2023: Of Buhari, Governors and Aso Rock as major Corruption enablers – By Mideno Bayagbon

NIgeria has been one hectic hell hole to live in in the last three weeks. If it is not the impunity of unpunished adulterated fuel and its contrived scarcity, it is the corrupt national grid collapsing, for the one millionth time. Marry that to the uncouth drama happening in the two main buccaneering parties: the All Progressives Congress, APC, and the Peoples Democratic Party, PDP. And for good measure, mix these with the issue of climate change which some people still see as oyibo people talk. The dramatic hotness in the weather in Abuja and across the country, especially in the northern part in the last two months, should make them have a rethink. With no fuel, no light, no food, the heat has made night rest for most people an aggravated nightmare.

From his London luxury pad, the President sent us a make una no vex press release! Finally, for a moment, but temporarily so, joy and hope swelled in the hearts of Nigerians. Some even started a premature jubilation that perhaps the London doctors have succeeded in fixing the painful ears of the President which have prevented him from hearing the loud wailings of Nigerians over the devastating impact of the abysmally managed economy. For a delusional moment I joined in hoping that perhaps things are about to turn the corner, for better. For a fleeting second, I thought the President was about taking the bull of leadership by the horns. That he was about to stem this tide on the road to Golgotha. But it was an unreasonable hope.

The President returns. He gets drowned in the contrived crises of his party which he helped foment before jetting off to yet another medical tourism in the United Kingdom. Recall that he had hurried back from Kenya three weeks ago to militarily dismiss the Yobe state Governor, Mai Buni, from the interim headship of the All Progressives Congress. He forgot he was now a civilian not a military dictator. He didn’t know that was power the law does not allow him. He imposed a new head, from whose feet the carpet was easily pulled off, before resuming his medical trip to the United Kingdom.

Since his return, he has put the euphoria of make una no vex into the dustbin. He is his usual self: ensconced in Aso Rock but yet to remember that he is President over Africa’s largest country. None of the myriad of problems which are the daily lived reality of Nigerians is seemingly of any concern to him. He is consistent in this, however.

Consistent too have been the Governors of both parties. Whether in APC or PDP, the Governors are breaking heads, crushing every opposing bone to their demand to have the final say in their parties. They are unabashedly, pompously usurping the leadership powers of their parties and want to be the final voice and authority in taking critical decisions. In this, there are no APC or PDP. They are behaving exactly alike. They are the engine rooms of funds for their parties and want to dictate the tune all their members, including President Buhari must dance to.

It did not start today. As we say in Waffi: it has taeyed! Remember how powerful PDP Governors were and how their say so must be obeyed? Remember the Ibori’s, the Sarakis, the Tinubus, and the Amaechi’s? Their overlordship was the beginning of wisdom for their party. Even with a strong man President, Olusegun Obasanjo, they forced the PDP to present mostly themselves as the Presidential aspirants and eventually candidate of their parties. Or be the ones to decide who the candidates should be.

That accounts for all the brickbats, the name callings, the fighting and the commotion in the two front-line parties. That, for example, explains the indecorous tongue lashing the Rivers State Governor, Nyesom Wike gave first the deputy Governor of Edo state, Phillip Shuaibu and his principal: Godwin Obaseki. As everyone knows, Wike says he has carried the party on his head, funding it and leading it for the past seven years. He expects to be the final authority, on every issue in the party. This is more so now that he is beginning to think that he too can be President.

Even Obaseki, a new comer in Edo PDP, is lording it over all. All the prominent chieftains have been running from pillar to post, trying to hide their heads from Obaseki’s slammer.

Almost all the umbrella party Governors are underground soliciting support to emerge their party’s candidate.
Even an Ifeanyi Okowa of Delta state, unbelievably is wasting state resources on this gambit. So are Aminu Tambuwal, Udom Emmanuel and others. Patent failures at the state level want to bring their monumental incompetences to the federal level. They have their state resources to plunder for their vaunting ambitions. Unfortunately, their ambitions are dead on arrival.

