  • Army University: The Vision and Geography

    By: Bukar Raheem

The plan by the Nigerian military to transform the Nigerian Army Institute of Technology and Environmental Studies NAITES in Makurdi, Benue State into a specialized military university must be seen as a welcome development due to the advantages it evinces to the entire nation.

Apart from the fact that the transformation will see to the upgrade of the institution from a mere certificate awarding one to one that will specialise in the training of military personnel in the recondite fields of technology and environmental studies, there are many other things that Nigeria stands to gain ‎hence the proposed name of Nigerian Army University of Technology and Environmental Studies, NAUTES.

Reports indicate that a committee is already working on this and it’s recommendations subject to the approval of the convening authorities will soon be concluded.‎

But even before the committee submits its report, there are concerns being expressed about the relevance of the institutions as well as it’s proposed site in the North eastern part of the country. ‎

The need for a second military ‎university in Nigeria to complement the Nigeria Defence Academy cannot be over-emphasised.

Since the upgrade of the NDA to a degree awarding institution the quality of the Nigerian military in both character and studies have been enhanced tremendously to the glory and betterment of the country.

Through the academy, the military has come to fully appreciate ‎the depth of scholarly endeavours, improved its personnel and has enhanced the proficiency, knowledge and capacity of its personnel without ‎subjecting them to the scrutiny of the conventional universities.

The needed integration of the personnel with the civilian populace and reorientation in civility came naturally and without stress through advancement in scholarly works and exposure to critical and analytical thinking.

Thus even those opposed to the transformation have long been silenced seeing the concrete advantages accruing from the setting up of the institution.‎

The issue of the siting of the university is however one that needs to be comprehended to be fully appreciated.‎

Since some misguided youths took it upon themselves to take up arms against the Nigerian state in what is now. known as insurgency, the people of the north east have suffered immeasurable damage and deprivation.

They have seen loved ones either killed, maimed or taken away without the courage to utter the most subtle kind of resistance.

Their homes have been destroyed, schools burnt and destroyed while access to means of economic survival through commercial and agricultural engagements are shattered.

It was the advent of the current administration that has brought succour and relief to the populace through the curtailing of the activities of the insurgents and their technical defeat.

But in the wake of that victory comes the challenges of what needs to be done to rehabilitate the people who have suffered so much through no fault of theirs.

The federal government has set up various committees and has made much efforts to intervene to improve on the lot of the populace one of which is the presidential initiative on the north east.

Many organisation and ‎ ‎well spirited individual have also intervened but what remains to be covered is quite enormous.

Aside the fact that the north east needs to be fully reintegrated into Nigeria by giving the people of the region a reason to once again believe in the cointry, there is the need for additional military presence in the area to ensure that the gains made in tackling the menace ate not lost or slowed to fritter away.

The psychology of having an additional military formation in the north east should be welcomed by all since it would go a long way in augmenting security arrangement in the area.

What many have not come to realise is that at the height of the activities of the insurgents, Nigeria has lost many military formations in the north with only very few standing at the moment.

During the immediate past administration, military and para military formations were captured by the insurgents, residents sacked or killed while large cache of weapons were carted away and used against the state and it’s people .

They include the barracks in Monguno, the mobile police training facility in Gwoza, Sambisa, and other para military formations in Bama and other places.

This exposes the weakness of the military as many of their strong holds have been captured or destroyed.

Even the well fortified Giwa Barracks in the state capital of Maiduguri has come under serious attack and parts of it was destroyed by insurgents intending to free their captured commanders.

Needless to say, if there is any region that is desirous of military formations that will enhance the presence of personnel and ensure the security of the population its the North east and idea of siting another military formations therw should not be viewed from the prism of geopolitical balancing as that would mean approaching the matter in a simplistic manner.

