Lagos govt tackles block moulders over incessant building collapse

The Lagos State Materials Testing Laboratory (LSMTL) has urged block moulders and other stakeholders in the built environment to prioritise quality over cost to avoid building collapse.

The General Manager of LSMTL, Mrs Olayinka Abdul, gave the advice at a grassroots advocacy forum against building collapse, on Wednesday.

It was organised by the Building Collapse Prevention Guild, Ayobo-Ipaja Cell, for block moulders, in Lagos.

The forum had the theme, “Maintaining the Quality of Sandcrete Blocks in an Environment Fraught with Volatile Production Costs’’.

Abdul said that prioritising quality over cost in the construction industry would ensure the safety and durability of structures, especially in an environment with fluctuating material costs.

“The rising challenges in our industry reflects a critical juncture where we must reaffirm our commitment not only to quality, but to the safety and integrity of the structures which we build.

“As we gather here, we are united in a common purpose, to mitigate the risks that contribute to building collapse, while promoting sustainable practices in construction.

“The statistics of building collapse are alarming. Building collapses not only lead to loss of lives, but also represent significant economic costs, community trauma, and a breach of the trust our society places on us as builders and enforcers of safety,’’ she said.

Abdul said that LSMTL was committed to playing a vital role in maintaining the quality of sandcrete blocks and promoting sustainable construction practices in Lagos State.

Sandcrete blocks are a type of building material made from a mixture of cement, sand, and water, commonly used in construction for building walls and partitions.

She explained that sandcrete blocks had played a crucial role in the structural integrity of buildings due to their affordability, availability and versatility.

She said that the quality of these blocks had directly influenced the safety and durability of building structures.

Abdul said, “ When we compromise on quality, whether due to the rush of production, substandard materials, or cost-cutting measures, the repercussions can be dire.

“The production of sandcrete blocks is heavily influenced by the cost of raw materials, labour, and logistics.

`In an environment characterised by fluctuating prices, it is easy to see how some producers may be tempted to prioritise cost over quality.

“Yet, it is precisely in these challenging times that we must reaffirm our commitment to maintaining and enhancing the quality of our products.’’

The GM outlined several strategies for maintaining the quality of construction materials, particularly in the face of fluctuating costs and availability.

She suggested strategies such as, looking for alternative materials that could meet quality standards without significantly increasing costs, investing in sustainable materials, and collaboration with local suppliers to reduce costs and improve access to materials.

Mr Adesegun Banjoko, National President, National Association of Block Moulders of Nigeria (NABMON), called on LSMTL and other regulatory agencies, such as SON, to collaborate with the association to improve the quality of sandcrete blocks.

He expressed concern that the regulatory agencies might not have the necessary resources to adequately oversee and enforce quality standards.

Banjoko said that the association, with its extensive reach across Nigeria, especially in Lagos State, was well-positioned to support regulatory efforts by identifying and overseeing block producers.

He said the association had issued digital ID cards to its members, which could be used to verify their legitimacy and identify quacks.

  • Lagos introduces online portal to curb building collapse

Lagos introduces online portal to curb building collapse

The Lagos State Materials Testing Laboratory Agency (LSMTL) has launched an online registration portal to streamline its material testing processes.

The web registration portal was launched during the eGIS retreat 2.0,  held at the 21st Century Technologies,  Lekki, Lagos, on Saturday.

The initiative aims to improve efficiency and accuracy in the testing of building materials, which is crucial for ensuring the safety and durability of structures.

The General Manager of LSMTL, Mrs Olayinka Abdul, said at the launch  that the new web portal would automate data capture and tracking of building materials tests, reducing manual errors and speeding up the processes.

Abdul said: “This software application captures and tracks building data to streamline the LSMTL’s quality assurance process for long-lasting structures.

“This initiative will directly benefit all stakeholders, such as potential clients and LSMTL agents.”

Abdul said that LSMTL was taking proactive steps to improve building safety in Lagos by leveraging data-driven insights from geotechnical investigations.

She added that detailed geotechnical investigations would be conducted to identify the specific characteristics of different areas in the state and recommend appropriate construction practices.

Abdul emphasised the importance of data collection and analysis in preventing building collapse.

She said that the agency was committed to using data-driven approaches to improve building safety and prevent disasters.

“By collecting and analysing data, collaborating with other agencies, and developing detailed maps, LSMTL aims to create a more resilient and sustainable built environment in Lagos,” she said.

The general manager also emphasised the importance of transparency and accountability in the online portal payment process.

She said that it would be important to provide a clear and accessible platform for customers to track the progress of their tests and make payments.

According to Abdul, the portal is linked to the Alpha Beta Portal, a state government platform.

