    AFCON: Your performance in Côte d’Ivoire outstanding, Kalu hails Super Eagles

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has applauded the performance of the Super Eagles at the just concluded Africa Cup of Nations organized by the Conferderation of African Football (CAF) in Côte D’Ivoire, describing it as outstanding.

    He said that the Super Eagles displayed phenomenal skills, resilience and played the most scintillating, compact football throughout the tournament.

    In a statement by his Chief Press Secretary, Mr. Levinus Nwabughiogu, Kalu said that the rising of the team to the finals where it squared up with the host nation testified to their determination to lift the trophy.

    Though, Super Eagles eventually, narrowly lost to the Elephants of Côte D’Ivoire by a 2-1 score margin Sunday night, Kalu said that the development should not dampen the spirit of the team which he said displayed patriotism and untiring love for the country.

    The Deputy Speaker charged the players to remain united and approach future competitions with the same vigour, zeal and zest they demonstrated in Côte D’Ivoire, emphasizing that indeed, the team made Nigerians proud.

    The Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has said that peace is necessary for progress, growth and development of the Southeast region of the country.

    Kalu stated this on Tuesday when he received in his office, a delegation from the National Burial Committee of late Dr. Chukwuemeka Ezeife, CON, a former Governor of Anambra State, who died on December 14, 2023 at the age of 85.

    He lamented the rising insecurity in the southeast, stressing that peace is the only way to make progress and industrialise the region.

    Recalling the impressive life and times of the late Okwadike, the Deputy Speaker stated that the indigenes must be interested in the peace of the region because it’s the only way to sustain Ezeife’s legacies.

    Reeling out plans to achieve the much needed peace and progress, Kalu recalled the flag off of the Peace in South East Project, an initiative and a non-political movement that employs the non-kinetic approach to the resolve the problems in a southeast.

    Expressing optimism that his Bill, seeking establishment of Southeast Development Commission which recently passed through first, second and third reading at the House of Representatives will also pass in the Senate for onward transmission to President Bola Ahmed Tinubu for his assent, Kalu also called for support from Nigerians.

    He noted that when the Bill becomes law, reconstruction will commence in Southeast and funds from the Federal Government allocated to the commission will be well utilised for the purposes of rebuilding post war reconstruction that has not been attended to over fifty years.

    He expressed sadness on the demise of the late Okwadike while assuring the delegation of his support and that of his colleagues in the National Assembly to ensure that he’s honoured and given a befitting burial.

    Kalu said, “In recent time the South East has come into the public domain for the wrong reasons. I say wrong reason because Igbo people have what they are known for, anything outside that is a wrong reason, identity. We are proud, courageous people not confused about our identity we know who we are. we build, we don’t destroy, give birth, we don’t slaughter children, we don’t kill our mothers, we don’t kill our brothers, we don’t sacrifice our fathers that was not what our forefathers bequeathed to us. Peace is the only way to make progress and industrialise.

    “You may recall 29th of December we flagged off Peace in South East Project, a non-political movement using non-kinetic approach to the resolution of our problems in a southeast because we are tired of using the sounds of guns and barrels to slaughter South Eastern sons, which has not giving us a lasting solution. We are saying come let’s discuss together let us find alternative resolution to our hydra-headed problems. We are not saying we don’t have problems, we are saying there are other strategic approaches available for the reconciliation, for that rebuilding, for that reconstruction that we’re looking for.

    “The southeast development commission passed the first reading second reading and third reading. A great feat, that didn’t survive the 7th assembly, 8th assembly and ninth assembly. It’s a thing of hope that through that particular platform reconstruction will commence in Southeast. And I’m sure we cross this bridge, destination, the harmony, socio economic integration of the south east will be achieved.

    The infrastructure that will stimulate the economy of the region will come out, if these were not the dreams of our forefathers and the recent general, I wonder what it is. I know dreams do come to pass, big visions are made missions.

    “It’s really sad and painful that few months ago, we lost our dear brother and Elder Statesman. Although it’s difficult to come to terms with his passing, we are grateful for the time he spent on earth and the legacy he left behind. Okwadike’s story demonstrates the limitless success that determination and work ethics can achieve, even in the face of the harshest circumstances.

