    Insecurity: Buhari tasks Nigeria Immigration Service to tighten border closure

    The President Muhammadu Buhari, on Thursday, in Abuja directed the Nigeria Immigration Service to improve surveillance and control around the nation’s borders.

    He directed the service to ensure that criminals do not find Nigeria as a safe haven to hide and perpetrate their criminality.

    According to a statement by his Special Adviser on Media and Publicity, Femi Adesina, the President gave the directive in his speech at the virtual inauguration of the NIS Technology Building.

    The statement was titled “President Buhari directs Immigration Service to tighten security around borders, urges security outfits to raise performance.”

    The President was quoted as also instructing all security agencies to raise their performance in protecting lives and property, with a mandate that the country’s Global Security Index must be improved.

    He promised them his regime will give the needed support for their operations.

    He also urged the NIS to collaborate with international security organisations like INTERPOL in safeguarding the borders.

    He said, “As a security agency, I charge you to be relentless in carrying out your statutory duties of keeping our borders safe while you ensure that criminal elements don’t find Nigeria as a safe haven to hide and perpetrate their criminality.

    “I urge you to actively collaborate with international security organisations like the INTERPOL, in safeguarding our borders. Remember that a safe border is a prerequisite for a safe nation.

    “You must develop strong working relationships and ties with the international community and friendly nations as it relates to migration management; adopt and implement workable strategies from them while also sharing your best practices.

    “Frontline workers and operators should remember that they are our windows to the world. They must show the best face of Nigeria at all times.”

    The President commended the Minister of Interior, Rauf Aregbesola, for consistently pushing for the completion of the Technology Building, which will serve as the Command and Control Centre of the NIS, as well as the repository of personal data of Nigerians and expatriates resident in Nigeria.

    “This is in line with the vision of our administration to formulate and implement policies that will protect and enhance the lives and standards of living for Nigerians.

    “This administration is relentless in its avowed desire to create an enabling business environment that will usher in economic boom for Nigerians and all those who do business with and in Nigeria,” he said.

    Buhari also congratulated all officers and men of the NIS for their dedication and work towards changing into a World Class Migration Management Agency.

    In his remarks, Aregbesola was qouted as assuring all that the security challenges facing the country are temporal and surmountable, pointing out that the “weakest link’’ had been the land borders and the Technology Building will play a pivotal role in control of illegal migration.

    The minister noted that the Visa-on-Arrival policy of the Federal Government gets proper documentation of all entrants and sharing with international security structures to ensure tight surveillance and compliance, while announcing a review period of stay from 90 days to 30 days.

    He said 50 percent of all immigration personnel will now work at the borders of the country.

    The Comptroller General of NIS, Muhammed Babandede, said the Technology Building remains the best project the service had ever initiated and completed since it was established in 1958.

    He said the deployment of technology from the Control Room will optimize intelligence, ensure that no passport lost, stolen or re-issued can be presented in any part of the world, and enhance synchronization and virtual sharing of information with other security outfits, both local and international.

    The minister and immigration boss thanked Buhari for approving the project in 2018 and following up with the completion of all phases of the Technology Building.

    President Muhammadu Buhari, on Tuesday said only God can effectively “supervise” the border Nigeria shares with the Republic of Niger.

    According to a statement by his Special Adviser on Media and Publicity, Femi Adesina, the President spoke while receiving in audience former Vice President Namadi Sambo, who heads ECOWAS Election Mission to the Republic of Niger.

    The statement was titled, ‘President Buhari pledges support for polls in Republic of Niger, describes outgoing President as ‘very decent man”.

    Adesina quoted the President as promising that Nigeria will give robust support to the Republic of Niger, which holds presidential and national assembly elections later this month.

    He was also said to have applauded President Mahamadou Issoufou, for not attempting to tamper with the Constitution of his country, and elongate his stay in power, after serving for the maximum two terms.

    Buhari said, “I come from Daura, few kilometers to Republic of Niger, so I should know a bit about that country.

    “The President is quite decent, and we are regularly in touch. He is sticking to the maximum term prescribed by the Constitution of his country.

