The newly appointed Director-General of Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Bashir Yusuf Jamoh on Tuesday resumed duty today as the 6th DG of the maritime regulatory Agency since the merger of National Maritime Authority with Joint Maritime Labour Industrial Council to form NIMASA.
Recall that TheNewsGuru.com had earlier reported President Muhammadu Buhari’s appointment of Jamoh as the new DG after all attempts at renewing Dakuku’s tenure failed. Jamoh took over from Dr. Dakuku Adol Peterside whose four-year term ended March 10, 2020, following his appointment on March 10, 2016. In a brief but historic handing over ceremony held at the Agency’s headquarters in Lagos, Jamoh, who is the immediate past Executive Director, Finance and Administration, at the Agency, lauded President Muhammadu Buhari for believing in merit, continuity and expertise in making appointments. “First and foremost I want to appreciate President Muhammadu Buhari and his team for finding me worthy of this appointment. It simply shows the President believes in continuity and the need to ensure that technocrats are given opportunities to serve under his leadership,” he stated. Jamoh assured stakeholders of his unwavering dedication to the progress of the industry, adding that the maritime sector offers a major platform for economic development. He promised to build on the successes achieved by the outgoing Executive Management, which he had been part of in the past four years. In his valedictory speech, the immediate past DG, Dr. Dakuku Peterside, said having ended his tenure, he could not wish for a better person to take over from him than Jamoh, whom he described as a man with vast “institutional knowledge” of the industry. “Today I am happy that President Muhammadu Buhari has chosen Dr. Bashir Jamoh to succeed me in office. I cannot wish for a better person to succeed me because Dr. Bashir’s immense knowledge and commitment to the growth of the sector cannot be over emphasised and I am sure he would continue our good works,” Dakuku stated Jamoh, who is currently President of the Chartered Institute of Transport Administration of Nigeria (CIOTA), holds a PhD from the University of Port Harcourt, specialising in Logistics and Transport Management. He also has a Master’s Degree in Management from Korea Maritime and Ocean University, Post Graduate Diploma in Management Sciences from Bayero University Kano, and a Diploma in Accounting from Ahmadu Bello University Zaria. The author of the maritime reference book, “Harnessing Nigeria’s Maritime Assets; past, present and future,” Jamoh is well grounded in the maritime industry with over 32 years of both professional and technical experience in the sector and has an exceptionally close working relationship with stakeholders in the industry. He was appointed alongside Rt. Hon Victor Onyekachi Ochei, who replaced Malam Ahmed Gambo as Executive Director, Maritime Labour and Cabotage Services; Shehu Ahmed, who replaced Engr. Rotimi Fashakin as Executive Director, Operations; and Chudi Ofodile, who took over from Jamoh as Executive Director, Finance and Administration. NIMASA also got a new board, with Hon. Asita Honourable the Agency’s Board Chairman. Ochei is an Engineer and Lawyer. He was a 2019 All Progressives Congress (APC) governorship aspirant in Delta State. Ochei was elected Speaker of the Delta State House of Assembly’s 5th Assembly in 2011, a position he held till 2015. Ochei also holds a Master’s degree in corporate governance from the Leads Metropolitan University (United Kingdom) as well as Master’s in Business Administration from the University of Benin. Offodile is a Lawyer, author and politician. He was first elected into the House of Representatives in 1999 to represent Awka North/South Federal Constituency of Anambra State and was re-elected in 2003. Upon his re-election in 2003, Offodile was appointed chairman of the Public Petitions Committee. He graduated from the University of Nigeria, Nsukka (UNN) with LLB (Hons) 1987, attended the Nigerian Law School in 1988 and obtained a post graduate Diploma in Business Administration from UNN in 1994. Ahmed holds a Bachelor’s Degree in Business Administration and Master’s in Accounting from the South-eastern University in Washington D.C, U.S.A. He is a former Deputy Director in the Nigeria Deposit Insurance Corporation (NDIC). JUST IN: Buhari sacks Dakuku Peterside as NIMASA DG, appoints Bashir Jamoh as replacement
Reports reaching TheNewsGuru.com (TNG) has it that President Muhammadu Buhari has sacked Dr. Dakuku Peterside as the Director-General of the Nigerian Maritime Administration and Safety Agency (NIMASA).
