    The race to succeed Governor Ifeanyi Okowa of Delta State is turning out to be an epic contest. Less than two months to the conduct of the primaries, going by the timetable fixed by the Independent National Electoral Commission (INEC), no fewer than 10 persons have picked the nomination forms in the PDP, which has governed the state since 1999 and holds the aces in the 2023 election in the state. Some of the names, including that of Kenneth Gbagi, a veteran contender, are certainly well regarded. However, Delta State, like much of Nigeria, needs someone who is not only well known, but has both a proven record of performance and demonstrable capacity, to move the state forward.

    With a debt profile of N207 billion as at December 2021, unemployment at 24.1 percent as at 2020, and diminishing revenues, the challenges are not a walk-in-the-park. Though, Delta State may seem to be doing better than most states in Nigeria, many of which receive far less in national income allocation.

    Beyond statistics, a cursory visit to the state tells you that there’s much to be done by whoever becomes the next governor for the state to grow and attain a pride of place. It is therefore not a period to settle for a same-of-the-same kind of leadership that only thinks of sharing the money. To use the much acclaimed words of Peter Obi, there’s nothing more to share!

    Over the last 23 years since the return to democracy, Delta State has had three governors whose focus has been on providing infrastructure and opening up the villages and creeks. Beginning from Chief James Ibori in 1999 through Dr Emmanuel Uduaghan and to the roadmaster, Senator Dr Ifeanyi Okowa, the emphasis on opening up the hinterland through roads and bridges have been well received by the people. There is still some more to do and we must begin to talk about wealth creation through economic empowerment plans, industrial estates and making our cities more liveable.

    The next governor must therefore have the requisite skills to meet the expectations of the people for jobs and wealth creation, in addition to an efficient administration. The state needs fresh thinking where job creation goes beyond the regular appointment of politicians to offices but in expanding opportunities for the people to create businesses and jobs. This is where the list of the contenders for the top job then withers and we can begin to sift the wheat from the chaff. In this instance Olorogun David Edevbie stands out like a shining star. Edevbie is the factor in the 2023 Delta State governorship race within and outside the PDP.

    As someone I have known and interacted with over the years, Edevbie is light years ahead of the pack. I like to call him a public-private technocrat given his broad experience across both sectors. His attention to detail, knack for parsimonious planning and focus on achieving set goals combines with a detribalised nature to present a model governor for a modern state. He will certainly take Delta State to new heights.

    It is not difficult to see why Edevbie fits like a round peg in a round hole. At 58 he has not just age on his side but the benefit of the wisdom of years. He is also well educated and comes with a diverse set of skills. He was educated at the University of Lagos where he earned a Bachelor’s degree in Economics and at Cardiff Business School, University of Wales. He is also a graduate of the Chartered Institute of Marketing and Chartered Institute of Bankers (UK). His broad technocratic experience covers investment banking and development economics. Before his foray into politics with his appointment as Finance Commissioner in 1999 he was Deputy Country Head, Philippines, for the Commonwealth Development Corporation. He has held several other positions and attended several other trainings.

    With a rich experience as a development economist, international banker and public sector manager, Olorogun Edevbie comes prepared for the job. Add to this his robust experience across Delta State and at Abuja where he has served at various times as Principal Secretary (Chief of Staff equivalent) to President Umaru Musa Yar’Adua, Finance commissioner under Governors Ibori, Uduaghan and Okowa and Chief of Staff to Governor Okowa at various times in the past 23 years, one can safely say Edevbie understands the issues of development in Delta State, especially where to dot the i’s and cross the t’s.

    It is no wonder therefore that Edevbie has laid out a robust agenda as he campaigns across the state. As he states so convincingly, “My industrialisation plan aims to make the State a massive production and manufacturing hub underpinned by domestic and foreign direct investment anchored on public and private partnerships. The strategy involves enacting investor-friendly legislation and providing requisite infrastructure, including reliable electricity and suitable road and transportation networks for industrial clusters to be set up across the State.”

