The All Progressives Congress (APC) has released the timetable and schedule of activities for the conduct of the 2019 governorship primaries to select its flag bearers for Nov.16 Kogi and Bayelsa governorship poll.
The ruling party said this in a statement signed by its National Organising Secretary, Mr Emma Ibediro in Abuja on Tuesday.
Ibediro said that the timetable and schedule for the conduct of primaries are in line with the provision of the Electoral Act 2010 (as amended) and the Independent National Electoral Commission (INEC) guidelines.
“In line with the provision of the Electoral Act 2010 (as amended) and INEC guidelines, the APC hereby releases this time-table and schedule of activities for the conduct of the 2019 Governorship Primary Elections in Kogi and Bayelsa States,’’ he said.
According to him, sales of expression of interest and nomination forms will hold between July 10, and Aug. 20, 2019 at APC National Secretariat.
“Last day for submission of completed forms is Wednesday Aug. 21, 2019 at APC National Secretariat.
“Screening of aspirants will hold on Thursday Aug. 22, 2019 while screening appeal is Friday Aug 23, 2019,’’ the party’s organising secretary said.
He said primary election will hold on Aug. 29, 2019 while election appeal has been slated for Monday Sept. 2, 2019.
“Purchase of forms and Expression of Interest is N2.5 million, while nomination form is N20 million.
“There shall be no separate charge for deputy.
“Female aspirants and physically challenged aspirants 50 per cent of the prescribed fees for each position.
“All payments should be made in full directly into the designated bank accounts of the APC,’’ he said.

2019: INEC vows to address shortcomings, says Kogi, Bayelsa polls will be better conducted
The Chairman of the Independent National Electoral Commission (INEC), Prof. Mahmud Yakubu, yesterday reiterated the determination of the agency to improve on future elections.
He said the envisaged improvements would be noticeable in the proposed governorship polls in Kogi and Bayelsa states on November 16 and the first post-2019 by-election holding in a constituency in Plateau State, which became necessary following the death of the legislator-elect.
Describing elections as a collective responsibility involving all stakeholders, Yakubu said the electorate, political parties, politicians, security agencies, electoral officers and the media have roles to play to ensure credible exercise.
He noted the recommendations of the foreign observers, including the Commonwealth Observers’ Group and European Union (EU), pointing out that, while certain aspects of their recommendations can be addressed administratively by the commission, other suggestions can only be addressed through legislation by the National Assembly and other agencies.
Yakubu spoke at the INEC post-2019 General Elections Review Meeting with the Media in Lagos, where participants brainstormed on critical challenges confronting the electoral system and how they can be resolved by the INEC and other stakeholders.
The six challenges identified include the procedure for accreditation of media organisations and reporters, access to information on INEC and its officials before and on election day, adequacy and effectiveness of public enlightenment and voter education, conduct and experiences of voters on election day, especially people living with disabilities and other vulnerable persons, voter turnout, conduct and experiences of party agents, security personnel, candidates and political party chieftains, collation and declaration of results, fake news and hate speech.
The meeting also deliberated on the INEC responsibilities, number of political parties, campaigns by candidates and political parties, prosecution of electoral offenders, legal framework and election technology.
Thanking the media for their assistance and support, Yakubu said during the postponement of the 2019 elections, the fourth estate of the realm gave the development much publicity which further helped the process.
Lagos State Resident Electoral Commissioner (REC) Sam Olumekun lamented that INEC was being blamed for many situations beyond its control, including vote buying, violence, violation of nomination guidelines by political parties, unmindful of where the country was electorally in 1999 and feats achieved by the commission.
The National Commissioner in charge of Voter Education, Festus Okoye, said since INEC lacked its own radio, television and printing press, it will always rely on the media for information dissemination to Nigerians.
Acknowledging the push for constitutional amendment in aide of the electoral process, he observed that while it is necessary to amend the law, it is a mistake to think that it is capable of resolving allthe challenges.
He said to ensure a credible process, stakeholders must rise to the occasion by maintaining fidelity to the electoral laws.
Okoye said further debate was required on the adequacy of the constitutional framework for the registration and regulation of political parties.
He also said the searchlight should be beamed on the time frame for the adjudication of pre-election matters by the court before the election.
Other issues which the INEC commissioner said were worthy of review included the need for exclusive court jurisdiction on pre-election matters by a court, declaration of results contrary to the law, consideration for electronic voting and combination of electronic and manual voting, and the setting up of separate electoral commission for electoral cases.
The President of Guild of Editors, Funke Egbemode, who was represented at the review, complained that security agents were fond of harassing journalists on electoral duty.
She raised some puzzles: “How do we handle political parties that are fond of endorsing candidates of other parties? How do we curtail the do-or-die attitudes and desperation of politicians to win, which leads to violence? How do we handle cancelation of voting due to violence since politicians will like to disrupt election where they are not strong?”
The Chairman of Nigerian Union of Journalists (NUJ), Lagos State branch, Dr. Qazeem Akinreti, who reflected on the pre-election challenges, said when parties nominate candidates in error, INEC should not uphold the error.
Noting that some aspirants may be excluded from the intra-party selection process, he said the agency should consider the option of independent candidacy.
Akinreti frowned at the tradition of employing the National Union of Road Transport Workers (NURTW) for the movement of sensitive mateerials, advising that professionals in logistics should handle the assignment.
He urged INEC to always do its homework thoroughly to avoid emergency cancellation of polls.
On accreditation of journalists for electoral duty, Akinreti said the union was in a better position to identify authentic reporters to avoid fake pressmen.
Noting that electoral crime has persisted, he said electoral offender should face the music to serve as deterrence to others in the future. -
Buhari's ex-minister, Heineken Lokpobiri joins Bayelsa governorship race
Sen. Heineken Lokpobiri, immediate past Minister of State for Agriculture and Rural Development, has declared his intention to contest for the November 16 Governorship election in Bayelsa on the platform of All Progressives Congress (APC).
Lokpobiri made his intention known on Saturday after consultation with the state leadership of the APC at the party’s Secretariat in Yenagoa.
Lokpobiri told the party leadership that he was ready to lead APC to the “Creek Haven’’, Bayelsa State seat of power; so that he can build an economy beyond oil for the state.
“I am here to formally inform my political family about my intention to contest the governorship of Bayelsa State on APC platform. I have the support base to win the election come Nov. 16, 2019.
“My plea to the leadership of our party is to ensure that the party remains united in order to form a formidable front to win this election.
“If party members work together, we will surely win the governorship election, come November.
“I am coming to give direction to Bayelsa State; develop the state and build the economy beyond oil,’’ he said.
The Chairman of APC in Bayelsa, Mr Jothan Amos, said that the primary to choose the governorship candidate would be free and fair.
He urged all aspirants to carry out their consultations peacefully, without any form of violence.

