    Tinubu, Shettima, others to secretly declare assets before May 29

    The CCB has never honoured requests for public officials’ asset declaration information because the guidelines for such disclosure have not been provided in the Nigerian Constitution.

    The Code of Conduct Bureau (CCB) has asked Nigeria’s President-elect, Asiwaju Bola Tinubu; the Vice President-elect, Kashim Shettima and 28 incoming governors to declare their assets before the May 29 inauguration.

    Asset declaration for public officials in Nigeria has been a topic of discussion for many years and is seen as a critical aspect of transparency and accountability in governance.

    Requiring public officials to disclose their assets and liabilities before assuming office can help to prevent corruption and other unethical practices that may result in personal gain.

    A few days ago, it emerged that Nigeria’s president-elect, Bola Tinubu, whose victory in February is being challenged in court, has been keeping part of his wealth in the United Kingdom, where he and his close associates own at least 20 properties.

    It was discovered that the properties were mostly acquired when Tinubu was the governor of Lagos State, according to a report by Organized Crime and Corruption Reporting Project (OCCRP).

    Recall that Tinubu was forced to forfeit $460,000 to the US government in 1993 as proceeds of narcotics trafficking, according to a ruling by a US District Court in Illinois.

    About a year later, Abeeb Holdings Limited, an offshore company registered in Gibraltar with Tinubu as the beneficial owner, purchased Flat 9 at 96-100 New Cavendish Street in London.

    Tinubu’s connection to Abeeb Holdings Limited was revealed through the Register of Overseas Entities, a new measure designed by the UK to disclose the true owners of offshore firms that hold property in the country.

    His son, Oluwaseyi, is the main shareholder of Aranda Overseas Corporation, an offshore company that bought a controversial US$10.8 million U.K. property in 2017.

    “If there are reasonable grounds to suspect these assets were bought with criminal funds, then they should be investigated,” the head of research and investigations at Transparency International UK, Steve Goodrich said.

    He added: “Owning a home via an offshore company has seldom made much sense except for securing secrecy”.

    Apart from the incoming president, his vice and governors, other public officials expected to declare their assets include ministers, senators-elect and Reps-elect who would be sworn-in on June 5.

    The Asset Declaration Form (ADF) is usually filed with the Bureau which is responsible for verifying the information provided by public officials.

    However, despite the Freedom of Information Act and President Muhammadu Buhari’s commitment to the membership of the Open Government Partnership, the CCB has never honoured requests for public officials’ asset declaration information because the guidelines for such disclosure have not been provided in the Nigerian Constitution.

    A source at the CCB told this newspaper that the Bureau expects that the National Assembly would provide the guidelines before such information can be released to the public.

    “It is not that the CCB is not willing to give information to applicants. The National Assembly is yet to give any guidelines,” the source said.

    The chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Bolaji Owasanoye, said requesting public officials to declare their assets without making the information public is a clog in the wheel of progress towards curbing corruption in the country.

    “Publicising asset declaration will assist the whistle-blowing policy and our work. We have not been able to take full advantage of asset declaration because of the opacity around it. If somebody lied about his or her assets, he or she can be found out by just the opening of the page where it has been published,” Owasanoye said.

    Similarly, a public affairs analyst Victor Anya, said: “The framers of the Code of Conduct  Bureau erred by requesting public officials to declare their assets at the time of entering into public offices without a corresponding demand on them to do same when leaving office”.

    As Nigeria’s election tribunal is set to begin hearing opposition petitions challenging president-elect Bola Tinubu’s victory on Monday, the Minister of State for Labour and Productivity, Festus Keyamo, has warned that calling for a speedy determination of the petitions before May 29 may be counterproductive.

    The Independent National Electoral Commission had announced Tinubu of the ruling All Progressives Congress party as winner of the election, defeating his closest rivals Atiku Abubakar of the People’s Democratic Party and Labour Party’s Peter Obi, who alleged fraud and have launched a court challenge.

    The hearing on May 8 will be before Court of Appeal judges, who constitute the tribunal, but Keyamo said on Sunday that those calling for the determination of the Election Petitions before the swearing-in ceremonies on May 29th are either ignorant or mischievous.

    “Those who think by such a call they are doing the Petitioners any good, do not realise that they are, in fact doing a great harm to the cases of the Petitioners,” the Minister said.

    According to him, it is the Petitioners who need more time to prove their cases and not necessarily the defendants and the cases files cannot be determined before May 29th because of the time given by the rules for parties to file their Notices of Appeal and exchange their briefs.

