    Massive killings ongoing under your curfew, journalist writes El-Rufai

     

    A journalist and prolific writer, Mr Reuben Buhari, has written an open letter to Kaduna state governor, Malam Nasir el-Rufai, over the killing of the Southern Kaduna people despite several curfews imposed on the area.

    Residents say the atrocities being meted on the Southern Kaduna people despite several curfew that have been imposed by the state government under el-Rufai are unquantifiable.

    Buhari, a former spokesman of former governor Patrick Yakowa, is one of thepeople running around to solve the humanitarian crisis created by herdsmen attacks on several Southern Kaduna communities.

    Then General Muhammadu Buhari and Malam Nasir el-Rufai launched the All Progressive Congress (APC) at a hall in Kagoro, Kaura Local Government Area of Southern Kaduna with a promise to provide security but over six years after coming to power, the killings has increased in intensity while corpses are buried daily.

    No arrest has been made concerning the killings of several people and displacement in the last six years, with locals alleging that suspects they captured, hands over to authorities have been freed on several occasions.

    The governor admitted tracing some of the herdsmen to their countries and paid them to stop the killings, an action pundits say is strange to the provisions of the constitution of the Federal Republic of Nigeria.

    Despite paying the herdsmen, the killings have not stopped, residents say, insisting the governor has not hid his dislike for the people of Southern Kaduna, following his utterances whenever the terrorists strike.

    A first class traditional ruler, the Agwom Adara, Mr Maiwada Galadima was kidnapped and killed when his local government was under a curfew imposed by the el-Rufai’s led government.

    According to residents, even before and after the killing of the Agwom Adara, curfew imposed by the el-Rufai’s led government have always given the terrorists an opportunity to kill more.

    But worried by the consistent killings of locals in Chikun, Kajuru, Kaura, Kachia, Zangon Kataf and Jema’a local governments despite the curfew, journalist Reuben Buhari advised the governor on a better way to stem the carnage.

    “I woke up this Saturday morning to the news that your government had extended the almost two month’s curfew in Zangon Kataf and Kauru LGAs to Jema’a and Kaura LGAs. I have a concern with this sir.

    “I am not averse to curfew as a short time measure. Its immediacy in restoring calm most often outweighs the pains. But when repeatedly used without yielding the intended result, it becomes counterproductive and calls for more creative strategy.

    “My reasons are these sir:
    The outbreak of the COVID-19 necessitated a total lockdown in Kaduna state. The goal of the total restriction on human and vehicular movement was to curtail the spread of the deadly Coronavirus ravaging the world. Even interstate travel to and fro the state were banned.

    “But From March 25, 2020, when the lockdown came into effect in Kaduna state, to Friday, May 15, 2020, 16 armed attacks were carried out across 5 LGAs,” Buhari said.

    In the attack, 59 people were killed with about 155 houses burnt down while hundreds were displaced from their villages.

    “Dozens were left with permanent injuries,” Buhari disclosed, stating that under a 24-hour time frame, 29 people were killed from five attacks on four villages of Gonan Rogo, Idanu-Doka, Ungwan Rani-Doka and two attacks on Makyali village in Kajuru LGA.

    “The worst cases of injured survivors with severe machete cuts on their bodies are from these attacks,” the Journalist said.

    “The boldness of the attackers and the brazen way the attacks were carried is so sad sir. While the attackers easily moved around, residents of Kaduna could not and those who dare were considered violators of the lockdown, arrested and fined.

    “More pointedly is the fact that nobody has been arrested for the killing of these 59 people, mostly children, old people and women. From the attack on Labi village on Thursday, March 25, 2020 in Chikun local government where five people were killed to the attack on Makyali village in Kajuru Local government on Wednesday, May 13, 2020, where 11 people were killed, it has been daily tales of pain and destruction under the 24 hour lockdown,” he said.

    More recently, the Journalist said under the el-Rufai’s 24-hour curfew in Zangon Kataf, about 64 people were killed in less than 10 days of coordinated attacks on rural villages.

