    BREAKING: Buhari sets up transition committee

    President Muhammadu Buhari has approved the establishment of a presidential transition council for facilitating and managing the 2023 transition programme.

    TheNewsGuru.com (TNG) reports the council has Secretary to the Government of the Federation, Mr Boss Mustapha as Chairman.

    Members of the committee are Head of the Civil Service of the Federation, Solicitor-General of the Federation and Permanent Secretary, Federal Ministry of Justice.

    Also, Permanent Secretaries from the Ministries and Offices of Defence, Interior, Finance, Budget and National Planning, Foreign Affairs, Information and Culture and Federal Capital Territory Administration (FCTA) are members of the committee.

    Others are Permanent Secretaries from the Ministries and Offices of Special Duties and Inter-Governmental Affairs, Cabinet Affairs Office, Office of the Secretary to the Government of the Federation (OSGF), General Services Office, Office of the Secretary to the Government of the Federation (OSGF), Economic and Political Affairs Office, Office of the Secretary to the Government of the Federation (OSGF),  State House, National Security Adviser, Chief of Defence Staff, Inspector-General of Police, Director General, National Intelligence Agency, Director General, State Security Services and Chief Registrar of the Supreme Court of Nigeria.

    Two representatives to be nominated by the President-elect are expected to be members of the committee as well.

    According to a statement released by, Willie Bassey, Director, Information on behalf of the Secretary to the Government of the Federation, the Transition Council will be inaugurated by the Secretary to the Government of the Federation on Tuesday 14th February, 2023 at 12 noon at the Conference Hall of the SGF.

    “Members are expected to attend the inauguration in person.

    “Also, the President has signed the Executive Order No. 14 of 2023 on the Facilitation and Management of the Presidential Transitions.

    “A key feature of the Presidential Executive Order No. 14 of 2023 is the institutionalization of a legal framework that would enable a seamless transition of power from one Presidential Administration to another which is part of President Buhari’s legacy,” the statement reads.

    President Buhari reacts to birthday wishes

    President Muhammadu Buhari on Monday expressed appreciation for the many cards and well-wishes he received for his 80th birthday.

    He said, however, in a jocular manner, that his wish for a quiet day had been denied by the staff, adding that: “I fixed the return journey from America on the day to avoid the celebration.”

    Addressing Prof. Ibrahim Gambari, the Chief of Staff; Boss Mustapha, Secretary to the Government of the Federation and other personal staff who gathered at the residence “to make the President’s birthday an occasion to remember,” Buhari said:

    ”A birthday is no more than just another day in the office.”

    In a fitting tribute on behalf of the personal staff, Gambari read aloud the card signed by them which states thus:

    “On behalf of the entire staff of the personal staff and my own self, we say ‘Happy Birthday’ to a worthy leader, father of the nation and our own father.

    “Your Excellency was a star at the recently-concluded American-African Leaders Summit- recognition by your own peers and the leader of the international community.

    “We are proud of Your Excellency and grateful for the opportunity to serve Your Excellency with respect and abiding loyalty.”

    President Buhari waded across the room, reading one card after the other and thereafter ordered everyone back to office: “Back to Work,” he said, as he led the way to his office building.

    The president participated in meetings and other duties throughout the working hours in the office.

    FG suspends COVID-19 tests for travellers

    The Federal Government has approved the immediate relaxation of the Covid-19 safety measures and travel advisory, including the suspension of all pre-departure, pre-boarding, and post-arrival PCR test requirements.

    This was contained in a statement yesterday by the Secretary to the Government of the Federation and Chairman of the Presidential Steering Committee on COVID-19 (PSC), Boss Mustapha.

    According to Mustapha, President Muhammadu Buhari’s approval follows the recommendations of the PSC based on clinical and laboratory evidence of a sustained reduction in COVID-19 infection/transmission across the country.

    “All pre-departure and post-arrival PCR test requirements for all persons who are not fully vaccinated have been suspended,” the statement reads in part.

