Assault video: How Onyeama, Envoy to Togo, Adesina saved Nigerian passengers

Nigerians seen being maltreated at the Gnassingbe Eyadema International Airport, Lome on Saturday in a viral video have been successfully evacuated to the country.

It was learnt that both the Nigerian Foreign Affairs Minister, Geofrey Onyeama, and the Ambassador to Togo, Debo Adesina, had immediately moved in on Saturday after getting wind of the incident where some of the Nigerian passengers were shown being assaulted by airport security operatives.

It was gathered that the Nigerian passengers aboard the Ethiopian Airline from New York got to Lome only to be informed that their connecting flight to Nigeria through ASky Airline was full.

This infuriated the Nigerian passengers, leading to a protest within the airport and for which some of the Nigerians were shackled and manhandled.

In the viral video, some people were seen with their hands tied to their backs while uniformed men believed to be Togolese airport securitymen were seen assaulting a lady who was on the floor.

A man could be heard screaming “This is bad, this is bad.”

It was gathered that Adesina, who was said to have briefed the minister, personally went to the airport on hearing the news of the development.

It was learnt that he, alongside the boss of the country’s civil aviation company, one Colonel Dokisime Gnama Latta, immediately worked out an arrangement for two flights to evacuate all of the passengers Saturday night.

ASky Airline, which is said to be a strategic partner of the Ethiopian Airline has been facing challenges in the last three weeks due to traffic volume.

It was learnt that the same airline had almost aborted a trip by former Nigerian President Olusegun Obasanjo, last week when he was on his way to Kenya from The Gambia where he went for election monitoring.

  • JUST IN: Indonesia justifies assault on Nigerian diplomat, Abdulrrahman Ibrahim

JUST IN: Indonesia justifies assault on Nigerian diplomat, Abdulrrahman Ibrahim

Indonesian government has justified the assault on Nigerian diplomat, Abdulrahman Ibrahim by immigration officers in the South East Asian Country.

Ibrahim in a viral video was assaulted in a car by some Indonesian immigration officials in Jakarta.

The August 7 incident had sparked a diplomatic row between Nigeria and the Indonesian authorities with the Federal Government recalling the Nigerian High Commissioner to Indonesia, Usman Ogar for consultation, while threatening a review of the bilateral relations between the two nations.

According to emerging reports, the Indonesian High Commissioner to Nigeria, Dr Usra Harahap, who met the Minister of Foreign affairs, Geoffrey Onyeama, in Abuja, said that the Nigerian diplomat was the aggressor during his (Ibrahim) encounter with some immigration officers.

Giving an account of the incident, the envoy disclosed that the immigration officers from South Jakarta Immigration Office were carrying out surveillance on foreigners when they asked Ibrahim for identification but the diplomat allegedly refused to identify himself or tender his passport.

He stated “By that time, they met with Mr Ibrahim, and politely requested him to show his travel document. He answered that his passport was in his room.

“Then the officer asked again, ‘Can we see your travel document to check the residence permit and if there are no problems with the document, so you may continue your activities

“Mr Ibrahim was not willing to show his passport and said to the officer, ‘you will know who really I am and be careful on that.

“Instead of showing his identity card, Mr Ibrahim was angry and said, ‘Just arrest me and you will regret to know who really I am.’

“The officer said, ‘We will not detain you further sir, if you can show us your identity card.’ Then Mr Ibrahim said, ‘Where is your car, I’ll come to your office.’

“On the way to the immigration office in South Jakarta, several incidents happened. Mr Ibrahim elbowed the immigration officer, Mr Laode Hauzan Baidi, who was sitting next to him until Mr Laode’s lip was bleeding.

“This led to other officers restraining him from attacking another officer during the trip.”

Explaining that Ibrahim later showed his identity card, Harahap further said, “As of February 22, 2021, there were 180 Nigerian citizens in Indonesian Immigration Detention Centre, who were undergoing process for deportation.”

The envoy further said that the issue was resolved when the Nigerian high commissioner to Indonesia arrived at the South Jakarta Immigration Office around 6:30 pm, together with the staff and his police guard from the Directorate of Security of Vital Objects of Police of the Greater Jakarta Metro Area

He stated that the officer injured by Ibrahim lodged a complaint about the attack on him but did not process it further because the matter had been resolved.

