    Autonomous communities: Ugwuanyi inaugurates committee

    Gov. Ifeanyi Ugwuanyi of Enugu State, on Tuesday, inaugurated a committee on the creation of autonomous communities in the state, chaired by Prof. Felix Asogwa.

    Inaugurating the committee, Ugwuanyi said that the decision, which had the approval of the State Executive Council (EXCO), was in response to the recurring demands from towns and villages across the state.

    Ugwuanyi disclosed that the committee’s terms of reference are “to consider requests for creation of autonomous committees as well as to establish the genuineness of such requests.”

    This, include having regard to all circumstances related thereto, including viability, cultural affinity, peace and security of the areas concerned; and to make recommendations to the state government.

    Other terms of reference for the committee, according to the governor, were “to consider and review Traditional Rulership issues as they relate to appointment, selection, or election in the proposed autonomous communities.

    “To consider any other matters, make findings and recommendations that are reasonably incidental to the attainment of the objectives.”

    The governor said that Dr Eric Oluedo, MrAnayo Enechukwu, Prof. Ngozi Ejionueme, Prof. Sam Ugwu, Prof. Ikenna Omeje and Mrs. Josephine Onyia as members of the committee, while Mrs   Josephine sOnyia would serve as the secretary.

    Ugwuanyi described members of the committee as distinguished intellectuals and seasoned technocrats with enviable track records of experience, character, capacity and competency.

    He said: “The government and the good people of Enugu State repose so much trust in you and you represent our best chance of getting this project right.”

    Congratulating them on their selection for the landmark assignment, the governor further said their decisions would be used by the state government.

    “I therefore urge you to hit the ground running as the outcome of your assignment, guided by the eligibility criteria, shall be employed by the state government.

    ”This is in addressing the yearnings of our people before the end of this administration,” he said.

    The governor, however, enjoined communities desirous of getting autonomy to avail themselves of the opportunity presented by the formation of the committee.

    “In the course of time, Enugu State Government has been inundated with requests for creation of new autonomous communities from all nooks and crannies of the state.

    “This has continued unabated, regardless of our past efforts in approving new autonomous communities in some compelling circumstances.

    “The right of kindred units/villages to seek community autonomy is an inalienable one.

    ”The autonomous community plays pivotal role as first-level administrative division as well as nucleus for development and security service provision,” the governor said.

    Gombe Investment Summit: Gov. Yahaya inaugurates committee

    Gov. Inuwa Yahaya of Gombe State has inaugurated a five-member steering committee for the maiden edition of Gombe Investment Summit (GoInvest 2022), to facilitate successfully hosting the event.

    This is contained in a statement by Ismail Misili, Director-General Press Affairs, Government House, on Sunday.

    Yahaya, represented by his deputy, Dr Manassah Jatau, inaugurated the committee with a charged to ensure successful hosting of the summit billed to hold between Oct. 11 and Oct. 14, 2022

    The theme of the summi is: “Industrialisation, the pathway to Innovation, Transformation and Development of Gombe State”.

    According to the statement, the committee members include the deputy governor,  Manassah Jatau, as the Chairman, and Dr Ishiyaku Mohammed as Secretary.

    Others were Haruna Jalo, Dr Umaru Kwairanga and Muhammad Magaji.

    He urged the committee members to devote their time to attract investors that would help grow the state economically.

    “I urge all of us to take this assignment seriously, devote our time so that we have investors that will help in arresting the socio-economic challenges confronting us,” Yahaya was quoted as saying in the statement.

    The terms of reference of the committee include providing strategic guidance in the actualisation and successful hosting of the summit, to liaise with government and private sector operators to ensure participation in the summit and to drive pre-summit engagements and post-summit follow-ups.

    The summit is being organised by the state government, the Nigerian Investment Promotion Commission and other development partners.

    Borno state governor Babagana Zulum  has inaugurated a committee on repatriation of Borno citizens leaving in Chad, Niger and Cameroon.

    Zulum while Inaugurating the committee on Monday in Government House Maiduguri, said the committee would also manage repentant insurgents, particularly how they are to come out of the bush, their rehabilitation and reintegration into the society.

    Zulum said proper handling of the task assigned the committee which has the State Deputy Governor, Alhaji Umar Kadafur as Chairman, would lead to increased surrender of remnants of the insurgents and bring peace to Borno for the needed development.

    He explained that already the Federal Government had constituted similar committee on repatriation of victims of insurgency taking refuge in neighbouring countries.

    The Federal committee is headed by Vice President Yemi Osinbajo and would collaborate with that of Borno for synergy.

