    The United Nations Under-Secretary-General for Political Affairs, Jeffrey Feltman has said the destructive Boko Haram insurgency group is currently plagued by financial difficulties, but shouldn’t be undermined as it remains a serious threat to the peaceful co-existence of their immediate dormains.

    Feltman stated this while briefing the Security Council on the UN Secretary-General’s Fourth Report on the threat the group poses to international peace and security efforts to “check and roll it back” on Tuesday

    The UN envoy also noted that Boko Haram was under intense military pressure, but warned against undermining its capacity to launch fatal attacks.

    ISIL-affiliate Boko Haram is attempting to spread its influence and commit terrorist acts beyond Nigeria.

    And Boko Haram remains a serious threat, with several thousand fighters at its disposal.

    It is, however, plagued by financial difficulties and an internal power struggle, and has split in two factions,” Feltman said.

    While the previous reports on the subject had focused on South East Asia, Yemen and East Africa, Libya and Afghanistan, the fourth report focused on Europe, North Africa and West Africa.

    It noted that ISIL had conducted a range of attacks in Europe since declaring in 2014 its intent to target the region.

    Some of these attacks were directed and facilitated by ISIL personnel, while others were enabled by ISIL providing guidance or assistance or were inspired through its propaganda, it said.

    The report stated that while the military offensive in Libya had dislodged ISIL from its stronghold Sirte, the group’s threat to Libya and neighbouring countries persists.

    Its fighters, estimated to range from several hundred to 3,000, have moved to other parts of the country.

    ISIL has increased its presence in West Africa and the Maghreb, though the group does not control significant amounts of territory in the region.

    The reported pledge of loyalty to ISIL by a splinter faction of Al-Mourabitoun led by Lehbib Ould Ali may elevate the level of the threat.”

    Following the increased military pressure, Feltman said ISIL is now on the defensive militarily in several regions, but was also adapting to military pressure by resorting to covert communications such as the ‘dark web’.

    Although its income and the territory under its control are shrinking, ISIL still appears to have sufficient funds to continue fighting,” he warned.

    Feltman noted that ISIL relies mainly on income from extortion and hydrocarbon exploitation, even though resources from the latter are on the decline.

    According to him, UN Member States are concerned that ISIL will try to expand other sources of income, such as kidnapping for ransom, and increase its reliance on donations.

    ISIL is adapting in several ways to military pressure, resorting to increasingly covert communication and recruitment methods, including by using the ‘dark web,’ encryption and messengers,” he warned.

    The report also noted some of the measures taken by Member States and the UN, stressing the need to develop sustained and coordinated responses to the grave threat posed by ISIL and associated groups and entities.

    Feltman said that there were 19 universal counter-terrorism conventions and protocols, as well as related regional instruments on international terrorism, and relevant UN General Assembly and Security Council resolutions.

    But we need to do more, as Member States continue to face significant challenges to ensure effective international cooperation,” he said.

    He warned that foreign terrorist fighters leaving the conflict could pose a grave risk to their homeland or to the countries they are travelling to or transiting through, such as Iraq and Syria’s neighbours, as well as countries in the Maghreb.

    Ultimately, it is the spread and consolidation of peace, security, development and human rights that will most effectively deprive terrorism of the oxygen it needs to survive,” he concluded.

    Governor Kashim Shettima of Borno State has ordered security operatives to arrest any of three biological children should be investigated and found having links with the dreaded Boko Haram group that has terrorized the state for close to five years now.

    The governor also pledged continued support to security agencies and local vigilante even as he expressed condolences to families of Boko Haram victims.

    TheNewsGuru.com reports that the governor’s reaction was coming after the Theatre Commander of Operation Lafiya Dole, Maj. Gen. Lucky Irabor, disclosed that the Nigerian Military arrested two prominent politicians and a traditional ruler during a raid in Borno State.

    Speaking in a 7-minute video broadcast on Thursday, Shettima said: “My dear brothers and sisters, the people of Borno State, in recent days and weeks, we have come under renewed attacks which horribly remind us, that our security challenges are still longing.

