    N70.4bn Fraud: Reps Summon NDDC’s Ex-EDs, Commissioners

    The House of Representatives Public Accounts Committee yesterday summoned all executive directors and commissioners of the Niger Delta Development Commission (NDDC) over alleged N70.495,993,761 billion being contracts fund awarded to 1,723 contractors who allegedly absconded without execution of projects

    The former commissioners and executive directors have been directed to honour the summons not later than seven days from yesterday.

    Chairman of the Committee, Hon. Oluwole Oke, who issued the summons, accused the ex-commissioners and executive directors of flouting the provisions of the appropriation act, 2011 and the 1999 Constitution by approving over inflated contracts and making over payments to the affected contractors.

    Oke also accused bank chief executives of fraudulently raising advance payment guarantees for the contractors. Consequently, the committee demanded from the act ing managing director of the NDDC, Prof. Meme Pondei, to furnish it with the details of all the 1,723 contractors and the projects awarded to them between 2011 and 2012.

    The committee chairman alleged that the officials contravened the law and threatened that he would recommend to the president for the ex-commissioners and executive directors to be banned from holding public office. He said: “We won’t allow such behaviour to go unpunished. Some people have intentionally raped and violated the provisions of the appropriation act and the 1999 Constitution”. Speaking at the hearing, the acting managing director, Prof. Meme Podei, said that most of the expenditure in the contracts were made after the late passage of the commission’s annual budgets.

    He admitted that the officials had flouted the laws and demanded that the committee give him four weeks to comply with the directives. In his submission, the executive director (projects monitoring), Dr. Cairo Ojuogboh, said that the contractors were mobilised without work done.

    He added that 90 per cent of the contracts were awarded between 2011 and 2012, adding that there was excess payment made by the agency was more than the value of work done.

    Other committee members of the committee at the investigation expressed dismay at the level of cor-ruption at the agency, saying the amount involved in the fraud was humongous. Those who spoke included Hon. Mark Gbillah(APC, Benue) and Hon. Fred Agbedi (PDP, Bayelsa).

    Meanwhile, the Interim Management Committee (IMC) of the Niger Delta Development Commission (NDDC), yesterday, snubbed the Senate Committee on Niger Delta Affairs, investigating the alleged illegal sack of some staff of the Commission between February and May this year.

    24 Imo Commissioners test negative for COVID-19

    All 24 Commissioners in the Imo State cabinet have tested negative for COVID-19.

    The commissioners last week undertook the COVID-19 test following a directive by Governor Hope Uzodinma that they submit themselves for the test before commencement of the weekly state Executive Council Meeting.

    It was gathered that the meeting earlier scheduled for 11am was shifted to 1:40pm to allow the Commissioners time to get tested by the Imo State COVID-19 response team.

    It was gathered that the results of the tests came out on Sunday and all 24 commissioners returned negative.

    Confirming the development, Commissioner for Special Projects, Simon Ebegbulem said the governor was committed to checkmate spread of COVID-19 in the state.

    He said: “When the governor gave the order we thought he was joking but he was serious.

    ‘’He directed the state Commissioner for Health, to ensure that all the commissioners subjected themselves to the Covid-19 test.

    “As you can see, the governor’s proactive measure is a thing to be commended, and copied by others. Where it not for such measures, we might as well have been seeing something else, as is being witnessed in some other states.¹

    “This is a governor that is determined to protect the health and wellbeing of every citizen, no matter whose ox is gored. I am happy that I tested negative and none of my colleagues tested positive.

    “We had a successful executive council meeting afterwards, and we look forward to more of this lesson in leadership by example from our governor.”

    Ayade bans Commissioners, Special Advisers, others from granting interviews, posting on social media

    Gov. Ben Ayade of Cross River has directed all commissioners and other political appointees in his government to henceforth desist from making public and policy statements on social media.

    Ayade gave the directive in a press release signed by his Special Adviser on Media and Publicity, Mr Christian Ita, in Calabar.