    “It is more arduous to prove an Election Petition than to defend it…The rules of Election Petitions do not allow Petitioners to prove their cases piecemeal. A Petitioner cannot pursue a single point up to the Supreme Court and after losing, return to the Tribunal or Court and say he/she/it wants to now prove other aspects of the case.

    “The advocates of pre-May 29th determination of the Election Petitions are doing the cases of their Principals (the Petitioners) great harm. They should realise that just as we say ‘justice delayed is justice denied’, we also say ‘justice rushed is justice crushed’,” Keyamo said.

    Under Nigeria’s electoral laws, the first day of hearing will see candidates’ lawyers agree on the witnesses and evidence to be used during the proceedings.

    While Atiku and Obi are asking the tribunal to invalidate Tinubu’s victory on the ground that the election was fraught with irregularities, among other criticisms, Tinubu, who is set to be sworn in on May 29, says he won “fair and square” and wants the petitions dismissed.

    Although there have been numerous legal challenges to the outcome of Nigeria’s presidential elections in the past, none has been successful.

    Obi who previously reclaimed his “lost mandate” from the 19 April, 2003 governorship election in Anambra State through the court says he is confident the process will yet again deliver him victory.

    More revelations have surfaced indicting Nigeria’s President-elect, Bola Ahmed Tinubu, of perjury when he stated in the INEC EC9 declaration form submitted to the Commission that he has not obtained any other citizenship.

    A photo of a Guinean passport purportedly issued to Tinubu on October 6 2015, has been circulated on social media, along with a copy of his declaration stating that he had not in the past voluntarily acquired the citizenship of any other country, nor changed his nationality.

    The new revelation has further cast a shadow over Tinubu’s inauguration billed to hold in less than five weeks, as the controversies surrounding his personality are brought to the fore.

    Section 137 (1) of the 1999 constitution as amended states that a person shall not be qualified for election to the office of President if he has voluntarily acquired the citizenship of a country other than Nigeria or, except in such cases as may be prescribed by the National Assembly, he has made a declaration of allegiance to such other country.

    A popular Nigerian investigative journalist and activist, David Hundeyin, who also shared the documents, claimed that Tinubu was issued with a diplomatic Guinean passport but lied under oath in his form that he had not obtained any other citizenship.

    “But he has Guinean citizenship, with his Guinean passport stating clearly that he was born in Nigeria – which means he obtained Guinean citizenship. This is perjury. Lying under oath,” he said.

    Perjury is the intentional act of swearing a false oath or falsifying an affirmation to tell the truth, whether spoken or in writing, concerning matters material to an official proceeding.

    A diplomatic passport is used by high-ranking government officials to travel internationally with more ease and is usually tightly restricted to accredited diplomats.

    The holder of this type of passport can cross international borders while bypassing a lot of the typical travel regulations that regular passport holders must follow.

    A Google policy fellow, Ebuka Eze, said the revelation that Tinubu holds dual citizenship with Guinea Conakry, which he never disclosed, raises significant concerns about his eligibility to hold the hallowed office of the President.

    “This is not only a violation of the Nigerian constitution but also a betrayal of the trust of the Nigerian people. Undivided loyalty to one’s country is a fundamental requirement for anyone seeking to hold public office, especially the highest office in the land,” he said.

    Eze added that as a public figure, Tinubu has a duty to disclose “ALL relevant information about himself, particularly when it comes to issues that may affect his eligibility for office. The office of the President is one of utmost good faith, not mere bona fide!”

    Other Nigerians are calling for the issue of Tinubu’s dual citizenship to be thoroughly investigated and addressed by the authorities, to ensure that section 137 of the Nigerian constitution which seeks to ensure that the President of Nigeria is not in a position to be unduly influenced by any foreign power, is preserved.

    Tinubu and his media team are yet to react to the fresh allegation.

    Previous controversies surrounding Tinubu

    Tinubu, a former Governor of Lagos State had been accused of inconsistencies about his place of birth, age, academic certificates, business deals and the circumstances that led him to forfeit the sum of $460,000 to the government of the United States of America, USA, over drug trafficking allegations in 1993.

    Tinubu was also dragged to court by the Code of Conduct Bureau over an allegation that he operated foreign accounts during his term in office between 1999 and 2007, contrary to Nigerian laws.

    A Nigerian chartered accountant, Dapo Apara, in 2020 also accused Tinubu, a consulting firm, Alpha-Beta, and a former Lagos State commissioner, Akin Doherty, of money laundering, fraud, tax evasion and other corrupt practices.

