  • Peace in Delta state, tonic for investors, says Gov. Okowa

    Delta State Governor Ifeanyi Okowa has described the peace existing in different parts of the state as a tonic for investors.

    The Governor was speaking today at the 10th coronation anniversary ceremony of HRM Dr. Emmanuel Sideso, Abe I, the Ovie of Uvwie Kingdom, Uvwie local government area of Delta State when he made the comment.

    According to the Governor, “when the different kingdoms and local government areas are peaceful, I will have less need to hold security council meetings, and I can tell you that with the peace that exists in all parts of Delta State, investors from different parts of the world are doing business in our state.”

    “Your Royal Majesty, I am happy with what you are doing for peace to be sustained in Uvwie, this area is very attractive to investors, what we need is sustained peaceful, the area is developed in terms of infrastructure and natural resources,” he said.

    The Governor continued, “we support investors to enable them carry on with their businesses because, there are multiplier benefits of having investors in different parts of the state.”

    He congratulated the Ovie for his numerous achievements within his 10 year reign, observing that the floating of scholarship for his subjects will ensure more enlightened individuals who will contribute meaningfully to the growth of the society.

    The Governor at the well-attended ceremony personalities which included Speaker, Delta State House of Assembly Rt Hon Sheriff Oborevwori, former Governor James Ibori, former Deputy Governor, Prof. Amos Utuama, traditional rulers, commissioned the ultra-modern palace of the Ovie.

    The Minister of State, Petroleum Resources, Dr. Ibe Kachikwu on behalf of President Mohammadu Buhari, congratulated the Ovie and wished him happy more years on the throne.

    Earlier, the Ovie thanked Governor Okowa for the numerous development projects his administration has executed in his kingdom, especially in the area of construction of Roads and the completion of the Palace.

  • Delta Govt. donates N10m to refurbish community town hall

    The Delta Government on Thursday donated ten million Naira (N10 million) to Ugborhen community in Sapele Local Government Area of the state to refurbish the community town hall.

    The Secretary to the State Government, (SSG), Mr Festus Agas, who presented the cheque on behalf of the state government in Asaba, urged the leadership of the community to spend the money judiciously.

    TheNewsGuru reports that the President-General of Ugborhen community, Deacon Festus Akume, received the cheque on behalf of the community.

    The SSG urged the community to ensure judicious use of the money in order to justify the state government’s effort towards the development of the community.

    He emphasised the importance of peace in the community and urged them to live in peace with one another, stressing that the present administration placed high premium on peace and security.

    Agas assured the people of the community of state government’s readiness to partner with them towards ensuring that the existing atmosphere of peace and security in the community is sustained.

    Responding, the President-General thanked the state government for the gesture, describing it as a demonstration of Governor Ifeanyi Okowa’s love for his people.

    He assured the state government of the commitment of the leadership of the community to ensure that the money is judiciously utilized in achieving the purpose for which the fund was given.

    Akume pledged the support of the people of Ugborhen community to the programmes and policies of the Gov. Okowa-led administration in the state.

    The event was attended by the State PDP Chairman, Mr Kingsley Esiso, Director of Local Government Affairs, Mr Joyce Overah and the Special Adviser to the Governor on Conflict Resolution, Chief Edwin Uzor.

    JUST IN: Governor Okowa reshuffles cabinet

    Delta State Governor Ifeanyi Okowa has effected a minor cabinet reshuffle relieving two commissioners of their portfolios while reassigning four others.

    This is contained in a statement signed by Chief Press Secretary Charles Aniagwu.

    According to the statement, the two commissioners who were dropped are Dr. Nicholas Azinge (Health), and Chief Dan Okenyi (Culture & Tourism).

    TheNewsGuru reports that those reassigned in the cabinet reshuffle are Asupa Forteta, formerly of the Directorate of Youths Development, who now heads the Urban Renewal Directorate, and Karo Ilolo, formerly of Directorate of Urban Renewal Directorate, who now takes charge of the Youths Development Directorate.