In the APC, it even got to a ridiculous extent that one of the Governors, who says he has 18 others on his side, called four others Yahoo Yahoo Governors for siding with the trouble Governor Mai Buni. Again, like in the PDP, each of the Governors either want to be his party’s candidate for the Presidential election next year or have a huge voice in choosing who should be.

The questions to ask is simple: why are Governors so powerful in the two parties? Why do they always want to cast the deciding votes in each of the parties? The answer is simple. At the centre of the fight over who should control the parties, is to ask a follow up question: who has been funding the parties, and where will the parties get the monies they are going to use to fund the 2023 elections? The answer again is simple: the Governors. They are the ones funding the parties. They are the ones who are going to fund the elections next year.

Let’s amend that. The APC is in power and Buhari, despite his pious mouthing of anti-corruption, is a willing collaborator in the slush funds that were used to fund his re-election in 2019. Does anyone remember how EFCC and other agencies were used to harangue Atiku and the source of his funds? Was that ever replicated for the Buhari re-election campaign team? That will be the day when the President will come out, Koran in hand, and swear, that it was not corrupt or money from the CBN, MDAs, parastatals and so on that were used to fund his re-election.

The APC already has its “funding formula” and Governors are not going to be major players in it. That’s what makes President Buhari the sole proprietor of the APC currently. His handlers will handle the funding. He will decide and undecide. He will choose and pick. He will in real terms decide who will fly the APC flag next year. That is why the 19 Governors suddenly found that their victory in instigating the throwing out of Mai Buni turned pyrrhic.

Nevertheless, ask yourself, when Governors say they are the funders of their parties, is it their personal monies they use or state resources? Where for example, with all his loud mouth and posturing, did Wike get the monies he has been using to fund the PDP in the last how many years? Which job or major business has he done, all his life, which gave him the humongous monies he has spent on the PDP? Replicate this for all the Governors and you will find that most have been career politicians without any major pedigree in business or economy. Most are politics and office billionaires: appropriating their state resources for their personal and political party usage.

In all of this, it is clear that Governors are the major enablers of corruption in Nigeria. In APC, there is the added fact that Aso Rock handlers are the chiefest enablers of corruption in the land today. That accounts for who they are backing to replace President Buhari. They want the sweet lollipop of free federal monies to continue beyond the Buhari Presidency. They will try to ram through their desire but the APC with its three contending blocs will implode.

That is a major reason why it makes more sense today to go back to the Parliamentary system. It will kill these centres of corruption and the nation and people will be the better for it.

The vice-president, who also spoke to State House correspondents, described the visit as memorable.

”I thought it will be a good thing to come and say ‘hello’ to Mr President and wish him a Merry Christmas.

”I usually spend the Christmas in Lagos with my family, but this Christmas we are in Abuja. So, we thought it’s a good thing to come and greet Mr President and wish him a Merry Christmas, talk and have a good time.

”I came with the entire family,” he said.

Taraba Killings: Ishaku takes Ambazonian militants case to Buhari in Aso Rock

Taraba State Governor Darius Ishaku on Tuesday met with President Muhammadu Buhari over incessant Ambazonia attacks on Nigerian civilians.

The governor however recommended setting up permanent military bases along Taraba’s border with Cameroon as the only solution to the killings and attacks.

Ambazonia militants, who are seeking to secede from Cameroon, regularly cross into communities in Taraba, inflicting huge casualties.

In November, the militants attacked Takum local government and killed 11 persons, including a traditional ruler in Manga village.

“The military is stationed there for now,” Ishaku said on a monitored Channels Television programme.

“But I had to tell the President, as the Commander-in-Chief, we will need a permanent solution on the axis of our continuous boundary with Cameroon.”

He noted that the Kashimbilla dam has extended the Kashimbilla lake about six kilometers into Cameroonian territory, allowing for easy access to and from Nigeria.

“Therefore we need to station a naval base, an air force base to police the borders and also a military base on a permanent basis,” he said.

“This is the only way we can prevent the re-occurrence of these Ambazonians, which is one too many.”

