    It has been three years since I wrote to you. Not that I forget your anniversaries, but the zeal has not been there. The spirit just told me to write on this your fourth anniversary, which is why I am writing. We are all very fine here, although we miss you sorely.

    So much information to pass on, I do not know where to start. I will kick off shortly with politics, the palm oil with which you ate your yam, but let me start with another matter that is very dear to your heart. About 15 months after you passed on, your former colleagues in the Seventh Senate honoured you by passing the Corporate Manslaughter Bill into law, specifically on 23rd of September 2014.

    I recalled how pained you were after the Dana Airline crash of 2012, especially those family friends we lost. This was what prompted you to come up with the bill which seeks to punish corporate negligence and dereliction of duty, leading to death of victims, something still not adequately covered by our existing laws. The bill is still waiting for presidential assent and I believe it will be done someday

    Now politics, it is no longer news that our party, the party you toiled with others to form, the All Progressive Congress, APC, won the 2015 presidential elections, although we could not replicate the same victory in Delta. Even though muffled and suppressed, politicking for the 2019 general elections has started. Normally our party in Delta should have a better outing in 2019 than in 2015, but infighting, which you envisaged and put measures in place to avoid, is still ravaging the party.

    Many new entrants have joined the party. Ordinarily, this should have strengthened the party in Delta State, made it more formidable and ready for 2019 governorship election. But internal wrangling is hampering the progress of the party. Elections are at least 20 months away, so we are hopeful we can put our acts together before then. But we need a lot tact and selflessness. Egos also need to be put in check, while the interest of the party should be paramount.

    There is a potential landmine the party needs to carefully navigate though: who bears the governorship flag in 2019. Things have not changed, so where the candidate will come from is more important to people than the quality and competence of the candidate.

    Zoning has become ingrained in the minds of our people. Currently, Delta North feels it is their turn to govern Delta State and they have the sympathy of many Delta South people, who feel their surest way to clinch the governorship in the future is through zoning. All explanations that zoning is an elitist arrangement that benefits only a few and has no bearing on the average Urhobo, Isoko, Itsekiri, Ijaw, Ndokwa, Ika person or other Deltans on the street fall on stone.

    Many feel APC must field a Delta North candidate or risk its party men and women from Delta North and even many from Delta South working and voting against the party in 2019. Those opposed to zoning argue that it is cheap blackmail that the governorship in Delta state, whether PDP or APC, has never been zoned. For me what is important is that whoever wants to fly the party flag must come out and prove his/her popularity across the three senatorial zones and give a road map on how to defeat the ruling People’s Democratic Party in 2019.

    The person must also have a far better deal than the PDP has offered since 1999. Anybody who has these qualities does not need to play the ethnic card to win the primaries or election. Time is running, but they say 24 hours in politics is a long time and we still have about 20 months within which anything is possible.

    The other tricky issue is that since many of our people have ingrained zoning, if APC fields a Delta North candidate and wins the governorship in 2019, what will happen in 2023, when, in the minds of our people, power should move back to Delta Central? Do governors in Nigeria voluntarily do one term? Will a sitting governor in oil-rich Delta agree to do one term? You can see we need the Wisdom of Solomon to see APC in Delta through in the months ahead.

    The party does have a good chance, if the party can put its house in order because Delta State can do with better governance. The state lacks vision and vision drivers. If you see Lagos, you understand what Delta is lacking. No matter who is there in Lagos, things move seamlessly because there is a guiding vision. Past governments had the opportunity to lay a firm foundation but blew it. The period from 2007 to 2015 was exceptionally disastrous.

    Those were locust years characterized by a monumental lack of distinction and sincerity. So much promised, so little fulfilled. Even though this government is barely two years, many Deltans on the street, tell you nothing has changed.

    APC has a very good chance in 2019, but can it come to the party? So that is basically the situation with your baby, the APC, in Delta State. Tragically, we lost one of your former your political allies, Sir Olisaemeka Akamukali, in a freak road accident on June 13. Very sad; just in case you run into him, express our love.