    “Four villages in Zangon Kataf Local Government were attacked between Friday 11 – 12, July 2020 and about 29 people killed. 5 people were killed when Efele Doka village in Kajuru Local Government was attacked on 17th July. Kukum Daji in Kaura Local Government was next on Sunday, 19th July where 18 people were killed, while Gora Gan in Zangon Kataf Local Government got attacked on Monday, 20th July. 10 people were killed.

    “The injured, some critically are on admission at the Zonkwa General Hospitals, Throneroom Hospital, Kafanchan, St Gerald Catholic Hospital and Barau Dikko Specialists Hospital in Kaduna metropolis, all under a 24-hour curfew,” he said.

    “Now, you have extended the curfew to Kafanchan and Kaura LGAs and a 24 hour one for that. Don’t you think that you need to adopt more creative ways of securing the people? The fact that more people have died under your curfew renders the imposition useless sir,” Buhari said.

    “It was under your almost 4 month 24-hour curfew that Goska village was attacked on Christmas Eve in 2016 and so many killed. Other attacks occurred under that curfew and yet you have slammed another curfew now on two more LGAs.

    “My suggestion sir. Instead of curfew, provide security to those areas, reduce your urge to constantly apportion blame to one side in a crisis, treat all citizens of Kaduna state as your own, build confidence in your people to reduce the suspicion, remove disdain in relating to some people, religion, ethnicity and politics shouldn’t be criteria for relationship.

    “Most importantly, measure your words always before speaking,” Buhari said insisting that the transient nature of everything in the world should make all sober to prepare for tomorrow today.

    Kaduna State governor Mallam Nasir El-Rufai has included Jema’a and Kaura local government areas, to the number of Local Governments in Southern Kaduna under 24-hour curfew. Like Zangon Kataf and Kauru, Jama’a and Kaura are now in total lockdown. This according to El-Rufai is to contain the ongoing violence and to ensure the enforcement of order and protect lives in the areas.

    El-rufai made this known on his verified Twitter handle @GovKaduna.

    In his words “….At the request of security agencies, the Kaduna State Government has extended to Jema’a and Kaura LGAs the 24-hour curfew that is in force in Kauru and Zangon-Kataf LGAs, with immediate effect. This is to help contain violence, enforce order and protect lives.”

    This implies that Kafanchan a commercial city in the region will be on total lockdown rendering the preparation for Eldel Kabir and other economic activities in the state subregion inactive.

    El-rufai in a statewide broadcast media chat attributed the “cycle of attacks to revenge and reprisals”, a comment that didn’t go down well with elites and stakeholders in southern Kaduna.

    Jaywon arrested for violating COVID-19 curfew

    Police operatives attached to the Dolphin Estate Division of the Lagos State Police Command have arrested popular singer, Iledare Olajuwonlo-James, better known as Jaywon for violating the curfew occasioned by the COVID-19 pandemic.

    Punch reports that the ‘Aje’ singer was driving to a destination when policemen, who were monitoring compliance with the curfew, stopped him around 11pm on Monday and took him into custody.

    The singer was later taken to the State Criminal Investigation and Intelligence Department, Panti, Yaba, where he was prosecuted before a mobile court after his statement had been taken.

    During the court proceedings on Tuesday, it was learnt that Jaywon pleaded guilty and the presiding magistrate ordered him to pay a fine of N10,000. He was also sentenced to do community service for 30 minutes.

    The state Police Public Relations Officer, Bala Elkana, said Jaywon was among the 179 persons arrested for violating the curfew and refusing to use face masks in the state, adding that 79 vehicles were also seized for violating the curfew.

    An Uselu Mobile Court in Benin on Friday sentenced 29 people to community service for violating the curfew order imposed by Edo Government to curtail COVID-19 spread.

    The state government had on April 19 imposed a state-wide dusk-to-dawn curfew.

    The curfew began on April 20. It runs from 7.00p.m. to 6.00a.m. daily.

    Prosecution counsel, Mr Agbokhaode Ayo, said that the 29 people, who were apprehended at the New Benin axis, pleaded guity.

    The Chief Magistrate, Prince Mutairu Oare, ordered the convicts to carry out community service.

    ”The punishments include clearing drains, shrubs, picking of trash, compulsory community sensitisation and grass cutting.

    ”The sentences range from five to 10 days non-custodial community service,” Oare held.

    The chief magistrate, however, gave the convicts an option of fine, ranging from N3,000 to N5,000.

