    A’Court dismisses suit challenging Borno governor’s election

    The Court of Appeal Jos Division, yesterday, dismissed an appeal challenging the nomination of Borno Governor, Prof. Babagana Zulum of the All Progressives Congress (APC).

    Alhaji Idris Mamman-Gatumbwa had filed a petition before Justice U. Onyemenam-led justices of the Appellate Court, seeking it to upturn the judgment of he Federal High Court, which okayed his (Zulum) nomination as Borno APC governorship candidate for the 2019 general elections.

    Justice Onyemenam, while delivering judgment of the appellate court, dismissed the appeal for lacking in merit.

    “The appeal filed before this appellate by Alhaji Idris Mamman-Gatumbwa, is statute barred and of no effect as it is lacking in merit.

    “Looking at the nature of the case, the decision of the lower court is therefore upheld and the appeal is hereby dismissed for lack of merit,” Onyemenam declared.

    The judge held that the case was filed before the lower court after the statutory 14 days grace as stipulated by the electoral Act.

    News Agency of Nigeria (NAN) reported that Justice Jude Dakat of Borno Federal High Court, had dismissed the petition of the appellant on the basis that it lacked merit.

    Dakat had, in that judgment held that the petitions lacked merit on the grounds that it was filed out of the 14 days grace to challenge any discrepancy during party primaries as stipulated by the electoral act.

    Counsel for the appellant, Mr Ibrahim Bawa, SAN, had approached the Appellate court to upturn the judgment of the Lower Court, praying it to look into the merit of the case and order the party to do the needful in accordance with the law.

    He had prayed the court to upturn the decision of the Lower Court, which failed to look at the merit of case but dismissed it.

    Bawa further stated that the lower court was wrong to declare that “we were out of the 14 days.”

    He also argued that Section 87 of the Electoral Act stipulates that primaries not properly conducted should be nullified.

    He had prayed the appellate court to allow the appeals.

     

  • Eid-el- Fitr: Police, NSCDC deploy 9,882 officers to provide security in Borno

    The Police and the Nigerian Security and Civil Defence Corp (NSCDC) said 9,882 officers had been deployed to provide effective security during the Eid-el-Fitr break in Borno.

    The Commissioner of Police, Mr Mohammed Aliyu, told the News Agency of Nigeria (NAN) in a telephone interview on Tuesday that the command had deployed 8,682 policemen to provide adequate security.

    “Our men, comprising of the comventional police, Federal Secial Anti-Robbery Squad, Explossive Ordinance Squad and men ofMobile Police Force, had been deployed in strategic places to ensure hitch-free celebration,”he said.

    Aliyu reiterated commitment of the force towards ensuring total protection of lives and properties throughout the period.

    Similarly, Mr Ibrahim Abdullahi, the Borno Commandant of NSCDC, said the command had deployed 1,200 personnel to collaborate with the police and other security agencies in providing security.

    He said that the personnels were deployed in markets places, worship and recreational centers.

    The Commandant warned youths in the state not to take advantage of the celebration to engaged in unwholesome activities.

    He also warned tricycle operators in the state to desist from reklessness driving and overloading of perssengers, especially under-aged children.

    “Parent must ensure they monitor what their children are diong in this period.

    “In the past, we recorded many cases where youth drugged teenage girls and had illicit affairs with them,”Abdullahi said.

  • Eid-el-Fitr: Police announce restriction of movement in Borno

    The Police Command in Borno has imposed a restriction of vehicular movement in the territory from 7 a.m. to 12. 15 p.m. during the Eid celebration in Maiduguri and Jere Local Government Areas of the state.

    Mr Abubakar Usman, the spokesman of the command announced this in a statement in Maiduguri.

    Usman said that “Muslim faithfuls are once again celebrating Eid-el-Fitr on June 4 and June 5 marking 29th or 30 of Ramadan fast.

    “In furtherance to the above, there will be restriction of vehiculer movement between 7 a.m. and 12:15p.m. beginning from June 4.

    “The restriction, though regrettted will include the use of motor vehicles, bicycles and animals except those onnessetial duties.

    “Muslim faithfs are advicef to pray in worship centers close to thier homes and to ensure they go early enough for security screening and avoid the usual rush when prayers are about to commence thereby compromising the emplaced security measures.

    “In additional, the public especially youths who carry knives and other dengerous weapons to praying grounds and other recreational places like the Zoological park, are warned to desist from the act or face the full wrath of the law.

    Fire destroys 140 shelters in Borno IDPs camp

    The National Emergency Management Agency (NEMA) says 140 shelters were destroyed by fire in two Internally Displaced Persons (IDPs) camps at Monguno Local Government Area of Borno.