    “Also, we share more than 1,400 kilometers of border with that country, which can only be effectively supervised by God.

    “I will speak with the President, and offer his country our support. We need to do all we can to help stabilise the Sahel region, which is also in our own interest.”

    The statement further quoted Sambo as congratulating Buhari on the successful return of abducted schoolboys from Government Science Secondary School, Kankara, in Katsina State, and also his 78th birthday, last week.

    He pledged that ECOWAS would ensure peaceful and fair elections in the Republic of Niger, despite current political, legal, and security issues, adding that meetings were already being held with the relevant stakeholders.

  • EU countries move to further reopen borders

    Some European Union member states have announced new steps to reopen their borders with the improvement of the COVID-19 situation inside their countries.

    German Interior Minister, Horst Seehofer, announced on Wednesday that Germany would on Monday lift border controls, which have been implemented for three months since the coronavirus outbreak.

    Controls along Germany’s land borders with Switzerland, France, Austria, and Denmark will be lifted on Monday and the government would reconsider its plans if the COVID-19 situation worsens, Seehofer said.

    From Tuesday, European Union (EU) citizens and Swiss nationals can enter Germany again unhindered, without controls or quarantine regulations, according to the federal government’s decision.

    The decision has a few exceptions.

    For example, controls for foreigners arriving by plane from Spain will not end until June 21.

    Danish Minister of Justice, Nick Haekkerup, said on Wednesday evening that the government has decided to reopen its border from Monday for residents of the northernmost German state, Schleswig-Holstein, without restrictions.

    The government has also expanded the list of “recognisable purposes” that allow foreigners to enter Denmark.

    Starting from Monday, visits to Denmark by family members and business trips from other EU and Schengen countries as well as Britain will be allowed.

    In addition, people residing in the EU and Britain, who own holiday houses in Denmark or who can document that they are only being in transit in Denmark for vacation or tourism outside Denmark, will also be allowed to travel in the country.

    Hungary will reopen all crossings along its border with Croatia from Friday, Hungary’s Minister of Foreign Affairs and Trade, Peter Szijjarto, said on his Facebook page on Wednesday.

    Hungarians and Croatians will be allowed to cross all seven border crossings without being required to go into quarantine, according to the minister.

    Poland will reopen its borders to other EU countries on Saturday, Prime Minister, Mateusz Morawiecki announced on Wednesday.

    The border reopening means that citizens of other EU countries can enter Poland again.

    Temporary passport checks, abolished in 2007 when Poland joined the Schengen area, will also be lifted.

    The announcement came as the European Commission, on June 5, requested member states to have their borders reopened by July 1.

    International flights, which have been ceased apart from repatriation charter flights, will resume three days later, according to the announcement.

    COVID-19: Gov. Masari orders closure of land borders with 4 States, Niger Republic

    Gov. Aminu Masari of Katsina State has announced the closure of all land borders with neighbouring states and Niger Republic, as part of measures to contain possible spread of Covid-19 to the state.

    NAN reports that Katsina State shares borders with Jigawa, Kano, Kaduna and Zamfara, and with the Republic of Niger to the north.

    The directive was contained in a statement issued by the Commissioner for Information, Culture and Home Affairs, Alhaji Abdulkarim Sirika on Friday in Katsina.
    Sirika, who is also the Chairman, Special Task force on Control of Covid-19 in the state, said that the measure takes effect from 6 a.m. on Saturday, March 28, 2020.
    “In continuation with efforts to contain the possible spread of coronavirus pandemic in the state, His Excellency Aminu Masari, has directed the closure of all land borders with neighbouring states and Niger Republic.
    “To this effect therefore, movement of people into the state are strictly prohibited with effect from 6 a.m. on Saturday, March 28, 2020,” he said.
    He, however, said that fuel tankers and vehicles carrying food items and other essential commodities would be allowed into the state after thorough screening and test at the entry points.
    Sirika further explained that people are at liberty to move within the state.

