    2023: Presidency reacts on Mamman Daura’s comment against zoning

    The Presidency has reacted to the call by President Muhammadu Buhari’s nephew, Mamman Daura, that zoning of the Presidency should be jettisoned for competence.

    Mr Daura, an influential and controversial figure in the Presidency, made his position known last week in an interview with the BBC Hausa, triggering widespread condemnation.

    He said the zoning formula which had been adopted for over two decades in the election of the country’s leader, has failed.

    Nigeria’s political leadership has since 1999 been rotated between the southern and northern parts of the country.

    The unwritten arrangement has played a key role in determining who emerges the president in the largely ethnoreligious sensitive nation.

    In its first public reaction to the controversy, the Presidency said on Saturday that Mr Daura’s comments did not reflect the views of the Buhari administration.

    “It is important that we state from the onset that as mentioned by the interviewee, the views expressed were personal to him and did not, in any way, reflect that of either the President or his administration,” spokesperson Garba Shehu said in a statement.

    The statement suggested Mr Daura was quoted out of context.

    MALAM MAMMAN’S VIEWS ARE HIS OWN, AND HE HAS SAID SO – PRESIDENCY

    We have received numerous requests for comments on the interview granted by Malam Mamman Daura, President Muhammadu Buhari’s nephew to the BBC Hausa Service.

    It is important that we state from the onset that as mentioned by the interviewee, the views expressed were personal to him and did not, in any way, reflect that of either the President or his administration.

    At age 80, and having served as editor and managing director of one of this country’s most influential newspapers, the New Nigerian, certainly, Malam Mamman qualifies as an elder statesman with a national duty to hold perspectives and disseminate them as guaranteed under our constitution and laws of the land. He does not need the permission or clearance of anyone to exercise this right.

    In an attempt to circulate the content of the interview to a wider audience, the English translation clearly did no justice to the interview, which was granted in Hausa, and as a result, the context was mixed up and new meanings were introduced and/or not properly articulated.

    The issues discussed during the interview, centred around themes on how the country could birth an appropriate process of political dialogue, leading to evaluation, assessment and a democratic outcome that would serve the best interest of the average Nigerian irrespective of where they come from

    These issues remain at the heart of our evolving and young democracy, and as a veteran journalist, scholar and statesman, Malam Mamman has seen enough to add his voice to those of many other participants.

    Group To Daura: Your merit recipe for 2023 is half-truth, insists South East must occupy Aso Villa

    A group under the auspices of National Political Equity Movement, NPEM on Saturday told Muhamnadu Buhari’s political Ally, Mamman Daura that his merit recipe for 2023 Presidential candidate is half truth and unjustified.

    In a statement signed by the Convener Sunday Chibuzor Okereke, the group declared that his recipe is half truth that doesn’t serve national interest; insists on South-East Equity Presidency 2023.

    The movement also advised Senator Bola Tinubu and others outside the South East geo-political zone of Nigeria should shelve their ambitions.

    The National Political Equity Movement is a democracy movement of patriotic Nigerians throughout the world who support political democratic governance equity, justice, fairness, merit, Unity and Nigeria’s holistic development.

    The movement works to promote democracy consolidation issues, equitable political structure, policy making, active citizens participation and constitutionality.

    The National Political Equity Movement (N-PEM) is driven by the urgent and compelling need to restructure Nigeria’s political system to redress the big issues of divisiveness, political exclusion and institute a culture of democracy equity, justice, inclusiveness, merit, competence, devolution of power and guarantee the unity of Nigeria in our democratic governance structure.

    The movement as a major promoter of a fresh governance system that works for all Nigerian people, has in the last few weeks engaged in hosting consultations audience with prominent Nigerians to chart a new course for balance of political power, national stability and unity of Nigeria.

    ” Our interactions have clearly revealed that most Nigerians especially youths and patriotic elders from all parts of the country have a convergence view on the desperate need for Nigeria to run a governance system that works for all, irrespective of political affiliation, ethnicity, religion, colour or creed.

