    NNPCL defends 2024 budget projections on crude oil

    The Nigerian National Petroleum Company Ltd. (NNPCL) has assured that projections on crude oil production and price benchmark for the 2024 Budget were realistic and realisable.

    The Group Chief Executive Officer (GCEO) of the Company, Mr Mele Kyari, gave the assurance during an interactive session with the Senate Committee on Finance at the National Assembly, Abuja, on Wednesday.

    A statement by Olufemi Soneye, Chief Corporate Communications Officer, NNPCL, noted that Kyari made the remarks while speaking on the dynamics of the market in relation to the projected budget benchmark price of 77.96 dollars per barrel.

    “With what we see in the market today and potentially in the year 2024 and even beyond the next two years, it is very unlikely to see 70 dollars per barrel oil in the market.

    “The oscillation we are seeing, sometimes you do see prices coming down to 75 dollars to the barrel and sometimes it goes above it, overall, benchmarks are averages.

    “We think that the proposal by Mr President around the 77.96 dollars is still realisable in 2024,” he said.

    On the crude oil production projection, he said Nigeria had 1.785 million barrels per day (bpd) as the cumulative of all oil produced in the country.

    The GCEO said the figure was inclusive of all production activities, including crude oil and condensate.

    “I need to make this clarification because of the reports in the media that our Organisation of the Petroleum Exporting Countries (OPEC) quota is 1.5 million barrels per day.

    “The OPEC quota is related only to crude oil. We also do between 250,000 to 300,000 barrels per day of condensate in our production. When you combine the two, the 1.78mbpd is realistic and realisable,” he said.

    He expressed optimism that though there were challenges such as security and force majeure, the measures being deployed by the Federal Government would be able to take care of them to guarantee the projected level of production.

    The GCEO also assured that NNPCL would maintain the level of dividends remittance to the Federation Account as stated in the Medium-Term Expenditure Framework.

    He added that the projected dividends from the Nigeria Liquefied Natural Gas Ltd. was also realisable and would flow directly into the Federation Account as stipulated by the law.

    On the Company’s Road Tax Credit Scheme, Kyari explained that all the roads being undertaken under the scheme would be duly completed.

    He explained that the scheme was anchored by the Ministry of Works while the Federal Inland Revenue Service and NNPCL were only playing supervisory roles to ensure that value was delivered for every kobo paid.

    Earlier, Chairman, Senate Committee on Finance, Sen. Mohammed Musa, said the interactive session was to deepen conversations on the projections in the 2024 Appropriation Bill to help the lawmakers determine adjustment.

    He expressed satisfaction with the explanations offered by the NNPCL’s helmsman.

    Recall that the Federal Government, in the Appropriation Bill, gave an average crude oil production benchmark of 1.78 mb/d, and a crude oil price benchmark of 77.96 dollars.

    Senator Darlington Nwokocha (Abia Central, LP) has said Nigeria’s economy is on a downward trend as a result of oil theft and pipeline vandalism.

    He said crude oil and gas is the live wire of the country.

    Nwokocha spoke on Wednesday at the senate Ad-hoc fact finding committee meeting on oil theft and pipeline vandalism held in Abuja.

    He noted that the committee is backed by the National Assembly, saying the committee is serious to get to the root of the disturbing cause of oil theft and pipeline vandalism and provide panacea.

    “We have all your submissions, Nigeria is bigger than all of us, the legislature has the highest mandate to investigate anybody.

    “What we are doing today is to collect your data.

    “What we are saying is when we invite you, we will like to see all those who can talk to the committee”.

    The lawmaker further said the work of the Ad-hoc committee is an open-ended interaction, stressing “our investigation will touch all the fabrics”.

    Nwokocha explained that the target is to boost crude oil production in Nigeria.

    PIA: NUPRC assures of domestic crude oil supply

    The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) says the commission is committed to effective implementation of the Petroleum Industry Act (PIA 2021) for the sector to contribute more to national economy.

    The commission says it will ensure that relevant sections of the PIA that affect its operations are duly implemented, including the Domestic Crude Oil Supply to licensed refineries in Nigeria.

    Mr Gbenga Komolafe, Commission Chief Executive (CCE), NUPRC stated this during a meeting with Exploration and Production Companies on Domestic Crude Supply Obligation (DCSO) at the NUPRC headquarters on Wednesday in Abuja.

