Ayade commissions state’s first microfinance bank

In his determination to create financial inclusion among the teeming populace, who by virtue of their financial background may not qualify for the traditional commercial bank facilities, Cross River State governor, Prof Ben Ayade, Tuesday, commissioned the first ever state’s owned microfinance bank in Calabar, the state capital.

Ayade who spoke at the bank’s head office along Ndidem Usang Iso Road Calabar, maintained that setting up the financial institution was premised on the fact that most citizens who are into petty trading and farming are lowly collateralized, hence “the bank would provide for those who ordinarily are technically challenged in terms of access to loans.”

The governor who announced the immediate release of N500m into the microfinance bank as its startup capital and in fulfilment of his earlier pledge to NULGE during a courtesy visit, remarked that “our interest is to make people, bring value to humanity and make them feel the dignity of mankind.”

Intimating that the only criterion for loans through the bank is either through ownership of farmland, a market stand or being a civil servant, Ayade said: “The interest regime ranges from zero to five percent, this bank is not for interest or intended to make money but targeted at having women, the vulnerable and the physically challenged to encourage them that there is always a banking sector that can provide for them.”

According to the governor, “we are taking care of that critical area where over 70 percent of Cross River population is situated, who ordinarily will not benefit from commercial banks,” adding that, “this newly commissioned bank will ensure you become stable while creating an alternative income rather than depending on the state government.”

Ayade also explained that the over 3000 staff of the state Garment Factory as well as local government staff across the state will be expected to open accounts in the newly commissioned microfinance bank, if they must benefit from loans.

“For all young men, as we offer you appointments and create jobs for you in this regime, you will now put food on the table andy with hands on the plough as the microfinance bank will be available to give you loan for you to do that 30,000 hectares of cocoa, to give us over 60,000 hectares of rice farm that we are looking for, or organic bamboo plantation to feed our toothpick factory,” the governor stated.

On the need to spread the branches of the microfinance bank to other local government areas across the state, Ayade disclosed that Boki, with no institution or bank will be the first to get a branch even as the groundbreaking is billed to take place in December.

“I promise Boki that I will bring an institution because the area is too big not to have an institution, I hereby implement the promise I made during my campaign,” the governor said, adding that, “it is now left for Boki sons and daughters through the SSG to chose a location where we can set up the microfinance bank in Boki.”

Earlier, Chairman, National Association of Microfinance Banks in Nigeria, John Owan, affirmed that “we are happy to have a new baby born into the industry as all microfinance banks in Cross River before now were privately owned,” pointing out that, “having seen the state-of-the-art facilities here, I have no doubt that those who patronise this bank will not regret doing so.”

Cross River Controller, Central Bank of Nigeria, Sampson Esua, remarked that Ayade had made the job of CBN easy as the bank has several packages to offer through the newly established microfinance bank.

Ayade said Nigerians should keep aside all forms of religious, ethnic and tribal sentiments, in the interest of unity, progress, peace and prosperity of the Country.

“The Eid-el-Kabir presents an opportunity for Muslim faithfuls to reflect on the faith, which prophet Ibrahim dutifully agreed to sacrifice his son in obedience to the command of Allah.

“May I use this period of Eid-El Fitri to speak to our souls and remind us that our nation is going through challenges and all of us must play our role to overcome these challenges.

  • Gov. Ayade receives Bakassi Deep Seaport concept design

Ahead of the full commencement of construction work on the proposed Bakassi Deep Seaport, Cross River State governor, Senator Ben Ayade yesterday, received the concept design from a Chinese firm, China Harbour Engineering Company.

During a 3-D presentation by a team of Chinese engineers led by Mr. Jason Wang, Governor Ayade announced that full scale construction work will begin as soon as the rains subside.

“Today presents us the great opportunity in the history of our state as we forge ahead in the process of the actualization of the Bakassi Deep Seaport, the governor assured,”

Continuing he said: “The port is viable, the characteristics are hydraulics and all the studies, even the barometric and geotechnical is completed, design complex is finalized and once government gives approval, all the detailed designs will be ready in no distant time and construction will start on the onset of the next dry season.”

Highlighting some of the special features of the port, Ayade stated: “The special advantage of our Bakassi deep seaport is its access to a wide amalgam of great opportunity via the 275 kilometers evacuation corridor and therefore I will call on the patience of the people of Cross River State, the commitment, will and the prayers of everyone to ensure that this noble project comes to its realization.

“Obviously, this special deep seaport has its own privileges. The key privilege is that it has a huge potential for our bank cargo which is lacking in other ports in Africa today. The huge vast agricultural land mass of over 231,000 square kilometers allows for massive cultivation and export of cash crops, including agricultural products and produce thereby becoming very clear that it is going to be vital.”

