    Borno grants 2-year tax waiver to traders

    Borno State Governor Babagana Zulum has approved a two-year tax waiver for traders affected by the September 2024 flood disaster and Maiduguri Monday Market traders.

    The chairman of the Borno State Internal Revenue Service (BO-IRS), Prof. Ibrahim Bello, announced this on Sunday while briefing journalists in Maiduguri.

    He stated that the waiver aims to ease the financial burden on affected traders and support business recovery.

    According to him, the initiative is part of the governor’s tax administration reforms, which prioritise ease of doing business in the state.

    He recalled that the devastating September 2024 flood severely impacted economic activities, leaving many residents struggling to rebuild their livelihoods.

    Bello also revealed that Borno now ranks 12th nationally for improved and digitised tax administration.

    He highlighted the impact of tax-generated funds, citing ongoing infrastructure projects in Jiddari, Umarari, GRA, Bulumkutu, Custom, Chad Basin, and other locations across the state.

    Borno swears in 5 new permanent secretaries

    The Borno State Government has sworn in five newly appointed Permanent Secretaries to strengthen the state’s civil service.

    Deputy Governor, Dr Umar Kadafur, presided over the swearing-in ceremony on Tuesday on behalf of Gov. Babagana Zulum.

    Justice Amina Mustapha-Ibrahim, representing the Chief Judge of Borno State, Justice Usman Zannah, administered the Oath of Allegiance.

    In his remarks, the overseeing Head of Service, Dr Abubakar Mohammed, said this was the third phase of appointments based on a competitive examination process ensuring merit-based selection.

    He stated that 22 candidates from six Local Government Areas — Biu, Damboa, Kaga, Mafa, Guzamala, and Marte—were screened, with the most successful emerging for appointment.

    Mohammed emphasised that the examination process had become a permanent policy, ensuring equal opportunity, transparency, and the selection of the most competent individuals.

    He commended Zulum’s commitment to civil service reform, citing training programmes, improved working conditions, and the recent payment of ₦8 billion in outstanding gratuities.

    The Deputy Governor, however, reminded them that their appointments aligned with Section 208(2)(c) of the Nigerian Constitution, empowering the Governor to appoint Permanent Secretaries.

    He urged them to view their roles as a call to duty and an opportunity to contribute to Borno’s 25-Year Development Framework and 10-Year Strategic Transformation Plan.

    “This administration is committed to good governance, transparency, and accountability. You are the backbone of the bureaucracy and must uphold integrity,” Kadafur stated.

    He encouraged them to collaborate with Commissioners and staff to enhance efficiency and innovation in resource management for better service delivery.

    The newly sworn-in Permanent Secretaries are Aminu Chamalwa (Biu), Mala A. Waziri (Damboa), Aji Yakub (Kaga), Aisha Umara (Mafa), and Ibrahim Baba (Marte).

    Speaking on behalf of the appointees, Aminu Chamalwa expressed gratitude to the governor for the trust placed in them.

    He assured that they would carry out their duties with dedication and professionalism.

    “We deeply appreciate the governor’s passion for service and governance. His leadership inspires us, and we pledge to work diligently to fulfil the administration’s vision,” Chamalwa said.

    Troops eliminate 70 terrorists in Borno

    The Defence Headquarters says troops of Operation Hadin Kai have eliminated 70 terrorists and their commanders in a clearance operation at a terrorist enclave known as Timbuktu Triangle in Borno.

    The Director Defence Media Operations, Maj.-Gen. Edward Buba, in a statement on Sunday, said the troops had launched a three-prong operation on Jan. 16 aimed at dismantling the terrorist within the triangle.

    Buba said the troops recorded several encounters with terrorists during the course of the clearance operations which resulted in the killing of over 70 of them including three notable commanders.

    According to him, the terrorist commanders neutralised include Talha, a Terrorist Special Forces Commander; Malam Umar, a Terrorist Operations commander and ⁠Abu Yazeed, a Terrorist Brigade Commander.

