Nigerian Army reacts to killing of soldier by Policeman in Lagos

The Nigerian Army on Thursday reacted to the alleged killing of a Soldier by a Policeman on Wednesday in Lagos State.

The reaction is contained in a statement signed by Lt.-Col. Olabisi Ayeni, Deputy Director, Public Relations, 81 Division Nigerian Army.

Ayeni claimed that the victim (soldier) allegedly confronted the suspect (Policeman) who was not properly dressed and standing very close to a patrol vehicle of Operation MESA, to confirm his identity.

“This led to an argument and subsequently, the unfortunate incident.

“The soldier was immediately rushed to the  Lagos State Polytechnic Hospital, Odogunyan, for medical attention, but was declared dead on arrival.

“The corpse of the soldier has been moved to 174 Battalion Medical Centre in Ikorodu,” the army spokesperson said.

He said the suspect was arrested and kept in military custody for his safety and subsequently handed over to the Nigeria Police Force for prosecution.

“However, an angry mob, who witnessed the unfortunate incident, took advantage of this and attacked the Police Station in the community.

“Troops have been deployed around the vicinity of all police stations in Ikorodu area to prevent breakdown of law and order.

“The situation is under control as normalcy has returned to the community,” Ayeni said.

  • Army assures Nigerians of a hitch free election

Army assures Nigerians of a hitch free election

The Nigerian Army on Tuesday assured Nigerians of a peaceful conduct of the forthcoming general election in the country.

The General Officer Commanding (GOC), 3 Division Nigerian Army, Maj.-Gen. Abdulsalami Ibrahim stated this at the inauguration of the Division’s Operational Planning Training exercise in Bauchi.

He said the army had prepared its personnel and operatives of sister security agencies for the conduct of a hitch free election exercise.

Represented by Maj.- Gen. Eyitayo Oyinlola, the GOC described the training exercise as timely, and urged the participants to remain professionals in the discharge of their duties.

The exercise, he said, would prepare officers within the its Area of Responsibility (AOR) for the task ahead to ensure hitch free election.

“The lectures in this cadre are particularly crafted to provide the security personnel operating in the North Central and North East regions of operations with the necessary tools to face security challenges peculiar to the regions.

“Considering the nature of operations, the Nigerian Armed Forces and other security agencies are currently undergoing training across the nation, to tackle militancy in the south, insurgency in the North East and banditry/terrorism in the North West,” he said.

Ibrahim noted that different forms of insecurity had peculiar set of challenges that require individualised training of security personnel operating in the zones.

“The lecture on junior leadership should be of particular interest to the young officers deployed in various locations across the North Ventral and North East theater of operations,” he said.

He said the exercise was in tune with the vision of the Chief of Army Staff (COAS), Lt.-Gen. Faruk Yahaya of professional Nigerian Army ready to accomplish assigned missions within a joint operation in defense of the country.

He tasked the participants not to rest on their oars and continue to work assiduously with other security agencies towards improving security in the country.

While urging the participants to be objective in their contributions during the interactive sessions, Ibrahim enjoined them to take keen interest in all the presentations during the training.

Nigerian standard reports that the participants were drawn from the Nigeria Army, Nigeria Immigration Service (NIS), Nigeria Security and Civil Defense Coros (NSCDC), the Nigeria Customs Service (NCS), among others.

GUNMEN: Security agents rescue abducted female soldier

A female officer of the Nigerian Army, P.P Johnson, who was reportedly kidnapped earlier by some unknown gunmen on Monday, has been rescued.

The soldier was kidnapped and stripped by her assailants.

In a video made by her abductors, one of the gunmen was heard vowing to deal with all serving personnel of the armed forces.

He also said his group was different from the Indigenous People of Biafra, saying that they wanted to secede from the country.