    Others affected by the cabinet reshuffle are Bright Edejewhro, formerly of Local Government Affairs Directorate now heads Ministry Of Science and Technology and Hon Joyce Overah, of the Ministry of The Science and Technology now moves to Local Government Affairs Directorate.

    “The decision to reshuffle the cabinet is in line with the state government’s desire to re-energize the machinery of government and bring new impetus into service delivery,” the statement read.

    In a statement signed by the Secretary to State Government, Ovie Agas, Governor Okowa thanked the two commissioners relieved of their portfolios for their commitment and contributions to the SMART Agenda and wished them success in their future endeavours.

    The statement also said that the cabinet reshuffle takes effect from February 8, 2018.

     

  • Police vow to nab abductors of varsity lecturer in Delta

    The Police Command in Delta has vowed to apprehend and prosecute the abductors of Dr Boniface Anyanwu and Mr Nnamdi Nwachukwu in Delta.

    The Spokesman of the command, Mr Andrew Aniamaka, said this while confirming the rescue of the duo on Tuesday in Warri.

    “They have been released but we will not rest on our oars until the perpetrators are brought to book, that is all I can say for now,” Aniamaka said

    Anyanwu, a lecturer with the Department of Theatre Arts, Delta University (DELSU), and Nwachukwu, son of a lecturer, Prof. Augustine Nwachukwu, in the institution, were kidnapped by gunmen on Feb. 3.

    The incident was said to have occurred at about 3 a.m. in Obiaruku, Ukwuani Local Government Area of the state.

    The victims escaped from the kidnappers’ den and were reportedly sighted in chains at about 3:00 p.m on Monday by a local hunter in a thick forest around Obiaruku.

    The hunter, whose identity was not given, raised the alarm that attracted the attention of members of the vigilance group in the area who eventually rescued them.

     

  • Herdsmen killings: Gov. Okowa orders Councils to set up special security task force

    Governor Ifeanyi Okowa has ordered local government councils in Delta to within one week set up special security task force as part of interim measures to address the perennial clash amongst herdsmen, farmers and host communities.

    Arising from a stakeholders meeting the Delta state government today held with cattle breeders, farmers, community leaders and heads of security agencies in the state, Governor Okowa ordered that the special security task force should comprise of necessary interest groups.

    “In the next one week, we need to have an interventionist committee on security in all the local government areas of the state while we await a definite policy direction from the Federal Government.

    “Chairmen of the local government areas must ensure that names of members of the committee gets to the office of the Secretary to the State Government (SSG) who is the Chairman of the Central Coordinating Committee and ensure that minutes of their inaugural meetings are also, sent to the SSG,” the Governor said, noting that it was wrong for anybody to hide under the guise of herdsmen to perpetuate crime in the state.

    He used the occasion to buttress the fact that Delta State has no land for the Federal Government’s proposed cattle colonies, disclosing that most Deltans are moving to neighbouring Edo State to farm because of inadequate land in the state.

    “The Nigerian constitution does not allow anyone to graze on somebody’s else farm, it does not permit you to forcefully take over someone’s house, we can co-exist as a people but, as we co-exist, there must be mutual respect for one another, whoever you are, when you engage in crime, the law takes its course,” he emphasized.

    He decried what he described as the inability of the federal government to disarm armed herdsmen who perpetuate crimes and other vices across the country, while also expressing concerns that often the cattle are being led by minors.

    “Some of those who are also looking after the cows are so young that most times, they are not able to take decisions concerning the cows, as long as they carry arms and ammunitions, there is a major security issues at stake,” he stated.

    While calling for caution and peaceful co-existence among Deltans, Okowa urged the Police and security agencies not to be compromised in ensuring justice for all, asserting that they should not allow the communities to lose confidence in their abilities to check crimes, especially those committed by herdsmen.

    The Commissioner of Police, Delta State, Mr Muhammada Alhaji Mustapha assured Deltans that their security will not be compromised by the Police in ensuring peaceful co-existence in the state.

