    The President of the Senate, Senator Godswill Obot Akpabio, has felicitated the Deputy Speaker of the House of Representatives, Hon. Benjamin Kalu on his 53rd birthday.

    Akpabio, in a birthday message signed by his Special Adviser on Media and Publicity, Hon. Eseme Eyiboh described Kalu as a “rising star, a reliable colleague and outstanding legislator”.

    He applauded Deputy Speaker Kalu for effectively collaborating with him and other lawmakers to give Nigeria a voice and a place of pride at the Inter Parliamentary Union (IPU) after 49 years.

    The Senate President stated that as deputy speaker, Kalu has exuded high level of commitment to nation building and support to Speaker Tajudeen Abbas to have a peaceful and resourceful chamber.

    He commended the deputy speaker for his patriotism and great love shown the people of the South East by leading a peace campaign using his Peace in the South East Project (PISE-P).

    “Honourable deputy speaker, I can say without mincing words that you’re a patriot. Since your emergence as deputy speaker, you have been preaching peace and unity, trying to reintegrate the people of the South East to the centre.

    “I must commend you for floating the PISE-P-, whose sole aim is to reestablish enduring peace in the South East region. I celebrate you for being a worthy representative of your constituents, the people of South East and Nigeria as a whole.

    “On behalf of my family, constituents and the Senate, I wish you a happy birthday and many more years of sound health and fruitful service to the nation and humanity. Congratulations!

    Gov Oborevwori seeks prayers for Nigeria’s progress

    Delta State Governor, Hon Sheriff Oborevwori has urged Nigerians to pray for the continued peace, unity, progress and prosperity to reign in the state and country, especially in this trying period.

    Governor Oborevwori made the call at the 25th Priestly Ordination Anniversary and Book Presentation of Very Rev Fr. Dr. Christopher Ekabo at Christ the King Catholic Church, Obiaruku, Ukwuani Local Government Area of the state.

    Fr. Ekabo who is Executive Secretary, Delta State Christian Pilgrims Welfare Board, was ordained as a Catholic priest in September 1998.

    In his goodwill message at the thanksgiving, Governor Oborevwori called on the people to look out for one another and report any act that could lead to breach of peace and security in the state.

    While congratulating Very Rev. Fr. Dr Christopher Ekabo on his 25th priestly silver jubilee anniversary, the Governor, said; “you have continued to enjoy the help of God by virtue of undeniable impact and exploits recorded thus far in your ministry.

    “I pray that God will multiply His grace and anointing upon your life and make you a greater blessing to God’s people under your care the body of Christ and humanity in general. I encourage you to continue banking on divine help on your priestly assignment.

    “To the congregation, friends and well-wishers, I urge you to offer prayers for peace, unity, progress and prosperity to continue to reign in our dear state and country Nigeria, especially in this trying period.

    “Government appreciates your goodwill and contributions towards the development of our state as we journey towards the actualisation of the ordained MORE Agenda.

    “Furthermore, let us all remain our brother’s keepers as we expose evil machinations and continue supporting the government in our effort to safeguard lives and property in our dear state.”

    The Governor had earlier unveiled a book written by Fr Ekabo, titled; “A Presidential Option for the Nigerian marginalised: A Theological Approach”.

    In his homily, Very Rev Fr. Dr. Raphael Ogigbah, urged Christians to live a life of obedience to God by living Christ like, adding that God wants all men to be fruitful in all endeavours.

    Constitution Review: Kalu hints of NASS committees meeting Tinubu

    …says there’s need for synergy among critical stakeholders to satisfy yearning of Nigerians

    The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has called for synergy among the consultants and the secretariats of the Senate and House Committees on Constitution Review to set the pace for effective collaboration to drive the ongoing exercise to a successful conclusion.

    Kalu who doubles as the Chairman House Committee on the Review of the 1999 Constitution (as amended) made the call while delivering his remarks at the joint retreat of the secretariat and consultants to the Senate and House committees on the review of the constitution over the weekend.

    He told the stakeholders that effective collaboration will drive the task to outcomes that would meet and satisfy the desires and yearning of Nigerians.