    As part of his promise to complete the Aboh-Ogwashi Agro-Processing Park, his government would also see to the completion of the Isele-Ukwu – Isele Mkpitime – Onicha Olona – Akwukwu Igbo – Ugbolu to Asaba rural express way, to ease evacuation of agricultural produce coming out of those Delta North communities. This is addition to his promise of also completing the Kwale Industrial Parks initiated by the current administration and the Warri Industrial Business Park initiated by the Uduaghan administration, all these would run simultaneously with the fast-tracking into operation of the Jesse Industrial.

    According to Edevbie “The private sector will be encouraged to set up solid minerals mining and beneficiation industries to exploit marble, glass-sand, clay, gypsum, iron ore and kaolin, which abound in the State.”

    Lastly, he has a vision to improve security, without which investment will not thrive in the state. His strategy is a technology driven security architecture.

    Therefore, In electing Edevbie to succeed Okowa, the PDP and Delta State will be putting their best foot forward. There can be no better time to elect a technocrat who understands the nexus between wealth creation and social intervention.

    Apparently peeved by the move of Delta Central Peoples Democratic Party, PDP condemning Urhobo Progress Union, UPU’s affirmation of David Edevbie as Urhobos sole candidate for 2023 guber race in Delta, the Urhobo Grassroots Awareness Association has described the action as sacrilegious.

    TheNewsGuru.com, (TNG) vividly recalls UPU had last Sunday declared Edevbie Urhobo sole candidate and this did not go down well with PDP central that went to town demanding for a rescission of UPU’s decision.

    The group via a statement signed by Oghenedoro Erhue,
    President, Urhobo Grassroots Awareness Association stating that what Delta Central PDP had done demanding for a reversal of UPU’s decision was sacrilegious and a total betrayal of the entire Urhobo Nation.

    In the statement the group explained that “Unfortunately, their action amounts to a total betrayal of the Urhobo nation and the selling of their soul. They were told by strangers to insult their fathers and ancestry and they did just that.

    “We also sympathise with their poor understanding, poor sense of history and poor judgement in stating that, as a socio-cultural organisation, the UPU should not have involved itself in guiding the political direction and destiny of its people. Again, note that Okowa advised the UPU so.

    “If the topmost cultural body of any society does not care about the political future of its people, such organisation is not only unworthy of its call but such society is doomed.

    “We wish to remind them that the so called Delta Central ALGON, if any such body exists, that they are an organ of the UPU and the UPU didn’t need to particularly consult them before taking a decision.

    “They accommodate all political parties and it is therefore bigger and most important to all Urhobo sons and daughters than any single political party.

    ” They should also be reminded that the PDP was voted by Urhobo people whose cultural leadership they now seek to denigrate for immediate gains.

    We have read with consternation the public statements by Delta Central PDP Executives and Local Government Council Chairmen appealing to the leadership of Urhobo Progress Union (UPU) to rescind their choice of Olorogun David Edevbie as the Urhobo consensus PDP candidate.

    The decision of the UPU derived from its scrutiny of Urhobo aspirants at an interactive session in the month of March in which Rt Hon Sheriff Oborevwori and Olorogun David Edevbie participated.

    Before the engagement, the UPU made it clear to the aspirants that given the current uncertainties in Delta political climate, especially the seeming repudiation of the rotation of power on district basis which also seems to be calculated to undermine the interest of the Urhobo nation to produce the next Governor, it was necessary for the Urhobo nation to not only present a common front to ensure that they do not enter the primaries divided, but also to present a candidate with the best capacity and exposure to perform on the job for the good of all Deltans.

    The panel included various retired judges, Senior Advocates of Nigeria, top Academicians, top business executives, accomplished professionals in different fields and various other persons of high integrity and standing in Urhobo nation.

    It is not the first time that the UPU is carrying out such an exercise. In 2014, they did the same thing from which same Edevbie was adjudged the best from a field of contenders which included the sitting Deputy Governor and SAN of long years standing, Prof Amos Utuama, the current Deputy Senate President, Obarisi Ovie Omo-Agege, Olorogun Kenneth Gbagi and others.