    The governor, however, noted that there was currently a challenge of lack of space to accommodate surrendering insurgents as all the three camps provided for them had been filled to capacity.

     He said government had discussed with Theatre Commander of Operation Hadin Kai, on the need to have bigger camps.

    While reiterating the commitment of the state to fund the activities of the committee,  Zulum said it should also look for other source of funding from public and private organisations.

    He explained that few months ago, the state secured 15 million Euros as support from Germany and was being managed by United Nations Development Programme (UNDP).

    The Co-chairman, Mr Kaka Shehu, who thanked the governor for the confidence  reposed in them,  assured the government and people of Borno of thier commitment to deliver.

    Shehu said the committee would work in close synergy with its Federal Government counterpart for maximum result.

    Newsmen reports that Zulum also inaugurated a committee for the resettlement of residents of Mairari and Gudumbali, the headquarters of Guzamala Local Government area.

     The  area is the only remaining local government headquarters in Borno whose residents were yet to return since its recovery from insurgents.

    Bauchi govt approves N100m for Quranic recitation competition

    Bauchi State Government has approved the sum of N100m for the 36th National Quranic Recitation Competition.

     

    The approval was announced by the State Governor, Bala Abdulkadir Mohammed, on Saturday while inaugurating a 57-member Local Organizing Committee (LOC) for the competition held at the Banquet Hall of the Government House.

     

    According to the Bauchi State government, there is no plan to abolish the Tsangaya system of education.

     

    Mohammed further assured to provide the necessary support to enable the Committee to carry out the assignment without any hitch.

     

    The Governor said: “The selection of competent, experienced and knowledgeable people of proven integrity to serve as members of the local organizing committee is to ensure the full success of the event.”

     

    He noted that the terms of reference of the Committee are to ensure the successful hosting of the Musabaqa in collaboration with Usman Danfodio University, Sokoto; to form sub-committees to monitor the conduct of the event and ensure the provision of adequate security, healthcare and welfare services to the judges and the participants.

     

    Mohammed asserted that others are to liaise with individuals, corporate organizations and all stakeholders within and outside the state to solicit for their contributions to compliment funding of the programme, make a fair, realistic and detailed budget of the financial implication of the event, ensure judicious utilization of funds provided as well as to submit a comprehensive report within two weeks after the completion.

     

    “As we all know, the Musabaqa is a process of training the Muslims, particularly the younger ones, the correct reading, recitation and the memorization of the Glorious Qur’an with its translation. The hosting of the 36th edition of the National Musabaqa by Bauchi State Government in collaboration with Usman Danfodio University, Sokoto is an opportunity to organize the best ever national Musabaqa.

     

    “I want to assure that, Bauchi State Government would do its best to ensure that the 36th edition of the National Musabaqa would for a very long time be remembered as the most successful,” he said.

     

    He used the medium to disclaim a rumour that his administration is planning to abolish Tsangaya schools, saying that the state government is only against street begging by Almajirai.

     

    The Governor added that Tsangaya and other modern Qur’anic schools are an avenue for learning Islamic knowledge where delegates that participated at various levels of Qur’anic competitions are produced.

     

    In his remarks, the Chairman of the Local Organizing Committee and former Grand Khadi of Bauchi State Sharia Court of Appeal, Abdullahi Yakubu Marafa, called for teamwork among the Committee members for the success of the assignment.

     

    “Your Excellency, we are grateful to you for finding us worthy to serve in this committee and we are going to ensure justice, fairness in the discharge of our responsibilities for the success of the event,” Marafa added.

     

    He assured that the Committee will operate in line with the terms of reference, in order to achieve the objectives of the setting of the Committee, which will in turn, result in the successful hosting of the competition in the state.

    Anti-open grazing: Delta gets livestock management committee

    Delta Governor, Sen. Dr Ifeanyi Okowa, on Tuesday, inaugurated a 19-member Livestock Management Committee as part of the provisions of the anti-open grazing law recently enacted in the state.

    Inaugurating the committee at Government House, Asaba, the governor charged the members to ensure that the law was effectively implemented in the best interest of citizens of the state.

    He said that Delta had been home to many diverse people living peacefully among the indigenes until the influx of criminal elements who had turned the bushes to den of criminality.

    “A few weeks ago the Delta State House of Assembly passed the Delta State Livestock, Breeding, Rearing and Marketing Regulation Bill 2021.

    “I must thank them sincerely for putting a seal in the law which, was an Executive Bill following the resolution of the Southern Governors’ Forum which met in Asaba.

    “I want to use this medium to thank members who have accepted to serve in the committee.