    In the months leading up to the February 25 presidential election, there were numerous videos of Tinubu’s supposed gaffes during campaign rallies and public meetings, and many Nigerians expressed concern that he did not have the physical or mental strength required to administer the office of the president, a factor that could have disqualified him from contesting according to the provision of Section 137 (C).

    My fellow Nigerians,

    I am profoundly humbled that you have elected me to serve as the 16th president of our beloved republic. This is a shining moment in the life of any man and affirmation of our democratic existence. From my heart, I say thank you.

    Whether you are Batified, Atikulated, Obidient, Kwankwasiyya, or have any other political affiliation, you voted for a better, more hopeful nation and I thank you for your participation and dedication to our democracy.

    You decided to place your trust in the democratic vision of a Nigeria founded on shared prosperity and one nurtured by the ideals of unity, justice, peace and tolerance. Renewed hope has dawned in Nigeria.

    We commend INEC for running a free and fair election. The lapses that did occur were relatively few in number and were immaterial to the final outcome. With each cycle of elections, we steadily perfect this process so vital to our democratic life.

    Today, Nigeria stands tall as the giant of Africa. It shines even brighter as the continent’s biggest democracy.

    I thank all who supported my campaign. From President Buhari who adeptly led my campaign as its chairman, to my Vice Presidential Candidate, Senator Kashim Shettima.

    FACT-CHECK: APC spreads fake news refuting EFCC’s visit to Tinubu’s polling unit

    The Presidential Campaign Council of the All Progressives Party (APC) has launched a propaganda to refute the visit of officials of the Economic and Financial Crimes Commission (EFCC) polling unit 085, ward F, Alausa, Ikeja in Lagos State.

    This is the same polling unit where the presidential candidate of the party Bola Ahmed Tinubu cast his vote at 11:05am, even though he had voted at polling unit 047 also in Alausa Ikeja during the 2019 general election.

    TheNewsGuru.com (TNG) reports that a team of officials from the EFCC stormed both polling units on Saturday morning after operatives of the Lagos Zonal Command of the Commission recovered N32.4 million allegedly meant for vote buying on the eve of the election.

    The EFCC operatives arrived PU085 at about 9am wearing vests branded with the Commission’s logo and acronym in the full glare of journalists, observers and voters and left after a brief inspection of the venue.

    However, in an attempt to twist facts, the APC has now branded reports of the visit as “fake news” and urged the public to disregard it.

    “Please disregard the fake news that there are EFCC agents at Tinubu’s polling unit,” the APC said via its Presidential Campaign Council twitter handle.

    VERDICT: Officials of the EFCC visited PU 085 ward F early on Saturday morning prior to Tinubu’s arrival. The APC presidential aspirant along with his wife Remi, cast his vote at the same polling unit at 11: 05am.

    There are speculations flying around that Vice President, Yemi Osinbajo does not attend the presidential campaign of the All Progressives Congress, APC, presidential candidate, Bola Tinubu because he still hold grudges against the former Lagos state governor.

    Osinbajo has been noticeably absent from Tinubu’s presidential campaigns so far, while president Buhari too has only attended a few.

    Recall that Osinbajo endured a frosty relationship with Tinubu during the APC presidential primaries in 2022, as followers of the latter believed that the Vice President should have backed his political godfather.

    During the APC primaries, some staunch supporters of Tinubu had taggedOsinbajo a traitor, a betrayer and Judas, for daring to stand against the former governor of Lagos State.

    One of such supporters, Tolu Babaleye had said: “This is the week that Judas Iscariot betrayed Jesus Christ in the Christian calendar. Same week Osinbajo betrayed Tinubu. Same week is not a mere coincidence. May God be with Tinubu in Pilates’ Court.”

    Another APC stalwart, Joe Igbokwe, the Special Adviser for Drainage and Water Resources to Governor Babajide Sanwo- Olu, also subscribed to the notion of a betrayer.

    However, National President of Arewa Youths Consultative Forum, AYCF, Yerima Shettima is not happy with both president Buhari

    He said “Is this how we will pay Asiwaju for helping to lift us up? This monumental betrayal has no part 2. I am totally diminished as a mortal who understands very well the meaning and the power of loyalty,” he said then.

    Speaking on Osinbajo’s absence, the AYCF President, Shettima, said Tinubu does not deserve the kind of treatment he gets from President Muhammadu Buhari and Osinbajo.

    Shettima accused Osinbajo of holding grudges against Tinubu since his defeat at the APC presidential primary election.