  • Retired Ambassadors condemn assault of Nigerian Diplomat in Indonesia

Retired Ambassadors condemn assault of Nigerian Diplomat in Indonesia

Retired Ambassadors in Nigeria under the aegis of Association of Retired Career Ambassadors of Nigeria (ARCAN) , on Wednesday condemned in the strongest term, the unprovoked attack by Indonesian Immigration Officials on a Nigerian diplomatic agent.

ARCAN protested that the attack was not only unprovoked and unwarranted, but it was also a glaring abuse of established conventions and international norms and conduct as enshrined in the Vienna Convention (1961), on Diplomatic Relations.

ARCAN in a statement on Wednesday noted with appreciation and support, the interim steps so far taken by the Minister of Foreign Affairs and the Ministry by summoning the Indonesian Ambassador to Nigeria to protest the actions of the unruly Indonesian Immigration Officials and recalling, for consultation, the Ambassador of Nigeria to Indonesia.

The association acknowledged that the Nigeria’s Foreign Affairs Ministry, nevertheless, recommended further actions to be taken following the conclusion of the investigation the Government intends to carry out.

“The actions of the Indonesian Officials represent a modern-day display of gangsterism and inhuman behaviour towards a fellow human being, even if he was not a diplomatic agent, and must, therefore, be met with robust response from the
Federal Government of Nigeria through the application of measures that may include a complete reassessment of Nigeria’s diplomatic relations with Indonesia,” the association declared.

ARCAN rejected the statement credited to the Head of the Regional Office of the Ministry of Law and Human Rights of Indonesia which, it said, makes no sense and an obvious attempt to cover up the barbaric action of the Immigration officials, and a clear indication of the unacceptable manner foreigners, legal or illegal, are treated
    in the country.

ARCAN expressed that it stands in solidarity with the Nigerian Government and in this regard looks forward to adequate compensatory measures to be dispensed to the traumatized Consular Officer, including appropriate and adequate medical treatment, as well as other measures, to help in his rehabilitation.

ARCAN anticipated that at the end of all this, other rogue officials in Indonesia and elsewhere in the world, would have learnt the necessary lessons and ensure that this type of clear breach and barbaric behaviour never rears its head again.

  • Assault on diplomat: FG rejects erring Indonesian officials’ apology, wants them sanctioned

Assault on diplomat: FG rejects erring Indonesian officials’ apology, wants them sanctioned

The Federal Government has threatened to review its relationship with Indonesia if it fails to bring the Indonesian immigration officials that assaulted a Nigerian diplomat to book.

The Minister of Foreign Affairs, Geoffry Onyeama, stated this at a briefing in Abuja on Tuesday.

Nigeria has also summoned its ambassador to Indonesia to give a detailed account of the assault, which has sparked outrage after a video of it went viral.

Onyeama’s briefing follows Monday’s statement by his Ministry condemning the assault.

In that statement, the Foreign Affairs Ministry said the Indonesian Ambassador to Nigeria has apologised and that the immigration officials involved had also visited the Nigerian Embassy in Indonesia to apologise to the diplomat.

But Onyeama told journalists in Abuja that the Federal Government wanted stronger action to be taken by the Indonesian Government.

The officials must be sanctioned, he said, adding that Indonesia’s failure to do so will have consequences for the relationship between both countries.

TheNewsGuru.com, TNG reports that a video of the incident which went viral showed at least three men, identified later as immigration officials, in a vehicle assaulting the Nigerian diplomat and ignoring his screams of pain.

While two of the men held his hands and pinned him down in the backseat, another freely assaulted his unprotected head as he cried out in pain.

  • CCT chairman drags senate to court for probing alleged assault case against him

CCT chairman drags senate to court for probing alleged assault case against him

The Senate on Tuesday suspended its investigation into allegation of assault against Chairman of the Code of Conduct Tribunal (CCT), Mr. Danladi Umar, by a security guard, Clement Sargwak.

The Chairman Senate Committee on Ethics, Privileges and Public Petitions, Senator Ayo Akinyelure, said the panel decided to adjourn the investigation sine die following a suit instituted against the Senate by Umar on the matter.

Umar had dragged the Senate, the Senate President, Chairman of the Senate Committee on Ethics, privileges and public petitions to court and urging the judiciary to interpret the powers of the National Assembly to investigate matters whether they included cases of assault.

But lawyer to the petitioner, Timizing Venyir Ramnap, kicked against the decision of the committee.