    NEMA Northeast Information Officer, Malam Abdulkadir Ibrahim, disclosed this in a statement on Sunday in Maiduguri.

    Ibrahim said the fire incidents were recorded at Flatari and Nguro camps in Monguno on Saturday.

    He disclosed that 28 shelters were destroyed at Flatari camp, affecting 20 households while 120 shelters were razed and 77 households displaced at Nguro in the fire disaster.

    He added that about 371 persons were displaced in the fire outbreaks recorded in the two camps.

    Ibrahim said that the agency was conducting investigation to identifying the cause of the fire and appraise the needs of the victims.

    According to him, the agency in collaboration with the Borno State Emergency Management Agency (SEMA) had scaled up activities to support the victims.

    The Borno State Government has declared Thursday public holiday to enable every resident troop out to give visiting President Muhammadu Buhari a rousing welcome.

    An announcement by the state Commissioner for Information, Dr. Mohammed Bulama, on Wednesday read: “Sequel to the impending official visit of His Excellency Muhammadu Buhari, GCFR, President of the Federal Republic of Nigeria to Borno State, the Borno State Government has declared tomorrow, Thursday, 25th April 2019 as a public holiday.

    In view of this, members of the general public are hereby urged to troop out en masse to receive Mr. President and his entourage.

    Government regrets any inconvenience that may be caused to the general public and appeals for their support, understanding and cooperation during the visit.

  • Buhari defeats Atiku in seven Borno LGAs displaced by Boko Haram

    The All Progressives Congress (APC) presidential candidate, Muhammadu Buhari, is in clear lead ahead of his major challenger, Atiku Abubakar of Peoples Democratic Party (PDP), in seven local government areas that have been displaced by Boko Haram insurgency.

    Despite the reclaim of most local government areas that were once under the control of Boko Haram fighters, many of the displaced persons still live in camps. These camps are either located in Maiduguri, the state capital, or at various local government headquarters.

    Analysts expect that the opposition parties, especially the PDP, might be able to make some inroads in these displaced local governments, especially over residents’ fixation on the ruling party’s inability to effectively degrade the insurgents.

    But despite the impressive presidential campaign rally that Atiku had in Maiduguri about three weeks ago, the voter return in his favour does not seem to be commensurate with the promises made to Atiku.

    According to results so far announced at the Borno state presidential collation centre, Buhari continues to maintain a comfortable lead in all the seven council areas that were brought in.

    In Nganzai local government, Buhari polled 6,804 votes, while Atiku got 975 votes. The local government had 8,058 votes while about 335 ballots were rejected.

    In Magumeri LGA, with a total registered vote of 50, 991 and 14, 364 accredited voters, Buhari polled 12,079 votes, while Atiku got 692 votes out of a total the 13,738 total valid votes.

    In Mobbar local government, Buhari polled 13,112 votes to beat Atiku who got only 280 votes.

    Buhari won Gubio local government area with 10,207 votes to beat Atiku who got 510 votes.

    In Dikwa, Buhari got 17,805 votes to defeat Atiku, who managed to get only 100 votes.

    In Abadam local government where there was a serious voter aparthy, the displaced people who had challenges with their voting centres gave Buhari 5,907 votes with only 270 of them thumb printing their ballots for Atiku. Abadam has a total of 45,707 votes.

    In Guzamala, another local area with low voter turnout, only 6,284 votes were received. And of that figure, Buhari swept 5,370 votes and left only 521 votes for Atiku.

    Collation will continue at 7 pm when other remaining 20 local government areas would have arrived.

  • Borno Gov, Shettima opens up on attacks by Boko Haram

    Borno State Governor Kashim Shettima on Thursday explained why Boko Haram insurgents swooped on his convoy on Tuesday, killing three civilians and a soldier.

    The governor said the attack was a mere propaganda strategy by the insurgents to attract global media attention and instill fear in citizens and troops.

    Shettima, who reacted through his Special Adviser on Media & Strategy, Isa Gusau, sympathised with those who lost their loved ones in the attack.

    The governor’s convoy was ambushed and attacked by the terrorists on his way to a political campaign rally in the northern part of the state.

    Gusau confirmed the death of three people in the incident.

    A splinter group of Boko Haram loyal to the Islamic State of West Africa Province (ISWAP) has claimed responsibility for the attack.

    Reuters reported that Islamic State on Wednesday claimed responsibility for an attack on the convoy of the governor of northeastern Borno State, according to the group’s Amaqnews agency.