    Contraband: Border Patrol Team intercepts 52 trailers in Katsina

    The Joint Border Drill Operation Sector 4, says it has arrested 52 trailers suspected to be conveying contraband from Niger Republic into the country.

    Its Coordinator, Alhaji Aliyu Mohammed, told newsmen in Katsina on Friday that the trailers would “go through scrutiny to verify their true contents”.

    “The trailers are carrying date palm and tiger nuts; the examination is to ensure that they have not concealed prohibited items,” Mohammed said.

    According to him, the vehicles were intercepted and arrested along Jibia axis, a border town in the state, one week ago.
    “You all know that we have a period of border closure, so whatever is coming from that place must be suspected.
    “That was why we called you so that you can witness the examination of the detained items.
    “We are suspecting that something must be inside, but it might be, and it might not be.
    “Examination will reveal the facts; after the examination, we will know if it’s only the dates and tiger nut inside the vehicles,” he said.
    He disclosed that the sector lacked scanning equipment, hence the resort to the use the physical examination of the items.
    “We will bring everything down to know if there are any concealed items inside the lorries before allowing the vehicles to proceed,” he explained.
    He said that the interception and arrest was made possible through the combined operations of the Nigeria Customs Service (NCS), Border Drill Operation, Federal Operations Unit, State Command of the Customs and the Strike Force.

    Border closure will trigger interest in Agriculture – Buhari

    Nigeria’s border closure will rekindle interest in agriculture and revive the sector, President Muhammadu Buhari has said.

    The President spoke on Monday against the backdrop of the reduction in smuggling, especially rice, following the border closure for two months.

    A statement on Monday in Abuja by his Senior Special Assistant (SSA) on Media and Publicity, Garba Shehu, said President Buhari expressed confidence that the border closure will save the country billions of naira on import bills.

    Receiving a delegation of Katsina State Elders Forum at his home in Daura, the President said the country’s domestic fuel consumption had dropped by more than 30 per cent, following the land border closure.

    President Buhari said he had not given any date for the reopening of the border until the situation improves.

    He lauded the actions taken by Niger Republic President Muhammadou Youssoufou, including the dismissal of officials and a ban on use of the country as a dumping ground for Nigeria-bound smuggled goods.

    Also, over 50 per cent of petrol stations on Nigeria’s land borders belong to foreigners, the Minister of Information and Culture, Alhaji Lai Mohammed, said on Monday.

    Mohammed spoke when he led a Federal Government’s high-powered delegation to Jibia border in Katsina State.

    The minister said the decision to close the country’s land borders has yielded positive result for the country’s security.

    Other ministers on his entourage included the Minister of State for Industry, Trade and Investment, Mariam Katagum, and the Minister of State for Budget and National Planning, Clement Agba.

    The minister, who spoke at Magama-Jibia, on the Nigeria/Niger border post in Katsina State, said the border closure had reduced insecurity in the Northwest.

    Mohammed also said the ongoing border drill is neither targeted at any region nor designed to cripple businesses in any part of the country, as insinuated by some conspiracy theorists.

    The minister said the border closure also helped to cut off the supply of bandits and other armed groups in the region.

    Mohammed said Nigeria had experienced a drastic reduction in arm importation, cattle rustling and petroleum products smuggling, among others.

    The minister noted that the country had also recorded about 30 per cent reduction in local consumption of petroleum products, following the banning of supply to border areas.

    He said: “Smuggling of petroleum products out of Nigeria has been greatly reduced. The closure of filling stations on the border is a huge success. There are hundreds of filling stations along the border. We counted many as we drove to the border this morning (yesterday).

    “They were set up purposely for smuggling. They don’t sell the fuel consignment; they deceive the public. Over 50 per cent of them are owned by foreigners. Now, they are closed. We have recorded over 30 per cent reduction in domestic fuel consumption.”

    Reviewing the peculiarities in each of the borders across the country, the minister said the challenges in Sector 4 included fuel smuggling, illegal migration and importation of arms.

    He added that rice from Benin Republic was also smuggled into the country through Niger Republic.

    Mohammed recalled that after relevant officials at the Jibis border post with Niger were briefed, Nigeria had a lot of good news to report.