Ramnap, in his brief submissions before the Committee’s ruling, said the purported originating summons from a Federal High Court, Abuja forwarded to the committee by counsel to the accused, were mere court processes and not declarative orders.

“Courts have procedures of doing things. The present document before this Committee as read out by the Chairman, is not an order from any court but mere court process served on the Senate.

“Were it to be valid order from the court of competent jurisdiction, Senate may back out, but since it is not, the Senate through this Committee still have its constitutional powers on the case and can forge ahead with the investigation.

“We hereby wish to submit that the Senate do look at its position as contained in law by rejecting this temptation,” he said.

But the Committee Chairman quickly responded that it is not a temptation but effort being made by somebody to circumvent it, which will be challenged in the court.

He said: “We have submitted all the originating summons to the leadership of the Senate, Clerk to the National Assembly, Clerk of the Senate and the legal department of the National Assembly.

“All the issues raised by the respondent who has turned himself to a plaintiff now, will be challenged in the court because investigation on the alleged assault started here before the CCT Chairman ran to court.

“Be rest assured that the matter will not die like that but we have to stop investigation for now, pending the outcome of consultations we are seeking for from relevant authorities and in particular the counter offensive being made against the CCT Chairman in the court of law.

“This is a clear case of circumventing the constitutional powers of the Senate after submitting himself to us for investigation and begged for time to study the allegations made against him.

“He appeared at the first sitting, sought for a week to study allegations on assault leveled against him. We gave him three weeks for that.

“There after, at the second, third sessions, he sent representatives that he couldn’t come due to ill health, only for him to inform us through his lawyers at the fourth sitting two weeks ago (July 13, 2021), that he was already in court.

“Here today, neither him nor any of his representatives is here which will make us to stop the entire process for now, because we can’t write report on the investigation by hearing from only one side.

“We hereby step this investigation aside sine die,” he said.

Danladi in the suit with file no FHC/ABJ/ CS/671/2021, challenged Senate’s Constitutional Power to conduct investigation and purpose for which it is exercisable.

Specifically, the CCT Chairman asked the court to interpret the constitutional powers granted the Senate or House Committees on Ethics and Privileges and Public Petitions whether it covers public assault which are part of the constitutional functions of the Police and the Courts of Law.

A copy of the originating summons signed by Sunday Edward (ESQ) from Abuka and Partners on behalf of Umar, listed him as the Plaintiff and the Senate, Senate President, Senate’s Commitee on Ethics, Privileges and Public Petitions and the Attorney-General of the Federation as defendants.

Umar in the originating summons asked the court to interpret the powers of the four defendants to investigate the case of assault in question.

The summons read in part: “Whether the purported case of assault which allegedly took place at Banex Plaza, on 29th March, 2021, forms part of the matters the 1st defendant is constitutionally empowered to investigate.

“Whether the 1st defendant and its Committee, that is, the 3rd defendant, are competent to investigate and/or invite the plaintiff in relation to the investigation of the allegation of assault levelled against him.

“Whether the powers of the 1st defendant to conduct investigation are not by and/or subject to provisions of sections 88 and 89 of the Constitution of the Federal Republic of Nigeria, 1999 and are not exercisable for the purposes of making law and exposing corruption, inefficiency or waste in the execution of administration of laws within its legislative competence and in the disbursement or administration of funds appropriated by the 1st defendant.

“Whether the 1st defendant’s move to conduct investigative hearing on the petition before it is not unconstitutional and does not amount to an unwarranted usurpation of the functions of the Police and of the Courts of competent jurisdiction”.

Umar urged the Senate to discontinue the investigation following his suit against the National Assembly.

“We write to inform you that the case between our client and Clement Sargwak is now before the High Court of the Federal Capital Territory (suit No: FCT/HC/ CV/1544/2021, Mr Danladi Umar vs Clement Sargwak) and the issue as to whether or not Clement Sargwak had discontinued and/or withdrawn his petition before your Honourable Committee is equally sub judice.

“We trust that Senate, as the Upper Chamber of the National Assembly, will respect due process and refrain from delving into a matter that is before a court of competent jurisdiction,” the letter reads.

The CCT Chairman was alleged to have physically assaulted Clement Sagwak at the Bannex Plaza in Wuse 2, on March 29, 2021.

In seeking redress, Sargwark through his lawyer, petitioned the Senate.