    On the issue of statement credited to the nephew and closest confidant of President Muhammadu Buhari, Mammam Daura who opined that “merit and competence should the basis for who becomes the next President of Nigeria and not where the person comes from”

    The movement welcomes Mamman Daura’s merit recipe for who governs Nigeria in the next round of presidential elections but however notes that the elder statesman’s position is only a half truth that not only needs to be made whole but one that lacks the ingredient of national interest and political stability.

    We will like to go on record and state that Nigeria can only talk about merit and competence of presidential candidates after the zoning system is upheld.
    Those outside the zone should shelve their ambitions for now.

    The movements notes that every part of the country is boisterous with scores of eminently qualified individuals with competence, character and leadership trait to occupy the highly coveted Aso Rock seat of power.

    The zoning arrangement is a wise and critical element for national stabilization aimed at addressing the political and structural imbalances that Nigeria is clearly built on. The movement notes that zoning does not negate the principles of merit and competence nor forecloses any Nigerian in other zones from contesting for the seat of President of Federal Republic of Nigeria. We recognize the zoning system to be a unique, systematic and organized political arrangement that allows key stakeholders and major political parties to zone elective positions to different geo-political zones of the country for the purpose of national unity and balance of political power in line the Nigeria’s constitution and federal character.

    Thus, to suggest that Nigeria should completely throw away the zoning system at this point of our national life where political imbalance, inequality, and divisiveness is calling for equity, justice and fairness with both hands; will only amount to bathing a baby without the bath water. We encourage the elder statesman and others who may hold the same view at this time to focus their energy on the recruitment system and choice of candidates by political parties because it is the parties that will ultimately presents candidates for elections not the zones.

    The movement maintains that political stakeholders and power brokers should unite and support South-East Equity Presidency 2023 because when merits are equal, justice and equity should prevail. We salute the courage of elder statesman – Chief Edwin Clark and other prominent Nigerians who has spoken out boldly on this issue. We stand on his latest call for His Excellency Chief Ahmed Bola Tinubu to declare support for South East to produce the next Nigerian President. We strongly believe that the call was timely, patriotic, uniting and fit for national interest.

    In like manner, we call on Alhaji Mamman Daura to utilize his blood and close relationship to President Muhammadu Buhari and his age to build an enduring legacy of equity and fairness in ensuring that power not only returns to the South but he should as well openly declare maximum support for South East to produce the President of Nigeria come 2023.

    President Muhammadu Buhari will observe the Eid El-Kabir prayers with his family at home, just as he did during the Eid El-Fitr a little over two months ago.

    Garba Shehu, Buhari’s spokesman said the low key celebration is in line with advisories from the Nigerian Supreme Council for Islamic Affairs, NSCIA and the Presidential Task Force, PTF on COVID-19.

    “In wishing all Muslims a safe and happy Eid, the President reiterated the protocols as issued by the PTF that large gatherings, as much as possible, should be discouraged”, Shehu wrote.

    “Where small groups choose to hold the Eid together, face masks are absolutely necessary, as is social distancing.

    “Advisedly, such prayers should hold outdoors and worshippers are encouraged to bring their own prayer mats.

    “In order to stop the spread of the disease, the President will not be receiving Sallah homages by religious, community, party and government leaders and urges all citizens to observe the occasion as advised by state and local authorities”, Garba added.

    COVID-19: Katsina shuts down Emir of Daura’s palace

    The Katsina State Government has shut down the palace of the Emir of Daura as part of measures to contain the spread of COVID-19.

    Governor Aminu Masari, who made the disclosure in Katsina while giving updates on the COVID-19 situation in the state, said there was “no ulterior motive to the decision to quarantine the palace”.

    “Palace is a place where people visit all the time, we take this decision to contain spread of coronavirus.

    “Reports reaching me reveal that people in rural areas don’t obey the order, people gather during marriages, naming ceremonies, burials and other social gatherings.