    He was a man who never let his earlier circumstances in life dictate his eventual status. Growing up, I was thrilled by his drive and capacity to inspire. For me and a good number of us, his achievements and various milestones are matters of courage and supremacy of the human spirit. May his soul rest in peace.”

    Earlier, the delegation led by its Chairman, Chief Okwesilieze Nwodo congratulated Kalu on his emergence as Deputy Speaker, saying that he’s a sagacious and intelligent leader who has discharged his responsibility creditably.

    Soliciting his support for the upcoming burial of the Elder Statesman, Nwodo said, “We felt that the first duty of this National Burial Committee will be to pay a courtesy visit. Not only because you deserve it as our political leader, but because you’re leading us well. We wish to brief you about the plans we are making to honor our late colleague and friend, Elder statesman, Okwadike Igboukwu, His excellency Chukwuemeka Ezeife.

    “We are celebrating his life, we look forward to you and members of the House of Representatives and senate to honour him that day. It will be day of celebration. We want to partner with you, to lead this. We want to inaugurate this committee on Thursday and we hope you will find time to be there.”

    Economy: Our decisions, policy implementation must address people’s needs – Kalu

    …says robust reform measures inevitable in solving current economic challenges

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has said that the country is at a situation where the collective decision of the parliament and the policy implementation of the government must impact Nigerians positively.

    He also said that a large scale reform measures are needed to pull Nigeria out of its current daunting economic challenges.

    To this end, the Deputy Speaker said that the interconnection among the Central Bank of Nigeria (CBN), the Federal Inland Revenue Service (FIRS), the Ministry of Planning, and the Ministry of Finance embodied the holistic approach which must be adopted to address the multifaceted challenges that confronted the nation.

    Kalu’s views are contained in his address at the continuation of the Sectoral Debates of the House of Representatives with the finance sector stakeholders on Tuesday in Abuja, featuring mainly the Minister of Finance and Coordinating Minister of Economy, Mr. Wale Edun; the Minister of Budget and Economic Planning, Abubakar Bagudu; the Governor of Central Bank of Nigeria (CBN), Mr. Olayemi Cardoso and the Executive Chairman of FIRS, Mr. Zacch Adedeji.

    He said: “As we gather in this sectoral debate with the Central Bank Governor, the Chairman of the Federal Inland Revenue Service (FIRS), the Minister of Budget and Economic Planning, and the Minister of Finance, it is imperative to recognise the urgency and importance of the agenda before us. We must also confront the stark realities of the economic, fiscal, and revenue challenges that our beloved nation, Nigeria, is currently facing

    “We are at a pivotal moment where the decisions we make and the policies we implement will impact the lives of millions of Nigerians. The reforms we envisage should not only address the immediate needs but also lay a resilient and dynamic framework that can adapt to future challenges and opportunities.

    “These measures should stimulate growth, foster innovation, and uplift the lives of every Nigerian.

    “The interconnection between the Central Bank, the FIRS, the Ministry of Planning, and the Ministry of Finance embodies the holistic approach we must adopt to address the multifaceted challenges that confront us. Through synergy, we can align our strategies, consolidate our efforts, and amplify the impact of our initiatives.”

    Kalu also stated that in a world of complexities and uncertainties, the path to fiscal integrity is not only a choice but also a necessity, stressing that fiscal integrity will ensure transparency, accountability, and the prudent management of the nation’s resources.

    The Deputy Speaker emphasized that the essence of synergy is further subsumed in their quest for economic stability and growth.

    He reminded the lawmakers and indeed, all the stakeholders that the eyes of the people were on them with high expectations.

    “As we engage in this sectoral debate, let us remember that the eyes of our nation are upon us, looking with hope and expectation for outcomes that will reinforce the pillars of our economy, safeguard our fiscal integrity, and ensure a prosperous and inclusive future for all Nigerians.