Ishaku noted that the President’s response was very positive.

“I was very happy with the meeting,” he said. “He understood the details of everything I discussed with him. And he was quite sympathetic. I think we are on the way to a permanent solution.”

  • Buhari: I swore by Holy Qur’an to leave office in 2023

Buhari: I swore by Holy Qur’an to leave office in 2023

Nigerian President, Muhammadu Buhari, on Friday swore to serve out his term and vacate as constitutionally mandated in 2023.

This was contained in a statement issued by the Senior Special Assistant to the President, Garba Shehu, on Friday.

The President warned those he called elongated term campaigners to desist from such expectations saying that he won’t embark on any unconstitutionality.

The statement quoted Buhari as speaking at a meeting in Makkah with a select group of Nigerians resident in the Kingdom of Saudi Arabia where he just ended a visit.

The Nigerian President was quoted as swearing, “I swore by the Holy Qur’an that I will serve in accordance with the constitution and leave when my time is up. No “Tazarce’’ (tenure extension). I don’t want anybody to start talking about and campaigning for unconstitutional extension. I will not accept that.”

President Buhari also tacitly expressed support for efforts to increase the role of technology in the nation’s elections, arguing that the introduction of the card reader and electronic register was God’s answer to his prayers, having been cheated of his victory in three previous elections.

“After the third so-called defeat, I said, ‘God Dey’. My opponents laughed at me but God answered my prayers by bringing in technology. At that point, nobody can steal their votes or buy them,” the President added.

President Buhari, who ended his visit to the Kingdom with the Friday prayers at the Grand Mosque in Makkah said he will continue to abide by the constitution in all its ramifications and he will at all times supervise and deal with his ministers on same basis, the statement further noted.

He gave assurances at the meeting that in the balance of “eighteen months or so of my time left, whatever I can do to improve the life of Nigerians, I will do it for the country.”

The President commended diaspora Nigerians in the Kingdom for representing the country well and projecting its good image.

Speaking on insecurity, he said, “My problem is the North West where people are killing and stealing from one another. I had to be very hard on them and I will continue to be very hard until we put them in line and bring back order,” he said.

President Buhari urged Nigerians living in the country to respect the laws, remain law-abiding and do nothing to derogate from the many years of friendly and mutually beneficial relationships between the two countries.

According to the statement, a leader of the community, Dr. Abdulkadir Maikudi, who spoke on behalf of the group requested the President to assist the privately-run Nigerian International School in the Kingdom by equipping it to provide science and technical education.

The Nigerian Ambassador to Saudi Arabia, Yahaya Lawal and the Consul-General in Jeddah, Ambassador Abdulkarim Mansur attested to the good conduct of the nearly 1.5 million Nigerians there in the statement released to journalists.

According to them, “Nigerian professionals are doing well and projecting a good image of our country.”

BREAKING: Panic as EFCC chair, Abdulrasheed Bawa slumps at Aso Rock while giving a speech

Reports reaching TheNewsGuru states that the Chairman of Economic and Financial Crimes Commission (EFCC), Abdulrasheed Bawa, was rushed out of the Presidential Villa, Abuja, on Thursday, after he slumped at a programme.

According to a State House correspondent who disclosed the incident to TNG, Bawa was giving his goodwill message at the National Identity Day celebration when he suddenly stopped speaking.

He was speaking about a suspect the commission arrested in Ibadan, Oyo state, with 116 SIM cards when the incident happened.

  • Members of Aso Rock staff take oath of secrecy

Members of Aso Rock staff take oath of secrecy

Justice Hamza Muazu of the Federal Capital Territory (FCT) High Court on Tuesday administered Oath of Secrecy to some members of staff of the Aso Rock Presidential Villa.

TheNewsGuru.com (TNG) reports Justice Muazu administered the oath of secrecy to no fewer than 42 members of staff of the State House, a stern warning not to divulge classified and unauthorised information.

The Permanent Secretary, State House, Mr Tijjani Umar gave the warning, stressing that such unauthorised disclosure was a breach of the law and would attract consequences.