    At the national level, the trending issue is political and economic restructuring, which means different things to different people. Independent People of Biafra (IPOB) want Igbos out of Nigeria. They organized a sit-at-home, which grounded human and economic activities in the South East on May 30, 2017. Sorry you are wondering which one is IPOB again. Okay, they are the new kids on the block in the struggle to actualise a Biafran Republic.

    They have taken the sail off MASSOB, or so many people think. Anyway, the actions of IPOB angered some groups of Youths in the North and they have given all Igbos in the North till October 1 to pack their bags and baggage and get out. They also told Northerners in the South East to come home. In fact, they said they are even tired of Nigeria and want out too.

    Some groups in Yoruba land have also come out to ask for the Oduduwa Republic, while Niger Delta youths, who have always provided “exemplary” leadership, have declared a Republic of Niger Delta. Everybody is talking, but you know, it has always been the same issue: we leave substance and chase shadows. The real issues of equity, fairness, justice, true federalism are not being tackled the way they should. Everybody wants a republic. So in these new republics, the killings in Southern Kaduna will automatically stop. No more clashes between farmers and killer herdsmen in Benue, Plateau, Taraba, Nasarawa and others? In the South East, Nsukka and Ebonyi people will no longer be regarded as second class Igbos?

    The Nwadialas will start allowing their sons and daughters to marry those God’s special creations they call Osu. They will now be allowed to break kolanuts at public gatherings and take chieftaincy titles. In the Republic of Niger Delta, the mutual suspicion between the Urhobos and the Itsekiris will end. The war between Aladja and Ogbe-Ijoh will end, also boundary disputes between communities in Cross Rivers and Akwa Ibom. All controversies surrounding the names of the places where the Maritime University and EPZ are sited will end. Let us continue playing the ostrich.

    But this is my take. I believe in one strong and united Nigeria. I prefer to be part of a big federation, rather than a banana republic. But I believe our federation should be built on equity, fairness and justice with very strong institutions, not individuals. I believe in a fiscal federalism. All the six geopolitical zones are well endowed and can actually strive economically if driven by people with vision.

    The whole idea of converging in Abuja every month to share money kills initiative and industry. I desire a true federation where every region controls its resources and pays a portion to the centre, which will be in charge of defence, immigration, foreign affairs, a common national currency, etc., but each region should have its police. You always canvassed for that. This will deepen the concept of community policing and reduce crime.

    I believe the centre is too powerful and much power should devolve to the federating units. Currently the legislature, executive and, if necessary, the judiciary are the only institutions with the legitimacy to make these things happen and they must move fast. The Nigerian people, especially the youths, are already seizing the initiative. The problem is that it is not well coordinated and that is a recipe for chaos and disaster. But I know we shall pull through this patchy period. We have been in worse situations than this.

    Delta will emerge largest producer of oil by 2018 – Gov Okowa

    Governor Ifeanyi Okowa of Delta State has said with the current peace enjoyed in the state, it is possible that the state emerge largest oil producing state in the country by 2018.

    According to Daily Post, Okowa made the prediction at the palace of the Okobaro of Ughieveen Kingdom, HRM. Matthew Ediri Egbi JP Owhawha shortly after he commissioned 10.8 Kilometres rehabilitated/resealed Okpare-Umolo-Ovwodokpokpor, Kiagbodo roads in addition to the inspection of Ewu and Okpe-Olomu roads.

    Governor Okowa noted that the State Government could not meet up to the expectations of its people because of the little derivation accruing to the state in addition to youth restiveness and militancy.

    The governor appealed to youths in Ughelli South Local Government Area to continue to maintain the existing peace as well as secure Government facilities within their areas.

    In Okowa’s words: “Delta State as fourth producer of oil is not Delta of our dream. We were first oil producer and later second before we went to fourth position. We cannot meet up the expectations of our people. Let us maintain the peace so that we can rapidly go back to second position and if we maintain the peace, by 2018 we will get back to first position.”

    Governor Okowa also commended the traditional institutions for their partnership in ensuring a peaceful Ughelli South Local Government Area.

    The Ughievwen monarch, HRM, Matthew Edirin Egbi JP appealed to the governor to resolve the “power cut” in their area, stressing,” We contribute a lot to power from our place here.

