    PSC approves appointment, deployment of 10 CPs

    The Police Service Commission (PSC) has approved the appointment and deployment of 10 Commissioners of Police (CPs) to various commands in the country.

    Mr. Ikechukwu Ani, the Head of Press and Public Relations of PSC, said this in a statement on Wednesday in Abuja.

    Ani said the appointment and deployment followed the promotion of 14 Deputy Commissioners of Police (DCPs) to the rank of CP.

    He said the newly-appointed CPs include Peter Opara, Osun; Olughemiga Adesina, Benue; Akinwale Adeniran, Ekiti; Mohammed Abba, Adamawa; Beneth Igwe, FCT, and Abaniwonda Olufemi, Delta.

    Others are Ademola Ayilara, Akwa Ibom; David Iloyanomon, Taraba; Abayomi Peter, Ondo State, and Hassan Yabnet, Plateau.

    Ani said the PSC Chairman, Dr Solomon Arase, had called on the newly-deployed CPs to rebuild public trust in the police through robust partnership.

    Arase warned that the commission would not accept any excuse for failure in delivering effective and efficient leadership.

    He pledged the commitment of the commission to continue to encourage the CPs, but warned that the security of lives and properties in their areas of jurisdiction should not be taken for granted.

    Update: Sunak appoints ex-UK PM, Cameron as Foreign Secretary, names Cleverly Home Secretary

    Ex- Prime Minister David Cameron has made a surprise comeback into government following his appointment as foreign secretary by Prime Minister Rishi Sunak’s cabinet in a cabinet reshuffle.

    The stunning move will see the Tory grandee – who occupied No 10 between 2010 and 2016 – enter the Lords so he can take up one of the top jobs in government, The Independent UK reports.

    James Cleverly has been made home secretary after Suella Braverman was sacked by Mr Sunak after she accused the police of bias in handling pro-Palestinian protests.

    A No 10 source said Mr Sunak had asked Ms Braverman “to leave government and she has accepted”, with Mr Cleverly moving from the Foreign Office to the Home Office.

    The Conservatives said Mr Sunak is carrying out a wider reshuffle which “strengthens his team in government to deliver long-term decisions for a brighter future”.

    Labour said the surprise return of Mr Cameron made Mr Sunak’s claim to be the change candidate “laughable”.

    Sir Keir Starmer’s national campaign co-ordinator Pat McFadden said: “A few weeks ago Rishi Sunak said David Cameron was part of a failed status quo – now he’s bringing him back as his life raft.”

     

    “This puts to bed the prime minister’s laughable claim to offer change from 13 years of Tory failure,” he added.

    Reps move to abolish long-term appointments in acting capacity without confirmation

    The House of Representatives at the plenary Wednesday passed through second reading, a Bill seeking to amend the Interpretation Act, 2004 to provide conditions for appointment and assumption of offices in acting capacity.

    The proposed legislation titled, “Bill for an Act to Amend the Interpretation Act, Cap. 123, Laws of the Federation of Nigeria, 2004 to provide Conditions for Appointment and Assumption of Office in Acting capacity, to provide the meaning of certain words and for Related Matters”, was sponsored by the Deputy Speaker, Hon. Benjamin Kalu, Hon. Ikeagwuonu Ugochinyere and five other lawmakers.

    Leading the debate on its general principles, Hon. Ikeagwuonu Ugochinyere noted that the Interpretation Act, was enacted to provide for the construction and interpretation of Acts of the National Assembly and certain other instruments.

    He said the Bill seeks to provide for the amendment of sections 11 and 18 of the Principal Act, to provide for limitations and conditions for the appointment and assumption of office in an acting capacity on one hand and on the other hand to incorporate the meaning of certain words into the extant Act.

    The lawmaker who represents Ideato North South Federal Constituency, recalled that the power to appoint a person in acting capacity has been, at best described as abused in the recent past.

    According to him, there have been numerous situations where persons not ordinarily qualified to hold certain offices were appointed to hold such offices in acting.

    He added that the Bill if passed, will not impose any additional cost to the government.

    The lawmaker said, “Section 11 of the Interpretation Act provides that where an enactment confers a power to appoint a person either to an office or to exercise any function, whether for a specified period or not, that power to so appoint includes the power to appoint that person by name, the power to remove or suspend him and the power to reappoint or reinstate him as well as the power to appoint a person in acting capacity. A closer look at paragraph (c) of subsection (1) of section 11 shows that the powers exercisable thereof are subject to limitations and conditions which may be provided by various other enactments, and this power include the power to reappoint or reinstate a previously suspended appointee.

    “Mr. Speaker, Honourable Colleagues, whereas various enactments provide for clear limitations and conditions upon which an appointee may be reappointed or such limitations and conditions upon which a suspended appointee may be reinstated, there are no limitations and conditions provided for the appointment of persons in acting capacity. Capacities and more disheartening is that such appointments were held by such unqualified persons for a very long period of time. Such persons held such offices for a very long period of time because there is no limitation provided by law regarding the duration for which such offices could be held in acting capacity.

    “The very essence of this Bill is to provide for limitations and conditions for appointment of a person into any office in acting capacity. The Bill aims at providing such condition that for a person to be appointed into an office in acting capacity, that person ordinarily should be qualified to hold such office in substantive capacity. It also aims at providing a limitation on the appointment in acting capacity by providing that an appointment in acting capacity cannot be held for a period exceeding six months. Furthermore, the Bill aims at providing the meaning of the words such as “child” and “youth” alongside other words which their meanings were provided for under section 18 of the Interpretation Act. Without doubt, it is imperative to strengthen governance through this proposed amendment of the extant Interpretation Act. I therefore urge you all to support that this Bill be read the second time.”