    The Deputy Speaker further asked the stakeholders to review the previous amendment proposals which were either not passed by the National/State Assemblies or were not assented to by the President, and consider how those issues can be re-introduced with a view to providing methods of processing them or an action plan that will ensure that reservations which led to their rejection are addressed.

    Kalu reminded them that the constitutional alteration is a continuous process and must involve all Nigerians so as to empower the legislature to evolve a constitution that will address contentious issues that has bedevilled the nation since independence such as State Police, Special Seats for Women amongst others.

    Noting that the 10th Assembly is building upon the legacies of the previous Assemblies that did a comprehensive work, which resulted in the President’s assent to 18 Constitution amendment Bills in the 9th Assembly, the Deputy Speaker commended the stakeholders for the “national sacrifice” and patriotism.

    Kalu assured that the committee members in both Senate and House of Representatives will engage President Bola Ahmed Tinubu on different issues.

    He said “It is with profound joy that I welcome you all to the Joint Retreat of the Secretariat and Consultants to the Senate and House of Representatives Committees on the Review of the Constitution of the Federal Republic of Nigeria 1999 (as Altered). The essence of this retreat is to build synergy among the consultants and the secretariats of the Senate and House Committees on Constitution Review to set the pace for effective collaboration that will drive the task before us towards such outcomes that would meet and satisfy the desires and yearning of Nigerians, especially at a time like this.

    “This retreat will provide a platform for the secretariat and experts to review previous amendment proposals, especially those that were popular among Nigeria but were either not passed by the National/State Assemblies or were not assented to by the President. It would also consider how those issues can be re-introduced with a view to providing methods of processing them or an action plan that will ensure that reservations which led to their rejection are addressed.

    “As you are all aware, constitutional alteration is a continuous process and must involve all Nigerians regardless of their ideological leanings or beliefs, hence, our call for Memoranda from all stakeholders and the general public. As experts in your various fields of endeavour, I trust your judgements and I trust that the outcome of this exercise will move Nigeria forward. This will no doubt empower the legislature to evolve a constitution that will address contentious issues that has bedevilled the nation since independence such as: State Police; Local Government Administrative Autonomy; Local Government Financial Autonomy; Special Seats for Women in the National and State Houses of Assembly, Expansion of the scope of citizenship by registration; Indigeneship rights.

    “Affirmative action for women in political party administration; Affirmative action for women in Federal and State Executive Councils; and Electoral and Judicial Reforms, Furthermore, I have personally sponsored various Constitution (Alteration) Bills including that which is on State Police on which a National Dialogue was just concluded. We must evolve ingenious ways to protect and defend our citizens and cater for their welfare, in line with the sacred provisions of Section 14(2)(b) of the Constitution of the Federal Republic of Nigeria 1999 (As Altered).

    “The Constitution amendment exercise, which is coming at a time when there appears to be agitations in the country, is expected to create a veritable platform for national engagement and conversations where relevant stakeholders and members of the public may make recommendations on the review process with the view to enacting laws that reflect the evolving moral, economic and political values of the Nigerian people.”

    The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has felicitated the Chairman/Chief Executive Officer ( CEO) of Dangote Group, Alhaji Aliko Dangote, on the occasion of his 67th birthday.

    The Deputy Speaker in a statement issued by his special assistant on Press Affairs Udora Orizu described the global business mogul as an African Jewel, lauding his contributions to the economic well-being of Nigeria, and by extension the continent of Africa.

    Kalu also lauded Dangote’s commitment to job creation, employments as well as his inspiration and mentorship of young Nigerians.

    Congratulating Dangote, on retaining his position as the richest person in Africa in the 2024 Forbes list of 20 of Africa’s Richest billionaires, the Deputy Speaker said that this is a testament of his hardwork, diligence and perseverance.

    Kalu who noted Dangote’s patriotism and kind heartedness also recalled his contributions during the unveiling of Peace In South East Project (PISE-P) in December, 2023.

    He wished the super entrepreneur a long, healthy life and a joyful year ahead.