He said, “This is information for all of you still in the Nigerian military. That is all of you will be dying one by one. Today December 26, we are in Enugu, we will fight against our enemies, this is how we will deal with you that are still in service. These are unknown gunmen, we have nothing to do with IPOB. What we are after is Biafra, whether they like it or not, we must get our freedom.”

However, a signal from the military on Thursday said the mastermind of the incident had been arrested.

It read: “At about 2: 20 pm on Dec 29, 2022, security forces rescued Lt. PP Johnson who was abducted by gunmen and taken to a forest bordering Enugu State and Ihube in Okigwe Local Government Area Imo State on December 26, 2022.

“The mastermind of the kidnap has also been arrested by security forces while efforts are ongoing to arrest the others. The situation is still being monitored at the moment. Video attached.”

Meanwhile, hoodlums have allegedly stabbed a man, Peter Nnamdi, to death, after invading a shanty in the Ebute Metta area of Lagos State.

TheNewsGuru.com (TNG) gathers that normal activities were ongoing when the hoodlums invaded the area around 9.05pm on Tuesday.

The gang was said to have attempted to dispose Nnamdi of his mobile phone before stabbing him in the neck and ribs.

It was learned that residents, who saw Nnamdi lying on the ground in a pool of blood, rushed him to the Ebute Metta General Hospital for treatment.

However, despite attempts by a doctor to rescue Nnamdi, he succumbed to the injuries he sustained during the attack.

It was gathered that the case was reported at the nearest police station and policemen were detailed to the crime scene.

  • Insecurity: Army, other operatives to man INEC offices in Imo – REC

Insecurity: Army, other operatives to man INEC offices in Imo – REC

The Independent National Electoral Commission (INEC) has said security personnel, including the Army and Department of State Services (DSS), have been deployed to its offices in Imo State, given the frequency of attacks on its offices in the state.

This is coming barely 24 hours after unidentified gunmen attacked and vandalised the INEC office in the Isu Local Government Area (LGA), marking the fourth of such incidents in Imo in less than three weeks. Other attacks were recorded in the Orlu and Oru West LGAs as well as the state headquarters in Owerri.

The Resident Electoral Commissioner (REC) in the state, Prof. Sylvia Agu addressed the security crisis during a live appearance on a national television program on Friday.

“Security men have been deployed, stationed in those areas. At the headquarters, we have the army, the Civil Defence, and the DSS. In the various local governments, we are using vigilante groups; we are using Ebubeagu group too and we have 100 percent assurance from the security men – not just giving us the assurance, they are already on the ground,” she said.

“That particular building is one housing the election party monitoring department (EPM), security, the transport office, and some of the accounts building (sic). It’s very destructive, but we thank God because it did not affect our sensitive materials.”

Commenting on the implications of INEC’s operations in the state, Agu downplayed the severity of the attacks, noting that the commission had backups to ensure it did not suffer a significant loss of data.

“It’s really not enormous, because we have a backup for the accounts section. For the transport section, we don’t have much there. What we have there are pieces of furniture. For the EPM office, we have a backup. For all those things that got burnt, we have backups.

“For the security office, (there was) nothing serious. We are aware that we’re vulnerable and because of that, we normally create backups in case of those types of incidents, so that when it happens, we can always lay (our) hands on our backups,” she said.

The REC stated that permanent voter cards (PVCs) and other sensitive materials were not affected, adding that the distribution of PVCs was on schedule. According to her, distribution does not occur at the offices that have come under attack.

“(There has been an) overwhelming turnout. We received overwhelming reports on a daily basis because we are working round the clock. They start at 8 am and end at 3 pm, but I’ve even told them to stay till 5 pm. We even work on Saturdays and Sundays, and we have an overwhelming turnout of people coming to pick up their PVCs.

“We have vigilante groups in all those areas that are prone to attack. We have the police deployed and stationed there. You won’t notice them. We can’t tell our ideas to the public but what I know is that INEC is ready and we are working very hard round the clock to ensure that 2023 becomes a reality,” she said.

