    2019: Akwa Ibom makes U-turn, approves Akpabio Stadium for Buhari’s campaign

    A day after it turned down a request by the local chapter of the All Progressives Congress (APC) for the use Godswill Akpabio International Stadium in Uyo, the State government has reversed itself.

    It approved the use of the 30,000-capacity facility for the opposition party on Monday.

    The approval came barely hours after the APC rejected Uyo Township Stadium as alternative for the kick-off of President Muhammadu Buhari’s campaign in the Southsouth on Friday.

    The APC insisted on the Godswill Akpabio International Stadium as venue for the kick-off of its presidential campaign.

    The government turned down the party’s request to use the stadium for the commencement of Buhari’s campaign, scheduled for December 28.

    APC state chairman Iniobong Okopido had applied to the government for the use of the facility for the campaign launch, but the state, through the Youths & Sports Commissioner, Monday Uko, turned the application down and instead offered the small capacity Uyo Township Stadium.

    According to Uko, the stadium managers, Messrs. Julius Berger, now on vacation in Germany, had locked the stadium and would resume on January 7, 2019.

    Besides, the commissioner explained that the decision became necessary to safeguard the pitch for the state team, Akwa United to play their home games as the National Professional Football League (NPFL) kicks-off on January 13.

    But the APC rejected the commissioners’ explanation insisting on access to the facility.

    Senior Special Assistant (SSA) to the President on National Assembly Matters (Senate), Ita Enang told a news conference that the reasons given by the government were untenable.

    Senator Enang, who doubles as the Director-General of Nsima Ekere Governorship Campaign Council, counselled the government against over-stretching it’s diplomacy in its continued plea for the use of facility.

    Enang said: “We will continue to use diplomacy for the request, but if the diplomacy fails, we will still use the stadium. When higher immunity meets the state immunity, it would succumb. We will not allow Udom to blackmail Akwa Ibom.”

    He said the government’s action was pre-meditated and political, recalling that “the governorship primary that Udom was declared the winner in 2014, was done in that same stadium”.

    Accusing the government of double standard, Enang said that the senator representing Akwa Ibom Northeast, Bassey Albert, did his empowerment and constituency briefing at the same stadium.

    He said: “Udom should know that it was his predecessor Godswill Akpabio that built the stadium with funds allocated to the state by the Federal Government led by President Buhari and denying Akwa Ibom people the use of that facility is a collective insult on the people of the state.”

    He explained that the choice of Akwa Ibom for the Southsouth campaign launch became necessary following widespread acceptability of the APC in the state and in the region.

    However, the government acceded to the opposition party’s request last night.

    In a statement issued by Youth and Sports Commissioner Monday Ebong Uko, the government gave conditional approval for the stadium to be used for the presidential campaign rally.

    The approval came barely few hours after the senior special adviser to the President on National Assembly Matters (Senate), Ita Enang threatened that the APC may force its way into the 30,000-capacity stadium should the government refused to reconsider its request.

    The Akwa Ibom State Government has explained why President Muhammadu Buhari campaign organisation cannot use the Godswill Akpabio International Stadium for campaigns and other activities scheduled to take place on Friday.

    The dispute over the 30,000 capacity stadium started after the leadership of the All Progressives Congress (APC) applied to the state government requesting for the use of the facility for the kick-off of President Muhammadu Buhari’s campaign on the Friday.

    The state government through the commissioner for Youth and Sports, Mr. Monday Uko gave reasons the facility cannot be used for now.

    In a statement made available to reporters, Uko said: “The government of Akwa Ibom State has received with gladness the notice of the proposed visit of His Excellency, the President of the Federal

    Republic of Nigeria, Mohammadu Buhari, GCFR, to our dear state on December 28, 2018.

    Consequent to this proposed visit, the Ministry of Youth and Sports, Akwa Ibom State is in receipt of a letter of application dated December 19, 2018, requesting for the use of the Godswill Akpabio International Stadium as the venue for his reception ceremony.