    “With the suspension of both the preboarding and post-arrival PCR tests, passengers will no longer be required to upload evidence of vaccination on the Nigeria International Travel Portal (NITP). All unvaccinated and partially vaccinated passengers are strongly encouraged to get fully vaccinated.

    “Health Declaration Form. A simplified Health Declaration (non-covid-19 specific) shall be completed by all passengers arriving in Nigeria on the Nigeria International Travel Portal (NITP); while provision will be made on arrival for those who were unable to complete this form before departure.

    “Finally, the Presidential Steering Committee on COVID-19 (PSC) passionately appeals to Nigerians to ensure that they take their COVID-19 vaccinations as well as booster doses.”

    With Nigeria’s first recorded COVID-19 case in February 2020, the Nigerian Civil Aviation Authority (NCAA) restricted international flights from the Murtala Muhammed International Airport in Lagos and Nnamdi Azikwe International airport in Abuja on March 23, 2020.

    However, emergency and essential flights are exempted from the restriction, according to the NCAA. This followed the Federal Government’s shutdown of three other airports on March 21, 2020, including Mallam Aminu Kano International Airport, Kano; Akanu Ibiam International Airport, Enugu; and the Port Harcourt International Airport, Omagwa.

    However, after five months of the shutdown, NCAA resumed international flights on September 5, 2020, with strict COVID-19 guidelines for passengers.

    Boss Mustapha commends Lalong on peace efforts

    The Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, has commended Gov. Simon Lalong of Plateau on his peace efforts in the state.

    The SGF made the commendation at a dinner organised by Lalong for all the Secretaries to State Government (SSGs) in Nigeria on Wednesday at the Government House, Jos.

    “We have definitely perceived and have seen that steps have been taken to ensure that peace and tranquility returns to the Plateau and this is really commendable and shows hope,“ he said.

    He expressed confidence that Plateau`s glory would be restored, describing the state as a home to all Nigerians, especially those from the Middle Belt.

    He described the state as politically relevant in the history of Nigeria`s democracy, saying it birthed outstanding leaders such as Chief Solomon Lar, who groomed many leaders who had occupied or are occupying key positions in the country.

    “We learnt a lot from him,“ the Mustapha said.

    In his remarks, Lalong called for peace and unity in Nigeria where its people are welcomed to reside in any part of the country without any threat to their wellbeing, adding that Plateau is hospitable to visitors.

    “We want people to come to Plateau, we invite people to come to Jos and enjoy our resources.

    “ There is nothing you cannot get from Jos, spanning from the best food to the best vegetables.

    “ It is an illustration of the beauty of Nigeria so that when we mix up like this, there is no reason to chase anyone away from any state, `he said,

    The governor urged organisations to make the state their destination for their annual conferences, retreats or other events, while encouraging them to have properties in the state because of its good weather and exotic food, especially its vegetables.

    “Try to get a piece of land here… Make Jos your London and Dubai, “ he said.

    Special Report: FG moves to curb fleece by foreign missions, soaring debts

    The Nigerian Government has constituted a committee to review the number of the country’s diplomatic Missions worldwide and their level of chronic indebtedness.

    Speaking during the inauguration of the committee on Tuesday, the Secretary to the Government of the Federation Boss Mustapha, said the establishment and deliberate composition of the team will enable the Government tackle the root cause of the critical state of affairs of Nigeria’s Diplomatic Missions and its impact on the image of the country.

    It would be recalled that in January, a former Deputy Chairman of the Nigerian Senate Committee on Foreign Affairs Shehu Sani, had alleged that about 60 per cent of Nigerian embassies are on rented spaces and accused diplomatic staff of defrauding the country through rent payments.

    Sani, who formerly represented Kaduna Central, observed although some Nigerian embassies existed as far back as 1960, most of them were still rented, thereby causing a lot of embarrassment to the country.

    “I found out that we have been renting about 60 per cent of Nigerian embassies abroad, and we are still unable to buy a house in those countries. From my observation, diplomatic staff have been fleecing this country in the name of paying rents; they prefer Nigeria to keep renting houses, rather than buying a building as an embassy.