2023: Army will set the stage for peaceful elections – COAS

The Chief of Army Staff (COAS), Lt.- Gen. Faruk Yahaya, says the Nigerian Army will set the stage for the conduct of a peaceful general election in 2023.

Yahaya gave the assurance while speaking with newsmen at the graduation of the Second Batch Trainees of the Nigerian Army Officers Wives Association (NAOWA) Youth Development Project for barracks youths on Thursday in Abuja.

He said the nation’s security situation had continued to improve, adding that the military and other security agencies were not relenting in their efforts to sustain the feat.

“The matching order by Mr president to improve the security situation so that he can hand over a secured nation is what we are carrying out in collaboration with the Nigerian Air force, Navy and other security agencies.

“Now, all hands are on deck, couple with equipment and other support provided by Mr president and commitment by the Nigerian Army under my command and other services and the cooperation of the Nigerian people who are providing information which is key in our operations.

“God’s willing, we shall continue to improve the situation and set the stage for the conduct of 2023 elections,” he said.

Yahaya said the training of the barracks youth was key to the development of barracks community, saying the NAOWA was central to the actualisation of that dream.

“What we have just witnessed today is the graduation of our youths in the barracks. 231 of them were trained on various skills by NAOWA.

“These are males and females who have graduated from secondary schools. Instead of leaving them idle, we decided to empower them so that they become useful to themselves and the society. You know an idle mind is the devil’s workshop,” he said.

    Army fetes 62 retired Generals

The Nigerian Army on Saturday, treated 62 retired and retiring generals to a regimental dinner and awards to honour them for their 35 years of meritorious service to the nation.

The senior officers comprising 24 major generals and 38 brigadier generals are those who retired or due for retirement within 2022.

The Chief of Defence Staff, Gen. lucky Irabor, said the event signified the beginning of a process for the retired and retiring senior officers who would transit into another phase of life that would be slightly differently from what they were used to.

Irabor said the officers deserved to be appreciated and honoured by the nation, adding that event was a representation of national honors to them.

He said that a lot of changes had occurred in the context of welfare and administration in the armed forces, urging them to ensure that they make themselves happy in retirement

“So let me on that note, wish everyone of you the very best in retirement.

“We want to hear good testimonies about you and we will also appreciate that you do not forget the constituency that made you this past three and half decades.

“Like I said to you guys there is no engagement that would take your time and energy for as long as you live that will be demanding of you the way the armed forces have demanded of you, and of course the army in particular.

“And so it behooves on you to be the ambassadors of the armed forces, to change the orientation of many who do not know us.

“Remain our testifiers as to the uniqueness of the value that we bring to bear within the defence and security architecture of this nation.

“I would like to urge you to please keep up that spirit so that together we will continue to add value to our work,” he said.

Irabor commended the Army Headquarters for honouring its retired personnel for their services to the nation and the armed forces in particular.

The Chief of Army Staff, Lt.-Gen. Faruk Yahaya, said the regimental dinner was organised to acknowledge and appreciate the contributions and sacrifices of the senior officers to their fatherland in the past 35 years.

Yahaya said the officers had operated and traversed the gamut of the country and theatres of operations, as well as other countries where they had contributed to peace and security.

According to him, this is a celebration of life to appreciate and thank them, having served the noble profession of the arms and retiring in one piece after 35 years.

He urged them to be good ambassadors of the army and be ready to continue to be useful to the nation, adding that they were better positioned to help propagate and sell the army in good light.

He urged them to continue to deploy their expertise and competences in support of the service, adding that the army had opened avenues to engage retired officers willing to deliver their skills and competencies.

“As we speak, we have some of the retired officers at Army Resource Center, Nigerian Defence Academy, Nigerian Army School of Artillery, School of Infantry and across board.

“We are willing and ready to engage you because we know the quality of what was invested in you and what you can deliver and what you have delivered when you were serving,” he said.