    “Meanwhile during the operations, the terrorist deployed Improvised Explosive Devices( IEDs), Person Bourne Improvised Explosive Devices (suicide bombers) as well as Vehicle Bourne Improvised Explosive Devices (suicide bombers in explosive vehicles) to ward off troops advance and attacks.

    “Troops already familiar with the terrorist tactics thwarted the several terrorist attempts, including shooting down the amateur drones used by the terrorists,” he said.

    Buba, however, announced that 22 soldiers paid the supreme price in the cause of the operations with several others wounded in action.

    “On this account, the media is enjoined to resist publishing names of troop casualties to allow the formal notification of their next of kin.

    “On the whole, the operation is ongoing and the public will be updated on further developments in due course,” he added.

    Why we increased Borno 2025 budget by N31bn – Speaker

    Speaker of the Borno State House of Assembly, Abdulkarim Lawan, says the N31 billion increase in the 2025 estimate will address gaps in key sectors.

    Recall that Governor Babagana Zulum on December 9 presented a N584.76 billion proposed budget, to the state House of Assembly.

    However, the legislators approved N615,857 billion budget with an increase of over N31 billion for the 2025 fiscal year.

    Lawan, who gave the clarifications in an interview on Tuesday in Maiduguri, said the increase was based on recommendations during budget defense sessions involving Mministries, Departments and Agencies (MDAs).

    “The increase followed a thorough review by the House Committee on Appropriation in collaboration with other standing committees. It became necessary to allocate additional funds to critical areas that were overlooked in the initial budget proposal,” he said.

    He said the Ministry of Health received an additional N7 billion to improve healthcare service delivery, to equip the newly constructed Borno State Teaching Hospital and operationalise the newly built health centers in the local government areas.

    According to Lawan, healthcare is a top priority of the government, hence additional funds will ensure that the teaching hospital fully equipped and operational while services will be enhance at health centers established in 2024.

    He said the allocation of N5 billion to the Ministry of Poverty Alleviation and Youth Development would tackle poverty exacerbated by years of insecurity in the state.

    “Borno State has faced severe poverty challenges due to insecurity, the increased allocation will support programmes aimed at creating sustainable livelihood and empowering citizens, especially the youths,” he said.

    He said the Security Trust Fund also got additional N5 billion, to enhance its operations, while the office of Secretary to the State Government and  Intergovernmental Affairs also received substantive amount of allocation.

    “The Security Trust Fund supports logistics for the Civilian Joint Task Force (CJTF), vigilantes, and other security agencies. The funds will boost efforts to ensure peace and stability by providing vehicles, fuel and other operational needs,” he added.

    The speaker lauded Zulum for ensuring extensive investments in key sectors, such as construction of mega schools and establishment of specialised institutions for children from conflict affected areas of the state.

    “The governor built over 30 mega schools in each senatorial district, and established schools like the Muhammadu Buhari Academy to cater for children displaced by insecurity in Borno North. Thousands of children now have access to quality education,” he said.

    He said the state government sponsored over 200 students for advanced studies in China, India and other countries, to study engineering, computer science and public administration.

    These initiatives, he said, reflected Zulum’s commitment to securing a brighter future for the state through education and human capital development.

    While reitrating commitment of the legislators to support initiatives that promote development, Lawan urged stakeholders to work collectively for sustainable development of the state.

    Gov Zulum approves renaming of Borno State University

    The Borno  Executive Council has approved the renaming of Borno State University (BOSU) to Kashim Ibrahim University, Maiduguri, in honour of Sir Kashim Ibrahim, the first Governor of Northern Nigeria.

    The decision was taken during the first council meeting of 2025, chaired by Governor Babagana Zulum in Maiduguri.

    Speaking to newsmen on the development, the Commissioner for Information and Internal Security, Prof. Usman Tar, said that the renaming would take effect after the necessary legislative amendments and notifications to regulatory authorities.