    The meeting aimed at chatting a common front with NUPRC for alignment on the implementation of domestic crude oil supply obligation, operator’s compliance status and operator’s response.

    As more private refineries indicate readiness to start production soon in Nigeria, the NUPRC is taking necessary steps within the prescriptions of the PIA 2021 to ensure adequate and consistent supply of feedstock to operators.

    In line with its mandate of ensuring crude oil supply to licensed refineries in Nigeria as enshrined in Section 109 (4) of the PIA, the commission said it recently cautioned that there would be consequences and sanctions for sabotaging the process.

    He said effective implementation of the PIA would create an enabling environment for players in the industry to thrive and ensure the petroleum industry generated more income for the government.

    “As  the pioneer regulator of the upstream sector, we want effective implementation of the relevant sections of the PIA, and we cannot shy away from it.

    “We are committed to the effective implementation of the PIA in the interest of our industry and our dear nation.

    “As I said, as a regulatory body, we will regulate in line with the provisions of the Act and whatever decision we take will be in line with the law to ensure growth and development,” he said.

    Komolafe, however, urged industry operators to uphold best practices and comply with provisions of the law as the federal government, through its relevant bodies was carrying out reforms.

    FG targets December to increase oil output to 2m bpd

    The Federal Government says it is targeting to increase crude oil production to two million Barrels Per Day (bdp) and beyond by the end of the year.

    Mr Heineken Lokpobiri,  Minister of State for Petroleum Resources (Oil),  made this known in a meeting with the Abuja Energy Correspondent Association on Friday in Abuja.

    Lokpobiri said the government was working assiduously to ramp up crude oil production to two million bpd by December and beyond by the end of 2023.

    “The reason why we are underperforming is because of insecurity and we are gradually tackling those problems.

    “My sole agenda is to increase production, once we increase production we will get more revenue for the country. You know Nigeria is still more dependent on oil.

    “Though the non-oil sector is also supporting the economy, a substantial part of our forex comes from oil.

    “So, my ambition is to see how I can lead the sector to increase production so that we can get more revenue to deal with the fund and strategic rationale projects in the country,” he said.

    The minister said already steadily there was increase in production, adding that as at last month it was 1.1 million barrels while currently it has increased to 1.3 – 1.4 million barrels.

    “I get the reports from relevant authorities. Today, we are  doing about 1.4 million barrels of crude. So, we are steadily increasing but our target is to see how we can get to two million barrels,” he said.

    Lokpobiri, while urging relevant stakeholders to put hands on deck to tackle challenges in the sector said he had been interacting with some of them, including the International Oil Companies and local producers.

    He noted that the engagement with them was already yielding results.

    “We have identified where the problem is, and where we are getting the shortfall and we are already engaging them within the next few weeks, we will be able to give you how far we have gone in that direction.

    He said some of the solutions might not be immediate but once identified there would be provision of a good framework to address those problems.

    He said the government was bent on rebuilding  the confidence of investors and rekindle the industry to become more competitive.

    Earlier, the President of the association, Mr Victor Nnodim, had reiterated the association’s readiness for collaboration and sought the minister’s support in driving his developmental agenda and moving the industry forward.

    Oil theft: Troops crackdown on oil thieves in Imo, Delta

    The Nigeria Army on Wednesday, confirmed its cracked down on illegal refineries in Imo and Delta, with the seizure of several litres of illegally refined Petroleum products.

    The Director, Army Public Relations, Brig.-Gen. Onyema Nwachukwu, made the confirmation in a statement on Wednesday in Abuja.

    Nwachukwu said the Troops of 343 Artillery Regiment, on Monday, cracked down on an oil thieves’ camp in Obokofia Community in Imo while conducting anti-oil theft operations.

    According to him, the vigilant troops intercepted 15 sacks and 13 Jerry cans of illegally refined Automotive Gas Oil (AGO) concealed in the camp.

    He added that the troops also recovered two pumping machines, three power generators, one hose and a tool box used for hacking into oil pipelines.

    Nwachukwu said the troops, while acting on credible information, on Tuesday, intercepted a wooden boat loaded with 110 sacks of illegally refined AGO concealed in the creeks of Egbema West in Ohaji Egbema Local Government Area( LGA) of Imo.

