    The National Identity Management Commission (NIMC) has reassured Nigerians that its database remained intact and impenetrable and no NIN records are missing.

    This is contained in a statement signed by the Head, Corporate Communications, NIMC, Kayode Adegoke in Abuja.
    Reacting to a publication that NIMC lost 7.9 million NIN records of Nigerians, the commission said the write up was deceptive and misleading.

    “The NIN is an 11-digit unique number.
    ” We therefore urge Nigerians to ignore the said report, which is the product of the writer’s infantile imagination.

    UPDATE: Further evidence reveals how 4 staff compromised Fidelity Bank database

    Further evidence has revealed how four (4) staff of Fidelity Bank Plc, Olusegun Babasola, Abisola Ahmed, Uchechukwu Uma, Jude Aphaeus compromised the database of the bank to steal N874 million.

    TheNewsGuru.com (TNG) reports the four staff connived with a non-staff of the bank identified as Omidiji Joseph to steal the N874 million belonging to five corporate customers of the bank.

    They hacked into the database of Fidelity Bank and cloned more than 22 ATM cards used to steal and divert the N874 million for personal use.

    Presenting a third witness against the 4 Fidelity Bank staff in the ongoing trial, the Economic and Financial Crimes Commission (EFCC) tendered a DVD of the CCTV footage of the bank as evidence.

    Babasola, Ahmed, Uma, Aphaeus, and Joseph are being prosecuted for the alleged N874 million fraud before Justice Oluwatoyin Taiwo of a Special Offences Court sitting in Ikeja, Lagos State.

    The defendants are being prosecuted by the EFCC on two counts for their various roles in the hacking of the bank’s database and cloning of more than 22 ATM cards used to steal and divert to personal use about N874 million belonging to American International Insurance Company Limited (AIICO), Interswitch, OVH Energy Marketing Ltd, Fidelity Bank sinking fund account and FSL Securities Ltd.

    They had pleaded “not guilty” to the charges, prompting their full-blown trial.

    At today’s proceeding, the third prosecution witness, Chimdinma Peter, an operative of the EFCC narrated to the Court the findings of the EFCC’s investigation into the alleged fraud.

    NIN holders to pay N15,000 for date of birth correction

    National Identification Number holders are now required to pay N15,000 to correct their dates of birth on the database of the National Identity Management Commission.

    This was announced by NIMC Regional Coordinator, Mrs Funmi Opesanwo, on Wednesday at the commission’s office in the Alausa area of Lagos State.

    Opesanwo noted that NIN holders are also required to pay a processing fee of N5,000 for card renewal or card replacement as well as an address modification fee of N500.

    The regional coordinator noted that NIN enrolment is free but there are fees attached to card renewal, correction of date of birth, change of address and should not be interpreted as payment for NIN registration.

    “For the date of birth correction, there is a processing fee of N15,000. For card renewal or card replacement, there is a processing fee of N5,000. For the modification of address or name, it is N500. So, people misconstrue this to mean that in NIMC they are asking them to pay money. No, those are for services,” Opesanwo stated.

    The NIMC official noted that the fees are payable to the Treasury Single Account of the Federal Government. “For correction of date of birth, it is N15,000 and it is payable to the TSA,” she added.

    Nigeria to get database of deaths, births soon – NPC

    The National Population Commission says that a comprehensive database for births and deaths registration in the country from 2004-2019 will be ready by the end of the year.

    The Chairman of the commission’s Civil Registration and Vital Statistics (CRVS), Dr Tayo Olatunji, disclosed this on Tuesday in Lokoja.

    Olatunji, who spoke at the opening of a two-day workshop for 2014 and 2015 scanned vital registration forms, said that the registrations, which were done in analogue form, were being scanned and transferred electronically to a database.

    Olatunji, a former Director-General of the NPC, said that vital registrations for 2004, 2005, 2006, 2007 and 2008 had already been scanned and transferred electronically into the database.

    He said that the scanning and transmission of vital statistics outstanding from 2009 to 2013 would commence as soon as money was released by the Federal Government.

    According to him, the exercise is streneous and challenging, but it has to be done for the country to be at par with other developed nations.

    The NPC boss said that the statistics being worked upon now were mainly birth and death registrations from the 774 local governments in the country.

    “Since we have been writing them in analogue forms, they are not useful until they are put together in electronics form,” he said.