    The group said at least 42 people were killed in Tuesday’s attack. Sources told Reuters the death toll was between three and 10 people, though an unknown number of others were beheaded,” the report said.

    According to Gusau, the governor has launched a probe into the circumstances that led to the incident, stressing that the attack will not dampen his commitment and confidence of troops.

    A statement by Shettima’s spokesman reads:

    Governor Kashim Shettima mourns, with the deepest thoughts and heartfelt condolences, the demise of some fellow citizens, brothers, associates and loyal supporters following an unfortunate ambush of some vehicles in his convoy by suspected insurgents on Tuesday evening on Gamboru Road, headquarters of Ngala Local Government Area.

    While the governor is expecting full security briefing to get accurate information on the incident, preliminary report on Wednesday, confirmed the killing of three persons during the attack, which principally aimed to attract local and global media attention in order to sustain propaganda strategy and to instill fear in citizens and gallant troops.

    Governor Shettima, who returned at night yesterday, will today (Thursday) meet families of those affected by the attack. The governor will also meet some security heads to review the incident and, more importantly, to continue his determined collaboration with all security agencies and volunteers in remaining committed to the ongoing fight against Boko Haram.

    The unfortunate incident will not make the governor to doubt the capacity of the gallant and patriotic personnel of the Nigerian armed forces who have dedicated their lives fighting for peace and the freedom of Borno people.

    The governor has absolute confidence in the armed forces and given his access to raw updates, he is aware of the successes being recorded by the armed forces despite Tuesday’s and previous attacks by the insurgents.

    For one success recorded by the insurgents, the armed forces record dozens against them. The Governor remains optimistic and urges citizens to be calm, prayerful and supportive of the Nigerian armed forces and volunteers through means that include (as they have been doing) the sharing of useful information.

    Tuesday’s incident happened while the Governor was on his way to Gamboru in continuation of campaigns for the presidential and national assembly elections coming up on Saturday.

    The governor had left Maiduguri on Tuesday morning and stopped for campaigns in Mafa and Dikwa local government areas before heading to Gamboru where he passed the night and returned to Maiduguri on Wednesday. He had on Monday travelled to Damasak, headquarters of Mobbar Local Government Area in northern Borno.

    Before then, he had previously held campaigns in most parts of northern Borno, including Monguno where he spent the night. He had also been to all the nine local government areas of southern Borno, including Chibok, Gwoza, Askira-Uba and Biu, where he spent days.

    The governor extends his deepest gratitude to friends, associates and other well-meaning Nigerians that have shown concern over the incident,” the statement said.

    Unknown number of children were said to have been burnt in the inferno.

  • One dead, several injured as platform collapses at Buhari’s Borno campaign

    There was pandemonium on Monday at President Muhammadu Buhari’s campaign venue in Borno State as a platform collapsed killing least one person with over 50 others severely injured.

    President Buhari campaigned for his reelection in the state capital and the All Progressives Congress event at the Ramat Square was attended by thousands of people.

    The huge crowd almost overfilled the expansive square, with some of the spectators climbing on top of metal pavilion constructed to provide shade at the venue.

    According to eyewitness reports, midway into the event and shortly before Buhari delivered his speech, a section of the platform crumbled under the weight of people on top of its roof.

    The collapsed roof and the people on top of it crashed on those beneath, causing a commotion as many scampered for safety.

    Local officials and witnesses confirmed that at least one person died while 50 others sustained injuries.

    An official of Civillian-JTF who helped in evacuating victims said, “We had one case of death while many of them only sustained injuries, some not very serious.”

    The spokesman of the APC in Borno state, Makinta Zarami, said most of those affected were APC members from Marte Local Government Area.

    I was aware that most of those affected were from Marte and they were about 50 in number,” he said.

    Most of them were taken to Umaru Shehu General Hospital and Nursing Home where they were treated. As at this evening I was informed that most of them were discharged except for two that had a bit serious injury.

    But I am not aware of any case of death. If I know I will honestly tell you.”

    One of the media aides of the governor, Usman Kumo, also denied knowledge of any case of death.

    Somehow, reports of the incident filtered out of Maiduguri late, only after President Buhari’s office released statements several hours after sympathising with the victims and their families.

    In an earlier statement, presidential spokesperson Garba Shehu quoted the president as condoling with families of the victims, suggesting there were deaths.

    I am shocked to hear about the loss of lives following the tragic incident at the stadium this afternoon in Maiduguri. May Allah repose the souls of the deceased,” the president was quoted as saying.

    I understand that the Borno State government, the Red Cross and other aid agencies are taking steps to help affected people.May Allah repose the souls of the deceased and heal the injured,” he said.

