    Gov. Alex Otti of Abia has appointed Mr Ukoha Ukoha as his new Chief Press Secretary.

    The Commissioner for Information and Culture ,Mr Okey Kanu, stated this on Wednesday during a press briefing on the outcome of the State Executive Council meeting in Umuahia.

    Kanu said: ”Gov. Alex Otti in a bid to rejig the media ecosystem of his administration has approved the appointment of a new Chief Press Secretary and his name is Mr Ukoha Njoku Ukoha.

    ”Mr Ukoha brings a lot of experience in advocacy and media management and of course his flair for writing to his new job.

    ”Gentlemen of the press you will be working with the new Chief Press Secretary in the days ahead.”

    Otti suspends Abia State health commissioner over financial mismanagement

    The Governor of Abia State, Alex Otti have suspended Abia State Commissioner for Health, Dr. Ngozi Okoronkwo over alleged financial mismanagement and lack of accountability

    According to Vanguard, the Commissioner was  suspended indefinitely during the State Executive Council meeting which held on June 10th.

    Confirming the development, a senior government official said that the Governor ordered the Health Commissioner to “step aside.”

    According to the official, the move is to allow for an investigation into complaints about the Commissioner’s financial management and transparency.

    The source explained, “There were issues of transparency in the delivery of duties, and the Governor felt some actions were not aligned with his vision for accountability and transparency. He then asked her to step aside for an audit

    “This is not an indictment but a measure to strengthen the Governor’s commitment to accountability. The Governor said: ‘Step aside, let’s look into some issues raised against you concerning your conduct and delivery of your mandate as Commissioner for Health.’ The Governor has zero tolerance for corruption.”

    Efforts to reach the suspended Commissioner for a response were unsuccessful, as she did not answer calls or respond to text messages.

    Her alleged suspension follows the recent suspension of the Principal of the School of Nursing, Abiriba, and the former head of the State Orientation Agency, both for alleged mismanagement and lack of transparency.

    Gov Otti gives update on killing of 5 soldiers in Aba

    Governor Alex Otti of Abia State has revealed the State Government has started receiving credible intelligence on the killing of five soldiers which took place on May 30 in Aba.

    Otti disclosed this on Thursday when he paid a morale boosting visit to the officers and men of the144 Battalion Nigerian Army, at the Ngwa High School, Aba.

    Recall that on May 30 five soldiers were killed by yet-to-be-identified gunmen at the Obikabia Junction in Aba.

    The Governor said that he was on the visit to address the soldiers on the killing of five soldiers at the Obikabia junction.

    He said that the efforts made by the government to gather intelligence on the incident had started producing results and it would be sustained.

    He said: ”We have started getting very credible information, this intelligence gathering will continue, but I do not want it to dampen your morale.

    “We have all been working together to secure this state in the last one year that I have been the Governor of the State, and I want to encourage you to continue your work; don’t get distracted.

    “I believe, from credible intelligence available to us, that this criminal act may have been executed by people who are opposed to the progress and the good things that are happening in Abia.

    “So, we will get to the root of the matter, we will arrest everyone that is involved.”

    Otti said that he had visited the widows of the five slain soldiers and promised the commitment of the government to keep giving them adequate welfare support as well as  place their children on scholarship until they graduate from the university.

    He said that the government valued the contributions of the Nigerian Army to the security in Abia and assured the soldiers of the government’s support.

    “I feel it is my responsibility as the Chief Security Officer of the state to speak to you, commiserate with you, and also ensure that your morale is boosted, that you don’t get discouraged and you don’t get distracted by this unfortunate incident.

    “The state had already placed a bounty of N25 million on anybody who has information that will lead to the arrest and prosecution of people who were involved in this dastardly act, remotely or directly,” he said.

    Otti also appealed to the Army to carry out their investigation with the consciousness of the fact that some of the people already arrested in the course of their investigation may be innocent.

    He said that he had been informed that the people taken by the Nigerian Army for questioning had been released, except for about 10 people who were still being investigated.

    “We support thorough investigation, but we will also appeal to you that a lot of innocent civilians, who you will encounter may not have been involved.

    “I believe that most of them are not involved. It is even possible that those who committed this crime came from outside the state.

    “So whatever be the case we will not like to punish those who are innocent with those who are guilty because like it is said, two wrongs cannot make a right,” he said.