    “I join Dangote’s friends, family and business associates in congratulating the Forbes’ rated richest African and black man on the occasion of his 67th birthday. I commend the entrepreneur for his contributions to the economic growth of the nation and immense support to the poor and vulnerable, providing employment opportunities and inspiring and mentoring young Nigerians.

    “Hearty congratulations and best wishes, I pray God Almighty give him the strength and wisdom to do even more for the nation”, Kalu said.

    Kalu seeks review of Disability Act, 5% employment quota for PWDs

    …as architects call for total compliance with accessiblity laws into public buildings

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has called for the amendment of Disability Act to provide for at least, 5 % quota of employment for People Living with Disabilities (PWDs).

    He also pledged the parliament’s readiness to evaluate a suggestion that 10% percent of all social intervention projects of Ministries, Departments and Agencies (MDAs) of government should be dedicated to the welfare of PWDs even as he accepted to the special request of becoming the face of the people.

    The developments emanated from a courtesy call paid on the deputy speaker by the trio of the Nigerian Institute of Architects; the Chairman, Accelerate Disability in Emergencies Forum,
    Agbo Christian Obiora and the Chief Executive Officer of TAF Africa,
    Jake Epelle who also pleaded for the protection and welfare of the PWDs under the law over the weekend in Abuja.

    Kalu said “I am pledging that we are going to support and champion compliance of, at least, 5% quota of employments for PWDs. Also support inclusion of PWDs into a joint board of FAAN, federal government agencies and related bodies to include your views in the ways that things are done on the table of decision making. So, you can take home that we are going to review the Disability Act, as well as every law that has to do with your space.

    “Talking about disability, I think there is a need for us to also look at that particular Act and see if there is a way to amend it to include 10% quota for public infrastructures. You just mentioned when we are discussing social interventions that something needs to be done around that space. I agree with you.

    “As the deputy speaker of the House, I have listened to your interventions, especially with already existing laws and also the upcoming bills.

    “You are comfortable with the existing laws only to the extent of their effective compliance. It is your take that we are not complying with these laws as it is supposed to be, because you are not on the table. You are saying you want to be on the table when it comes to measuring compliance level of these legislations that we put in place and that falls under what we call post legislative scrutiny.

    “So, periodic appraisal of these laws to be able to point out holes and gaps that need to be filled, becomes a necessity as a good instrument for the legislature as well as the executive because the executive is executing and we are legislating. We cannot keep on legislating from one legislation to another without knowing how far the ones we legislated have been executed, in compliance.

    “And that is one thing you also pointed out today. And it is a take home. It is a take home for us as legislature to go and look at the legislations around their space and how we have lived in their complying with the expectations of that legislation, especially as it concerns people with disability. And in the spirit of inclusivity, how have we fared?

    “Let me conclude by saying, you can count on us. The Office of the Deputy Speaker, you can count on us. We are open and will remain open to people with disability and have accepted to be the face. Let me repeat, as pleaded by TAF, I have accepted to be the face of the disabled people. If you are looking for an ambassador of disabled people in Nigeria, people with disability, you can count on my fine face. Because this face represents the beauty of your mind, the content of your character and what you are going to bring on board.”

    Earlier in her presentation, the President of Nigerian Institute of Architects, Arc. Mobolaji Adeniyi expressed gratitude to the National Assembly for the PWDs Act 2018 which she said recognized the need for all buildings in Nigeria to address the accessibility needs of PWDs.

    “While this law has been in effect, compliance has been below expectation. In area of approval to new buildings, it’s important that the necessary compliance certificates issued by architects are stipulated in the laws. It’s very important.
    This gives the necessary instruments, the backing of the law and make them more potent. Not only will compliance increase, the quality of implementation will be improved”, she said.

    Similarly, the Chairman, Accelerate Disability in Emergencies Forum, Agbo Christian Obiora who spoke on behalf of PWDs said “We, the PWDs seek your support to sponsor an amendment to PWDs act to make it compulsory that 10% percent of all social intervention projects of MDAs to be dedicated to the welfare of people living with disability.
    We want your colleagues to ensure that the federal government introduce affordable transportation system that’s accessible for persons with disabilities.”

    On his part, the CEO of TAF, Africa, Mr. Jake Epelle who is a disability inclusion champion said “I would love for you to become the face of persons living with disability.”