    Indeed, this time around, it was even Governor Ifeanyi Okowa who advised the UPU, at their 90th anniversary celebration last year, to prune down the number of aspirants from Delta Central.

    For the avoidance of doubt, this was well reported in the New Telegraph and other newspapers on December 5, 2021 as follows:

    “Governor Okowa, who spoke during the 90th anniversary of the UPU urged the President-General, Chief Moses Tiaga, to prune the aspirants and warned against pull-him-down consultations and campaigns of calumny.

    “He said: “When there are too many sons and daughters in a race, it creates its own challenge. The elders understood this. There is a need to trim down and I believe that the time is now.” (End of quote).

    It was pursuant to this that the DC-23 commenced the process which produced David Edevbie, Sheriff Oborevwori and Kenneth Gbagi.

    Note that the advice by Okowa was to the UPU and it has only further acted to prune down to one consensus candidate in view of the current political exigency.

    It was therefore strange that when the UPU published their verdict on Sunday morning there was a flurry of intimidation of Delta Central PDP leadership and LGA Council Chairmen by state government and top party officials to disclaim the position of the UPU and insult the leadership of Olorogun Moses Taiga.

    We are aware that the first draft allegedly sent by Dr Michael Tidi, the Council Chairman of Warri South, was so vicious and insulting of the Urhobo cultural leadership that the Delta Central LGA Chairmen rejected it. Regardless, they proceeded to redraft it in more subtle and appealing tune and signed.

    In signing such negation of the position of the leadership of the Urhobo nation, we can understand their dilemma and difficulties given the intimidation that informed the orchestration.

    We are well aware that in their mind and spirit they agree with the judgement of the UPU but only lacked the courage to express so.

    Unfortunately, their action amounts to a total betrayal of the Urhobo nation and the selling of their soul. They were told by strangers to insult their fathers and ancestry and they did just that.

    We also sympathise with their poor understanding, poor sense of history and poor judgement in stating that, as a socio-cultural organisation, the UPU should not have involved itself in guiding the political direction and destiny of its people. Again, note that Okowa advised the UPU so.

    If the topmost cultural body of any society does not care about the political future of its people, such organisation is not only unworthy of its call but such society is doomed.

    We wish to remind them them that the so called Delta Central ALGON, if any such body exists, that they are an organ of the UPU and the UPU didn’t need to particularly consult them before taking a decision. The accommodates all political parties and it is therefore bigger and most important to all Urhobo sons and daughters than any single political party. They should also be reminded that the PDP was voted by Urhobo people whose cultural leadership they now seek to denigrate for immediate gains.

    Perhaps the Delta Central PDP Exco, LGA Chairmen and Urhobo sons and daughters who have been employed to criticise the UPU ought also to have cast their minds back to 2014 when the Anioma Congress comprising Traditional Rulers, Opinion Leaders and Academicians under the leadership of our highly respected father of Delta State, the Asagba of Asaba, Obi Prof. Chike Edozien, endorsed Sen Dr Ifeanyi Okowa as the best out of over 10 aspirants from Anioma nation.

    The process then, just like the UPU’s, was quite elaborate as the then aspirants of Delta North extraction submitted themselves to same procedures of scrutinisation that even took them to Lagos to be evaluated by a Committee headed by the respected Chief Phillip Asiodu who then submitted their findings to the Asagba led Anioma Congress for declaration.