    Commissioning the road earlier, Governor Okowa thanked God for the enablement to complete the project.

    Earlier in his remarks, Delta State Commissioner for Works, Mr. James Augoye stated that the project was awarded on 6th January,2016 to Setraco Construction Company while the Okpe-Olomu road was awarded to Obakpor Engineering Company on 24th March 2016.

    Chairman of Ughelli South Local Government Council, Evang. Paul Etaga hailed the governor for the rehabilitation of the road, pointing out that its benefits is enormous to the people of Ughelli South Local Government Area.

    Paris Funds: Breakdown shows Gov. Okowa received N27.6 billion

    The federal government has finally released breakdown of the Paris Club Refund distributed so far to 36 States in the country, including the Federal Capital Territory (FCT).

    According to the breakdown released by the Federal Ministry of Finance, the governor of Delta state, Senator Dr. Ifeanyi Okowa received the sum of N27,606,963,362.46.

    The breakdown shows that Delta state received the second highest sum with Rivers receiving the highest sum of N34,925,785,322.06 and Akwa Ibom in the third order, receiving N25,981,255,165.12.

    “This fund is strictly for settlement of salary and pensioners stipend,” the Ministry stated in the bulletin announcing the distribution.

    The Delta state government had earlier stated it received N14.5 billion in the first tranche, and released documents of how the sum was spent.

    However, presently, the Delta state government owes primary schools teachers 6 months salaries, secondary schools teachers 6 months salaries, local government workers 6 months salaries and pensioners 8 months salaries.

    Speaking with TheNewsGuru recently on the challenges with States government defaulting on paying salaries, a foremost Delta state Chief, Olorogun Robert Onome, Okpẹ Duke of Esezi Quarters, said the matter has to be addressed properly by the federal government.

    “The constitution created this problem,” he said, adding: “I do not know why States governments should get involved in local teachers’ and local government workers’ salaries”.

    He said primary schools teachers, secondary schools teachers, local government workers and local pensioners relate more with the local government councils than with the state and the federal governments, and that local councils should be given the autonomy of administration.

    Chief Onome went further to urge the FG to pay allocation directly to local governments for local governments to address local administrations directly.

    Delta State Government to host Big Brother Naija Winner

    The Government of Delta state and the leadership of the Okpẹ kingdom are set to host Efe Ejeba, winner of the just concluded BBNaija 2017 reality TV show. TheNewsGuru reports that the Okpẹ Kingdom planning committee are preparing to host Efe in grand style at the state capital and also at the ancestral home of the Okpẹ people, Orerokpe.

     

    Efe Ejeba, who emerged winner of the BBNaija 2017 hails from Okpẹ Local Government Area (LGA) of Delta State. According to reports gathered by TheNewsGuru, members of the Okpe Kingdom planning committee includes Chief Godwin Ejinyere ,Chief Sheriff Oborevwori and others. The duo stood strong in solidarity with Efe by voting and mobilizing others to do so. Details of the reception will made public soon.

    Nigerian, 9 foreigners arrested for crude oil theft in Delta

    The Nigerian Navy Ship (NNS), DELTA said it has nabbed 10 suspected oil thieves on board MT TECNE Vessel in Delta.

    The Commander of NNS Delta, Commodore Ibrahim Dewu, disclosed while parading the suspects at Focados River, Burutu Local Government Area of Delta on Wednesday.

    The suspects are one Nigerian, two Pakistanis, three Ghanians, one Indonésian, one Béninois and two Ukrainians.

    Dewu said that the suspects were caught in the early hours of Tuesday while siphoning crude oil into the vessel from Afremo A platform, a loading jacket belonging to the Shell Petroleum and Development Company (SPDC) in Forcados River.

    According to him, they had siphoned about 2000 metric tonnes of crude oil from the loading jacket before they were caught.

    “Based on intelligence report, at about 02:50am on April 25, 2017, MT Tecne (registered in Panama), was apprehended by NNS Delta patrol team with 10 crew onboard.

    “They are one Nigerian, two Pakistanis, three Ghanians, one Indonésian, one Béninois and two Ukrainians, the Nigerian among them is the Chief Officer while the Captain is a Pakistani.

