Majority leader’s call for individual arms bearing not House position – Reps Spokesman

The Spokesman of the House of Representatives, Hon. Benjamin Okezie Kalu, has distanced the House from the assertion that Nigerians should take personal measures aimed at defending themselves against terrorists by taking up arms.

Majority Leader, Alhassan Ado Doguwa (APC, Kano), during a debate on a motion on matters of urgent public importance by Hon. Shehu Balarabe, (APC, Kaduna) on the recent successive terrorist attacks in Kaduna State, advised that Nigerians be allowed to bear arms in self defense.

The majority leader who represents the interests of the ruling party on the floor of the House said the unabated killings under the government of his party has left him “speechless.”

He said: “Mr. Speaker, I rise to speak in the capacity of the Majority Leader who of course is the Ambassador of government on this floor. You can see how this Chamber is thrown into disquiet, how this motion is thrown into emotionally disturbed manner; so emotional by the statements of the mover of the motion.

“When you have a government in place, the major responsibility of that government, especially a democratic one which was elected by the people is to ensure safety of lives and property of the innocent citizens. Mr Speaker when things like this continue on daily basis those of us who are representatives of the government we become speechless.

“Why should this thing continue to happen? I think government and officials of government, not even the security agencies, security agencies are under democratic authorities. Government in this case has to rise up to its responsibility. Call a spade, a spade. If it is about funding, each of us here knows we have never have(sic) any cause to contemplate funding our security agencies,” he said.

He therefore urged that the citizenry be allowed to resort to self-help by taking up arms so as to defend themselves.

“With all sense of responsibility, I think Nigerians should this moment should be allowed to also take arms; Nigerians must be allowed to take up arms in defence of their innocent souls, defend their hard earned properties because it is like a monumental failure, if the agencies of security have failed, then Nigerians should not be seen as failure. Let Nigerians organise themselves in the way of civil defence. Let organise defence for their innocent souls,” Doguwa stressed.

Thereafter at a media briefing the House Spokesman, Kalu said Doguwa’s call was his personal opinion and does not represent the official position of the Parliament.

According to him, until such a time when the laws guiding the use of fire arms are amended by the Legislature and assented to by the President, access to and use of fire arms by unauthorized persons remain illegal.

He added that the House leader’s comments was his personal views as a representative of his people, not a collective resolution of the House.

The House had via the motion also urged the Federal Government to direct the Inspector General of Police and the Chief of Army Staff to deploy special forces to Birnin Gwari and Giwa Federal Constituency of Kaduna State to combat the bandits terrorising the people.

The House also urged the Federal Government to set up camps for internally displaced persons and should also provide relief materials to offer succour for the victims of the attack.

However, Hon. Nasiru Ali Ahmed from Nasarawa Federal Constituency, Kano in his contribution noted:
“Mr Speaker, I said it before in this chamber, from 2015 when this government came in to power, how many service chiefs have we had, how many IGP of police have we had? Some have come and gone, but only one person has not been changed up till today, and that is the National Security Adviser, what is the job of the National Security Adviser? Do we have a National Security Adviser at all? the agencies that have been mentioned, from the Army, Navy, Air force, Police, DSS, all of these agencies are accountable to National Security Adviser,” he noted.

Buhari establishes centre for control of arms, weapons; appoints Dikko as head

President Muhammadu Buhari has approved the establishment of a National Centre for the Control of Small Arms and Light Weapons (NCCSALW) to be domiciled in the Office of the National Security Adviser.

TheNewsGuru.com (TNG) reports this is contained in a statement signed and released by ZM Usman, Head, Strategic Communication Office of the National Security Adviser.

According to the statement, President Buhari also approved the appointment of Rtd Major General AM Dikko as the Pioneer Coordinator of NCCSALW.

The statement reads: “President Muhammadu Buhari has approved the establishment of a National Centre for the Control of Small Arms and Light Weapons (NCCSALW) to be domiciled in the Office of the National Security Adviser.

“The NCCSALW replaces the defunct Presidential Committee on Small Arms and Light Weapons and shall serve as the institutional mechanism for policy guidance, research and monitoring of all aspects of Small Arms and Light Weapons (SALW) in Nigeria.

“This decision is part of ongoing restructuring of Nigeria’s security architecture to address emerging threats and strengthen regional mechanism for the control, prevention and regulation of SALW.

“The impact of the proliferation of SALW across national borders in Africa and the Sahel region has resulted in terrorism, human trafficking, organized crime, and insurrections in West Africa and Nigeria.