    “In the face of numerous daunting challenges facing our constituents, including hunger and worsening inflation, the role of the Parliament is not just of oversight but of active, visionary leadership. It is our responsibility to legislate, debate, and meticulously craft policies that will address these issues head-on. We are called upon to be the architects of reform and the voice of our people”, Kalu said.

    Deputy speaker lauds S/Court for releasing CTC on Kanu’s terrorism trial

    The Deputy Speaker of the House of Representatives, Rep. Benjamin Kalu has lauded the Supreme Court for releasing the Certified True Copy (CTC) of its Dec. 15, 2023 judgment on the detention of Nnamdi Kanu, the leader of the proscribed Indigenous People of Biafra (IPOB)

    In a statement on Wednesday, the deputy speaker said that that the apex court had hearkened to the voice of reasoning.

    Kanu who was earlier arrested in 2015 for alleged terrorism had been in detention while undergoing trial.

    The Court of Appeal, in October 2022, struck out the terrorism charge brought against Kanu by he Federal Government and ordered his released, a decision that was appealed by the plaintiff.

    The apex however, ruled in December 2023 held that the terrorism trial of Kanu should resume at the Federal High Court in Abuja.

    The deputy speaker who initiated Peace In South East Project (PISE-P) which canvasses a non kinetic approach towards resolving the security challenges in the region had earlier called on the to release the documents.

    He also, joined Kalu’s family and lawyers to make a plea to the authorities to take action on the matter especially in the light of the expiration of the 14 days window given by law for signing the document.

    Following the release of the CTC, Kalu lauded the Supreme Court for obliging the request which will go a long way to support the peace project in the region.

    The deputy speaker expressed gratitude to the Army, the Police, the Department of State Services (DSS) and other security agencies for helping to sustain the peace of the south east.

    He also urged the people of the the region not to lose hope, assuring that efforts were being made to secure Kanu’s release.

    The lawmaker charged the people to continue to maintain the peace of the region, saying that the President Bola Tinubu is genuinely interested in the development of the region.

    Kalu commended the people for heeding the call to end the sit-at-home civil disobedience observed on Mondays in protest against Kanu’s continuous detention.

    The legislator charged the people to completely make it a thing of the past as it has not in any measure added to their social wellbeing but rather, crippled the economy of the south east.

    He said that PISE-P is working together with the Federal Government and the governors of the five states in the region to ensure that its pillar of Reconciliation, Rehabilitation and Reconstruction will be achieved to properly integrate the people.

    The Court of Appeal had struct out the terrorism charge filed against Kanu by the Nigerian government and ordered his release from the facility of the State Security Service.

    The government, through the office of the Attorney-General of the Federation, later appealed the court ruling and subsequently obtained an order staying the execution of the court judgment at the Supreme Court.

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has congratulated Nigerians on the successful crossing over to the new year, 2024.

    Kalu in his new year message to Nigerians said that 2024 promises good tidings and economic prosperity for Nigerians, urging the people to keep hope alive.

    The deputy speaker said that the 2024 appropriation bill recently passed by the national assembly will substantially meet the expectations of Nigerians when assented to by President Bola Ahmed Tinubu, believing that the economic conditions of the people will improve tremendously.

    While urging the citizens to renew their hope in Nigeria and show more commitment to development of the country, Kalu thanked the people for their support to the parliament in the year 2023.

    He also commended the security agencies for their sacrifices and untiring efforts to rid the country of insurgency, crime and criminality even as he asked them to be more vigilant and diligent in the protection of lives and properties of the citizenry.

    Kalu urged Nigerians especially the people of the south eastern region to embrace the recently launched Peace In South East Project (PISE-P), saying it was committed to improving the lives of the people.

    Wishing the citizens a prosperous New Year, the Deputy Speaker expressed optimism that Nigeria would come out better and stronger from its current economic challenges.

    “It’s a new dawn. The new year, 2024 is here. I congratulate Nigerians. I appreciate God Almighty His Grace. I enjoin all Nigerians to remain committed to the task of building a strong and virile economy.

    “The new year promises.many good tidings and massive economic developments. Let’s not give up on ourselves. We will come out better and stronger. We will overcome our current challenges.

    “I want to assure Nigerians that the National Assembly is always committed to making good laws that will meet the yearnings of the people.