    “Council approved that Borno State University shall be renamed Kashim Ibrahim University.

    “This decision is subject to legislative processes by the State Assembly to amend the law establishing the university and actions by the Ministry of Education to inform relevant bodies such as the NUC and the JAMB,” Tar said.

    He said that the council approved a comprehensive programme for street naming and house numbering in Maiduguri town and other urban areas as part of the state’s urban renewal efforts.

    Tar explained that the initiative would involve collaboration with stakeholders, including traditional rulers and federal agencies such as the Nigerian Postal Service.

    “Council decided that relevant MDAs will work with stakeholders to develop a naming and numbering template. This will ensure that updated names and numbers are reflected on platforms like Google Maps and public records to enhance urban planning and governance,” he added.

    Earlier while addressing the council members, Zulum expressed appreciation for their commitment and outlined plans to intensify recovery efforts and implement impactful projects in 2025.

    “In 2024, my administration made significant progress, and I am committed to achieving even more this year. Our focus will remain on post-conflict recovery, urban renewal, and the improvement of citizens’ welfare,” Zulum said.

    The meeting also featured a valedictory session in honour of the outgoing Head of Service, Barrister Malam Fannami, who is set to retire later this month. The council lauded his dedication and contributions to the state’s development.

    Borno govt to pay fuel subsidy for 5,000 farmers

    The Borno government has announced plans to subsidise fuel at N600 per litre to 5,000 farmers in communities hit by Boko Haram insurgents in the state.

    Gov. Babagana Zulum announced this  during the flag-off of distribution of farm inputs to prospective farmers resettled by his  administration in Bama and environs on Friday night.

    Bama was among the areas overrun by Boko Haram insurgents in 2014 but was liberated by the Nigerian military in March 2015.

    The governor was on a two-day tour of the local government Area to facilitate the resettlement of people displaced from Bama and environs due to insurgency.

    Zulum had earlier visited Abbaram town, a village located in the Eastern part of Kur Mohammed military barracks where his administration plans to construct 1,000 shelters for the returnees.

    He also visited Darajamal to assess the destruction caused by Boko Haram insurgents there.

    Speaking after the visitation  the governor said that one of the major challenges facing irrigation farmers in the area was the rising cost of petrol.

    “As a result, I want to announce to the general public that the state government will procure petroleum products and sell to the farmers at a subsidised rate.

    “Currently petrol is being sold in Maiduguri at N1,200 per litre but inshaa Allah (God willing), henceforth for irrigation farmers this season a litre of petrol will be sold at N600.

    “The Commissioner for Agriculture will work with the Brigade Commander to ensure the delivery of the petroleum products to farmers in Bama town as soon as possible,” Zulum said.

    According to him, the planned fuel subsidy was designed to cushion the effects of high cost of farming activities.

    He said there was the need to support the vulnerable in an effort to fully reintegrate them into the society without any form of discrimination.

    The governor also gave 2,000 bags of NPK fertiliser, 1,000 units of water pumps, and 620 units of gasoline pumps to the farmers for free.

    The governor also distributed 380 units of solar water pumps, 1,000 units of sprayers, 800 rolls of 2-inch flexible hose, and 1,000 litres of pesticide and seedlings to the farmers.

    He said that the incentives would propel Agricultural productivity and prepare the farmers to be employers of labour in the near future.

    Earlier, the Shehu of Bama, Dr Umar Elkanemi, thanked the governor for the love and care he has been showing to the people of Bama in particular and the Borno people in general.

    He assured the governor that his laudable investments in Bama and the surrounding communities would not be in vain.

    Zulum was accompanied by the Senator representing Borno Central, Sen. Kaka Lawan, and members of the House of Representatives from the area.

    Explosion averted as police recover 3 projectiles in Borno

    Police authorities in Borno State have recovered three projectiles in Borno State, averting an explosion.

