After initial denials, NYSC admits publication asking corps members to be friendly with, pay ransom to kidnappers in dangerous zones

The National Youth Service Corps (NYSC) have admitted after initial rebuttals that copies of its pamphlets containing security tips for staff and corps members contain a clause that advises corps members to prepare for ransom payment when and if abducted.

The scheme explained that it discovered that there different versions of the pamphlet are in circulation.

TheNewsGuru.com, TNG reports on Thursday, the page containing the advice for the corps and staff on reaching out to the family and friends when plying such routes it described as “high risk” had flooded the social media.

The handbook, which is titled; “Security Awareness and Education Handbook For Corps Members and Staff,” on its page 56, advised both corps members and (and staff) travelling on “high-risk” roads to alert their “family members, friends and colleagues to have someone on hand to pay off the ransom that could be demanded” in case they are kidnapped.

The document lists such roads to include “Abuja-Kaduna, Abuja-Lokoja-Okene, or Aba-Port Harcourt” roads.

The document is produced by Watchcon Security Consultancy Services – a private security outfit, in collaboration with the headquarters of the National Youths Service Corps.

The pamphlet, on page 57, advises both the staff and corps members on how to conduct themselves when kidnapped, saying; “Do not antagonise your captors, be polite and operate with reasonable regards.”

It also advises the corps members and its staff to show reasonable cooperation to the abductors, and that they should “establish personal relationship with your abductors as soon as possible.”

It further added; “The kidnappers may ask for contact persons, do not mention your place of work, but your close friends and parents. They will reach them to negotiate for your release.

“Advise your friends involved in the negotiations, they should be friendly with the captors.

“Take no risk by attempting to escape,” even as it urges abductees not to attempt to be a hero making making efforts to escape.

“Make no statement to the media after your release without official clearance but share your experience with close associates,” it further counsels.

    Initial denial

However, sequel to the discovery of the clause in the publication and the attendant criticisms particularly on social media, the NYSC in a statement issued earlier on Friday described the clause in circulation as the handiwork of mischief-makers.

The statement reads in part; “The attention of Management of the National Youth Service Corps has been drawn to a fake release making the rounds on the social media to the effect that Corps Members travelling on ” high risk roads” should alert their families, friends and colleagues in order to have somebody to pay off the ransom that could be demanded in the event of being kidnapped.

“Management wishes to emphatically state that the clause mischievously quoted is not embedded in NYSC Security Tips pamphlet which was put together by a highly respected retired security expert.

“Management wishes to appeal to the general public to always clarify issues with the Scheme.”

The organisation, therefore, advises Nigerians to always verify things before sharing them on social media, saying it “has offices in all the states of the federation, as well as the 774 Local Government Areas in the country for enquiries.”

“Please, be wary of falling prey to the antics of mischief makers out to ridicule the Scheme,” it added.

    Investigations in progress

TNG reports that in its admittance, the organisation, however, noted that it realised that different copies of the pamphlets are in circulation with some containing the clause and others not.

“We realised different copies are in circulation. We are investigating,” the NYSC spokesperson, Adenike Adeyemi told Premium Times in a terse message upon the paper’s inquiry.

Brig.-Gen. Shuaib Ibrahim, the Director-General (DG), National Youth Service Corps (NYSC), has said that the Batch ‘A’ corps members will resume orientation camp as soon as the coast is clear over Covid-19.

Shuaib told News Agency of Nigeria (NAN) on Wednesday in Abuja that the corps members must be safeguarded first.

News Agency of Nigeria (NAN) reports that NYSC had shut the orientation camps nationwide, sequel to the outbreak of the Coronavirus pandemic.

He said the management of NYSC decided to suspend the orientation camps against batch ‘A’ corps members across the country to curtail the spread of Coronavirus.

The director-general said that it was the same method the scheme employed during the Ebola epidemic which also threatened the health of the nation.

Shuaib further said that the scheme had closed orientation camps across the country to safeguard the corps members.

He stated that once the coast was cleared on Covid 19 pandemic, had been properly tackled, and there was signal on the safety of the Batch ‘A’ corps members the camp would reopen.

“Once we have a clear picture that Covid 19 has been tamed and we are okay then we will invite the corps members back to camp to complete their orientation training.

“That is the decision we have taken; it is just for the concern for the welfare of the corps members,” he said.

He said that the NYSC had also keyed into the postponement of the National Sports Festival, billed to begin on March 22 in order to safeguard the corps members.

NAN reports that the Minister of Youth and Sports, Mr Sunday Dare, had earlier said that the NYSC orientation and the National Sports Festival had been cancelled.

This according to the Minister is to forestall the spread of Covid 19.

  • BREAKING: FG orders immediate shut down of all NYSC orientation camps, corps members sent home

The Federal Government has ordered the immediate closure of all orientation camps in the country where corps members are currently undergoing the three weeks compulsory Orientation Course, TheNewsGuru, TNG can exclusively report.

Recall that the National Youth Service Corps (NYSC) recently mobilised graduates for the 2020 Batch ‘A’ orientation course. The orientation exercise according to the NYSC calendar started on March 10 and was supposed to end on March 30 when corps members would have been posted to their various primary assignments.