    The minister also said the drill at the Jibia post had “drastically curtailed the inflow of arms and ammunition”.

    He added: “Bandits and terrorists are finding it hard to procure arms and ammunition; hence, we have recorded a reduction in cases of cattle rustling, kidnapping and armed banditry, which were predominant in the Northwest. These acts have now been significantly reduced.

    “The arms and ammunition being used by violent extremists and criminal elements no longer make their way into the country through the land borders. Of course, this will also have a negative effect on insurgency.”

    Nigeria, he also said, had recorded “over 30 per cent increase in revenue since the drill started”.

    Mohammed said: “…Before the drill, the borders contributed nothing to the revenue. Nothing. The Nigeria Customs Service (NCS) was recording about N4.5 billion daily. Since the closure, the figure has increased to between N5 billion to N8 billion daily.

    “As a matter of fact, since the exercise commenced over three months ago, local businesses across the country have continued to thrive. Farmers and rice millers in particular are now having good turnover on investments.”

    The Northwest sector, he said, recorded the highest success in reducing illegal migration, following the drill.

    Mohammed assured stakeholders that Nigeria will continue to engage with neighbouring countries to ensure that all the issues that led to the Exercise Swift Response are fully addressed.

    The minister said the borders were closed to protect the country against transnational security concerns.

    These, he said, include smuggling, proliferation of small arms and light weapons, illegal migration as well as terrorism and armed banditry.

  • Customs collect N5bn daily during border closure –Ali

    The Comptroller-General of the Nigeria Customs Service, Hameed Ali, on Wednesday told the National Assembly members that the agency had been raking in between N4.7bn and N5.8bn since the Federal Government closed the nation’s borders.

    Ali stated this when he appeared before the Senate and House of Representatives joint committees on Finance and National Planning, working on the 2020 – 2022 Medium Term Expenditure Framework and Fiscal Strategy Paper.

    The development came just as the joint panel summoned the Central Bank of Nigeria Governor, Godwin Emefiele, and the Controller-General of the Nigeria Immigration Service, Muhammed Babandede, to appear before it on Thursday.

    The heads of the two agencies are expected to brief the joint panel on the MTEF/FSP documents.

    The NCS boss had while addressing the lawmakers said the land border closure was a blessing to the nation.

    He said, “When we closed the border, my fear was that our revenue was going to drop. To be honest, our revenue kept increasing.

    “There was a day in September that we collected N9.2bn in one day. It had never happened before.

    “This was after the closure of the border and since then, we have maintained an average of about N4.7bn to N5.8bn on a daily basis which is far more than we used to collect.”

  • Immigration arrests two Niger nationals with weapons at Katsina border

    Two nationals of Niger Republic have been arrested at Kongolam border in Katsina state, the Nigerian Immigration Service announced on Saturday.

    According to the Public Relation Officer of the Service, DCI James Sunday, they were arrested in possession of Pistols, computers and phones.

    Sunday explained that their arrest was on the heels of the visit of the Comptroller of Immigration, Muhammad Babandede and his counterpart in Customs, Hammeed Ali to the border town following the launch of a drill operation.

    He added that the comptrollers were on a visit to the area as part of strategic synergy to secure the nation’s borders.

    He said vigilant officers arrested the two Nigeriens who had attempted to open fire in defiance and to evade arrest.

    According to him the gallant Operatives of the service overpowered them, leaving one dead in the cross fire, while the survivor is helping with useful information about their activities.

    He stated that after interrogation and profiling the surviving criminal has been handed over to the police for further necessary action.

    The PRO said in a statement that the Comptroller of the Command, Bin Umar and his men were commended by the CGI Babandede on the feat.

    He asserted that the Border Drill Exercise Operation Swift Response is yielding positive result with arrests of irregular migrants, criminal elements and Smugglers whose activities have been curtailed.

    He, therefore, advised the border communities to desist from conniving and sabotaging government effort.

    Meanwhile the nationwide spot assessment by the two Comptrollers General and representative of the National Security Adviser has been very successful, the statement added.
