    FG to toll more roads – Umahi

    The Minister of Works, David Umahi, said on Saturday that more federal roads would be tolled to ensure effective infrastructure maintenance.

    Umahi stated this while inspecting the ongoing construction on the Abuja-Kaduna dual carriageway.

    He stated that the Federal Government was leveraging Public-Private Partnerships (PPP) to improve road infrastructure across Nigeria for socio-economic benefits.

    According to him, major roads within the six geopolitical zones and key economic corridors would be tolled.

    “However, we will not toll any road that has not been fully completed. Before tolling, we must ensure the road is 100 per cent finished,” he said.

    Umahi explained that where roads were completed years ago but had deteriorated, agreements would be reached with stakeholders on necessary maintenance.

    He emphasised that lack of maintenance remained a major issue for Nigerian roads.

    “How do you maintain 35,000 kilometres of road? We must involve the private sector in this maintenance effort.

    “If a 200-kilometre road has 150 kilometres completed, we must decide on maintenance plans. Without maintenance, those sections could deteriorate.

    “That is our focus. However, for now, no unfinished road will be tolled,” the minister said.

    He stated that work on the Abuja-Kaduna-Zaria-Kano Expressway would be completed within 14 months.

    Umahi added that sections one and three of the road had been awarded to Infoquest Nigeria Ltd., following Federal Executive Council approval.

    “The Federal Executive Council approved the construction of these sections on Monday. Infoquest Nigeria Ltd. has commenced work.

    “We are not here primarily to assess the volume of work done. Instead, we are holding a side meeting to determine mobilisation levels,” he said.

    Umahi stated that efforts were underway to address failed sections of the road, including depressions along 38 kilometres of section one, from Abuja to Kaduna.

    He directed the Permanent Secretary to work with contractors and consultants to assess the entire 38-kilometre stretch and determine the best solution.

    While inspecting the Lambata Bridge on the Abuja-Minna road, Umahi said measures had been introduced to deter illegal mining and sand excavation, preventing erosion.

    He stated that solutions had been implemented to protect the pile caps from illegal sand mining and erosion damage.

    The Federal Government on Tuesday began the tolling of the 227.2km Abuja-Keffi-Akwanga-Lafia-Makurdi Highway with the inauguration of the Garaku Toll Plaza axis of the road.

    Certain categories of vehicles, including security, diplomatic, ambulances and tricycles are, however, exempted from the tolling, it said.

    The road is a Public Private Partnership (PPP) project under the aegis of the Infrastructure Concession Regulatory Commission (ICRC).

    Speaking during the inauguration, the Minister of Works, David Umahi, described the corridor as a vital infrastructure route in Nigeria.

    According to him, it is essential for both the economic and social activities of the central and northern parts of the country.

    Umahi was represented by the Minister of State for Works, Bello Goronyo.

    He recalled that the Federal Government under the previous administration in 2023, executed a 25-year toll of rates concession agreement with MS China Harbour Operations and Maintenance Company.

    The Minister said that the government rehabilitated and upgraded the roads through the preferential credit loan from China Exim Bank.

    He explained that it was agreed, among other things, that the road would be tolled, and maintained by a private party and revenue collected would be used to repay the loan.

    “The Abuja-Keffi-Akwanga-Makurdi project is the first among the nine corridors being concessioned under the Highways Development and Management Initiative (HDMI) Phase 1 to commence operations.

    “In the coming months, the Federal Government will continue with the launching and operationalisation of the remaining ones located across the six geopolitical zones of this country.

    “This initiative has opened a new chapter in the history of Nigeria, as it gives the Federal Government the opportunity to overcome bad routes,” he said.

    Umahi said the collection of tolls would generate the much-needed revenue for the maintenance and expansion of the Renewed Hope Road Agenda of President Bola Tinubu.

    He said that the Tinubu administration was committed to building a robust, interconnected infrastructure for socio-economic growth.

    “The toll order fee schedule for Abuja-Keffi-Akwanga-Lafayette-Makurdi Federal Highway has been designated as follows: cars-N500; SUV Jeep-N800; minibuses N1000, and multi-axle vehicles, trucks and buses N1600.

    “However, frequent road users like the commercial light vehicles defined under the Federal Highways Act, will enjoy a 50 per cent discount.

    “Authorised vehicles, pedal vehicles, tricycles, motorcycles, and other modes of two or three wheels transport used by mainly disadvantaged populations will be offered a 100 per cent discount,” he said.