    Whereas we have sent a letter, dated December 20, 2018 in response to the application, addressed to Hon. Ini Okopido, the State Chairman of the All Progressive Congress, Akwa Ibom State, we are obliged, in light of the unfortunate attempt by some political actors and commentators to pit Akwa Ibom State Government against President Muhammadu Buhari and the Presidency. May we inform Akwa Ibom people and the entire public, of the reasons for our inability to approve the use of the requested venue. As stated in our response, our inability is hinged on two grounds.

    That the next season of the Nigeria Premier Football League (NPFL) is scheduled to begin on January 13, 2018. In view of this and the fixtures of home matches for Akwa United FC, it will be practically impossible to ‘regrass’ the stadium for pre-fixed matches, if used for non-sports activities, because of the nature of pressure that such events bring on the pitch.

    Additionally, the maintenance contractor (Julius Berger) had also advised that the present atmospheric conditions being very hostile to the pitch, the facility should not be used for non-sport activities during this harmattan period, so as to avoid inflicting long term or irreversible damage to the grass on the football pitch.

    This reason forced the relocation of the State’s Christmas Carols festival from the earlier proposed Godswill Akpabio International Stadium to the Uyo township Stadium. “Moreover, the stadium from its inception has been under a maintenance contract with Julius Berger Construction Company.

    They operate all the sensitive and non-sensitive components of the facility. They had closed for the year and proceeded on vacation (as it has been their usual practice) and are due to resume on January 7, 2018. The implication of this is that, the technical capacity required to activate the venue is currently unavailable, and this is not within our control.

    The ministry has however approved, in the alternative, the use of the Uyo Township Stadium for the event. We guarantee that the approved venue is in perfect condition”.

    Though the APC has not given issued any response to government’s position on the state, our correspondent gathered that the party may resort to the Uyo Township Stadium for the Buhari campaign.

    Spokesperson of the APC campaigns in the state, Mr. Eseme Eyiboh said “the party will do everything within its ability to give President Buhari a befitting reception in Uyo and also ensure that the campaign kick-off takes place peacefully and successfully.

    He, was however, silent on whether the party will insist on the use of the Godswill Akpabio International Stadium for the event.

     

  • 2019: INEC warns staff not to betray public trust

    The Independent National Electoral Commission (INEC), says it will not hesitate to discipline any staff found to have betrayed public trust during the 2019 general election.

    INEC Public Affairs Officer in Akwa Ibom, Mr Don Etukudo gave the warning in a statement in Uyo on Sunday.

    Etukudo urged INEC staff to ensure that the commission is able to deliver free, fair and credible election to the people of the state in line with its mandate.

    “In the last one year, the commission have been counseling staff on how to ensure a successful 2019 general election and will initiate disciplinary measures on staff that compromise the process,” he said.

    He said the commission had withdrawn some electoral officers from the field and re-assigned them to different Local Government Areas (LGAs) other than where they were serving before.

    According to him, the exercise is a strategic re-organisation and re-positioning to ensure that the process leading to the general election is fool proof.

    Etukudo said the commission was rejuvenating and re-positioning its personnel to the core values of integrity and impartiality necessary to drive them towards delivering on the commission’s mandate.

    He urged politicians in the state to steer clear of INEC’s staff in the forthcoming general election by refraining from “unethical engagement” that may jeopardise the careers of the staff.

    Etukudo further said INEC staff recently elevated had been given their letters of promotion.

    He enjoined the affected staff to reciprocate the gesture by re-dedicating and committing themselves to the mandate of the commission.

     

  • DPR seals 46 filling stations in Akwa Ibom

    The Department of Petroleum Resources (DPR) in Akwa Ibom says it has sealed 46 filling stations without the department’s licenses and under dispensing of petroleum products in the state.