    Again, for the avoidance of doubt, the involvement of Anioma Congress in the selection of the best candidate from Delta North was also well captured in the December 14, 2014, report of the Vanguard and other newspapers as follows and public for anybody cares to confirm:

    The report read:
    “Dr. Okowa emerged tops in the screening organized by Anioma Congress to trim the number of aspirants from Delta North. He was followed by Hon. Victor Ochei and Hon. Ndudi Elumelu… The Secretary General of Anioma Congress, Sir Dan Okenyi told Saturday Vanguard that “the victory of Dr. Okowa is a vindication of the work of Anioma Congress.” Sir Okenyi said even Dr. Goodluck Jonathan has called the Asagba of Asaba, Prof. Chike Edozien, to commend the foresight of the Anioma Congress.” (End of quote)

    The question therefore is what makes the action of Urhobo Progress Union different now? If Anioma Congress, being a socio-cultural body, did the same thing in Delta North in 2014 from which Governor Okowa emerged, why is the UPU being castigated, blackmailed and insulted for doing just the same with their own people?

    Sadly, a number of the stooges from Delta Central today who now occupy some form of political office are either too hungry or too timid to stand in defence of their Urhobo nation or were too young then and not familiar with the Anioma Congress endorsement.

    It appears also that the current Delta State PDP leadership is either not informed that the Anioma Congress took the same process to put present their best who became Dr Okowa or have chosen to be duplicitous.

    What is more annoying however is the deployment of the party machinery to insult and desecrate Urhobo land to satisfy the bidding of his master to saddle Deltans with a puppet that lacks the intellect, managerial and administrative capacity to govern the state and represent Delta in both the national and international comity.

    Worse still is the attempt to create division and conflict among the various brother kingdoms of Urhobo land to promote their own narrow political interest.

    On this, we call on all Urhobo and brother Deltan ethnic nationalities to be vigilant against ongoing evil attempts to destroy our collective cultural unity for the political gains of a few terrible people.

    While we forgive the saboteurs who have colluded with external agents to bring Urhobo nation and its leadership to public disrepute, we call on all Urhobo sons and daughters to disregard their statement of dissent and stand up for Urhobo and with the UPU to protect the rights and integrity of our ancestry.

    We also especially urge the delegates of the PDP to be bold to rise up for Delta and to defend the PDP slogan of “Power to the People” rather than submit themselves to be enslaved by a few individuals whose interest is only selfish.

    Long live Delta State!

    The David Edevbie Campaign Office has hailed the Urhobo Progress Union, UPU for edorsing him as the sole candidate of the Urhobo Nation in the 2023 governorship race.

    On behalf of the National Executive Council (NEC) of the Urhobo Progress Union (UPU), worldwide, we send warm and sincere fraternal greetings to our beloved Urhobo people on this special occasion of Easter celebration. In this season of love and festivity, we wish our people unlimited joy, peace and good health.

    While we celebrate, it is important for us to take note of the current political atmosphere in the State and the seeming undercurrent to deliberately undermine the interest of the Urhobo people in the 2023 Governorship race. In this regard, we wish to categorically state, as follows:

    1. That as the Government of the Urhobo Nation, the UPU is under obligation, at all times and in all circumstances, to defend, protect and promote the interest of the Urhobo Nation and her people.
    2. That the UPU is unequivocally committed to the emergence of an Urhobo as Governor of Delta State in 2023.
    3. That the UPU has absolute faith in the rotation of the Governorship position among the three Senatorial Districts of the State, which, of course, has gone round, having started with Central in 1999 and rounding up now with the North. This rotational policy has brought about peace, mutual respect among the diverse ethnic groups and transquility to the State in the last 22 years, paving way for the growth and development, that have been witnessed so far in the State. The policy must, therefore, be encouraged and sustained by all the ethnic nationalities in the State to guarantee the prevailing peace, and prevent the unnecessary rancour, acrimony and violence often associated with campaigns and elections.
    4. That the UPU commends all our Royal Fathers across the State and all well-meaning Deltans who have given their support to the rotational policy on Senatorial basis.
    5. That to present a united front in the forthcoming primaries of the Peoples Democratic Party (PDP), the UPU had a brain-storming session with each of the Urhobo aspirants. All the aspirants who presented themselves before the UPU in the four-day interactive session, performed brilliantly.
    6. That we hereby acknowledge that they are all eminently qualified and suitable for the job, and each has what it takes to occupy the office of the Governor.
    7. We wish to commend all the Urhobo aspirants in the PDP for the matured and peaceful conduct of their campaigns, mainly refraining from name-calling and campaigns of calumny.
    8. We wish to recall admonishing each of the aspirants in the cause of our meeting with them that, “the UPU will, in conjunction with all stakeholders, ensure that the Urhobo Nation produces the Governor in 2023. We shall be firm on this and do whatever it takes, for an Urhobo man to occupy Osadebey House, Asaba, in 2023. Be also assured that we shall be fair and just to all the aspirants because we know that you all are eminently qualified for the office. It is just that only one person can go per time.”
    9. That after thoroughly examining and analysing all the aspirants, we have, however, reached a consensus that Olorogun David Edevbie, is the best person for the job at this time. Over time, he has acquired impressive public sector experience, both locally in Delta State and Federal Government, and prior outstanding international development finance experience.
    10. That we hereby plead with all our sons, and prevail on them all to support and collaborate with the consensus choice of UPU Worldwide, for the collective interest of our dear Urhobo Nation. We ask for their understanding at this critical and trying time in the history of the Urhobo Nation.
    11. That the UPU will also interact with all Urhobo aspirants in the All Progressive Congress (APC); Social Democratic Party (SDP); Labour Party (LP) or any of the other parties, with a view to fielding the most suitable for the primaries in those parties.
    12. We want to appeal to our Governor, His Excellency, Sen. Dr. Ifeanyi Okowa, to forgive Olorogun David Edevbie for any perceived transgression. To forgive is divine. No individual is perfect.
    13. Your Excellency, we also urge you to kindly allow the Urhobo Nation to choose the candidate of their preference, please. We can assure Your Excellency, that if considered necessary, we, as Urhobos, will act as sureties of Olorogun David Edevbie while in the office, if by the grace of God, he wins the Governorship general elections in 2023.
    14. Finally, we sincerely and wholeheartedly thank all the Urhobo Governorship aspirants for their patriotism in putting the interest of the Urhobo Nation above their personal interests and ambition.

    Olorogun David Edevbie has emerged as the consensus candidate and preferred choice for the Urhobo Progress Union (UPU) for the 2023 governorship election on the platform of the Peoples Democratic Party (PDP) in Delta State.

    Delta State former Commissioner for Works, Chief James Augoye; Speaker of the State House of Assembly, Rt Hon Sheriff Oborevwori, and David Edevbie, immediate past Chief of Staff of the State led other aspirants for the Delta Central 2023 (DC-23) screening on Sunday.

    TheNewsGuru.com (TNG) reports the 13-Man Committee setup by the DC-23 lobby group to prune down the number of aspirants jostling for the governorship seat from the district has swung into action with nine out of the twelve invited aspirants in attendance at the meeting.

    The exercise which was held at the Sapele Athletic Club at Sapele in Delta State had in attendance nine governorship aspirants including Olorogun Kenneth Gbagi, represented by Deacon Solomon Ala, and Senator Emmanuel Aguariavwodo, former Managing Director of the NDDC.

    Others were Chief Kenneth Okpara, former Commissioner for Finance and Economic Planning in the state; Chief Ejaife Odebala, former member of the Delta State House of Assembly; Hon. Efe Ofobruku, former member of the Delta State House of Assembly, and Olorogun Fred Majemite, former Commissioner for Lands and Survey in the state.

    Rt. Hon. Festus Ovie Agas and Chief Abel Esievo could not attend, but a member of the committee who pleaded for anonymity said that their excuses for being absent from the invitation had been granted, adding that another day might be arranged for their screening.

    He added that the committee had not heard from Hon. Bright Edejegwhro on why he could not attend the screening invitation.

    Recall that the 13-man committee, which included Prof. Nyerhovwo Tonukari, as Chairman and Prof. Sunny Awhefeada as Secretary, was set up two weeks ago to prune down the number of aspirants from the Delta Central Senatorial District of the State.