    The governor warned the commissioners as well as appointees of government against granting or making both radio and television interviews/appearances without getting clearance from him.

    “Henceforth, no commissioner or political appointee is allowed to showcase or make policy pronouncements on social media without seeking clearance from the governor.

    “Every commissioner is henceforth expected to prove himself or herself on the field rather than on social media.

    “I want to make it clear that there are just two persons designated for the discharge of this function.

    “They are the Commissioner for Information and Orientation as well as the Special Adviser on Media and Publicity,” the release stated.

    The governor also warned that any contravention of the directive would be met with severe sanctions.

  • Delta Assembly confirms 7 commissioner-nominees

    The Delta House of Assembly on Thursday screened and confirmed seven additional Commissioner-nominees forwarded to it by the State Governor Ifeanyi Okowa.
    The screening of the nominees followed a motion moved by the Majority Leader of the House, Mr Tim Owhefere, during plenary in Asaba.
    First to be screened was Mr Martins Okonta, former Speaker of the House and former Special Adviser to the Governor on Legislative Matters.
    He was introduced by the member representing Ika South Constituency, Mr Festus Okoh, who described him as a thorough-bred politician.
    He said the former lawmaker had contributed to the development of the state and the legislature.
    The Speaker of the House, Sheriff Oborevwori and other members of the house corroborated Okoh’s accolades on their former colleague and asked Okonta to take a bow and go.
    The other confirmed nominees were Mr Lawrence Ejiofor, Chief Barry Gbe, Mr Julius Egbedi, Sir Fidelis Tilije, Mr Churchill Amagada and Mr Arthur Akpowhowho who were also told to take a bow and leave.
    They are all members of the ruling Peoples Democratic Party (PDP) in the State.
    Consequently, the Majority Leader moved a motion for the nominees to be confirmed and it was unanimously adopted.

    Obaseki opens up on 'rifts' with Oshiomhole, sack of commissioners

    The governor of Edo State, Mr. Godwin Obaseki has said there is no rift between himself and the national Chairman of the All Progressives Congress (APC), Comrade Adams Oshiomhole as is being projected by people.
    Recall that there has been frantic efforts at both the national and state levels to reconcile the two. However, the governor who had hitherto avoided the question on his relationship with his predecessor insisted that all was fine with them.
    The governor made the statement in a chat with reporters on Saturday in Abuja at the annual convention of the Usagbe Club of Nigeria.
    He said: “I don’t have any feud with the national Chairman. There are political issues in Edo which are being resolved. As far as we are concerned, we have a House of Assembly which has not been inaugurated, the key members have not accepted to be inaugurated, so when they go get inaugurated, the issue there will be settled.”
    On the leadership crisis rocking the assembly, the governor said: “These are all issues in court. Let the court adjudicate. I am not an expert in constitutional law.” The governor also explained why he changed members of his cabinet saying “we’re on the last lap as a government, we need to review how we operated in the last two or three years. We need to put our best foot forward and give the final push. So, it is not unusual in the life of governments after a few years.”
    While clarifying his statement that he met thugs who masqueraded as role models and took over power in Edo State, Obaseki said: “If you understand what happened in Edo up to 2006, the lone state actors have become empowered by the political class. They were collecting revenues, determining things. They were like an alternative government. They constituted themselves into a vermin that were used for political activities. Part of the crisis we had to deal with was how to remove these thugs from the streets, from collecting revenue and intimidating private businesses.”

  • Buhari sends names of RMAFC Chairman, commissioners to Senate for confirmation

    President Muhammadu Buhari has forwarded to the Senate for confirmation, the names of thirty (30) nominees as Chairman and Commissioners of the Revenue Mobilization Allocation and Fiscal Commission (RMAFC).

    A statement by the Senior Special Assistant on Media and publicity, Garba Shehu, said that it was in accordance with the provision of Section 154(1) of the Constitution of the Federal Republic of Nigeria 1999 (as amended).