    “I have directed the Emirs of Katsina and Daura to deal decisively with anyone violating the order,” he said.

    The governor explained that there have been some COVID-19 positive cases from the palace, while samples of 89 people had been taken from the palace for screening by the Nigeria Centre for Disease Control.

    Masari urged people of the state to continue to adhere strictly to the advice of health experts like social distancing, use of face masks and sanitiser, as well as frequent washing of hands with running water.

     

  • COVID-19: Buhari’s town, Daura gets fully-equipped Isolation Centre

    The National Lottery Trust Fund has built and handed over a fully-equipped Isolation Centre to the Katsina State Government as Nigeria battles the Coronavirus pandemic.

    The facility is located at the General Hospital, Daura, President Muhammadu Buhari’s native home town.

    Alhaji Bello Maigari, the Executive Secretary of the Fund, in a remark at the occasion, thanked the Katsina State government for the support that ensured the success of the project.

    He expressed optimism that the facility would be useful in the fight against the disease and improve health care standards in the Daura community and Katsina State.

    He assured Governor Aminu Masari that the people of Daura would continue to receive good health care services from the hospital with efforts intensified to make it a model.

    In his remarks, special duties minister George Akume said that the government was worried by the dangers caused by the virus “especially the destruction of human lives and national economy”.

    He urged people in leadership positions to wake up and start working actively and collaborate to contain the spread of the disease.

    Masari, in his remark, thanked the lottery fund for the project and expressed happiness that the state now had an additional medical facility.

    He, however, prayed that no one would be admitted into the facility.

    The Minister for Transportation, Mr Rotimi Amaechi, said he had no regrets and also stated the reasons for siting the transportation University in Daura.

    Amaechi said this at the ground breaking of the Transportation University in Daura, Katsina on Monday.

    ”When we sited the factory at Kajola, there was no noise, nobody debated about it, nobody abused us for it unlike the site for the University.

    ”Daura is in Nigeria, it is not in any other part of the world. It is not in Niger Republic, Biafra or Mali, it is in Nigeria. So, what is wrong in siting the University of transportation in Daura?

    ”I have no regret siting this university where I have sited it, it is not because I want to get any gain,” Amaechi said.

    According to him, the establishment of the University was an attempt at responding to the question of how we (Nigeria) will maintain the infrastructure we are building in the country.

    He said: ”It is my attempt at responding to the question of how to maintain and manage all the infrastructure we are building and realised that education is key.

    ”I engaged the companies, the first engagement was when they were constructing Lagos-Ibadan.

    “They were not so keen at spending their funds to build a university for Nigeria until I refused to sign the contract for the Lagos to Ibadan railway.

    ”I insisted that I will only sign if three things were done.

    “The first thing is to take our children to China and train them by giving them first degree in railway technology.

    ”Today as I speak, 60 of our children are in their second year and we thank CCECC and 90 are on their way to China this week, making it 150.

    ”The second is that, if we must sign the purchase of locomotives in China, they must build a factory were we can construct for coaches, locomotives and wagon and today at Kajola that factory is being constructed.

    ”Finally, I insisted on the University of transportation and today we are here for the ground breaking of the University and for all we are grateful to CCECC and the Chinese government.”

    The Minister commended the Governor of Katsina for the speed in which he donated the land for the project.

    He said the land which is about 413 hecters was donated by the katsina government and it has promised to increase it.

    He also commended the various governors, ministers, stakeholders, the Chinese government and all who have made the project a success.

    The Chairman, Nigerian Railway Corporation (NRC), Mr Ibrahim Hassan, described the University as the first of its kind which would boost economy and educational quest of Nigerians.

    Hassan said that Engineering courses as regards to transportation would be introduced, adding that courses like Marine, road, rail and inland water transportation would be the main focus.

    On the challenges faced by the rail sector, he said the board was committed towards improving the welfare of staff and exposing them to modern technology.

