    You must avoid bushy beards, artificial nails – Delta govt to civil servants

    The Delta State Government has issued a sweeping revision of its civil-service dress code, warning that officers who report to work in “inappropriate or immodest” attire will be turned back or face disciplinary action.

    In a new circular released by the Office of the Head of Service, officials said the review updates the March 12, 2009, directive (Circular No. HOS.15/13/74) “for the purpose of upholding decency in the appearance of Public Servants across the State.”

    Quoting the Public Service Rule 04314, the circular reminds workers that “no officer shall appear in the office or anywhere in his official capacity attired in a manner deemed inappropriate or immodest.”

    The statement also underscores the example senior officers must set:

    “It is very important to underscore the vital role expected of senior public servants in revising the said anomaly through leading examples of appropriate dressing culture that demonstrates decorum to guide and correct subordinates.”

    For male staff, the directive mandates that “all officers on GLs 13 and above should appear at work in complete suits,” while those on Levels 07–12 may opt for “a pair of trousers, shirt and tie,” except administrative officers who “should always be in a suit.”

    Traditional attire such as “smart senator suits, modern caftans or native shirts with matching trousers, complemented by the appropriate traditional cap” is allowed only on Fridays and special occasions, but “resource control and papas caps are prohibited; while bushy beards are proscribed.”

    Female officers on senior levels are required to appear in “trouser suits, skirt suits or corporate gowns below the knee level,” with the reminder that “all trousers must come in suits.”

    The circular warns that “sleeveless or spaghetti hands are prohibited,” and stresses that “all female dressing should be with decorum devoid of any provocative exposure of cleavages,” adding that “braided or tainted hair, long eyelashes and artificial nails are prohibited.”

    Heads of departments have been directed to enforce the order immediately. “Any erring officer that is inappropriately attired [should] return home, dress decently and resume duty promptly; or risk more stringent sanctions from the Accounting Officer forthwith,” the circular states.

    The government said the measure aims “to promote discipline in dressing culture among Public Servants,” and urged all permanent secretaries and departmental heads to “give the content of this circular the much-desired publicity for staff guidance and strict adherence.”

    Flood: Delta govt. begins mass demolition of illegal structures

    The Delta Government has embarked on mass demolition of “illegal structures” on the waterways in different parts of the state to allow for free-flow of water.

    The state’s Director-General of Special Duties , Mr Frank Omare, disclosed this on Monday during an interactive session with newsmen in Warri.

    Omare spoke at the site of the demolition of a storey building and a proposed church building attached to it at Ugboroke Community, Uvwie Local Government Area.

    He said that government would ensure that all the structures obstructing the waterways were demolished.

    He said that the owners of such structures were given two months notice to remove them.

    He frowned at the non-challant attitude of the people towards government’s directive.

    “One of the mandates giving to me is to destroy all illegal structures in the state and this is just the beginning.

    “We have given them over two months notice to remove their properties.

    “We are constructing a massive drainage system in the state to connect all rhe drains.

    “So, we are removing all the structures hampering the flow of water.

    “Those who have built on natural waterways should remove their buildings.

    “Those who do not have approval plans should remove their buildings.

    “What is going on here is that this very building that we are demolishing does not even have approval.

    “Whenever it rains, everywhere gets will be flooded, this demolition serves as a warning to others,” Omare said

    He said that the interest of one individual could not override the collective interest of the state.

    He urged those blackmailing Gov. Sheriff Oborevwori to know that the demolition was not done on sentiment.

    “What we are doing is going to touch everywhere and the falling of the yellow leaves should serve as a warning to the fresh ones.

    “We have about seven equipment scattered all over Warri South and Uvwie Local Government Areas.

    “We feel that this is the way to go.

    “The ministry of Urban Renewal is the approving authority.

    “I want to see your five meters approval to the drainage and building,” he said.

    Omare said that it was wrong that more than 40 per cent of houses in Ugboroke had no septic tanks.

    “I am completely taking responsibility for what is happening here today.

    “We are ready for those who think they can threaten us.

    “We are very ready to do the needful,” he said.

    He urged those who had genuine approvals for their buildings to come forward with them.

    Mr David Adu, whose father’s building was affected, commended the State Government’s action and urged strict implementation of the exercise.

    The team postponed the demolition of another storey-building at Ekpan Community in Uvwie by 48 hours to enable the occupants to remove their belongings.

    In a bid to move the movie industry forward, the Delta state government has assured the theatre practitioners, actors and actresses of support to help the industry grow further.

    The Delta state government made this known during an interactive session between members of the various stakeholders in the Movie Industry as well as human rights groups in the State capital, Asaba

    Governor Ifeanyi Okowa who was ably represented by the Secretary the Government Chief Patrick Ukah reiterated the government’s stance to continue to give its support to the movie industry by giving enabling environment for the industry and practitioners to strive on.

