter would be charged to court.

“The lady has been arrested by the police and she is already in our custody. The Police Commissioner has ordered a thorough investigation into the matter and as soon as the investigation is over the matter will be charged to court,” Macdon said

The Public Relations Officer explained yesterday (Sunday) that the Command received a distress call from the control room and immediately dispatched some officers to No 219 Abak road where the offense was committed.

He said the police officers were able to rescue the lady who was at the verge of being lynched by an angry mob

“When we carried out preliminary investigation, she informed us that one Akwaowo Japhet of No 219 Abak road, Uyo took her to his house.

“When the report came, I doubted it because it sounds strange that a female corps member will kill a man. It sounded unbelievable, it is something very unusual.

“I made a call to the police headquarters and at that time they were unable to give me details of the incident.

“It was when I got to the police that we were able to establish what really happened. It is a very unfortunate development.

“According to investigation, the lady and the boy were not into any previous relationship. Yesterday was the first day of their meeting. They had never been together before in any previous relationship. It was that yesterday that she met with the boy.”