According to reports, the president is believed to have approved the appointment of Bashir Jamoh, who is currently the Executive Director, Administration and Finance as the new DG.
Also, checks by TNG revealed that the tenure of Dakuku Peterside who was appointed in 2016 to head the agency after failing in his governorship bid in Rivers State to incumbent governor Nyesom Wike is expected to come to end on March 10, 2020.
If finally confirmed, TNG reports that Jamoh will take over the mantle of leadership of the agency from Dakuku Peterside whose tenure expires on March 10, 2020.
The man Bashir Jamoh
Jamoh, 56 hails from Kaduna State. He is currently the President of the Chartered Institute of Transport Administration of Nigeria (CiOTA).
He holds a PhD from the University of Port Harcourt, specialising in Logistics and Transport Management.
He also holds a master’s degree in Management from Korea Maritime and Ocean University, a post-graduate diploma in Management Sciences from Bayero University, Kano and a diploma in Accounting from Ahmadu Bello University, Zaria.
Jamoh is also said to have 32 years of professional experience in the transportation and maritime sector. He is the author of the book “Harnessing Nigeria’s Maritime Assets: Past, Present, and Future.”
Jamoh joined NIMASA in 2003 as an assistant Chief Commercial Officer, eastern and central zones.
He served with the Kaduna State Government before transferring his services to the then National Maritime Authority in 1994.
Presidency keeps mum
Meanwhile, the Special Adviser on Media and Publicity to the president, Femi Adesina, when contacted this evening said he has heard of the replacement but it was not from his office that TNG should contact the SGF’s office.
Also, the Director, Press, Ministry of Transportation, Ojiekwe Eric, when contacted for reactions said: “that was the information I had. As soon as the ministry confirms it, we will issue a statement to that effect.”
If Dakuku’s sack and Jamoh’s subsequent appointment as new DG is confirmed, TNG reports that all DGs of the transportation ministry are now held by northerners. These include; NPA, NIMASA, Shippers Council, NRC and NIWA.
TNG further gathered that Intense lobby to have Dakuku’s tenure renewed was frustrated by those close to the president in the villa.

Interdependency of nations key to economic advancement – Dakuku
The Nigerian Maritime Administration and Safety Agency (NIMASA) has said that no nation can attain sustainable growth and development relying on herself and/or single source of revenue as world economies are now consciously or unconsciously competing among themselves in terms of advancement and development indices.
The Director General of the Agency Dr. Dakuku Peterside made this assertion in Lagos recently when a delegation of Bundeswehr Command and Staff College, a leading educational institution of the German armed forces, Hamburg, Germany paid a working visit to the Agency.
He stated that no nation can ever be self-sufficient and that needs would always arise for countries to meet through trade. While noting that no two nations can engage in trade without recourse to maritime, he stated that easy trade facilitation between nations can only be guaranteed if the maritime domains of the associated nations are safe and secure- with human asset, technology, ideas and intellectuality as key drivers.
According to the DG, “Technology and globalisation will continue to amaze us, just as Ideas, knowledge and intellectuality are complementary drivers of advancement in our today’s world. No individual or nation has a monopoly of knowledge. So cross-fertilization of knowledge in critical sub-sectors of nations’ economies, particularly in areas of comparative advantage is sacrosanct for growth and development, towards the overall objective of advancing world peace”.
Speaking further, Dr. Peterside took the delegation through the mandates, core functions as well as the human capacity needs of the Nigeria’s Maritime industry. While assuring the delegation of the safety of the Nigeria’s maritime environment, he noted the various initiatives put in place by the Agency to address the projected growth of the industry particularly, in the areas of human capacity, safety and security requirements.
In his words, “human capacity, maritime safety and security related crimes were the biggest challenges we had. They have been addressed and we would continue to address it in totality. We have the Nigerian Seafarers Development Programme (NSDP), which is an initiative designed to train Nigerian youths in various maritime professionalism. Currently, they are being trained in various countries around the globe. While some of them have graduated as full-fledge professionals, some are still undergoing the necessary trainings. We are partnering with maritime giants around the world to develop our Seafarers. For safety and security, we are collaborating with the Nigerian Military and the Police to ensure that”.