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has said that his goal for initiating Peace In South East Project (PISE-P) was to foster peace, unity and development in the region.

    It will be recalled that President Bola Ahmed Tinubu through Vice President Kashim Shettima officially unveiled the project at Bende Local Government of Abia State on Friday.

    The initiative ultimately canvasses the adoption of a non kinetic approach to resolving the problem of insecurity in south east.

    A statement signed by Kalu’s Chief Press Secretary, Mr. Levinus Nwabughiogu quoted the deputy speaker as saying that project also aimed at promoting
    reconciliation among communities and individuals affected by past conflicts.

    He said: When I embarked on the South East Project, my vision was clear — to foster peace, unity, and development in our region through a non-kinetic approach. The South East has long been known for its rich cultural heritage, vibrant communities, and enterprising people. Yet, we have faced our fair share of challenges, including socioeconomic disparities, insecurities, political tensions, and occasional conflicts.

    “Our goals in the South East Project are clear. We aim to promote reconciliation among communities and individuals affected by past conflicts. We recognize the need to address the root causes of conflict, including socio-economic disparities and political tensions. Empowering communities is another crucial goal of the project, providing them with the necessary resources, skills, and opportunities for sustainable development.

    “We also believe in the power of engaging youth in the peace-building process. By empowering young people with education, training, and leadership opportunities, we are investing in the region’s future. Inclusivity and social justice are core values we aim to foster, ensuring that all individuals, regardless of their background or circumstances, have equal access to opportunities and resources.

    “It is a comprehensive framework that encompasses various strategies, programs, and projects aimed at addressing the root causes of conflict, promoting reconciliation, and empowering communities.

    “But let us remember that the journey towards peace is not a destination. It is an ongoing process, one that requires our unflinching commitment and dedication. We must continue to foster inclusivity, promote social justice, and empower our youth. We must invest in education, healthcare, and infrastructure.     Employment: Reps introduce apprenticeship scheme bill

    A Bill for national apprenticeship scheme has been introduced in the House of Representatives.

    The bill was read during plenary which was sponsored by the deputy speaker of the House of Representatives, Hon. Benjamin Kalu.

    The bill according to the sponsors is aims at giving a legal framework for the institutionalization of the apprenticeship scheme.

    The National Apprenticeship Scheme is a technology driven dual apprenticeship model designed to blend theoretical education with hands-on practical training.

    Kalu had during a courtesy call on him by Bildup Integrated Services (Bildup Africa) led by its Chief Executive Officer (CEO), Chibuike Aguene last month mulled the enactment of a law to formalize the scheme.

    “At the 10th House of Representatives, we anchor our legislative activities
    on the core principle of participatory governance. We are laser-focused on
    delivering a regulatory environment that only supports entrepreneurship
    development but also encourages commerce and facilitates the growth of
    the economy. It is in this vein that I acknowledge the calls for supporting
    legislation that institutionalizes the newly designed National Apprenticeship
    Scheme.

    “Our legislative process is open to constructive dialogue, and we welcome
    your insights and recommendations. Together, let us work towards a bill
    that bridges the huge skills gap replete across the country while being the
    igniting point for an industrial revolution that Nigeria so dearly needs”, Kalu had said.

    While commending a piece of technological initiative by the Bildup Integrated Services to encourage the apprenticeship system and boost skills acquisition, Kalu also pledged to sponsor 3000 youth across the federation in the first phase of the apprenticeship system to be championed by the Services in various areas of skills acquisition.

    Others bills introduced yesterday by the House also sponsored by Kalu included National Eye Centre Act (Amendment) Bill; National Ear Centre Bill, 2023; National Securities Agencies Act (Repeal and Enactment) Bill and National War College Act (Amendment) Bill, 2023.

    Two bills, the National Apprenticeship Scheme bill and another one to allow for more national languages outside English as Nigeria’s lingua franca are in the works and may soon debut in the House of Representatives for debate.

    The bills are ultimately contemplated to give a legal framework to the idea of creating more skills and employment for the teeming unskilled youthful population.