    The offenders would be handled by correctional officers during the punishment period.

    At the time of filing the report, 23 out of the 29 convicts had paid fines.

    Governor Godwin Obaseki has announced a dusk to dawn curfew in Edo State as part of measures to curtail the spread of Coronavirus disease (COVID-19) in the State.

    TheNewsGuru.com (TNG) reports Governor Obaseki made the announcement on Sunday during the Edo State government COVID-19 response team briefing.

    The Governor also announced mandating security agencies to enforce compliance with the curfew, stressing that, “if people are not well and alive we cannot talk about tomorrow”.

    He said, “Dear Edo people, in order to ensure strict compliance with measures to curb the spread of COVID-19 in our dear State, I have imposed a daily curfew from 7pm to 6am effective from April 20, 2020.

    “Security agencies are mandated to enforce compliance with this curfew. I want to assure all of you that we are fully prepared to combat this pandemic”.

    The Governor further stated, Our approach to impose a partial lockdown was to ensure that we do not totally shutdown the economy and expose the people to the hardships and fatal incidents that have been witnessed in other States that opted for a total lockdown”.

    The order would be reviewed after 10 days after increased screening and testing, the Governor said.

    Ondo Governor, Oluwarotimi Akeredolu, has imposed a 7pm to 7am curfew on the state to curb further spread of COVID-19.

    He threatened to declare a total lockdown of the state if another COVID-19 case is discovered.

    Akeredolu clarified that the third case was not a member of the National Youth Service Corps but an employee of the Nigeria Army Clinic that served there in 2017.

    He ordered arrest and detention of any person caught during the curfew hours.

    The Ondo Governor said it was disturbing that a third COVID-19 case could be detected in the state despite measures put in place to curtail the spread.

    Akeredolu noted the stiffer measures being put in place was to stop COVID-19 from spreading across the state.

    COVID-19: Delta Govt. clarifies dusk to dawn curfew

    The Delta State Government has further made a clarification on the dusk to dawn curfew imposed in the State, stressing that the curfew begins at 7 pm and ends 7 am, as part of efforts to curtail the spread of the Coronavirus disease (COVID-19) in the State.

    TheNewsGuru.com (TNG) reports the State Governor, Ifeanyi Okowa announced the dusk to dawn curfew in a state-wide broadcast on Tuesday, while also extending the lockdown that was already in place by two weeks, saying that nobody is expected to be seen outside from 7 pm to 7 am, except for persons on essential duties.

    “Having taken cognizance of the upscale in the number of cases nationally, standing at 343 today, spread across 19 States and the federal capital territory, and the need to ease the process of contact tracing, the stay at home order has become more necessary. For the safety of our people, and to enable us to track, identify, isolate and test all contacts, by the power vested on me in line with the Quarantine Act, and the subsequent Disease Resolution 2020, I hereby extend the stay at home order for another period of two weeks.

    “We do know that this will cause some pains to our people but it is for the public good and for the interest of our health. I want to urge all Deltans to please observe the stay at home order. We believe that in this next two weeks, we will be able to track all contacts, identify all possible cases, and be able to take the needed actions. We will be able to use this opportunity to also produce enough quantity of face masks for our people.

    “Nobody is expected to be seen outside. A dusk to dawn curfew is hereby imposed with effect from tomorrow until the next 14 days. Only persons on essential duties are exempted. We have previously given a list of those on essential duties,” Governor Okowa said.

    Clarifying on the dusk to dawn curfew, the Governor took to his official Twitter handle after the state-wide broadcast to say, “With three confirmed cases of COVID-19 in Delta State, we are working round-the-clock to curb the spread of the virus. This is why I announced a two-week extension of the stay-at-home order, as well as a 7 pm to 7 am curfew.

    “In-line with the recommendations of global health experts, at the end of this week, we will begin the process of distributing free face masks across Delta State. Additionally, I informed our citizens and residents that we are also working to fast-track the distribution of food items to low-income families and communities to cushion the effect of the lockdown”.

    Earlier in the state-wide broadcast, Governor Okowa had said the extension of the lockdown was necessary because of the upscale in the number of cases nationally and the need to ease the process of contact tracing, the stay at home order has become more necessary.

