    2023 census will be Nigeria’s best ever – NPC assures

    The National Population Commission (NPC) has assured that the 2023 National Population and Housing Census will be the best ever conducted in the history of the country.

    NPC’s Federal Commissioner in Gombe State, Mr Abubakar Danburam, stated this in Gombe on Tuesday during the inauguration of a 16- member Advocacy and Logistics Committee for the 2023 Population and Housing Census in the state.

    Danburam said with the efforts so far made by the commission as well as the digitalisation of the exercise, the 2023 census would be better than any one conducted in the nation’s history of conducting census.

    He said with the commission leveraging technology and modern approach to conducting census, there was no doubt that the 2023 exercise would be an improvement on the ones conducted in the past by the commission.

    He said the priority of NPC in conducting accurate, reliable and acceptable census was as a result of the importance of census for development planning and other interventions that would help improve citizens’ wellbeing.

    According to him, the 2023 census will address the irregularities associated with previous exercises.

    “I can remember very well the 1963 census, there were lots of irregularities due to lack of development. The 1973 census, there was little improvement compared to that of 1963.

    “Subsequent censuses came up with a lot of improvements. The current census to be conducted, from the level of demarcation, is digital.

    “It is so because we are now matured enough to use the satellite image. The satellite image was used for the demarcation and the demarcation is called the Enumeration Area Demarcation (EAD),” he said.

    He explained that the EAD was the foundation of the current census: “This demarcation was done meticulously and neatly. Every part of this country has been demarcated, no leftover, no overlap.

    “This is giving us all the assurance that the census to be conducted will be digital and hopefully the best census conducted so far in this country.”

    While inaugurating the 16-man Committee, Manassah Jatau, the Deputy Governor of Gombe State who doubles as the chairman of the committee, said the 2023 census would provide vital information about the socio-economic variables of the nation’s population.

    Jatau advised the commission to take proactive measures to curb the threat of manipulation during the exercise as the NPC was working to conduct a credible census that would meet best global practice.

    “The digital census is most likely to eliminate previous bottlenecks such as political, religious and cultural sentiments associated with accurate census in the country over the years.

    “However, we should note that it is human beings that control and sometimes manipulate these machines that were meant for ease of carrying out tasks, jobs more accurately, with great precision,” he said.

    To his committee members, the chairman said their duty was to enlighten, sensitise and get the support of residents of Gombe State towards the successful conduct of the exercise in May.

    FEC approves N15.3bn to install ICT components for 2023 Census

    The Federal Executive Council (FEC) on Wednesday approved two contracts worth N15.3 billion for the supply an  installation of information and communication technology (ICT) components and digital assistance devices for the 2023 population census.

    Senior Special Assistant to the President on Media and Publicity, Garba Shehu made the disclosure after the Council meeting presided over by President Muhammmadu Buhari at the Presidential Villa, Abuja, on Wednesday.

    Shehu said: ”Among those memos that were okayed today was the award of the contract for the supply and installation of information and communication technology (ICT) components for the 2023 population census.

    ”This is for the National Population Commission (NPC). It is meant for census. The ICT component contract was awarded for about N10.9 billion.

    “Another contract that was approved for the National Population Commission was the contract for the development and implementation of mobile device management solution for the personal digital assistance devices to be used for the 2023 population census.

    ”This is in the sum of about N4.4 billion.”

    Shehu said the council also approved contract for the development of external cost of infrastructure at the Economic and Financial Crimes Commission (EFCC) new training academy at N3.3 billion.

    He added that N1billion was equally approved for the contract for the procurement of 19 vehicles for the Nigerian Ports Authority (NPA).

    The presidential aide said the council approved N65 million for variation in the cost for the supply of airport fire crash tenders in the Ministry of Aviation.

    He further disclosed that the council approved policy on HIV/AIDS to protect people living with the disease and new regulations on woodworking ecosystem.

    “Government has revised regulations pertaining to woodworking machinery and the entire ecosystem which dated back to 1959.

    ”New regulations have been put in place as empowered by the law.

    “And by this approval, the Attorney General of the Federation and Minister of Justice will domicile and gazette these changes that have been approved.

    “His other approval is on policy on HIV/AIDS. Basically, this is to guarantee personal human rights over people with HIV in work places so that they are not discriminated against and they are given equal rights.

    ”They are not discriminated against and they are given all that is due to them. And they are respected, especially with regards to their personal and human rights,” he said.