    “In the past, everything about the embassy is in the foreign affairs ministry, but during the era of Mrs Ngozi Okonjo-Iweala, Ambassadors go to the Minister of Finance for them to be funded. As such, it left the foreign affairs ministry with little or no choice on the embassy other than posting of diplomatic staff,” the former lawmaker said.

    He insisted on the need to buy more diplomatic houses and take stock of repairs of dilapidated Nigerian embassy buildings abroad as part of measures to solve the problem.

    “Everything about the embassy should go back to the foreign affairs ministry. We should have targets, every year, we should buy 10 buildings so that in five to six years, we are no more renting. There are some buildings that we may not need. We have to trade them off and put those ones away,” Sani advised.

    His position corroborated concerns previously raised by the House of Representatives last December that foreign service officers preferred to rent houses than stay in the missions- owned property due to their dilapidated state.

    The House also revealed that over 70 per cent of Nigeria’s foreign missions across the world had, for several years, received zero allocation in their capital budget and decried the indiscriminate postings of foreign service officers above the approved ceiling of the president, which had led to overstaffing and wastage of resources.

    Worried by the unpleasant news about underfunding from Nigerian missions abroad and to eliminate any bureaucratic bottlenecks, the House, through the insertion of Clause 11 into the 2022 Appropriation Act, granted express power to missions to expend funds allocated to them under Capital Components without the need to seek approval of the Federal Ministry of Foreign Affairs.

    This move was, however, heavily criticised by stakeholders who called for an amendment to repeal the controversial Clause from the Appropriation Act. The Minister of Finance Zainab Ahmed, also said the clause contravened provisions of the Fiscal Responsibility and Finance Act 2021.

    The inaugurated 13-man Presidential Committee headed by retired Permanent Secretary Ambassador Martin Uhomoibi, has only a three-month timeline to determine the current number and categories of Nigeria’s diplomatic missions, identify and classify their revenue generation capacity, level of indebtedness and make appropriate recommendations.

    It would in addition review the understanding and application of critical extant policies, guidelines, circulars, codes, regulations, financial management systems, statutes, among others across Nigeria’s missions with a view to minimising bottlenecks, misapplication and curbing infractions.

    It would identify cost cutting measures and all other steps required to drastically reduce cost of running the country’s foreign missions and review all assets of Nigeria’s Foreign Missions with a view to document and assess their viability as well as give recommendations for sustainability.

    Other members of the Committee are a Retired Permanent Alhaji Sabiu Zakari (Vice Chairman), the Permanent Secretary and Solicitor-General of the Federation Beatrice Edodamen Jedy-Agba; Permanent Secretary, Ecological Project Office, Shehu Ibrahim; retired Permanent Secretary, Ambassador Bulus Lolo; retired Permanent Secretary, Alhaji Saheed K. Y. Adelakun and Ambassador Janet Olisa.

    The Committee also has representatives of Minister of Finance, Budget and National Planning, the Auditor-General for the Federation, Accountant General of the Federation, Head of the Civil Service of the Federation, Foreign Service Advisory Council, Federal Civil Service Commission and National Intelligence Agency.

    FG receives ‘Draft White Paper’ on Orosanye reports

    The Federal Government on Thursday received the ‘Draft White Paper’ on Orosanye reports, submitted by the committee on restructuring/rationalisation of Federal Parastatals, Agencies and Commissions created between 2012 and 2021.

    Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, who received the reports, commended the committee for the completion of the assignment within the six- week time line given to them.

    The News Agency of Nigeria recalled that the Federal Government had in July, inaugurated the White Paper Drafting Committee on the review of new parastatals, agencies and commissions created after submission.

    This, he said, was done after the receipt of the Orosanye Panel’s Report on Restructuring/Rationalisation of those agencies.

    The committee was headed by Mrs Ebele Okeke, a former Head of the Civil Service of the Federation.

    The committee was to come up with the white paper reports of the committees inaugurated by the Federal Government in November 2021 to consider the Orosanye reports.