“Therefore, as one of the measures in tackling this threat, the new Centre will be fulfilling the requirements of the ECOWAS Moratorium on Import, Export, and Manufacture of Light Weapons as well as the UN Plan of Action to prevent, combat, and eradicate the illicit trade in SALW.

“The NCCSALW will serve as the National Focal Point on SALW in Nigeria and lead a multi-stakeholder process involving Government Ministries, Departments, Agencies and the Civil Society in implementing all national, UN and ECOWAS Plans of Action on the control of SALW.

“The Centre will maintain international cooperation and also operate zonal offices in the Six Geopolitical Zones to ensure quick response and effective mobilization of resources.

“The pioneer Coordinator has vast experience working with the ECOWAS and the UN system and is expected to operationalize the objectives of the NCCSALW”.

  • Generational Tension And Children Up In Arms – Azu Ishiekwene

    Azu Ishiekwene

I was visiting a senior over the weekend when our conversation devolved into the soul of the Nigerian banter: how is the country going, I asked?

He paused. After a moment of reflection, he took a deep breath and said, “There is tension.”

I thought that was obvious and required no special gift to see. The tension sucks. There is tension between those in government and those who are not. Even among those in government, there is tension between the cabal and the fringe players. Tension between those who think policies ought not to be governed by fear and those who think government by fear modelling is the only way.

Tension between those in one section of the country who feel hard done by and excluded, and those who think the other section is crying wolf where there is none.

Tension between those in the ruling All Progressives Congress (APC) and the opposition Peoples Democratic Party (PDP). And even within the parties there is tension between the natives and the migrants, between those who hold the purse strings and those making noise and spending the money.

There is tension between farmers and herdsmen; tension between communities where fault-lines have surfaced and those where deep-seated resentments have washed up.

There is even tension between fintech companies and banks; between service providers and users; and between employers and labour unions. Tensions motivated by religion, weaponisation of political appointments, and so on.

Tension is the mother of motion. So, what’s the problem?

He repeated that there is “serious tension” in the country and, this time, his words carried a strangeness and urgency that caught my attention.

The senior explained that the tension he was referring to, was not in any of the categories I had in mind. It had little or nothing to do with ethnicity, partisan politics or position in government. It was a more insidious, more dangerous and potentially malignant kind of tension, one which had not only come to define our existence in recent times, but which threatens to consume us.

    It’s potentially destructive tension.

I was all ears. And then he continued. In Nigeria today, there are broadly two classes – those between the ages of 25 – 45 (the #ENSARS generation); and those above, say between 50 and 65, the new population on the threshold of the geriatric ladder.

Back in the day, he said, by the time our fathers reached the age of 45 or 50, they would already be looking old and grey. There were a few exceptions, of course. The point was that the vast majority of 45-and-above lived relatively short, perilous and laborious lives, with very little of the benefits of modern medicine, science and technology that we currently enjoy.

By the time they reached middle age, the senior said, our fathers looked really advanced in age; some, in fact, like the great-grandfathers of today. A good number of them coveted the security of the civil service or other pension-paying jobs. They retired quite early and were happy to enjoy their retirement drawing on their pension, which never failed.

If there was tension at that time, the senior said, it was a different kind of tension, comprising mostly ribaldry over politicians and their shenanigans, community disputes and whether or not their children would have a better future. Life was, well, good.

He paused. And with a countenance that seemed overcome by a sudden flush of misery, he continued. Today, when you ask, “How is the country?”, the answer is different. It’s different because the tensions have changed quite dramatically. Those between the ages of 25 and 45 are pitched in a deadly oedipal war against those between the ages of say, 50 to 65.

This, he said, was what he meant. Today’s young people, those in that first age bracket – derisively called the #ENDSARers – are a different breed. Millions of them have the best education abroad, while those who went to school at home are making the most of technology to improve themselves and their place in society.

They are wiser, more adventurous, more independent and determined. They are increasingly impatient with excuses for why Nigeria is being so badly and catastrophically run. For them, for example, the country’s predicament and the incompetence of the old guard are summarised by Jack Dorsey’s decision to set up Twitter’s Africa headquarters in Ghana instead of Nigeria whose 25million Twitterratti nearly equals Ghana’s population.

Their confidence in the system is so broken, so badly damaged that for days during the #ENSARS protest, for example, they refused to appoint leaders, because for them, “leader” has become a byword for corruption, incompetence and retrogression.

The young, today’s young, want a place at the table and they want it now. Some think it’s driven more by entitlement rather than by preparation or performance. Or perhaps by that feeling in every generation that its burden is the heaviest. Whatever it is, the senior said, #ENDSARS 2.0 is only a matter of time.