    Those who spoke at the meeting including traditional rulers, farmers, Miyetti Allah and Hausa/Fulani representatives commended Governor Okowa for ensuring that the situation has not snowballed into major crisis despite issues of killings, rape of women, armed robberies, among other vices.

    Some of those who spoke at the meeting called on the state government to take actions towards stoppage of grazing in the state, noting that the people could survive without beef and its bye-products while others stated that efforts should be geared towards peaceful co-existence in the state.

    Governor Okowa, however, called on the Federal Government to come up with a clear cut policy direction on this issue.

    Delta Govt takes measures to boost revenue from taxes

    Chief David Edevbie, the Delta Commissioner for Finance, says the state’s decision to harmonise taxes and reduce tax consultants is to improve accountability and boost revenue from taxes.

    Edevbie made this known in an interview with the News Agency of Nigeria in Asaba on Tuesday.

    He said that the adoption of Electronic Treasury Receipt was helpful in eliminating time lags and minimising leakages of funds in revenue collection process.

    Edevbie said that the state government was beginning to focus on the informal sector/unregulated economy, especially the micro informal sector.

    According to him, with the introduction of presumption tax more than 500,000 people have been captured into the tax net from the informal sector.

    “In addition, there was tremendous improvement in revenue from land charges which increased in excess of 600 per cent in 2017.

    “Once all these reforms are institutionalised and sustained, there should be significant growth in the state’s aggregate tax collections,“he said.

    Edevbie was optimistic that the 2018 budget would be better implemented.

    “The funding challenges that were faced in the 2017 budget have reduced as monthly statutory allocations are on the rise, “ he said.

    The Delta state government is today holding a stakeholders meeting in order to forestall further killings by herdsmen in the state.

    The stakeholders meeting, with theme “Peaceful coexistence amongst farmers, herdsmen and host communities”, is chaired by the State Governor Ifeanyi Okowa.

    The meeting is being held at the Unity Hall Government House Asaba.

    Delta State Governor, Ifeanyi Okowa has said his state has no land to donate to the federal government for the establishment of cattle colonies for herdsmen.

    According to him, his state was in need of land and did not have any to be donated to the Federal government for cattle colonies.

    Speaking in an interview in Abuja with select newsmen, the governor reiterated the need for the security agencies in the country to rise up to their responsibilities to protect lives and properties of Nigerians.

    Okowa said, “In the first instance you know that Delta State is possibly half of water, half of land. So, obviously we are in dire need of land. We don’t have land for that purpose; that is the truth.

    “It is a growing state and because of the very coastal areas and most of these coastal areas are not in the best of shape because from the exploitation of oil, most of our lands are destroyed and we don’t have enough arable land and the pressure is now coming because we are encouraging our people to go to the farm.

    “In the past, it was a rent economy, people were actually looking for the money that comes in from oil and subsidiaries of the crude oil economy.

    “But now it is not exactly the same so we are trying to reencourage people to go back to land. So, we need quite some lands, we do not even have enough of it because beyond the waters, most of the creeks and even a lot of land we have within the upland area are also encumbered because of the oil exploration and oil spillages that have taken place in the last several years. So, we won’t have land at all in Delta State, obviously not for cattle colonies.”

    The governor who said the killings by the Fulani herdsmen is not new called for a more proactive effort to address the situation.

    “Well, I actually think that there is a lot that needs to be done because this problem has been on apparently in the last few years, it appears to have taken a new dimension.

    “Because the killings you are hearing about now, because of the large numbers in Benue and Taraba States, it is coming more and more to the fore, but those killings you find them everywhere.

    “Even as I was here (in Abuja Monday), I got a report that somebody was killed in my state by one of the herdsmen also and I believe that we have pockets of that everywhere.

    “I think that the security agencies must stand up to this very very wrong approach to the issues of cattle rearing because when people come out and they carry guns, I don’t think that that was what used to happen in the past. Because in the past, we used to see herdsmen, they come in, they relate to the people in the various villages, that is not the position at the moment.