    “The vigilant troops equally intercepted two vehicles  loaded with 18 sacks of illegally refined AGO within the same general area.

    “Members of the public are please implored to report any suspected act of sabotage or criminality to security agencies to enhance ongoing operations to curb  economic sabotage in the country,” he said.

    According to him,  “Troops of 3 Battalion also on Monday, clamped down on an active illegal oil refining site containing three cooking ovens and six reservoirs at Enokora Community in Burutu LGA of Delta.”

    The National Security Adviser (NSA), Malam Nuhu Ribadu, says the country is still losing 400,000 barrels of crude oil daily to local and international thieves despite efforts to end the menace.

    Ribadu confirmed this when he led a presidential delegation to inspect oil and gas facilities at Owaza in Abia and Odogwa in Etche Local Government Area of Rivers on Saturday.

    He said the activities of oil thieves and pipeline vandals had impacted negatively on the nation’s economy and were partly responsible for the rising cost of living in the country.

    “It’s unfortunate that few individuals would steal our common resources, and in the process cause unbelievable loss to both the nation, communities and the people.

    “Nigeria has the capacity to produce 2 million barrels of crude daily, but we are currently producing less than 1.6 million barrels due to theft and vandalism of pipelines.

    “So, we are talking about 400,000 barrels of crude oil going to waste with few criminals and economic saboteurs not even getting much out of it,” he said.

    Ribadu said the operators of artisanal refineries collect a small quantity of crude oil when they broke the pipelines while larger volumes of oil were spilled on the environment.

    “The value of 400,000 barrels of oil today is about 4 million dollars, and every day, we lose this amount because of this irresponsible behaviour.

    “If you multiply 4 million dollars by 365 days (one year), you will see that it is a lot of money running into billions of dollars.

    “Currently, the country is in desperate need of money as the Naira is continuously losing its value because we earn less money.

    “If we earn more money, it will not only help strengthen our currency but reflect in everything, including cost of living in the country,” he added.

    The NSA said that the President Bola Tinubu administration was concerned about the development and was already taking actionable steps to address the matter.

    He said huge investments made by the government in building infrastructures for the common good of all were being destroyed by few individuals, and in the process, destroying the environment.

    Ribadu called for a united front to tackle oil theft and end decades of attacks on the nation’s oil and gas infrastructures.

    “We are working hard with the security forces and those employed by the Nigerian National Petroleum Company (NNPC) Limited to secure our facilities and end this madness called oil theft,” he said.

    According to reports, on the presidential delegation with the NSA were the Minister of Defence, Baduru Abubakar, and Chief of Defence Staff (CDS), Gen. Christopher Musa.

    Others included the Chief of Air Staff (CAS), Air Marshal Hassan Abubakar; Minister of State for Defence, Bello Matawalle, and Minister of State (Oil), Petroleum Resources, Heineken Lokpobiri.

    The Minister of State (Gas), Petroleum Resources, Ekperipe Ekpo, and senior management officials of the NNPCL as well as other top security personnel were part of tbe team.

    Minister of State, Petroleum Resources, Heineken Lokpobiri, said the Port Harcourt Refinery would resume production by December with a target of 54,000 to 60,000 barrels of refined petroleum products per day.

    Lokpbiri gave the assurance on Friday during a facility inspection of the refinery.

    He said that rehabilitation of first phase of the refinery had been relatively achieved and would commence production by the end of the year.

    “The essence of this inspection is to know the extent of work done on the Port Harcourt Refinery, and we are satisfied with what we have seen.

    “From what we have seen here, the first phase will come on stream by the end of 2023 with about 54,000 to 60,000 barrels per day production.

    “Warri will start by first quarter of next year with about 70,000 barrels per day and Kaduna will come on stream towards the end of next year.

    “If we add all that to Dangote refinery, we will be able to stop fuel importation, start saving substantial part of our funds and Nigerians will also begin to have the benefits of full deregulation,” he said.

    According to him, his team will be inspecting all refineries in the country and the objective is to ensure that in the next few years, Nigeria will stop fuel importation.

    He also said that the entire Port Harcourt Refinery would be fully rehabilitated by the end of 2024.

    Also Mr kperikpe Ekpo, Minister of State, Gas Resources, noted that the Federal Government was very intentional in attracting foreign investors in the gas sub sector.

