  • [MUST READ] Obasanjo tackles PMB: ‘Paralysis, katakata in Buhari’s administration…as if nobody in charge’

“There has been embarrassing paralysis and katakata in the present nation’s security house as if we have nobody in charge. If it had happened before, it was not so brazenly in the public domain. This type of situation cannot do credit to us as Nigerians and it can only sap confidence in the security architecture for people to say, ‘no wonder’. The President must accept the challenge and the responsibility.” Obasanjo

Former President Olusegun Obasanjo has urged the executive and the legislature to work together towards producing a brand new constitution for Nigeria, before the situation in the country gets out hand.

Speaking at the first Dr. Frederick Fasehun Memorial Lecture in Lagos Saturday, Obasanjo said it would appear members of the National Assembly are fully aware of the lurking danger and wants to be proactive on handling it, but seem to be handicapped.

He said “the Nigerian Constitution does not give the National Assembly the power to write a new Constitution but the power to amend existing one”.

He added: “What is required is a new Constitution to meet the agitation and aspiration of all Nigerians and to allay all fears.”

The former leader stated security and political structure were of great concern to Fasehun.

Obasanjo said the first duty and responsibility of a leader of any human community or organisation is security of life and property of all the members of the community, the organisation or the society.

He said there is no doubt that the national security architecture, apparatus, system and arrangements in Nigeria today have failed to measure up to the needs of the citizens in different parts of the country.

Obasanjo lamented that even President Muhammadu Buhari himself confessed that he was shocked to come to know that things are that bad.

Obasanjo noted: “The Governors in different States of the country as the Chief Security Officers of their respective States were taking measures to enhance and buoy up security for their citizens. These measures vary from paying off bandits, to hunting them down with vigilantes and hunters and innovative joint efforts like Amotekun.

“What these Governors have shown was that they were concerned and they cared. I would not know if any of them was shocked but most of them took steps as they deemed fit to enhance the security of life and property for their citizens and to augment the failing and inadequate security provided at the national level.

“Whatever we may feel individually or collectively by these different measures, these Governors must be commended and where necessary, they should be helped to refine and make robust and efficient the effective measures they have taken, from Katsina to Zamfara, from Adamawa to Benue and from South East to South West. From my personal observation as I talked to people and people across the board talked to me, nothing has united the people of South West like Amotekun since independence except independence itself. Not even the civil war was such a unifier.

“I commend the Governors of South West for their bold and courageous measure taken beyond political party affiliation to improve security architecture and care for their citizens. I particularly commend Governor Seyi Makinde of Oyo State for his leadership on this matter and for sharing their thoughts with me. Security measures are never static and security is the responsibility of all of us but by appointment and elections, some have more responsibility than others.

“It is instructive to note that the Nigerian Supreme Council for Islamic Affairs (NSCIA), under the leadership of Sultan of Sokoto, became extremely worried about the level of insecurity in the country and then called on President Buhari to declare a state of emergency for security in the country.

”The NSCIA has followed the line of other organisations, institutions and individuals who have expressed dismay and disappointment at the level of insecurity and criminality all over the country as if there is no government in charge in this country. Calling for an emergency is a wake-up call for the Federal Government to know the magnitude of the level of insecurity and to take effective measure or measures to stem the tide.

“The Northern Elders Forum has spoken out on the pervasive insecurity in the nation. The Governor of Borno, Babagana Umara Zulum, has pointed out that in his eight months in office, Auno, a community in his State, has been attacked six times.

“The Governors of South West acted, believing that Amotekun is one of the necessary measures. And most people of the South West support them. I will strongly advise that Amotekun and other measures put in place should continue to be refined and improved upon to serve as adequate complement and enhancer of present, disappointing and inadequate, national security architecture and provision.

“We must learn from the past, particularly from Native Authority Police. Professionalism and adequate equipment for the job are imperative for a serious security apparatus. Security is the foundation of all human development and progress. Common assured security should lead to common and shared prosperity and development.