    DPR Head of Operations in Eket Mr Olusegun Dabor disclosed this when the department carried out routine inspection of fuel stations in Uyo and its environs on Thursday, saying that the fuel stations concerned were sealed from December till date.

    He noted that some filling stations were yet to acquire licenses since they started operating in the state while others were operating without signposts.

    The head of operations said that the filling stations were operating for over six years without approved licenses from the department.

    “The department has sealed 30 filling stations without operational license and 16 stations were under dispensing their products.

    “For those filling stations under dispensing, we have to come back and check if their pump is working before we can unseal them,” Dabor said.

    He said that the department had embarked on aggressive surveillance to check the activities of petroleum products dealers during the yuletide season.

    Daboh said that the names of the defaulters would be given to the sister agencies for further prosecution.

    He said the surveillance team of the department was working with sister agencies to monitor the sealed filling stations in the area.

    The DPR head of operations said the department would give the defaulters one month to repair their pumps.

    He advised the public not to panic in buying petroleum products during the yuletide season “because there is availability of the products in the country.“

    Reacting to sealing of filling stations, Mr Paul Dickson, Station Manager at Mega Filling, Uyo whose pump was allegedly under dispensing, acknowledged the sealing of some pumps in the station.

    He said that the under dispensing of petroleum products in the station was as a result of old pumps, adding that such pumps had been worn out.

    “Some of our pumps are actually old and plans are underway to change the old pumps and fix new pumps, “ he said.

    Pumps 9 and 10 of the Mega filling station were sealed for under dispensing of the products.

     

  • A/Ibom Assembly crisis: Gov. Emmanuel seeks President Buhari’s intervention

    Gov. Udom Emmanuel of Akwa Ibom has called on President Muhammadu Buhari to intervene in the Akwa Ibom Assembly crisis to ensure continuous peace in the state.

    Emmanuel said this at a news conference held in the Government Lodge in Uyo on Tuesday after the pandemonium in the State House of Assembly.

    He said that the state would continue to remain peaceful in spite the siege in Akwa Ibom House of Assembly.

    “We are calling on the President of the Federal Republic of Nigeria, President Muhammadu Buhari, please, we are citizens of this country and the President should take necessary action to forestall this because we have seen the sign.

    “I want to believe my people will be protected by the constitution and by the law of this country.

    ” We stand for peace and we shall ever remain peaceful and law abiding citizens of this country,” Emmanuel said.

    The governor also expressed displeasure over the deployment of police to the Akwa Ibom House of Assembly and called for the redeployment of the Commissioner of Police, CP Musa Kimo from the state.

    The News Agency of Nigeria (NAN) reports that Kimo assumed duty in the state on Nov. 23.

    The governor said that democracy in the state was being threatened and appealed for support to protect `the hard earned democracy.’

    He said that the state government had received intelligence report on plans by the sacked lawmakers to take over the house of assembly alleging that the plans were being executed and supervised by the police.

    He alleged that the same police that he used state resources to equip were fighting the state; adding that several petitions to President Buhari and the IGP about the activities of the Police and the sacked lawmakers had been ignored.

    “The court ordered the speaker that those who had defected, their seats should be declared vacant, this is not the first time and it is in line with the rule of law.

    “I want to call on the police force to ensure that the commissioner of police and the Quick Response Squad are withdrawn so that we can maintain peace,” Emmanuel said.

    Recently, angry youth and supporters of the opposition All Progressives Congress (APC) in the state had stormed the assembly complex to protest the sack of a lawmaker, Idongesit Ituen.

    Ituen, who represented the Itu State Constituency, was sacked by a federal high court for defecting from the ruling Peoples Democratic Party (PDP) to the APC.

    In spite of the protest, the Speaker, Onofiok Luke, then declared vacant the seats of four more lawmakers who had also defected from PDP to APC.

    The sacked lawmakers, (five), later held their sitting where they ‘removed’ the speaker, Luke, and ‘elected’ one of them, Nse Ntuen (Essien Udim State Constituency) as the “new speaker.”

