The FAAC allocation of Delta State: Where the money goes

By Fred Akpewe, Wilberforce Arinze and Grace Akaighe

It is certainly disingenuous for anyone to query the utilization of funds that accrue to Delta State from the Federation account judging by the avalanche of projects and human capital programmes flying all over the place

Delta State is a state like no other in Nigeria. Some call it a microcosm of the Nigerian state.
    MANY CITIES
Delta state parades several cities unlike many other states that have only one city. In Delta State alone we have cities like Asaba, Warri, Effurun, Ughelli, Sapele, Agbor, Kwale, Ozoro , Oleh, Orerokpe, Obiaruku- all competing for their fair share of the state resources

    EDUCATION
Delta state is the only state in the Federation that has as many as 4 state universities- the southern Delta University at Ozoro, the university of Delta at Agbor, Delta state University Abraka and the Dennis Osadebay University Asaba. These universities are fully funded by the state government.

Delta state has the highest number of Technical Colleges in the Federation with some others still under construction. The state has two Polytechnics; one at Ogwashi- Uku , another at Otefe- Oghara. The state also operates two colleges of education at Warri and Mosogar

The state has 1130 public Nursery/ Primary schools and 462 public Secondary schools.

    HEALTH
The state is upgrading and re-equipping about 150 Primary health centres and 64 General hospitals, all funded by the state government. The state contributory Health Insurance scheme has over 2 million enrollees. The state maintains a school of health technology at Ufoma Ughelli and the another one approved by the Oborevwori administration at Ovrode in Isoko North LGA.

Delta state maintains schools of nursing and or midwifery at Agbor, Eku, Warri, Asaba and Sapele
Delta state has a specialist hospital in Asaba and another ( Central hospital) at Warri. These two hospitals are well equipped with modern CT Scan machines and dialysis machines
The contributory insurance health scheme in Delta State guarantees free health care for pregnant women and under 5 children in its government hospitals.

    ROADS AND BRIDGES
Delta state under Governor Oborevwori is a huge construction site. The state government is undertaking the construction of multiple bridges and road
expansion projects across the 25 LGAs
The administration has undertaken over 513 road projects covering more than 1500 kilometers and accompanying drainage systems spanning 950 kilometers.

The Oborevwori administration inherited some projects which are being vigorously implemented. Some of these projects are the 146 kilometers Asaba – Ughelli expressway, the Trans Warri – Ode Itsekiri Road and 19 bridges, Kwale – Beneku Bridge, the Ayakoromo bridge, the Orere – Ewu bridge amongst others. Also ongoing are huge storm water projects at Warri, Effurun, Ugolo and Owa Alero and its surrounding areas.
This Administration completed and commissioned the six floors High Court complex with six well furnished court rooms in Asaba. The Oborevwori administration has completed and commissioned the phase one of the Emevor – Orogun Road (awarded the phase two of the road) and completed the construction of the ibusa- Okpanam by -pass.

In an unprecedented move, the Oborevwori administration recently approved projects worth N275billion to be accompanied with 40 percent mobilization to contractors at a single EXCO meeting

    HUMAN CAPITAL DEVELOPMENT
Governor Oborevwori supports Delta state students in tertiary institutions through the Students Special Assistance Scheme ( Bursary awards). In November 2024, he approved N713 million for the 2024 bursary, benefiting 32,038 students across various public and private institutions. Earlier in March, 2024 the state government disbursed over N674 million for the 2022/2023 bursary assisting 30,116 students nationwide.

Also the state government under Oborevwori’s watch has given assistance to Deltans in the Nigerian law schools. Government has also paid the sum of N3.55bn as counterpart funding for the 2024 Universal Basic Education(UBE) and would continue to do so. The D-CARES programme has been expanded from 36,000 to over 250,000 in less than 2year. This is in addition to programmes like the MORE Grant scheme, the MORE Biz up , WESAP( Women Empowerment Skill Acquisition Programme) which has so far empowered women and persons living with disabilities. All these programmes gulp billions of Naira of state funds
Government has also provided 6,000 farmers with imputs and financial assistance just as government is aiming at raising 50,000 agropreneurs in collaboration with ADP- NEPAD partnership programme for agricultural development,