    “You will recall that the lockdown order within the State started on the 1st of April 2020. Two days before then, we have actually stopped entry into the State, except for goods that are considered very essential.

    “On the 7th of April, we had our incident case of COVID-19 in Delta State. That was the 7th day of the lockdown. Three cases have thus far been identified in Delta State. We lost one of the cases. That case presented very late at our centre and the patient had other ailments and that led to the death of the patient. The test result came out positive after the patient had passed away.

    “We want to assure you that we have continued to do contact tracing. 70 contacts have been identified. 46 of them, have been reached and we are trying our best to get the remaining 24. Some persons have been isolated in their homes or what we refer to as self-isolation. That is when the officials involved have been able to get the satisfaction that such persons can truly be isolated in their homes. Some other persons that cannot be isolated in their homes, they are currently being isolated in three different centres.

    “We have two cases that are active. One is being managed at the Oghara centre. That is the Delta State University Teaching Hospital. We created a centre in that place. And one also is being managed at our infectious disease centre at Asaba. Both persons are doing very well.

    “We have four treatment centres on the whole. The Infectious Disease Centre built by the Delta State Government at the Federal Medical Centre Asaba; the Asaba Specialist Hospital, which currently is our biggest centre; the Delta State University Teaching Hospital, Oghara in a third; and the centre at the Warri Central Hospital will come on stream fully today.

    “All these centres also have isolation facilities. We have attempted to create our isolation centres in such a manner that people will not cross-infect others. That is why we are using the single room option for the isolation of suspected cases until they test positive.

    “I want to advise our people that COVID-19 is a viral illness that has continued to ravage the world. But it is not a death sentence. Many of the cases are mild and many of them, they recover. As at today, we are aware that there are only 10 deaths in Nigeria even when we have 343 cases already confirmed in Nigeria.

    “I, therefore, want to urge our people to avoid all forms of stigmatization, and the best corporation we will have from the people, we want those who may fall ill to truly identify themselves in the best interest of the people. Anyone could be exposed; anyone could be infected; both the high and the low, the rich and the poor. So, it is for all of us to continue to obey the rules and praying also that God will intervene in the situation in our State, in our nation and the world over.

    “I want to reassure you that health personnel have been trained and they are very proactive. I want to use this opportunity to thank all our health staffs, which include both the doctors, nurses, the laboratory scientists, the pharmacists, and other health staffs that have been trained. They are all in good spirit and committed to their duties. I am glad and grateful to them.

    “Ambulance drivers and other auxiliary staffs like cleaners, laundrymen, and others have also been adequately trained and we have enough ambulances to be able to convey patients or cases that are suspected to our isolation or treatment centres across the State.

    “I want to reassure both our health staffs and the auxiliary staffs that they would be adequately remunerated in the course of their duty. We are working out the details. I had a teleconference meeting with my team yesterday, and I am sure that by the end of today, they would be able to communicate to health staffs the amount of money that they would be paid on a daily basis for the work that they do. We must appreciate them for the great work, the great commitment because they are in the line of duty to help each and every one of us and for the good of each and every one of us.

    “The Delta State Government has gone ahead to start the production of face masks but this time, the one made with a cloth. We are trying to produce a few hundreds of thousands of face masks and these face masks would be distributed free of charge to all Deltans. The good thing about the face mask made with a cloth is that as you wash your hands with soap and water, you can also wash face mask on a daily basis with soap and water if you want to use it and you are going out. That will definitely reduce the risks of infection. It is our hope that the distribution of the face masks will start by the end of this week and we will continue to distribute the face masks as much as we are able to produce.

    “We have also put in place a food bank. We are getting the last stocks of the initial holder, and by the special grace of God, in the next 42 to 72 hours, food would be sent to across to support our indigent people, who do not have access to food, in all wards of the State. We will use the wards, the federal wards, as a means of distribution concerning this. It is for all Deltans and not restricted to party politics.

    “I also want to use this opportunity to thank all those who have made donations to our various accounts and those who have made donations in kind to the food bank. I want to encourage all Deltans to continue to assist the poor through this means. We will remain accountable and we will ensure that the money and the food items donated are put into proper use.