    “There is no doubt that we have been living peacefully with our brothers from the North.

    “Unfortunately, over time we have a lot of persons who have come into our bushes and many times unknown to those whom our people relate with and they have turned our bushes into a den of criminality.

    “They have been involved in kidnapping, killings and raping of our women and also extorting people going about their legitimate businesses.

    “Some of them deliberately take their cattle to farms and consume crops belonging to farmers, and obviously, this is not acceptable. So, this law is put together to regulate livestock management in the state,’’ he said.

    Okowa explained that in constituting the committee the government ensured that there were representatives of the Delta State Cattle Rearers and Breeders Association and the Butchers Union in the committee.

    He said that the government was not also unmindful of those who went about their normal businesses of cattle-rearing without infringing on the rights of farmers, but added that there was need to be protective of farmers and to fish out every criminal element who had remained a security threat to the state.

    “It is my hope that this Committee will carry out its work with decency in such a manner that will be beneficial to the people of the state,’’ he stressed.

    The governor urged the chairman and members of the committee to work closely with traditional rulers, presidents-general of communities and other stakeholders to put all processes in place to execute the law to the best intent for which it was made.

    He further charged the committee to embark on serious advocacy to enlighten the people and livestock breeders on the need to obey the law, saying “there is need for lots of advocacy and you have to ensure that you execute the law to the best interest of the people.”

    Responding, Chairman of the Committee, who is Commissioner for Agriculture and Natural Resources , Mr Julius Egbedi, thanked the governor for the opportunity to serve, assuring that the Committee will carry out the task in the best interest of the people.

    He stated that the Committee would work towards ensuring harmonious living between farmers and livestock breeders.

    Deputy Governor of the state, Mr Kingsley Otuaro, Deputy Speaker of the State House of Assembly, Christopher Ochor and other top government functionaries witnessed the inauguration.

    The committee has Mr David Tonwe, Matthew Ossai, Christopher Owho, Otogo Samuel, Julius Omunizua, Dr Charles Diai as members.

    Others are CSP Austine Duru, Jonah Nwigwe, Victor Duruegbuso, Cletus Bebefaugha, Michael Esegba, Victor Okolie, Erhuvwu Akpoghene Esq,, Frank Aghara Esq., Christian Edhughoro, Alhaji Shuwa Adamu, Mr Chuks Acha and Dr Augustine Ojogbo, as Secretary.

    APC constitutes National Reconciliation Committee

    The All Progressives Congress (APC) has approved the composition of a National Reconciliation Committee to be headed by Sen. Abdullahi Adamu (APC-Nasarawa).

    Sen. John Akpanudoedehe, National Secretary, APC Caretaker and Extra-ordinary Convention Planning Committee (CECPC) said this in a statement on Tuesday in Abuja.

    Akpanudoedehe said that Otunba Moses Adeyemo would serve as the committee’s secretary.

    He named some members of the committee as- Sen. George Akume, the Minister for Special Duties, former Gov. Sullivan Chime of Enugu, former Speaker of House of Representatives, Mr Yakubu Dogara, Alhaji Suleiman Argungun and Dr Beta Edu.

    The scribe said the committee would be inaugurated at a later date.

    The APC held its local government congresses on Sept. 4 to elect officials at that level.

    The party had also fixed Oct. 2, for State Congresses across the 36 states of the federation.

    Ayiri’s Ologbotsere title at risk as Olu of Warri wields the axe, dissolves traditional council, committees

    All traditional council, committees and sub-committees across the Warri Kingdom have been dissolved by the Olu of Warri, Ogiame Atuwatse III.

    The dissolution is contained in memo dated today (September 1) “under the hand and seal of the Olu of Warri”.

    The development is coming 10 days after Ogiame’s coronation as the 21st Olu in Ode-Itsekiri, Warri South Local Government Area of Delta State.

    The statement cited Section 25 of the Delta State Traditional Rulers Council and Chiefs Law Capt. 2, Law of Delta State of Nigeria, 2008, to back the decision of the monarch.

    It added that a revalidation and confirmation exercise will commence tomorrow.

    It reads: “I, Ogiame Atuwatse III, hereby, announce, for the information of the general public, the Delta State government and particularly, the traditional rulers and chiefs committees, the dissolution of all traditional councils, committees, sub-committees and the scheduled exercise of revalidation/confirmation effective from the 2nd day of September, 2021.

    “For the avoidance of doubt, the Warri Council of Chiefs, the Olu Advisory Council (Ojoye Ojisan), the Olu-in-Council, all standing ad hoc and sub-committees are dissolved forthwith; the mandatory revalidation/confirmation of Chieftaincy titles shall commence on the 2nd day of September, 2021.