    The Minister further said that effective maintenance and further development of the corridor would continue to play a role in national development and the livelihoods of millions of Nigerians.

    He encouraged Nigerians to embrace the initiative as it would serve as a catalyst for road maintenance and economic growth.

    “The ultimate goal is to have a transportation system that is modern, safe and capable of meeting the needs of our growing nation,” he said.

    Umahi listed the benefits of tolling the road to include, accident reduction, short travel hours and improved security on the road.

    Reacting to a request by Nasarawa State for another federal road in the state to get such attention, the minister said he had directed the Permanent Secretary to start liaison for an immediate solution.

    The Governor of Nasarawa, Abdullahi Sule, lauded President Bola Tinubu for his commitment to road infrastructure.

    Sule, represented by the Deputy Governor, Dr Emmanuel Akabe, described the road as a bridge between communities and a lifeline of national unity.

    “We need to encourage the people and get their buy-in because our vehicles will last longer, less accidents, and economy will develop because shops, sales, and all that will come up at the tollgates,” he noted.

    Sule requested that such should be replicated on the federal highway from Doma to Nassarawa and Abuja, to ease travel time and boost the economy.

    Also speaking at the event, the Director General of ICRC, Dr Jobson Ewalefoh, said that the project was evidence of President Bola Tinubu’s commitment to Nigeria’s infrastructure development.

    Ewalefoh, who was represented by the Director, Transport Infrastructure Department, Mr Shehu Danmusa, said the ICRC was the PPP regulator, adding that the project conformed with the ICRC Act.

    He lauded the Federal Ministry of Works and the concessionaire for their commitment to the project, calling on Nigerians to give the project the needed support as more PPP projects beyond roads were underway.

    The Managing Director of Catamaran, Lai Are, explained that the tolling would be cashless.

    He said that Point of Sale (POS)purchase and other electronic devices would be used for payment to ensure swift passage for road users.

    Are added that a number of technology products would be developed including apps, websites and POS systems in partnership with existing POS deployers.

    This, he said, was to ensure ease of payments for the road users.

    “In accordance with the tolling policy, vehicles of the Nigerian police force, armed forces, paramilitary organisations, Nigerian correctional services, fire services, ambulance and diplomatic missions, bicycles and motorcycles shall be exempt from tolls,” he said.

    Umahi denies awarding road contract to obscure company

    Minister of Works, David Umahi has dismissed reports claiming that a contract for the Abuja-Kaduna-Kano road project was awarded to an obscure company, Infoquest Nigeria Limited.

    Umahi, addressing a news conference on Tuesday in Abuja, called the report false, misleading, and damaging.

    He explained that a publication in a national newspaper on Jan. 21 wrongly claimed that the Federal Ministry of Works had awarded a section of the Abuja-Kaduna-Kano road dualisation to Infoquest Nigeria Ltd.

    He said the report also falsely stated that the company had received a “No objection” approval for N252.89 billion from the Bureau of Public Procurement (BPP) for the rehabilitation of a section of the Abuja-Kaduna-Zaria-Kano road.

    Umahi clarified that these claims were inaccurate and that the Ministry had no business relationship with Infoquest Nigeria Ltd.

    “The company involved in the project is Infiouest International Limited, which is fully compliant with all legal requirements and regulations under the Companies and Allied Matters Act.”

    The minister called on the newspaper to publicly apologise to the Federal Ministry of Works, demanding the apology be published in at least five national dailies for spreading false information.

    Umahi also addressed another issue raised in media reports regarding the termination of Julius Berger Plc’s contract for a section of the Abuja-Kaduna-Zaria-Kano road.

    He explained that the contract was terminated due to the Ministry’s insistence on value for money, quality assurance, and best practices in pricing and execution.

    He noted that the situation was a result of corruption fighting back and urged the public and the media to support the fight against national sabotage by contractors.

    In his remarks, the Minister of State for Works, Bello Goronyo, condemned the rumours as a deliberate attempt to distract the Ministry and undermine public confidence.

    He urged the media not to be manipulated by “fifth columnists” spreading baseless reports.

    The Permanent Secretary of the Ministry, Olufunso Adebiyi, stressed the importance of responsible journalism and urged the media to uphold the truth in their reporting, avoiding becoming tools for negative propaganda.

    Abuja-Kaduna-Kano road ‘ll be ready in 14 months – Minister

    The Minister of Information and National Orientation, Alhaji Mohammed Idris, says the Abuja-Kaduna-Kano dual carriage way will be ready for use in 14 months.