    The spokesman of the Borno Police Command Nahum Daso said the projectiles were recovered in the Dala Kafanti Area of Maiduguri, the capital of the North-East state.

    “On 2nd January 2025, at about 0925HRS, following a report received from one Asabe James of Dala Kafanti Area Maiduguri – Borno State reported to the command that she sighted a suspicious sack containing unidentified items behind her house.

    “On receipt of the information, the Command EOD-CBRN Base 13 Maiduguri, swiftly moved to the scene, cordoned and swept the area, where three (3) projectiles were recovered in the sack,” the spokesman said in a statement issued on Thursday.

    “Preliminary investigations further reveal that the ordnance was dropped by unknown persons in the first flush of the morning on the same day.

    Community members were further sensitized on Explosive Ordnance Risk Awareness (EORE) and Safety measures.”

    MNJTF troops intercept terrorists’ courier, foil IED attack

    The Troops of the Multinational Joint Task Force (MNJTF) have foiled a potential Improvised Explosive Device (IED) attack.

    The troops operated under Sector 3 in Monguno community in Borno, and in collaboration with the Civilian Joint Task Force (CJTF).

    MNJTF’s Chief Military Information Officer, Lt.-Col. Olaniyi Osoba, confirmed the arrest in a statement on Friday in Maiduguri.

    He said the operation, which took place on Thursday at the entrance to Gubio Local Government Area, led to the interception of a suspected terrorist courier.

    Osoba said that the suspect, identified as Murktar Alhaji-Chari, 28, was arrested while conveying materials believed to be for the manufacture of IEDs.

    According to him, the  materials included four empty 12kg cylinders, one empty 6kg cylinder, two carburettor gas canisters, two pressure regulators, and a hose.

    He said  that the suspect confessed to transporting the materials to Damasak town in Mobbar Local Government Area of Borno for a planned attack targeting MNJTF troops.

    “Intelligence reports suggest that the materials were intended for a terrorist group planning a retaliatory attack after suffering recent losses.

    “These include the elimination of several members and the seizure of a significant weapons cache,” he said.

    Osoba explained that the timely interception disrupted the planned attack and weakened the operational capacity of the terrorist group.

    According to him, the suspect is currently in custody and is assisting with investigations.

    He said that the  Force Commander of MNJTF, Maj.-Gen. Ibrahim Ali, commended the troops and the CJTF for their vigilance and professionalism.

    Osoba reiterated the commitment of the MNJTF to combating terrorism and ensuring the safety and security of the region.

    Retired primary school teachers in Borno State are smiling to the banks as Governor, Babagana Zulum, has approved N8b for the payment of the backlog of liabilities in pensions and gratuities for teachers and other civil servants that have worked with the government.

    The N8billion will clear liabilities accrued from 2019 to 2021.

    Zulum announced the approval on Wednesday at the council chamber of the government house in Maiduguri.

    The governor released N3b in June and September 2019, to clear gratuities of 1,684 retirees that left the civil service between 2013 and 2019 and disbursed over N12b in 2020 for retirees that left both the state and local government civil service between 2013 and 2017.

    Since I took over in 2019 to date, we have paid about 25 billion naira for the settlement of gratuities for those that have worked with local and state governments,” Zulum said.

    Meanwhile, Governor Babagana Umara Zulum has assured that his administration will settle the backlog of gratuities and pensions before the end of his tenure in 2027. He said, “Insh’Allah, I will clear all the backlog of gratuities before I leave office in 2027.

    Alleged Fraud: Mama Boko haram, two others sentenced to prison

    A High Court in Borno State has sentenced Aishal Wakil, popularly known as Mama Boko Haram, the Chief Executive Officer of the Complete Care and Aid Foundation, a non-governmental organization (NGO), along with two other officials from her organization, to five years in prison each for involvement in a fraud amounting to over N6 million.