    “The timetable for the revalidation and confirmation exercise shall be made available at the Palace Secretariat from the 1st day of September, 2021 and the process of registration of all chieftaincy titles with the prescribed authority in accordance with the provisions of Section 25 of the Delta State Traditional Rulers Council and Chiefs Law (supra) shall follow immediately after the revalidation and confirmation exercise,” the notice stated.

    Two palace chiefs confirmed the development under anonymity. They said “it is the tradition of the kingdom”.

    Oyegun’s committee submits APC South South reconciliation report

    The Chief John Odigie-Oyegun led All Progressives Congress (APC) South South Reconciliation Committee has submitted its report to party.
    Odigie-Oyegun, represented by Mr Lucky Imasuen, presented the report to the APC Caretaker and Extra-ordinary Convention Planning Committee (CECPC) on Wednesday in Abuja.
    He said the committee met with majority of party leaders in the South South including Deputy Senate President, Sen. Ovie Omo-Agege, Minister of Transportation Rotimi Amaechi, Minister of Petroleum Resources, Timipre Sylva and Minister of Health, Osagie Ehanire among others.
    He said the committee examined issues confronting states in the region and urged the party’s leadership to take time to critically study the content of the report and apply its recommendations.
    Receiving the report, Sen. John Akpanudoedehe, National Secretary, CECPC, described the committee as a child of necessity aimed at resolving issues among members in the South South.
    He added that the committee’s report would be forwarded to Gov. Mai Mala Buni, National Chairman of the CECPC for advise and consideration.
    Apankudoedehe explained that the essence of the committee was to ensure peace in the party in the area.
    “We saw that there was unnecessary strife within the party in the region, especially as most of our leaders were not at peace with one other.
    “We also saw the need for us as a people to have a united front to enable us build a consensus on issues affecting us as a people.
    “The reconciliation committee came as a child of necessity to enable our people to talk to themselves and resolve issues amongst our party members in the region.
    “We trust that you have deployed your experience into the task, we will forward the report to the national chairman and the entire CECPC,” he said.
    He said that conflicts were part of daily life that would always exist in organisations.
    He added that conflict was one of the most inevitable things in life which occurred in all human societies.
    This, he said, was usually caused by struggle by diverse groups seeking access to limited resources or the control over political power, identity, value or ideology.
    “This is a fact, therefore, avenues and channels must always exist for persons to talk and express their grievances.
    “We may not achieve 100 per cent peace in the process, but it is better to dialogue than to go into war,” he said.

    Buhari inaugurates committee to lift 100m Nigerians out of poverty, Osinbajo chairs

    President Muhammadu Buhari has inaugurated the National Steering Committee (NSC) of the National Poverty Reduction with Growth Strategy (NPRGS) to be chaired by the Vice President, Professor Yemi Osinbajo.

    In his remarks at the event on Tuesday in Abuja, the President reiterated his commitment to lifting 100 million Nigerians out of poverty in 10 years, with a well-researched framework for implementation and funding.

    “This journey began in January 2021 when I directed the Chairman of the Presidential Economic Advisory Council and Secretary to the Government of the Federation to collaboratively work together to articulate what will lift 100 million Nigerians out of poverty in 10 years.

    “I am happy to note that the process of designing this inclusive poverty reduction strategy recognised and addressed past mistakes, as well as laid the foundation for a sustainable poverty reduction through the wide range consultations held at all levels of government, development partners, the private sector as well as the civil society,” he was quoted as saying by his media aide, Femi Adesina.

    President Buhari was confident that the NPRGS would address the underlying causes of poverty on the basis of which it developed programmes that would deal with the multi-dimensional nature of poverty within the practical context of comparative advantage of human and natural resources in the various geo-political zones.

    According to him, the major challenge before the committee is to translate the good intention of the government into a positive impact on the average Nigerian in order to create an appreciative impact on the poverty situation in the country.

    “If India can lift 271 million people out of poverty between 2006 and 2016, Nigeria can surely lift 100 million out of poverty in 10 years. Fortunately, we have already started but we need to unlock the challenges of slow implementation, inappropriate targeting, and absence of adequate resources,” the President said.

    The responsibilities of the committee, he noted, include anchoring collaborative efforts; provide oversight for the implementation of the strategy; provide guidance to Technical Working Group and federal ministries, extra ministerial departments and agencies, subnational governments and other stakeholders on meeting the objectives of the programme; as well as monitor progress and any other effort that would enhance the attainment of the objective of lifting 100 million people out of poverty in 10 years.