    He said Buhari and Osinbajo should come out boldly if they are against Tinubu.

    He told DAILY POST: “It’s very unfortunate that in recent times things have not been going well; however, Tinubu does not deserve what he’s getting from Osinbajo and Buhari; no matter how bad it is, he has paid his dues and has stood by them. He deserves better than the support they are giving to him.

    “If they are truly with him, they should demonstrate it; if they are not, then they should openly come out and say so. When Obasanjo was in power, in 2006, we could see his body language on how he worked day and night to stand by Yar’ Adua.

    “He had gone out of his way to campaign for the presidential candidate. Even in the absence of the presidential candidate, Obasanjo was moving around campaigning because he was willing to ensure that his successor came into power.

    “This time around, the President and the Vice President are sitting on the fence, even the governors are not sincere.

    “Some of these APC governors are not sincere, that is why it would be difficult for the APC presidential candidate, Tinubu, to rely on these governors, they may disappoint him because theirs is to negotiate even with the opposition. He should go down, liaise and be discussing with Nigerians, CSOs, and organisations and not rely on governors.

    “Tinubu has less than five governors with him, the others are just supportive. The earlier he moves and changes strategy, the better for him.

    “His running mate, Shettima should move and do better than he’s doing in the Northern part of this country; people are not feeling his impact. The 2023 election has gone beyond propaganda.

    “There is a crack in the APC because Osinbajo has never campaigned, he has never gone anywhere. He still holds grudges; power is given and taken by God. If truly he’s a man of God, he should have known that what is not yours can never be yours. If it’s not part of his destiny, it can never be his.

    “That was how God wanted it, there is no reason to hold any grudges. Look at what Amaechi, Osinbajo, and others are doing; it tells you there is a crack in the APC.

    “I’m calling on Tinubu to rise up to the occasion and not to over-rely on those governors.

    “He should get down to the people within this short period and see what will happen. If he’s relying on governors, he will be shocked at what will happen. He should change strategy and method by ensuring all his followers are on their feet. For Osinbajo, he has shown that he’s not with Tinubu.”

    Former presidential aide Reno Omokri on Monday led a protest aimed at harassing the All Progressives Congress’ presidential flagbearer Bola Ahmed Tinubu out of London.

    Tinubu is in London to address the British Royal Institute on the 2023 general elections, with a focus on national security, economic and foreign policy imperatives.

    Tweeting about the protest on Monday, he wrote: “Tinubu will never forget the protest we just pulled off at Chatham House. He was disgraced and could not get out of his car. He had to run away. The #HarassTinubuOutofLondon Protest Against Drug Lord Tinubu at Chatham House was a resounding success! We shook the drug lord Asiwaju”.

    However, some Nigerians were quick to spot the message on one of the placards which showed support for Tinubu, and have called him out.

     

    @Tony_OBG tweeted: “Little double-edged protest you carried out with a few number of people literally showed how disorganized, mischievous and confused that you are. The banners held by participants were in favour of Tinubu. How come you still rally for Atiku. @renoomokri pick a side.”

    Another user. Kunle Gazali Sefiu commented: “You were seriously disgraced, they killed your negative intention and overshadowed you and your paymaster”.

    The presidential candidate of the Peoples Democratic Party (PDP), Atiku Abubakar has warned All Progressives Congress (APC) and its presidential candidate, Asiwaju Bola Ahmed Tinubu to focus on their party and stop being nosy about issues in PDP.

    Recall that the Director of Media and Publicity of the All Progressive Congress Presidential Campaign Council, Bayo Onanuga, on Friday, mocked the PDP over its lingering internal crisis.

    APC said “Once again, another bid for the presidency of our country by former Vice President, Atiku Abubakar is slipping away. This is unraveling before our very eyes even before the Independent National Electoral Commission (INEC) blows the whistle for the electioneering campaign. His party, the Peoples Democratic Party (PDP) is in disarray. The signs are just too ominous for Waziri Adamawa with the report by the Economic Intelligence Unit predicting another trashing for him in the forthcoming polls.

    “After violating his party’s code for power rotation between the north and south and grabbing the PDP ticket without a modicum of sensibilities about our national ethos, Alhaji Atiku is now faced with the karma of his inordinate ambition”.

    In his reactions, Atiku  through a statement by his Media Adviser and Publicity of his Presidential Campaign Council, Paul Ibe described Tinubu and his APC teammates as busy bodies.

    Atiku advised the APC to solve the problems confronting the country rather than poke its nose into the affairs of another party.

