Anambra Government bans revenue collection on roads

Worried by the growing number of revenue collection on the road by touts who pose as government agents to fleece travelers and other unsuspecting law abiding citizens, the government of Anambra State has stepped in to stop such illegal acts.

A statement issued on Monday and signed by C. Don Adinuba, Commissioner for Information & Public Enlightenment said: “With immediate effect, the Anambra State Government has decided to ban all forms of road revenue collection. No person should pay to anyone on the road claiming to be a state revenue agent or official. People should resist such intimidation and extortion! In fact, any person who purports to be a revenue officer or agent and demands payment on any of the roads in the state should be reported immediately to the nearest law enforcement officer. The name and, where possible, the address of such a person should be provided quickly to the authorities. Pictures of such a person, which are easy to capture in these days of smart phones, should be provided, too.

It noted that, “All law enforcement agencies in the state, including the Anambra Vigilante Group (AVG) are directed to ensure the strict implementation of the decision on the ban on revenue collection on all the roads in the state. All market and transport union leaders are directed to take this order very seriously and work in collaboration with government officials to provide security, joy and happiness to our people.

The Commissioner said that Government has received reports of the growing menace of gangs of people demanding and collecting money on the road “from mostly travellers in our cities and towns, especially Onitsha, Obosi, Nnwewi, Amasea, Ogidi, Nkpor, etc, who pretend to be agents of the State Government.

He said that their illegal, violent and brazen activities have resulted in serious security breaches and harassment of law-abiding citizens,” adding, “None of the revenues so collected has ever been paid to the Government or any of its agencies.”

The statement affirmed that, “Anambra State is governed by law and order, and the Governor Willie Obiano Administration will not brook any attempt by gangs of lawless and self-serving elements to make life miserable for Ndi Anambra, especially in this Christmas Season,” and added: “Be seriously warned!”

  • Anambra 2021 zoning debacle: No serious party will joke with zoning, insists Etiaba

Anambra 2021 zoning debacle: No serious party will joke with zoning, insists Etiaba

    From Chuks Collins, Awka

As the Nov 2021, governorship poll in Anambra State fast draws near, a legal luminary, Barr Emeka Etiaba, a Senior Advocate of Nigeria (SAN) has declared his interest in the race.

In an interaction with select group of journalists in his Umudim-Nnewi countryhome he spoke on his aspiration, issues affecting the state and Nigeria in general.

Our Anambra Corespondent was there and reports.

    Excerpts:

Q: We have unconfirmed news that you are interested in the 2021 Anambra State governorship election?

Yes, I am running. I hope to pursue my governorship ambition under the Peoples Democratic Party (PDP).

Q: So what do intend to do differently if you get opportunity to Awka Government House?

You know the election we are talking about would hold in November next year. It is therefore still too early to be talking about my manifesto. We are presently at the intra-party thing; and of course getting the party’s nomination. I have seen aspirants copying one another on what they want to do if they win the election. I can’t do that. Perhaps they have less to do right now. I am a very busy person, a lawyer. I am sure you know that. It is after getting the party’s ticket that I will roll out my program for the state. Be that as may, I wish to commend all those that have governed the state. They have all done well. I just have to put it on record that I will entrench a higher level of governance in Anambra State if I get the mandate to pilot the affairs of the state.

Q: Some citizens are of the opinion that the incumbent, Chief Willie Obiano has not done so well. What’s your take on that?

The mere fact that we are having this interview in my home in Nnewi is a demonstration that he has done well. Because under his watch the state has become the safest state in Nigeria.

Q: But the critics accuse him of superintending massive infrastructural decay and neglect.

Well, I am not holding forth for the incumbent governor but I must let you know that the Constitution of the Federal Republic of Nigeria places security as the number one priority, while all other things are secondary.

Q: The issue of zoning has become very topical in the coming 2021 governorship election in the state. PDP seem undecided on the issue. It said it has not zoned it to the South senatorial zone. How do see it?