On the other side of the barricade are those who are between the ages of 50 and 65 mostly living longer, healthier lives. That should be good news for the younger generation that their parents are living healthier, longer lives, but it’s not.

Ask rhythm and blues icon, Brian McKnight, who made a video about one year ago entitled, “Ungrateful children”, in which he accused one of his children of saying, “Dad is better dead.” But dad isn’t going yet. Science, medicine and technology have led to longevity. As lives have lengthened, however, so have complications and uncertainty arising from money issues and the economics of longevity.

And this, the senior said, is at the crux of the tension. While the younger generation cannot wait to take the helm in politics, business and government, the older generation increasingly more responsible for looking after themselves in middle and old age, and without the certainty of job security or pensions, is clinging to power.

Older people are particularly impacted by the tension in countries such as ours with virtually no social safety net and runaway inflation. They are forced to stand their ground and fight with hair dye and foundation-reinforcing facial make-up to keep the young from encroaching.

For those in government used to extravagant comfort, it’s another matter altogether. They dig in through means fair and foul to keep their place at the table because they believe they still have gas in their tank and are young at heart.

The senior told me that at 60, he could still do all the things he used to do at 45 – and that includes all things good and not-so-good. He said he could think like a 45-year-old and though he’s an outlier in the Executive Management, with people mostly in their late 30s and early 40s in the majority, when the chips were down, they could hardly out-think him.

This is where the tension lies: the young consider themselves prepared to take over, and can longer wait to do so. But the older generation, faced with the vagaries of the sunset years, especially the ravages of inflation, higher health maintenance costs, and mounting family pressures, is still not prepared to yield, whatever they might say about the youth being tomorrow’s leaders.

The senior insisted that at the heart of the multi-faceted tensions that I may prioritise, this particular type – tension between the young and the middle-age/old – cuts across: it cuts across ethnic and regional boundaries, across party lines, communities and families. Youths across all regions of the country, he said, want basically the same things – opportunities to express themselves, platforms to unleash their creative energies, and space to innovate and build.

But they are not getting any of that. Instead, what they are getting are failed promises and long lines of warmed-over politicians or their godchildren, all determined to recycle themselves.

That lack or denial of opportunity is what is manifesting as protests, massive migration and, in its regrettable and extreme form, separatism or insurgency. That is “The Tension.”

In typical Nigerian manner, we agonised over the matter, knocked it back and forth, and moved on, hoping – and perhaps praying – that the problem will go away. I don’t know. Perhaps sociologists and psychologists would examine the conundrum of generational tension and the impact of oedipal wars on social progress?

IPOB denies plans to attack banks, others to source money for arms

The outlawed Indigenous People of Biafra (IPOB) has dismissed alleged plans by its security outfit, Eastern Security Network (ESN), to attack banks in the Southeast for the purpose of acquire money to purchase arms as false.

The group described the report as propaganda by the security agencies to blackmail and dent the global reputation of the security network.

In a statement i by the Media and Publicity Secretary, Emma Powerful, IPOB assured financial institutions in the zone of their safety, just as it warned the security agencies to desist from spreading such propaganda.

The statement reads: “We the global family of the Indigenous People of Biafra (IPOB) ably led by our great and indomitable Leader, Mazi Nnamdi Kanu, wish to put banks in Biafra land on notice of a wicked plot by the Nigeria security agencies to harm them.

“Our intelligence unit has uncovered a fabricated propaganda by the Department of State Services DSS, that Eastern Security Network, ESN is planning to attack banks in Biafraland to acquire money to purchase arms.

“DSS is propelling this wicked propaganda all in a bid to blackmail ESN and IPOB, and dent our global reputation. We therefore, wish to debunk this falsehood and blatant lie from the pit of hell.

“IPOB and ESN are not criminals and we have no plans or agenda to touch any institution particularly banks. We are not looking for money to buy arms because we produce our arms locally and cannot attack or kidnap anybody for ransom.

“We don’t inflict pains on the people we are fighting for their freedom. DSS must stop this rubbish and engage their time on something more meaningful. This poor script cannot fly.

“IPOB and ESN are very disciplined groups, and we cannot indulge in armed robbery against any individual or group. ESN has never left its mandate which is to defend Biafra land against Fulani terrorists and killer herdsmen.

“All banks in Biafraland must be wary of DSS because it is possible they are planning to sponsor attacks on banks and turn around as usual to blame it on IPOB and ESN operatives.

“The double-faced Nigerian security agencies have been staging this kind of attacks in so many places and later point accusing fingers at IPOB and ESN.