    Idris made this known at the inauguration of the rehabilitation of section 1 of the road (Abuja to Kaduna) rigid pavement on Thursday.

    While Section 1 of road is from Abuja to Kaduna, Section 2 is from Kaduna to Zaria, and  Section 3 is from Zaria to Kano.

    The description and scope of works include, scarification and pulverization of existing bituminous surface as sub-base material and filling of embankments.

    Others are provision of approved crushed rock material (wet or dry) to 100mm thickness with three per cent stabilisation in shoulders and carriageway, reinforced concrete lined drains and other hydraulic structures where necessary.

    Similarly, other description and scope of works are provision of median barriers and median drains where necessary, and provision of CRCP 200mm thick on carriageway and shoulders.

    Idris said that the Minister of Works, Mr David Umahi,  had explained extensively and put the politics of the road to rest.

    “President Bola Tinubu is very committed and determined to to ensure that this road from Abuja to Kano is completed in record time of 14 months.

    “This is the reason the government cancelled the road contract with the former contractor who said it would complete the road in three years and the government refused and insisted on 14 months.

    “That is also why it was broken into three segments for ease of construction. Nigerians, especially those plying this road,  are anxious to see that the road is completed, ” he said.

    He said that delay of any kind would not be accepted.

    “The President has given a matching order, and the National Assembly is also given them the necessary cooperation and there will be no issues.

    “Within 14 months,  we are going to have a brand new road from Abuja end to Kano,” Idris said.

    Meanwhile,  Umahi explained that there was an extension of the road to Aminu Kano International Airport and another five kilometre extension on the Abuja-Lokoja end of the road.

    According to Umahi, Section 1 of the road starts at Zuba Junction, Zuba Interchange and terminates at Kaduna Western Bypass in Kaduna.

    He said that the road, which will have have solar lights would last between 50 and 100 years.

    “Note that the existing pavement between Abuja to Kaduna has undergone different levels of deterioration over the years.

    “This has caused failure due to alligator cracks, corrugation, shoving, underground pumping, rutting, raveling, potholes and poor drainage.

    “The ministry quickly intervened by commencing emergency repairs on this stretch in order to ameliorate the suffering of the road users.

    “The maintenance work is in progress in four different stretches simultaneously in order to fast track the repair works,” Umahi  said.

    Dignitaries at the inauguration of the rehabilitation of the road include Chairman, Senate Committee on Works, Sen. Mpigi Barinada, Vice Chairman, Senate Committee on Tourism, Sen. Anthony Ani, among others.

    FG sets deadline to complete East-West road

    The Minister of Works, David Umahi, has set an April 2025 deadline for the completion of the ongoing dualisation of the East-West Road, Section II-II, from Ahoada to Kaiama in Rivers and Bayelsa States.

    Umahi made the announcement in a statement signed by Mohammed Ahmed, Director of Press and Public Relations, on Thursday in Abuja, following his inspection of the road project.

    He also confirmed that the construction of multiple box culverts in flood-affected areas along the East-West Road would be completed by the same April deadline.

    While expressing satisfaction with the quality of work done on Section II-II by Messrs Setraco Nigeria Ltd, Umahi directed the company to accelerate the process by deploying additional resources to the project.

    “The April 2025 delivery date remains sacrosanct.

    “However, due to the soil conditions in the flood-affected areas where box culverts are being constructed, continuously reinforced concrete pavements (CRCP) should be used.

    “The affected area spans about 2.3 kilometers,” he said.

    Umahi also visited the site of the construction of multiple box culverts on the East-West Road, being handled by Messrs Rock Result Nigeria Ltd.

    He expressed disappointment with the slow progress of work, noting that the contract, initially scheduled to be completed by November 2024, had been extended to December but was still unfinished.

    He gave the contractor until the end of January to complete the project or face contract revocation.

    Umahi emphasised that providing roads and bridges was a top priority of the Renewed Hope Infrastructure Revolution under President Bola Tinubu’s administration and urged contractors to improve their performance.

    The Project Manager of Setraco, Isaa Michel, assured that work would be expedited to meet the April deadline for the completion of the East-West Road.

    How God used Umahi to make me governor – Nwifuru

    Governor Francis Nwifuru of Ebonyi State has said God used the Minister of Works, Senator David Umahi to make him the State’s governor in 2023.

