    Why I appointed 32 aides – Kaduna Councillor

    The councillor representing Saminaka Ward in Lere Local Government Area of Kaduna State, Abubakar Sadiq has said he appointed 32 aides as a reward for loyalty.

    A flyer containing the names and portfolios of the appointees has been circulating on Facebook with many expressing surprise.

    But speaking on the matter, Sadiq said that those appointed stood by him during the campaigns, and deserved to be a part of the administration.

    “There is nothing a determined mind can’t achieve. These people were together with me during the campaigns, so in order not to be power drunk, I had to reward them. So this is a reward for loyalty, and there’s no big deal about it,” he told Daily Nigerian.

    Sadiq who is also the majority leader of the Lere Local Government Legislative Council, added that funding his aides would not be an issue as he has made adequate provisions for their welfare.

    Some of those appointed are; Ibrahim Munir, Special Adviser Media and Publicity; Muhammad Abdulkadir, Muslim Youth Development; Sunday Daniel, Poverty Alleviation; among others.

    Mrs. Gbemisola Laditan (FCA & CITN), also an Independent Non-Executive Director, is a prize-winning chartered accountant with over thirty years of experience in banking and consulting. She has served on the board of major institutions and is currently the managing director/chief executive officer of Flux Logistix Limited.

    The appointments were ratified by the shareholders on 29th July 2022 at the Bank’s headquarters in Lagos, following its 5th Annual General Meeting where the Bank’s financial performance for the year ended December 31, 2021, was presented and approved. The Bank reported significant improvement in key financial parameters in the year under review despite the headwinds and macroeconomic challenges. All the appointments have been approved by the Central Bank of Nigeria and all the regulatory bodies.

    Buhari appoints 4 Perm Secs, Solicitor General

    President Muhammadu Buhari has approved the appointment of four new Permanent Secretaries in the Federal Civil Service.

    The President has also approved the appointment of the Solicitor General of the Federation, following the recently conducted selection process.

    This is contained in a statement in Abuja on Friday by the Head of the Civil Service of the Federation (HOCSF), Dr Folasade Yemi-Esan, through Mr Mohammed Abdullahi, Deputy Director, Press and Public Relations, Office of the HOCSF.

    According to Yemi-Esan, the new permanent secretaries are Mary Ogbe – Benue, Shehu Ibrahim – Jigawa, Daju Shangti -Plateau.

    Also, Jedy-Agba Ejodamen had been appointed as Solicitor General of the Federation/Permanent Secretary, Federal Ministry of Justice.

    She said a date for the swearing-in and deployment of the new appointees would be announced in due course.

    Gov. Babagana Zulum of Borno has approved the appointment of three new Permanent Secretaries in the state civil service.

    This is contained in a statement by the state Head of Service, Mr Simon Malgwi, on Friday in Maiduguri.

    Malgwi said the appointment was inline with the powers confer on the governor by Section 208 (2) (C) of the Constitution of Federal Republic of Nigeria 1999 as amended.

    He listed the appointees to include Garba Musa, Grema Fannami and Ahmadu Umara.

    Buhari’s exceptional appointee as INEC’s National Commissioner

    President Muhammadu Buhari has again hit the bull’s-eye preparatory to the 2023 general elections with the appointment of an election logistics strategist, Mr Kenneth Ukeagu, as INEC National Commissioner.

    The president has also set a precedent with the appointment as it was the first time an INEC employee would be appointed into the exalted position.

    Commenting on the appointment, Alhaji Aminu Alkali, Chairman of the National Integration Forum (NIF), a political pressure group, observed that the appointment was not consequent on political exigency but based purely on experience and due diligence.

    Alkali said Ukeagu had gathered adequate experience in his 30 years stint at INEC most of which he spent in organising logistics for elections till he became the Director of Procurement.

    “Ukeagu’s appointment is unique being the first member of staff or an insider to be so appointed by any president; President Buhari needs to be commended for the innovation, sense of judgment, and the futuristic reforms in the commission,’’ he said.