    He commended the Nigerian Army for showing commitment to its duty of protecting the citizens, which had contributed immensely to safety of lives and property in Abia.

    Otti urged the soldiers to remain alert and not to let the killing of their colleagues to dampen their spirit.

    The Governor was received by the Commander, 14 Brigade Ohafia, Brig.-Gen. Olusola Diya and the Commanding Officer, 144 Battalion, Major K.P. Duniya.

    Anyone who has followed Dr Alex Oti since he assumed office in May last year would agree that the governor has blazed a trail that will be a benchmark that other governors will struggle to meet or beat. From massive road construction and rehabilitation to security, education, reforms in the civil/public service, and indeed every area of governance.

    Being a technocrat, Alex Otti assembled and is still assembling technocrats who are willing to work with him to restore the Enyimba City to its past glory. In fact, Abia is now working, all thanks to Dr. Alex Chioma Otti.

    The Abia State power project which had been abandoned by previous administrations is now a reality.  Abia now has a new lease of life and businesses are returning to the State, in line with Dr. Alex Otti’s desire and commitment for Aba to be an investment destination, comparable to the likes of Dubai, Singapore, etc.

    The once abandoned and dilapidated Ariaria International Market currently under rehabilitation is now a beautiful sight to behold with elevators installed just like any modern market.  By the time the Administration of Alex Otti is done with the market, it would be one of the most modern markets comparable only to the best in Africa.

    Alex Otti gave priority to the payment of the salary arrears of Civil Servants in the State. Within a few months of taking office, as governor, he ensured that salaries and allowances of civil servants which had been unpaid for years were all cleared. Pensioners whose gratuities and pensions had been withheld since 2014 were gradually paid, and no person who worked for the state and retired is being owed anything. Currently civil servants as well as pensioners, respectively, receive their salaries before the 30th day of every month, and he has also made it a policy that these civil servants and pensioners get their salaries before political appointees.

    The questions, then are: Where and how did Otti manage to get the monies to do all these, when previous governors always complained of lack of resources?  And within one year? How is he able to bring such sanity to Abia, especially Aba, the Enyimba City within such a short time? How is he able to achieve so much, within such a short time? Is Alex Otti a magician? Question upon question! The answer is simple! Willingness and audacity to do right, compassion, selflessness, empathy, patriotism, focus, and vision. In fact, Alex Otti during his election campaign promised the good people of Abia that if they vote him into office as the Executive Governor of the state, his government would be a government for the people. True to his words and promises, he has told the people of Abia to relax and enjoy because it is now their turn to experience and enjoy true governance. Abians are now breathing fresh, cool air of good governance.

    Indeed, good governance is not Rocket Science! Alex Otti has proved that.

    Otti receives defecting YPP lawmakers into Labour Party

    The two members of the Young Progressives Party (YPP) in the Abia House of Assembly on Tuesday formally defected to the Labour Party (LP).

    The defectors,  Mr Iheanacho Nwogu, representing Osisioma North State Constituency, and Mr Fine Ahuama, representing Osisioma South State Constituency, were received by Gov. Alex Otti at the Government House, Umuahia.

    Speaking at the brief ceremony, Otti said that the two lawmakers had always supported his administration from its inception, irrespective of their political affiliation.

    The governor said that his administration was committed to transparency, service and merit as evident in his style of leadership.

    He said: “One thing that I have assured members of the House of Assembly is that because we are running a transparent kind of leadership, we will never come to you with anything untoward.

    “We don’t have anything to hide because Abia Government is working for the people of Abia.

    “I even told them in Rivers that when you are governing people and they’re not happy there’s something wrong with the leadership.

    “This is because the essence of governance is stewardship and I am happy because my people are happy.”

    Otti said that LP would provide a level play field for all its members and urged the defectors to work towards bringing their constituents into the party.

    He congratulated them on the bold step they took to join LP, adding that he looked forward to receiving more defectors into the party.

    Earlier, the Majority Leader of the house, Mr Uchenna Kalu, said while presenting the two decampees to the governor that they announced their defection to the LP during the house plenary session.

    In their separate speeches, Nwogu and Ahuama said that their decision to dump their former party was informed by the achievements of the Otti-led administration.

    They said that belonging to the same party with the governor would enable them to join the support for his administration to deepen democracy at the grassroot for the benefit of their constituents.