    The main aim of the process was to further demonstrate the Federal Government’s commitment to reposition the public service for effective service delivery.

    Receiving the paper, Mustapha recalled President Muhammadu Buhari’s desire to restructure the public service in order to ensure efficiency, when he recently interacted with the Association of Senior Civil Servants.

    According to him, the president has assured of his government’s commitment to the improvement of the condition of the service.

    The SGF, therefore, said that some of the recommendations by the white paper drafting committee would be considered as” low hanging fruits that would be implemented immediately after approval.”

    He said the Federal Government had acknowledged the high cost of governance in Nigeria and revenue challenges being experienced in the midst of competing societal demands which are of serious concern to the government.

    The SGF added that all the necessary things would be done to ensure that no sector was neglected.

    Mustapha said: “I have no doubt in my mind that the knowledge, experience and expertise members brought to bear in the cause of the assignment, would guide the Federal Government in addressing the high cost of governance and other associated problems.

    “I am pleased to receive the report of the Engr. Ebele Okeke Committee that was constituted to draft a White Paper on the Amal Pepple Committee report on new Parastatals, Agencies and Commissions created between 2012 and 2021.

    “This is a further demonstration of the Federal Government’s commitment to reposition the Public Service for effective service delivery. ”

    Presenting the paper, Mrs Ebele Okeke thanked Buhari and Mustapha for the job assigned to them.

    Okeke said in carrying out the assignment, the committee had taken into consideration, the current economic challenges and the requirement for government to utilize resources more efficiently in order to reduce cost of governance.

    ”In addition, the need to develop diverse sources of revenue for government as well as encourage some Agencies of government to be self-funding; the principle of building strong institutions to guarantee service delivery to the populace.

    ”The committee had also considered the imperative to grow the economy, create employment and stay on the critical path to achieve development objectives,”she said.

    According to her, the terms of reference of the committee were to:

    “Examine and evaluate the findings and recommendations contained in the Report of the Committee on the Review of New Parastatals, Agencies and Commissions (PACs) created after the submission of the Report on restructuring/rationalization of Federal Government Parastatals, Agencies and Commissions.

    “Produce a Draft White Paper on the report for consideration by the Federal Government; develop implementation plan and key performance indicators; and submit the draft white paper within six weeks, ” Okeke explained.

    Buhari reappoints former PA, Bashir Ahmad, upgrades his position

    President Muhammadu Buhari has appointed his former Personal Assistant on New Media, Bashir Ahmad, as Special Assistant to the President on Digital Communications.

    The Secretary to the Government of the Federation, Boss Mustapha, confirmed the appointment in a letter of appointment addressed to Ahmad, dated July 20, 2022.

    In the letter sighted by TheNewsGuru.com (TNG) on Sunday in Abuja, Mustapha said the appointment took effect from July 19, 2022.

    Ahmad had resigned his previous position as Personal Assistant to the President in line with the presidential directive urging all political office holders wishing to contest elective office to resign.

    The presidential media aide lost his bid to secure the ticket of the All Progressives Congress at the party’s primaries for Gaya, Ajingi, Albasu Federal Constituency.

    Ahmad had frowned at the way and manner the party’s primary was conducted, saying it was fraught with fraud.

    TNG reports that the presidential social media handler is believed to be the only presidential aide ‘recalled’ by the president since the conclusion of the APC primaries.

    All the cabinet ministers and presidential aides except Ahmad, who resigned to participate in the APC primaries but failed to secure the party tickets had since been replaced by the president.

    Some social commentators who on the promotion of the media aide to the position of Special Assistant, said Ahmad had successfully handled the social media space as Personal Assistant before his resignation.

    FG moves to curb herders-farmers clashes in Delta, other states

    The Federal Government has indicated the need to revisit and remodel its national ranching programme to address recurring clashes between herders and farmers across the country.

    This is contained in a memo by the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, signed by a Director in the SGF office, Mr David Attah on Tuesday in Abuja.

    The memo titled, “Heightened misunderstanding between farmers and herders in Abia, Delta and Kwara States’’, was addressed to the Minister of Agriculture and Rural Development and that of Information.