    Olatunji said that the organisation had since stopped the collection of vital statistics in analogue form, adding that the decision to go fully digital would help to change the direction of civil registration in Nigeria.

    He charged participants, who were mostly ICT staff of the Commission, to take the workshop seriously by taking advantage of the training to improve their knowledge.

    The Commissioner, representing Kogi State on the board of the Commission, Prof. Jimoh Isah, said that researchers, planners and manufacturers were among those who would benefit from the database when finally released at the end of the year.

    Gov. Yahaya Bello, while declaring the workshop open, emphasised the importance of vital statistics to planning and policy formulations.

    Bello, represented by his Special Adviser on SDGs, Mr Abdulmumini Okara, said that vital statistics was very key to the realisation of meeting SDG targets by countries.

    According to him, the state has established befitting centres and create awareness across the state to ensure prompt and adequate registration of births and deaths.

  • BVN: CBN directs banks to keep database of fraudulent customers

    The Central Bank of Nigeria (CBN) on Thursday ordered banks to establish a database of customers identified through their Bank Verification Numbers (BVNs) as fraudsters.

    The directive was contained in the Regulatory Framework for Bank Verification Number (BVN) Operation and Watch-list for Nigerian Financial System released by the CBN.

    According to the apex bank, the implementation of the framework takes immediate effect.

    The Director Banking & Payments System of the regulatory bank, Dipo Fatokun, who signed the framework, said bank customers are to abide by the regulatory framework for BVN operations and the watch-list for the Nigerian Banking Industry and also report all suspicious or unauthorised activities on their accounts.

    TheNewsGuru.com reports that recent data from the CBN showed that Nigeria experienced a total of 3,500 cyber-attacks with 70 per cent success rate and loss of $450 million within the last one year mainly through cross channel fraud, data theft, email spooling, phishing, shoulder surfing and underground websites.

    Although e-fraud rate in terms of value dropped by 63 per cent, after the BVN introduction and improved collaboration among banks via the fraud desks, the total fraud volume rose significantly by 683 per cent.

    The new regulation is expected to assist the CBN to a great deal, in curbing the menace of fraudsters

    According to Fatokun, the new framework is in exercise of the powers conferred on the CBN, by Sections 2 (d) and 47 (2), of the CBN Act, 2007, to promote the development of efficient and effective payments systems for the settlement of transactions.

    He said the framework provides standards for the BVN operations and watch-list for the Nigerian Banking Industry. The watch-list comprises a database of bank customers’ identified by their BVNs, who have been involved in confirmed fraudulent activity in the banking industry in Nigeria.

    Fatokun said the regulatory framework shall guide activities of the participants in the provision of the BVN operations in Nigeria and that the CBN, Nigeria Inter-Bank Settlement System (NIBSS), Deposit Money Banks (DMBs), Other Financial Institutions (OFIs) and Bank Customers are participants in its implementation.

    He said the CBN, in collaboration with the Bankers Committee, proactively embarked upon the deployment of a centralized BVN System and launched the BVN in February, 2014. This, he said, is part of the overall strategy of ensuring effectiveness of the Know Your Customer (KYC) principles, and the promotion of a safe, reliable and efficient payments system.

    The BVN gives a unique identity across the banking industry to each customer of Nigerian banks.

    This framework also defines the establishment and operations of a Watch-list for the Nigerian Banking Industry, to address the increasing incidences, of frauds, with a view to engendering public confidence in the banking industry.

    This framework, without prejudice to existing laws, is a guide for the operations of the watch-List in the Financial System”.

    The Watch-list is a database of bank customers identified by their BVNs, who have been involved in confirmed fraudulent activities.

    The framework is expected to clearly define the roles and responsibilities of stakeholders; clearly define the operations of the BVN in Nigeria; define access, usage and management of the BVN information, requirements and conditions and provide a database of watch-listed individuals.

    It is also expected to outline the process and operations of the watch-List and deter fraud incidences in the Nigerian Banking Industry.

    In implementing this framework, the CBN is expected to approve the Regulatory Framework and Standard Operating Guidelines as well as approve eligible users for access to the BVN information.

    The Nigeria Interbank-Settlement System (NIBSS) is to collaborate with other stakeholders to develop and review the Standard Operating Guidelines of the BVN while the banks are to ensure proper capturing of the BVN data and validate same before the linkage with customers’ accounts.