We can take the example of the governor of Kaduna State, Malam Nasir El-Rufai who when faced with the challenge of ensuring security in Southern Kaduna, quickly ran to the Defence Headquarters in Abuja and demanded for the establishment of military barracks there in addition to the ones already sending there.‎

To his credit, since the foundation stone for the barracks was laid, the rate of attacks and resultant crisis has abated.‎

Luckily, the Borno State government had allocated 5000 hectares of land for the setting up of the‎ university while the military is planning to commence ce the next academic session from the new site in Biu, Borno State .‎

Biu is peculiar and stratification to the fight against insurgency due to its location on the southern fringes of Borno and due to the fact the insurgents had at the early stages tried to establish their base in the ancient town but were resisted by the people.

The need to sustain and coordinate such resistance which has largely been successful would go a long way in ensuring that the terrorists do not take a come back or fo beyond their places of hiding. ‎

More so as the southern part of Borno State has been lacking in such facilities as most of the formations in Borno State are concentrated in the other senatorial zones.

  • Army, DSS, police, others indicted in Diezani’s $115m bribery case — Witness

The Economic and Financial Commission yesterday named some of the individuals and public officials who collected from an alleged bribe of $115m doled out by a former Minister of Petroleum Resources, Mrs. Diezani Allison-Madueke, to compromise the 2015 general elections.

Sourced by TheNewsGuru.com, the document the anti-graft agency made available before the Federal High Court in Lagos on Thursday, it stated that the Resident Assistant Inspector-General of Police in Kwara State at the time received N1m cash.

The document stated that while the Commissioner of Police in Kwara State at the time received N10m cash, the Deputy Commissioner of Police in charge of Operations got N2m cash.

Similarly, both the Assistant Commissioners of Police in charge of operations and administration in Kwara State, according to the document, received N1m cash each.

The document also showed that the Resident Electoral Commissioner in Kwara State for the 2015 general elections was also given a cash of N10m, while the Independent National Electoral Commission’s Administrative Secretary in Kwara State at the time received N5m cash.

The INEC Head of Department, Operations and “his boys” were given N5m, while “other officers” received and shared N2m among themselves.

Also listed as beneficiaries of the Diezani bribe in Kwara State were OC Mopol and “his men”, who got N7m; 21c Mopol and men in the state, who got N10m; the Director of the DSS and his men, who got N2.5m.

The military in Kwara State was bribed with N50m, according to the document, while other security agencies including the Nigeria Security and Civil Defence Corps and the Federal Road Safety Corps got N20m.

An investigator with the EFCC, Usman Zakari, who brought the document to court on Thursday, told Justice Rilwan Aikawa that it was recovered from a Senior Advocate of Nigeria, Mr. Dele Belgore.

Belgore is standing trial before Justice Aikawa for allegedly collecting N450m from Diezani and distributing same to beneficiaries in Kwara State.

The EFCC accused him of handling the money in cash without going through any financial institution, an act said to be an offence under sections 1(a), 16(d), 15(2)(d) and 18(a) of the Money Laundering (Prohibition) (Amendment) Act, 2012.

The EFCC said Belgore is liable to be punished under sections 15(3)(4), and 16(2)(b) of the same Act.

Standing trial along with Belgore for the offence is a former Minister of National Planning, Prof. Abubakar Suleiman.

The SAN and the don were arraigned on charges of money laundering on February 8, 2017 but they pleaded not guilty.

Zakari is the second witness to be called by the EFCC in its efforts to prove its case.

Testifying before Justice Aikawa on Thursday, Zakari explained that Belgore volunteered the list to the EFCC when he was invited and interrogated by the anti-graft agency.

The investigator pointed out to the court Belgore’s endorsement on the document titled, “Security and Transportation per State,” stating: “document supplied by me, Mohammed Dele Belgore (SAN).”

Equally, the EFCC exhibited another document recovered from Belgore also showing other beneficiaries.

The document simply titled “Kwara State” showed beneficiaries of a sum of N155,220,000 and the breakdown of what they got.

Among them were 15 electoral officers who each received, 250,000; 15 supervisors, who got N100,000 each; the state Returning Officer, who got N1m, among others.