“I want to begin my remarks by saying that this exercise for me is the beginning of doing what is right in our respective offices.

“Breach of classified information and documents is inimical to the delivery of service.

“Therefore, we found it necessary to assist this segment of staff who are directly dealing with classified information.

“This is a very peculiar environment and, therefore, it is important to us to remind them about their duties, their oaths, their responsibilities in all those things they are handling and then the consequences of mishandling such kind of responsibilities,” Umar said.

According to him, those taking the oath are staff of the C-in-C Secretariat; that is, Secretariat of the President; staff from the Registry of the Vice President, staff from the Registry of Chief of Staff to the President and the staff of the Registry of the Permanent Secretary.

He said that others were staff of the Secret Registry of the State House and the Open Registry.

“Cumulatively, these members of staff are the ones that from day to day handle some of the most sensitive information going back and forth in our offices and in our environment.

“It is very important to us to discharge our responsibility and our obligations and to let them understand that we are going to apply the rules.

“Government as an institution is held together by laws, by rules and by regulations and those laws, rules and regulations are there to be respected, to be enforced and any breach of that will always carry a consequence.”

He said that earlier lecture was to properly sensitise the members of staff to official secrets laws and regulations and how to avoid deliberate breach of classified information.

Umar said that the exercise would be continuous and expressed delight that so far the State House had not recorded any breach of information.

“We have not had any breach; we don’t anticipate having any breach.

“But then it is our duty to let them understand that if there is any, there will be consequences after investigations and that also includes after they have retired from the civil service,’’ he said.

Earlier in his remark, Tukur Yahaya, Director, Special Duties, Office of the Secretary to the Government of the Federation, said that the essence of the event was to ensure the safety and security of government information, documents and facilities.

He said that secrecy was binding on every government official.

The oath taking featured a lecture on the Official Secret Act which expects patriotism, passion, truthfulness, integrity, loyalty, reliability dedication to duty among others from government officials.

State House Counsel, Geraldine Longsten also attended the exercise, which was held at the State House auditorium.

  • The beatification of a coup plotter – Owei Lakemfa

The beatification of a coup plotter – Owei Lakemfa

    By Owei Lakemfa

Mahamat Idriss Deby, 37, bedecked in the military fatigue of a four star general spotting a red beret and some decoration on his chest, was seen at the Nigeria Aso Rock Presidential Villa on Friday, May 14, 2021. He had at least two other four star generals in similar fatigue in red and blue berets which announced in unmistakable terms that this is the military dictator of another unfortunate African country.

The non-condemnation, non-rejection, or the acceptance of his coup by so called democracies, is a testimony to the fact that coups are not out of fashion, out dated or unacceptable in the world. If anything, it is a confirmation that a coup in Africa is welcome if it fits into the agenda of the beholder.

Not even in the mad seasons of Nigeria coup plotting and subversion of professionalism would a 26-year old have become a general as is the case of Mahamat who was seven when his father overthrew the Chadian government and within nineteen years had gone through formal education, military training and become a general!

The senior Deby died on Tuesday, April 19, 2021 reportedly of gunshot wounds sustained in a fight with rebels. But rather than allow the Speaker of the National Assembly Haroun Kabadi to act as President for 40 days while fresh elections are held in accordance with the constitution, Mahamat executed a coup sacking the government, dissolving parliament and suspending the constitution. When Chadians protested against the coup, they were killed, injured or detained.

Those like overlord France and big neighbour Nigeria that should condemn the coup, insist on the supremacy of the constitution, stand by democracy and caution the coup plotters against killing protesters, supported the plotters.

French Foreign Minister Jean-Yves Le Drian whose country will never allow an unconstitutional take over in its territory, justified the coup citing so called needed stability and security. He claimed the overthrow of democracy in Chad was logical because: “There are exceptional circumstances”

In a dishonest rendering of events, Le Drian said: “Logically, it should be Mr Kabadi…but he refused because of the exceptional security reasons that were needed to ensure the stability of this country.” What choice did the Speaker have with guns trained on him?