The PDP National Working Committee (NWC) has come out to deny that report. They clearly stated that the topic was never discussed in any of their meetings so far.
Again, the governorship aspirants from Anambra South senatorial zone met and reaffirmed the need to respect the zoning norm in the politics of Anambra State as it regards governorship. I don’t want to be seen as being afraid of competition from other aspirants from other zones. But i must let you know that any serious political party will not joke with the zoning issue. This is because I don’t think any person in Anambra South senatorial zone will vote for a candidate from other zones outside the South senatorial zone.

Q: Nnewi appear to be presenting many aspirants for the governorship contest. Won’t this affect your chances?

It is not a problem, let everyone exercise their right to vote and be voted for. By 2021, we will know who are really in the race. There are diverse reasons why people come out for elections.

Q: Local Government election is another sore issue that has occupied the front burner in political discuss in Anambra State. Will you conduct local government elections if voted in as governor of the state?

I will conduct free and fair local government elections in Anambra State if I become the governor though I must tell you that I know why it is difficult to conduct the election presently. There is a court order restraining the conduct of LG polls in the state. But as a governor, I will make efforts to set aside the restraining court order.

Q: What are the chances of PDP regaining power in Anambra State?

The only challenge is for PDP to get their acts together. The party would have been in power now if the right things were done right in the last election. But I am optimistic that we will get it right this time around. Afterall we produced two of the three senators representing Anambra State in the Red Chamber of the National Assembly. The third slot was lost by default. More so the PDP has six members of House of Representatives. That should tell you the strength of the PDP in the State.

Q: Many people are of the view that Nigeria as presently constituted is not working. What’s your take on that?

It doesn’t matter who is saying it. Nigeria is not working. It’s absurd for President Muhamadu Buhari to be flying to Mali to foster peace with the barrage of security issues confronting the nation. The only thing that would help Nigeria is to have a structure that will actualize equity and balance. You may not believe this but the Igbo presidency thing cannot help Nigeria except the needful is done. That is restructuring. This does not however mean that I don’t want an Igboman to become the President of Nigeria.

Q: Few days ago, the Federal Government unleashed a sweeping hike in prices of petroleum products, electricity tariff and so on. This is coming at a time when other nations are doing so much to re-float their economies through tax rebates and other interventions.

The government of President Buhari made a lot of promises during the 2015 general elections. It was on the basis of those promises that Dr Goodluck Jonathan was humiliated out of office. For example, the APC government has not been able to repair any of the four petroleum refineries in Nigeria six years down the line. That is a clear summersault.

They promised to allow forces of demand and supply determine the price of petroleum product. That may not be a bad idea but other structures like enhanced transportation system, rail system and other things must be on ground. For me the government of the day at the center has shortchanged Nigerians. I have always said that I will take Anambra State to the next level but I can’t use that word again, APC copied my slogan and bastardized it. I will have to think of a better option, as nobody wants to hear “next level” in Nigeria again.

Q: But it appears PDP is not performing its roles as the leading opposition political party effectively; at least to put the APC-led FG in its best.

No, the PDP has been outspoken against the maladministration of the incumbent APC government. The National chairman of the PDP and other officials have always been in the news criticizing the bad policies of this APC administration. The only difference is that the PDP is decent. The party is not churning out fallacious items to discredit the government in power as APC did when they were in opposition. I’m sure you won’t blame PDP for being civil and realistic while playing the role of opposition political party.

  • Landlady’s sons allegedly rape seven-year-old girl in Anambra

Landlady’s sons allegedly rape seven-year-old girl in Anambra

Chidimma Ezeokoli (aged 23) and his 11-year-old teenage brother (name withheld) have been accused of repeatedly having unlawful carnal knowledge of a seven-year-old girl in Oko, in the Aguata Council of Anambra.

