Delta govt open to constructive criticism – Aniagwu

The Delta State Government has reaffirmed its commitment to democratic ideals and openness to constructive criticism, describing such engagement as vital for growth and accountability.

Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, stated this while addressing journalists in Asaba, noting that the Oborevwori-led administration welcomes honest feedback aimed at enhancing governance.

Reacting to recent protests by some youths in Udu Local Government Area, he said that certain individuals were attempting to incite discontent through false narratives ahead of the elections.

Flanked by Chief Press Secretary to the Governor, Sir Festus Ahon; Director-General of the State Orientation and Communications Bureau, Dr. Fred Latimore; and Executive Assistant on Public Enlightenment, Mr. Olisa Ifeajika, Aniagwu said these persons, unable to challenge the government directly, were sponsoring others to misrepresent facts.

He emphasized that the administration has been fair in project distribution across all 25 local government areas in the state, including Udu, which didn’t overwhelmingly support the Governor in 2023.

“Despite that, the government has invested heavily in infrastructure and human capital in Udu,” he said.

Highlighting key projects in Udu Local Government Area, Aniagwu said over 27.8km of roads and 24km of drains constructed or rehabilitated, including connections to Uvwie, Ughelli South, and Warri South-West.

Aniagwu said; “in terms of road infrastructure, the government is working on DSC roundabout flyover project, transforming the area’s landscape, Rehabilitation of CAC Road, off Orhuwhorun Road, construction of Bezi Road, off College Road, Aladja.

“Further efforts include the rehabilitation of the Ekakpamre–Ekrokpe–Usiefrun–Orhuwhorun Road, which spans both Ughelli South and Udu LGAs.

“Another major project is the reconstruction and construction of the Opete Road, running from DSC Expressway by Plantation City to Opete Waterside in Udu.

“Other projects include the construction of Awharode Street/Awharode Lane in Oghior Town, Dickey Street, which links Orhuwhorun Road to Ekete Waterside Road, in Opete, the construction of Chief Godwin Okporoko Crescent.

“Similarly, Arhavwarien Avenue in DSC Township, Phase 2 of Chief Godwin Okporoko Crescent is also underway in Opete. The government is also carrying out the rehabilitation and asphalt overlay of the Aladja–Ogbe-Ijoh Road, Phase I & II which traverses Udu, Uvwie, and Warri South-West.

“Phase 2 of the same road has already been approved by the State Executive Council and is currently in the procurement process. Contractors are bidding, and bid openings are expected soon.”

Continuing, he said aside road construction, “the State Government is currently undertaking the Udu Harbour Market worth ₦4.8 billion with 230 shops, modern abattoir, lighting for night trading, and security features, revamping and rehabilitation of four primary healthcare centers in Udu Local Government Area.

“In addition, a 4D ultrasound scan machine has been supplied to the General Hospital in Otor-Udu, further boosting healthcare delivery in the area.”

In the education sector, Aniagwu said; “there are ongoing interventions as well. One of the major projects is the construction of a world-class JAMB ICT centre at Ogbe-Udu Secondary School. This facility, once completed, will provide students in the area with access to modern examination and training tools. All of these projects can be independently verified”.

In terms of infrastructure, the state government has also carried out the demolition and replacement of solar-powered streetlights in Ukpiovwin Town and Ogbe-Udu. Several school renovations are underway, including the refurbishment of a block of six classrooms at Okolor Waterside Primary School. In Owhrode Secondary School, an existing block of six classrooms has been renovated, complete with offices and toilets.

Similarly, Ogbe-Udu Secondary School has undergone renovation of a six-classroom block, also with offices and toilets. In Ekete Secondary School, one prototype six-classroom block is being reconstructed, including new offices and toilet facilities.

In education, he said; “several schools are being renovated or expanded, including Okolor Waterside, Ogbe-Udu, Ekete, Otor-Udu. A JAMB ICT centre is also under construction at Ogbe-Udu Secondary School; in Otor- Udu Secondary School in Otor-Udu, a three-classroom block with an examination hall and toilet facilities has also been renovated.