The President must accept the challenge and the responsibility.

“Let me move to the second currently germane and raging issue of our political structure and arrangement which if Dr. Fasehun were here would have been of great interest and concern to him. He showed concern about this issue when he was alive.

“The agitation at the end of the last century was for ‘true federalism’ substantially brought about by Abacha’s autocratic and pernicious rule and self-succession and perpetuation and the process by which the democratic Constitution emerged. My administration was an inheritor of part of that agitation. The product of the political conference set up to address the agitation in part, if not in full, and which was personally handed over to the National Assembly was not advanced to conclusion by the National Assembly.”

Miyetti Allah into Amotekun like hyenas and lions – FFK

Former Aviation Minister, Femi Fani-Kayode, has kicked against suggestions that members of the Myetti Allah Cattle Breeders Association of Nigeria (MACBAN) should be recruited into ”Amotekun” the new security outfit created by southwest governors.

Alhaji Yaqub Bello, a former Chairman of MACBAN in the state, made the suggestion on Monday February 24th during a public hearing on the Oyo State Security Network Agency Bill, 2020, also known as Amotekun bill.

While declaring his support for the new security outfit, Bello said; “Some of us have been in Oyo state for over 40 years, cohabiting with the natives, married Yoruba women and have children. So, our request is to include Myetti Allah as members of Operation Amotekun to enhance the job of the outfit, since we know the terrain of where we rear our cattle.

Having Fulani among the outfit will make it easier for Amotekun men to distinguish between genuine herdsmen and the criminals while on patrol. A Fulani man can also serve as an interpreter while interrogating any suspected herdsman.”

However, FFK rejected the idea, saying that it will not work. He wrote; ”Recruiting Miyetti Allah into Amotekun is like recruiting demons into an army of angels. It’s like recruiting hyenas into an army of lions. It’s like recruiting vultures into an army of eagles. It’s like recruiting sharks into an army of dolphins. Simply put KO LE WERK!

It’s like recruiting Nazis into the Israeli Defence Force. It’s like recruiting the Ku Klux Klan into the ranks of the Black Panthers. It’s like recruiting Hutus into an Army of Tutsis. It’s like recruiting the white Boers into Nelson Mandela’s ANC. I say it again: KO LE WERK!

Include Miyetti Allah members in Amotekun Corps – Bello

Alhaji Yakubu Bello, Chairman, Miyetti Allah Cattle Breeder Association of Nigeria (MACBAN) Oyo State chapter, on Monday, called for the inclusion of members of Miyetti Allah into the Amotekun Corps in the state.

News Agency of Nigeria (NAN) reports that Bello made the call at the public hearing on Oyo State Security Network Agency Bill, 2020, held in Ibadan.

According to Bello, it is not possible that every Fulani man is bad, just like only a bad person will fear the establishment of the new neighbourhood security outfit.

He expressed support for the establishment of the Amotekun corps, but said his members needed to be coopted into the arrangement.

Mr Adebo Ogundoyin, Speaker, Oyo State Assembly in his address said the Amotekun security outfit would be set up to complement the police in ensuring the safety of lives and properties.

Ogundoyin who was represented by Mr Mohammed Fadeyi, Deputy Speaker, said it would also complement other security agencies across the south west.

“Amotekun corps are going to be recruited to help the security agencies curb the rising cases of insecurity in Yorubaland.

“The 9th Oyo State House of Assembly has also risen to the occasion in line with quality representation and legislation, hence, the Oyo State Security Network Agency Bill, 2020.

“This public hearing on the bill was to get inputs and contribution from all stakeholders in order to have widely accepted contributions for a smooth operation of the Amotekun Corps” said Ogundoyin.

Fatai Owoseni, Special Adviser to Gov. Seyi Makinde on Security, said the corps will not witch-hunt any ethnic or religious group, but flush out bad eggs from the society.

Prof. Oyelowo Oyewo, Oyo State Attorney General and Commissioner of Justice said that no nation could witness any development without proper security.