  • Akwa Ibom govt. names airport after Attah

    The Akwa Ibom Government has renamed Ibom International Airport after Obong Victor Attah, a former civilian governor, who governed the state from 1999 to 2007.

    Gov. Udom Emmanuel of Akwa Ibom made the announcement at a banquet held in Uyo on Sunday to commemorate Attah’s 80th birthday.

    Naming of the airport after the former governor was sequel to a resolution passed by the Akwa Ibom House of Assembly on Nov. 19.

    “Obong Victor Attah’s developmental strides during his eight years tenure such as the Ibom Deep Seaport Project, Ibom International Airport with Maintenance, Repair and Overhaul (MRO) facility, Ibom Hotel & Gulf Resort, Phase one of the State Secretariat Complex cannot go unnoticed,” Emmanuel said.

    He commended Attah for his commitment to the development of the state, Niger Delta region and the country.

    The governor acknowledged the contributions of Attah toward making the MRO unit of the airport functional in spite of his exit from office.

    “Such demonstration of zeal, patriotism and forthrightness is worthy of emulation by all leaders.

    “His doggedness for the actualisation of true federalism and resource control had paid off well for the state and the south south region with the result being tremendous increase in the revenue accruing to the oil bearing states.’’

    He congratulated the former governor for making it to the age of 80 and prayed God to grant him good health and more years of existence to enable him impact more on the society.

    Responding, Attah said that he will eternally remain grateful to Emmanuel and the people of Akwa Ibom for the respect accorded him.

    Attah called on politicians to play politics devoid of rancour as the country prepares for the next general elections.

    Men of the Nigerian Police Force (NPF) and other security operatives barricading the Akwa Ibom State House of Assembly complex have vacated the premises, following order by the Nigerian Senate.

    TheNewsGuru (TNG) reports the Police on Friday ended their siege on the Akwa Ibom State House of Assembly, as all entrances to the complex which had been barricaded since Tuesday morning are now open.

    The Nigerian Senate had on Thursday ordered the security agents, including the police, to vacate premises of the Akwa Ibom State House of Assembly.

    The Senate gave the order after an extensive debate during Thursday’s plenary sitting.

    Senators put the matter to an open debate, before the resolution, for the police and other security operatives barricading the Assembly complex to vacate the premises, was reached.

    The Senate also ordered the police and the other security operatives not to prevent the State legislators from having access to the chambers.

    TNG reports a combined force of Police, Army and Civil Defense took over the entire complex of the Akwa Ibom State House of Assembly, barring even staff from gaining access.

    Senator Bassey Akpan, representing Akwa Ibom North-East in the National Assembly, citing orders 42 and 52, first informed the Senate of the development during plenary on Wednesday.

    The Senate then directed its police committee to investigate circumstances surrounding sealing of the Assembly complex to find out what happened, and report back within 48 hours.

    During Thursday’s plenary session, Senator Akpan again drew the attention of the Senate to the situation.

    In his reaction, Senate President Bukola Saraki said, “This is a very serious matter and I think it is a matter that is non partisan. It is an action that is against the law that exists. Members of the parliament should have access”.

    He further stated that the “Police can provide law and order without necessarily preventing members of parliament to have access. The police has the responsibility to maintain law and order but at the same time, parliamentarians must have access to chambers.

    “We cannot allow this to happen now or in the future. A situation where the police can seal the chambers for more than 24 hours, is not something we should be a part of and not something we should support — irrespective of whoever is involved, I think we should stand for prosperity on the right side of history.

    ”The parliamentarians should still have access to the chambers there, or in any part of the country where we have a parliament.

    “The police should vacate but still provide necessary security”.

    Reacting, Senator Ahmad Kaita said if the police vacates the premises, the legislators will go in there with their supporters and create fracas.

    “The police are only there to promote peace. Let us, as a Senate, verify the facts of this issue before taking any action,” he further stated.