    According to the SGF, the recurring invasion of farmlands by migrant herders with accompanying hostilities across affected agrarian settlements had continued to pose threat to food security.

    He added that the situation had affected peaceful coexistence in the affected communities.

    “The aforementioned development underscores the need to revisit and remodel the ranching programme.

    “And to partly facilitate the campaign against inflammatory and divisive statements that are capable of escalating the subsisting crisis between farmers and herders,” the SGF added.

    He urged the ministers to take necessary action on the matter to ensure peaceful coexistence between farmers and herders across the country.

    According to him, there is a looming confrontation between itinerant herders and farmers in Opiene community,  Arochukwu Local Government Area of Abia over alleged invasion by the herders on farmlands in adjoining Oblene forest.

    He said nomads numbering about 15 arrived the agrarian settlement from neighbouring Itu village in Gdukpani Local Government Area of Cross River.

    According to him, the President-General of the community, Kalu Irem, had drawn the attention of the government to the matter and urged government to intervene to avoid confrontation.

    “Similarly, uneasy calm has pervaded Ogwashi-Uku and Ubulu-Unor communities in Aniocha Local Government Area of Delta State, due to increasing presence of strange pastoralists in the area.

    “The anxiety followed the refusal of some resident to serve as guarantors to the intruding herders, who have already encroached on some farms at Chibata and Aboh-Ogwashi villages in same LGA.

    “Relatedly, in Kwara, some nomads operating around Marafa axis of Ilorin-East Local Government Area were reportedly ready to confront members of their host community.

    “The planned confrontation was as a result of the recent attack on two of their kinsmen in the area.

    “Meanwhile, the victims, Sadik Isah and Abubakar Bindo were said to be receiving treatment at the University of Ilorin Teaching Hospital,’’ he added.

    Recall that the federal government had introduced the National Livestock Transformation Programme as a panacea to the farmer-herder clashes.

    The government had in December 2021 released N1 billion to Kaduna, Plateau, Nasarawa and Adamawa states for the commencement of the remodelled livestock programme.

    A total of 22 out of the 36 states of the country had in October 2021 indicated interest to key into the programme.

    Initial attempt by the federal government in 2018 to establish 94 ranches in 10 states prone to herdsmen-farmers clashes was stalled due to misunderstanding of the programme by stakeholders.

    The National Economic Council (NEC) chaired by Vice President Yemi Osinbajo had at the time approved a 10-year National Livestock Plan which will cost about N179 billion.

    President Muhammadu Buhari has said that government had recognised that some of the security challenges confronting Nigeria were imported by foreign elements.

    Buhari, who was represented by the Secretary to the Government of the Federation, Boss Mustapha, stated this at the Graduation of Course 30 of the National Defence College (NDC) on Friday in Abuja.

    He said that the nation and indeed the African region had been facing difficult times such as terrorism in the North East, banditry and other criminal activities across the country.

    He added that the military and other security agencies have been given directives to decisively deal with all forms of security challenges and secure the nation.

    According to him, the military has continued to counter the terrorism that was very prevalent in the North East which has resulted in the surrendering of thousands of persons who are being managed by government agencies.

    “Government is also deeply concerned about the activities of bandits and criminals who have rare their ugly heads in some parts of the country.

    “This is because the number of violent unprovoked attacks on citizens appear to be on the increase. This is unacceptable.

    “Accordingly, we have given strong directive to the military and other security agencies to deal decisively with terrorists, bandits and other enemies of the country.

    “We have also adopted bilateral and multilateral arrangements to tackle the trans border and maritime crimes because we recognize that some of our security challenges are imported into Nigeria by foreign elements.

    “I want to assure all Nigerian that the government is doing all it can to eliminate or apprehend the criminals or bandits, wherever they are,” he said.

    Buhari commended the nation’s apex defence institution for its continuous effort towards raising a discipline and professional strategic leaders for the armed forces, security agencies as well as Ministries, Departments and Agencies (MDAs).