Yahaya also appreciated the spouses of the retired officers for the support and sacrifices they made while their husbands were busy serving the nation.

He also advised them to continue make themselves useful by getting themselves engaged in profitable ventures in retirement.

The Chief of Administration (Army) Maj.-Gen. Ogbe Ali, said the event was first held in 2021 to appreciate retired and retiring generals, adding that similar events were being organised at formations level for colonels and below, as well as soldiers.

Ali said the 2022 ooccasion was a continuation of that innovation and the 2nd in the series to celebrate 62 generals of the Nigerian army that retired during the year.

According to him, the ceremony is equally unique as it ushers them into the end of the year and the Christmas season.

  • Army displays indigenous drones, trackers to enhance operational efficiency

Army displays indigenous drones, trackers to enhance operational efficiency

The Nigerian Army on Wednesday in Abuja displayed some security gadgets developed locally to enhance the operational efficiency of troops in the fight against insecurity.

The equipment were displayed at the conclusion of the seminar on inter-agency collaboration and utilisation of technology for national security.

Some of the items displayed included Drones, trackers, communication gadgets, vehicles, guns, and other security gadgets.

Maj.-Gen. Garba Wahab (rtd), Director General, Nigerian Army Resource Centre (NARC), hailed the military for the feat, adding that the development of more indigenous technologies would tackle the security challenges in Nigeria.

He emphasised the need for inter-agency cooperation in the manufacture of military equipment in the country.

“Participation of other agencies is good, a lot of activities are going on and people are not aware of what we have and what is available.

“We need to start looking within and not to always go out for everything, when we start embracing these indigenous technologies, it will go a long way in solving our security challenges,’’ he said.

Maj.-Gen. Charles Ofoche, Chief of Transformation and Innovation, Nigerian Army, commended the collaboration for the production of locally made security gadgets to fight insurgency and other crimes.

Ofoche said that every country that attained high level of production of indigenous technologies started small.

“We are very impressed, this is a good way to start and very soon we will be doing more of these, 100 percent.

“We are doing this to build a strong Nigeria and we must embrace this to curb all forms of crimes,’’ he said.

Also speaking, Mr Abdulwasiu Sulaiman, Chief Executive Officer, Hastearmor Technologies, commended the military, police and other security agencies for the successes recorded in the fight against insecurity.

Sulaiman said that local partnership among security and related organisations would go a long way in the fight against insurgency and other criminal activities in Nigeria.

“The military and Police and other security agencies have done well and are still doing well.

“Our solution and contributions will enhance the operational efficiency of the security agencies, especially the military, Department of State Services, and Police.”

He said that the company’s contribution would be in the area of boosting intelligence and internal security.

The News Agency of Nigeria (NAN) reports that the seminar was organised by NARC in collaboration with National Information and Technology Development Agency.

  • FG redeploys DSS, Army, NSCDC, Fire Service operatives in INEC offices nationwide

FG redeploys DSS, Army, NSCDC, Fire Service operatives in INEC offices nationwide

The Federal Government has deployed Army, the Department of State Services’ personnel, Nigeria Security and Civil Defence Corps (NSCDC) operatives, as well as Federal Fire Service personnel, in INEC offices nationwide.

It was gathered that the government also directed the security services to enhance intelligence gathering, sharing and utilization of the same to stem acts of political violence which have assumed an increasing dimension in recent weeks.

Disclosing these during a meeting with the chairmen of leading political parties at the Force headquarters in Abuja, on Thursday, the Inspector-General of Police, Usman Baba, noted that the police recorded 52 violent cases in six weeks.

The meeting, which was attended by the Chairman of the Peoples Democratic Party, Iyorchia Ayu, the presidential candidate of the African Action Congress, Omoyele Sowore, the National Publicity Secretary of the All Progressives Congress, Felix Morka, and other parties’ chieftains, was sequel to the attacks on the Ogun and Osun state offices of INEC last week and other incidences of physical violence by party supporters in Borno, Kaduna, Zamfara and other states.

