Lagos tribunal: Ex-Borno Deputy Gov testifies for Sanwo-Olu as APC opens defence

Former Borno State Deputy Gov. Adamu Shettima Yuguda Dibal,  who chaired the last governorship primary election of the All Progressives Congress (APC) in Lagos State, on Tuesday testified before Lagos State  Election Petition Tribunal.

The primary election produced Mr Babajide Sanwo-Olu as the APC Governorship Candidate for the 2023 General Elections.

The Peoples Democratic Party (PDP) and its Governorship Candidate for the March 18 governorship poll are challenging Sanwo-Olu’s re-election as the state governor.

Mr Bode Olanipekun (SAN), counsel to Sanwo-Olu and his Deputy, Dr Obafemi Hamzat, led Dibal in evidence.

Dibal told the tribunal headed by Justice Arum Ashom that Lagos State Chairman of the APC, Mr Cornelius Ojelabi, did not flout any electoral regulation when he notified Lagos State Office of INEC in writing about the party’s primary election in Lagos State.

During cross-examination, Mr Clement Onwuenwunor (SAN), counsel to the PDP Governorship Candidate,  Mr Abdulazeez Adediran (a.k.a. Jandor), asked the witness whether Ojelabi was the national chairman of the APC as at May 24, 2022, when he wrote the letter.

The witness replied in the negative.

The witness told the court that it was APC’s  National Working Committee (NWC) that set up state committees which conducted the primary election in all the 36 states.

While being cross-examined by APC counsel, Mr Babatunde Ogala (SAN), the chieftain, after being shown the said letter which had become an exhibit before the tribunal, said that Ojelabi was only informing the INEC  office that the NWC had constituted a five-member committee to conduct the primary election in  Lagos State  and he was the Chairman.

The witness also said he produced a report on the primary election to the national secretariat of the APC after the exercise.

The witness, while replying INEC’s counsel, Mr Adetunji Oyeyipo (SAN), said that representatives from INEC’s headquarters and its Lagos Office were present during the primary election and  signed a report on its conduct.

There was no cross-examination by  counsel to Labour Party and its Candidate, Mr Gbadebo Rhodes-Vivour.

The tribunal headed by Justice  Arum Ashom thereafter discharged the witness, and directed  the APC to open its defence on July 12.

In the petition, Adediran accused the governor of presenting a forged West African School Certificate to INEC  – Independent National Electoral Commission.

Adediran also accused Hazmat of not including oath declaration in his INEC Nomination Form EC9.

He added that APC did not comply with the Electoral Act when nominating Sanwo-Olu and Hamzat.

Adediran, who emerged third in the governorship election, closed his case on July 4 after presenting oral and documentary evidence.

Counsel to Rhodes-Vivour, Mr ldowu Benson, however, objected to the admissibility of the electronic documents as exhibits.

Benson said that he would state his reasons for objection in his final address.

The three-member tribunal headed by Justice Arum Ashom provisionally admitted the documents in evidence.

During cross-examination, the witness who said he was the Director-General of APC campaigns for the 2023 General Elections in Lagos State, said that he had never been a member of  People Democratic Party or LP.

While being cross-examined by Mr Bode Olanipekun (SAN), counsel to Sanwo-Olu and Hazmat, the witness said that candidates filled the INEC Form EC9 online under the Electoral Act, 2022 and that deposition of oaths by candidates, which formed part of Form EC9, was done before a commissioner for oaths.

“On Exhibit PE 717 is the oath for the deputy governor, and the oath contains  handwritten endorsement of the commissioner for oaths.

“The oaths section sworn before the commissioner for oaths is separately uploaded, whereas other parts of Form EC9 are filled online.

“It is only after candidates submit their nomination forms that their names are published by INEC.

“On that list, INEC published Sanwo-Olu and Hamzat’s names the same time Rhodes-Vivour’s name was published,” he said.

According to the witness, a person who is not a Nigerian or has renounced his citizenship could not have a Nigerian passport.

Lagos Govt begins enforcement of annual Proof of Ownership certificate for vehicles

The Lagos State Government has announced its implementation of the annual Proof of Ownership (PoC) certificate for vehicles, as approved by the Joint Tax Board (JTB).

The Permanent Secretary, Ministry of Transportation, Mr Abdulhafiz Toriola, made the announcement at a news briefing in Ikeja, on Tuesday.

Toriola said that the PoC was one of the components that verified ownership of vehicles and ensured compliance with legal or regulatory requirements.

He said that the initiative aims to streamline and enhance the process of vehicle ownership verification.

According to him, the implementation is in line with legal requirements fundamental to transparency, security, and accountability within the transportation network.

“The initiative is in accordance with the National Road Traffic Regulation 2012 as amended, No. 101, Vol. 99; Section 73- (1) which states that ‘There shall be Proof of Ownership Certificate for all registered Vehicles’.

“Section 73- (1-6) also adds that ‘The commission shall establish and maintain a Central Data Base for Vehicles and drivers for the federation’.