    According to the Managing Director, NRC, Mr Fidet Okhiria, the University came about due to the persistence of the Minister.

    ”Amaechi insisted that there should be a university as part of the Corporate Social Responsibility(CSR) of the contractor that is developing the rail industry in Nigeria that is the CRCC and the CCECC.

    ”We believe that from their profit they should do something meaningful for Nigeria so that we can develop human capacity and Nigerians can benefit from the on-going rail modernisation,” Okhiria said.

    On Nigeria’s commitment to the project, he said there was no contribution from Nigeria except that we (Nigeria) gave them (the contractors) work to modernise our rail.

    On completion of the project, Okhiria said it could be about two years, adding ”we hope that by the time we get the rail from Ibadan to Kano the University should be in place”.

    ”And remember that we have about 150 Nigerians that we have sent to China, among which some of them will become lecturers, some practitioners in the rail engineering processes.

    ”So we expect them to get to PhD level and that is the idea of sending them to China to specialise in transportation.

    ”So that by the time they come back here, we will have the lecturers in place to pioneer and continue the process of indeginising the University.”

    News Agency of Nigeria (NAN) reports that the University would offer courses and award degrees in Railway Engineering.

    FG commissions 3,000-seat stadium in Daura

    The Minister of Sports and Youth Development, Solomon Dalung, on Thursday inaugurated the 3000-seat Daura mini stadium constructed to boost sports development in the area.

    The News Agency of Nigeria (NAN) reports that the stadium has a Football pitch, Basketball, Lawn Tennis, Fives and Badminton courts, among other facilities.

    Dalung said that the stadium was upgraded by his ministry as part of its plan to take sports to the grassroots.

    According to him, sports is not only about recreation but an avenue for job creation, international diplomacy and social integration.

    The minister said the administration of President Muhammadu Buhari was committed to youth development through sporting activities, and providing scholarship opportunities for the youth to pursue education.

    In his remarks, Gov. Aminu Masari of Katsina State lauded the minister for renovating the stadium, saying it demonstrated Federal Government commitment to youth development.

    The governor disclosed that his administration had invested massively on sports development as a deliberate policy to engage the youth and tackle restiveness.

    Masari advised the youth to strive to excel in their chosen careers and pledged government support where possible.

    He said that the state government would maintain the facility and ensure its maximum utilisation.

    NAN reports that the stadium was formerly handed over to the state government by the minister for utilization and proper maintenance.

    The event was attended by the Emir of Daura, Alhaji Umar Farouk and hundreds of youth.

    The wife, Aisha, voted before the president at 8.06 a.m., while the president voted at 8.10 a.m.
    at the Kofar Baru, Sarkin Yara “A” ward in Daura.

    After voting, the president expressed satisfaction with the state of affairs and said he was optismistic of winning.

    The speculation making the round that its former Director General Department of State Services, Lawal Musa Daura still controlled affairs at the Agency, long after his removal from Office last year has been debunked by the Agency.

    This was contained in ‎a statement made available to newsmen in Abuja by the Spokesperson of the Agency, Peter Afunanya.

    It warned that “any person or group that further engages him ‎or his representatives or associates do so at their own peril.”

    The Statement reads, “the attention of the Department of State Services (DSS) has been drawn to insinuations and wide speculation that its former Director General, Alhaji Lawal Musa Daura mni, still controls affairs at the Agency, long after his removal from Office‎.

    While the Service debunks this false belief, it warns that any person or group that further engages him or his representatives/associates does so at their own peril.

    The Service will not tolerate acts of impersonation designed to undermine it and will decisively deal with a person(s), no matter how highly placed, that may engage in such behaviour.

    The public should, therefore, note this and avoid circumstances under which unsuspecting persons may be deceived.

    On the other hand, the DSS continues to recommit itself to the core values of professionalism, selflessness, vigilance and the rule of law that it has always been identified with.”