She said that the initiative would further enhance transparency and accountability.

Abdul also emphasised the importance of adhering to professional standards and regulations to ensure quality of testing services, urging  professionals to be COREN- certified.

Earlier, the Special Adviser to the Lagos State Governor on eGIS and Urban Development, Dr Olajide Babatunde, said that eGeographic information service was developed to fully harness the power of technology and quality of life for Lagos residents.

He said, “Gov. Babajide Sanwo-Olu has public trust which is fostered by what every ministry, departments and agency of government does to ensure we build on existing work and common platforms for information sharing and enhanced services, which is the focus of this two-day retreat.”

  • SAD: 7 dead as FCT dev’t control pulls down 50 duplexes, bungalows in Abuja

SAD: 7 dead as FCT dev’t control pulls down 50 duplexes, bungalows in Abuja

The FCT Emergency Management Department (FEMD) says it recovered seven dead bodies of iron scavengers who invaded the site of a demolished building in Sabon Lugbe, a suburb of Abuja.

Mr. Abdulrahman Mohammed, Director of the department, who disclosed this at the site on Sunday, added that two other victims were receiving medical attention at the Federal Medical Centre.

According to him, the activities of over 500 iron scavengers who invaded the demolished building, pulling down and carting away iron rods, triggered the remains of demolished slab to fall on them.

Mohammed, who said rescue operations had been completed at the site, debunked report in some sections of the media that a multi-storey building collapsed in the suburb on Saturday with more than 40 trapped under the rubble.

He said the building was among the illegally erected uncompleted structures, demolished by the FCT Department of Development Control on Thursday.

“The scavengers invaded the site in a bid to get iron rods when the remaining part of the demolished structure caved in. Nobody is living in the building as claimed by reports.

“We were here last night and we are here today again. The Chairman of Miyetti Allah in the Abuja municipal was here with us and he confirmed that they lost five of their members in the incidence. As you can see, nobody is fighting here as claimed by some people,” he said

Mohammed expressed his disappointment at the activities of the scavengers, who were still ravaging other demolished building in-spite of the tragic incidence

“Right now as we speak, some of them are still up there scavenging iron rod, they have been asked to leave but they have refused to listen. We are going to ensure that they leave the site. By Monday, the Development Control, will come around to ensure that the remaining buildings are brought down completely,’ he said

A Police Officer at the site, told NAN that the scavengers invaded the site after the Development Control Dept. had completed the demolition exercise. The officer, who spoke on condition of anonymity said the media report on collapsed multi-storey building trapping over 40 people was fake.

An eye witness, Mr Aliyu Musa, said the iron scavengers were warned not to go into the building, but they refused to listen.

“I know one of the deceased,  we warned him but he did not listen. He climbed the slab and started hitting the iron when it suddenly fell, and he died,” he said.

FCT dev’t control refutes Sabon Lugbe building collapse report

Meanwhile, the Federal Capital Territory Department of Development Control has refuted report in some media platforms that a multi-storey building collapsed in Sabon Lugbe on Saturday with more than 40 trapped under the rubble.

The Director of the department, Mr Mukhtar Galadima, told newsmen in Abuja on Sunday that the report was “simply propaganda”.

Galadima explained that the building in question was part of the illegally erected uncompleted buildings by land grabbers that were currently being demolished in the area.

He said that the building was demolished on Thursday, adding that the site attracted a mass influx of more than 500 scavengers,  pulling down and carting away the remains of iron rods.

According to him, the activities of the scavengers triggered the remains of a demolished slab of the building to fall on them.

The department had on October 17, begun the demolition of illegal buildings on lands that were illegally acquired by land grabbers in Sabon Lugbe. A total of 50 duplexes and bungalows were being demolished to ensure total recovery of the land.

Galadima, who led the exercise, had explained that the structures were illegally erected by land grabbers without approval of appropriate authorities.

He explained that the illegal construction in the southwest area of Sabon Lugbe was part of Phase 5 District of the Federal Capital City (FCC).

He said that the department had warned that it would bounce on land grabbers in the area and advised people against buying any property without due diligence to ensure its legality.

The FCT Minister, Mr Nyesom Wike, who ordered the demolition, expressed dismay that the investors moved into the site and commenced development without relevant approvals.

The minister insisted that all land must be recovered from the grabbers.

Meanwhile, a statement by the Police Public Relations Officer of the Police Command in FCT, SP Josephine Adeh, said a total of five people were successfully rescued from the debris, adding that there were no reported fatalities.

“In light of this incident, we urge the public to respect the boundaries of demolished structures and construction sites, to prevent similar occurrences in the future,” Adeh said in the statement.