    ”This vessel has been around our water, what they do is that they go into the high sea during the day, they come late night and connect to the Jacket and syphon crude oil.

    “We have been trailing them for three days, this is the forth night and the vessel is fully ladened with illegal crude oil and this is what they keep doing,” he said.

    The Commander said that the feat was the outcome of the ongoing “Operation Delta Safe Operation River Sweep Two and Operation Tsare Teku” mandates of the Chief of Naval Staff (CNS).

    He said that the navy would continue to check illegalities in the nation`s maritime domain He advised oil companies owning loading jackets to keep constant watch on their platforms.

    “Most of the oil companies have service boats, so they should make it a point of duty to keep watching these jackets both day and night,” he said.

    Dewu said that the suspects and the vessel would be handed over to the prosecuting agency after investigations.

    One of the suspects, a Nigerian, said he joined the TECNE company in 2016 adding that he was directed by one Mr Victor to load crude oil from the jacket. The captain of the Ship, said he was not aware that their action was illegal.

    “We came to load here, I don’t know it is unofficial, I don’t know it is illegal bunkering, we load at night for three days.This is my first time,” he said.

    Rituals: Pastor absconds after allegedly killing church member for rituals in Delta

    Jessiah (surname withheld), a Pentecostal church pastor whose church is in Ugbolu community near Asaba, Delta state is currently on the run after he allegedly killed one Ejiofor Ujah, a member of his church during prayer session for rituals.

    According to Leadership, Ujah was allegedly called by the pastor for a prayer session but was not seen after that. His body was later found by a hunter in a soak-away not too far from the church, with the pastor’s whereabouts unknown.

    The police public relations officer in the state, Mr. Andrew Aniamaka, confirmed the incident, saying two persons have been arrested are still being detained in connection with the act, while investigation is ongoing with a view to arresting the fleeing suspects (the pastor and two others).

    Findings revealed that the incident which occurred Tuesday, February 7, in Ugbolu community, has put terror in the hearts of residents around the area. The church has been deserted by its members since the incident involving their general overseer occurred.

    An insider, Kate Okafor alleged that the pastor had on the fateful Tuesday called the victim for a prayer session and in response, the victim who allegedly smelt a rat of danger told the wife of his movement to the church before the bubble burst.

    But this was not to be when the victim the following day did not return home, this created suspicion and the wife raised the alarm as after she visited the church in her efforts to see the husband met a brick wall.

    Mrs. Rosemary Ujah, the victim’s wife said; “I was confused when I did not find my husband in the church two days after and I raised the alarm after reporting to the police at Ugbolu Police Division and a search party conducted which discovered his corpse in soak away”.

    Unconfirmed sources said the pastor had allegedly been found suspicious before the incident as many occasions, he performed unholy act in the church.

     

  • We must ensure the future of N/Delta is not worse than today – Osinbajo

    Vice President, Prof. Yemi Osinbajo on Monday urged the people of Niger Delta to combine efforts with the Federal Government in order to ensure that the future of the region is not worse that what is obtainable today.

    The vice president made the statement during his visit to the Gbaramatu Kingdom in Delta state.

    Osinbajo was accompanied by the Minister of State for Petroleum, Ibe Kachikwu and was received in Delta State by Governor Ifeanyi Okowa.

    In his address of welcome, titled: ‘we must prepare for the future’, he advocated sustainable development for the Niger Delta region.

    “The Niger Delta that we see today, including this great kingdom, is in the area of poor infrastructure-Few schools, few hospitals, and severe pollution.

    “The Niger Delta of today is one of daily pipeline vandalisation. In 2014 alone, there were over 3,700 incidents of pipeline vandalisation.

    “The Niger Delta of today is one where, aside from environmental degradation, between 1998 and 2015, over 20,000 persons have died from fire incidents, arising from breeched of the pipeline.

    “Everywhere you go, there are signboards of proposed projects, mostly uncompleted or abandoned all together.

    “Many of the initiatives to change the story have not been able to make the big changes required.