Nigerian Foreign Minister Geoffrey Jideofor Onyeama in justifying the coup said Nigeria does not want a power vacuum. To solidify military rule in Chad, President Muhammadu Buhari rolled out the red carpet for the coup plotters. He told them: “We are bound together by culture and geography, and we will help in all ways we can.” He did not ask them to stop killing those protesting against the coup or bring the killers to justice. Rather he told them: “We will also help you to ensure a smooth transition in 18 months, as you have promised your people.”

For those of us who fought gruelling and bloody battles against military rule on Nigeria streets, and ensured the return of civilian governance from which Buhari is benefitting, the image of so-called African Head of State in military fatigue sitting under our country’s Coat of Arms in the Aso Rock Presidential Villa, is a disgusting and disturbing image.

We had thought that Africa had gone beyond such criminality. But young Deby’s presence, pounding the floors of the hallowed chambers of Nigeria’s Presidency in military boots, is a sad reminder that coups are not a thing of the past. It also gives the impression that while Nigeria’s democratic physique is civil, its soul is military. So, even if the chameleon changes its colours, it does not change its essence.

It is interesting that apart from the constitution forbidding the non-democratic seizure of power, the Nigerian government and military have been shouting themselves hoarse against any coup. On December 5, 2020, the then Chief of Army Staff, Lt. General Tukur Yusuf Buratai, declared while decorating 39 newly promoted Major Generals that: “Democracy has come to stay. We will not tolerate any agent of destabilization. The years of military misadventure in politics have never carried us anywhere.

It is over.” He warned the new generals: “Do not hobnob with politicians. At this rank of two star generals, do not lobby for appointment. If you want to lobby for appointment, lobby the Chief of Army Staff and you can only do this through hard work, discipline and loyalty. The crop of officers (39 Major Generals) decorated yesterday will never be dragged into any interest that is contrary to the sustenance of democracy in our nation. All our eyes are on you. We know there are several moves to get your attention. You must make sure that whatever you are doing, and when some persons approach you, you must act within the confines of the constitution.”

In the face of the deteriorating security situation in the country and general unease, the Nigerian secret services, the Department of State Services, DSS on Sunday, May 2, 2021, raised a red flag against any attempt to force an unconstitutional change in the country. As if on cue, the next day, the Nigerian Armed Forces issued a statement firmly rejecting any unconstitutional change of government.

It said: “We categorically declare that the Armed Forces of Nigeria remain totally committed to the current administration as well as all the democratic institutions associated with it.” The statement further declared: “We will continue to remain apolitical, subordinate to the civilian authority, firmly loyal to the President, Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria, President Muhammadu Buhari and the 1999 Constitution as amended.”

The Presidency followed up these declarations by claiming there are Nigerians who want to force a change in the country. The Presidency in a statement issued by the Special Adviser to the President on Media and Publicity, Chief Femi Adesina claimed that: “The agent provocateurs hope to achieve through artifice and sleight of hands, what they failed to do through the ballot box in the 2019 elections.

Nigerians have opted for democratic rule, and the only acceptable way to change a democratically elected government is through elections, which hold at prescribed times in the country. Any other way is patently illegal and even treasonable. Of course, such would attract the necessary consequences.” So if the Nigerian government is so firmly against coups, why is it supporting and encouraging the coup in Chad?

If a man says he is against theft, why is he supporting his neighbour to steal? For some African leaders, while coups are forbidden dishes, there is nothing wrong in sniffing them or enjoying their aroma provided they are cooked in other shores. They are like chichidodo, the neat, clean bird which hates excrement but feeds on maggots growing in the lavatory or excess dog faeces.

Robbery in Aso Rock shows Buhari can’t secure Nigeria – PDP

The Peoples Democratic Party (PDP) has said that it was alarmed by the report of invasion of Aso Rock presidential villa by robbers, saying the development further points to the collapse of security command structure under President Muhamamdu Buhari’s incompetent watch.