“At Aladja Grammar School in Aladja, both a three-classroom block and a six-classroom block are under construction. These include toilets and offices, along with the supply of furniture for students and teachers.

“The installation of a 500KVA transformer along the Orhuwhorun–Usiefrun Road is also ongoing. All of these are tangible, ongoing projects in Udu Local Government Area, an area that did not overwhelmingly support the present administration during the elections.

“Yet, the government has chosen to invest significantly in its development. This shows a high level of fairness and commitment to inclusive governance.

“A 500KVA transformer has been installed along the Orhuwhorun–Usiefrun Road, and solar streetlights have been replaced in Ukpiovwin and Ogbe-Udu”.

Aniagwu stressed that these projects are verifiable and proof of the administration’s fairness and commitment to inclusive governance. “Development is a duty, and we are fulfilling that duty in Udu and beyond,” he said.

He urged residents, especially youths, not to be swayed by individuals pushing falsehoods for political gain.

“We remain focused on delivering sustainable development across all 25 LGAs, not just areas that supported us politically. Our work will always speak louder than misinformation,” he added.

  • Oborevwori uniting Deltans through good governance — Aniagwu

Oborevwori uniting Deltans through good governance — Aniagwu

Delta State Governor, Rt. Hon. Sheriff Oborevwori, is fostering unity and strengthening social cohesion across the state through inclusive governance, prudent resource management, and people-centered development initiatives.

The State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, disclosed this during an interview with TVC in Abuja on Friday.

Aniagwu stated that Governor Oborevwori’s leadership style anchored on transparency, equity, and justice, is building trust among Deltans and bridging longstanding divides across ethnic and political lines.

“Governor Oborevwori is not just building roads and bridges; he is building trust and uniting the people of Delta State through purposeful governance,” Aniagwu said. “From Warri to Agbor, from Asaba to Oleh, every zone is feeling the impact of government.”

He explained that under the MORE Agenda, the administration has executed impactful infrastructure projects, prioritized local content in contract awards, and empowered communities to take ownership of development.

Aniagwu emphasized that the even distribution of projects and political appointments has helped douse tensions and fostered a stronger sense of belonging among all Deltans.

According to him, the administration’s commitment to transparency and accountability is evident in its regular publication of project updates and financial disclosures, which reflect an open-door governance policy.

Speaking further, Aniagwu addressed the recent political realignment that saw Governor Oborevwori and the entire state political structure move from the PDP to the APC.

He said the decision was taken after careful consideration of the development trajectory of the state and the need to align with the center for greater benefits.

“At some point, we were clear about why we had to leave our former party. Remaining in a structure where internal crises threatened the nomination processes would not serve the interests of development in our state,” he explained.

He referenced unresolved internal issues in the PDP, particularly the controversy surrounding the party’s National Secretary position as one of the key triggers for the defection.

“Even just a few days ago, the INEC position on who should serve as the National Secretary of the PDP was still being contested. That position of Secretary is important and plays a critical role in any party structure, and instability there undermines nomination processes,” he said.

Aniagwu noted that upon moving to the APC, the Oborevwori administration was able to manage the existing party structures and tendencies within the APC effectively, thereby ensuring a smooth political transition.

“We moved in what you might call one fell swoop. There was no dissent; all elected and appointed officials followed. That shows a unified resolve and agreement with the Governor’s leadership,” he stated.

He added that the defection has brought about a more peaceful political environment in Delta State and has enhanced governance and development delivery.

“Our people now see that the decision to align with the center was the right one. We are already attracting greater collaboration with the Federal Government and reaping the dividends in sectors like works, housing, health, and human capital development,” Aniagwu said.

He also hinted at ongoing efforts to build international partnerships, affirming Delta’s growing importance on the national stage.

“We believe Delta has evolved into a critical player in the Nigerian federation, and as such, we are expanding our reach for international collaborations to further enrich our development plans,” he added.

Aniagwu further praised Governor Oborevwori’s ability to manage the state’s diverse political and ethnic interests, even in the face of opposition narratives.