    The statement reads in part, “Well, since the APC Presidential Campaign Organization seems to have woken up from their state of hibernation, it is good to remind them that there are pending questions about the social and educational history of their candidate that Nigerians want answers to.

    “We shall be kind enough to remind the APC that when, in the next few days, campaigns begin in earnest, Nigerians will require answers to some weighty character questions about their candidate and, rather than expend precious time on what is never their business, should use the remaining few days judiciously.

    “Secondly, whatever is happening in the PDP is a conversation among leaders of the party and that, in itself, is a reflection of the PDP, as a living and engaging political party. The conversation in the PDP is all about consensus building, which in itself is a major ingredient for peace and unity.

    “The PDP, as a truly democratic party, understands that democracy is a lively concept because it allows for people to express their opinions and, it is within that understanding that everyone becomes part of the process.

    “The same, of course, cannot be said of the APC where what exists is at best graveyard peace. It is on record that in the seven years and more that the APC has been in power and with the attendant hardship that the party has foisted on the ordinary people of Nigeria, the candidate of the APC, former governor Bola Ahmed Tinubu had not for one single time stood on the side of the people.

    “And, that is so for the obvious reason that the presidential candidate of the APC considers his poorly conceived presidential ambition more important than the adversity that his party has unleashed on a vast majority of Nigerians. We wish to remind the APC that its presidential candidate has to own the failures of the party in the last seven plus years. He should also know that Nigerians will not reward their failure with nothing less than a resounding loss in the election.

    “Tinubu and the APC ma lu’le! It is important to let Tinubu and his paid agents know that what obtains in the PDP is not the mundane stoicism that the APC is known for.

    “Indeed, the presidential candidate of the PDP, Atiku Abubakar has established credibility before the masses of this country that he is one patriot who can be counted on to stand by the side of the people – even when the times are hard”.

    Masari gave this hint while granting an interview on the British Broadcasting Corporation (BBC) Hausa service on Wednesday, revealing that Wike will work for Tinubu to emerge as president.
    The Katsina-born politician stressed that Wike’s meeting with Tinubu was all about 2023

    “The meeting was basically on the 2023 Presidential election and by God’s grace, we are going to work with His Excellency, Governor Nyesom Wike.

    “He will assist and we are going to win the election with ease, by the will of God,” Masari said.

    This is coming when Tinubu reportedly met with some governors of the Peoples Democratic Party, PDP, including Wike in London.

    It was gathered that Wike and some of Wike’s PDP loyalists including Governor Samuel Ortom of Benue State had traveled to the United Kingdom for a critical meeting.

    Recall that Wike had been at loggerheads with the Peoples Democratic Party, PDP, presidential candidate, Atiku Abubakar, since the party’s presidential primary election.

    Wike’s anger is centered on the choice of Ifeanyi Okowa as running mate to Alhaji Atiku Abubakar in next year’s general election.

    Meanwhile, Wike is yet to make any official statement announcing his supportership for Tinubu and the APC.

    Former lawmaker and the Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar’s spokesperson, has disclosed that the All Progressive Congress (APC) presidential candidate Bola Ahmed Tinubu, is only contesting for the 2023 Presidency to fulfil his “lifetime ambition” and not on the basis of the greater good.

    Malaye, who stated this on Saturday alleged that Tinubu sees the presidency as his “entitlement and retirement benefits”.

    In a video shared on his Facebook page, the former lawmaker who was responding to the Minister of State for Labour and Employment, Festus Keyamo, over his comment on Atiku in a TV interview recently, said, unlike Tinubu, the PDP’s candidate is contesting with rich credentials.

    According to him, Atiku has the rudiments of civil administration and of politics.

    “Atiku Abubakar is running for the presidency for the second or third time and he understands this route better than the political virgin, Tinubu, that you (Keyamo) are supporting who is running for the presidency for the first time and sees it as his life entitlement and retirement benefits for supporting Buhari.

    “Atiku has rich credentials and he is not running because of entitlements. He is not running because of his support for any party. He is running because he’s got the credentials and he is a team player. He is a talent hunter and leader per excellence. ”
    Furthermore, Melaye describes Keyamo’s comment on Atiku during the interview as “shameful, very embarrassing and a disgrace”.

    “Keyamo’s inactive ministerial sojourn is affecting him. Because if he has succeeded as a minister he won’t be talking the way he is talking. Many Nigerians will tell you today they don’t know the ministry where Keyamo is working because he is redundant, inactive and invisible and he has been completely consumed by the aura of Ngige, the superior minister.