    The Minister of Works and Housing, Babatunde Fashola also disclosed the council approved the construction of 283.4km roads to BUA Cement company under the Federal Government’s tax credit scheme at the cost of N328 billion.

    According to him, the contracts covering four different roads in Kwara, is covered by Executive Order 7 which promotes investments in public infrastructure, especially roads.

    Fashola explained that the contract also covered a distance of about 283.938km.

    He revealed that the council also approved digitization of the ministry’s operation at the cost of N916million and would be implemented in 12 months.

    Other memoranda approved by council for the ministry, according to him, included the augmentation of 48 kilometers Kaduna Eastern bypass contracts connecting Kaduna to about 11 states in the country, from N38bilion to N78.6billion

    He stated that about 24 kilometers of the road had been completed

    The Minister of Mines and Steel Development, Olamilekan Adegbite also addressed the correspondents on the outcome of the meeting.

    He disclosed that FEC approved a new bill known as Nigeria Mining and Mineral Act, 2023, to replace the Nigerian mining law and update the law.

    The new bill captures the value chain in the mining sector, encourage value addition, as well as, recognises the artisanal miners, who will now be registered, under the proposed law.

    He disclosed that FEC approved the bill for onward transmission to the National Assembly by the Attorney General of the Federation and Minister of Justice.

    The Minister of Finance, Budget and National Planning, Dr Zainab Ahmed, revealed that the Federal Government had secured a World Bank facility worth $800 million dollars.

    It will be used to attend to a segment of post-petroleum subsidy palliatives requirement in the country.

    According to her, the 800 million dollars is the first tranche of palliatives to be disbursed through cash transfers to about 50 million Nigerians, who belong to the most vulnerable category of society.

    She said: “When we were working on the 2023 Medium Term Expenditure Framework and the Appropriation Act, we made that provision to enable us exit fuel subsidy by June 2023.

    ”We’re on course, we’re having different stakeholders’ engagements, we’ve secured some funding from the World Bank.

    “That is the first tranche of palliatives that will enable us give cash transfers to the most vulnerable in our society that have now been registered in a national social register.

    “Today that register has a list of 10 million households. 10 million households is equivalent to about 50 million Nigerians.”

    Ahmed added that government was ready to go beyond cash transfer to cushion the effect the subsidy removal will have on Nigerians.

    She added: “We also have to raise more resources to enable us do more than just the cash transfers and also in our engagements with the various stakeholders.

    “There are various kinds of tasks that we have go beyond the requirement of just giving cash transfers. Labour, for example, might be looking for mass transit for its members.

    “So, there are several things that we’re still planning and working on, some we can start executing quickly, some are more medium-term implementation.”

    On how much funding was received from the World Bank for the execution of the planned exit, Ahmed said: “$800 million for the scale up of the National Social Investment Programme at the bank and it’s secured, it’s ready for this disbursement.”

    NOA begins nationwide sensitisation, advocacy on Census

    The National Orientation Agency, NOA, has begun a nationwide sensitisation and advocacy to educate Nigerians about the forthcoming National Population and Housing Census.

    This was disclosed by the Director-General of the agency, Garba Abari, on Sunday.

    He said that the sensitisation is to enlighten the public about the importance of census toward national planning and development.

    TheNewsGuru.com (TNG) reports that Abari, who is a member of the National Publicity and Advocacy Committee for the census said ‘’the National Population Commission has an elaborate publicity in the media advocacy workplan that will definitely saturate the airwaves in the next few weeks starting from today.

    “The NPC is not unaware of the role of advocacy, enlightenment and sensitisation in creating necessary awareness around the census issue.

    “Now that we have put the general elections behind us, the next important national event ahead of us is the national census,” he said.

    He appealed to the media, Civil Society Organisations, religious and traditional leaders, as well as other stakeholders to sensitise the public about the exercise and encourage them to participate fully.

    “The media, community leadership, community ombudsmen, religious leaders, professional groups, everybody will be brought on board through conscious, extensive and expansive process and programmes to ensure necessary knowledge, awareness among Nigerians.

    “It is not as if Nigerians are not aware of the census, perhaps what they need to see is continuous and consistency in awareness.

    “There will be consistent messages every minute through the media, radio, social media, town criers, newspaper, television and discussions,” he said.

    He reiterated the commitment of NOA in carrying out sensitisation programmes across every local government, especially rural areas, on the need to be captured in the exercise.