    “It is regrettable that this upsurge in cowardly suicide attacks came not long after the patriotic military forces of this country recaptured Sambisa Forest which used to be the operational zone of the Boko Haram terrorists.

    “It was from Sambisa that these mass murderers used to train, prepare and launch bold attacks on our communities.

    “Our gallant military and other security agencies have now denied them the use of their former high command.

    “However, we must remind ourselves that the recapture of Sambisa Forest and the flushing out of the terrorists from most of their former enclaves does not mean that our struggle is over. Instead, the terrorists have resorted in their usual cowardly fashion, to stepping up attacks on soft targets.

    “Cowardly and vile attacks such as these on schools, places of worship, markets and other soft targets are signs of the terrorists’ weakness and of their desperation to tell their terror co-travellers around the world, that they are not yet finished.

    “In this criminal endeavour, they resort to the use of teenagers and children as young as seven years.

    “More recently, they even strap babies on the back of their recruits in order to slip through our security dragnets.

    “They also use hard drugs on these innocent children who do not know what they are doing when they kill their own parents, relations, and fellow countrymen and women. Many precious lives have been lost, hundreds of citizens including school girls were abducted; many more people have suffered serious injuries as a result of these senseless acts of bloodthirsty enemies of peace.

    “I once again extend my deepest condolence to the families of all those who have lost loved ones or suffered injuries due to these cowardly attacks. We pray to Almighty God for the repose of the souls of those who lost their lives and for the quick recovery of those who suffered injuries.

    “In the midst of our pain in these trying times, we must acknowledge the support of international and local humanitarian agencies, development partners and credible NGOs for standing by the good people of Borno State through thick and thin.

    “Even though we are all saddened by episodes of attacks, as your Governor, I assure you that I serve with a constant reminder that the number one basis of Government is the protection of innocent lives and property.

    “I know the weight of my duties and the oath I took before you and God. With your mandate, I have the privilege of first hand security reports and I can share with you, that for every vile attack that the terrorists were able to carry out on innocent lives, many more were stopped by our gallant security agencies, our Civilian JTF, vigilantes and hunters.

    “As we know, the intention of terrorists is to demoralize us, make us to live in fear and prevent us from going about our normal lives and worshipping our God in ways that differ from their ungodly violence.

    “We will not allow them succeed in their wish to make us live in the permanent slavery of fear, infact, they have failed in their mission because together, we have said no to them and in saying NO, we must not let them cause us any more harm.

    “The Government of Borno State will continue to provide the necessary support to our gallant military and security agencies and volunteers in their patriotic effort to restore peace and security in our ancestral land.

    “We will continue to take preventive measures by working with community leaders across ethnic and religious divides in all our 27 local government areas to increase community policing. We all have roles to play.

    “I know that majority of you, the good people of Borno State, have remained sincerely committed to fighting this insurgency. I have met parents who exposed their insurgent biological children and handed them over to security forces to face justice.

    “I know that insurgents and their allies often hide their identity so well that good citizens may innocently associate with them.

    “But the bold patriotism of parents who turn in their children has always strengthened our resolve; this is why I strongly say to security agencies, that anyone factually suspected of despicable links with the Boko Haram and other criminals should face justice even if that person happens to be one of my three biological children.

    “Support for insurgents is a crime against humanity. I have met parents who encouraged their children to join the Civilian JTF and risk their lives to fight insurgents. I have even met parents who remained contended and proud even after their sons died fighting under the Civilian JTF. I have seen elderly men and young girls organize themselves to join the fight as vigilantes and the Civilian JTF.

    “I know the sacrifices many citizens have made and it is because of your devotion that I am urging all the people of Borno State to rise up as one and increase our community vigilance, especially around soft targets.

    “We must remobilize ourselves and step up vigilance and community policing around all our population and community centres like mosques, churches, markets, schools, hospitals, shopping complexes, football fields, social gatherings and motor parks.