Other participants at the meeting included the National INEC Commissioner, Ms May Agbamuche-Mbo; the Director-General of the National Intelligence Agency, Ahmed Abubakar; the DG, Defence Intelligence Agency, Maj Gen. Samuel Adebayo; a representative of the DG, DSS and other paramilitary agencies.

Baba revealed that the NPF would also be working in collaboration with the Nigerian Army, the Department of State Services, the Nigerian Security and Civil Defence Corps and the Federal Fire Service to take decisive lawful action against purveyors of hate speech, incitement to violence, mobilisation of thugs and other violations.

He said, “On our part, and as an outcome of the ICCES meeting, the Nigeria Police Force working in collaboration with other security agencies have resolved to enhance intelligence gathering, share and utilise same to stem acts of political violence; upscale the deployment of security teams to all INEC assets and facilities nationwide with teams drawn from the police, Nigerian Army, Department of State Services, Nigeria Civil and Security Defence Corps and the Federal Fire Service to take decisive lawful action against purveyors of hate speech, incitement to violence, mobilisation of thugs and other violations, including the prompt arrest, investigation, and prosecution of offenders in line with the provisions of Sections 92 and 93 of the Electoral Act 2022 as amended.”

He further declared that those already arrested would face prosecution, noting, however, that despite all these initiatives, it was recognised that the leadership of each political party was critical in eradicating the menace of political intolerance, threat, violence and other negative tendencies in the democratic culture.

Political violence manifests in Three forms

The police boss also accused some unnamed governors of sponsoring thugs to incite violence.

He vowed to take decisive lawful action against purveyors of hate speech, incitement to violence, mobilization of thugs and other violations, including the prompt arrest, investigation, and prosecution of offenders in line with the provisions of Sections 92 and 93 of the Electoral Act 2022 as amended.

The IG stated, “This meeting became expedient following a noticeable trend within the national political space which, if not promptly addressed could evolve into a potent threat to not just our national security but the electoral process.

‘’Drawing from the experiences of the past, electoral violence both in the process leading to an election as well as the fallout of elections, has always constituted the most dangerous threat to our democracy.’’

Speaking further, he said, ‘’Political violence manifests in three forms. First is violence that is targeted at the personnel and assets of the Independent National Electoral Commission as recently witnessed in Ogun and Osun states.

“The second form of political violence manifests in the form of inter-party intolerance and violence which often become particularly pronounced during campaigns, elections and post-elections phases.

“It is on record that not less than 52 cases of such politically-motivated, intra, and inter-party violence have been recorded across 22 states since the official commencement of campaigns for the 2023 general election on 28th September, 2022.

Baba added, “The last form of political violence relates to the conduct of some state governors who manifest traits of political intolerance which often inflame political tension. In this regard, we have been receiving reports of some state governors who encourage political thugs and sub-national security outfits under their control to disrupt seamless and statutorily guaranteed campaign activities of parties or candidates with whom they hold opposing political views.

“In so doing, they deploy their powers and influences to either prevent the mounting of campaign billboards or pull them down, while also denying political opponents of spaces to undertake their campaigns or peaceful political congregations in contravention of the provisions of the Electoral Act 2022 (As amended).’’

Most of the recorded violent incidents or threats, the IG noted, resulted from political extremism, misinformation, intolerance, wrong political orientation, hate speeches, incitement, and the desperation of strategic actors within the political field who often place their parochial political ambitions over and above national security interests and the nation’s stable democratic order.

Such actors, according to him, usually give a wrong direction to their party faithful, arm them, re-orient them and encourage them to resort to the use of threat, violence, and other extra-legal means to frustrate competing political parties and impose their own faulty perception of politicking.

Decrying the politically-motivated violence, the IG recalled that 18 presidential candidates publicly made a firm commitment to the nation to maintain peace and abide by rule of law and the Electoral Act in their political activities with the signing of the Peace Accord on September 29.