He further explained: “The massive deposit of solid minerals in the northern part of Nigeria which has remained landlocked and unexploited occasioned by the difficulty of getting into a maritime corridor will be resolved with this project. This project naturally means that the government and people of Cross River State are taking their Atlantic coast to northern Nigerian by taking the Atlantic Ocean 275 kilometers into the hinterland of Nigeria, bringing it to the very corridor of Nassarawa State.”

While lauding the Chinese firm for delivering on a world class design for the project Ayade said

“working closely with China Harbour, we have come to the understanding that they are a great team, a perfect team, a world class, number one company in harbor designs and construction, currently handling similar projects in Nigeria and some parts of Africa.

“As a leading construction company when it comes to harbour designs and construction, Cross River State is therefore bringing to you the very best to deliver on this life changing project that will transform the economic landscape of the state as we commence construction of the first phase of the project,” he stressed.

Justifying government’s involvement in the business aspect of the port, Ayade said:

“The Chinese Harbour where government is fully involved in running its businesses has become very evident that that is the way forward which is why our government and indeed the people of Cross River State are focused on creating an alternative income by decoupling ourselves from over dependence on federal government allocation. It is against that background, that the Bakassi deep seaport with an evacuation corridor is done.

“We will soon be going for initial public placement, where we will be asking for subscriptions when we go through the security and exchange commission to allow every Cross Riverian to be equity owner of this Bakassi deep seaport according to their carrying capacity,” Ayade hinted.

Earlier, the Managing Director, China Harbour Engineering Company, Mr. Jason Wang who described the port as very viable, given its location promised to deploy their expertise to Calabar to deliver on the project.

  • Ayade: Cross River cocoa processing plant ready soon

Cross River State Governor, Professor Ben Ayade, has expressed satisfaction with ongoing work at the 30000 tonnes per annum cocoa processing plant in Ikom.

Ayade, who was visibly excited by the delivery of equipment for the plant, said the factory will soon be ready for commissioning.

“I am really impressed. As you can see, intellectual money is on display here. From what I have seen, the contractors deserve excellent pats on the back. This is what we call commitment and consistency,” the governor remarked.

He said the plant has the capacity to process cocoa beans to chocolate bars.

“Again, we are going to be the first in Africa as this is the first cocoa processing plant that will process cocoa beans to chocolate,” he stated.

He said with the delivery of the equipment, his vision for cocoa revolution in the state is crystalizing.

The governor, who said he knew from the first day he was sworn in, what he needed to do to enhance the economic well-being of the people, said the plant will bring about value-chain addition to cocoa, which will ultimately enrich cocoa farmers in the state.

“This is the spirit of intellectual money and Cross River ultimately will be proud that I knew where I was going from the beginning. I am following an agenda that at the end of my eight years in office, when every single citizen of the state remembers my days, he or she will say this young man had a great vision.

“For all the years gone by Cross River has been producing cocoa for other states to bear the name because we did not have an off-take mechanism, we did not have a programme by government to buy off the cocoa at good rates. So, outsiders used to come in and buy the cocoa from us and grade it as cocoa from their own state.”

The plant, which will soon be operational, now offers cocoa farmers in the state “the opportunity, platform and industry to process their own cocoa, giving a premium value for money. A cocoa house is going to be built here. Once you have a cocoa farm, you just come here, collect money during harvest, we take your cocoa, so you have money for the product and you don’t have to go to bank to get a loan.”

Ayade therefore, urged the people of the central senatorial district to see the cocoa processing plant as their own baby by ensuring no harm comes to it.”

  • Consortium of Indian firms to invest $100m in Cross River

Consortium of Indian firms to invest $100m in Cross River

A consortium of Indian firms under the auspices of Associated Chambers of Commerce, Industries, Agriculture and Mines (ASSOCHAM) has expressed its readiness to invest well over USD100 Million in se sectors of the Cross River State economy.

Speaking with journalists shortly after inspecting some projects executed by Governor Ben Ayade in Calabar, the group attributed its investment interest in the state to the conducive and friendly business environment the governor has entrenched.

They expressed optimism that their partnership with the state government will create more jobs for the teeming youth as well as check restiveness.

Rahul Mehndiratta, a representative of Avaada Concept, said: “We are bringing in about one hundred million United States dollars to invest in Cross River to build and evacuate two set of solar plants that will provide each local government headquarters in the state with 100 megawatt electricity to support the industrialization initiative of the state.

According to Mehndiratta, “Because of the critical role power plays in any economy, we are here to complement the effort of the state government in promoting industrialization by leveraging on the abundant resources to supply solar powered electricity to the state.”