    He added that “With the ongoing constitution amendment, we need one holistic bill that you can sponsor so that at the end of the review we have a PWDs friendly legislation”.

    Revenue Leakages: Tax Crimes Commission Bill scales through second reading in Reps

    House of Representatives at the plenary on Wednesday, passed through second reading, a Bill seeking to establish a National Tax Crimes and oversight Commission, to address revenue leakages in the payment of taxes in the country.

    Titled “A Bill for an Act to Establish the National Tax Crimes and Oversight Commission to Address Revenue Leakages Emanating from Non-payment and Under Payment of Taxes, Irregularities in the Assessment, Reporting and Remittances of Taxes to Prevent and Combat Tax Related Crimes, to Ensure the Protection of Tax Payers Rights and for Related Matters”; the proposed piece of legislation was sponsored by the Deputy Speaker of the House, Rt. Hon. Benjamin Okezie Kalu and 8 other lawmakers.

    Leading the debate on its general principles, one of the co-sponsors, Hon. Felix Uche Nweke stated that the commission, when established, will check irregularities in the assessment, reporting, and remittances of taxes, prevent and combat tax-related crimes, and plug all leakages in the tax administration system in the country.

    He noted that leakages occur where unscrupulous staff and agents of tax authorities collude with citizens to under assess the tax-payer thereby resulting in underpayment.

    He added that leakages also occur in the form of tax evasion, especially such that is encouraged and condoned by the tax collector and more especially among multinational corporations operating within the country.

    The lawmaker further said that leakages also occur where there are non-remittances of collected taxes, that is to say where government does not get the total amount of taxes collected as a result of revenue diversion by fraudulent staff of tax authorities.

    Nweke said there is need to establish an Independent Tax Crimes and Oversight Commission, which will have the capacity to investigate, audit, prevent and combat tax related crimes.

    This, he said, will effectively prevent international tax evasion and other transnational organized crimes and abuses of the nation’s public finance system.

    He stressed that the bill seeks to promote economic efficiency and effective tax administration system, detect and deter evasion, fraud and abuse in Nigeria’s tax administration system and to protect taxpayer’s rights.

    According to him, the establishment of the National Tax Crimes and Oversight Commission is a strategic move to enhance fiscal resilience and not about increasing taxation.

    He said “This Bill was read the first time on Thursday, 12th October, 2023. Mr. Speaker, Honourable Colleagues, the amount of revenue available to any government determines the extent to which such Government may be able to provide public goods and services. It is a pointer to how far a nation can ensure her growth and development. While taxation is considered the most important means of generating public revenue, it is worthy of note that nations that strive to develop aim at putting in place a fair, just, efficient and simplified tax administration system which builds confidence amongst the citizens and as well motivate and encourage citizens to pay their taxes.

    “While it is one thing to fix the amount of taxes to be paid, it is another for tax collection authorities and assessors to determine the right amount of taxes to be paid in accordance with the provisions of extant tax laws. This will definitely contribute to our national security through prevention of
    tax related crimes, prevention of illicit financial flow derived from tax evasion, international tax schemes, cybercrime, etc. The Tax Crimes and Oversight Commission will not function as a law court, it will not duplicate the functions of the Tax Appeal Tribunals established in accordance with section 59(1) of the Federal Inland Revenue Service (Establishment) Act, 2007 and ti will not be saddled with any form of quasi-judicial functions.

    “The Commission will primarily focus on the Oversight of the Tax Administration System, Ensuring that the Tax Authorities Discharge their Duties within the ambit of the laws: protecting, promoting and guaranteeing taxpayer’s rights, where necessary ensuring the prosecution of corrupt and fraudulent tax officials, ensuring the complete remittances of all public revenues, ensuring the increase of public Revenue not through introduction or increment of taxes but through friendly and appropriate taxation, among other things.