However, due to the ravaging Coronavirus (COVID-19) disease, the federal government is forced to end the orientation course abruptly nationally to contain the spread of the virus since it also accommodate foreign students.

This was revealed in a statement sent to all the State Coordinators (SCs) and exclusively obtained by TNG.

    The statement reads in full:

To all SCs; I have received instructions to inform you to bring the ongoing Orientation Course to an immediate shutdown; effective tomorrow on account of the rapid-fire spread of COVID-19. Effect Primary Assignment postings this night. All necessary financial entitlements will be settled in the early hours of tomorrow.

You are to, by any means, reach Corps Employers on this development; immediately.

This obvious course of action is dictated by circumstances far beyond what can be controlled. The rapid changes in very many countries warranting social distancing between persons and isolation of persons on account of COVID-19 present no other option; but to close the camps because of the large aggregation of persons in close social contacts.

With the abundance of caution, mitigation of errors is easily achievable. Further information/development shall be conveyed as directed. You’re to act with absolute dispatch, please,” the statement concluded.

  • Excitement as FG fulfills payment of N33,000 monthly allowance to serving corps members

Serving National Youth Service Corps members are in a delirium of sorts after the Federal Government fulfilled its promise to pay N33,000 to them as allowance.

The new allowance is more than 100 percent from the N18,000 they were paid before.

On Twitter Friday, excited corps members shared their excitement in many posts, with the #NYSC trending as the number one topic in Nigeria.

But there are downsides as well, as corps members at the brink of passing out are expressing fears of plunging into the unemployment market, where they may not even earn the basic N33,000.

On 29 January, the Director-General of NYSC, Brigadier General Shuaibu Ibrahim, had hinted that the new allowance, called allawee by corps members, was on the way.

He spoke during a meeting with some corps members at the service’s Bauchi State Secretariat.

Brigadier General Ibrahim, who was on a working visit to the state, cleared the air on the amount approved as monthly allowance for corps members.

He explained that the approval was made in line with the implementation of the new National Minimum Wage by the Federal Government.

Ibrahim noted that contrary to the various amounts being circulated on social media, the sum of N33,000 had been approved as the new rate.

  • Robbers shoot corps member dead in Osun

Suspected robbers have shot dead a National Youth Service Corps member in Osun State.

The deceased, Adebayo Mukaila was sad to own a container made-shop at Omo-west street close to the NYSC Secretariat in the state capital, where he sold recharge.cards, cable subscription and also engaged in money transfer.

It was gathered that Mukaila, popularly called Alfa on the street was attacked after closing his shop around 11 pm on Tuesday by the hoodlums.

It was learnt that after forcefully taking the deceased’s bag, containing cash, POS machine, recharge cards and a bunch of keys, the two-man robbers shot him on the head before dashing away on a motorcycle.

Idowu Korede, an eye witness said the incident occurred late in the night and that the sound of the gunshot was too audible but that no one could come out of the house, adding that the deceased daughter (name withheld) was with him when he was shot and was crying for help after the robbers left the scene.

“We all heard a loud bang and we decided to stay off believing some cultists have started their usual rivalry clash but a few minutes later a little girl was crying for help and residents rushed to the scene. Mukaila’s body was discovered on the floor with gun injury on his head and his body was rushed to the hospital but he was pronounced dead.

“The incident was unfortunate, we observe the night prayer together at the mosque before he returned to the shop and whenever he stayed late, he sleeps over at his parent’s house located few metres from his shop”, he added.

An official of the Public Relations Unit of the state NYSC confirmed the incident.

  • Corps members to receive new minimum wage from 2020 Budget – Minister

The Minister of Youth and Sports Development, Sunday Dare, has said serving corps members of the National Youth Service Corps will enjoy increased allowance as a result of the N30, 000 minimum wage from next year.

The minister said that increase in the allowances earned by corps members have been captured in the 2020 budget recently passed by the National Assembly.

Dare spoke during a visit to the orientation camp of the NYSC in Iyana-Ipaja, Lagos state.

In a statement by his media office in Abuja on Wednesday, Dare assured the corps members that the increase will be effected once it is signed into law.

Dare said the over 350, 000 youth that pass through the NYSC yearly are essential to the success of any change agenda for the present and future generations.

“I have always advocated that Nigeria must invest in the Youth. We at the Ministry are refocusing the development of our youth in terms of programming.

The Ministry has developed a programme called DY.NG. We want it to be a two month program that you would run during your service, after which you will have some level of certification. It will give you that added advantage beyond your degree,” Dare was quoted to have said in the statement.

He said the template is being set up in partnership with the NYSC Directorate and some of the digital skills to be learnt include data processing, cloud computing, app development.

The Minister also announced that he had enlisted all corps members across the country as Anti-Corruption Ambassadors to “spread the word, create awareness and make sure corruption does not thrive.

Meanwhile, the Director-General of the NYSC, Brig Gen Shuaibu Ibrahim, has re-stated the zero tolerance of the scheme against mobilising unqualified graduates for National Service.