    “Aside being a round peg in a round hole, the appointment is an indication that hard work pays and it will encourage members of staff of the Commission to look up to scaling to top of the ladder as well as usher in unfettered commitment that will boost the nascent democracy.

    “This appointment is a further step taken to discourage corruption in electoral system as well as a step taken in the president’s usual manner of refining the system.’’

    Also commenting on the appointment, Mr Hakim Afolabi of the Centre for Transparency and Accountability, said “It was not made to deny or diminish any state or region of their slots but based on national interest which sometimes should be injected and blended into critical institutions.’’

    “I see the appointee making critical and substantial inputs into the electoral process because of his institutional experience.

    “President Buhari has thus set a precedent in the history of the Commission, a goal which no one can fault.

    “This is hope rising for other employees and an energiser for more commitment, honesty, hard work, integrity. It is now in the mind that there is brighter future and not vain toil.’’

    “Ken’, as he is popularly known, will not be required to go through the ropes on the job because he is in his original turf. Time is of essence because elections are here.

    “NASS should regard this appointment as dramatic injection of reforms and an encouragement that would give birth to a better tomorrow.

    “It is a blow to mediocrity that had dogged the Commission and the political landscape in the past.’’

    Also commenting on the appointment, the National Vanguard for the Nigerian State (NVNS) says election management is practical.

    It added that it could only be efficient when professional experience, logistic and technical knowledge, data analytic skills and innovative technology came to play; all these Ukeagu had acquired over the last 30 years as an insider in INEC.

    Dr Andrew Asemota, its National Coordinator observed that though appointment of professors as national commissioners was good, the professors are experts in their various fields and not necessarily in election management.

    He said that election management required special skills, innovation and vast experience and knowledge that would assist the process when driven by professionals.

    “You cannot know more than the person who has been in the scheme and system for more than 30 years,’’ he said.

    He added that with less than 14 months into the very important 2023 general elections, the likes of Ukeagu, a sociologist by training are needed to boost the system and ensure hitch-free conduct.

    He stressed that time was too short to appoint people who had no adequate electoral and election experience, especially in logistics in which Ukeagu is well-grounded.

    A Kaduna-based social media influencer and political analyst, Mr Alex Ibrahim, was also of the opinion that Ukeagu’s appointment should be seen as neutral and devoid of political and ethnic encumbrances.

    Meanwhile, jubilation, ecstasy and sighs of relief have enveloped the Headquarters of the Independent National Electoral Commission (INEC) since Ukeagu’s appointment was announced.

    Fifty-six-year-old Ukeagu is the first serving or even retired INEC employee to be appointed as National Commissioner since the Commission was created in 1999.

    Ukeagu, from Abia State, aside being a sociologist, has acquired many training in electoral management both within and outside Nigeria, including in the U.S, the bastion of democracy.

    His career in INEC spans over 30 years, cutting his teeth as a member of the National Youth Service Corps in the Commission from where he rose through the ranks to become an electoral manager especially in electoral logistics.

    He worked on several election rounds as Electoral Logistics Officer at the INEC Headquarters, Abuja.

    He was Director Logistics in Electoral Operations and used his technical experience and electoral managerial skills to assist to ensure the smooth conduct of general elections in 2011, 2015, and 2019.

    To his credit, Mr Ukeagu developed logistics plans for procurement and delivery of materials required for electoral activities including those used in 2003 general elections.

    He also developed the transportation plan for the nationwide deployment of men and materials for the conduct of voters’ registration exercise and the 2003 general elections.

    Ukeagu designed ballot papers and result sheets used for the conduct of the 2007 general elections and successfully handled deployment of men and materials for the elections.

    He also developed Advisory Architecture for securing men and materials deployed for the 2007, 2010 and 2015 general elections.