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu mulled the novel ideas while meeting with the management team of Bildup Integrated Services (Bildup Africa) led by its Chief Executive Officer (CEO), Chibuike Aguene during a courtesy visit over the weekend.

    National Apprenticeship Scheme is a technology driven dual apprenticeship model designed by Bildup, to blend theoretical education with hands-on practical training.

    Kalu who bemoaned Nigeria’s huge population of unskilled youth, said that the apprenticeship system currently practised mostly in South East as “Igba-Boi” where someone undergoes a training in a particular craft or vocation for an agreed number of years and later gets settled by his employer will be institutionalized through a legislative intervention.

    He said that the idea was in line with the Renewed Hope agenda of President Bola Ahmed Tinubu who is commited to creating more employment opportunities for the citizens especially the youth.

    The deputy speaker who commended the acquisition of academic certificates however said it was not enough without a commensurate skill.

    He referenced countries like Germany and China with less emphasis on certificates, saying that they have impacted the world with more practicable skills.

    Reacting to a piece of technological initiative by the Bildup Integrated Services to encourage the apprenticeship system and boost skills acquisition, Kalu said that efforts are being made to make the three major languages of Igbo, Hausa and Yoruba official to encourage the apprenticeship system.

    He reasoned that many youth communicate better in their mother tongues when learning a skill than using English as the nation’s lone official language.

    While commending the technology, Kalu pledged his support to the initiative, assuring the sponsorship of 3000 youth across the federation in the first phase of the apprenticeship system to be championed by Bildup Integrated Services in various areas of skills acquisition.

    He said: “I would like to express my gratitude for your contributions to skills training, apprenticeship, and entrepreneurship development in Nigeria and the African continent as a whole.

    “Your commitment to skills development and entrepreneurship aligns with our nation’s aspirations for economic growth, job creation, and empowerment of our youth.

    “I applaud your organization for working on this timely and nationally important National Apprenticeship Scheme.

    “An institutionalised dual apprenticeship system will act as a conduit, offering a real-world application of the skills acquired through theoretical education. It serves as the vital bridge that
    transforms academic knowledge into practical expertise, ensuring
    that individuals not only grasp theoretical concepts but also gain
    hands-on experience relevant to the demands of their chosen fields”, he said.

    Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has said that Reps will, through legislative interventions, support the Minister of the Federal Capital Territory, FCT, Nyesom Wike to improve social infrastructure and achieve food security in the nation’s capital city.

    Kalu made the pledge on Monday when a delegation from Kuje Interfaith Forum led by a co-convener and Senior Pastor, Kings Palace Church Int’l, Kuje-Abuja, Sam Ogbodo paid him a courtesy visit.

    The delegation featured a select leaders of the Kuje Inter-faith Forum, an organization of multi ethnic, multi cultural and ethno-religious body committed to the pursuit of peace, peaceful coexistence, religious tolerance and development in Kuje municipality.

    The group had requested the intervention of the House to provide the Kuje community with basic social amenities such as road, amongst others.

    The Deputy Speaker who expressed delight in the unity that existed amongst the residents of the community, said that their request was in line with the Renewed Hope agenda of President Bola Ahmed Tinubu.

    He said: “I really appreciate you for setting up this structure, and I’m promising you that we are going to work with you, to make sure some of the concerns that you raised here today, which are in line with the concerns of Mr. President in Renewed Hope Agenda, which we are aware, involves reforming the economy to achieve a sustain inclusive growth, strengthening national security to promote peace and prosperity, boosting agriculture for food security, unlocking Energy and Natural Resources for sustainable development of the country, enhancing infrastructures, which includes your need for water, which includes you road network that you are looking for. These have been captured by the renewed hope agenda of Mr. President.

    “As a Parliament, we have decided that though we are three arms of government, we are one government. The national objective of the executive is the national objective of the legislature. And so we are going to give support to the executive to be able to achieve those agenda they set to achieve for the country.

    “That is why our legislative agenda which we unveiled last week, captured all those issues Mr. President advocated in his renewed hope agenda. And your demands are also in our legislative agenda.