    FG confirms shifting of 2023 Census

    Minister of Information and Culture, Alhaji Lai Mohammed, said the 2023 population and housing census earlier scheduled for March 29 has been shifted to May 2023.

    Mohammed confirmed this when he briefed State House correspondents at the end of the meeting of the Federal Executive Council presided over by President Muhammadu Buhari on Wednesday in Abuja.

    According to the minister, the decision to shift the census was necessitated by the postponement of the Gubernatorial and State Assembly elections by the Independent National Electoral Commission (INEC) from March 11 to March 18.

    He also disclosed that the council approved N2.8 billion for the National Population Commission (NPC), to procure some software to be used for the conduct of the census.

    There was a memo presented by the NPC, seeking for some software to allow them conduct the census in May this year.

    ”I believe because of the rescheduling of the elections, they cannot commence the census as scheduled.

    “They sought council’s approval for a contract to procure software for the census at the sum of N2.8 billion,” he said.

    The Executive Chairman of National Population Commission (NPC), Alhaji Nasir Kwarra, said the commission would generate quality data to meet international standards in the 2023 Population and Housing Census.

    Kwarra said this at the inauguration of the 2023 Census National Publicity Committee in Abuja.

    He assured that the commission would leave no stone unturned in ensuring that the results of the census were acceptable to Nigerians.

    “The commission will deploy full digital technology in the conduct of the census and it will leave no stone unturned in ensuring the result of the census is acceptable to Nigerians.

    “And the quality of the data to be generated meets the international best standards,” he said.

    He reiterated that the vision of the 2023 census was to produce not only accurate, reliable and acceptable census data but also an inclusive and user-friendly data that would be used by all segments of the society for development planning.

    According to him, in all these, the need for Advocacy, Publicity and Public Enlightenment cannot be overemphasised.

    The Executive Chairman, who commended the Minister of Information and Culture for his support, said the commission’s job and that of the committee was phenomenal.

    He expressed the need to inform, educate and enlighten Nigerians on the scope of the Census which will involve the counting of every person resident in Nigeria.

    “Given this scenario, information, they say, “rules the world”;  as such, targeted advocacy and sustained publicity is no doubt imperative to the successful conduct of the census.

    “This becomes even more crucial in view of the fact that the census is taking place after the 2023 General elections.

    “Therefore, the mobilisation of critical stakeholders to support and take ownership of the process to achieve the desired outcome is imperative.”

    He added: “And it hinges absolutely on our ability to speak to the people in the language that will galvanize and mobilize them to participate in the 2023 census.”

    Kwarra, however, said the commission would be relying on the committee’s expertise and structures to drive the message into every home and household.

    Kwarra also promised to organise a workshop for the members to ensure that members of the National Census Publicity Committee had good grasp of the processes and methodology of the 2023 Population and Housing Census.

    The Minister of Information and Culture, Alhaji Lai Mohammed, is the Chairman of the Committee.

    The NPC Chairman is the Co-Chairman, Mr Buki Ponle, Managing Director, News Agency of Nigeria, is a member, among others.

    Training of census personnel, vital for better experiences – NPC

    Census training centres have been described as unique in providing distinctive learning experiences that would shape the proficiency of personnel.

    Alhaji Nasir Kwarra, Executive Chairman, National Population Commission (NPC), said this while declaring open the National Level Training of Centre Managers and Administrators (TCMA) for 2023 Population and Housing Census in Abuja on Tuesday.

    Kwarra urged the participants to utilise the opportunity by being committed to the commission’s work, to generate credible, reliable and acceptable data for development planning purposes.

    “Census training centers are unique, unlike conventional schools; they are structured to provide distinctive learning experiences that will shape the proficiency of the Census Workforce.

    He explained that the success of every project was a direct function of the quality of manpower deployed in its execution and for a major national assignment such as the 2023 Population and Housing Census.

    According to him, its overall success will no doubt be tied to the quality of the entire workforce which will largely depend on the quality of training received.

    The Executive Chairman said that the commission had prioritised the training of centre managers and administrators for effective service delivery.

    “As centre managers and administrators, you will be equipped with relevant skills and knowledge to carry out your duties efficiently.

    “Part of your duties and responsibilities as Training Centre Managers and Administrators (TCMAs) is to support the operational and technical wing of the census.

    “Through proper management and administration of these centres, you can track the operational activities at the training venues on real time basis,” he said.