    “But when you just stroll into people’s farms, stroll into peoples lands and continue to do all manner of things, it is not right. I believe that there has to be a strong statement coming out from the presidency and such strong statements will possibly spur up the Security agencies to take appropriate actions.

    Okowa advocated for a policy that would put a stop to the reckless killings of innocent citizens, adding that statement from the presidency will spur the security agencies to action.

    The governor said, “First I believe that every herdsman must be totally disarmed because it is not the right thing to do, I don’t think that they are empowered to carry guns as they do, no Nigerian is empowered to carry such riffles except if they are members of security agency.

    “So, we must do that. And I think that the Federal Government itself must come up with a strong policy and that policy will be on the issue of trying to encourage cattle ranching in one manner it the other.

    “I believe there is enough land within the various northern parts of the country and the suggestion by the Minister of Agriculture at the onset of this administration where he intended to import the fast growing grass that could be used.

    “Yes, that could cause some money but there is nothing that is done at this moment in terms of spending money to avert all forms of crisis and all manner of unspeakable deaths that will be too expensive for us.

    “I believe that if we go in that direction and put up irrigation system, eventually the kind of land that is available in the north that is currently un-utilised and which can be used to grow some of these fast growing grass, I think it is going to help so that they are able actually to situate them appropriately while beginning to encourage individual farmers or a co-operative group of farmers to actually own their own ranches, that is a long term process.

    “But before then, a policy should be set out in which they are able to aggregate them in some places, then within those areas where there is a clear understanding and there is enough lands for them.

    “In most parts of southern parts of the country now, we don’t have enough lands for our farms and all the issues we are talking about now concerning agriculture is actually becoming a problem asking people to go into farming because they are not sure when their crops are going to be destroyed.”

    On the peace in Delta, Okowa said, “Some states have got to do a lot of things including my state to create a reasonable peaceful coexistence because we have a very active process in my state. I have a special assistant who is from the north appointed. I have a special assistant too who speaks very good Hausa language also from Delta State.

    “These are constantly in the bush relating with the people, they are constantly with some other Hausa/Fulani settlers from the locality relating with these people and trying to encourage them to do what is right. But even then, we still have occasional flash points in my state. I think that a strong statement from the presidency will probably minimize the level of destruction of lives and the security agencies will probably take it more seriously.”

    Minister of Agriculture and Rural Development, Chief Audu Ogbeh, had last week, disclosed that everything had been put in place by the Federal Government to establish cattle colonies that would solve the continued herdsmen/farmers conflict in parts of the country.

     

  • Anchor Borrowers Programme: Input suppliers seek Delta state intervention over N40m debt

    Input suppliers and off-takers under the Anchor Borrowers Programme (ABP) in Delta have called on the state government to help facilitate payment for their supplies to farmers under the scheme.

    Mr Emmanuel Ogidi, who spoke on behalf of the suppliers, made the appeal in an interview with News Agency of Nigeria on Tuesday in Abuja.

    Ogidi said that the Bank of Agriculture (BOA) had not paid for the materials worth over N40 million, which the farm input suppliers and off-takers supplied to farmers under the scheme in the state.

    The ABP, a programme of Central Bank of Nigeria (CBN), is aimed at creating economic linkages between smallholder farmers and reputable large-scale produce processors.

    The programme was established to increase agricultural output and significantly improve capacity utilisation of processors.

    The apex bank has set aside N220 billion for loans, aimed at developing the agricultural sector to attain self-sufficiency in food production.

    Ogidi said that the input suppliers and off-takers were appealing to the Delta government, through its Ministry of Agriculture, to come to our aid.

    “I and some of my colleagues supplied inputs, including animal feeds and other materials, to farmers but we have not been paid for the past four to five months.

    “We are supposed to be paid by CBN through the BOA. We have signed all the documents but they are now bringing in some administrative bottlenecks,’’ he said.