    He said the college had since its establishment 30 years ago, continued to fulfil its mandate and had grown to be at par with similar colleges across the world

    He charged the participant to deploy the knowledge they had acquired in making useful suggestions toward addressing the challenges in their areas of responsibility.

    The president assured that the government would remain committed providing needed resources for the security agencies to carry out their assigned tasks.

    The Commandant of NDC, Rear Adm. Murtala Bashir, said the college had 102 participants drawn from the military, paramilitary, security and intelligence agencies as well as selected MDAs and participants from 16 allied countries.

    Bashir said the participants comprised of 28 from Nigerian Army; 20 from Nigerian Navy; five from Nigerian Air Force; 29 from strategic institutions/MDAs and 20 international participants.

    He said the college had trained the finest from the military, security agencies and MDAs both from within and outside the country since inception in 1992, adding that some had distinguished themselves in their careers.

    According to him, the mission of NDC is to develop future strategic leaders who are sufficiently equipped with knowledge and skills.

    “for participants of course 30, this mission was achieved through the pathway of study in nine modules comprising researc methodology and strategic writing, state and social political environments, economy and finance, science and technology, international affairs and regional studies.

    “Others are policy strategy and national security, military history and conflict studies, peace supports operations and higher defense management.

    “The module were delivered in for s of lectures, seminars, study tours, research papers and studies under a broad theme, ” a Whole of Society Approach to Enhancing Human Security in Nigeria.”

    “The course also involved exercises that stimulated real life scenarios and the review of the National Defence and Security Policies,” he said.

    A foreign participant, Commodore Ashwsni Tikoo of Indian Navy, thanked Nigerian government and the armed forces for giving them the opportunity to be a part of the course and learning experience of a lifetime.

    Tikoo said the course had also afforded him the opportunity to make new friends that would help to shape his military career.

    He said the scope of the curriculum was vast including economic development, social security, internal security, geostrategic issues among others.

    “It has been a great learning experience and particularly for me I would say that my knowledge about the African continent has increased very considerably.

    “And obviously, when you get to know so much about this continent, which has 54 countries, rich in resources and beautiful people, it is a great experience.

    “I am sure that when I go back to my country with this kind of learning and experience, it is definitely going to enable me to bring in certain changes in my own country with the perspectives and the learnings that I have had here,” he said.

    ASUU will soon call off protracted strike – SGF, Mustapha

    The Secretary to the Government of the Federation (SGF), Boss Mustapha has said the Academic Staff Union of Universities (ASUU) would soon call off the protracted strike embarked on since February 14th 2022.

    Mustapha disclosed this when the President of the National Council of Women’s Societies (NCWS), Hajiya Lami Adamu Lau led members of the Women in National Service (WINSERVE) Week Implementation Committee on a visit to his office in Abuja.

    Expressing optimism that students would soon return to school, Mustapha said: “We have no justification to keep out children from schools for five months; we believe that in the soonest, our wards will go back to school because we don’t want to produce half-baked graduates”.

    The SGF disclosed this while urging Nigerians to show concern about the current security challenges in the country. According to him, insecurity is a thing of concern since all Nigerians are affected.

    “I want to appeal to Nigerians to take the issue of security as everybody’s business, It’s not government business, everyone has a role. Constitutionally, government has the responsibility of providing for the security and wellbeing of the people, but the people have a role to play. Security is everybody’s business and we should take it as such and it starts from the home,’’ he said.

    Mustapha said that bandits came from homes, with mothers and fathers; they did not drop from heaven, adding that the current insecurity in the nation was due to negligence of family values.

    “As parents and caregivers, we have neglected our duties and family values, everybody is busy, both father and mother, just to get the good things of life. So I believe that we all have a role to play,’’ he said.

    Earlier, the NCWS president, Lau appealed to government at all levels to address the insecurity in Nigeria, adding that it was gradually destroying the country.

    “I want to appeal to politicians to close ranks, and put national interest above all sentiments and face these problems squarely in the same way they face party delegates. The issues of security and education must be taken seriously in like manner,’’ she said.