    “The Commission will ultimately ensure that the five basic qualities of a good tax system, which include fairness, adequacy, simplicity, transparency and administrative ease, are entrenched as part of global best practice. Similarly independent tax auditing and investigating organizations exist in other countries; such as the Treasury Inspector General for Tax Administration (TIGTA) of the United States and the Inspector- General of Taxation and Ombudsman (IGT/0) of Australia. Similar Organizations exist in Ghana, Kenya, South Africa, etc. There is need to put in place an effective system which oversights tax administration in Nigeria, a system which can address taxpayers’ grievances and complaints promptly and without hassles, a system which will be so friendly and that can encourage and raise people’s willingness to pay their taxes.”

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has urged the relevant authorities to prioritize the rehabilitation of the roads connecting the farms and the markets to enable farmers to conveniently convey their farm produce.

    Kalu made the call while contributing to the motion titled “Urgent Need For Government to Prevent Food Scarcity and Shortage Ahead of the Next Farming Season” moved by Hon. Chike Okafor at the plenary on Wednesday.

    Deputy Speaker added that good security was embedded in the renewed hope agenda of President Bola Tinubu, urging all hands to be on deck to make it a reality.

    He commended the federal government for its policies on agriculture, stressing that the ministry of agriculture should be empowered to do more.

    Kalu hailed Nigerians for their resilience amid daunting economic challenges, saying that they are hardworking people.

    He assured that the country will overcome its current economic problems.

    “I’m supporting this motion because it’s in line with what Mr President saw when he brought out the renewed Hope agenda that prioritizes food security. Federal government is working hard but more need to be done. The ministry of agriculture should be more empowered to do more.

    “Where we need infrastructure most especially are on the farm roads, that’s where we need ministry of works to look at.

    “Let them see how to connect the farm roads to the markets. The road leading to the markets and the farms are so bad. So, beyond insecurity, there’s need for infrastructure to connect the markets to the farms.

    “Something must be done in that direction. While we look at other needs of the country, I encourage governors to also prioritize their policies and mechanisms so that what the President is doing at the federal level, will be felt also at the local level.

    “If there’s any need for subsidy, it’s to subsidize these farm inputs and everything that has to do with farming. We are hardworking people in Nigeria, we have been declared as the happiest people in the world because we can absorb hardship and keep moving. The governors, we urge you to prioritize the issue of agriculture”, Kalu said.

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has said that equal opportunities will be accorded to all Nigerians to contribute their quota in the ongoing efforts to shape Nigeria’s future.

    Kalu gave the assurance while delivering his opening remarks at the inauguration of the Constitution Review Committee of the House of Representatives in Abuja on Monday.

    The Deputy Speaker who doubles as the Chairman of the Committee said that the committee will work diligently to realize its mandate within a reasonable timeframe.

    He said: “Thus, the call to action is clear, and the pathway forward is illuminated by the principles of dialogue, advocacy, participation, unity, and inclusivity. Let
    us heed the voices of our fellow citizens, from all walks of life, and engage
    in open, inclusive, and transparent dialogue on constitutional reform. Let us
    bridge divides, build consensus, and forge a common vision for the future
    of Nigeria.

    “We must advocate tirelessly
    for change, holding our elected representatives accountable and demanding accountability at every turn.

    “Participation is not merely a right; it is a sacred duty bestowed upon us as
    citizens of this great nation. I call upon every one of you to actively
    participate in the constitutional reform process, to lend your voices, ideas,
    and expertise to craft a constitution that reflects the values and aspirations
    of all Nigerians.

    “The Constitution Review Committee of the 10th National Assembly stands
    ready to embrace the challenges and opportunities that lie ahead.
    Leveraging the power of technology, social media, and inclusive
    engagement, we will ensure that every voice is heard, every perspective is
    considered, and every citizen is empowered to participate in the shaping of our nation’s future.

    “From this inauguration day onwards, I am proud to announce that we will
    work diligently to deliver on our assignment within the next 24 months, and we wholeheartedly seek the cooperation and support of all Nigerians. This ambitious timeline not only reflects our commitment to expeditiously
    address the pressing issues outlined in the proposed bills but also allows
    Mr. President sufficient time to attend to the alterations for assent away
    from the busier election preparation times.”

    Highlighting the areas of concern, Kalu informed that the Committee has so far received some bill proposals which according to him included establishment of State Police, State access to mines and increased participation of women in politics.