He added, “To complement this, Mr. President had at various global and national platforms openly affirmed his commitment to deepening our democratic journey by encouraging the virtues of a peaceful electoral process in which the interests and wishes of the electorates take pre-eminence.

“This, ladies, and gentlemen is the foundation of democracy, and a deviation from this standard can only engender chaos within the national security space and threaten our democratic heritage.”

INEC should take decisive actions against candidates and parties that violate the Electoral Act

Baba noted that in furtherance to a recent ICCES resolution, the Thursday meeting was convened with the main agenda of engaging the political parties’ leadership on this trend and presenting a common front in addressing it in the overriding interest of national security and democracy.

He said, “In so doing, I must clearly emphasize that violence goes beyond politicking, it is a crime that is well captured under extant criminal laws, both in its planning and execution.

‘’If political thugs are armed with any sort of weapons and inspired by any political actor to advance an illegal act including attacking innocent citizens for political purpose or attacking INEC assets and personnel, or any other critical infrastructure in the country, such persons and those orchestrating them stand the risk of being brought to justice for the specific crime associated with their conducts regardless of their political affiliation, status, or ambitions.

“Beyond its impact on the political process, political violence also has a major consequence on our national security. Consequently, the Nigeria Police Force and all other national security agencies in fulfilment of their statutory obligations to the nation, remain duty bound to initiate enforcement actions that will restore order within the political and national security systems.

“Henceforth, therefore, we shall put machinery in motion that will in the most proactive manner identify, isolate, apprehend, and bring any political actor and the foot soldiers they might be motivating to engage in violence at political rallies or any other political engagement to deserved justice.”

The police chief urged INEC to scale up its compliance actions towards complementing the NPF and other law enforcement agencies in checkmating politically-motivated threats and violence.

He also said he was looking forward to an outcome that would address, in the most sustainable manner, the identified negative tendencies threatening the country’s democratic process.

Baba noted, “This requires that INEC should take decisive actions against candidates and parties that violate the Electoral Act in the areas of conduct of political parties, candidates, and other actors in relation to hate speeches; campaign funding regulations; encouraging, supporting, or inciting violence; and depriving political opponents of basic electoral rights guaranteed under the Act.”

The political parties welcomed the measures taken by the security agencies to protect the electoral process and urged the IG to also take the message to the states.

According to him, troops on Nov. 3, acting on credible intelligence, embarked on a search and rescue operation at Amangu village and forest, a confirmed enclave of Indigenous People of Biafra and Eastern Security Network.

He added that another operation on Nov. 4 at Okon Aku led to the killing of one of the criminals and recovery of one AK 47 rifle with a magazine loaded with seven rounds of 7.62mm (Special) and one mobile phone.

According to him, in a follow up operation on Nov. 5, troops raided another enclave of the groups around the Amangu village and neutralised two of the criminals, while some fled with gunshot wounds.

“Troops recovered two locally fabricated AK 47 rifles, four Pump Action guns, one locally made Pistol, one Sniper rifle, six magazines, 13 rounds of 7.62mm (NATO) and one motorcycle.

He assured that all operations would be conducted within the ambit of the law and in line with global best practices, Rules of Engagement and Code of Conducts guiding Army operations.

According to him, it should be clear to all that criminal attack and abduction of service personnel is an act against the state which will not go without consequences.

“The recourse to employment of propaganda by these criminal elements will not deter the Army from carrying out its constitutional mandate.

“Law abiding citizens of Amangu community are also advised to go about their legitimate businesses without panic, as the military is always on ground to protect lives and properties,” be said.

According to Aina she said; “Some Yoruba nation agitators holding a rally around Oju Ore attacked some military men in their vehicle. In the process, they disarmed a soldier and carted away his rifle.”

    Oyeyemi noted that no casualty was recorded in the attack. He said;