    STATE CIVIL SERVICE
Delta state government maintains a civil service of about 50,000 personnel with its workforce on a minimum wage of N77,500 per month. The Delta state civil servants are among the most motivated in the country .
As at September, 2024, Governor Sheriff Oborevwori had disbursed over N14.5 billion to fulfill various pension obligations to state retirees. In addition, the administration has settled approximately N5.5 billion in promotion arrears for state civil servants

    OTHER AREAS
The state government spends a lot of money on sports development by providing equipment and training that makes Delta athletes always coming tops in National Championships games.
The state government also commits money in Arts and culture and also in providing succour to widows , the aged and persons living with disabilities. Government maintains a fully equipped Delta State Traffic Management Authority ( DESTMA). We must not also forget that Governor Oborevwori recently donated 31 new operational vehicles to the Police and other security agencies to strengthen their operations.

    CONCLUSION
The administration of Oborevwori has been applauded several times for prudence and transparency in government spending. The Governor has achieved milestones without borrowing a kobo to finance his projects. The Governor has established a policy of fairness to all local government areas by ensuring that N2.1 Billion worth of internal road projects are allocated to the 25 local government areas without prejudice to the global project distribution in the 2025 state budget

With all these glaring evidences how can someone in his right senses , especially one aspiring to govern Delta state in future now pretend that he does not know what the Oborevwori administration is doing with monies from the Federation account?

2025 IWD: Mrs Oborevwori hails women’s contributions to society

The wife of the Delta State Governor, Mrs Tobore Oborevwori has praised the dedication and contributions of women to society, saying men can hardly thrive without them.

Mrs Oborevwori, who is also the founder of the You Matter Charity Foundation(YMCF), made this remark during the commemoration of the 2025 International Women’s Day, organised by her office on Saturday in Asaba.

Addressing over 1,000 women from across the state, she said, “history shows that men cannot achieve their goals without women.”

She also highlighted this year’s theme, ‘Accelerate Action’, noting that there was a growing global commitment to fast-tracking efforts aimed at eliminating barriers to gender equality.

“The celebration of the International Women’s Day reminds us of women’s vital roles, strengths, challenges and contributions to our nation’s growth.

“It also serves as a reminder to us as women, to be intentional about our personal growth and advancement to enable us serve the world around us better.

”As wives, mothers and as women generally, we must pay attention to the small details at home and in our workplaces to harness our potential effectively.

”We deeply celebrate the hardworking women who provide for our families. Our gathering today aims to strengthen our bonds and create a supportive atmosphere where we all can thrive, ” she added.

In her remarks, Mrs Pat Ajudua, the State Commissioner for Women Affairs, Community, and Social Development, said that women were not just the backbone of families and society but also agents of change.

She commended YMCF for its efforts in empowering women.

Similarly, Mrs Bridget Anyafulu, the member representing Oshimili South Constituency in the State House of Assembly, acknowledged that the push for gender equality and inclusion was a global movement.

However, she pointed out that Nigerian women faced additional challenges, including insecurity, food scarcity, and the rising cost of living, which hindered their progress.

She, therefore, called for government’s intervention, particularly in addressing security concerns that had forced many female farmers to abandon their farmlands due to threats from armed groups and violent herders.

A key highlight of the event was the exhibition of locally produced food items by more than 50 vendors from across the state’s 25 local government areas (LGAs).

Vendors showcased a variety of food items, including seafood, yam tubers, gallons of palm oil, bunches of plantains, bags of garri, processed starch, and local delicacies.

As a way of recognising dedication and hard work among the women, the wife of the governor announced Warri North LGA as having the best exhibition stand.

Okpe LGA secured second place, while Aniocha South LGA was awarded for having the best-dressed participants.

Over 300 farmers and aspiring agripreneurs in Delta Central smiled home with essential agricultural starter packs on Friday, marking the grand finale of the two-day Agriculture and Food Security Training and Empowerment Programme facilitated by Senator Ede Dafinone.

The initiative, held at the Petroleum Training Institute (PTI) Conference Centre, Effurun, provided hands-on training in both crop cultivation and fish farming, equipping participants with the skills and tools to kick-start their agribusiness ventures.

Each participant received a starter pack tailored to their specific training module.

Those trained on “Pest Resistance Vegetables: Tomatoes, Pepper, Maize, and Groundnuts” on the first day were handed high-yield seedlings, fertilizers, and pest control chemicals, while the second-day trainees, who focused on “Fishponds and Fingerlings (Juvenile) Fish Farming,” received fish feeds, fingerlings, and pond treatment kits.