“They have tried to blame the attacks on security formations in South East on us but now it is obvious that we are innocent of that, they have quickly changed tact in their desperation to blackmail us and find cheap excuse to declare another special military operation in the zone. Our people should be smart and not buy into their tricks.

“We are waiting for any group of armed robbers who would attempt to attack any bank in Biafraland in attempt to tarnish the reputation of IPOB and ESN. Such band of criminals and their sponsors will regret their action.

“We assure every resident and institution including banks in Biafra land of their safety. We will help resist these criminals the DSS is arranging to attack banks in the name of ESN and IPOB.”

Abdulsalam raises alarm, says over six million illegal weapons in circulation across Nigeria

Abubakar, who is also the chairman of the National Peace Commitee (NPC) raised the alarm at a dialogue session of the committee with key stakeholders in Abuja on Wednesday.

According to him, the proliferation of weapons has heightened insecurity in the country and led to over 80,000 deaths.

He said that the challenges facing the country is not only insecurity in the narrow sense of the military definition but that it has assumed an all encompassing nature.

He listed these challenges to include, the Boko Haram insurgency, banditry, kidnapping, increasing poverty, calls for balkanization of the country from different quarters, threat of hunger arising from insecurity that farmers have faced and continue to face, the increasing sense of collective despair and despondency among the populace among others.

“The proliferation of all calibre of weapons not only in our sub-region in general and in Nigeria in particular is worrying. It is estimated that there are over six million of such weapons in circulation in the country.

“This certainly exacerbated the insecurity that led to over 80,000 deaths and close to three million internally displaced persons,” Abubakar said.

The ex-military Head of State while giving an assessment of the security situation, said that the security forces are not just over stretched but under strength and funded.

He said the security agencies can perform better with more sophisticated weapons, equipment and more funding.

He said, “We believe Nigeria must find a way out of these problems. Our hope is that perhaps among us, by listening to your different perspectives, we can begin to build up confidence among our people so that we can hold together.

“So our hope is that we shall not only share our collective lamentations about the current situation, bit propose some concrete suggestions that can point the way forward, suggestions that can inspire more confidence among our people and ensure that our country remains one.”

He added that President Muhammadu Buhari was aware of the meeting and that he supported it.

The meeting was attended by traditional rulers, including the Sultan of Sokoto, Alhaji Muhammadu Sa’ad Abubakar III; John Cardinal Onaiyekan; Ekiti State governor and chairman of the Nigerian Governors Forum (NGF), Kayode Fayemi; Plateau State governor and chairman of the Northern Governors Forum, Simon Lalong; religious leaders, the service chiefs, top military brass, police and other security agencies.

Also speaking, a former Head of States, Gen. Yakubu Gowon, urged all Nigerians, irrespective of religious and political differences, to see the nation’s challenges, including insecurity, as ones that must be tackled and resolved collectively.

Insecurity: Matawalle issues Zamfara bandits two-month ultimatum to surrender arms

Zamfara State Governor, Bello Matawalle, has issued a two-month ultimatum to all bandits in the state to either repent and surrender their weapons or face serious consequences from the security personnel.

He gave the deadline on Tuesday evening during a state-wide broadcast at the Government House in Gusau, the state capital.

The governor decried that the activities of informants were becoming worrisome and asked residents engaging in such acts to have a rethink.

He warned that the state government would squarely face any bandit that refused to surrender within the stipulated time.

Governor Matawalle stated that the Federal Government would soon deploy additional 6,000 soldiers to help the state government fight the recalcitrant bandits.

He was hopeful that this would go a long way in addressing the recent increase in the rate of insecurity in the state.

Read the text of the governor’s broadcast below:

BROADCAST BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF ZAMFARA STATE, HON. DR. BELLO MOHAMMED, MON (MATAWALLEN MARADUN) ON THE SECURITY SITUATION AND NEW MEASURES AIMED AT DEFEATING BANDITRY IN THE STATE, MADE ON TUESDAY, 9 TH MARCH 2021

In the name of Allah, the Beneficent, the merciful.

My dear good people of Zamfara State.

It is pertinent for me to address you once again on the state of security of our dear state.

As you may recall, it was early morning, at about 1 a.m, on Friday 26 th February 2021, when a group of bandits attacked Government Girls Junior Secondary Schoool, Jangebe, in Talata Mafara Local Government Area of the state and abducted 279 schoolgirls.

This sad episode shook the people of Zamfara State, our fellow Nigerians, and the entire world. It again brought to the global attention the type of security challenges our state and many others in the north were battling with and brought to the fore the urgent need to take further steps to deal with the situation comprehensively.