For his part, the leader of the delegation, Dr. Thortsen Schutz, informed NIMASA that they were at the Agency on a working visit, with the objectives: to ascertain facts that would aid trade facilitation between Nigeria and Germany; as well as learn new ideas from NIMASA, as regards Africa’s experience, because of the peculiarities of the continent. He noted that NIMASA is strategic in the shipping scheme between Nigeria and Germany, and that it was necessary for the Commercial and Defence Attachés in Germany Embassy in Nigeria to understand the shipping as well as the maritime ideals and dynamics within the context of the Agency’s operations, for ease of trade engagements.
“We are here to understand NIMASA. We know your importance. And we are encouraged by your disposition towards ensuring a safe and secure maritime environment for shipping. You are strategic when it comes to trading in Africa. Be assured that we would encourage our people to come to Nigeria because we know that Nigeria has a lot of maritime potentials. We are ready to collaborate and also partner with NIMASA in the areas of technology, idea and knowledge sharing because the world is fast drifting to knowledge and idea base”, he said.
The Bundeswehr Command and Staff College was established in 1957 as the successor of the Prussian Military Academy founded in 1810. Since 1958 it is located in Hamburg. Being the leading educational institution of the German armed forces, the academy is internationally renowned for its excellence. The academy educates the future elite of not only the German armed forces but also of other member states of the European Union and NATO.

Police, SARS deserve support – Dakuku Peterside
Amidst clamours to end SARS, the Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dakuku Peterside, has called for support for the Special Anti-Robbery Squad (SARS) and for the Nigerian Police Force (NPF), to help check the rising crime rate.
Peterside made the call while speaking on the side-lines of the ongoing meeting of the G7++ Friends of the Gulf of Guinea Group in Lagos.
While commending the efforts of the SARS squad of the Nigeria police for enhancing security in Nigeria, he noted that a well policed nation will have a multiplier effect on security in the maritime sector.
He noted that changes in country has made reforms for most institutions of Government inevitable, the NIMASA DG said that SARS is one of such organs of government now in need of reform. This he explained will go a long way to enhance their operations.
He also noted that Nigerians should support the Police Force, and that the Police should be reformed like other Agencies of Government in order to perform optimally.
While condemning those calling for the scrapping of SARS as mischievous, Dakuku restated his believe that strengthening and reforming the anti-robbery squad is rather the way forward to enhance their capacity.
“I support the good work of SARS and wish to add that like any other agency of government, it should be reorganized and strengthened to function better. In every society, without the police, there can be no law and order,” he said.
Peterside further pointed out that SARS has been very instrumental in policing in Nigeria, particularly, Rivers State.
He also added that it is beneficiaries of crime that are opposed to the operations of the Anti-Crime outfit.
“Nobody could deny the fact that Special Anti-Robbery Squad (SARS) has been very potent in tackling violent crimes and helped to reduce incidents of crimes and build confidence in the people,” he said.

The Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA) Dr. Dakuku Peterside has stressed the strategic importance of security agencies to the achievement of safe and secure shipping and a viable and vibrant maritime sector for the country’s benefits.
The Director General who stated this while playing host to the General Officer Commanding (GOC) 81 Division of the Nigerian Army, Major General Peter John Dauke at the Agency’s Headquarters in Lagos said that as the Agency strives to achieve a secure maritime environment, the role of the Nigerian Army, in particular, cannot be neglected adding that most crimes perpetrated at sea are planned on land.
According to Dr. Dakuku, “we cannot be talking about merchant shipping without security both onshore and offshore, therefore we have to work with not only the Nigerian Navy but all security Agencies in order to ensure that criminals have no hiding place both on land and at sea because a large percentage of crime committed at sea are planned on land”, he said.
He also commended the Army for the successes achieved in the fight against Boko Haram in the north east stating that the sect’s defeat that looked like an insurmountable task about two years ago had been largely accomplished. He charged the men of the Nigerian Army to continue to bring their expertise and professionalism to bear especially when needed in sectors such as maritime.
The NIMASA DG further said that the International Maritime Organisation (IMO) realises the importance of security at the ports and adjoining areas and as such charged member state to ensure the implementation of the International Ships and Port Facility Security (ISPS) Code which NIMASA has been commended for actively executing on several occasions.
In his words, “in recognising the fact that security of our ports and the adjoining areas are very important to the safety of goods and services moving in and out of our country, and our commitment to the full implementation of the International Ships and Ports Security Facility (ISPS) Code, we have continuously sought collaborative understanding with all security agencies including the Army with which we have a MoU which is in the process of renewal to effectively nip any security challenge in our maritime domain in the bud before it festers” Dr. Dakuku said.
