    APC Governors approve six-month maternity leave

    Nursing mothers in All Progressives Congress (APC) controlled states are to start observing six-month maternity leave to enable them practice exclusive breast feeding.

    This was contained in a communiqué at the end of a virtual meeting for developing common policy initiatives on maternal and child nutrition promotion in APC States by Secretaries to State Governments under the auspices of the Progressive Governors Forum (PGF).

    The communiqué, signed by Secretaries to the State Governments of Jigawa and Plateau Alhaji Adamu Fanini and Prof. Danladi Atu, said the decision was in furtherance of parental support for children at birth and the health of the nursing parents in the APC controlled states.

    The meeting, which was a follow-up to the 9th Meeting of Secretaries to Governments of APC Controlled States on April 27, 2020, also reviewed the status of child and maternal nutrition in APC states and considered implementation of the proposal by the PGF Secretariat.

    According to the communiqué, the meeting resolved: “In view of the importance of parental support for children at birth and the health of the nursing parents, the meeting recommend that APC controlled states should prioritise implementation of 180 days (6 months) maternity leave for women.

    “The meeting observed the importance of exclusive breastfeeding to the growth and general health of a child and therefore recommends that APC controlled states should encourage and support women to practice six months exclusive breastfeeding for children from birth;

    “The meeting equally noted the importance of information and how it affects the attitudes of citizens toward the issues of nutrition and therefore urge APC controlled states to design a special communication strategy to raise public awareness on malnutrition and its consequences;

    “The meeting observed that there is no institutional framework for the implementation of programmes on food and nutrition in some states and therefore resolved that APC controlled states should set up State Committee on Food and Nutrition to relate with all FG programmes on Food and Nutrition and coordinate PGF’s implementation framework on child Nutrition in APC controlled state;

    “The meeting equally encouraged each APC controlled state to continually give Status Report on what currently obtains in their state with a view to creating a template that reflects the current status of each APC state on Child Nutrition and each SGS should nominate the focal person for their state to relate with the PGF Secretariat on the implementation.”

    President Muhammadu Buhari is currently holding a virtual meeting with members of the Progressive Governors’ Forum (PGF).

    The meeting took off at about 11:25 am.

    Chairman of the PGF and Kebbi Governor Atiku Bagudu is physically present for the meeting while others are participating virtually.

    Vice President Yemi Osinbajo; Secretary to the Government of the Federation (SGF) Boss Mustapha and Chief of Staff to the President, Professor Ibrahim Gambari, are also physically at the meeting.

    The agenda for the meeting is yet to be ascertained at the time of filing this report.

    President Muhammadu Buhari is meeting with the leadership of the Progressives Governors Forum, led by Gov. Atiku Bagudu, at the Presidential Villa, Abuja.

    Bagudu was accompanied by Governors Simon Lalong of Plateau and Badaru Abubakar of Jigawa.

    The agenda of the meeting between the president and the governors was unknown as at the time of this report.

    NAN, however, gathered that the meeting may among other national matters deliberate on the ongoing political crisis in the ruling party, the All Progressives Congress (APC), following the suspension of the party’s national chairman, Comrade Adams Oshiohmole, by the appeal court.

    NAN reports that the Senate President, Ahmad Lawan had on June 21 met with President Buhari over the APC crisis, where he challenged the leadership of the party across the country to make every possible effort to get the party reconciled.

    ”I believe that we have to deal with these challenges, this is the ruling party with the president; with the control of the National Assembly; with more governors than any other political party.

    ”So, I believe that we have to sort this out and that will make our work even better and easier when we have a stable party as the party is supposed to be part of the apparatus of running government.’’

    Some APC chieftains across the country, including the party’s Deputy National Publicity Secretary, Yekini Nabena, are calling on the president to summon an emergency meeting of the party’s National Executive Committee (NEC) to address the crisis.

    Nabena urged the President to convene NEC emergency meeting to deliberate on consolidating the APC’s control of Edo and Ondo States ahead of the forthcoming governorship elections in the states.

    But the acting chairman of the party Hillard Eta said a NEC meeting will be impossible now, in view of the COVID-19 pandemic.

    The Party’s National Working Committee (NWC), has been divided into factions, each claiming leadership of the party.

    The crisis followed the Appeal Court ruling affirming the suspension of Oshiomhole as the party’s National Chairman.

    The Chairman of the Progressive Governors’ Forum, Alhaji Atiku Bagudu, has said that all contentious issues surrounding the leadership crisis confronting the All Progressives Congress (APC) will soon be reconciled.

    Bagudu stated this when he addressed State House correspondents at the end of a closed door meeting with President Muhammadu Buhari at the State House, Abuja, on Monday.