    When put to a voice vote by the Speaker, Hon. Tajudeen Abbas who presided over the session, it got the support of majority of the lawmakers and was passed and referred to the committee on judiciary for further legislative action.

    President Bola Tinubu has named Mr. Rotimi Oyedepo (SAN), a prominent prosecutor for the Economic Financial Crimes Commission (EFCC), along with six others, as new aides.

    These appointees have been assigned to the Federal Ministry of Justice in Abuja, where they will work under the Attorney-General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi (SAN).

    The new team members consist of Kamarudeen Ogundele, who will serve as the Special Assistant to the President on Communication and Publicity; Hussein Oloyede, appointed as the Special Assistant on Arbitration, Drafting, and Regulations; and Rotimi Oyedepo (SAN), named the Special Assistant on Financial Crimes and Public Prosecution Compliance.

    The additional appointments include Monsurat Gafar, who takes on the role of Special Assistant on Coordination and Intergovernmental Agency Relations; Marcus-Obiene Fernández, designated as the Special Assistant on Justice Sector Reforms and ICT/Digital and Innovative Technology; Ahmed Wada, named the Special Assistant on Special Duties; and Tolu Obamuroh, who will serve as the Technical Adviser on Oil and Gas, Arbitration, and International Disputes.

    The terse statement reads thus: “The President’s withdrawal of the above-mentioned nomination is directed with immediate effect.”

    Adding that: “All other appointments to the Board and Executive Management team of FERMA are not affected by this directive.”

    BREAKING: Tinubu makes fresh appointments, retires NIMC boss

    President Bola Tinubu on Tuesday ordered the Director-General and CEO of the National Identity Management Commission (NIMC), Aliyu Abubakar Aziz, to commence a 90-day pre-retirement leave.

    The directive takes effect on August 24, 2023, leading to Aziz’s eventual retirement from service on November 24, 2023.

    This was contained in a statement signed by presidential spokesperson Ajure Ngelale.

    Tinubu has also approved the appointment of Bisoye Coker-Odusote as the acting Director-General and CEO of NIMC for a 90-day period.

    His appointment takes effect on August 24, 2023, after which a full term of four years will begin as the substantive NIMC Director-General/CEO on November 24, 2023.

    Furthermore, President Tinubu approved the appointment of Hon. Yusuf Buba Yakub as the Director and CEO of the Directorate of Technical Aid Corps (DTAC).

    This follows the recent expiration of the tenure of the former DTAC Director and CEO, Dr Pius Osunyikanmi.

    This appointment takes immediate effect.

    What my cabinet will be made up of – Oborevwori reveals

    Gov. Sheriff Oborevwori of Delta has revealed his cabinet will be made up of youths, middle-aged, and the elderly.

    Oborevwori disclosed this on Sunday at a Thanksgiving Service in honour of his Deputy, Chief Monday Onyeme, at the St. John’s Anglican Church, Ibabu, Ndokwa West Local Government Area of the state.

    “The appointments are coming. We will mixture of the young, average and the old. God is leading us, nobody is directing this administration.

    ”We will do the right thing for our people at the right time,” Oborevwori said.

    He said that the state government would be fair and just in the appointments and distribution of projects across the state.

    He urged the people of the state to continue to pray for him and his adminstration to enable him deliver on his campaign promises to the people.

    Oborevwori accompanied by his wife, Tobore, noted that his administration was a product of the grace and mercy of God.

    He reminded the people about the importance of thanksgiving in perfecting the acts of God upon any man.

    ”I overcame so many challenges to become governor. I am happy to be here to join my friend and brother, the Deputy Governor, and his wife, Catherine to give thanks to God for our successful inauguration as governor and deputy and for all our victories at the election and in the courts.

    “We have come to thank God for finding us worthy to serve at this time in the history of our dear State.

    “We will continue to give God thanks for giving us the opportunity to lead Delta at this time inspite of several challenges, which we overcame by God’s grace.

    “Thanking God is very important and that is why we will continue to appreciate the hand of God upon our lives and state,” he said.

    He commended the immediate past governor, Ifeanyi Okowa for his skills training and entrepreneurship programmes, while assuring that his administration will do more to touch the lives of the people of the state.

    The governor pledged to deliver on his M.O.R.E Agenda for the state.

    Earlier, Bishop of Ika Diocese and Supervising Bishop of Ndokwa Diocese, Rt. Rev’d Godfrey Ekpenisi congratulated Sir Onyeme and his wife, Catherine.

    Ekpenisi, in a sermon titled; “Seven Principles of Starting and Finishing Strong”, urged leaders to seek wisdom, promote excellence, be good and disciplined leaders, show love to the people, nurture their families, and honour God throughout their tenures.

    He called on leaders to be disciplined and show empathy to the people they are leading, adding that “a leader does not force leadership on people, he earns it by his actions.

    In attendance were, Edo Deputy Governor, Philip Shaibu; immediate past Gov. Ifeanyi Okowa and his wife, Edith; former Gov. Emmanuel Uduaghan, who was represented by his daughter, Orode; former Deputy Governors, Sir Benjamin Elue and Deacon Kingsley Otuaro, others.