The two documents were tendered by the EFCC prosecutor, Mr. Rotimi Oyedepo, and admitted in evidence as Exhibit 7 and 7A, against Belgore and Suleiman, as their lawyers, Mr. Ebun Shofunde (SAN) and Mr. Olatunji Ayanlaja (SAN), raised no objection.

In his evidence, Zakari told the court that the EFCC’s findings showed that the money was disbursed in cash to the beneficiaries.

“My Lord, the mode of payment, as contained in Exhibit 7, is cash payment. The payments were not done through any financial institution,” Zakari said.

The case was adjourned till July 7.

  • Coup scare: Army clamps down on suspected soldiers

Coup scare: Army clamps down on suspected soldiers

The Nigerian Army may have begun an internal search for soldiers and officers suspected to be engaging in political meetings.

According to Punch some arrests may have been made, but that information was being kept as top secret so as not to add to public tension.

Some other sources who reportedly spoke with Sunday Punch noted that the establishment of an army unit in Daura, Katsina State, on Friday, named Muhammadu Buhari Forward Operation Base, by the Chief of Army Staff, Lt. Gen. Tukur Buratai, was an effort to fortify the president’s hometown and a public pledge of loyalty.

On Tuesday, Buratai, in a tense language, had warned officers and soldiers to steer clear of politics, as information had reached him that some officers were involved in political meetings for “undisclosed reasons.”

The army chief had advised officers and soldiers interested in politicking to resign from the service, as any officer caught would be severely penalised.

Three days after the alert (Friday), Buratai went to Daura, where he inaugurated the army unit, and paid a courtesy call on the Emir of Daura, Dr Faruk Umar.

The details of the meeting have yet to be known.

The army chief, at the ceremony, had said the establishment of the unit was to enhance security in parts of 1 Division, which Daura town fell under.

Also, the Director, Army Public Relations, Brig. Gen. Sani Usman, said, “The establishment of the new unit was part of the implementation of the Nigerian Army approved Order of Battle 2016 (ORBAT 2016) by the Army council.

“Prior to that, the COAS was also at the Palace of his Royal Highness, Alhaji Faruk Umar, the Emir of Daura, for a courtesy call.”

The top army source said the army knew quite well the weight of its statement on politicking soldiers in the country, and had already followed up with high intelligence-driven search, adding that the public groups and civil societies could not be more rigorous than the army.

The troops of 145 and 158 Task Force Battalions ambushed the insurgents who were smuggling large quantities of fish, along Kareto-Damasak road by Julari village on Saturday.

He said, “During the operation, troops neutralised four Boko Haram terrorists.

Boko Haram video: Terrorist out to seek relevance, should be ignored – Army

The Nigerian Army has said two video clips, released by one of the Boko Haram commanders who were swapped for the abducted Chibok schoolgirls, were mere propaganda and should be disregarded.

TheNewsGuru.com reports that the Boko Haram members had released two videos late on Friday, showing the swapped commander, who threatened to attack the Federal Capital Territory, Abuja.

In the first clip, the terrorist, among other things, made boastful and spurious allegations, while the second clip was about alleged indoctrination of some of the abducted Chibok school girls in captivity.

But the Director, Army Public Relations, Brig. Gen Sani Usman, said the videos should be disregarded, as the army had put measures in place to prevent insurgent attacks.

Sani said, “The attention of Nigerian Army has been drawn to two video clips released by one of the released Boko Haram terrorists in exchange for the abducted Chibok school girls.

“We wish to state that the terrorist has lost touch with current realities. It was aimed at seeking relevance and attention.

“As you are all aware, he was a direct beneficiary of the process that led to the release of 82 of the abducted girls and does not have a say or capacity to do anything. Therefore his threats should be ignored.

“We would like to assure the public that the Nigerian Army is totally committed to the Federal Government’s determined efforts of rescuing all abducted persons and peace in the country.

“We will not relent our determined efforts of clearing the remnants of the Boko Haram terrorists as manifested through the ongoing clearance operations.”

“The Nigerian Air Force is unrelenting in its bombardment while other Security Agencies are equally doing their best.”

  • Army foil kidnap attempt in Delta