    Gov. Alex Otti of Abia has said that he initiated forensic audit of the State Government’s account to recover stolen government funds and not to witch-hunt anyone.

    Otti said this on Sunday during an interactive session with constituents of Isiala Ngwa South State Constituency, in Nvosi, Isiala Ngwa South Local Government Area.

    The governor said that upon assumption of office as governor, he established an audit with the primary objective of recovering stolen government funds and not to send anyone to jail.

    He said that the report of the audit revealed that “a lot of money was looted and stolen brazenly” for non-existing projects which include the Abia Airport Project.

    “I am looking for the airport for which funds were moved from the coffers of the government for.

    “The people concerned with the act of moving the airport project funds in question went to the media and  began to say all manner of things.

    “If you are following the happenings in the media space, you will see these things there.

    “The problem with lying is that when you tell one lie, you will need another one to cover the first lie and need three more lies to cover the second one.

    “We are looking for our money and we must find our money. If we don’t find the airport, then they will refund our money,” he added.

    According to him, the government will not relent in improving the welfare of the citizenry through various progressive initiatives that facilitate socioeconomic growth.

    He said that the government was determined to recover the funds and  utilise it for the development of the state.

    Otti commended the House of Assembly member representing Isiala Ngwa South State Constituency , Mr Roland Chinwendu, for playing “politics of no bitterness”.

    “Immediately, after the elections he  came to me to make it clear that as the member representing my Constituency, he would work with me  to move Abia forward.

    “It is worthy of note that he is a member of the Peoples Democratic Party and I commend him for that,” he said.

    Earlier, Chinwendu said that the emergence of Otti as the governor was an indication that the citizens desire good governance.

    “The elections are long over and I was elected to deliver effective representation and not elected to play politics of opposition or bitterness.

    “We have a governor whose dictum is practical government and good governance and I have no reason not to identify with him,” he said.

    He assured the governor of the unalloyed support of his constituents and urged him to extend his infrastructural development to every part of the constituency.

    Also, a Chieftain of Labour Party, Senator Darlington Nwokocha, commended the lawmaker for reaching beyond party affiliations to support the Labour Party-led government in Abia.

    He said that the present administration was poised to reposition the state through governance.

    In an interview with newsmen, Mr Henry Ori, Leader of the Ebubedike Movement for PDP in Nvosi Ward 5, said that the programmes and policies of the present administration were development-oriented.

    “It is for this reason that we are here to show solidarity and support as well as encourage the governor to sustain the good works,” Ori said.

    Gov. Alex Otti of Abia has signed the Dig Once Policy to regulate installation of underground, broadband technology infrastructure in Abia.

    Otti speaking during the ceremony on Wednesday at the Government House, Umuahia, said that the policy would provide guidelines for companies whose activities involved excavation, laying of cables and the installation of underground utilities infrastructure.

    The governor said that the policy would serve as a very effective tool for coordinating all excavation and trenching projects along utility corridors in ways that avoid duplication of efforts.

    He also said that the implementation of the policy would play a vital role in protecting road infrastructure from unintended consequences.

    Otti further said that through the erection of underground ducts, service providers would deploy their service infrastructure at reduced costs in finances and time.

    “Additionally, the Dig Once Policy will bring about drastic reduction in the needless losses arising from the destruction of underground cables and other infrastructure and prevent the subsequent disruption in internet services.

    “The policy we have just signed is the product of strategic inter-ministerial collaboration directed by my office with the active involvement of the State’s Ministries of Digital Economy and SMEs, Science and Technology and Works,”he said.

    Otti described the policy as an indication of government’s firm commitment to take advantage of the endless opportunities in the world of high-speed internet and telecommunications services.

    He expressed the government’s resolve to make high speed internet widely accessible to individuals and businesses to facilitate the adoption of smart enterprise initiatives, improved innovation and expanded access to global markets.

    Otti said: “Our target is the young people who are actively migrating to the digital space in pursuit of new opportunities.

    “This policy will give them wings to fly as high-speed internet services become commonplace in all parts of the state.

    “Whether they are setting up their independent ventures, working remotely for firms in diverse parts of the world, the aim is to offer them the backbone they need to live their dreams.

    “The Dig Once policy is therefore looking beyond just laying of underground cables and pipes.