The distribution underscored Senator Dafinone’s commitment to sustainable agriculture and youth empowerment.

Speaking at the ceremony, Senator Dafinone reaffirmed his dedication to tackling unemployment and food insecurity through agribusiness.

“Agriculture is the backbone of our economy. With these starter packs, you are not just farmers but entrepreneurs who will contribute to food production and economic growth,” he declared.

He encouraged the beneficiaries to put their training into practice and assured them of continued support.

The training, executed in collaboration with the Federal Ministry of Agriculture and Food Security, Abuja, featured experts who provided practical guidance on modern agricultural techniques.

Resource persons took participants through soil management, irrigation, pest control, and market integration strategies for vegetable farming.

Fish farming trainees learned about pond construction, water quality management, breeding techniques, and disease prevention.

Master Trainer Mr. Obasi Sunday led sessions on tomato and pepper production, while Mrs. Raheem Adejoke Arike educated participants on good agricultural practices for maize cultivation.

Mrs. Olabisi Oladele emphasized groundnut disease control and soil fertility, and Mrs. T. Adeshola introduced innovative methods for high-yield okra farming.

On fish farming day, aquaculture expert Ogechi Happiness Ewa trained participants on sustainable fishpond management and profit-maximization strategies.

For many beneficiaries, the starter packs symbolized a new beginning.

Mrs. Ogechi Ewa, a Senior Agricultural Officer and trainer, praised the program’s impact, stating, “With the enthusiasm shown here, I foresee a transformation in agribusiness across Delta Central.”

Participants, such as Ogiechi Excellent, expressed excitement: “I now understand fish farming better. In a few months, I will be running my own business.”

Olorogun Ejemudaro Salubi, Head of Projects for Senator Dafinone, announced plans for post-training monitoring to ensure beneficiaries effectively utilize their starter packs.

“This initiative is not just about training but long-term impact. We will follow up to ensure you are progressing in your farming journey,” she assured participants.

Victor Bajere, a first-time fish farmer, acknowledged the programme’s value: “I used to think agriculture was for subsistence, but now I see the business potential.”

Another participant, Odia Antonia Sheke, added, “With the starter pack, I can start immediately. I appreciate Senator Dafinone’s commitment to our future.”

The empowerment programme reflects Senator Dafinone’s broader development agenda, aligning with President Bola Tinubu’s national strategy to boost food production and employment.

With the successful conclusion of the training, stakeholders anticipate a rise in agribusiness activities in Delta Central, potentially reducing youth unemployment and enhancing food security.

By investing in agricultural knowledge and providing tangible resources, Senator Dafinone has positioned Delta Central’s youths and women for economic independence, reinforcing agriculture as a viable path to prosperity.

We pay contractors as they turn-in certificates – Oborevwori

…says Orere bridge connects 15 riverine communities

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Friday, said the state government prepares payment schedule on weekly basis to pay contractors as they turn-in their certificates.

The Governor who disclosed this during inspection of Orere bridge in Ughelli South Local Government Area of the state, said his administration would no longer allow contractors take projects they could not finish on time.

He said the Orere bridge which was started by the previous administration, connects over fifteen riverine communities along the corridor.

“This bridge is very key to several communities within this area, without this bridge, accessing those communities is very difficult. So when this bridge is completed, it will be of very great benefit to about 15 communities around this area.

“Like I promised before that we are also going to engage indigenous contractors and that is what we are doing.

“Even though we are using some international companies, we also need to engage our local contractors and I think the quality of work is okay.

“We need to encourage our local contractors, but I am not happy with the speed of work, the momentum is not okay, the contractor needs to step up activity”, he said.

Continuing, Governor Oborevwori, said; “there is no enough speed on this job, if we continue like this, how long will I be coming here for inspection? I believe that when I come again it should be for final inspection before commissioning.

“So the contractor has till the end of this year to see what they will
be able to do, even if we have to reduce their contract work in other places so they can concentrate.

“This is imperative because we can’t just have contractors with so many contracts and moving from one site to another sampling equipment when we are going for inspection.

“We will encourage contractors to take what they can do, when you finish your job on time, we will give you another job so that’s what we will be doing now.

“Those who are having too many jobs, we are going to revoke some of them that are not performing but if you are performing no problem, but if you are not performing we will revoke your contract and give it to those who can perform.

“Before now some will give excuse about payment but there is no excuse about that because we pay you if you have a certificate today, we will pay.