    Other members of the committee are Arthur Akpowowo Esq, Assistant Secretary, and Dr. Godfrey Enita, Edewor Omonemu Esq, Andy Osawota Esq, Anthony Akpomiemie Esq,Very Revd. Fr. Christopher Ekabor, Dcn. Raymond Edijala, Hon. Felix Anirah, Dr. Mrs. Augustina Erah, Mrs Rarute Mgbeke and Mrs Florence Jakpovi as members.

    The committee was given the mandate by DC-23 to carefully examine all the aspirants from the district with a view to pruning them down to five at the first instance and reducing that to three before finally picking one for the People’s Democratic Party (PDP) primary election in the State.

    As part of the terms of reference, the committee was to identify the aspirants and others that may express interest within the period of screening, look at the PDP guideline and the Nigeria constitution for qualification of the person for the office of the governor of the state.

    The terms of reference for the committee reads in part: “Interact with such aspirant(s) and carefully examine each of them if he has what it takes to be governor of a state; draw, set, develop their own criteria, strategy, modus operandi in carrying out the committee work; shall hear, take evidence directly or indirectly from aspirants and other sources (stakeholders) within and outside Delta Central for the purpose of evaluating each and every one of them.

    “Areas to evaluate shall include medical fitness, financial capability, suitability, capability, acceptability and others by the generality of Deltans.

    “The committee can also take other recommendations based on evidence gathered from all over the state and country for the interest of the people of Delta Central and Delta State with equity, fairness and justice as the guiding principle”.

    Some of the aspirants who spoke with journalists after the screening expressed confidence in the committee and promised to adhere to the decision of the committee.

    Most Nigerians, especially Deltans feel either Olorogun David Edevbie or Chief James Augoye is the best hand to succeed Governor Ifeanyi Okowa come 2023, according to an independent poll recently conducted by TheNewsGuru.com (TNG).

    TNG conducted the poll between Friday 15th October 2021 and Saturday 16th October 2021 to sample the opinion of Deltans on who they think is the best hand to succeed Governor Okowa come 2023.

    A total of 1,398 respondents took part in the poll, and after cleaning up the voting results, TNG reports both Olorogun Edevbie, the former Chief of Staff of the State and Chief Augoye, the immediate past Commissioner for Works of the State raked up over 70% of total votes.

    This, therefore, means the battle of popularity for who replaces Governor Okowa come 2023 is between Edevbie and Augoye. However, bear in mind that political parties are yet to conduct primaries, and that a poll is not a prediction of how the election will ultimately turn out. The actual poll to decide the winner of the election will take place in 2023. The poll, instead, is a snapshot of the race as it currently stands.

    According to the poll that was keenly contested, 36.67% respondents voted Edevbie as the best hand to replace Governor Okowa come 2023, and 34.65% of respondents say Chief Augoye is the one, while a scant 2.50% of respondents voted for Sheriff Oborevwori, the Speaker of the Delta State House of Assembly, who just indicated interest recently to contest the guber election.

    The poll featured, in addition to Edevbie, Augoye and Oborevwori, Senator Ovie Omo-Agege, Olorogun Fred Majemite, Senator James Manager, Kingsley Burutu Otuaro, Festus Ovie Agas, Chief Abel Esievo, Olorogun Kenneth Gbagi, Olorogun Kenneth Okpara, Barrister Ejaife Omizu Odebala and Olorogun Jaro Egbo.

    While Senator Omo-Agege polled 8.48% of total votes, Olorogun Majemite polled 7.19%, Senator Manager polled 3.31%, Otuaro polled 2.91%, Agas polled 1.70%, Chief Esievo polled 1.21%, Olorogun Gbagi polled 0.97%, Olorogun Okpara polled 0.24%, Barrister Odebala polled 0.08% and Olorogun Egbo polled 0.08% of total votes.

    TNG reports the poll received votes from 27 countries, including the United States of America, Nigeria, United Kingdom, Australia, Germany, Canada, Cyprus, Ghana, France, Italy and Netherlands.