    “The goal is more far-reaching as we hope to drive job creation for our young people through this policy, fight poverty and make life better for everyone, no matter where they live.”

    He charged telecom and utility companies, construction firms and individuals who may need to excavate along utility corridors to interface with the government to avoid breaching the provisions of the policy.

    The Dig Once Policy was introduced by the Federal Government to promote installation of readymade fibre conduits for seamless fibre deployment across the nation.

    Corruption has been in the news lately, grabbing headlines and seizing national attention. In the week that Yahaya Bello arrayed the police against the EFCC and prevented the agency from arresting him, Gov. Alex Otti of Abia State made startling revelations on the humongous corruption perpetrated by his predecessors. He announced that on assumption of duty last year, he had commissioned one of the biggest audit firms in the country to conduct a forensic examination of the major contracts awarded by his predecessors and the audit reports recently submitted to him showed that some contracts were just fraudulent activities designed to steal money. The governor listed them as N79.3 billion paid to seven contractors for contracts that were not executed at all up till today; another N15.9 billion paid to 63 contractors with no supporting documents anywhere in the state and another N12 billion paid to two contractors for contracts that do exist. Of these, N10 billion was paid in September 2020 to a contractor for the construction of Abia State Airport. ‘’We have spent time looking for the airport, but we have failed to locate it’’, the governor said, indicating that he had reported the matter to the security agencies. To drive home the enormity of the crime, Gov. Oti stated that the N10 billion stolen through phantom airport fraud was the exact amount he spent to clear backlog of salaries and pensions he inherited. Gov Otti’s predecessor, Dr. Okezie Ikoeazu, has denied any wrong doing. In a statement, he says that the airport project was suspended because of community feedbacks.

    I was not particularly shocked by Gov. Oti’s revelations because scams occur almost daily in all the states of the federation and the FCT.  In Akwa Ibom State, an ICT center is lying uncompleted not far from the Government House. The contract for construction was fully paid for, but the job was never done, and the two succeeding governors that came after refused to complete it. Gov. Umo Eno has not even mentioned it. Contract for the construction of a terminal building of the state-owned airport was awarded by another governor and the foreign contractor paid in full. Again, the job was not done. Another governor came, re-awarded it to another contractor, paid handsomely for it, but turned around to create his own schemes, awarding a different set of fraudulent contracts of his own for the building of a toothpick factory and dairy farm. Neither the toothpick factory nor the dairy farm has been found until this day, but the terminal building has made progress, and hopefully, would be completed by the incumbent governor. In neighbouring Cross River State, I am told that a former governor known for ‘olympopo budgets’ was a specialist in awarding illusory projects, fully paid for. Imo State under Rochas Okoracha deserves a book to be written on it.

    Everywhere you go around the country, phony schemes are used as conduit pipes to steal from the governments. The war between the two political gladiators in Rivers State is connected with sharing of the proceeds of contract scams. The incumbent governor’s decision to turn his back on the agreement he had with his predecessor has apparently saved the state billions of Naira. In Kogi, Gov. Usman Dodo is still loyal to his predecessor, Yahaya Bello. He helped him escape arrest by the EFCC. The same EFCC had last year indicted a former governor of Zamfara State, Alhaji Matawale, who is now the Minister of State, Defence, of conspiracy to commit fraud and money laundering to the tune of N70 billion. I’m sure that case has died a natural death. And who is the new governor of Zamfara? He was once a bank executive widely mentioned by the EFCC in the Diezani Allison-Madueke case years ago. These people keep reinventing themselves, from one lucrative job to another.

    The magnitudes and complexities of corruption in government houses across the country, including Aso Rock itself, are bewildering. But it is the standoff between Yahaya Bello and the EFCC that has raised questions about the fragility of the Nigerian state. If Bello could succeed in employing the services of the Nigerian police against the authority of the Nigerian state; and if Gov. Dodo could successfully mobilize a reinforcement of the Nigerian police to spirit Bello out of his home, thus subverting the authority and sovereignty of the state, you can imagine what the governors can do when they have state police. Bello and Dodo have shown how weak, fragile and vulnerable our institutions are and the extent the corrupt ones can go to capture the state and escape justice. A criminal suspect using state apparatus to defeat and embarrass the country shows how far we’ve sunk. Corruption continues to suffocate Nigeria, constituting our single biggest existential threat. It fuels terrorism, banditry, kidnapping and other forms of violent crimes in the country. It denies our people education, healthcare, roads, rails and other amenities we deserve. Corruption, incompetence and decadence in all facets of our national life are the main reasons Nigeria has become a big global embarrassment. It’s never been this bad!