    The News Agency of Nigeria (NAN) reports that Bagudu was accompanied to the State House by Governors Simon Lalong of Plateau and Abubakar Badaru of Jigawa.

    He said the governors were in the State House to share with the president the Progressive Governors’ position on how best to address the lingering crisis facing the APC.

    “Today, my brothers the Governor of Plateau State Simon Lalong and the Governor of Jigawa State Abubakar Badaru and myself visited President Muhammadu Buhari as our party leader, as the leader that millions of Nigerian trust, to discuss party issues and the position of the Progressive Governors to support all steps to unify and bring about peaceful resolution in our party the All Progressives Congress.

    “The President listened to us attentively and discussed with us as a father, as a party leader and gave us all the assurance needed to know that resolution of contentious issues will soon be arrived at.”

    Bagudu, who is the governor of Kebbi, described President Buhari as a democrat that allows all arms of the party to function according to the provisions of the party’s constitution.

    “At all times the President has shown that he is a democrat. He is not running the party; yes, he is the party leader but he allows the party’s organs to do and decide what should be done.

    “He is very hesitant to use his standing even as party leader talk less of his authority as President of the country to direct things,’’ he added.

    According to the governor, in any political assembly, there are bound to be recurring issues because a political party is never a perfect assembly.

    Bagudu agreed that it was necessary for the National Executive Committee of the party to meet as part of steps towards resolving the crisis.

    “I believe that whatever needs to be done including the possibility of calling any of the organs of the party that is necessary for the resolution of lingering issues will be done immediately.

    “Let me again say that the party is never a perfect assembly.

    “There will always be issues and that is why we talk, but yes certainly, organs of the party needs to meet and Mr President without directing is always supporting the necessity of party organs meeting appropriately,’’ he said.

    Edo State Governor Godwin Obaseki on Saturday said that he still enjoys the support and sympathy of Governors elected on the platform of the ruling All Progressives Congress (APC).

    Obaseki made the disclosure at the Abuja national secretariat of the PDP shortly after he was screened for the June 25 governorship primary election of the PDP.

    Answering a question, the Governor said his support base cuts across party lines.

    According to him, even dignitaries and other well- meaning Nigerians have come to identify with his aspiration, adding “they are all united against injustice”.

    BREAKING: Buhari meets APC Governors over leadership crisis

    President Muhammadu Buhari is currently meeting with governors on the platform of the All Progressives Congress (APC) in the State House.

    The meeting, which started at about 3pm, was believed to have been called as a prelude to the scheduled National Executive Council (NEC) meeting of the party, which is expected to hold on Tuesday (tomorrow).

    According to reports, agenda on the proposed meeting might include ways to ironing out plans and agreeing on positions.

    Of the twenty members of the Progressive Governors’ Forum (PGF), which is the platform on which APC governors converge, 16 were cited interning the meeting.

    Those seen entering the President’s office included Governors of Bornu, Lagos, Ogun, Edo, Kebbi, Jigawa, Osun, Imo, Gombe, Niger, Kastsina, Plateau, Ondo, Kano, Kwara and Nassarawa states.

    Those yet to arrive were: Kaduna, Ekiti, Yobe and Kogi governors.

    Buhari, APC Governors meet as Diri formally take charge in Bayelsa

    The All Progressives Congress (APC) on Friday declared as unacceptable the decision of the Independent National Electoral Commission (INEC) to issue certificate of return to Senator Duoye Diri of the Peoples Democratic Party (PDP) as winner of the last governorship election in Bayelsa State.

    National Chairman of the APC, Mr. Adams Oshiomhole accused the commission of usurping the interpretative powers of the Supreme Court which, on Thursday, ruled that the candidate with the next highest number of votes and the constitutionally required vote spread be issued certificate of return.

    The apex court annulled the election of David Lyon of the APC because his running mate Degi Ermienyo presented forged documents for the purpose of the election.

    But Oshiomhole vowed on Friday that the APC would be heading to court to ensure that no unelected person was imposed on the people of Bayelsa state as governor.

    He urged Bayelsans to remain calm and peaceful.

    Simultaneously, President Muhammadu Buhari met in the State House with the Chairman of the APC Governors Forum, Atiku Bagudu and Governor Abubakar Badaru of Jigawa State on the development in Bayelsa.

    Displeased with Oshiomhole’s reaction to the apex court’s verdict,the opposition PDP yesterday asked the police to pull him in and prosecute him for what it called incitement.

    Oshiomhole who spoke extensively to reporters on the Supreme Court’s verdict said the court never made any consequential order, but merely asked INEC to issue certificate of return to the next candidate with the required spread.