    He added that the government has got plans to ensure adequate security is given, build a befitting film village, which includes studios , amphitheater etc which has made Asaba the hub for movie shooting and location in not only in Nigeria but Africa

    He assures movie makers that the Government will partner with the Actors Guild of Nigeria in the running of the newly built multi million naira Film Village in Asaba

    Governor Okowa said the State Government is ready to do more with the Actors Guild of Nigeria and other relevant Movie related unions in order to take movie production to the next level

    He ended up by assuring that a Film City will soon be established in the State where movie practioners  can buy lands and build their houses

    In his remark , the President of Actors Guild of Nigeria,  Chief Emeka Rollas MON said the interactive session was organized to interface with the State in areas of primary interest for the movie industry

    He urged the State Government to take full advantage of the opportunities provided by the industry to grow its economy

    He further thanked Delta State for the full support given its members over the years,but stated that so much more could still be achieved in this direction

    Also speaking at the event, the PDP Gubernatorial Candidate in Delta State Hon Sheriff Oborevwori pledge to continue the legacies laid down by the outgoing government for the Entertainment industry if elected into office

    Represented by his Deputy, Sir Monday Onyeme, said the Entertainment industry cannot be neglected by any serious minded government  not only because of the accruing economic benefits but also the joy it brings to millions of Nigerians across political, ethnic, social,  religious, gender leanings

    In a congratulatory message to mark Ibori’s 64th birthday, Macaulay commended the intrinsic worth of the former Governor noting that Ibori should be fêted given his phenomenal strides in leadership within and outside Delta State.

    APC blasts Delta Government over concession of Asaba International Airport

    The Delta Chapter of the All Progressive Congress (APC), on Thursday, berated the state government over the concession of Asaba International Airport to a concessionaire.

    TheNewsGuru.com, TNG Governor Ifeanyi Okowa on Tuesday signed a concession agreement for Asaba International Airport with a promise that Osubi Airport in Warri will resume operations in two weeks time.

    Reacting to the development, the party’s reaction was conveyed in a statement signed by its State Publicity Secretary (Caretaker), Mr Sylvester Imonina in Asaba.

    Titled “Asaba Airport Concessionaire, another monumental fraud”, Imonina said the party concurred that “the government has no business in business’’.

    “This will mean that the business of any serious minded government is to provide enabling environment for private businesses to thrive.

    “It is on this premise that Delta APC supports any government that is transparent in the concessionaire of public properties.

    “Unfortunately, the fraud called concessionaire of Asaba Airport will go down in history as the greatest bleak, shady business and economic coup against Deltans.

    “It is an affront to common sense that an airport business, wherein more than N40 billion was invested, was concessioned for N4 billion and to yield N100 million annually because of vested interests,’’ the party stated.

    He added that it was shocking that there was no advertisement nor adequate information on plans by the government to concession the airport.

    The party challenged the State Government to put in the public domain all that transpired about the concession of the airport.

    “Also, the government should show to Deltans the corporate bodies that partook in the exercise and how much each of them bidded.

    “We call on Deltans, and all people of goodwill, to kick against this obvious shenanigans, called concessions of Asaba Airport.’’

  • E-waste management: emulate Lagos state, environmentalist urges Delta govt

    The National Secretary, Nigerian Environmental Society (NES), Mr Paul Akporowho, has urged the Delta state government to formulate policy to ensure proper management of e-waste in the State.

    Akporowho, in Warri on Sunday, said such policy has become necessary to address the indiscriminate dumping of electronic wastes in the state.

    He said the state government should procure recycling and recovery equipment to convert such waste products into wealth.

    The environmentalist noted that the Lagos State Government had taken such measure to properly manage e-waste in the industrialized state.

    “Delta should emulate Lagos State in managing its electronic waste products.

    “Here in Warri, you find electronic waste products everywhere and this is very worrisome.

    “If there is a policy framework on ground, it will help in managing the situation; people will not dump such products indiscriminately.

    “Discarded batteries, transmitters and other items are everywhere and people pick them, remove the useful parts and throw the rest into dump sites.

    “The dump site at Orhe community on the Warri-Benin expressway is one of such sites. A lot of the waste contains harmful chemicals such as lead and mercury.

    “When these chemicals contaminate the underground water, same could be consumed by human beings through boreholes. Overtime, it could affect the reproductive system and cause other health challenges”, he said.

    Akporowho urged the state government to encourage the oil multinationals operating in the state to also have in place an effective e-waste management policy.

    According to him, the oil companies generate a lot of electronic waste materials as well.