    Kwarra said that the main objectives of the training are building the capacity of Training Centre Managers and Administrators (TCMAs) to support their roles and responsibilities.

    He, however, said that the centre managers were expected to provide pre-service orientation to TCMAs prior to their setting out to various training centres.

    He reiterated the imperatives of commitment by participants to achieve the objectives.

    He restated the Commission’s vision of the 2023 census being designed to produce accurate, reliable and acceptable census and inclusive, user-friendly census data.

    Major events that will define Nigeria in 2023

    As 2022 comes to a close, Nigerians are already looking forward to what the new year 2023 holds. Here we take a peep into some major events that are likely to define Nigeria in the new year.

    Redesigned Naira notes

    The Central Bank of Nigeria (CBN) redesigned the N200, N500 and N1000 denominations of the Naira in 2022 to phase out old the old banknotes from circulation in 2023. The apex bank pegged the deadline for January 31st.

    This is even as the CBN took the cashless policy in the country some giant steps forward by announcing withdrawal limits for individuals and corporate entities. According to the CBN, from January 9, 2023, the amounts individuals and corporate organisations could withdraw per week would not exceed N500,000 and N5 million for individuals and corporate accounts respectively.

    Redesigning the Naira notes and the cash withdrawal limits generated a buzz in the country and many have said the policies will no doubt have an impact on the 2023 general election and on businesses in the country, going forward.

    While, the Senate has urged the apex bank to urgently extend the withdrawal date of old currency notes from January 31, 2023 to June 31, the CBN’s Naira redesign and cash withdrawal limits will definitely continue to make wave in 2023.

    2023 General Election

    The General Election will be the major defining moment in Nigeria in 2023. Federal and States elections would be held.

    The presidential election will be held on 25 February 2023 to elect the President and Vice President. Incumbent President Muhammadu Buhari is ineligible to run, being term-limited.

    The President of Nigeria is elected using a modified two-round system. To be elected in the first round, a candidate must receive a majority of the vote and over 25% of the vote in at least 24 of the 36 states. If no candidate passes this threshold, a second round will be held between the top candidate and the next candidate to have received a plurality of votes in the highest number of states.

    Based on polls so far published on the 2023 presidential election, a rerun is likely. Even the election management body, the Independent National Electoral Commission (INEC) has expressed preparedness for a second round.

    The top candidates for the election are Peter Obi of the Labour Party, Atiku Abubakar of the People’s Democratic Party (PDP), Bola Tinubu of the All Progressives Congress (APC) and Rabiu Kwankwaso of the New Nigeria Peoples Party (NNPP).

    Meanwhile, elections to the Senate and the House of Representatives will also be held on the same date. The 109 members of the Senate are elected from 109 single-seat constituencies, three in each state and one for the Federal Capital Territory, by first-past-the-post voting. The 360 members of the House of Representatives are also elected by first-past-the-post voting in single-member constituencies.

    Meanwhile, state elections to elect governors and members of the State Houses of Assembly will be held two weeks after the federal elections on 11 March.

    Aside from the general election, governorship elections would be held differently for Bayelsa and Kogi States.

    Immediately following the elections, would be the setting up of election petitions tribunals.

    Chatham House Interview of Peter Obi, Atiku, Kwankwaso

    Prior to the 2023 elections, the candidate of the Labour Party for the presidential election, Mr Peter Obi will speak at Chatham House on the 2023 elections and political developments in the country.

    The presidential candidate of the People’s Democratic Party (PDP), Alhaji Atiku Abubakar and also the presidential candidate of the New Nigeria People’s Party (NNPP), Dr Rabiu Kwankwaso have also been scheduled to take their turns to speak at Chatham House.

    Presidential candidate of the All Progressives Congress (APC), Mr Bola Tinubu has had his turn at Chatham House in a series of meetings leading up to the 2023 general election.

    Also, the Chairman of the Independent National Electoral Commission (INEC), Prof Mahmood Yakubu has been scheduled to speak at Chatham House.

    These events will take place in January 2023.

    Handover/Inauguration of New Government

    By May 2023, following the General Election, all heads of Ministries, Department and Agencies would have concluded their handover notes. The winners of the elections will be inaugurated on 29 May 2023, the former date of Democracy Day.

    New governments are inaugurated in Nigeria on May 29 every four years since the restoration of democracy in the country in 1999.

    National Population Census

    For the first time in over 15 years, Nigeria will conduct a National Population Census in 2023.