“To this end, the Federal Government has introduced the issuance of annual Proof of Ownership Certificate for all registered vehicles.

“This certificate will serve as official documentation of a vehicle’s legal owner, upon successful completion of the necessary requirements and procedures,” Toriola said.

He said that the PoC would contain vital information including the vehicle’s registration details, such as, licence number plate, model, year of manufacture, in addition to owner’s name and address.

Toriola said that PoC would be issued to motorists on an annual basis nationwide.

The permanent secretary said that for effective security administration, the annual certificate was specially printed and connected with other vehicle documents in the state.

“We believe that the PoC will help track the real time status and guarantee the integrity of all vehicles registered on the National Vehicle and Identification Scheme (NVIS) database,” Toriola said.

He said that the Governor of Lagos State, Mr Babajide Sanwo-Olu, had approved its commencement in Lagos State, hence the news conference to enlighten the public.

Toriola urged the media to help in cascading the information down to the people in Lagos State for acceptance, as it was with other states of the federation.

The Lagos Sector Commander  Federal Road Safety Corps (FRSC), Mr Babatunde Farinloye, represented by Deputy Corps Commander in charge of Logistics, Mr Tajudeen Mafe, said that FRSC was empowered by law to implement government policies.

Farinloye said that it was incumbent on the FRSC to enforce, regulate and coordinate road safety transport management.

He said that the data base that would be generated by the certificate would enhance national security.

The representative of Motor Vehicle Adminstration Agency (MVAA), Mrs Mrs Olabisi Olowolagba, said that the agency, which is in charged with generating data for the state, was happy with the introduction of PoC .

She said that the PoC was desirable to aid security, and the MVAA would ensure its success.

The representative of Joint Tax Board (JTB), Mr Segun Obayendo, emphasised on the benefit of POC, saying that it helped with the statistics of vehicular population nationwide, which could easily be obtained.

Obayendo said that PoC would provide solution to minimise car theft and recovery of stolen vehicles.

According to him, it would streamline the fulfilment of uniform licensing scheme mandate.

“State motor vehicle document can easily be verified regardless of the issuing state, as well as safety and security of vehicles and other owners.

“The POC will enhance National Vehicle data for national security, for planning and economic development,” he said.

According to him, LASU’s high standard of education has produced highly-skilled men and women over the years, many of whom are being celebrated in Nigeria and abroad.

“I am equally impressed by the many achievements of the university which have received national and international recognitions.

Sanwo-Olu commended the university’s management for maintaining uninterrupted academic sessions, and for aggressively pursuing the promotion of vigorous research and teaching in line with global best standards.

He noted that beyond churning out graduates from universities regularly, the essence of education was to meet societal needs.

  • Don’t turn fuel subsidy removal into politics – Gov Sanwo-Olu tells NLC

Don’t turn fuel subsidy removal into politics – Gov Sanwo-Olu tells NLC

Lagos State Governor Babajide Sanwo-Olu has appealed to the Nigeria Labour Congress (NLC) not to turn the issue of fuel subsidy removal into a political one.

TheNewsGuru.com (TNG) reports Governor Sanwo-Olu appealed to the NLC on Sunday while speaking to newsmen after a post-inauguration thanksgiving service at the Cathedral Church of Christ, Marina, Sanwo-Olu.

Sanwo-Olu also appealed to the NLC to shelve its nationwide strike being planned to protest against the fuel subsidy removal, stressing ”this is not the time to go on strike”.

The thanksgiving service signified the end of activities to mark the governor’s second term inauguration.

His wife, Dr. Ibijoke Sanwo-Olu, Deputy Gov. Obafemi Hamzat and the wife, Mrs Oluremi Hamzat, ere also at the event.

Sanwo-Olu said that going on strike would neither address nor resolve any issue.

According to him, subsidy removal is in the interest of all Nigerians, hence, the need to support President Bola Tinubu to run the affairs of the country creditably.

”This is not the time to go on strike. Recall that all presidential candidates said the first thing they will do is remove fuel subsidy. So, what has changed? What has President Bola Ahmed Tinubu said or done that is different from what others would have done?

”The president has not even spent one week in office. We need to be very patient and reason together. Let us not make the issue about politics, but let’s support this man. We should allow him go and reflect.

”Strike will not resolve anything, it won’t address the issue. The point should be how to ensure a sustained turn around in our economy. The president mentioned better ways, and we started that in Lagos in January, and I hope other states can key into it.

”We don’t need to wait for the national government, we just need to reflect on what the challenges are in the country and seek ways to resolve them.

”So I plead with the NLC not to turn the subsidy issue into a political one. The leadership should know they are leading people and so there is need to restrain themselves.

”Let us be patient and work with the president. NNPC has said it has more than enough fuel to go round, so there is no need to heat up the polity. We should not get political because it is governance, and the people must see purposeful governance,” he said.

The governor urged the labour leaders to join hands with the present administration at the federal level and be patient with the President, in his commitment to turn the economy around and make Nigeria a better place for all.