    “We must watch out for strange and suspicious faces, not for the purpose of taking the law into our hands but for reporting these suspicious persons to the nearest security agents for prompt action.

    “I urge you, the good people of Borno State, not to despair but to rise as one and stand up to this murderous gasp of a dying insurgency.

    “I believe God is with the non-violent.

    “May He crown our efforts with the quick rescue of all our citizens still in captivity and May He grant us enduring peace and prosperity!

    “God bless you,” the Governor stated.

    Muhammad Abubakar, a 31 year-old Boko Haram insurgent on Thursday said his hand and leg were chopped off because he was planing to surrender and quit the battle in Sambisa forest.

    Abubakar disclosed this to newsmen in Maiduguri during briefing organised by Major-General Lucky Irabor, the Theatre Commander, Operation Lafiya Dole, to update journalists on ‘Operation Rescue Finale’.

    Abubakar said he was punished because his decision to renounce his membership of the group and embrace peace.

    “I had told a friend, Hassan Dan-Guduma, that I was going to surrender as the movement had no meaning to me anymore.

    “Hassan Dan-Guduma initially bought my idea but later betrayed me. Shortly after our discussion, he went and came back with three others whom I am sure he must have told them about our plan to surrender.

    “They said I was planing to exposed them to the Nigerian Government, so they did all this to me.

    ”After they chopped off my right hand and left leg, they threw me into a culvert where I was left struggling, until soldiers came and rescued me.

    ”All I can say is that all we had been told by Boko Haram leaders were lies and misleading. I never joined them to kill anyone,” he said.

    Major-General Irabor said Abubakar was still undergoing interrogation.

    “You can see what they did to one of their own because he decided to quit,” said Irabor.

  • Customs donate unclaimed N9.7bn helicopters to NAF to fight Boko Haram

    The Nigeria Customs Service (NCS) has handed over a two civil model Bell Helicopters transported into the country by yet to be identified person/company which was subsequently seized at the Murtala Muhammed Airport, Lagos, on November 7, 2016, to the Nigerian Air Force (NAF) to assist in the fight against insurgence.

    TheNewsGuru.com reports that the helipcopters were forfeited to the NCS after several weeks that it was unclaimed.

    Customs Area Controller, Mr. Frank Allanah, who made the disclosure on Friday, put the import duty value of the helicopters and their accessories – 23 packages weighing 11,475 kg – at N9,757,135,240.86k.

    He said the choppers have been handed over to the Nigerian Air Force (NAF) to assist in fight against the Boko Haram insurgency in the Northeast.

    The service explained that the unknown importer failed to produce end user certificate from the office of the National Security Adviser (NSA) in contravention of Section 36 (2) of the Customs and Excise Management Act.

    Allanah added that the helicopters were flown in as a consignment with Airway Bill Number 17232444403 through the airport in Lagos.

    He recalled that oficials who examined the consignment found two civil models 412 EP of serial numbers 36608 and 36606 Bell Helicopters respectively, in standard configuration.

    The choppers were impounded and detained at the Skyways Aviation Handling Company Limited (SAHCOL) pending fulfillment of all legal requirements for the importation which the owners never failed to produce.

    The first lady, Mrs Aisha Buhari, has commiserated with the families of victims of the erroneous bombing in Rann, Kala Balge Local Government Area of Borno by the Nigeria Air Force fighter jet.

    This is contained in a condolence message by her Special Assistant on Media, Adebisi Olumide-Ajayi, in Abuja on Wednesday.

    “My thoughts are with the victims and families of the deceased and my fervent prayer is that God gives them the fortitude to bear the loss.”

    She also prayed for almighty God to continue to guide the armed forces and the citizens in their bid to rid Nigeria of terrorism.

    “Being deeply involved with IDPs and having shared both sad and happy moments with them through my NGO, Future Assured, I feel really pained by this unfortunate incident”, Mrs Buhari stated.

  • Army condoles with UNIMAID over death of Professor, 4 others in suicide attack

    The Nigeria Army on Monday condoled with University of Maiduguri (UNIMAID) over the death of Prof. Aliyu Mani, the Director of Veterinary Medicine and four others who were killed by a suicide bomber in a Mosque.