IGP orders manhunt for perpetrators of Bayelsa police station attack
Following the attack on Agudama Ekpetiama Police Station, Yenagoa and the killing of for policemen in Bayelsa State, by unknown gunmen, in the early hours of Monday, the Inspector General of Police, IGP Muhammed Adamu, has ordered a massive manhunt for the perpetrators of the dastardly act.
A statement issued by the Force Public Relations Officer, Frank Mba, said the IGP condemned the attack which resulted in the death of the Divisional Police Officer, SP Ola Rosanla with three (3) other police officers and left two others injured.
He pledges that nothing would be left to chance towards apprehending the perpetrators and bringing them to book.
Meanwhile, the IGP had ordered the immediate deployment of crack detectives from the IGP-Intelligence Response Unit (IRT), the Forensic and Homicide sections of the FCID and Special Operatives of the Marine Police Department to Yenagoa to complement the efforts of the Bayelsa Police Command in carrying out discrete investigation into the unfortunate incident.
The IGP, while paying tribute to the fallen heroes, condoled the families of the four cops who paid the supreme price in the service of their fatherland, describing the incident as a classic example of the risk and sacrifices the police were exposed to in their daily task of protecting our homeland.
Adamu enjoined the Agudama Ekpetiama Community and the entire people of Bayelsa State to remain calm and to avail the police with credible information that would help the law enforcement agencies towards apprehending the criminals. -