    He said that the names were conveyed in a letter signed by the President to the Senate President, Abubakar Bukola Saraki, which asked for expeditious consideration and confirmation of the appointments.

    The nominees include Engr. Elias Mbam as Chairman while commissioners are Chris Alozie Akomas, Ayang Sunday Okon, Chima Philip Okafor, Prof. Isa B. Mohammed, Samuel Adaa Maagbe, Ntufam Eyo Nsa Whiley.

    Others members are Mr. Andrew Ogheneovo Agbaga, Barr. Patrick Nworu Mgbebu, Mr. Victor Eboigbe, Amujo Philip Ajayi, Mrs. Maria Chinyere Aniobi, Hon. Musa Tanko Abari, Mohammed Kabeer Usman.

    Also in the list are Alhaji Ahmed Mahmoud Gumel, Alh. Kabir Muhammad Mashi, Barr. Umar Farouk Abdullahi, Rilwan Hussein Abarshi, Hon.   • Tambuwal assign portfolios to 26 new Commissioners [Full list]

    Gov. Aminu Tambuwal of Sokoto State has assigned portfolios to the 26 new commissioners and members of the State Executive Council swore-in on Friday.

    This is contained in a statement by Abubakar Shekara, Director General, Media and Public Affairs to the Sokoto State Governor and issued to newsman in the state on Saturday.

    Shekara said that the governor wished the Commissioners success in their service to the government and people of the state.

  • Dwindling allocations: Adeosun reconvenes FAAC meeting after 36 commissioners stage work out

    The Minister of Finance, Mrs. Kemi Adeosun has reconvened a crucial Federation Accounts Allocation Committee (FAAC) meeting the representatives of the thirty-six state governments (finance commissioners) who had earlier on Tuesday (yesterday) staged a walk out of the meeting because alleged discrepancies in the financial reports of the Nigerian National Petroleum Corporation (NNPC).

    The meeting, convened to consider and approve statutory revenue allocations for February, came to an abrupt end.

    About an hour after the inconclusive meeting, the finance minister, Kemi Adeosun, announced it would continue on Wednesday morning. She also said she would hold a crucial meeting with the NNPC chief.

    The Minister’s decision to reconvene the meeting according to her media aide, Akintunde Oluyinka was to save workers the headache of having a bleak Easter celebrations.

    Recall that last December, the FAAC meeting was equally stalemated, as members could not reconcile the revenue figures presented by the national oil company, which told a shocked nation at the height of a recent fuel crisis it spends N774 million daily to guarantee steady supply of petroleum products.

    With a free pass granted the corporation to deduct as operational cost whatever expenses it incurs from fuel supply before remitting the balance to the Federation Account, close watchers of NNPC operations said Tuesday’s crisis was expected.

    During the meeting, representatives of the states, consisting accountants-general and commissioners of finance, said it was their consensus not to approve the allocations to the three tiers of government for the month.

    They described the discrepancies in revenue figures presented by the NNPC as a bad omen to workers in the country who may have to go without salary for the month until the issue is resolved.

    The Accountant-General of the Federation, Ahmed Idris, who confirmed the development to reporters shortly after the meeting, at the headquarters of the Federal Ministry of Finance, Abuja, said a new schedule for the meeting would be communicated on a later date.

    Idris said the decision to postpone the meeting followed the discovery of “understated revenue” remitted by the NNPC into the Federation Account.

    We have just retired out of the Federation Accounts Allocation Committee meeting for the month of March where we considered the revenue figures for the federation for the previous month of February.

    Let me be quick to tell you that the meeting was inconclusive, because issues around reconciliation of figures are on the table.

    Obviously, you are all aware that anything that has to do with federation revenue is statutory and therefore constitutional. And we must always verify our figures to the last kobo, failing which we will be committing illegality and unconstitutionality,” Mr Idris said.

    He said following some issues observed in the revenue figures presented by the NNPC, the meeting had to be postponed until those figures were ”reconciled, corrected, verified and confirmed to be factual”.