We have already secured the release of all the 279 abducted students, hale and hearty. They have all been reunited with members of their families.

Following this development, l undertook a four-day working visit to Abuja to brief Mr President and other critical stakeholders on security. As a fall out of my discussion with President Muhammadu Buhari and security high commands in Abuja, it was resolved that six thousand additional troops are to be deployed to the state to complement the current efforts by the security forces in the state. The troops will soon arrive in the state for their operations.

As you may recall, President Muhammadu Buhari has ordered security forces to shoot on sight anyone found in possession of AK 47 without permission.

You may also recall that Zamfara State has been declared by the national security council as a “no-fly zone” in addition to banning of all mining activities in the state.

Again, the President, Commander-in-Chief of the Armed Forces of Nigeria, has agreed to a timeframe within which the recalcitrant bandits should accept our peace truce and surrender their weapons to the government.

As you are aware, the peace initiative of my administration has recorded a number of successes which include disarmament and recovery of weapons from the repentant bandits, securing the release of hundreds of kidnapped persons, opening of markets, and resumption of other economic activities across the state, and reducing the wave of attacks and killings of our innocent people, most especially in the rural communities.

Even though we are enjoying relative peace as a result of the dialogue and reconciliation programme, many bandits have refused to key into the programme and elected to sustain their attacks and other nefarious activities against our communities.

The government has equally observed that there is sabotage by some unscrupulous elements, both within and outside the state. It is also observed that informants are becoming rampant and their callous activities undetected due to some of our people’s attitude of indifference.

As a further push to bring to an end the activities of the recalcitrant bandits so as to bring lasting peace to the state, the government has decided to take the following measures:

    i. The recalcitrant bandits have been given two months from today within which to embrace the peace process and surrender their weapons to the government;

    ii. All political actors are hereby advised to desist from any acts capable of endangering the state’s security, as security agencies have been directed to monitor the activities of all the political actors and take appropriate action against the violators;

iii. Traditional rulers and Local Government Councils’ sole administrators are hereby directed to always remain in their respective domains to monitor the influx of any suspicious characters.

iv. Conveyance of more than two persons on a motorbike is hereby banned with immediate effect. Security agents are directed to arrest and arraign the violators of this order for prosecution.

    v. Government also prohibits the movements of a large number of motorbikes in all the nooks and crannies of the state. Security forces are hereby directed to ensure total compliance.

vi. Government observed, with dismay, the persistence of the activities of some yansakai, despite the banning of such vigilante groups. This order still remains in force.

While government appreciates the role being played by members of the press in our efforts to bring lasting peace to our state, we have observed with great dismay the activities of some few media organizations in promoting fake news, causing psychological trauma and panic among our people.

The government is therefore calling on such media organizations that publish or air news or opinions concerning the security situation in the state without proper cross-checking and balancing of their reports before going to press to desist from such professional misconduct.

Government is not unaware of some unscrupulous elements, particularly among the political class, who regularly sponsor some social media handlers to create various social media accounts, including cloning some reputable media organizations, using them to publish fake news.

The government will no longer tolerate such unethical conduct and will deal decisively with anyone found in this act.

My dear people of Zamfara State, the primary responsibility of government is to secure the lives and property of the citizenry. All the measures we are putting in place are with a view to securing our state and putting behind us the dark period of banditry and other related crimes.

I wish to appreciate the endurance, untiring support, and cooperation of the entire people of the state in our efforts to end banditry and to other government policies and programs. I thank you immensely for your continuous prayers and goodwill.

Thank you all and wassalamu alaikum.

Reports of helicopter supplying arms to criminals in Kaduna fake news – Official

Mr Samuel Aruwan, the Commissioner of Internal Security and Home Affairs, Kaduna State, says reports of helicopter supplying arms to criminals in the state is false.

Aruwan said in a statement issued on Friday in Kaduna that the report was a fake news alert.

“The attention of the Kaduna State Government has been drawn to the circulation of a story by certain blogs and social media pages alleging that helicopters supplied gunmen with arms at Ungwan Dankali and Tsallaken Dogo in Zaria Local Government Area on the night of Jan. 6.

The commissioner said following the publications, the Kaduna State Government was inundated with enquiries from people of the state who expressed concern as to the veracity of the story.

“The state government hereby wish to inform residents that from thorough checks conducted by security agencies and Human Intelligence networks, the story is entirely false and misleading,’’ he said.

Aruwan advised citizens to treat the story as an outright falsehood, and denied the report in all media channels.

According to him, security operatives are trying to trace origin of the fake story.