    The 2023 Census is expected to be a detailed enumeration of the Nigerian population that will be the fifth national census in the country since its Independence. It will be the first national census held since the 2006 census.

    Over N190 billion have been allocated for the exercise.

    Executive Chairman of the National Population Commission (NPC), Alhaji Nasir Kwarra has expressed the commitment of NPC to conduct a qualitative, credible and reliable digital Population and Housing Census for 2023.

    The planned 2023 population and housing census, which will be conducted in April 2023, will also measure the level of development in the country.

    Independence Day

    No matter who wins the 2023 presidential election, Nigeria will celebrate Independence Day for the first time in 8 years without President Muhammadu Buhari at the helm of affairs.

    Nigeria became a British protectorate in 1901. However, the country gained Independence in 1960 and since then the country has celebrated Independence Day every year on the 1st of October, the day Nigeria proclaimed independence.

    Salary increment for civil servants

    The Minister of Labour and Employment, Chris Ngige recently disclosed that the Federal Government will make a pronouncement on salary increases for civil servants in 2023.

    Ngige hinted that the government would adjust workers’ salaries to cushion the effect of rising costs of living in the country.

    The minister said already the Presidential Committee on Salaries had embarked on a review of the salaries of workers in the country. According to him, the committee is expected to come up with salary adjustment in 2023.

    On whether a timeline has been fixed for the implementation of the new salary increase, Ngige said: “As we enter the new year government will make some pronouncements in that direction”.

    Fuel subsidy removal

    The federal government has earmarked 2023 as the year for fuel subsidy removal. The government had planned to remove fuel subsidy payments in 2022 but suspended the plan when the Nigeria Labour Congress (NLC) threatened a national protest for February 1, 2022.

    The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed had disclosed the FG only made provision for fuel subsidy in the 2022 Budget from January to June. According to her, all payments on fuel subsidy ordinarily would have ceased from July 2022.

    Announcing a new date for the total removal of fuel subsidy payments, Ahmed said the federal government will do away with the payments by June 2023.

    Fuel subsidy payments gulped N2.565 trillion between January and August 2022. In the Medium-Term Expenditure Framework, the Federal Government proposed to spend N3.3 trillion on fuel subsidy payments between January and June 2023.

    In recommending the removal of fuel subsidy payments, the International Monetary Fund (IMF) stressed Nigeria can conserve funds for critical investments in health, education and infrastructure, etc.

    Conversation on the payments will take centre stage as Nigerians enter the new year.

    Coronation of King Charles III

    King Charles III would be officially crowned king on Saturday, May 6, 2023, at Westminster Abbey. The Ceremony will see His Majesty King Charles III crowned alongside The Queen Consort

    Queen Elizabeth II succeeded to the throne in February 1952, but was not crowned until June 1953.

    Major tech events of 2023

    Nigerians are tech-savvy and would be looking forward to some major tech events in 2023.

    The Mobile World Congress (MWC), Gulf Information Technology Exhibition (GITEX), the International Consumer Electronics Show, the Web Summit, Africa Tech Summit and Social Media Week are some of the major tech events Nigerians look forward to every year. 2023 will be no exception.

    Some other tech events Nigerians look forward to in the year are the eNigeria Conference, Smart Cities West Africa, Apple’s Worldwide Developers Conference, Google I/O and Google Developer Day.

    Two million Nigerians needed to perform 2023 census – NPC

    The National Population Commission (NPC) says it will engage two million Nigerians to perform the 2023 census.

    Mr Ayodeji Ajayi, the Federal Commissioner, representing Ekiti in NPC, diaclosed this in Ado Ekiti on Thursday at a news conference to update the public on the proposed recruitment of adhoc staff for the exercise.

    Ajayi warned that any of the recruited staff found wanting before, during and after the exercise compromising the process would be held accountable alongside his guarantors.

    To make the recruitment gender sensitive, the Federal Government’s agency revealed that the NPC in Ekiti State would recruit a minimum of 40 per cent women as adhoc staff to prosecute the  exercise.

    Ajayi, a former Ekiti State Head of Service, said: “The commission will recruit adhoc staff in the neighbourhood of two milliion across the country for this exercise, this includes staff of NPC and the adhoc staff that will be trained and other professionals.

    “And any job-seeking youth, who participates in the exercise and performs well will be given certificate by the commission to enhance his employability.”