    “We have accounts, as at today, Zenith Bank, Sterling Bank and also the UBA. You can pay monies into any of these accounts and I am sure that there is means by which these bank accounts are being communicated to all. For those who want to get further information, you can make inquiries from the office of the SSG or the Commissioner for Health.

    COVID-19: Kaduna relaxes curfew

    Kaduna State Government has temporarily relaxed the restriction of movement imposed throughout to check the spread of COVID-19.

    In a state broadcast on Wednesday, the Deputy Governor, Dr Hadiza Balarabe, said that the curfew will be eased from 3pm on Wednesday to 12 midnight on Thursday.

    Dr Balarabe said that the measure ‘’ is to enable people to stock up on food and other essentials.’’

    According to her: ‘’Subsequently, the restriction of movement will be lifted every Tuesday and Wednesday. Traders in food and other essentials will open their shops on these two days.’’

    Balarabe, who apologised for the inconvenience that the restriction of movement has caused, said that the decision was taken because of the extraordinary times which was brought about by COVID-19.

    The Deputy Governor appealed to the people of the state to still ‘’observe social distancing, avoid crowded places and to wash our hands regularly.’’

    Kaduna state so far has three cases of COVID-19.

    The first was Governor Nasir El-Rufa’i, who announced his positive status on Saturday.

    Two other persons, who had contact with the index case in the state, were also announced positive on Monday.

    COVID-19: Wike imposes dusk to dawn curfew

    Residents of parts of Port Harcourt were forced off the streets on Tuesday by security personnel as Gov. Nyesom Wike imposed a dusk to dawn curfew in parts of the state.

    Residents who went out as early as 6am were driven back by security personnel in Obiri-Ikwerre Junction (Ozuoba, Rumualogu) – Choba and from Education Bus Stop – Agip Junction.

    Some residents in the affected areas told News Agency of Nigeria (NAN) that they woke up to see that stern-looking security personnel had taken over their streets.

    “Anybody who ventured to go out was driven back except those who can identify themselves as essential workers,’’ Pius Edemeka, a resident of Ikwere Road said.

    NAN reports that Wike had in a statewide broadcast on Monday night announced that the curfew followed violations of the market closure order by the State Government.

    The state government’s order is part of preventive measures against the spread of COVID-19 in the state.

    The governor said that the State Security Council reached the decision after monitoring compliance with the directive.

    According to the governor, all beer parlours and public drinking joints have been closed because “they have suddenly become an extension of night clubs that were earlier shut down’’.

    He stated that any beer parlour or public drinking joint found to be open would be acquired by the state government.

    Wike said: “All landlords are advised to warn their tenants who use their property as beer parlours or public drinking joints to adhere to this directive.

    “Traditional Rulers, Youth Leaders and Community Development Committees are to ensure that beer parlours and public drinking joints in their areas remain closed. Any Traditional Ruler who allows markets to be open in his domain will be deposed.

    “Government is investigating the illegal operation of markets at night at Woji and Elelenwo Communities. Further violation by residents of these two communities will attract declaration of curfew.’’

    Wike said further violation of the directive for markets to remain closed would attract a state-wide curfew.

    He also announced waivers to different categories of persons in view of the directive of the state government.

    “They include Medical and Pharmaceutical Personnel, Food and Beverages, Essential Oil and Gas Staff, Petroleum Products and Media Workers and Newspaper Distributors.

    “All these categories of staff must identify themselves with valid identity cards,’’ Wike said.

    Wike stated that based on suggestions by well-meaning Rivers people, government was considering to set up food markets across the state.

    He also announced the immediate suspension of the Council Chairman of Obio/Akpor Local Government Area and his Deputy for failing to implement government’s directive on the closure of markets.

    He said: “Let me reiterate that this government will continue to do what is right no matter who is involved. As you are all aware, no conventional war has grounded global life and economy like coronavirus.

    “Everybody is affected. Therefore, all hands must be on deck to defeat coronavirus. I want to sincerely express my heartfelt gratitude to our health professionals on the frontline of this fight.

    “Let me also thank all the security agencies, individuals and organisations who are collaborating with us to make Rivers State safe.

    “I am confident that with our collective resolve our dear state will contain the spread of this virus.”