On his part, Ravi Kumar representative of Simba Group, manufacturers of tricycles, disclosed the decision of his firm to put up a training school in the state on repairs of tricycles.

“We are putting up a training school in Calabar to train mechanics and drivers on how to drive their tricycles safely with the view to reducing the rate of accident.”

He further hinted: “For the first phase, we are training and also empowering after training, 200 artisans that will be selected across the 18 local government areas with plans to expand for more people as we go on.”

Also speaking, Engr. Nitin Mahajan Managing Director and Chief Executive Officer, T & D Technologies (Nig) Limited, explained: “We are bringing in the technology for a large scale mechanized farming in the state to check food insecurity with 100 percent buy back from India and to put in place effective distribution network in the state that will grow agro business in the for wealth creation.”

Responding, Governor Ayade stated that “The good thing with their investment is that they are not coming as a people who are looking for purchase but they are here with a concept to invest, bringing in Indian equity to invest and reap in the process.”

He added that “If our rice revolution initiative must be sustained, we need these kinds of partnership because I have implicit confidence in them and I am very excited with gratitude to the Indian High Commission for their role in making this a reality.

“I must say that this is one of the investments that are coming due to my trips to India. Today they are here ready to bring in their money to grow our economy and better the lot of our citizenry.”

Continuing Ayade said: “This is good news; indeed this is what has come with the advent of our rice seedling factory because the whole world has watched it and they are fully conscious of what we are doing here. Indians are rapidly going into the world in a fierce competition with China and the rate at which they are going with their sophistication and the reliability of their equipment, I see them as a group to partner with which is the reason they have come to the state.”

On the power supply which has been a major bane to industrialization in the country.

“Obviously due to the huge investment that will be coming through the rice value chain and the ambitious commitment of the state to do over one million hectares of land for the cultivation of rice and additional twenty thousand hectares for the cultivation of yellow maize, it is obvious that we need partnerships, because these farms are located in stranded communities in the sense that there is no direct access to national grid, so, the connectivity and supply of power from the various Indian groups using photovoltaic cells, their instrumentality of solar power becomes very imperative and we are rooting for them,” he added.

Ayade maintained that the power generation will further boost power supply and add value to the Ayade industrial park that will soon become a business hub in sub Saharan Africa, as well as increase more access to power at the various farm locations across the 18 local government areas of the state.

  • Ayade funds campaign for collection of PVC, wants paradigm shift

Ayade funds campaign for collection of PVC, wants paradigm shift

Cross River State Governor, Prof. Ben Ayade has called on residents of the state to ensure that they register and collect their Permanent Voter’s Card (PVC) before the 2019 elections.

Ayade made the call when he received a set of his appointees under the aegis of Special Assistants Network (SAN), who are running an advocacy programme to encourage the collection of PVCs.

In order to aid the group achieve effective mobilization, the governor announced the release of N9 million for the exercise across the 18 council areas of the state.

Ayade who lamented the poor outlay of monthly revenue allocated to the state attributed the shortfall to record of over ten years population figure, saying that there was need to mobilize the populace to come out and get registered to reflect the current reality that will translate into economic terms.

“This campaign is very important because it is not all about my re-election but for the sake of Cross River State that has been cheated over the years due to the non-challant attitude of the populace on issues as sensitive as voters registration and we must change the paradigm by ensuring everyone comes out and get registered and collect their PVCs,” he said.

Continuing, he disclosed that “Cross River State is over 4.5 million in terms of population size, but records continue to place it at 2.3 million. What a falsehood? And we have been on this for the past ten years which is why I am supporting this campaign to change the paradigm because whatever figure you get also accounts for developmental indices from the Federal Government”.

While thanking his aides for the initiative with a promise to provide them with the necessary logistics, Ayade further charged: “Please ensure that everybody of voting age is registered in your various wards not only for the 2019 election but to ensure that true adults population of the state will be reflected in any exercise carried out by any organization”.

Leader of the group and Special Assistant on Peace and Reconciliation, Mr. Charles Ushie, stated that the essence of the network was to sensitize the citizenry on the need to equip themselves with the PVC ahead of the general election, adding that they will also ensure that those who were yet to register were encouraged to do so across the 196 wards of the 18 local government areas of the state.

He thanked the governor for believing in their capacity to serve the state and promised to do their best to ensure that their people, especially those at the grassroots were fully mobilized for the exercise.

According to him, this would be a token of their contribution to support the re-election of Governor Ayade, given his track record of performance, which he noted has resulted in transforming the socio-economic landscape of the state in the last three years.