We‘ll use Kogi, Bayelsa governorship polls to correct wrongs in 2019 polls – Electoral Institute
The Electoral Institute, Abuja, said on Friday that it would use the Kogi and Bayelsa states’ governorship elections to correct all the wrongs from the lessons learnt during the 2019 general elections.
Dr. Saád Idris, Director-General of the institute, said at a Policy Dialogue series tagged, “Dynamics of Delegation: Reforms in the Recruitment, Training and Deployment of Ad-hoc Election Personnel” in Abuja that Professor Mahmood Yakubu, Chairman, Independent National Electoral Commission (INEC), has been engaging with stakeholders since the last elections, to know what went wrong to improve on subsequent elections.
The INEC chairman, according to him, “has been making effort to address the challenges faced, so this is a part of that effort to look into the recruitment, training and deployment of ad-hoc staff during elections.
“The effort of the commission is clear; it has owned up to some things that it did not do right, so beginning from the Kogi and Bayelsa elections, you will see improvement.’’
Idris said that the plans to correct the electoral process had started, adding that “we are not going to wait for general elections before correcting all the wrongs.’’
Idris explained that the meeting was part of the mandate to organise a policy dialogue, to engage in dialogue for reforms, recruitment, training and deployment of ad-hoc staff.
He also said that the dialogue was with particular reference to what happened in 2019 elections.
Earlier, Prof. Shola Omotola, Lead Speaker and lecturer, Federal University of Oye-Ekiti, Ekiti State, called for expansion of the recruitment data base of adhoc staff to include ex-NYSC members, to guarantee continuity.
Omotola, therefore, called for training and re-training of ad-hoc staff and the need to put mechanisms in place to enable such staff to also vote on Election Day, in order not to disenfranchise them.
He advised INEC to imbibe the culture of timely recruitment and training of ad-hoc staff to enable them work effectively.
Omotola said that there was need to guarantee their security as well as increase their remunerations for greater performance.
Mr Adedeji Soyebi, Chairman, Board of Electoral Institute, said that a lot had been learnt from the lessons shared by various stakeholders on the occasion.
Soyebi said that ad-ahoc staff played critical role in the electoral process, adding that INEC could not afford to overlook such role.
“So the reforms in the delegation of responsibilities would constantly be reviewed,”he said.
He said that the institute would continue to improve on the electoral process in consonance with the commitment of INEC to ensure free, fair and credible elections and acceptable by all.

NDLEA arrests 105 drug dealers in Bayelsa in 6 months
The National Drug Law and Enforcement Agency (NDLEA), Bayelsa Command, has arrested 105 persons while 27.35 kg of illicit drugs were seized in the area between January and June.
Bayelsa NDLEA Commander, Mr Abdullahi Abdul, gave the figure at a news briefing to commemorate the International Day Against Drug Abuse and Illicit Trafficking on Wednesday in Yenagoa.
Abdul advised the public not to discriminate against drug users as directed by the criminal justice system in the country.
According to him, the figure of arrested persons consists of 89 males and 16 females, while the impounded drugs include Cannabis Sativa, 32.125kg; Cocaine, 0.103kg; Heroin, 0.055 kg; Tramadol, 777 tablets.
Others are Diazepam, 5,223 tablets; Swinol, 187 tablets; Lexotan/Exol -5, 2,855 tablets and mixture of cannabis and alcohol, 33.28 litres.
The NDLEA commander said that drug users should be seen as those who have health challenges and, therefore, should have access to treatment and rehabilitation.
Abdul noted that the command’s Counselling and Rehabilitation Unit had successfully counselled 30 clients comprising 27 males and three females.
“There has recently been an upsurge of violent crimes and cultism in the state, and the use of drugs cannot be divorced from these acts of brigandage.
“Therefore, we shall redouble our efforts to ensure that these occurrences are brought to the barest minimum through proactive policing.
“We urge parents and guardians to monitor their children closely, not to involve themselves with drug abuse, which can destroy their future and destiny,” he said.