    “This is my way of saying, you have come to the right place to lay your concerns. Mr. President believes that, if we enhance our infrastructure, which is what you’re seeking for, they will serve as catalysts for growth of not only of Kuje, of FCT, but of Nigeria, and I know the Minister in charge of FCT, he believes in enhancing infrastructures; that, I am sure of, and that I know, that he is going to transform, he is going to interpret the renewed hope agenda as it affects infrastructure in the FCT.

    “And you know that, the House of Representatives is there, like the House of Assembly for FCT. So, we are going to give the Minister as well, a great support, to take care of the needs of those from your district, the Kuje districts”.

    Earlier, the co-convener, Pastor Ogbodo pleaded that Kuje Area Council should be linked to the pipe-borne water supply system obtainable in Abuja Municipal Area Council and Gwagwalada Area Council, saying, “this will greatly help in improving the health of our people.”

    Deputy Speaker, Kalu calls for more female representation in Legislature

    The Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, has called for better empowerment of women in politics, especially as members of the Legislature.

    Kalu also stated that African countries must make democracy adaptive to their peculiarities and not “copy and paste” governance systems of foreign countries.

    The Deputy Speaker made this known in Abuja on Monday when he received a delegation of female members of the Federal Parliament of Somalia on behalf of the Speaker, Hon. Abbas Tajudeen.

    The delegation, led by the Chairperson of the Parliamentary Caucus, Sahur Haji Ulusow, was drawn from both chambers of the bicameral Somali parliament, namely Upper House (Senate) and a Lower House (House of the People).

    Kalu, while receiving the female Somali lawmakers, said there are parliamentary experiences Nigeria and Somalia can share.

    The Deputy Speaker, at the meeting facilitated by the United Nations Population Fund (UNFPA), noted that while the Federal Parliament of Somalia had 54 female members, Nigeria’s House of Representatives had only 16.

    Kalu, however, noted that 13 of the 16 female members of the House are chairing various committees.

    “Let me say that this is a new dawn in Africa – a new dawn because we have seen the need to build our democracies from where they are to where they ought to be,” he said, while appreciating the “mind-set of doing a comparative analysis” of democratic and parliamentary systems.

    The Deputy Speaker added: “So, the best place to learn; the best place to compare with remains the people that share similar culture, histories, political experiences and challenges. So, I want to commend the United Nations for picking Nigeria as the right place for this comparative analysis and knowledge sharing to be conducted, with the Somali Parliament.”

    Kalu stated that the visit by the female Somali parliamentarians had “inspired the hope that democracy has come to stay in Africa.”

    He also stated that African countries “understand each other better than the rest of the world.”

    The Deputy Speaker said the exchange would allow Nigeria and Somalia to share experiences on how they overcame the challenges both countries had in common.

    Kalu also noted that with the high number of women in the Somali Parliament, “our gender equality and inclusiveness formula needs to be rejigged in Nigeria.”

    He added: “We have only 16 and you have 54. It is a challenge. But you have to copy us in another regard, which is that you have 54 but only three are chairing committees. We have 16 and 13 are committee chairmen.”

    While noting that Nigeria and Somalia have similar humanitarian issues, the Deputy Speaker recalled how the National Assembly created several standing committees as legislative interventions.

    Kalu also noted that both countries have similar security challenges, stating that, “Insecurity is impeding our development (in Africa).”

    The Deputy Speaker urged the Somali Parliament to consider legislative interventions on issues, beyond legislation and law making. “We call it legislative diplomacy – using the back door and channels to resolve issues. It has helped us,” he said.

    While describing the exchange programme as “a step in the right direction by the United Nations,” Kalu proposed the establishment of a Nigeria-Somalia friendship association for more exchanges and comparison of notes.

    The Deputy Speaker also told the Somali delegation of the Legislative Agenda usually designed by every National Assembly, which encapsulates all the national objectives.

    Earlier, Ulusow, who led the female lawmakers, said the visit to Nigeria was to exchange ideas with the Nigerian Parliament. She noted how legislative seats are reserved for women in Somalia, making them to constitute not less than 10 per cent of the Somali parliament.