    He introduced customisation of ballot papers and result sheets deployed for the 2011 and 2015 General Elections.

    This innovation reduced time spent in result management at the end of polling as well as cost of materials as they were produced to reflect the actual number of political parties participating in the elections.

    Looking through his plethora of achievements, some members of staff of INEC expressed the confidence that Ukeagu would bring his wealth of experience and knowledge as an election manager in logistics and procurement of election materials to the fore.

    Some said the appointment also came at the right time to ensure delays in procurement of election materials, which often resulted in rescheduling of election dates, were avoided.

    The rescheduling of general election dates, which are usually fixed over one year ahead would become a thing of the past as Ukeagu would work with other members of the Commission to follow dates scheduled for each activity, some noted.

    They added that though other national commissioners are experts in their various fields of endeavour, the knowledge and experience of Ukeagu as electoral logistics manager could not be wished away.

    Ukeagu is also expected to bring a lot of changes in the management of elections as he will not only be part of implementers of the Commission’s activities and programmes but as part of policy makers.

    No doubt, this appointment of a servicing Director in the Commission is a morale booster for the staff of INEC as people are encouraged to put in their best in the service of the Commission, they stressed.

    With Ukeagu’s appointment, employees of the Commission now know that their contributions to the work of INEC were being noticed and appreciated; hence they will be spurred to work harder and be more dedicated to duty.

    INEC employees appreciated Federal Government’s gesture and expressed the hope that more of such appointments of serving and even retired Directors of the Commission who put in their best in the service of INEC in particular and the country in general through electoral reforms were made.

    They attested that Mr. Ukeagu is a man of character and principles; a man of vision; a detribalised Nigerian; a thoroughbred disciplinarian; humane and believes in well-being of others; as well as highly innovative, mobile and hardworking and apolitical.

    The National judicial Council (NJC) has recommended the appointment of 64 persons as judicial officers in Nigeria.

    The appointments were announced in a statement by the NJC spokesperson, Soji Oye on Friday.

    Oye said the NJC “at its 96th Meeting of 14 and 15 December 2021 considered the list of candidates presented by its Interview Committee and at the end of deliberation, Council recommended the under-listed names of Sixty-four successful candidates to their various State Governors for appointment.”

    Buhari approves appointments of new heads of education agencies

    President Muhammadu Buhari has approved the appointments of new chief executives for some agencies under the Federal Ministry of Education.

    The appointments were rolled out in continuation of the sustained efforts by the federal government to further strengthen effective service delivery in the education sector.

    The appointments were made known in a statement signed by Mr Bem Goong, the Director, Press And Public Affairs in the ministry, and made available to newsmen in Abuja on Wednesday.

    He listed the new appointees as: Prof. Akpama Ibar as Executive Secretary, National Commission For Mass Literacy, Adult And Non-Formal Education; Prof. Chinwe Anunobi, Director/CEO, National Library; and Prof. Musa Maitafsir as Director/CEO, National Teachers Institute.

    ”All the three appointments took effect from the Sept. 2 and would each be for an initial tenure of five years,” he said.

    Goong added said that the president also approved the reappointment of the Registrar/CEO, Teachers Registration Council of Nigeria (TRCN), Prof. Josiah Ajiboye, for a second and final tenure of five years, with effect from Aug. 1.

    Similarly, Prof. Bashir Usman has been reappointed as the Executive Secretary, National Commission For Nomadic Education, for a second and final tenure of five years.

    • The Central Bank of Nigeria (CBN) has confirmed the appointment of Osita Nwanisobi as the Director of the Corporate Communications Department, with effect from August 25, 2021.

    Nwanisobi had acted in the capacity since October 2020 when his predecessor, Isaac Okorafor retired from service.

    A statement from the CBN on Wednesday revealed the identities of others who were also appointed Directors to include Mrs. Elizabeth Omolara Fasoranti, who steps in as the Director, Branch Operations; Dr. Abdulkadir Abdullahi Jibril as Director, Medical Services and Mrs. Rashidat Jumoke Monguno, who directs affairs in the Consumer Protection Department (CPD).