The mother of the victim, Miss Chinenyenwa Ozulumba, (27), who narrated her story on Sunday in Awka, said the boys were two biological children of her landlady, Mrs Nnabuife Okoli.

Ozulumba, a single mother, said her daughter lost her virginity forcefully to her hosts because she trusted them and entrusted her to their care whenever she went to work in a nearby bar.

She said the accommodation was secured for her by her employer, who was also from Agulezechukwu town where she hails from.

Ozulumba said because she did not want to expose her little daughter to her work environment due to the social hazard, she decided to always leave her behind with her landlady whom she had taken as her adopted mother.

She said that on Aug. 22, the day that she did not go to work, she overhead her children making jokes of their escapades whenever she was away and after a while, her daughter began to cry in guilt.

Ozulumba said when she asked her daughter what the matter was, she told her that she and the sons of the landlady used to have sex.

The young mother said when she drew the attention of the landlady to the revelation, she wished it away.

“A 23-year-old boy and an 11-year-old boy have allegedly been defiling my daughter; when I got to know about it, I reported to their mother and she did not show any form of amazement or remorse, making feel that she was aware of it.

“At that point, I took my daughter inside and sent for the younger boy who confirmed to me that it was true that he was having sex with my daughter in front of his elder sister.

“The minor recalled that there was day they were having sex with my daughter and she was crying but their mother did not react to her anguish.

“When Chidinma heard that I am now aware of the rape going on with my daughter, he started threatening to beat me up, asking if I did not do it while growing up.

At that point, their mother joined in threatening violence against me and my daughter.

“That was how they started threatening to beat my child and even take her to a shrine if she dares to include the name of the 23-year-old again, telling her to say that it was only the 11-year-old that slept with her” she said.

Ozulumba said that since she noticed the violation of her daughter, she had visited the Police severally, as well as the Chukwuemeka Odumegwu Ojukwu University Teaching Hospital (COOUTH), Awka , which examined the victim for the first time.

Ozulumba recalled that at COOUTH, after examination, she was verbally informed that there was penetration but they refused to make the report available, thus making it a challenge for her to prove her case.

She said she also reported the matter to the Police Area Command, Uga, Aguata, where she was issued a Police Medical Report form but was not able to get the report after visiting COOUTH repeatedly for three weeks.

“This became a challenge for me, as the doctor that examined my child refused to write the report and the Police said they needed the result so they can charge the matter to court.

“That was how I later went to the Enugu-Ukwu General Hospital for another examination, where she was tested and scanned and we were issued a report.

“According to her, the report showed that the hymen was torn, and some bruises were on it,” she said.

Ozulumba said her former employer and landlady had been threatening her to withdraw the matter or face untoward consequences.

She said a Police officer visited her village and invited her to come to the Police X-Squad Unit in Awka with the aim of making her a defendant in her own case.

Ozulumba said she had visited the Police X-Squad in company of the Coordinator of Child Rights Brigade International (CRIB), an NGO, where she and her child were asked to make statements.

“All I need is justice for my daughter, I am not with anybody in this matter but God and people of good heart; the suspects should be made to face the law and prove their innocence and if they are found guilty, they should be punished so that others will learn not to take advantage of the girl child,” she said.

Mr Obiora Nnaemeka, Coordinator of CRIB in Anambra, said the matter was reported to their office on Sept. 3 and they had been following the development since then, assuring that they would stand by the victim and her mother in the course of the crisis.

Nnaemeka said they had written to the Police Area Command where the matter was first incidented that his group was interested in the matter and urged them to effect the arrest of the suspects.

Dr Basil Nwankwo, Chief Medical Director of COOUTH, however, said he was not aware of the matter and advised that the victims should come up with a written petition.

Ezeokoli, mother of the suspects said “nothing happened, the girl is just trying to rope them; it only involves the small boy,” she said.

SP Mohammed Haruna, Police/Public Relations Officer in Anambra, said the matter had yet to be reported at the Command Headquarters.