Oyewo assured that the security arrangement would be for all residents of the state.

Earlier, Mr A . Obadara, Chaiman, House Committe on Security and Strategy emphasised that it was the responsibility of any government to ensure security of lives and property of the citizenry.

Obadara said the security challenges confronting Nigeria as a nation necessitated the inclusion of people at the grassroots in the security management of various communities.

He said the inputs of stakeholders were germane to having an enforceable and people-oriented law in Oyo state.

NAN reports that the Police, Immigration, Vigilante Groups of Nigeria, Odua People’s Congress and Association of Hunters were among various organisations present at the public hearing.

Miyetti Allah seeks members’ inclusion in Operation Amotekun

The Myetti Allah Cattle Breeders Association of Nigeria (MACBAN), Oyo State chapter, has called for the inclusion of its members in the proposed Amotekun initiative in the state.

Alhaji Yaqub Bello, a former Chairman of MACBAN in the state, made the call on Monday during a public hearing on the Oyo State Security Network Agency Bill, 2020, also known as Amotekun bill. Bello, while expressing the support of the association to the Amotekun initiative, insisted that only haters of truth would oppose such a move.

“Some of us have been in Oyo state for over 40 years, cohabiting with the natives, married Yoruba women and have children.“So, our request is to include Myetti Allah as members of Operation Amotekun to enhance the job of the outfit, since we know the terrain of where we rear our cattle.

“Having Fulani among the outfit will make it easier for Amotekun men to distinguish between genuine herdsmen and the criminals while on patrol.“A Fulani man can also serve as an interpreter while interrogating any suspected herdsman,” Bello said.He admitted that the major objective of the initiative was to curb criminal activities in the society and not to witch hunt any particular body or ethnic group.

Describing his members as law abiding, he said that none of them had been involved in any form of criminal activity, adding that rather, they had been carrying out their legitimate business, that is, cattle rearing.Other speakers at the public hearing included representative of the Nigerian Police Force, the Peace Corps and the Agbekoya Farmers’ Association.

Others were the Local Hunters’ Group, Vigilante Group of Nigeria, Political Awareness Group and representatives of Chief Gani Adams, the Aare Ona Kakanfo of Yoruba land. Mrs Funke Fawole, who represented the Commissioner of Police, Mr Sina Olukolu, said that the outfit should act in accordance with the provision of the Fire Arms Acts, if the personnel must carry arms.

Fawole also said that men of the outfit should be properly trained on the use of arms and ammunition to avoid its misuse. In his contribution, Chief Gboyega Adejumo, who represented Gani Adams, said issuance of license for firearms was very vital for the operations of the security outfit. He said that the use of Dane gun would not be effective for their operations, saying hoodlums and criminal-minded persons might use the chance of not carrying arms to attack the operatives.
Also, Prof Abideen Olaiya, representative of the Muslim community in the state, urged the operatives of Amotekun not to use it to settle political scores or as an avenue for jungle justice.

Earlier, Prof Oyelowo Oyewo, the state Attorney-General and Commissioner for Justice, said part of the objectives of the security outfit was to share intelligence report about crime, crime in progress, suspicious activities and other criminal activities.“Others include collaboration with similar security agency, particularly in Ogun, Lagos, Ondo, Osun and Ekiti states to deter kidnapping, terrorism, cattle rustling, cultism, highway robbery and other offences, and also to assist the police in apprehending such criminals.

“It is also meant to protect lives and property within the state and ensure that people travelling on the highways, major roads, remote areas, hinterland, forest and inland waterways carry out their normal socio-economic activities without fear or hindrance,” Oyewo stated.NAN reports that the Amotekun bill committee, headed by Mr Akeem Obadara, the State House of Assembly Committee Chairman on Security and Strategy, received 22 memoranda.NAN also reports that Mr Abiodun Fadeyi, the Deputy Speaker of the Assembly, presided over the public hearing.