    He said that the votes scored by the PDP candidate only met the requirement in five local government areas of the state, adding that what was required was six local government areas.

    His words: “for good reasons, the Supreme Court gave a conditional order which is that INEC should swear in the second candidate with the highest number of votes and the required constitutional spread.

    “I believe fact that the Supreme Court insisting on constitutional spread is in recognition that the constitution doesn’t want anyone, whether governor or president, to preside over the affairs of the state without at least enjoying two thirds of the support of the electorate of that state.

    “Clearly, the votes scored by the PDP and their candidate in that election only met the requirements in five local government councils. And, you need six LGAs to meet the requirements of two thirds. The PDP candidate did not satisfy this requirement.

    “INEC has now chosen to appropriate the power of the court and the judicial power to interpret laws that it is neither competent to do nor have the mandate to do.

    “Rather than allow the court, if there is conflicting interpretation to clarify the issues, INEC’s resort to appropriate judicial powers and to proceed without any express order from the Supreme Court to purport to have cancelled or voided or wasted the votes cast in favour of APC in order to be able to have a dubious spread in favour of PDP.

    “INEC failed to recognize that its responsibility does not include legal interpretation. And, the Supreme Court did not ask INEC to go and begin to assume judicial powers. All they had to do was simple arithmetic of who has the highest votes.

    “Does such person have the required spread? If the answer is no, INEC can do no more. It has decided to now assume that the case of Bayelsa is exactly the same case as that of Zamfara. Now, in so doing, INEC has assumed judicial powers.

    “Yet, even an elementary 100 level student knows that the issue in Zamfara is quite different from that of Bayelsa state. In Zamfara state the Supreme Court said APC didn’t conduct primaries and since we didn’t conduct primaries according to Supreme Court, we could not have had candidate because primaries is a requirement under the law and under the Electoral Act and under our party constitution.”

    Continuing, he said: “in the case of Bayelsa, the Supreme Court recognized that primaries have been conducted. It upheld those primaries as valid. However, it had issues with the qualification of the running mate of our candidate.

    “This case is exactly the same as that of Adamu Muazu in 1999 in Bauchi State when the court found out that after the election, the deputy governor to Adamu Muazu had issues with his qualifications.

    “The Supreme Court accordingly nullified the candidature or disqualified the running mate, proceeded to nullify the election and ordered for fresh elections to be conducted by INEC within 90 days.

    “The PDP candidate Adamu Muazu was allowed to nominate another candidate as running mate. This is exactly the same case in Bayelsa. But unfortunately, INEC has chosen to appropriate the powers of the judiciary.

    “If it were the intention of the Supreme Court to nullify or to declare the votes cast in favour of APC as wasted, the Supreme Court should have said so. INEC cannot import into the judgement or delete anything from the judgement.

    “We have, of course, recognized that having now purported to have issued certificate of return to the PDP, we still believe that there are viable legal windows that we will explore.”

    He said that regardless of the court’s decision,the APC ” still affirm our confidence in the judiciary even with the pains in our hearts because we recognize that in a democracy, we have judiciary that gives judgement which sometimes you are happy with and some other times you are not happy.

    “What we quarrel with today is not the judgement of Supreme Court. What we got aggrieved with is the attempt by INEC constituting itself into a court and appropriate judicial powers which the Constitution of Nigeria never vested in INEC.

    “So we want to put the people of Nigeria on notice and in particular our people in Bayelsa to maintain the peace. We will however sustain the legal processes to ensure that nobody hides under any judicial power to impose minority votes on Bayelsa State. Democracy is a game of numbers.

    “It could not have been the intention of the Supreme Court that the man who did not have the spread be sworn-in as a Governor. That was why the Supreme Court made that conditional provision and INEC came in now and declared somebody that did not meet that condition.

    “INEC itself is in contempt of the decision of the Supreme Court. We are going do everything to deploy every legal means to upturn the imposition by INEC that intend to weakened and destroy the fabrics of democracy. Briefly put, we are going to court and we will seek legal redress.”

    Oshiomhole also lashed out at Governor Nyesom Wike of Rivers State for saying that the APC chairman’s comment on the decision of the Supreme Court was capable of creating anarchy in the country.

    He said Wike was trying to use his (Oshiomhole’s) name to regain relevance in the PDP, having earlier accepted the fact that his party lost the governorship election in Bayelsa State and was also accused by former Governor Dickson of engaging in anti-party activities.

    “Between me and my friend (Wike) who has the history of violence?” Oshiomhole asked.