    In 2022, Yahaya Bello wanted to be President. He launched an ambitious campaign for APC presidential nomination in the party’s primaries. Although he scored a paltry 47 votes, his audacity did not go unnoticed. There’ve been speculations that he’s warming up for another bid in 2027. What kind of President will he be? At the federal level, the Tinibu administration is struggling with its own moral dilemma. For awarding a N15 trillion contract for the 700-km Lagos-Calabar highway to Hitech Construction Company (we all know those behind this company and their antecedents in Lagos) without due process, the government has received condemnations from many, including top opposition leaders like Atiku Abubarkar. Many are then asking if the administration possesses any iota of moral rectitude to even raise a voice against corruption.

    Abia State Governor Alex Otti’s the rave of the moment among his peer governors, and most Nigerians, for “infrastructural development,” and particularly for signing into law a Bill passed by the Abia State House of Assembly (ABHA) to repeal life pensions for former governors and deputy governors of the state.

    Under the repealed law, former governors and deputies were paid lifetime salaries, and got houses in Abia and Abuja, prompting ex-Head of State and former President Olusegun Obasanjo – on a visit to Dr Otti to commend his novel move – to describe the life pension laws by state governors as “rascality” and “acts of daylight robbery,” and urged other  governors to emulate the Otti example.

    But did retired Gen. Obasanjo, Ph.D, also send similar entreaty to President Bola Tinubu and the National Assembly (NASS), to repeal pensions and entitlements for former presidents, vice presidents and heads of state? Or only former governors and deputies should curb their appetite for free money and materials after “retirement” from government?

    Obasanjo’s advocacy should touch all former elected or appointed executive officeholders, as we shouldn’t have a “special breed” of Nigerians: former military heads of state, presidents, vice presidents, governors and deputy governors, who enjoy government’s freebies, and live in luxuries at the expense of toiling Nigerians in need of the bare essentials of life.

    It’s as well to recall that in a valedictory session of the Federal Executive Council at the State House, Abuja, on May 24, 2023, then Vice President Yemi Osinbajo called for an upward review of pensions for former presidents and vice presidents.

    Osinbajo, referencing President Muhammadu Buhari’s “personal integrity,” said: “Part of the problem with that is that sometimes, you and I end up getting the very short end of the stick. If you look at the laws today, our retirement benefits, yours (Buhari) will be N350,000 a month by law and mine will be N250,000 per month.

    “Those, of course, as you can imagine, are very tiny amounts of money. And I think that one of the things that we must do is to, perhaps, see how we can amend that law so that I will not come to you in Daura (Buhari’s hometown in Katsina State) and ask for some of your bulls to sell in order to survive.”

    As Sunday PUNCH findings, first reported on May 28, 2023, indicate, “severance packages for Buhari and Osinbajo, state governors and other political appointees leaving office in 2023 might cost the country about N63.45bn,” adding that, as stipulated by the Revenue Mobilisation and Fiscal Allocation Commission (RMAFC), “President Buhari will get a severance pay of N10.54m, which is 300 per cent of his annual basic salary, while Vice-President Osinbajo will receive N9.09m.”

    In a manner of, “What a man can do, a woman can do it, and even better,” then First Lady, Mrs Aisha Buhari, also solicited increased out-of-office benefits for ex-presidents and vice presidents, and for the incorporation of former first ladies “among the beneficiaries.” She spoke on May 25, 2023, in Abuja, at the launch of a book, ‘The Journey of a Military Wife,’ written by Mrs Vickie Irabor, wife of then Chief of Defence Staff, Gen. Lucky Irabor (retd).

    Mrs Buhari’s plea: “The Federal Government should consider us as people that need help not as magic makers. And on the privileges given to the former presidents of Nigeria, they should do more. It is still not enough considering what people go through in that house (Presidential Villa). And at the same time, I want them to incorporate women, the former first ladies, among the beneficiaries.”