    Nwifuru said this  on Monday when both attended mpowerment programme by member representing Ohaoazara/Onicha/ Ivo Federal Constituency in the House of Representatives, Hon. Nkemkanma Kama, at Ishiagu, Ivo Local Government Area of Ebonyi.

    Umahi ensured that his political godson Nwifuru, succeeded him at the  end of his tenure in 2023. The duo have enjoyed a cordial relationship since then with Umahi consistently asserting that Nwifuru would complete an eight- year tenure in office.

    At the event Nwifuru said he the state governor because he the `greatest beneficiary` of Umahi’s governance.

    “God would have used another person to make me governor but Umahi was the only person available to be used. At the time God searched for a person to use in making me governor, Umahi made himself available,” he said.

    Nwifuru noted that God also used the minister to make him Speaker of the state House of Assembly for eight years when he was governor.

    “I performed the duty honestly and that is why I am proud to have him as a boss. Umahi as a governor, excelled in ensuring peace, infrastructure and human capital development among other sectors,” he said.

    The governor further described Umahi as a goal-getter who knows when to strike and get what he wants.

    Why I attended Labour Party legislator’s event – Gov Nwifuru

    Meanwhile, Governor Nwifuru has explained that he attended an event organised by a labour party legislator from the state because politics is not enmity.

    Nwifuru said this on Monday at Ishiagu, Ivo Local Government Area, during the empowerment programme of member representing Ohaoazara/ Onicha/ Ivo Federal Constituency at the House of Representatives, Hon. Nkemkanma Kama.

    The governor said that he attended the event because politics should be about collaboration in the overall interest of the state and country.

    “Kama is supposed to be my enemy as he belongs to another party but he has turned out to be my friend. After election comes governance. That is why I came with leaders of the All Progressives Congress (APC) in the state, including its chairman,” he said.

    He said Kama had aligned with this ideology by also identifying with his administration.

    “Any time I am engaged in any activity even child naming ceremony, Kama is always there.

    “I advise him to join APC before the door is closed as I will campaign for the candidate of my party during elections.

    “He should also ensure that these items get to APC members so that they would speak good of him when he eventually joins,” he said.

    Kama in his remarks, thanked the governor and all the state’s leaders who attended the programme, saying that Nwifuru takes him as a brother and friend.

    “I also thank the leadership of the House of Representatives and stakeholders of the constituency as their selflessness and commitment testify to the communal spirit in us,” he said.

    The lawmaker said the items include tricycles, motorcycles, grinding machines, sewing machines, hair dryers, knapsacks, among others.

    “These items are designed to support our constituents in their various endeavours, whether in local transportation, commerce, personal development, among others.

    “We selected the beneficiaries based on the state governor’s detribalised approach of inclusivity and fairness, irrespective of political affiliation.

    “The beneficiaries are advised to use the items for intended purposes while those yet to benefit are assured of being captured in subsequent batches,” he said.

    Mrs Nnenna Okoroafor, a beneficiary, thanked the lawmaker for the gesture and called for more assistance from leaders.

    I will ensure Gov Nwifuru completes 8 years in office – Umahi

    Minister of Works, Sen. David Umahi says he will never abandon his successor, Gov. Francis Nwifuru of Ebonyi and ensure that he completes eight years in office.

    Umahi made the pledge on Saturday at his hometown Uburu, Ohaoazara Local Government Area of Ebonyi when Nwifuru’s clan members, Izzi National Youths Forum, paid him Christmas homage.

    The former governor, while describing the visit as “surprising”, maintained that Nwifuru would complete his two terms in office as he and other former governors of the state did.

    “God forbid that Izzi people stand against me tomorrow but my covenant with God and Nwifuru is to complete uninterrupted eight years in office.

    “Nothing will stop this as I fought principalities and powers alone and won to make him governor. Do you think I cannot do it presently that I have someone by my side?” he queried.

    He reiterated his earlier stance that the Izzi clan remained the state’s present best governance option and had no regret over it

    “Nwifuru is humble and till the end of eight years, I am not leaving him,” he said.

    Umahi commended the leadership of the group for its dexterity noting that he was awed by the number of members on the delegation.

    “It is gratifying that you came to celebrate with me when you should have been at home celebrating with your son, the governor,” he said.

    The National President of Izzi National Youths Forum, Mr Andrew  Elom, said the visit was to thank Umahi for fulfilling his promise of handing over the state’s governorship seat to an Izzi indigene.