  • Ayade orders payment of 2014 gratuity, donates N50m for completion of Labour House

Ayade orders payment of 2014 gratuity, donates N50m for completion of Labour House

Cross River State Governor, Prof Ben Ayade, Monday, authorised the payment of 2014 gratuity to retired civil servants in the state, even as he donated N50 million to the Nigerian Labour Congress (NLC) and Trade Union Congress (TUC) for the completion of the Labour House.

The governor, who was accompanied by his deputy, Prof Ivara Esu, members of the state executive council as well as officers and members of the state NLC and TUC, gave the directive shortly after inspecting the NLC secretariat, which is under construction.

On payment of gratuity, he said: “We have already finalised and I have just signed today an authorisation for them to commence the implementation of 2014 gratuity.”

While applauding the leadership of labour in the state for good management of resources in the erection of the building, the governor said, “at the time we discussed with the NLC/TUC on the need to support them build a labour house, the approval I gave was so insignificant for the accomplishment of what I am seeing here today. I thought I was the only magician who knows how to turn one naira to a million dollars. Today, I have seen some management experts that are equally very good.”

Ayade who assured that the labour house will be completed before his third year anniversary in office announced that, “against that background, God has descended upon me with an inspiration,” adding that, “to ensure that you complete this project and get it ready for commissioning as in the history of Cross River, we have never had a labour house where members can come in unmolested, it is my pleasure to support you complete this edifice with additional N50 million. That figure will cover both furniture, telecom and small clinic in case of any emergency.”

He charged labour leaders and members to remain better organised, well structured and never relent in their roles to the society, pointing out that, the leaders must not stop insisting on what they think is the right thing for the people as it is pertinent to share the concerns of government while appreciating the challenges of workers.

“I must commend you for being very balanced in the whole process. Agreed that normally as government task, critical misunderstanding will set in, but that is part of relationship and I think that the concept of this is a harbinger of a better relationship and better understanding of each other.”

Earlier, NLC Chairman in the state, Comrade John Ushie, explained that “for over 40 years, the labour centre has not had a place to call their own, but in your time, it has come to pass. We believe that before your third year in office, you will come back to commission this place.”

The governor, his deputy, members of the organised labour as well as members of the state executive council, thereafter proceeded to other projects sites embarked by the present administration in the state, including the 21 megawatt power plant, Calabar Garment Factory, Calabar Pharmaceutical Factory, Rice Seeds and Seedlings Center amongst others.

  • Ayade happy with pace of work on Tinapa-Odukpani

Cross River Governor, Prof Ben Ayade has expressed satisfaction with the speed of work at the ongoing dualization of Tinapa-Odukpani Junction federal road being undertaken by the state government.

Ayade therefore urged the contractors to take advantage of the season to speed up the work in order to beat the deadline.

The governor who commended the contractors for the seriousness with which the work was being approached disclosed that embarking on the dualization of the road which comes with a flyover by the state was purely a social service.

Speaking while inspecting progress of work on the 15km stretch road, Ayade said: “There is no chance of recouping the funds being used for the dualization of the road since it is a federal government road. The government at the centre is not ready to make any refund and yet the road cannot be tolled. So this is absolutely a social service.”

According to him, “after years of pleading with the Federal government to give us the opportunity to reconstruct this road and for them to approve that they will refund the money, the federal government has insisted that if we have to do the road, it would be totally at the expense of the state as it was not ready to refund.”

Ayade said the number of deaths of motorists as man-hour loss by Cross River citizens along the road was an issue of concern to him, thus his decision to dualise the road.

Continuing, the governor explained that “as we speak today, Cross River has N25 billion in the hands of federal government from previous interventions, certified and approved for refund. These monies have been held up there, so we are in a situation where either you do it or your people die. We have taken a decision to do it at the cost that the state itself can’t even afford. So we are just working with the intellect to drive the process.”

According to the governor, “this is the only road that takes you into Calabar, there is no other road and for you to come into a dual carriage way into Calabar, it gives you the ambience and elegance.”

He further added that “the road therefore, is designed with a major median which is intended to provide green canopy cover for both sides with spaghetti flyover at Odukpani junction.”

He noted that “ordinarily for a diamond interchange, you really don’t need the level of such sophisticated flyover, but as a state, it is good to be the first state, so let Calabar also present to Nigeria first spaghetti flyover just like we have the first smart city and the first agro-tourism.”

“As BOKI Local Government council Chairman between 2004 and 2007, issues of land dispute in this area were amicably resolved by the intervention of the council and traditional rulers.

“May I as well urged His Excellency to set up either an administrative or judicial panel of enquiry to determine the issues at stake with a view to addressing this matter With finality.”

He appealed to the youths as leaders of today and tomorrow to stop inhibiting their future as any life taken by brutish means over a free gift of “our creator Will incur the wrath of God the Almighty. May God touch our hearts and minds to forgive one another.”