    Many Nigerians have lent voices to the Otti gesture, especially coming at an time of economic strangulation of the average and below-average citizens since the advent of the Tinubu administration, following the withdrawal of subsidy on petrol, and floating the Naira, which’s crashed against major foreign currencies, and sent inflation and the cost of living sky-high.

    The Socio-Economic Rights and Accountability Project (SERAP) has asked President Tinubu to swiftly obey a court judgment, which orders the Federal Government to recover pensions collected by former governors, and to challenge the legality of states’ pension laws permitting those involved to collect such “outrageous pensions.”

    Following a SERAP suit no: FHC/L/CS/1497/2017, Justice Oluremi Oguntoyinbo in a 20-page judgment on November 26, 2019, granted “AN ORDER of mandamus compelling and directing the Attorney General, AG, to urgently identify former governors and their deputies collecting pensions from their states and to seek full recovery of public funds from those involved.”

    “Justice Oguntoyinbo also granted ‘AN ORDER of mandamus compelling and directing the AG to urgently institute appropriate legal actions to challenge the legality of states’ laws permitting former governors, serving as senators and ministers to enjoy governors’ emoluments while drawing normal salaries and allowances in their new political offices.’”

    Then Attorney General and Minister of Justice, Abubakar Malami (SAN), had argued that “the States’ laws duly passed cannot be challenged.” But Justice Oguntoyinbo differed, saying, “I do not agree with this line of argument by the Attorney General that he cannot challenge the States’ pension laws for former governors.”

    “In my humble view, the AG should be interested in the legality or validity of any law in Nigeria and how such laws affect or will affect Nigerians, being the Chief Law Officer of the Federation,” the judge said, adding, “I have considered SERAP’s arguments that it is concerned about the attendant consequences that are manifesting on the public workers and pensioners of the states who have been refused salaries and pensions running into several months on the excuse of non-availability of state resources to pay them.”

    Justice Oguntoyinbo didn’t expressly pronounce on the legality of awarding life pensions to former governors and deputy governors. Perhaps, the plaintiff, SERAP, didn’t include that in its averments and prayers. Which somehow left the judge to push the responsibility to the Attorney General – “being the Chief Law Officer of the Federation” – of finding out the “legality or validity of any law in Nigeria and how such laws affect or will affect Nigerians.”

    But the National Industrial Court –  as posted on the African Law eJournal on March 25, 2020 – had ruled that pensions for former governors and deputy governors are legal, as nothing in the amended 1999 Constitution of Nigeria precludes or prevents state houses of assembly from enacting laws to give such benefits to former state chief executives.

    Michael Dugeri of University of Ottawa, Canada, posted the court’s ruling in the case of Incorporated Trustees of Human Development Initiatives & 39 Others v. Governor of Abia State & 73 Others, which borders on “legal validity of state pensions laws for political office holders in Nigeria.”

    “The National Industrial Court, in this case, was invited to determine the question of whether any law, especially by the State Houses of Assembly, that stipulates pension of such public officials already covered by the constitutional mandate of the Revenue Mobilization, Allocation & Fiscal Commission (RMAFC), is ultra vires, null and void. The Court answered in the negative,” the report said.

    Yet, as first reported by Vanguard on March 24, SERAP, while noting inaction by the Buhari administration on the Justice Oguntoyinbo judgment, urges President Tinubu, in a March 23 letter by its Deputy Director, Kolawole Oluwadare, “to emulate the good example of Governor Otti by urgently obeying the judgment.”

    “Unless the judgment is immediately obeyed, former governors and their deputies, including those now serving as ministers in your administration and members of the National Assembly who receive pensions, would continue to evade justice for their actions,” SERAP says.

    “Immediately obeying the judgment would show the sovereignty of the rule of law in Nigeria and go a long way in protecting the integrity of the country’s legal system. Obeying the judgment would also show you (Tinubu) as a defender of the Nigerian Constitution of 1999 (as amended), the rule of law, and public interest within government,” SERAP adds.

    SERAP lists former governors, “who continue to collect double emoluments and large severance benefits” from 22 states, including Lagos, Akwa Ibom, Edo, Delta, Ekiti, Kano, Gombe, Yobe, Borno, Bauchi, Abia, Imo, Bayelsa, Oyo, Osun, Kwara, Ondo, Ebonyi, Rivers, Niger, Kogi, and Katsina.