    Others are the Republic of South Africa, the United Arab Emirates, Ireland, Sweden, Turkey, Bulgaria, Burundi, Benin, Spain, Luxembourg, Morocco, Namibia, Philippines, Romania, Saudi Arabia and Zambia.

    No doubt, Delta State politics is in a state of high flux. While the People’s Democratic Party (PDP) is calculating it’s options on how to retain the State, the All Progressives Congress (APC) is painfully searching for a balance to wrest the State from the PDP.

    This poll is the latest survey showing the popularity of aspirants in the build up to Delta State 2023 Governorship Election. Subsequent polls would be conducted by TNG as events unfold in the State.

  • Delta Govt denies borrowing N7.99 billion

    The Delta State Government has denied borrowing the sum of N7.99 billion to aid accelerated execution of some key projects in the State.

    TheNewsGuru (TNG) reports Mr David Edevbie, Delta Commissioner for Finance, in a statement, stressed the State only jointly guarantee with other shareholders the stated sum.

    He said the N7,99 billion loan, guaranteed by the State Government and other stakeholders to third parties in the public interest, was to aid accelerated execution of road projects by contractors before the onset of the rainy season and for Delta Line to be able to raise required funding.

    Mr Edevbie stated that in a bid to revamp the ailing Delta Transport Service Limited, (Delta Line), which had relied on continuous assistance from the state government to meet salary and other recurrent as well as capital expenditure, the State sold 60% equity of the company to God is Good Transport Development Company (GTDC) in a Public Private Partnership arrangement while retaining 40% equity in the company.

    According to the statement, “Sequel to the sale which amongst other things involved defrayment of outstanding commitments including salaries arrears, the new management of Delta Line submitted a 5-year business plan to shareholders which among other things envisaged a capital injection of ₦4,998,669,000 for the procurement of 130 commuter buses as well as the renovation/establishment of 18 terminals with information technology infrastructure and furnishing across the country”

    The statement further stated that, “due to the inability of the State Government to fund its 40% equity contribution as proposed. It became expedient for Delta Line to raise the required funding via debt supported by the joint and several guarantees of shareholders.

    “Consequently, the State Government on July 11, 2018 agreed to jointly guarantee with other shareholders, the proposed term loan facilities of ₦4,998,669,000 sought by Delta Line which was supported by the Delta State House of Assembly on March19, 2019.

    “The envisaged benefits of a fully operational Delta Line the Commissioner said include direct and indirect employment for at least 1,500 Deltans, increased independently generated revenue, better public services and increased economic activities in the State”.

    Edevbie stated that, due to a fall in Federation Accounts receipt in January 2019 which hindered planned payments to some contractors handling road project, it became necessary for the State Government to support the contractors in accessing financing to aid accelerated execution of the projects before the onset of the rainy season.

    The Finance Commissioner hinted that, on February 5, 2019, the State Government agreed to support the contractors to obtain short-term loan facilities amounting to ₦3,000,000,000 from Zenith Bank Plc by way of a guarantee which would be repaid by June 2019 and this was supported by the State House of Assembly in a resolution passed on March 19, 2019 passed a resolution in support of the guarantee.

  • Delta records N154bn IGR in 3 years

    The Commissioner for Finance in Delta, Mr David Edevbie, said the state recorded N154 billion as its Internally Generated Revenue (IGR) between Year 2016 and Year 2018.

    Edevbie, who stated this on Tuesday in an interview in Asaba, said the state realised approximately the sum of N44 billion as IGR in Year 2016; it realised N52billion in Year 2017 and 58.4 billion in Year 2018.

    He said that the total IGR generated by the state amounted to N154 billion during the period.

    The commissioner also said that the state intended to come up with new plans on how it would increase its IGR this year.

    He added that there had been a continuous process since 2015 to improve on the state’s IGR on a yearly basis.

    “First, in a bid to remove the perception of multiplicity of taxes, we have laid emphasis on harmonising taxes and reducing the number of tax consultants.

    “This has gradually improved accountability for all tax collections.