    “Of course, the ‘Renewed hope’ agenda of the Federal Government will end gas flaring and also boost electricity in the country.

    “We have received the brief today, I can say that there is hope for Nigeria.

    “Gas flaring will stop and gas generation will increase so that we can have uninterrupted power supply in the country.

    “I am comfortable with what we have seen; the improvements are there and the contractors are dedicated; this is in line with the president’s directive of a renewed hope for Nigerians,” Ekpo said.

    Ex-Governor of Bayelsa and a serving Senator, Henry Seriake Dickson has said due to decades of oil exploration, all rivers in his home state are filled by crude.

    TheNewsGuru.com, (TNG) reports Dickson made this revelation after receiving an award by a coalition of environmental NGOs under the aegis of Global Initiative For Climate And Environmental Sustenance, GICES on Wednesday at the National Assembly Complex.

    The former governor who is also the Chairman Senate Committee on Climate and Ecology had also bagged a similar award in the United Kingdom recently.

    As Governor of Bayelsa, he initiated a multi-pronged approach towards protecting and preserving the Bayelsa environment.

    He employed over 200 forest protection officers, that were recruited into the ministry of environment with the aim to monitor deforestation and stop the reckless fallen of trees in the state.

    His mission and vision to a higher level, towards tackling the issues of environmental terrorism and degradation caused by oil companies in the Niger Delta region.

    The former President of Ghana, Emmanuel Kuffour, the Archbishop of York Dr. John Setanmu, as well as notable academicians to address the harrowing issues of environmental despoliation as well as related challenges in the oil industry.

    While inaugurating the commission in 2019 which also had other notable personalities like; Prof. Engobo Emeseh, Head of the School of Law, University of Bradford, Professor Anna Zolik, Dr. Anna Zalik, both of the Faculty of Environmental Studies at York University, Dr. Catherine Nwajoku-Dahou, an international independent consultant.

    During the inauguration of this commission. His Excellency Senator Henry Seriake Dickson read out the commission’s mandate: which are that, the Commission on Oil Spills in Bayelsa State shall investigate the facts and current circumstances surrounding oil spills and their environmental human impact.

    To that end, the Commission shall:
    (a) establish the facts,
    (b) quantify the impact of oil spills,
    (c) determine responsibilities and, where possible, identify those responsible and,
    (d) make recommendations, including, in particular, on a suitable accountability framework.

    It is pertinent to note that the Archbishop of York chaired an independent Commission on the Future of the Living Wage.

    This flowed from his work as the sponsor of the fairness commission in York for the Commission on the Degradation of the Environment.

    The above are members of the Bayelsa State Oil and Environmental Commission (BSOEC) who on the completion of this assignment formally presented the final report of their investigation into the impact of oil exploration activities on Bayelsa state to the international community at the House of Lords, UK Parliament.

    Ladies and gentlemen, this is the first time a politician/seasoned administrator has led such a high-powered advocacy for the people of the Niger Delta region by using global best standards of diplomacy and strategic engagement.

    His vision for a healthy environment and just compensation for impacted communities has the potential to transform the lives of Bayelsa citizens, the people of the Niger Delta region and even the global impact on Ecology and Climate Change as this has set a precedent for the entire region.

    Stolen 150,000 litres of crude oil set ablaze in Delta state

    A vessel ladened with 150,000 litres of stolen crude oil in Delta State has been set on fire by Operatives of Tantita Security Limited and Nigerian National Petroleum Company.

    There are reports flying around that the vessel, MT TURA II(IMO Number:6620462) with Registration Number, RC 813311 is owned by Holab Maritime Services Limited.

    It was learnt that the vessel was conveying crude oil from Nigeria to Cameron when it was arrested with 11 Nigerians and one Ghanaian onboard on Saturday, July 7.

    Tantita Executive Director on Technical Operations, Capt. Warredi Enisuoh in a chat with newsmen said the government made a swift decision to destroy the vessel.

    He said, “the whole idea of destroying the vessel is to send a strong message to all would-be investors that this is what they’re to face if they tow this type of business.”

    Enisuoh said illegal bunkerers and their sponsors should be ready to lose their assets as the government and security forces will do all it takes to bring them to book.