    He stated that the commission was targeting mainly workers in the state and federal civil services, as well as interested Nigerians, with proven integrity as adhoc staff, urging interested members to express their interests via 2023censusadhocrecruitment.nationalpopulation.gov.ng.

    Ajayi added that the NPC had taken proactive measures to prevent the exercise from being hijacked by unscrupulous elements, through ICT innovations that can safeguard the integrity of the national headcount.

    “Every enumeration area has been geo-coded that no staff can overlap. You can’t cross to other enumeration side to work with your gadgets.

    “The time frame for you to work  is also short that you can’t spend the entire day in a locality counting and once the button is pressed after counting, it is delivered in our Central Server.

    “What had given  rise to manipulation in the past is that papers were used, but we are using ICT gadgets. We have about 99 per cent assurance that manipulation will be curtailed.

    “Each staff will have a  guarantor and if you do anything wrong, the guarantors will be held responsible. To us in the commission, the quality of staff that will perform the census activities is very important.

    “Therefore having good knowledge of the content document, the technique and the organisation of the census process is key to the success of the 2023 population and housing census.

    “The President said he will leave a legacy of giving Nigeria workable population census and he is working the talk. He had instructed all security and government agencies that they should cooperate with us.

    “While a good recruitment exercise will not by itself necessarily guarantee a successful census, a  badly conducted recruitment process will inevitably lead to problems and increase the risk of unsuccessful census.

    “The launching of the E-recruitment portal for the 2023 census marks the beginning of the online recruitment process, whereby Nigerians from all demography and gender can hook onto the website that will be provided by the commission, to fill the online form and get themselves registered to be recruited.

    “Teachers in primary, secondary and tertiary institutions  are our primary target. Though, we have been using some lecturers in the university as professionals, but we need more, particularly specialists in Sociology, Statistics , Geography and Demography. University students, employed people ,job seekers and those that are ICT compliant can also apply”.

    He said the Commission had, during the Enumeration Area Demarcation (EAD), done a preliminary census about the number of inhabitants in every home, saying  that any alteration to the data will be challenged during the main census.

    2023 census to gulp N532.7 billion

    The National Population Commission (NPC) has budgeted N532.7billion for the conduct of the 2023 National Housing and Population Census in April 2023.

    Alhaji Nasir Kwarra, the Chairman, NPC, said this at the 2023 budget defence before the Senate Committee on National Identity Card and NPC on Wednesday in Abuja.

    “Based on the budget for census, what we need to be able to complete the conduct of the census as well as the post enumeration survey and all other post census activities is a total of N532. 7billion.

    ”Aside from the N10 billion budget for 2023, the NPC earmarked the sum of N532.7 billion for conduct of 2023 Census.

    Kwarra said that the budget also covered the post enumeration survey for the census, saying that it would be a great departure from the past in terms of keying into the issue of climate change.

    He said that N206.85 billion was the approved budget of the commission in 2022, out which N107.7 billion was for capital expenditure, N615 million for overhead and N7.8 billion for personnel cost.

    Sen. Sahabi Ya’u, the Chairman of the Committee urged the NPC boss to furnish the committee with details of projects executed with the 2022 budget in contract with the 2023 budget.

    Alhaji Nasir Kwarra, Executive Chairman, National Population Commission (NPC) on Tuesday said Post Enumeration Survey (PES) is designed to redress possible errors in the census process.

    Kwarra, represented by Dr Tony Ayejina, Federal Commissioner for Edo, said this in Abuja at the Master Trainers level on PES for members of staff of NPC.

    He described the workshop as a roadmap to credible and qualitative census in 2023.

    “Errors are inevitable in a large scale data collection such as a Census.

    “Errors can arise from many sources in the conduct of the census, especially in field data collection and processing procedures.

    “The PES has, therefore, been designed to redress these possible errors in the census process,” he said.

    Kwarra, who said that the exercise was in conformity with the United Nations Principles and Recommendations for Population and Housing Censuses, defined it as complete re‐enumeration.

    According to him it has become important to conduct PES to give credibility to the census results and engender confidence in census data users.

    He said that PES had become a plausible independent evaluation programme mainly used to measure coverage and content error in the context of the census in many developing countries.

    Dr Collins Opiyo, Chief Technical Adviser (CTA) to the National Population Commission (NPC) restated calls for credible and acceptable census.

    Opiyo, who urged the total commitment of the commission to conducting credible census, called on all to be counted.

    He described the PES as imperative to achieving qualitative census.