    As reported by the News Agency of Nigeria (NAN) on March 20, the Abia pensions repeal law isn’t the first, as a few states had moved to abolish the law, but “many states showed nonchalant attitude toward doing so.” Still, the “Abia State Governors and Deputy Governors’ (Repeal) Law 2024,” which took effect immediately on Thursday, March 21, 2024, after Governor Otti signed it, forecloses former governors and deputy governors earning pensions.

    But did the Abia repealed pensions law include other perquisites of office, which make the pensions per se to look like pocket money for a boarding-house student, who doesn’t really need extra money, as their parents or guardians have settled accommodation, feeding and provisions for them?

    LG funds cannot be hijacked under my watch – Otti

    Gov. Alex Otti of Abia, has said that Local Government (LG) funds cannot be hijacked under his watch.

    Otti said this on Friday during the monthly media parley at Government House, Umuahia.

    The governor said that he was intentional about ensuring that funds meant for the Local Governments would be utilised to facilitate balanced socioeconomic growth in Abia.

    He said: “Local Government funds cannot be hijacked under my watch and if you see what is happening in the Local Governments, you will know that the funds are working.

    “So anybody who says funds have been hijacked needs to tell us who hijacked the funds and we can now begin to pursue the hijackers, but to the best of my knowledge, it is impossible to hijack funds under my watch.”

    Otti also said that the State Government had developed a robust strategy to reposition education in Abia.

    “We have looked at the curricula, teaching staff, the infrastructures and we are in the process of enumerating the civil servants we can redeploy to the schools,” he added.

    Otti said that the government was making concerted efforts to make the teaching profession very attractive.

    He also said that the government had commenced its retrofitting programme in 171 primary schools and 54 secondary schools to upgrade the selected schools to be of high quality standard.

    “We have what we call the minimum standard, if you get into a primary school that we have touched you will understand.

    “There are facilities that must be there in the schools like libraries, laboratories, students hostels, and principals’ quarters among others,” Otti said.

    He further said that his administration has been able to cut down the cost of governance by ensuring that only absolutely necessary expenditures were undertaken by the government.

    Otti said: “it’s tough but we have to do it, we have been managing our expenditures in such a way that we are able to live within our means as much as possible.”

    According to him, as at the time his predecessor took over, the state was owing N34.5 million and as at the time he took over, the debts had reached over N192.2 million.

    He expressed dismay over the fact that these funds could not be accounted for.

    Otti said that some of the debts had  already been paid off, because they were commercial bank over drafts at very high interest rates.

    He said that since he became governor, he had always ensured that security vote was judiciously utilised in enhancing security in Abia.

    Otti added that security remains top priority in the state government’s agenda because of its role in development.

    We’ve cleared all pension arrears in Abia – Gov. Otti

    Gov. Alex Otti of Abia, on Friday said the State Government had paid all the pension arrears of retirees in the state.

    Otti, who disclosed this during the monthly media parley in Umuahia, said that all the pensions and arrears of about 12,500 retirees were cleared as at last Thursday.

    He said that over N9 billion out of the N10 billion outlay had so far been expended for the exercise.

    The governor recalled that his administration had, after assuming office on May 29, 2023, promised to pay off all the pension arrears by the end of that year.

    According to him, unfortunately, by the end of the year, we were still saddled with a very difficult verification exercise that ended just a few weeks ago.

    The governor promised that, moving forward, pensioners would receive 100 per cent of their entitlements on or before 28th of every month.

    “As we are paying 100 per cent of salaries we will also pay 100 per cent of pensions.

    “Never again shall we have a backlog of pensions and arrears to be paid,” Otti vowed.

    The governor said that his administration would continue to place high premium on the healthcare delivery system in the state.

    He said that the government, in collaboration with a group, had engaged over 80 medical doctors who would provide free medical services in the state.

    Otti said that the medical personnel who had already started arriving in the state, would carry out surgeries and other forms of treatments in the next couple of days.

    The governor assured that the government had provided logistics, especially for residents coming from outside the state capital, Umuahia.

    He urged the people to take advantage of the free exercise and have their heath checked.

    Otti said that his administration would continue with its programme of retrofitting the 948 primary health care centres in the state.

    The governor also spoke on a variety of issues concerning the development of the state, while responding to questions from journalists.