He also said that the Federal Executive Council (FEC) recently approved a new maritime security architectural framework which will also aid in smoothening the working relationships that exist between NIMASA and other government agencies stressing that the need to particularly partner with the 81 Division of the Nigerian Army covering Lagos and Ogun cannot be overemphasized, owing to the strategic importance of Lagos to the nation’s economy being the only state in the country that has two international port complexes.
In his response, the GOC commended Dr. Peterside for his strides since assumption of office. He said the Division is fully open to partnership with NIMASA adding that the Chief of Army Staff (COAS) Lt. Gen. Tukur Buratai had directed that all commanding officers ensure an improved civil military relationship.
Major Dauke further said that the vision of the COAS is for the country to have a professionally responsive Army and that the Army would continue to collaborate to ensure security not only in the maritime domain but the entire country.
It would be recalled that in order to continue to safeguard the Nigerian maritime domain, NIMASA recently renewed its MoU with the Nigerian Navy and the Agency is also set to renew its MoU with the Nigerian Army which would also join other existing MoUs which includes the Nigerian Airforce, Nigerian Police amongst others.

NIMASA DG, Dakuku Peterside elected new AMAA chair
The Director-General, Nigerian Maritime Administration and Safety Agency (NIMASA), Dr Dakuku Peterside, has emerged Chairman and President of the Association of African Maritime Administration (AMAA), in a new election held on Friday.
This was made known to newsmen in Abuja by Alhaji Bashir Jamoh, the Executive Director, Finance of NIMASA and Chairman AAMA Conference Local Organising Committee.
At the event, which drew the curtain on the third conference of the association, Jamoh said Peterside was collectively elected by all member nations of the association.
Peterside took over from Mr Sobantu Tilayi, presently the Acting Chief Executive Officer of the South African Maritime Administration.
“The election would serve as a platform for African countries, Asia and European nations to support Nigeria in getting elected into Category `C’ of the International Maritime Organisation (IMO) Council”, Jamoh said.
The 4th session of the conference, according to him, holds in Egypt in 2018, while Namibia and Seychelles have the provisional hosting right for 2019.

Court resumes hearing on N6bn libel suit against Dakuku Peterside
A High Court in Port Harcourt has commenced hearing on the matter instituted by former Governor of Rivers State, Peter Odili against the Director General of NIMASA, Dakuku Peterside over allegations of slander and defamation.
Counsel to Dakuku Peterside, Roland Otaru, a Senior Advocate of Nigeria had filed an application asking the court to set aside the suit against his client.
Otaru SAN, said Peterside was not properly served the writ of summons therefore, he was denied the right to fair hearing.
However, Chief Judge of Rivers state, Justice Iyaye Lamikanra who is presiding over the matter ruled that Dakuku Peterside was properly served.
Justice Lamikanra asked the Defendants to pay the sum of forty thousand naira for cost.
Roland Otaru spoke with newsmen on how the ruling of the court affected him, “We are affected by the ruling of the court because we feel that our client wad not served properly.
“My client lives in a close and not a street. But the court has taken its decision. We don’t have a choice. We will only think of the next action to take but in the meantime we have started our cross-examination.
Counsel to Odili, Kanu Agabi, SAN said the matter has stalled for too long. He accused the defendants of deliberately delaying the matter which he said was instituted since June, 2016.
Former Governor, Peter Odili was cross-examined and the matter was adjourned to February 23rd for continuation of cross-examination.
Former Governor Odili is asking for the sum of six billion naira in damages for alleged character defamation by Dakuku Pererside over his comments that he (Odili) played a role in the alleged bribery of Supreme Court Judges that gave judgement in favour of the Rivers state Governor, Nyesom Wike.

Peterside celebrates Abe’s victory, says Rivers S/East regained their voice
All Progressive Congress, APC governorship candidate in 2015, Dr. Dakuku Peterside has congratulated Senator Magnus Abe for his victory at the just concluded Rerun elections.
He described the victory as Plesant and reassuring despite all odds erected by PDP against the expression of the will of the people of Rivers South East .
Dr Peterside said with this victory and those of other APC candidates Rivers people have an opportunity of rebuilding new structures of integration with the centre and development based on genuine representation.