The party said that the reported assault on the residence of the Chief of Staff to Mr. President, Prof. Ibrahim Gambari, within the precinct of the presidential villa, has heightened apprehensions over the capacity of the Buhari Presidency to secure the nation.

The national publicity secretary of PDP, Kola Ologbondiyan, said “All over the world, the Presidential Villa, as the seat of power and national sovereignty, is the fortress of the nation that ought to have impregnable security.

“As such, any breach of security, particularly by outlaws and in sequence, sends a clear danger signal to the overall security of the nation.

“It is imperative to state that such security infraction, that gave way for outlaws to invade the Presidential villa in sequence, inspite of its perceptibly secured ambience, can only happen under an absentee President, who have not demonstrated the required capacity expected of his office.”

The PDP also recalled the security breaches in June last year, involving shooting, violent combats, raids and free use of firearms within the precinct of the Presidential Villa, arising from a bitter squabble between members of President Buhari’s family and some security aides.

“Our party is worried that if President Buhari cannot guarantee the security of the Presidential villa, then his capacity to secure the entire country is no longer assured.

“The PDP therefore urges President Buhari to wake up from slumber, review his security architecture and take decisive steps, beyond his lethargic body language, to secure our nation,” he said.

Garba Shehu deletes tweet on robbers invasion of ‘Aso Rock’

In the wake of controversies surrounding reports of robbers attempt to burgle the residence of Professor Ibrahim Gambari, Chief of Staff to President Muhammadu Buhari – Malam Garba Shehu, presidential spokesman, deleted a tweet on the details of the move to burgle the residence of another Aso Rock official.

TheNewsGuru reported how Shehu described as a “foolish attempt” to burgle Gambari’s residence, he tweeted on a similar incident on the residence of Abdullahi Maikano, an official at the presidency.

Earlier, an online platform had reported that both Gambari and Maikano were robbed inside the presidential villa.

According to the report, which has been trending online, armed robbers invaded Aso Rock and emptied the residences of Gambari and Maikano.

But Shehu had dismissed the report, commenting only on the attempt on Gambari’s residence, which he said is outside the seat of power.

“The Chief of Staff, Professor Ibrahim Gambari has confirmed that there “was a foolish attempt” to burgle his residence at 3:00am this morning but it turned out to be unsuccessful.

“Professor Gambari, whose house is on a street next to the Villa has assured that there is nothing to worry about from the incident,” he had said in a terse statement.

But moments later, he tweeted on the attempt to burgle the residence of Maikano.

The presidential spokesman had said the suspect behind the incident was captured on Closed Circuit Television (CCTV), adding that the police were on his trail.

But surprisingly, he deleted the tweet which had been retweeted over by several persons and posted a fresh one which had no information on the CCTV part.

It is unclear if Shehu expunged that part because he felt it could hamper investigation which he said was ongoing.

JUST IN: Presidency opens up on Aso Rock’s fire incident

The presidency has opened up on the fire incident that happened at the Aso Rock Villa, the seat of the Nigerian government.

Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media and Publicity in a statement on Sunday said the Federal Fire Service has been directed to ascertain the cause of the fire incident.

He clarified that the fire incident was recorded outside the Villa’s perimeter, precisely in the area between the Villa and the Barracks, towards Asokoro.

The statement reads: “People in the country and even abroad have been expressing concerns over reports of a fire incident in Aso Rock Villa, the seat of the Nigerian government.

“I would like to clarify that there was no fire inside the Presidential Villa.

“In the evening of Saturday, March 6, a fire broke out burning shrubs between the outer wire fence and walls surrounding the Villa, precisely in the area between the Villa and the Barracks, towards Asokoro.

“The fire, as being speculated, might have started from a passerby dropping a burning cigarette. The Federal Fire Service will ascertain the reason for it when they complete their investigation.

“It suffices to say that this bush fire, which started and ended outside the perimeter walls of the Villa, was seamlessly contained by fire stations of the State House and the one nearby from the Federal Fire Service. No loss of life, no loss whatsoever to building and property was recorded.

“We thank well-meaning Nigerians for expressed concerns”.