    Senate Invasion: Buhari meets sacked DSS DG, Daura in Aso Rock

    President Muhammadu Buhari has met with former Department of State Services (DSS) Director-General Lawal Daura.

    According to a report by The Nation, the meeting which held last week was in connection with a report on the August 7, 2018 invasion of the National Assembly by hooded DSS operatives.

    It was also gathered that the meeting centered on the resurgence of the Boko Haram insurgency in some parts of the Northeast.

    The options before the President are either to close Daura’s chapter on the invasion or re-engage him in the light of what some have considered an intelligence deficit in the fight against Boko Haram and the seeming ethno-religious tension in some states in the last three months.

    The plight of Leah Sharibu and Boko Haram’s execution of Hauwa Amina Liman, one of the two kidnapped International Committee of the Red Cross (ICRC) workers were said to have created some intelligence gaps, which Daura was believed to have filled in the past.

    A Presidency source confirmed that the President “had audience” with the former DG of DSS. This is the first time Buhari has met the former spymaster since he left office.

    Their meeting had to do with a pending report on the invasion of the National Assembly before the President and the nation’s security apparatchik,” the source said, pleading not to be named because of the “sensitivity” of the matter.

    Apart from reading the report, the President used the opportunity to hear Daura’s side of the security siege to the National Assembly by DSS operatives,” he added.

    The meeting followed what the source described as pressure from Dasuki’s associate including members of the President’s kitchen cabinet.

    While some want the President to foreclose Daura’s case, others have insisted that the President should re-engage the former DG of DSS.

    Forces opposed to Daura have defended his sack by Vice President Yemi Osinbajo as a timely decision to save the nation’s democracy. They also see Daura’s return under any guise as a slight on the VP and a signal that the Presidency is disunited,” said the source, adding:

    They also claim that Daura did more damage to the security system and brought much strain to the principle of separation of powers by the three arms of government, including the Executive, the Legislature and the Judiciary. They pointed at the arbitrary invasion, arrest and detention of judges by DSS.”

    But, to Daura’s associate what is more important is “the larger picture of the nation’s security”. They claim that Daura’s contributions far outweigh the infraction of August 7, 2018 more so when the ex-DG of DSS has insisted that he did not act alone.

    Said the source: ”The pro-Daura elements attributed the recent intelligence setback in managing Boko Haram crisis in the Northeast to the absence of the ex-DG of DSS. The Army and the Air Force have lived up to expectations but the intelligence back up has suffered in the last three months, leading to the incessant ambush of troops.

    They claimed that Daura was a key link to Boko Haram contacts and negotiation with the insurgents which led to the release of Chibok and 105 girls of Government Girls’ Technical College, Dapchi in Yobe State even without the knowledge of the Nigerian Army and the Nigerian Air Force.

    They pointed to the dilemma of a Dapchi school girl, Leah Sharibu, and felt only Daura ( as a member of the nation’s security set-up) can address it.

    Investigation revealed that there is a plot by some forces to mount pressure on the President to appoint Daura to another top security office .

    Another source added: “No doubt, there are plans to re-draw the nation’s security apparatchik to respond to recent challenges in the Northeast and other parts of the country. What is on the card is for the President to re-engage Daura and give him a higher responsibility. But the President is also mindful of the possible backlash such a measure will attract.”

    A major challenge is the moral burden the return of Daura might create for President Muhammadu Buhari because Nigerians will see him as indulging Daura and making the former DG of DSS indispensable.”

    While sacking Daura, Vice President Yemi Osinbajo, who was then the Acting President, told the nation that the disciplinary measure was necessary to end impunity in the country.

    He described the DSS operatives’ invasion of the National Assembly as ‘a gross violation of constitutional order, rule of law and accepted notions of law and order.’

    Inspector -General of Police Ibrahim Idris, in his report on the invasion of the National Assembly, claimed that Daura ‘acted unilaterally, without informing the Presidency. He did not share or intimate other Security Agencies on the unlawful operations’.