    Although he said members were very sensitive about the issue, they owed the people a constitutional duty to ensure the necessary laws guiding revenue distribution among the three tiers of government were followed to the latter.

    He assured that revenue figures submitted by the NNPC would be reviewed and reconciled before sharing accordingly.

    He said it was sad that civil servants and workers in the federal, state and local governments who expected to have their salaries and all other commitments from government would not be able to do as a result of the development.

    He refused to disclose the level of under-remittance by the NNPC but said the committee would investigate and determine the figure.

    It’s not about the quantum or amount being distributed. It is about reconciliation of the figure presented.

    In finance and accounting, reconciliation means figures not agreeing as presented by different sections. Once figures do not agree, they must be made to agree.

    Unless we get to the bottom of it, have clarity and some level of certainty, we remain where we are,” he said.

    The Chairman, Forum of FAAC Commissioners, Mahmoud Yunusa, said the resolution of its members was for NNPC to remit the revenue to the last kobo.

    Yunusa said the meeting began last week with NNPC not submitting their figures until Monday, making members not to be able to review until Tuesday morning.

    He said when the figures presented by the NNPC were reviewed, members were surprised to observe the amount was less than N100 billion, which was promptly rejected.

    The chairman, who is the Nasarawa State Commissioner for Finance, said the inability to approve the revenue for the month on time would affect the ability of governments at all levels to pay workers’ salaries ahead of the forthcoming Easter celebrations.

    According to records of remittances to the FAAC, the NNPC had presented only N74.06 billion as revenue from its operations for February.

    When compared with submissions for the previous month, the figure would be about N37.76 billion lower than the N111.83 billion remitted in January 2018.

    However, following Tuesday’s stalemate, the Minister of Finance and Chairman of the FAAC, Kemi Adeosun, has moved to douse the tension. She announced that the meeting would reconvene on Wednesday at 9.00 a.m.

    The meeting, which will hold at the Auditorium of the Federal Ministry of Finance, will have in attendance the Accountant General of the Federation; Commissioners of Finance and Accountant-Generals of the 36 ztates and representatives of the NNPC, Federal Inland Revenue Service, Nigeria Customs Service, Department of Petroleum Resources, among others.

    The minister has also called for an emergency meeting next week with the Group Managing Director of NNPC, Maikanti Baru, and key management over revenue payment into the Federation Account.

     

  • JUST IN: Gov. Wike swears-in 4 new commissioners

    To further strengthen the machinery of government, Rivers State Governor, Nyesom Ezenwo Wike on Thursday swore-in four new commissioners.

    The Rivers State Governor also swore-in Chief Boma Dappa as the Caretaker Committee Chairman of Degema Local Government Area.

    Performing the swearing-in ceremony at the Government House Port Harcourt, Governor Wike said there would be a minor cabinet reshuffle.

    He charged the new commissioners to see their appointments as a privilege to serve the people of the state and not an opportunity for self enrichment.

    The governor urged the commissioners to establish themselves as persons who are known for the development of the state.

    He said: “These appointments are not opportunities for appointees to enrich themselves. If you attempt to enrich yourselves, there will be consequences.

    “Anyone who attempts to derail our vision, we will not notify the person before he is shown the way out. We are determined to move the state to the next level”.

    He called on all the new commissioners to show loyalty to the administration as they work towards a new Rivers State.

    “I demand total loyalty. If you divide your loyalty, you will not be in my cabinet. This administration is determined to actualize her vision for the state,” he said.

    The Commissioners sworn-in by the Rivers State Governor include Mrs Nancy Nwankwo, Mr Chinyere Igwe, Mr Michael West and Dr Reason Onya.

    He directed the Caretaker Committee Chairman of Degema Local Government Area to pay salaries and work with security agencies to maintain security in the area.

    He urged the Degema Council Chairman to ensure the regular payment of salaries, saying that salary payment should not be compromised.