    An updated statement sent by Mr Shehu minutes later said there were only injuries.

    The president, according to Mr Shehu, expressed his deepest sympathies to all those who were injured “following an incident at the massively-attended campaign rally in Maiduguri, Borno State at which a pavilion came down crashing on party faithful”.

    Several party men and women who wanted a vintage view of the speakers at the rally climbed the roofs of the pavilions, one of which came down crashing on other spectators.

    May Allah heal those that were injured, I thank you all for the support,” the president said.

     

  • Borno 2019: I don’t want to hand over Boko Haram ravaged communities, IDPs to my successor – Shettima

    Governor Alhaji Kashim Shettima of Borno State has admitted that the state is still faced with great security challenges.

    He however insisted that his “greatest wish was and still is, not to bequeath Boko Haram challenges and IDP Camps to my successor.”

    Addressing an assemblage of military, security, traditional, media, religious and political leadership at an emergency meeting on Monday to address the resurgence of Boko Haram attacks in the state, Shettima said the aim of convening the meeting was not to pass blames or any kind of verdict on the security agencies.

    He said, “I think the most inhuman way to go is to gather and condemn those who are putting their lives on the line and giving their lives in efforts to find peace. ‎ We are principally here as a family, as a people all affected by the situation in Borno State, to discuss and give suggestions that will hopefully contribute to the combined ongoing efforts towards addressing the problem.”

    He admitted that, “For seven years, we held our regular security council meetings. I have from to time consulted with some of the participants here. However, I never for once convene an extraordinary meeting of this nature because, frankly speaking, I was avoiding a sort of dramatization or being sensational about our challenges in Borno State.”

    Without being insensitive to the realities of our situation, I feel deeply pained whenever Borno is being discussed on the basis of helpless weakness. I prefer to assume a position of strength; a position of normalcy and a character of being incurably optimistic.”

    My greatest wish was and still is, not to bequeath Boko Haram challenges and IDP Camps to my successor. We wanted to, and still want to get Borno fully back to normal days. Sometimes, I unconsciously find myself boasting that Borno is safer than Lagos. I simply feel very bad to sound pessimistic about Borno. I so much believe in optimism. Of course, I know that in governance, responding to some situations demand a combination of being both optimistic and realistic.”

    The realities, Your Royal Highnesses, invited participants, is that while so much was achieved by our gallant military men and women, we are today faced with serious challenges in Borno State. But then, these challenges should strengthen our abiding faith and resolve to continually do whatever we can, in support of our military, the police, the DSS, our Civilian JTF, all para-military agencies and political authorities at the federal level, to end the Boko Haram insurgency.”

    He said his meetings with President Muhammadu Buhari on security in Borno State have shown “his absolute sincerity in terms of his deep concern, his empathy and his compassion towards our plight in the northeast, particularly in Borno.”

    He added that: “President Muhammadu Buhari is without the slightest doubt, devoted to the fight against Boko Haram. I believe that service chiefs, the IGP, the DG of DSS and heads of all para-military agencies share the commitment of Mr President. Most importantly, troops in the front lines, have with their own lives, proved their commitment to the service of our country and in obedience to the President, Commander In Chief. The President has mobilized world leaders in support of Nigeria’s fight against Boko Haram.

    He has fostered regional cooperation and he supports troops.”

    He said: “Some persons have asked why I have not criticized the Buhari government or the Nigerian military over situations in Borno. My response to them is that unlike in previous years when I was treated as an enemy of the Presidency, I have from 2015 to date, gained unfettered access to the President. I see the Commander-In-Chief at the shortest request and I tell him my concerns, he listens to me with keen interest and in most cases, he takes measures. I have not had reason to be frustrated with the Presidency unlike previous years.

    Let me say that even under the previous administration, I regularly supported and defended the military. When I said in February 2014, that the military was not being well equipped, it was not a comment by design, it was a spontaneous reaction which came out of frustration and it was in defence of the soldiers being killed in front lines. I knew the problems.”

    As a state government, we have done and will continue to do everything humanly possible in support of the fight against Boko Haram. We have given very serious financial, moral and political support to the counter-insurgency.

    All security agencies and the federal government (including the previous Jonathan administration) have strongly acknowledged the role of the Civilian JTF in the successes recorded by the military. From 2013 to date, Borno State Government has been solely responsible for funding the Civilian JTF in terms of their training, their allowances, deployment, operational vehicles and their kits. We will continue to support the Civilian JTF, our military, the police and all other security agencies. We have secretly been engaging hunters in some areas without making noise. We believe security of lives is what makes government legitimate.”