    He added: “Don’t you know how many lives you have wasted that we have read in the papers. I ran for election twice as governor and not a single gunshot was fired.

    “Where were police and military officers beheaded?It was in Rivers. Who was the great winner of that election violence, was it not Wike? So if he is the one talking about violence, when did the tortoise begin to challenge the antelope to a race?

    “Governor Dickson accepted defeat in the Bayelsa election.Dickson accused him of anti-party activity and I know he wants to use me to regain his lost membership of PDP.”

    Governors elected on the platform of the All Progressives Congress (APC) under the auspices of the Progressive Governors Forum (PGF) has said that the victory of Senator Hope Nzodinma at the Supreme Court was rightly deserved as it restored the hope of Nigerians in the nation’s democracy.

    In a congratulatory message signed by the Chairman of the Forum and Governor of Kebbi state, Atiku Bagudu, the PGF commend Senator Nzodinma’s doggedness, resilience, commitment to the rule of law and abiding faith in the judiciary that culminated into this ultimate victory.

    The Supreme Court on Tuesday named the former lawmaker as the validly elected Governor of Imo state, directing INEC to immediately issue him a certificate of return.

    The statement reads “the Progressive Governors Forum (PGF) congratulates His Excellency Senator Hope Uzodinma on his victory at the Supreme Court, which affirmed his victory in the March 9, 2019 Governorship election in Imo state. We rejoice with you and the people of Imo State, and all lovers of democracy and justice in Nigeria in this rightly deserved victory that restored your stolen mandate.

    “We, in particular, wish to commend your doggedness, resilience, commitment to the rule of law and abiding faith in the judiciary that culminated into this ultimate victory. It is victory at last for us all.

    “Once more, as we rejoice with you, congratulate President Muhammadu Buhari GCFR, our party leaders in Imo State in particular and national level as we welcome you to the fold of Progressive Governors as you take over the mantle of leadership in Imo state.