“We don’t do cash budget on monthly basis, we do it on weekly basis to pay people. The contractor have to apply speed on this job because time is running.

“By the time we are celebrating our second year anniversary, I should be able to have a lot of jobs to commission.

“This inspection is to ascertain work done by these contractors and also look at their performance, so coming here today, the quality of work is okay for their standard, but there is no speed, we want speed on this job.”

On the economic viability of the bridge, Governor Oborevwori said, “if there is no economic value there is no way we can put this kind of bridge here but moreover they are also Deltans and like we have promised that we will be fair and just to the people of Delta State.

“From here you can access so many of these villages and bringing their products to the town instead of using boats they will just drive through and even people can come from outside to the communities to buy produce.

“We have over five kilometers of road across because completing this bridge without the road we will not make much meaning to inhabitants of these communities.”

The Governor also inspected the 46km Ohoror-Bomadi Road linking Ughelli North, Ughelli South, Patani, Burutu and Bomadi local government areas.

“There was wild jubilation the day it was approved at the EXCO, and that shows that people are very happy. So it’s not only just to serve the Ijaw people, it also serves part of Urhobo people,” he said.

At Edo Road, Ughell, which is being constructed with concrete, the governor commended the contractor for the quality of work done, adding that when completed with Asphalt overlay, the connecting roads would help reduce traffic around Otovwodo junction.

  • Dafinone empowers Delta Central farmers through agricultural training

Dafinone empowers Delta Central farmers through agricultural training

In a determined effort to enhance food security and boost agricultural productivity in Delta Central, Senator Ede Dafinone has launched a two-day Agriculture and Food Security Training and Empowerment Programme at the PTI Conference Centre, Effurun.

The initiative, organized in collaboration with the Federal Ministry of Agriculture and Food Security, aims to equip farmers with modern techniques to improve crop yield and sustainability.

Speaking on behalf of the senator, Olorogun Ejemudiaro Salubi, Head of Projects in the senator’s office, reiterated that agriculture remains a key driver of economic growth.

She stated that the programme is part of the senator’s constituency capital projects, designed to empower women and youth with essential farming skills to enhance food production and self-sufficiency.

The first day of the training, themed “Pest Resistance Vegetables: Tomatoes, Pepper, Maize, and Groundnuts,” focused on equipping farmers with techniques to combat pest infestations and maximize productivity.

Master Trainers from the Federal Ministry of Agriculture provided in-depth lectures on best agricultural practices, seed preparation, irrigation techniques, and effective pest management strategies.

One of the key resource persons, Mr. Obasi Sunday, led an insightful session on “Production Protocol of Tomato, Hot Pepper, and Sweet Pepper,” educating farmers on how to select quality seeds, prepare the soil, and control pests effectively.

He emphasized the importance of early pest detection, stating, “Many farmers suffer heavy losses due to preventable infestations. With the right pest-resistant varieties and improved management techniques, they can increase their harvests and profits.”

Similarly, Mrs. T. Adeshola, an expert in vegetable farming, conducted a detailed session on okra cultivation, highlighting best practices such as proper spacing, organic fertilizers, and improved disease-resistant seeds.

She noted that farmers who adopt modern techniques could see a significant improvement in their yields and urged them to embrace new methods.

Another critical session was led by Mrs. Olabisi Oladele, who discussed “Profitable Groundnut Production and Major Pest Challenges.”

She educated farmers on soil fertility management, pest identification, and disease prevention strategies.

“With the right knowledge and application, groundnut farming can be highly lucrative. Farmers must pay attention to soil health and use sustainable pest control methods,” she advised.

Also speaking at the training, Mrs. Raheem Adejoke Arike taught participants about Good Agricultural Practices (GAP) for Maize Production.

She stressed the importance of soil testing, crop rotation, and the use of organic manure.

According to her, “Farmers often overlook soil health, yet it is the foundation of a successful harvest. With proper soil management, maize farmers can double their productivity.”

Beyond improving crop yields, the programme also introduced farmers to agribusiness strategies.

Ogechi Happiness Ewa delivered a session on the SHEP (Smallholder Horticulture Empowerment & Promotion) Approach, which helps farmers transition from subsistence farming to commercial agriculture.

She explained that market-oriented farming would help farmers maximize their earnings and contribute to food security.

Additionally, Gloria Owunari introduced the Cooperative Business School (CBS), urging farmers to form cooperatives in order to access financial support and government interventions.