    He added that some bills previously passed by the national assembly but not assented to by the President also made a comeback.

    The committee, the Deputy Speaker said, is also willing to accommodate more bills to enhance the Constitution and strengthen democratic practice in the country.

    “As we gather here today, it is important to highlight the areas that are
    currently at the forefront based on the bill proposals we have received so
    far – some of them include the establishment of state police; state access to mines; increased participation of women in politics; clear specification of the taxes/levies to be collected by each tier of government and the
    provision for the office of the Mayor of the Federal Capital Territory Abuja.

    “Several bill proposals that were passed but did not make the President’s
    assent during the Fifth Constitution alterations have been brought back and
    they include powers to the National Assembly and State Assemblies to
    summon the President and State governors, and requirements of the
    government to direct policies towards ensuring the rights to food and food
    security.

    “This highlights the dynamic nature of the constitution review process and
    its salientness to the democratic strengthening of the country. It is important to reiterate that we are willing to accommodate more proposals to enhance our Constitution and strengthen our democracy. In addition, we await executive-sponsored bill proposals that reflect issues on the renewed hope agenda of Mr President”, Kalu said.

    Kalu therefore called the citizenry to make their inputs for the overall good of the country.

    “I want to emphasize that our doors are wide open for robust and constructive deliberations as we engage today and in the days that follow.

    “Your input, insights, and perspectives are invaluable as we navigate the path toward constitutional reform. Let us approach this task with open minds and collaborative spirits, knowing that together, we can shape a future that reflects the aspirations and dreams of all Nigerians”.

    The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has expressed gratitude to the Senate for passing the Bill seeking the establishment of South East Development Commission (SEDC).

    The proposed legislation sponsored by Kalu was passed by the Senate on Thursday, after considering and adopting its clauses at the Committee of the Whole, chaired by the Senate President, Sen. Godswill Akpabio.

    Recall that the House of Representatives on December 21, 2023 at its Committee of the Whole chaired by the Deputy Speaker, Kalu, unanimously passed the Bill for 3rd reading and sent it to the Senate for concurrence.

    Reacting to the development, the Deputy Speaker commended the Senate, saying that the Bill when passed into law and eventually assented by President Bola Ahmed Bola will help to rebuild the South East region badly affected by the civil war.

    He noted that the passage of the bill is coming at a time when members of the national assembly from the south east region led by him are championing an initiative, known as the the Peace in South East Project (PISE-P), a non-political movement using non-kinetic approach to resolving the problems in the region.

    Kalu stated that once the bill becomes law and the commission is established its impact will be felt around the region, in terms of jobs, businesses, infrastructural development among others.

    He expressed optimism that President Tinubu will assent to the bill when transmitted to him, urging Nigerians to keep supporting the government.

    Kalu said “I’m grateful to my colleagues in the Senate led by the President, Senator Godswill Akpabio for passing through 3rd reading the bill seeking the establishment of South East Development Commission (SEDC), which I sponsored. I am equally grateful to my colleagues in the House who in the first supported and passed the bill recently.

    “The commission is very important because when established it will help in the rebuilding of the post war reconstruction that has not been attended to over fifty years. The Commission shall conceive, plan and implement, in accordance with the set rules and regulations, projects and programmes for the sustainable development of the South East States in the field of transportation including roads, health, education, employment, agriculture, industrialization, housing and urban development, water supply, electricity and telecommunications; cause the South East States to be surveyed in order to ascertain measures which are necessary to promote its physical and socio-economic development.

    “Implement all the measures approved for the development of the South East States by the Federal Government and the member States of the Commission; identify factors inhibiting the development of the South East States and assist the member States in the formulation and implementation of policies to ensure sound and efficient management of the resources of the South East States; assess and report on any project being funded or carried out in the South East States by mineral extracting and mining companies, oil and gas producing companies, and any other company including non-governmental organisations and ensure that funds released for such projects are properly utilized.