    Senate President Bukola Saraki stated: “I think the discussion or the issue really is the problem of the police occupying the premises of the House of Assembly. The issue on whether the court gave power or did not give power to one side is also under discussion.

    “We have already permitted the Committee on Police, but I think the question is if the police have the right to occupy the premises and prevent the assembly from functioning.”

    Senator Emmanuel Paulker said, “It is a very sudden situation in Akwa Ibom State. The police have to rise to see that this situation ends.

    “What is paramount is for this Senate, without any political standing, should come together and ask the police to leave the House of Assembly. The police are biting more than they can chew.”

    Senator Sam Anyanwu suggested the Committee on State should join the Committee on Police to look into this matter.

    “This is Democracy and we should defend it,” he said.

    Senator Bala Na’allah said “The Committee on Police has to look into this issue. At this very moment, we cannot act on speculation because we are yet to decipher the problem.

    “Taking a decision now may not be in the best interest of the Senate as a whole”.

    Reacting, Deputy Senate President Ike Ekweremadu said, “Our Democracy will be at risk if we keep putting such matters aside. It is Akwa Ibom State today, it may be another State tomorrow”.

    The Nigerian Senate on Wednesday directed investigation into the sealing of Akwa Ibom House of Assembly by security operatives.

    TheNewsGuru (TNG) reports the Senate directed its police committee to investigate the circumstances to find out what happened and report back within 48 hours.

    A combined force of Police, Army and Civil Defense took over the entire complex of the Akwa Ibom State House of Assembly on Wednesday morning, barring even staff from gaining entrance.

    Senator Bassey Akpan, representing Akwa Ibom North-East in the Senate, citing orders 42 and 52, informed the Senate of the development.

    “Laying siege on the State Assembly is a serious offense,” Senator Shehu Sani stated.

    Condemning the development, Senate President Bukola Saraki said, “As parliamentarians, we should not go partisan on this issue. If it’s true that security agents have invaded the House of Assembly, it is wrong and I must condemn such brutality; but if it’s so, we should not support it.

    “There should be an investigation quickly to establish this and that committee should report back to us and tell us once it’s confirmed. Then we can take it from there”.

     

  • Thugs invade A’Ibom Assembly as Speaker declares five APC lawmakers seat vacant

    There was pandemonium on Monday at the Akwa Ibom State House of Assembly as armed thugs invaded the premises of the assembly complex to stop the sitting of the House.

    The hoodlums numbering over a hundred arrived the assembly complex situated at Udo Udoma road, Uyo in the early hours of yesterday and blocked the main entrance to the complex.

    The thugs, it was gathered, were mobilized by the five lawmakers who had recently defected from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC).

    It was also learnt that the invasion of the Assembly Monday by the hoodlums was aimed at preventing the House from sitting to declare the seats of the five APC lawmakers vacant.

    The thugs blocked the main entrance of assembly complex and also disrupted vehicular and human traffic in and out of the complex. They made bonfires and shot sporadically into the air.

    But for the intervention of the security operatives, the thugs would have gained entrance to the Hallowed Chamber of the House. However, the hoodlums succeeded in smashing some doors and windows of the assembly complex.

    Amid the tension, the assembly, however, went ahead to hold its plenary during which it declared the seats of the five APC lawmakers vacant.

    The affected legislators include Idongesit Ituen (Itu), Gabriel Tobby (Etim Ekpo/Ika), Victor Udofia (Ikono), Otobong Ndem (Mkpat Enin), and Nse Ntuen (Essien Udim).

    The Speaker of the state house of assembly, Mr. Onofiok Luke said the House took the decision in line with section 109 sub. 1G of the 1999 constitution as amended.

    The House also passed a motion urging Governor Udom Emmanuel to name either the Akwa Ibom state University or the Ibom International Airport after a former Governor of the state, Obong Victor Attah in commemoration of his 80th birthday today.