“By working together, farmers can access bigger markets, secure funding, and enjoy the benefits of group empowerment,” she explained.

Beneficiaries expressed gratitude for the programme, describing it as a game-changer in their farming practices.

Mrs. Janet Akpofure from Udu Local Government Area stated, “I have learned so much about tomato and pepper farming.

“Before now, pests destroyed most of my crops, but with these new techniques, I am confident my yield will increase.”

Mr. Moses Edewor from Ethiope West added, “I never knew that proper soil management could impact my groundnut production this much. This training has been an eye-opener.”

The programme will continue tomorrow on its second day, focusing on fish farming and aquaculture, where participants will be trained on fishpond management, fingerling rearing, and sustainable aquaculture practices.

Mr. Augustine Oviri from Ughelli North, who runs a small fish farm, expressed his eagerness for the session, stating, “I have been struggling with high mortality rates among my fingerlings. I hope to learn proper management techniques to improve my fish farm.”

With starter packs set to be distributed tomorrow to all beneficiaries—including high-yield seeds, fertilizers, pesticides, and essential farming tools—farmers were urged to use the items strictly for farming purposes.

Senator Dafinone’s commitment to agricultural empowerment remains steadfast, as the initiative is expected to significantly enhance food production, improve livelihoods, and drive economic growth in Delta Central.

Investment In Education Aids Crime Prevention, says Oborevwori

Delta State Governor, Rt. Hon. Sheriff Oborevwori, Thursday, emphasized the crucial role of effective education in crime prevention, stating that increased investment in the sector could significantly boost security by reducing criminal activities.

Speaking after the inspection of ongoing construction of Model Technical College, Omadino, Warri South Local Government Area of the state, Governor Oborevwori highlighted how access to quality education could provide credible opportunities for young people, steering them away from crime and fostering a more secure society.

Oborevwori reiterated his administration’s commitment to improving educational infrastructure, supporting teachers and implementing policies that ensure effective inclusive learning for all.

He expressed dissatisfaction with some aspects of the project but expressed the hope that the contractors would make the necessary corrections.

Oborevwori said; “I have said that education is my priority and we are using it to checkmate crime. We are doing things that will make people not to be involved in criminal activities. Education is very important to us and I will continue to encourage effective education.

“I want to assure Deltans that we will continue to build on our foundation for future growth and prosperity for Delta State.

“There are other technical schools that are ongoing, like the one in Kiagbodo which is ongoing. The one in Bomadi, we have asked the contractor to go back to site”.

Accountability: Join me on projects tour – Oborevwori tells Omo-Agege, opposition

Governor Sheriff Oborevwori of Delta State has called on former Deputy Senate President (DSP), Sen. Ovie Omo-Agege and other opposition members in the state to join him on tour of projects.

The governor said that the tour would help them see what his administration was doing with funds accruing to the state as well as address their ignorance.

Oborevwori stated this while addressing newsmen on Wednesday after inspecting completed twin-bridges at Ubu River along Ughelli-Asaba Expressway.

He described former DSP,  Sen. Omo-Agege’s criticism of his administration as a manifestation of ignorance and lack of knowledge of the workings of the government.

The governor said that they should join him on the inspection of projects in order to appreciate his administration’s wise and judicious use of government funds.

“I don’t want to join issues with my critics; some say we have gotten so much money and we are doing flyover for over N70 billion. How can flyover be N77 billion?

“Let him come and see what we are doing with money; as a government, we have operated for almost 21 months and we have not borrowed a dime.

“There is no contractor in the state that will say we are owing  him yet our multiple projects are moving smoothly.

“Let him come and see what we are doing with our money; let him come and pass through this road and see the difference from when I took over and now.

“It takes only one hour twenty minutes to get to Ughelli, his local government. The road is good,” Oborevwori said.

The governor expressed delight on the completion of the twin bridges and the progress made on the road, and assured that the entire project would be ready for inauguration by the end of the year.

He said, “few months ago when I passed through this place, I came here for an inspection and what I saw that time and coming today is a different story entirely.

“It’s a come and see situation; you can see it and I am very happy today because this bridge has been causing a little problem on the construction of this road because without this bridge, the Sector C1 cannot be completed.

“With what I have seen today, I know that come May 29 this place can be inaugurated. I am very happy with the good work of CCECC, the contractor for they are promise keepers.