    The News Agency of Nigeria (NAN) reports that the incident occurred around 5.45 a.m. on Monday at the senior staff quarters Mosque of UNIMAID.

    Brig.-Gen. Victor Ezugwu, the General Officer Commanding (GOC) 7 Division of the army, gave the condolence when he visited the scene of the blast on Monday in Maiduguri.

    He said “we are here to sympathise with you on this ugly and sad incident and we want you not to be deterred in your endeavours.”

    Ezegwu added that the seven-year-old who perpetrated the act did not know what he was doing, stressing that “this is a boy that when you ask him to put his hand in fire, he cannot do it talks less of detonating himself with an IED.

    “We want to appeal to the Muslim community not to be deterred. Same incident like this had occurred in Damboa where Muslims were jam-packed and a suicide bomber detonated his explosive.

    “But I told them that this is the spirit; the Boko Haram terrorists want to scare you away. They want us to be afraid, they want us to live in fear.

    “The same thing happened here. We shouldn’t let this affect our faith and trust in God.

    “We are going to speak with the civilian JTF and the security; we also want to look at the factors that led to this ugly incident with a view to forestalling future occurance.”

    Meanwhile, Alhaji Muhammad Tanko, the Director, Public Relations of the university, said “all exams and classes had been suspended because of the ugly incident.”

    NAN recalls that Mani was the second Professor from the Faculty of Veterinary of the university that was killed by Boko Haram attack since the insurgency begun in 2009.

    Born in Katsina town on April 11, 1957, Prof. Mani attended Kayalwa Primary School, Katsina (1964-1970), proceeded to Government College Kaduna (1971-1975) and went to School of Basic Studies, ABU Zaria (1975-1976).

    He got admission into the Faculty of Veterinary Medicine, ABU Zaria and graduated with
    Doctor of Veterinary Medicine (DVM) in 1981.

    He did his NYSC with School of Agriculture in Asaba, worked briefly with Niger Basin Development Authority in Ilorin, Kwara, before he proceeded to University of Maiduguri as Assistant Lecturer, Department of Veterinary Medicine in October 1982.

    The late professor attended the Centre for Tropical Veterinary Studies, Edinburgh, UK,
    (1984-1985), where he got his Masters and later got his PhD in same school and returned to Maiduguri in 1994.

    He was a Fellow of the College of Veterinary Surgeons (2010), Director of UNIMAID Veterinary Teaching Hospital (1997-2000), Head of Department (2005-2010),
    Acting Dean of Vet Faculty (2008-2010).

    Until his death, he was the Director of UNIMAID Veterinary Teaching Hospital.

    He left behind one wife and two children.

  • Nigerian troops recover concealed terrorists’ corpses, grenades

    Nigerian troops have recovered bodies of terrorists, 36 hand grenades and one 12.7 X 108mm round of ammunition concealed by terrorists in the general area of Baga, Kangarwa and Dogonchikun in Borno.

    Brig.-Gen. Sani Usman, a Nigerian Army officer, disclosed this in a statement in Abuja.

    He said the troops of 119 Task Force Battalion of 7 Brigade on Operation Lafiya Dole uncovered the graves of the Boko Haram terrorists.

    Usman said the “shallow graves” contained corpses of terrorists that died after they escaped with gun wounds during an encounter with Nigerian troops on Jan. 13.

    “The troops have continued their patrols by dominating the general area of Baga, Kangarwa and Dogonchikun with a view to intercepting fleeing Boko Haram terrorists,” he said.

  • Why Boko Haram leader, Shekau has not been captured – Nigerian Army

     

    The Chief of Army Staff, Lt. Gen. Tukur Buratai, has explained why Boko Haram leader, Abubakar Shekau, has not been captured despite the recent onslaught on the Sambisa forest.

    According to a report by Daily Trust, Buratai said Shekau and other top Boko Haram commanders fled the forest as they could not withstand the superior firepower of the Nigerian Army.