    “Secondly, the adoption of the Electronic Treasury Receipt has helped the state to eliminate reporting time lags and minimise leakages and the suppression of funds in its revenue collection process.

    “Thirdly, we are now focused more on the informal sector and the unregulated economy, especially, the micro- informal sector.

    “With the introduction of presumptive tax, more than 500,000 people had been captured into the tax net from the informal sector.

    “In addition, there has been tremendous improvements in revenue from land charges.

    “Once all these reforms are institutionalised and sustained, there will be significant growth in the state’s aggregate tax collections,’’ Edevbie said.

    The commissioner also said that the state government had scheduled several training programmes for tax and revenue officers this year.

    He said that they would cover electronic-tax system and the use of the Bureau of Internal Revenue (BIR) internet portal to drive tax returns among others.

    He said that there was a strong focus by the state to make the BIR becomes ICT driven.

    According to him, awareness campaigns have also been designed for the public.

     

  • Delta Govt generates N51 billion IGR — Finance Commissioner

    The Delta Commissioner for Finance, Chief David Edevbie, on Thursday said that the state government generated N51 billion as Internally Generated Revenue (IGR) in 2017.

    Edevbie disclosed this in Asaba at the state’s 2018 Ministerial Press Briefing organised by the State Ministry for Information for the various Ministries, Department and Agencies (MDAs) to present their reports.

    He said that the monthly IGR of the state in the year under review had hovered between N3 billion and N4 billion.

    The commissioner said the N51 billion represented about 73.2 per cent performance, compared to the budgeted revenue of N70 billion for the period.

    “The amount also represents an increase of 13 per cent when compared to the IGR of N45 billion received in 2016,“he said.

    He said that the state’s revenue board was putting a new and secured system in place to capture all taxable persons and to close up gaps to ensure that the state met its monthly revenue target of N7 billion.

    “The Delta Board of Internal Revenue (DBIR) is deploying new strategies and initiatives towards realising a monthly revenue target of about N7 billion.

    “To expand the database of taxpayers, the board is also focusing on capturing more than 70 per cent of taxable persons in the informal sector in the state’s tax net.

    “It has increased its tax agent database from 1,800 to 5, 800,” Edevbie said.

    He noted that the state statutory allocation, value added tax, 13 per cent revenue derivation from Jan. to Dec. 2017 was N179.5 billion, representing about 61 per cent performance, when compared to the state’s estimated revenue of N294.5 billion for the same period.

    Edevbie also said that the state spent a total of N208.9 billion, compared to a budget of N294.5 billion.

    “Of this N208.9 billion, N145.6 billion, representing 92.2 per cent performance was spent on recurrent expenditure, compared to the provision of N158 billion.

    “While the sum of N63.2 billion, representing a budget performance of 46.4 per cent, was spent on capital expenditure, compared to the budgeted N136.4 billion in the period under review,” he said.

    The commissioner said that the state’s debt stock currently stood at N228.3 billion, adding that a new loan was N9.5 billion and that the state debt service principal and interest was N21.9 billion and N3.4 billion, respectively.

    He said that due to lower revenue receipts in the year under review, government released a total sum of N17.3 billion to the Delta State Oil Producing Area Development Commission (DESOPADEC), instead of N28 billion in the budget.

    He also said that his ministry, on behalf of the state government, had paid the N42.3 billion out of the principal component of the N50 billion bond floated in 2011.

    “The outstanding principal balance on the bond is N7.7 billion, as at Dec 2017,” Edevbie said.

    The commissioner said that N4 billion was approved for the ongoing Asaba International Airport resurfacing of the 3.7 kilometre runway, among other ancillary works.

    He said that the state government had released a total sum of N2.5 billion to Setraco, the contracting firm handling the runway project.

    “The airport has temporarily closed for five weeks to enable the resurfacing of the 3.7 kilometer runway,’’ he said.

    The commissioner added that when completed, bigger aircraft would land at the airport and other benefits would start rolling in.