“Even when you are fair and inclusive, there will always be individuals who try to distort reality to serve their political interests. That is expected in politics. But the truth is, we are united, peaceful, and moving forward,” he stressed.

He urged all Deltans to continue supporting the Governor’s vision for a stronger, united, and more prosperous Delta, noting that sustained unity is crucial for the state’s long-term development.

Court jails human trafficker 12 years in Delta

A Federal High Court sitting in Asaba, Delta on Thursday sentenced one Mrs Christiana Uadiale, to 12-years imprisonment with option of N14 million fine for human trafficking.

The presiding judge, Justice F.A. Olubanjo of the Court, who handed down the judgement, said the convict was found guilty on the charges preffered against her by the National Agency for the Prohibition of Trafficking in Persons (NAPTIP).

Accordingly,  Olubanjo, slammed 12 years imprisonment on the convict with option of N11 million fine.

She also awarded N1.5 million each to be paid to the two victims of trafficking for their rehabilitation.

According to the judge, the convict will pay N11 million to the government for her crime with additional N3 million to the two witnesses  (victims) of human trafficking.

The Federal Government in suit No; FHC/ASB/41C/2020 preferred a charge against Christiana Jacob Uadiale, a.k.a Christy Gold for human trafficking.

The convict was arraigned on  a six counts charge bothering on sections 15(b) and 13(4)c of the Trafficking in Persons (Prohibition) Enforcement and Administration 2015.

Uadiale, however, pleaded  not guilty to all the counts and the court granted her bail, and she absconded, but the trial continued in her absence in line with section 352(4) Administration of Criminal Justice Act,2015.

The convict was arrested on Dec 31, 2024, by the Nigeria Immigration Service at the Nnamdi Azikiwe International Airport, Abuja.

While the sentencing trial was on with Justice F.A. Olubanjo, presiding in Asaba, the convict, Mrs Christiana Uadiale, was remanded at the Agbor Correctional Centre.

Reacting to the judgement, Mr Emmanuel Afolabi, (SAN), who lauded the judgement, said he came as a Sentencing Counsel to the Convict.

He noted that he came on a rescue mission for Mrs Christiana Uadiale, who was already convicted,  adding that the judgement which provided option of fine was better for his client.

Afolabi said, “concerning this matter, judgement has just been delivered. We  came after she had been convicted, we came in during the sentencing hearing as a rescue mission.

“Under the law, there is a provision for option of fine, which we argued and the court agreed with us.  She was sentenced and to pay option of  fine of N11 million and another N3 million fine as compensation to the two victims.

”This is better for her and she has the right to live her life and do all the restitution which the court admitted.”

The NAPTIP Prosecutor, Victoria Oburoh, however, said the Agency management has the decision to make on whether to contest the judgement.

She noted that the judgement was fair to the victims and the society and has shown the commitment of NAPTIP, Judiciary and all stakeholders in the fight against human trafficking to bring the heinous crime to barest minimum.

Oburoh said, ”Inasmuch as option of fine is awarded to the Convict, the law itself is clear, there is no an option of fine; it is conviction, imprisonment and fine but we cannot contest that now but the decision lies with the management to take.”

  • Oborevwori prioritizing quality, accountability in infrastructure delivery — Aniagwu

Oborevwori prioritizing quality, accountability in infrastructure delivery — Aniagwu

Delta State Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, has lauded Governor Sheriff Oborevwori for his unwavering commitment to quality infrastructure, financial transparency, and the empowerment of local contractors.

Speaking during a live interview with ADBN Television, Aniagwu emphasized the administration’s deliberate strategy to match project scope with contractor capacity, particularly when engaging indigenous firms.

“It is a disservice to assign a five-star project to a two-star contractor,” he said. “Just like a child must crawl before they walk and then run, we are gradually building the capacity of local contractors by assigning them smaller projects initially.”

He noted that several indigenous firms have progressed from minor assignments to executing more complex jobs such as short-span bridges and roads extending up to 20–30 kilometers. A notable example, he said, is the Orere Bridge project, which is currently being handled by a local contractor and progressing well.