…Gov Dickson blasts corrupt politicians
Late famous literary icon, Dr. Gabriel Okara, was on Saturday buried in at Bomoudi, Yenagoa, the Bayelsa State capital.
At the burial of the poet, the state Governor, Seriake Dickson, flayed some office-seeking politicians in the state for their failures to identify with the people.
The governor in a statement by his Special Adviser, Media Relation, Fidelis Soriwei, expressed displeasure that such group of Bayelsans were only interested in imposing themselves on the people instead of identifying with them.
Dickson spoke following his observation that most of the governorship aspirants failed to identify with all activities mapped out for the burial of Okara.
But the governor noted that honouring both the living and the dead had been an essential component of his restoration government since 2012
He expressed regret that such politicians could not learn the lessons inherent in the virtues behind his philosophy.
He said: “Today we are burying and honouring this great man that God gave to us and you will not see them.
“The only time you see them is when they want to impose themselves on you and I. And they never learn the lesson that in the last seven years we have been teaching; which is that a society that does not recognise and honour its best, a society that is in perpetual strife and looking for who to blame, pull down and destroy and not upholding and respecting what is good is a doomed society.”
Dickson also announced a donation of N25million on behalf of the state government to the Dr. Gabriel Okara Foundation towards upholding the legacies of the distinguished literary icon.
He said: “The Bayelsa State government will work and partner with you to see how we can be talking about his timeless works and the lessons he taught the world. We will support the foundation so that our stories that Dr. Okara told the world will continue from now til the end of time.”
He expressed gratitude to people from all walks of life who attended the burial and particularly appreciated Prof. Brenda Marie-Osbey who came from the United States to be part of the final burial rites.
Eulogising the late Dr. Okara, a renowned historian, Prof. Ebiegberi Alagoa described him as an elder brother from whom he learnt a great deal.
Also paying tribute on behalf the bereaved family, the Secretary to the State Government, Kemela Okara thanked the governor for organizing a state burial, in honour of the literary giant.
He described the gesture of the governor as an exceptional farewell to the literary legend.
In his remarks, President of the Association of Nigerian Authors, Mr. Denja Abudullahi, said rather than mourn the passage of Dr Okara people should celebrate his eventful life of prodigious contributions to humanity through literature and public service.
Other prominent personalities that graced the event were the Deputy Governor, Rear Adm. Gboribiogha John Jonah, Prof. John Pepper Clark, a Poet of note, Prof. Ebiegberi Alagoa, a renowned historian, Prof. Kimse Okoko, former President, Ijaw National Congress, Prof. Lawrence Ekpebu and Prof. Godini Darah of the University of Africa, Toru Orua.
Former Minister of Police Affairs, Broderick Bozimo and his spouse, Mrs Elechi Amadi, former and serving national as well as state legislators, traditional rulers and well-wishers paid their last respect to the departed literary hero.

CCT fixes July 4 for arraignment of ex-Bayelsa Speaker, 4 others
The Code of Conduct Tribunal (CCT) on Tuesday fixed July 4 for the arraignment of former Speaker of Bayelsa, Kombowei Benson and four other serving and former staff of the assembly over alleged abuse of office.Those to be charged alongside the speaker are former Clerk of assembly, Aaron Timiye and former Accountant, Thomas Tamaraodubo.
Others are Owudogu Edward serving Clerk, of the assembly and Koroye Stephen, serving accountant of the assembly.
NAN reports that the arraignment, which was supposed to hold on Tuesday, was stalled due to ill health of the Chairman CCT, Justice Danladi UmarThe Federal Government filed four counts bordering on allegations of abuse of office against the defendants.The charge was brought to the tribunal pursuant to Section 24 of the Code of Conduct Bureau and Tribunal Act.According to the charge, the alleged actions of the defendants are contrary to paragraph 9 of the fifth schedule, part 1 of the 1999.
The offence is punishable under paragraph 18 (1) and (2) of the same constitution, and Sections 13 and 23 of the Code of Conduct Bureau and Tribunal Act CAP C15 LFN 2004.
The charge also indicated that the offence contravened government policy as well as the provision of 1999 constitution as amended as incorporated under section 13 of the Code of Conduct Bureau Act -
Bayelsa poll: PDP holds primary September 3
The Peoples Democratic Party (PDP) will hold primaries to elect its standard bearers for the November 16 elections in Bayelsa and Kogi states on September 3.
The date was announced yesterday by the party’s Deputy Director, Organisation and Mobilisation, Adeyemi Moyegun.
Moyegun said the date was approved by the National Working Committee (NWC) of the party.

He said: “Our great Party has approved Tuesday September 3rd 2019 for the Gubernatorial Primary Elections for both PDP Kogi and Bayelsa upcoming guber elections scheduled for Saturday November 16, 2019”.He said the ward congresses to elect the three-man ad-hoc delegates will hold on August 22. The local government congresses for national delegates will take place on August 26.
He said the full timetable would be released following its approval by the NWC.