He said the NYSC scheme would not relent in its efforts towards sanitising the mobilisation process as the NYSC Act does not allow the scheme to mobilise unqualified graduates to participate in the service corps.

The DG stated this while addressing Commanding Officers at the HQ 3 Division, Nigerian Army in Jos, Plateau State.

In a statement by the Director, Press and Public Relations of the NYSC, Adenike Adeyemi, Ibrahim lamented the influx of unqualified graduates from some universities in West African countries.

The DG solicited support from every stakeholder to end the “abnormally.”

He commended the Army for its support through security, accommodation and welfare for serving corps members at all times.

“Under my leadership, the Scheme would not mobilise any fake graduate. NYSC would team up with the National Universities Commission, Joint Admissions and Matriculation Board, Federal Ministry of Education, Federal Ministry of Foreign Affairs and other relevant agencies in the country to fight the battle.

“We would continue to prosecute any fake Corps Member that is caught during registration in any of our Orientation Camps,” the DG said in the statement.

  • Daredevil cultists invade corps members’ residence in Bayelsa, kill two

Daredevil cultists invade corps members’ residence in Bayelsa, kill two

There was outrage in Yenagoa, Bayelsa State on Thursday following gruesome murder of corps members by cultists during one of their robbery operations.

It was gathered the cult members, in what has become a regular occurrence in the capital city, stormed the corps members’ residence along the School Road in Swali and shot three of them.

While two of the victims were said to have been confirmed dead at the Federal Medical Centre (FMC) Yenagoa, the third one was said to be lying critically injured and receiving treatment at the hospital.

Cult groups have overrun Yenagoa killing and robbing residents at will under circumstances that seem to have overwhelmed the police and other security agencies.

Residents lampooned the police and other security outfits for their inability to tame rampaging gunmen, who shoot victims at slightest provocation and rob them of their smart phones, cash, laptops and other valuables.

They wondered how a small town like Yenagoa with headquarters of the 16th Brigade of the Nigerian Army, Central Naval Command of the Nigerian Navy, Mobility Command of the Airforce, Nigeria Security and Civil Defence Corps (NSCDC), the Joint Task Force, Operation Delta Safe (ODS), the police, the DSS and other security outfits could be overrun by cult members.

The attacked corps members were identified as 30-year-old Popoola Oluwatobi Olamide, a graduate of Obafemi Awolowo University (OAU) and an indigene of Oyo State; George Onokpoma and Gbenga Dada.

Popoola was reportedly shot dead at the spot, Onokpoma died at the FMC while Gbenga was said to be receiving treatment for gunshot wounds at the medical centre.

The room where the corps members were attacked was riddled with bullets and the floor had thick blood stains of the victims signifying the horror that led to their death.

Narrating how the incident occurred, a resident of the area, who spoke in confidence, said the hoodlums were about seven during the attack that occurred at about 9pm.

He said: “We heard gunshots from the direction of the corps members’ room.

‘’One of the attacked corps members was heard screaming repeatedly and asking what was their crime. Another gunshot sounded and there was silence”.

Another neighbour also said that the victims, who were discharging their primary responsibilities at a private school, the Victory Group of Schools, close to their residence, were awake marking examination scripts of their students, when the gunmen barricaded the building.

We are saddened by this incident. The deceased corps members were quiet and easy-going individuals.

‘’They hardly kept late night. They were always sitting at their doorpost whenever there was power outage,” he said.

  • Break electoral laws, go to jail, NYSC DG warns corps members

The Director General of National Youth Service Corps (NYSC), Maj. Gen. Suleiman Kazaure, has warned corps members participating as INEC ad-hoc staff in the general election that they would be jailed if they break any electoral law in the course of their assignment.

Kazaure gave the warning Thursday in Yola while addressing corps members trained to participate in the exercise.

Represented by Mr Sadiq Ipaku, Chief Inspector of NYSC, Abuja, Kazaure said it was mandatory for corps members to know the Electoral Act and discharge their assignment in line with the law, and the training provided to avoid falling into trouble.

Kazaure said over the years, corps members have distinguished themselves during elections and should continue to do so.

Your predecessors, right from year 2008 when the collaboration started, have proven their mettle and made each succeeding election more credible and acceptable than the proceeding one.

It is against this background that the nation is once again calling on you for this very important assignment,” Kazaure said.

In his remarks, the Adamawa Coordinator of NYSC, Mallam Abubakar Mohammed tasked the corps members to be confident and take full responsibility during the assignment so as not to be messed up by any politician.

Mohammed tasked also tasked them to be security conscious, adding that there was an agreement with INEC not to post corps member to crisis areas.

He also said that special numbers would be provided them to make quick contact in the case of any difficulty or emergency.

In his speech, the Adamawa Resident Electoral Commissioner, Mr Kassim Gaidam, who described corps members as “the core of INEC ad-hoc staff”, said the commission has confidence full confidence in their ability to deliver.

Gaidam assured them of adequate security and welfare, adding that their training allowances would be paid on Friday, while other allowances would be paid as at when due.

The News Agency of Nigeria (NAN) reports that highlights of the interactive session was the distribution of relevant pamphlets on election guidelines, and lecture on security tips by officials from Department of State Security.