    Elom pleaded with Umahi not to abandon his successor and son, Nwifuru but always guide him to remain on the right path.

    “This is a project you initiated and commenced and the governor needs all the encouragement you can give him,” he said.

    He described Umahi as a performing minister, noting that Nigeria is currently witnessing and enjoying replication of his wondrous works in Ebonyi.

    Lagos-Calabar highway project to be reviewed

    The Federal Government says the  Lagos-Calabar Coastal Highway  project will be reviewed from 10 to six lanes and for a lower cost.

    The Minister of Works, Sen. David Umahi, made the disclosure during a tour of the highway on Friday.

    Umahi said that the review had  become necessary because of variations in designs and interventions such as evacuation of refuse  of 10 metres depth and backfilling.

    He also cited  salvaging of some structures by the magnanimity of President Bola Tinubu.

    Umahi said, “What we are going to do is that we are going to use part of that land to put a service lane for them.

    “We are going to be reviewing this contract to accommodate what is not there. There are places like that Landmark where we have to build a retaining wall.”

    He added that the entire 750km stretch of the road would be illuminated with solar streetlights with security cameras and points, as well as trees to protect the road and give aesthetics.

    Umahi gave the assurance that 20km of the first section of the Lagos-Calabar Coastal Highway would be among other critical road projects to be inaugurated by May 29, 2026

    “We have directed controllers to concentrate on a number of projects. At least, a minimum of three projects must be commissioned, ” Umahi said.

    The minister was accompanied by the Federal Controller Works in Lagos State, Mrs Olukorede Kesha and other officials of the Ministry of Works.

    Works Minister defends road projects progress

    The Minister of Works, Mr David Umahi, has refuted allegations of underperformance, citing an 85 per cent improvement in road projects nationwide.

    Umahi, at a news conference in Abuja on Monday, attributed his success to President Bola Tinubu’s support, highlighting the President’s unprecedented move to include all ongoing projects in the 2024 budget.

    Umahi said that he inherited 2,604 projects with a total cost of 13 trillion and a debt of 1.6 trillion to contractors as of May 29, 2023.

    He said that considering variations due to subsidy removal and dollar fluctuations, the total project cost now exceeded 19 trillion.

    Umahi, who boasted of achieving over 85 per cent completion of road projects, added the President approved 300 billion for palliatives, resulting in the procurement and execution of more than 330 road projects, palliatives, and bridge repairs.

    He said there were notable improvements in the Northwest, such as the Abuja-Kaduna-Kano Road, and completion of roads in states like Zamfara, Lagos, and regions like South-South and South-West.

    Umahi emphasised that some projects, ongoing for 17-20 years, cannot be completed overnight.

    He acknowledged that preparation time for pavement, asphalt, and other materials was often overlooked in assessing road construction success.

    Minister of Works, Dave Umahi, says the Federal Government will toll all major roads in the country upon completion of construction and renovation.

    We have the Lagos-Ibadan (Expressway), we are completing it and we are tolling it,” Umahi said on Thursday in Abuja at an Inter-Ministerial Press Briefing, part of activities to mark Nigeria’s 64th independence anniversary.

    He listed some of the roads as Lagos-Ibadan Expressway, Second Niger Bridge, Abuja-Kano Road, and Makurdi-9th Mile, among others.
    The former Ebonyi State governor said the tolling of federal roads “is going to bring a lot of money to the Federal Government”.

    Umahi said private sector members have been engaged “to bring in funds, construct these roads, work with the Infrastructure Concession Regulatory Commission and the Ministry of Works to toll these roads”.

    The minister said the government would start with the Keffi-Makurdi Road that has been completed, stating that his ministry has been engaging with the Ministry of Finance for a paperless mode of payment.

    He said, “For example, we are completing the Lagos-Ibadan, we are working on Makurdi to 9th Mile in Enugu State, we are working from Abuja to Lagos. These roads are going to be tolled. But we are not just tolling them, we are bringing confidence in the use of these roads.

    “If people can travel at night because we are bringing security, where the response time will be 10 minutes on the entire corridor, where you have solar light permanently there and then reduce travel time, and through the tolling, the roads are maintained, then, there will be confidence because Nigerians will pay if the roads are good.”

    He said before now, road developments have not been handled as investments but the administration of President Bola Tinubu has been handling road developments more professionally.

    He said the present administration inherited a total of 300 damaged roads and bridges, adding that more road constructions would commence from October 1, 2024, across the six geopolitical zones of the country.