Aniagwu, however, explained that while some major infrastructure projects are still awarded to experienced expatriate firms due to technical demands, most of the materials and labour used such as cement, sand, bitumen, and iron rods, are sourced locally.

“This ensures that funds circulate within our local economy, creating jobs and supporting small businesses,” he stated.

The commissioner stressed that the Oborevwori administration remains firmly committed to empowering indigenous contractors while maintaining high standards.

“We are making steady progress. Every year, we allocate up to ₦2.1 billion specifically for inter-local government roads, in addition to other major road projects that link various LGAs.”

He also highlighted a recent inspection tour by senior editors and veteran journalists who visited multiple project sites across the state.

According to Aniagwu, the visitors were highly impressed by both the quality of infrastructure and Delta State’s consistency in honouring payment commitments.

“They were amazed that once a project certificate is verified in Delta, Governor Oborevwori pays 100%, no delays, no excuses. I say with confidence, that no other state in Nigeria matches that level of consistency.”

He attributed this financial discipline to the governor’s leadership style, which emphasizes results over media visibility.

“Governor Oborevwori is one of the few governors who hardly travels. In the past two years, he visits Abuja occasionally and mostly when there are issues that are beneficial to Delta state and strictly for important state matters.”

Aniagwu added that the governor’s hands-on leadership, backed by a proactive State Executive Council, has ensured that many of the administration’s achievements speak for themselves, even without elaborate commissioning ceremonies.

“There’s so much going on that we haven’t even publicized. But when you come to Delta, the projects speak for themselves.”

He urged citizens and stakeholders to continue supporting the administration, noting that Governor Oborevwori is laying a foundation for inclusive growth and sustainability.

Aniagwu also commended the governor’s recent midterm address to the State House of Assembly, describing it as a historic moment that signposts transparency and public accountability.

“He is the first governor in Nigeria to formally present a midterm report to the legislature, outlining achievements and projections. It is a rare demonstration of leadership responsibility.”

He highlighted key developmental gains across multiple sectors, including roads, education, housing, and healthcare. He noted that over 150 primary health centers have been revamped, with secondary and tertiary institutions also undergoing upgrades.

“We are procuring advanced medical equipment, MRI machines, CT scanners, and more to elevate healthcare delivery across the state.”

While refraining from naming specific contractors to avoid undue promotion, Aniagwu acknowledged the vital roles played by both local and international firms in the state’s ongoing transformation.

“Their work speaks volumes, and we deeply appreciate the professionalism they bring.”

He concluded by reaffirming the administration’s focus on impactful governance, transparency, and long-term development, saying, “Governor Oborevwori remains committed to leaving a legacy of inclusive growth, good governance, and accountable service delivery.”

PROJECT EXECUTION: Why Delta pays 40% mobilization, 100% on certification — Aniagwu

The Delta State Government has reaffirmed its commitment to transparency, efficiency, and accountability in project execution, with a policy that ensures contractors receive 40% mobilization fees immediately after contract approval.

Commissioner for Works (Rural Roads) and Public Information, Mr. Charles Aniagwu, said the upfront payment enables contractors to commence work without delay, while also empowering the government to enforce compliance with project terms.

“Once a contract is approved, we release 40% mobilization, regardless of the total amount. This eliminates excuses and strengthens our ability to demand quality and progress,” Aniagwu stated.

He added that contractors are expected to strictly follow the Bill of Engineering Measurement and Evaluation (BEME), noting that the government pays 100% of any certified project milestone, a shift from previous practices.

“Under Governor Oborevwori, contractors are paid in full upon certification of work. This is part of the governor’s commitment to financial discipline,” he said, adding that Delta is currently the only state offering such robust payment terms, which has significantly improved project timelines.

Aniagwu clarified that projects are awarded strictly based on available resources, not political considerations or populism. “We don’t play to the gallery. We work with what we have, and the governor is disciplined about it,” he said.

He praised Governor Oborevwori’s financial prudence, stating: “Our money is working for us, and for that, we give God the glory.”