    TheNewsGuru.com(TNG) learnt that the sentences were handed down following their arrest and prosecution by the Economic and Financial Crimes Commission (EFCC) for allegedly taking a 2012 Toyota Camry valued at N6,000,000.00 (Six Million Naira) from a petitioner under the pretense of purchasing the vehicle, and failed to either acquire the car or return it to the petitioner.

    The two individuals sentenced alongside Mama Boko Haram are identified as Tahiru Saidu Daura, the program manager of the NGO, and Prince Lawal Shoyode, the Country Director of the organization.

    The individuals, according to the official statement on Monday by the spokesperson for the Economic and Financial Crimes Commission (EFCC), Dele Oyewale, were sentenced to imprisonment after they were found guilty on four amended charges related to cheating, conspiracy, and providing false information amounting to N6 million.

    Count two of the charge reads: “That you, Aisha Alkali Wakil, Tahiru Saidu Daura and Prince Lawal Shoyade whilst being Chief Executive Officer, Programme Manager and Country Director respectively of Complete Care and Aid Foundation (Non-Governmental Organisation) sometime between October and November 2018 at Maiduguri, Borno State within the jurisdiction of this Honourable Court, dishonestly induced one Alhaji Bukar Kachalla of Abks Ventures Limited to deliver to you a Toyota Camry 2012 Model worth N6,000,000.00 (Six Million Naira) only under the guise of executing a contract for the purchase of the said car and thereby committed an offence contrary to Section 320 (a) and punishable under Section 322 of the Penal Code Cap 102 Laws of Borno State.

    Although, the defendants entered a plea of “not guilty” in response to the charges brought against them by the EFCC, the prosecution’s legal representatives, Mukhtar Ali Ahmed and Shamsudeeb Olayinka Saka, called upon three witnesses and submitted various documents as evidence to support the EFCC’s case against the defendants.

    Subsequently, Justice Aisha Kumaliya, the judge presiding over the case, found the defendants guilty and imposed a sentence of five years of imprisonment on each, without the option of a fine.

    Police repel terrorists’ attack in Borno

    The Nigeria Police Force said its operatives in Borno have repelled an attack on Jakana Divisional Police Headquarters by a group of terrorists.

    The Force Public Relations Officer, ACP Olumuyiwa Adejobi said this in a statement on Sunday in Abuja.

    The police spokesman said the attempted attack occurred on Nov. 28 at about 1:00am, but added that the attempt was met with strong resistance from police operatives.

    Adejobi said the resistance left many of the attackers with varying degrees of bullet wounds, with a police officer, left with injury and currently responding to treatment.

    He also said that operatives attached to the Police Command in Sokoto State in collaboration with other security agencies on Nov. 25 conducted raids on several black spots and bandits camps in the state.

    Adejobi said the operation targeted at clearing the camps led to the recovering of some AK47 rifles and several magazines, loaded with 30 rounds of live ammunition each.

    He said occupants of the camp had taken to their heels upon noticing the presence of the operatives, but added that efforts were ongoing to apprehend the fleeing members of the camp.

    Adejobi said operatives from the Police Command in Delta on Nov. 28 intercepted and engaged suspected kidnappers in a gun duel.

    He said police operatives had overpowered the suspected kidnappers in the gun duel, forcing them to flee into a nearby bush with sustained bullet injuries.

    Adejobi said the operatives had swung into action, giving the suspects a hot chase following a report of attempted kidnapping in Asaba.

    According to him, subsequent search of the suspects’ operational vehicle led to the recovery of three Ak-47 rifles, two pump action and one Ak-47 magazine.

    He said eight rounds of AR Live ammunition and 21 rounds of live cartridges were also recovered from the vehicle.

    Adejobi said the Inspector-General of Police (I-G) Kayode Egbetokun, had commended the gallant operatives for their steadfastness, commitment to duty and bravery in the face of danger, leading to the recoveries.

    The I-G enjoined police officers to remain brave and continue to decimate the plans and antics of criminally minded individuals in the country.