    The other new directors are Mrs Amina Habib, who is now the Director Human Resources Department; Dr. Blaise Ijebor, Director, Risk Management; Mr. Chibuzo Anthony Efobi, Director, Financial Policy and Regulation and Mr. Benjamin Nnadi, who assumes the position of Director, Reserve Management.

    All the appointments are with effect from August 25, 2021.

    President Muhammadu Buhari has approved the appointment of Justice Husseini Baba-Yusuf as the Acting Chief Judge of the Federal Capital Territory (FCT) High Court.

    The appointment which takes effect from August 1 follows the recommendation of the National Judicial Council (NJC).

    NJC Director of Information, Mr Soji Oye, disclosed this in a statement issued on Saturday, adding that the new chief judge would be sworn in on Monday.

    According to him, the Chief Justice of Nigeria and NJC Chairman, Justice Ibrahim Tanko Muhammad, will preside over the event.

    The swearing-in ceremony is expected to commence by 10am at the Supreme Court.

    The Acting appointment takes effect from 1 August 2021.

    Hon Justice Husseini Baba-Yusuf will be sworn-in by the Honourable, The Chief Justice of Nigeria and Chairman of the National Judicial Council, Hon. Dr. Justice Ibrahim Tanko Muhammad, CFR, on Monday 16 August 2021 by 10.00am at the Supreme Court of Nigeria.

    Case closed: ‘Buhari has terminated Hadiza Bala-Usman’s appointment as NPA MD’

    President Muhammadu Buhari has terminated the appointment of embattled Managing Director of the Nigeria Ports Authority (NPA), Ms. Hadiza Bala-Usman who was earlier placed on suspension.

    This was revealed by the Office of the Attorney-General and Minister of Justice to a Federal High Court sitting in Lagos.

    It stated this in a July 12 counter-affidavit filed as preliminary objection to a suit challenging Buhari’s powers to constitute the NPA Board and appoint its Executive Directors without recourse to the NPA Act.

    The suit, numbered FHC/L/CS/485/2021, was brought against the President on March 25, 2021 by the Chief Executive Officer of Maritime Media Ltd, Asu Beks, Tompra Abarowei, and Miebi Senge as first to third plaintiffs respectively.

    The first to fourth defendants are Buhari, Transportation Minister, Rotimi Amaechi; Bala-Usman, and the Chairman NPA Board, Emmanuel Adesoye.

    The plaintiffs averred that the president prematurely reappointed Hadiza Bala-Usman six months to the expiration of her tenure.

    The six-paragraph affidavit was signed by Agan Tabitha of the Civil Litigation Department of the Federal Ministry of Justice, Abuja, on behalf of the President’s counsel.

    It stated that “The alleged reappointment of the third defendant (Hadiza Bala-Usman) upon which this court is being called upon to adjudicate, has since been terminated by the first defendant (Buhari) and the instant suit overtaken by the event of that termination.”

    Praying the court to dismiss the suit on the ground that it had, become academic, the statement added: “We submit that it is clear from the Plaintiffs’ affidavit, the questions for determination as well as the reliefs sought. It is obvious that the Plaintiffs neither suffered any injury as a result of the act or omission of the 1st Defendant.

    “It is also evident that the claim against the Defendants is that the court should declare the alleged action of the 1st Defendant re-appointing, nominating and setting up of the board of the NPA as illegal as it contravenes sections 2 and 10 NPA Act Cap N126, LFN 2004, even without stating that they have suffered any personal damage beyond any other person as a result of the said appointment.

    “It is our submission that the Plaintiffs here do not possess the requisite locus standi to institute this action. Locus standi denotes the right of a party to institute an action in a court of law.”

    Meanwhile, Justice Tijjani Ringim adjourned proceedings in the suit till November 4.