    Officials of the Nigerian Army, Nigerian Navy, Nigerian Airforce, Nigeria Security & Civil Defence Corps, Nigerian National Petroleum Corporation, NNPC as well as officials of the Delta State Government were on ground during the burning of the vessel.

    The management of Zane Energy Nigeria Limited has restated its firm commitment to ensuring that crude oil theft remained a thing of the past in its area of operation.

    The organization maintained that it would not be distracted from the job of sustaining the peace within the Isoko and Urhobo axis despite sponsored blackmail.

    In a statement, Oruma Oghenetega, a representative of the company, said allegations by the Coalition of Urhobo and Isoko ex-agitators of breach of contractual terms were untrue.

    The group had accused Zane Energy of implementing disparity in remunerations of ex-agitators, alleging that the company is owned by the immediate past Deputy President of the Senate, Ovie Omo-Agege.

    But Oghenetega in a press statement titled: Re-Suppression of NNPCL Pipeline Surveillance Slots, insisted that the allegations were tragic lies and concocted stories by the group.

    He said the call by the group for the contract to be revoked was tantamount to taking politics disingenuously too far.

    “Coming at the twilight of the administration of former President Muhammadu Buhari when the atmosphere was dominated more by politics with little having changed even now, the pipeline surveillance contract will always be the attraction of groups that see the initiative as just an avenue for making money without commensurate attention to the task in hand.

    “This is where the sad call by the Urhobo and Isoko ex-agitators group for the contract to be revoked belongs. But it is politics taken disingenuously too far.

    “It has become imperative for our organisation to put the facts out given that members of the group are motivated more by politics and their political sponsors,” it stated

    Oghenetega said the group was ignorant of the various operational platforms of the surveillance when it alleged that Zane Energy has disparity in the remuneration of ex-agitators.

    “While our organisation’s area of operation in Urhobo and Isoko axis is mainly in the upland area, others operate mainly in the creeks and other logistically more challenging wet lands.

    “Invariably, ours is in less challenging terrains in the upland. What they do not know is that this difference in operational terrain was factored in at the point of awarding the contract.

    “Contrary to the false allegation by the group that this has brought ‘so much hardship and restiveness to Urhobo and lsoko land’, our area of operation has remained peaceful with absolutely no incident of pipeline breach or vandalism since the exercise began. This is because we have remained faithful to the terms of the contract and paid our operatives as and when due.

    “The false allusion that our organisation is owned by Senator Ovie Omo-Agege which the group repeatedly used to anchor their call for the surveillance contract to be revoked betrays the true status and drive of leadership of the group.

    “The former Deputy Senate President does not own our company. Apparently, the call patently revealed the fact that the group is being sponsored by persons and groups angling for the contract and decided to tie Senator Ovie Omo-Agege’s name to give vent to their scheme,” he explained.

    Oghenetega added that Zane Energy remained committed to the spirit and terms of obligations as embedded in the contract, “to wit protect our country’s national asset by preventing crude oil theft. As we diligently undertake the task, we will continue to review and upgrade the operational environment and remuneration of our personnel.

    “We urge all ex-agitators to be mindful of the machinations of unscrupulous persons who see in the surveillance contract just a means of getting money but without the capacity to deliver on the prime objectives of the initiative.

    “In our organisation, we are proud of our record where there has been no incident since we began our operations. We remain firmly committed to ensuring that crude oil theft remains a thing of the past in our operational area.”

    Our attention has been drawn to an allegation by a group that calls itself “Coalition of Urhobo and Isoko ex-agitators” claiming that the terms of the pipeline surveillance contract for which our company handles the Urhobo and Isoko axis is being observed in the breach.

    The only premise of the allegation is what the group described as alleged disparity in the remunerations of ex-agitators among the various pipeline surveillance contract organisations.

    They also alleged that our company is owned by the former Deputy Senate President, Senator Ovie Omo-Agege. All the allegations are tragic lies and concortted stories.

    Coming at the twilight of the administration of former President Muhammadu Buhari when the atmosphere was dominated more by politics with little having changed even now, the pipeline surveillance contract will always be the attraction of groups that see the initiative as just an avenue for making money without commensurate attention to the task in hand. This is where the sad call by the Urhobo and Isoko ex-agitators group for the contract to be revoked belongs. But it is politics taken disingenuously too far.
    It has become imperative for our organisation to put the facts out given that members of the group are motivated more by politics and their political sponsors.