    “The performance of our economy despite COVID-19 gives me comfort that we can achieve our goal, but we need to seriously scale up and work more with state and local governments.

    “This call becomes more pertinent in the face of recent forecasts by the International Monetary Fund, the World Bank and our own Nigerian Economic Summit Group which all agreed that Nigeria needs to frontally tackle her poverty situation if our economic gains are to be sustained,” he told the gathering at the event.

    President Buhari asked the committee to commence work immediately to enable the Technical Working Group to begin to put the nuts and bolts together.

    He said the responsibilities were onerous but expressed confidence that the committee would be able to lay the foundation and demonstrate, within the next two years, the practicality of lifting 100 million Nigerians out of poverty in or under 10 years.

    In his remarks, Vice President Osinbajo said the NPRGS would consolidate other efforts of the government to reduce poverty in the land.

    He noted that the President’s position that local governments, states, and the federal government should work jointly to alleviate poverty in the country would be properly reflected in the framework and implementation, stressing the need for access and inclusivity.

    The SGF, Boss Mustapha, who is a member of the committee said the poverty situation in the country assumed an enormous proportion with an increasing population, adding that the situation was compounded by the COVID-19 pandemic.

    He, however, said the administration responded to the COVID-19 poverty fallout swiftly and was able to ameliorate the situation and ensured a quick exit from recession.

    The committee also has as members Chief of Staff to the President, Governors of Ekiti (South West), Delta (South South), Sokoto (North West), Borno (North East), Nasarawa (North Central), and Ebonyi States (South East).

    Others are Ministers of Finance, Budget and National Planning; State for Budget and National Planning; Humanitarian Affairs, Disaster Management and Social Development; Agriculture and Rural Development; Industry, Trade and Investments; Labour and Employment, Education and Health.

    Again, Reps summon COAS, CBN Governor over monies for military hardwares

    The House of Representatives ad hoc Committee on Arms and Ammunition has summoned the Chief of Army Staff, (COAS), Lt.-Gen. Attahiru Ibrahim to appear and clarify issues on purchase of arms by Nigerian Army on Wednesday, April 7, at 2.p.m.

    The committee also summoned Central Bank Governor, Mr Godwin Emiefele to appear and account for the monies released for purchase of military hardwares on the same date.

    The committee was constituted to investigate the purchase of arms and ammunition by the military and paramilitary in the country.

    Recall that the officers had earlier on Friday, March 12, 2021 failed to appear before the committee.

    The summon was sequel to a unanimous adoption of a motion by Rep. Bede Eke (PDP-Imo) at it’s sitting on Monday in Abuja.

    Moving the motion earlier, Eke said that the summon became necessary following the refusal of the public officers to honour several invitations extended to them by the committee.

    According to the lawmaker, it was time for the committee to take hard decisions against the public officers.

    “CBN has been a problem to this house and they cannot operate the way they are operating and this house will keep quiet because we approve their budget.

    “What are we asking for? Come and tell us how much we have paid for the purchase of arms; we have given you the right to fare hearing.

    “Are you hiding anything? We will not allow it, if there is something you are hiding because you are CBN, we will not allow it.

    “People are killed everyday, I want to move a motion because we do not have time; we come here everyday, sit for hours and wait for a government agency.

    “I move that we summon especially the COAS and CBN, enough is enough, let them be summoned, that is when they will know we are serious,” he said.

    Eke said that the commitee has invited the COAS four times and the CBN Governor five times and they have refused to honour the invitation.

    Earlier, the Chairman of the Committee, Rep. Olaide Akinremi (APC-Oyo) said that committee expected the Ministries of Finance, Defence, Interior, CBN, COAS and the Bureau of Public Procurement (BPP) to appear.

    He said that the Ministry of Defence had earlier written to the committee to seek a later date to appear and it was granted.

    Akinremi said that committee had been waiting for three hours for the invited public officers but they failed to show up.

    According to him, the house has already passed a resolution in accordance with the COVID-19 protocols that we should stay more than three hours at committee meetings and we cannot continue to sit here and wait.

    The chairman explained that the invitations extended to the public officers are in line with section 88 of the 1999 Constitution as amended.

    According to him, the section confers powers on this committee to summon any public officer to appear and give account.

    Contributing to the motion, Rep. Ibrahim Aliyu (APC-Sokoto) said that the public officer needed to come to terms with the gravity of the investigation.

    Aliyu who represents Wurno/Rabah Federal Constituency of Sokoto said that the committee has information and documents and was only giving the officers an opportunity for a fare hearing.