Speaking on the impact of global partnerships, Aniagwu noted that engagements with international stakeholders validate the state’s infrastructure policies and introduce global best practices.

“Our visit to China was a major eye-opener. It exposed us to new technologies and the imperatives of measurable project timelines even as our interactions with global players in infrastructure development reaffirmed our approach to development,” he said.

He explained that such interactions enhance knowledge, reveal untapped capacities, and encourage continuous improvement.

Aniagwu emphasized that the Oborevwori administration prioritizes quality over sentiment. “Deltans deserve value for money. Our infrastructure drive is visible and impactful,” he noted.

He concluded that Delta’s financial stability, achieved without resorting to loans, is a testament to Governor Oborevwori’s responsible and prudent approach to governance.

“We are not chasing credit lines. We seek knowledge and meaningful partnerships. The results speak for themselves,” Aniagwu said.

…calls for Greater Unity Among Deltans

Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Monday, expressed heart-felt appreciation to Deltans and other Nigerians for celebrating with him on the occasion of his recent 62nd birth anniversary.

He described the outpouring of love as deeply touching.

The Governor spoke while thanking God for his 62nd birth anniversary during the regular morning praise/worship at the Government House Chapel, Asaba, where he described the outpouring of love and goodwill as deeply touching and uplifting.

Quoting from the scriptures, he said, “Psalm 100 verse 4, we enter His gates with thanksgiving and His courts with praise. That is what I have come to do, to thank God.”

He extended gratitude to political associates, friends, well-wishers, and citizens across the country who sent birthday messages, prayers, and goodwill messages in newspapers/electronics adverts.

“Your kind messages, prayers, and thoughtful adverts in newspapers, and on television and radio stations truly warmed my heart and made my day extra special.

“Even those who didn’t support me politically still wished me well. That shows a deep level of love and maturity. I thank you all,” he said.

The Governor revealed that he often tries to keep his birthdays low-key, joking that he avoided celebrations last year to escape a surprise party.
However, he said that despite his efforts this year, close friends and family found him and celebrated with him.

“I tried to keep it quiet again this year, but some friends and my wife were in on the plan,” he said with a smile. “I was even a bit upset at first, but their love and persistence moved me.”

Reflecting on leadership and unity, Governor Oborevwori urged Deltans to continue praying for the state and its leaders, emphasizing that decisions taken in the spirit of prayer and unity could not be reversed by division.

“Let us stay united; you cannot pray and then turn around to curse. We must move forward together. With unity, more development will come. The love you have shown me must be repaid with service and appreciation.”

He also acknowledged greetings on the pages of newspapers from notable Nigerians. “I was overwhelmed by the number of people who reached out. It’s only God who can truly reward such love,” he added.

The Governor concluded his remarks with a prayer: “May joy, peace, and blessings never depart from your lives in Jesus’ name, I pray.”

Navy destroys illegal refining site in Delta

The Nigerian Navy Ship (NNS) in Delta says it has destroyed a dump site used for illegal refining activities at Obotebe Community, Burutu Local Government Area of the state.

The Commander of the NNS, Commodore Abdulazeez Zubairu, disclosed this while speaking with newsmen in Warri on Saturday.

Zubairu stated that the illegal refining dump site was uncovered by Navy personnel on Thursday and was subsequently destroyed.

He said that the exercise was in line with Operation Delta Sanity 11, under the mandate and strategic directives of the Chief of Naval Staff, Vice Adm. Emmanuel Ogalla.

Zubairu explained that the exercise was in continuation of the war against crude oil theft, illegal oil refining and pipeline vandalism within the NNS areas of operation.

“On June 19, 14 personnel of the NNS Delta were deployed with gunboats and speedboats for the exercise.

“The team proceeded to Obotebe Community in Burutu Local Government Area, where they discovered a dump site used for illegal refining activities. The illegal refining site was immediately destroyed,” he said.

Zubairu said that one 1.5 HP Yamaha engine, a power generating set, six pumping machines and two rolls of hose were recovered from the site.