    When asked about Shekau’s whereabouts, Buratai said: “Your guess is as good as mine because as we are planning, he too was planning. He could not withstand the advancing troops into that location so he moved and we are still going after him.

    As for the items that were recovered in Camp Zero which we strongly believe belong to the terrorists, these were evidence to show that our troops have been there. These criminals that have been staying in that place are no more in that location.”

    Buratai also stated that they hoped to apprehend some key leaders of the insurgent group, but they also escaped.

    It was the expectation when Camp Zero was captured. We even expected to see the Boko Haram terrorists’ key leaders.

    They were able to slip out of that place and move to another location. The forest is very large but we are still searching for them.

    The troops are continuously carrying out clearance operations in other suspected locations.

    But the most important thing is that Camp Zero was the stronghold of the Boko Haram terrorists; it was their main headquarters where we suspected the key leaders were hiding”, he added.

     

  • Cleared Boko Haram suspects reunite with families

    Four persons including 74-year-old Sale Usman, suspected of involving themselves in Boko Haram activities, were on Sunday released by the Nigerian Army and reunited with their families in Yobe, amidst tears.

    Yobe State Government reportedly took delivery of Saleh Usman, 74, Mohammed Ibrahim,61, Ibrahim Bulama,25, and Haruna Musa,18.

    The 7 Division of the Nigeria Army in Maiduguri released the suspects to the Yobe State Government through the State Emergency Management Agency (SEMA).

    Alhaji Musa Jidawa, the Executive Secretary of SEMA, handed over the former suspects to their families.

    He said, “They were cleared by the army and handed over to the Yobe State Government.

    “SEMA in conjunction with the Nigeria Red Cross handed over the released persons to their families.

    “SEMA will, however, take one of the released persons to a psychiatric hospital due to indications of psychological trauma he suffered from,” Jidawa said.

    The released persons were each presented with a bag of rice, millet, vegetable oil, sugar, salt and N10,000 to facilitate their rehabilitation.

    The released persons expressed appreciation to the army for setting them free after establishing their innocence.

    “We are particularly appreciative of Yobe State Government for sending SEMA to pick us at Maiduguri.

    “We were the only people among those released whose government had shown concern about their plights.

    “We are very grateful to the Nigerian Army, the Yobe State Government and all those who stood by our families throughout this trying period,’’Saleh said.

    Hauwa Ibrahim, daughter of Mohammed Ibrahim, said,

    “This is a new dawn for the family; our father has been cleared and released.

    “The assistance and sense of belonging provided by the Yobe State Government through SEMA have given the affected families a true sense of belonging” she said.

     

  • Boko Haram: U.S. donates 8 military-grade tents to Nigerian police

    The United States on Friday donated eight military-grade multi-purpose tents to the Nigeria Police Force to ensure quick restoration of civil authorities in communities liberated from Boko Haram insurgents in Borno.

    Ms Rosalyn Wiese, the Director of the U.S. International Narcotics and Law Enforcement Affairs, presented the items to the Inspector General of Police, Mr Ibrahim Idris, at a ceremony in Maiduguri.

    Wiese explained that the gesture was aimed at supporting the country toward the re- establishment of civil authorities in communities liberated in the North East.

    “The U.S. Government is partnering with the Government of Nigeria to support efforts to deploy additional civilian security particularly the police to the North East Nigeria.

    “The tents are donated to the police because many areas have been ravaged by Boko Haram, many public buildings including police stations and barracks are still being rebuilt.

    “A successful transition to community oriented policing that focuses on working closely with all members of the community is crucial to build trust, establish relationships and improve communication.

    “We are also working with the Nigeria Police to improve training and equipment for its personnel in the North East,” she said.

    She said that the U.S. planned to donate additional equipment and furniture to the police to ensure the restoration of civil authority in the North East.

    Receiving the items, Idris represented by the Assistant Inspector-General (AIG) Zone 12, Mr Yakubu Jubrin, thanked the U.S. government for the gesture and promised judicious usage.