    Citing several examples, dating back to the 60’s, down to the present day amnesty programmes, the Vice President said many of such programmes have not been able to meet up with their objectives.

    However, he charged the people, stressing that “the future, is not a future of environmental degradation, poor infrastructure, poor roads” and the likes.

    Rather, it is a future of “progress and development” but according to him, “there is no time, as the future is already here”

    He then went on to state that in order to ensure that the future is not worse than today, three things must happen.

    Also he believes that while the government plays its own part, the people have to combine efforts with it, in order to realise the desired development.

    One of such things, he stressed, was that the people “must recognize the unique environmental and terrain challenges of the Niger Delta.

    “We must recognize that the Niger Delta is a special development zone for this nation.

    “It means that the federal and state governments, the National assembly representatives, along-side the NDDC and the civil society representatives, of the Niger Delta people must sit together and develop and plan and funding arrangement for rapid development.”

    Also in furtherance of development in the region, Osinbajo then revealed that the Pan Niger Delta Forum had come up with 16 dialogue issues that would be extremely helpful in ascertaining its key development priorities.

    He stated that the region must also hold some of the international oil companies, to their agreement with host communities.

    “We must promote indigenous participation in oil companies,” he added.

    He also hinted that in the 2017 budget, provision had been made for the commencement of the Lagos-Calabar railway.

    Osinbajo is expected to also visit a number of oil communities across some Niger Delta states, where he is expected to address issues affecting the region and bring an end to militant attacks on Nigeria’s oil and gas facilities.

    According to a statement from the Office of the Vice President, Prof. Osinbajo would also be visiting Bayelsa and Rivers States at a later date to be announced.

    Spokesperson for the Office of the Vice President, Laolu Akande, described the move as further demonstration of President Muhammadu Buhari’s readiness and determination to comprehensively address the Niger Delta situation.

     

     

  • Delta State Govt joyful over Ibori’s release

    The Delta State Government says it has no case with former Governor, James Ibori and as such was very happy for his release from the London prison.

    The State Commissioner for Information, Mr. Patrick Ukah, stated this in Asaba while responding to questions after briefing newsmen on some of the decisions at the last State Executive Council meeting for the year.

    It would be recalled that Ibori was on Dec. 21 released from prison after completing his sentence for fraud in a London prison.

    According to Ukah, the close associate of the former governor and all those who knew him and loved him expressed joy at his release.

    He said, “We are all very happy that our son, our brother, former governor has been released. So, it is a thing of joy and the only expression as a state is that we are happy.

    “I think for everybody, who has a personal relationship with him, will be very happy and I think that as a state we don’t have issues with our former governor and he is somebody that everybody loved.”
    He said that in the last meeting, the state government had approved the award of more roads contracts and assured that ongoing roads construction would get a boost in April next year.

    He said the roads approved for constructions and repairs include the construction of Abraka Township road in Ethiope East Local Government Area of the state and Owa Alero-Ute Okpu road in Ika North East LGA.

    Others were the construction of Agrarian community roads cutting across Issele-Uku, Onicha-Uku, Ugbodo, Okumnzu, Obumkpa-Idumogo Road in Aniocha LGA and the rehabilitation of Ozoro-Oleh Road in Isoko North and South LGAs.

    Also included is the construction of Burutu Township road in Burutu LGA, rehabilitation of Charles Street in Agbor, Ika South LGA among others.

    The commissioner said that the Ughelli-Afizere roads construction about 8.5 kilometres road would be completed by April next year.

    “Also on the roads construction in Okpanam, the contractor had gone on break and to resume work Jan. 5, and with the mandate to connect the drains. Work will run and receive appreciable impact before April, 2017,’’ he said.

    The release of former Governor of Delta State, James Ibori has triggered wild jubilation in his hometown, Oghara, Ethiope East Local Government Area of Delta State.


    The group of revelers which consists Oghara politicians, elders, women, youths and children danced, drank and chanted celebration songs over the news of the release of the former governor.

    According to eye witnesses at the scene, the ongoing jubilation over Ibori’s release has paralysed Oghara/ Benin Expressway and virtually all streets were blocked, making it difficult for passengers to travel through the routes to their various destinations.