    2023: APC governors’ ‘plot’ to oust Oshiomhole, By Ehichioya Ezomon

    With the next elections still over three years, presidential aspirants, especially governors, have literally abandoned their duties, and started jockeying and junketing for space and relevance.
    Accordingly, three issues, concerning the 2023 polls, have emerged lately, with two pertaining to the All Progressives Congress (APC). First, is the report that four governors spearheaded attempts to oust the party Chairman, Comrade Adams Oshiomhole.
    The second is President Muhammadu Buhari’s avowal to prevent those vying for the presidency and National Assembly seats, the use of his name (as in previous elections), as a campaign tool, “to force themselves on Nigerians.”
    And third is his pledge to ensure that the next elections are free and fair, and that nobody will use their offices or resources to force themselves on their constituencies.
    These related matters are coming amid the upswing in scheming for 2023, barely six months after the inauguration of the current administration, based on the 2019 general election.
    Let’s begin with the alleged “plot” to unseat Oshiomhole, which has raged on prior to the February/March 2019 polls. Critics’ initial anger was against his “mishandling” of the APC primaries.
    But the crux was his stand against attempts by some governors and powerful individuals to hijack the primaries to favour themselves and their cronies, and sideline opponents.
    So, the struggle between Oshiomhole and disgruntled party bigwigs led to acrimony, defections and internal sabotage, resulting in the APC losing several states at the polls.
    And those elections over, attention has shifted to 2023, with some of the governors re-litigating the fights with Oshiomhole, demanding he should resign or be sacked.
    As reported by The Nation, four presidential aspiring governors are leading the “Oshiomhole-must-go” campaign, which they took to President Buhari at the Presidential Villa, and also exacerbated at three prior party meetings.
    The parley with Buhari seemed an “arrangee” by the quartet, who told other governors the president wanted to “compare notes with them,” whereas they informed Buhari that the governors desired an audience with him, “on an issue of national importance.”
    Hence, the president was “all ears” when the Villa meeting began, only for Governor Nasir el-Rufai to tell him that the governors had decided on Oshiomhole’s ouster “for not running the party well.”
    However, Buhari didn’t give the agitating governors the all-clear, even as Oshiomhole’s neck was chiefly saved by some sympathetic governors, led by Babagana Zulum of Borno State.
    Professor Zulum, reported to challenge el-Rufai’s claim of the governors’ “agreement” for Oshiomhole to go, said: “Who are the APC governors with you? Where and when did we meet to agree that the national chairman should resign?”
    He told Buhari the governors’ ploy was “all about 2023,” which he should be wary of, adding: “They want a pliant person as Chairman, someone they can manipulate. That is why they want Oshiomhole out. They want to hijack the APC for selfish reason.”
    Oddly, two of the alleged governors, el-Rufai (Kaduna State) and Kayode Fayemi (Ekiti State), are Oshiomhole’s publicised friends. The others, Messrs Abubakar Bagudu (Kebbi State) and Abubakar Badaru (Jigawa State), aren’t so identified.
    Their said plot against Oshiomhole, on the premise he’s likely to frustrate their aspiration, confirms the notion that in politics, “there are no permanent friends or enemies, but permanent interests.”
    It also aligns with the hit track, “Who The Cap Fit,” by the legendary reggae maestro, Bob Marley, whose soulful, moanful lyrics speak about betrayal by friends, thus:
    “Man to man is so unjust, children: Ya don’t know who to trust. Your worst enemy could be your best friend, And your best friend your worse enemy. Some will eat and drink with you, Then behind them su-su ‘pon you. Only your friend know your secrets, So only he could reveal it…
    “Some will hate you, pretend they love you now, Then behind they try to eliminate you. But who Jah bless, no one curse; Thank God, we’re past the worse. Hypocrites and parasites, Will come up and take a bite. And if your night should turn to day, A lot of people would run away…”
    Perhaps, Oshiomhole’s governor-friends knew about his plans (“secrets”) to stop them in their presidential bid. And though “they eat and drink with him,” and “pretend they love him,” but behind him, “they try to eliminate” (oust) him from power.
    To attain their goals in 2023, the governors are ready to forego their friendship with Oshiomhole. And they could as well drop the name of President Buhari, as doing so would create the impression that he favours particular aspirants.
    But Mr. Yinka Oyebode, the Chief Press Secretary to Governor Fayemi, has dismissed The Nation report as “a cock and bull story” that lacks credibility, asking: “Do you believe that story?”
    While he poured cold water on the “plot” to sack Oshiomhole, who, he said could be removed by the party members that elected him; he argued that no politician could stand before President Buhari and talk about 2023 polls in 2019.
    But Yinka fiercely dissociated his boss from the alleged scheming when reminded that Buhari, abreast with the undercurrents, had addressed the issue during his 77th birthday ceremonies.
    He said Dr. Fayemi is striving to fulfil the mandate Ekiti people gave him, to deliver the dividend of democracy, as a reward for their trust in him. “And he’s focused, every day, on achieving that goal,” Yinka said in a phone interview on Friday.
    That said, President Buhari has charged anyone craving to occupy a political office in 2023 to work hard to achieve their goal “by convincing the electorate,” instead of dropping his name.
    He promised credible polls, warning: “I will make sure, using the law enforcement agencies, that elections are free and fair. Nobody will use his office or resources to force himself on his constituency.”
    Yet, this timely advice by Buhari has riled critics, who accuse him of speaking and behaving like a non-democrat. Sounds familiar?
    Lately, Buhari has come under censure, after the arrest, detention, arraignment, “freedom,” re-arrest and re-book of activist-publisher-politician, Omoyele Sowore, by the Department of State Services (DSS) that’s viewed as doing Buhari’s bidding.
    He thus earned the epithet, “Military Dictator” in a civilian garb. And to boot, a national newspaper, the PUNCH, decided that going forward, it would address the president as “Major General Buhari,” which, of course, is the rank he exited the Military.
    Critics chorus that Buhari has no power (he hasn’t said he has) to determine who succeeds him, as only the people can decide who gets the presidential ticket to vie to rule Nigeria.
    Agreed! But politicians, notably in Nigeria, have the propensity, and capacity to upend such a “universal truth” to leverage their ambitions. So, Buhari’s caution is spot-on!

    President Muhammadu Buhari has congratulated All Progressives Congress (APC) governors on their Supreme Court victories, after what he called “your patient legal battles to defend your mandates.”

    The President’s congratulatory message was communicated through a statement by his Senior Special Assistant on Media and Publicity, Malam Garba Shehu, in Abuja on Friday.

    The President said: ”I am pleased and proud that you have successfully concluded your legal battles.

    ” It is the time to concentrate fully on fulfilling your campaign promises after the distractions caused by the litigations.

    ”One of the great things about democracy is that it gives us avenues for redress through the courts.

    “I am pleased that you used this opportunity to defend your mandates.”

    He, however, advised the governors not to see their challengers as enemies because they were exercising their democratic rights by going to the courts to seek redress.

    President Buhari then reminded the APC governors that “there are still challenges ahead,”.

    He noted that with the legal battle now over, ”it is my hope that you won’t rest on your oars. You should work ever harder to deliver good governance in the next remaining four years of your tenure.

    ”I wish you God’s guidance, more wisdom and good health in the performance of your exalted responsibilities,” he said.