    “It shall further tackle ecological and environmental problems that arise from the extraction and mining of solid mineral, exploration of oil mineral in the South East States and advise the Federal Government and the member States on the prevention and control of oil spillages, gas flaring and environmental pollution; liaise with the various solid mineral extraction and mining companies and oil and gas prospecting and producing companies on all matters of pollution prevention and control; and execute such other works and perform such other functions which in the opinion of the Commission are required for the sustainable development of the South East States and its peoples.”

    The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu on Monday stated that insecurity, inadequate infrastructure, and lack of skilled labour have continued to act as bottlenecks hampering the growth of Nigeria’s mining sector.

    Kalu made the assertion while delivering his address at a Public Policy Dialogue on Nigeria’s Minerals and Mining Legislation in Abuja.

    He said that the nation’s vast mineral resources have remained largely untapped, and undeservedly overshadowed by our too much reliance on oil.

    Kalu said that despite boasting over 40 commercially viable minerals, the mining sector contributes a mere 0.3% to the country’s GDP, saying it is unacceptable.

    He therefore called all hands to be on deck to turn the tide.

    Making reference to a Bill he co-sponsored with the Chairman, House of Representatives Committee on Solid Mineral, Hon. Jonathan Gbefwi titled Nigerian Minerals and Mining Act (Amendment) Bill as well as eight other mining bills, Kalu said that the bills when passed into law will represent a turning point for the nation’s mineral wealth.

    The Deputy Speaker also noted that governments hold many of the levers to deal with the great challenges, adding however, that businesses have the innovation, technology, and talents to deliver the needed solutions.

    Kalu also opined that the governing philosophy in the mining sector in Nigeria should henceforth be approached with a private-sector-led lens, stressing that it is through this crucial partnership that the true potential of Nigeria’s mining sector can be unlocked.

    He said “This public policy dialogue is engineered to create the appropriate right of way for the necessary adjustments and policymaking creativity that is required to optimize the promising prospects of Nigeria’s mining sector. Today, I stand before you not only as Deputy Speaker of the House of Representatives but also as a co-sponsor of the HB.751: Nigerian Minerals and Mining Act (Amendment) Bill so ably sponsored by Hon. Jonathan Gbefwi. This legislation if passed will represent a turning point for our nation’s mineral wealth.

    “There are indications of a renewed vigor in our mining industry, fueled by a collective will to diversify our economy, create jobs, and unlock the immense potential that lies beneath our soil. The 2016-2025 mining industry development roadmap, aiming to increase the sector’s GDP contribution to 3% by 2025, is already showing progress. Projects like the Segilola Gold Project in Osun state governed by a private-sector-led lens are injecting millions of dollars into our economy and attracting much-needed investment.

    “To demonstrate this concisely, in the 3rd quarter of 2023, the Segilola Gold mine in Osun state, Nigeria’s first industrial-scale gold mine posted $118 million in revenue for its owners, Thor Explorations Limited after reporting $71.7 million in earnings before interest, taxes, depreciation, and amortization (EBITDA) in 2022 according to its publicly available financial statements for 2022 and 2023. Initiatives like the simplification of licensing and competitive royalty regimes attract global players like Thor Explorations, showcasing the potential for an industrial-scale mining sector. However, challenges remain. Insecurity, inadequate infrastructure, and a lack of skilled labor continue to act as bottlenecks. This is where the HB.751 and eight other mining-related bills currently under consideration come in.

    “They are not just amendments; they are a comprehensive reform package designed to address these challenges and propel our mining sector into the future. Here’s what these bills aim to achieve: Enhanced security: By fostering collaboration between mining companies, communities, and security agencies, we can create a safer environment for investment and development.

    Infrastructure development: We are committed to investing in critical infrastructure like roads, railways, and power, making mine operations more efficient and cost-effective. Skilled workforce development: We are building partnerships with educational institutions and industry leaders to equip Nigerians with the skills they need to thrive in this sector. Streamlined regulation: The new legislation will simplify bureaucratic processes, reduce red tape, and create a more transparent and predictable regulatory environment.

    I urge all stakeholders– government, businesses, communities, and civil society– to join hands and work together to make this vision a reality. Let us leverage the power of partnerships, innovation, and technology to unlock the true potential of our mineral wealth. The time for action is now.”