    Ogidi said that some of the suppliers were now facing serious financial challenges because of their cash crunch and lack of funds to run their businesses because of the debt.

    “In fact, we are hungry because we need the money for our business and to feed our families.

    “We are, therefore, appealing to the Government of Delta, as a stakeholder of the scheme, to please come to our rescue.

    “We are also appealing to the BOA to please address whatever the problem is and pay us our money.

    “Some of us have started perceiving the scheme to be a monumental fraud,’’ he added.

    In his reaction, the Delta Commissioner for Agriculture and Natural Resources, Chief Austin Chikezie, acknowledged that the state government was aware of the debt owed the input suppliers.

    Chikezie told NAN that the state government was striving to ensure the success of the scheme in the state, adding that it was looking into how the debt would be defrayed on time.

    He said that his ministry had intervened in the issue, adding that it had written several letters to appropriate authorities to ensure the payment of the debt.

    “As you know, the state government is not the one making the payment; it is the responsibility of the CBN to pay those suppliers who met all the conditions, as defined by the programme.

    “There are certain documentations that are required, particularly the banking documentation which every individual participant must certify before payment is made.

    “The first set of input suppliers under the programme in the state were paid over N1 billion.

    “As a state, we are working to ensure the success of the programme by insisting that the right farmers get the inputs and that the suppliers deliver the inputs according to specifications.”

    Chikezie said that the state government was also making efforts to get more input suppliers and off-takers to come on board as long as they were ready to comply with laid-down standards, in line with the programme expectations.

    A source at CBN, who preferred anonymity, said that the bank was not active in the Anchor Borrowers Programme in Delta.

    “We are presently active in 20 states. It is the Delta State Government that is responsible for the finance of the programme in the state,’’ he added.

    Meanwhile, efforts to get the reactions of the Managing Director of BOA to the issues and claims have proved abortive, as he did not pick calls nor reply SMS sent to him.

     

  • Anchor Borrowers’ Programme: Delta fish farmers receive N1.2bn loans

    Fish farmers in Delta have received N1.2 billion loans under the Central Bank of Nigeria (CBN)’s Anchor Borrowers Programme (ABP).

    Mr Ambrose Nwabuzor, Loan Officer, Bank of Agriculture (BOA), Asaba, disclosed this in an interview with the News Agency if Nigeria in Asaba on Sunday.

    Nwabuzor said that the BOA secured the release of N1.2 billion to the fish farmers under the private window of the ABP.

    He said that the beneficiaries provided enough securities to guarantee the drawdown of the loan from the CBN.

    “Under the private window, we have secured the release of N1.2 billion to eight anchors that came together to form a fish farm.

    “Each of the anchors gave us an irrevocable post-dated cheque (security) and they profiled their farmers,” he said.

    He also said that the BOA was working to secure the release of another tranche of loan for the anchor off-taker in fisheries.

    The BOA loan officer said that the off-taker had also provided security for the loans and profiled his farmers under the scheme.

    According to him, the programme is compact in nature and should bring all the major stakeholders together in form of a chain.

    “An anchor off-taker is the most important person in this chain for without him the programme cannot succeed.

    “He must have the financial strength to pay input suppliers, profile and pay his farmers, mop all the farm produce, store, process, preserve and market them at convenient.

    “Here in Delta the ABP has both the private and the state windows,” he said.

    Nwabuzor said that the Delta Government keyed into the state window to produce oil palm, rice cassava and fish.

    He said that because the oil palm had long maturity period it was not part of the programme.

    “So, we have only three items in the programme, but unfortunately the state has not been able to secure an anchor off-taker for cassava and rice.

    “So, no money has been released to BOA for payment of input suppliers and farmers in the state,” Nwabuzor said.

    He, however, advised the state government to assume the position of an anchor off-taker under the scheme by providing BOA with an Irrevocable Standing Payment Order (ISPO).

    He said that the document that would ensure that the loans were recovered from the farmers.
