    JUST IN: Massive shake-up rocks Nigerian army, affects top officers

    In a major shake-up, the Nigerian Army has redeployed 75 of its senior officers across the country.

    However, the redeployment will take effect from April 3, 2023

    Among those affected were Maj. Gen. Abdul Khalifa Ibrahim of the Multi-National Joint Task Force (MNJTF) in the Lake Chad and the General Officer Commanding (GOC) of 1 Division, Kaduna, Maj. Gen. Taoreed Abiodun Lagbaja

    Gen. Khalifa will be departing MNJTF on secondment to National Center for the Control of Small Arms and Light Weapons (NCCSALW) at the Office of the National Security Adviser (ONSA) in Abuja while Gen. Lagbaja, it was learned, will be leaving the 1 Division Kaduna for the Army Headquarters in Abuja as Chief of Operation (DAOP).

    The current Chief of Operations, Nigerian Army, Major General Olufemi Akinjobi will take over as the General Officer Commanding (GOC) 1 Division, Nigerian Army, Kaduna.

    Similarly, Major General Gold Chibuisi, a Director to the Chief of Army Staff in Abuja will take over as the Theatre Commander of MNJTF in the North-East.

    According to agency reports, Gen. Lagbaja as 1 Division GOC was instrumental to the successes troops have recorded against armed bandits, terrorists and cattle rustlers in Kaduna, Niger, Kebbi, and other North-West States.

    Also, Gen. Khalifa’s gallant stewardship at the MNJTF has been responsible for the decline in the firepower of terror sects in Cameroon, Chad, and Niger Republic, among others.

    Police IG orders deployment of 7 CPs to states, formations

    The Inspector-General of Police (I-G), Mr Usman Baba, has ordered the deployment of seven Commissioners of Police (CPs) to various police commands in states and formations across the country.

    The Force Public Relations Officer, CSP Olumuyiwa Adejobi, disclosed this in a statement on Friday in Abuja.

    He said the deployment followed the recent completion of the Senior Executive Course 44 at the National Institute of Policy and Strategic Studies (NIPSS) by some senior officers.

    Adejobi said the newly deployed CP are: Sadiq Abubakar, FCT, Frank Mba, Border Patrol, Force Headquarters and Arungwa Udo, Department of Finance and Account (DFA), Force Intelligence Bureau, Force Headquarters.

    He said others were Bardaru Lawal, General Investigations, Force Criminal Investigations Department Annex, Kaduna, and Suleiman Yusuf, Admin, Research and Planning, Force Headquarters.

    Adejobi said Ebong Ebong,  Admin DFA, Force Headquarters and Babaji Sunday, Commandant, Police College Maiduguri were also deployed.

    He said the I-G had charged the newly posted officers to hit the ground running in the areas of crime-fighting, public cooperation and safety.

    Adejobi said the police boss also called for support and cooperation from the public to the new police helmsmen to enable them perform optimally on their mandate.

    Insecurity: INEC voices concern over 2023 polls, says adhoc workers jittery of deployment to troubled areas

    The Independent National Electoral Commission (INEC) has expressed its concern over the possibility of a challenging 2023 general elections especially as the security challenges in the country seem to be on the rise.

    According to the electoral agency, the mounting security challenges and electoral impunity cannot guarantee a conducive atmosphere for the electoral process.

    INEC said the fear of deployment to conflict areas by adhoc staff is worrisome, adding that many of the over one million non-permanent workers, who participated in the 2019 polls, showed apprehension.

    Threats to peaceful elections highlighted by the commission include communal conflicts, farmer/ herder conflicts, insurgency, secessionist agitations, banditry kidnapping, and “plain criminality”.

    However, the agency assured that it would find ways of navigating through the challenges.

    INEC National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye said the challenges are real.

    He said the country must break the circle of impunity, violence and identity theft to have peaceful polls.

    Okoye said: “There will be challenges for the 2023 elections. There will be challenges of heightened insecurity in most parts of the country and the commission must find ways and means of navigating through these challenges. These become difficult in situations where ad-hoc staff members are nervous at being deployed to conflict areas as they are not sure of their security.

    “The country must also break the cycle of impunity accentuated by electoral violence and make our elections as civil as possible. The commission must also find ways and means of populating some of the newly created Polling Units. The commission will therefore, accelerate voter education around the communities and also engage in batch transfer of voters.

    “There is also the challenge of trust and confidence in the electoral process. The commission has increasingly deepened democracy through the use of technology and those that are engaged in multiple voting and identity theft will have a hard time during the 2023 general elections.

    “There are different dimensions to the security challenges in the country. We have communal conflicts, we have farmers/ herders conflicts, we have insurgency, we have secessionist agitations, we have serious cases of banditry, we have breaches of territorial integrity of the country, we have cases of kidnapping and plain criminality in different parts of the country.

    “The commission has offices in the 774 local government areas of the country and we have information on the different problems and challenges in the country.

    “The law gives the commission the power to do all that is possible to enable persons displaced by one challenge or the other to vote. We will remain confident and courageous and maintain robust consultation and engagement with the security agencies in degrading security challenges in the country.

    “INEC has been conducting elections in difficult and challenging circumstances. Presently, we have 176,846 polling units in the country and these polling units must be serviced during elections.”

    Okoye, who recalled that 73 political parties participated in the 2019 elections, said new parties may be registered while some existing ones may be deregistered.

    He added: “During the 2019 general elections, the Commission engaged over a million ad-hoc staff and these staff must be deployed, their allowances paid and they must be housed.

    “As you know, a total of 73 political parties fielded candidates during the 2019 general elections, and the commission printed ballot papers and result sheets for 84 million registered voters.

    “The commission also registered and created polling units for Internally Displaced Persons in various parts of the country and made sure that they voted during the election.

    ”The management and organisation of a political party is a serious venture. In Nigeria, and as far as the commission is concerned, all political parties are equal and have the same incidents of registration.

    “The fact of application does not automatically result in registration. A political association wanting to transmute to a political party must satisfy constitutional, legal, and administrative requirements.

    “Only associations that satisfy that qualifying threshold will be registered. The commission also has the constitutional and legal right to deregister political parties that are not productive. Our resolve is to remain within the context and ambit of the law.”

    Deployment of 5G network at 97% completion nationwide – NCC

    The Nigerian Communications Commission (NCC) has confirmed it is 97% ready for the implementation of 5G deployment in the country.

    In a statement issued on Thursday, NCC Executive Vice Chairman, Professor Umar Danbatta, confirmed the readiness at the annual African Tech Alliance Forum (AFRITECH) 2021, held in Lagos with the theme: “Embracing Changes and Digital Transformation in the New Normal.”

    Danbatta stated that this paradigm shift in communication has led to a significant increase in network connectivity requirements as a result of an unprecedented upsurge in internet traffic, occasioned by the use of a plethora of web applications.

    He explained that the NCC is working with operators to implement a number of initiatives to ensure network expansion.

    These, he said, include an ongoing plan to auction spectrum in 3.5 gigahertz (Ghz) band to operators for the deployment of 5G network in Nigeria.

    “Already, we are set for the auction of some spectrum slots in 3.5GHz band. The other day I was at the National assembly, I informed the senate that we were 95 percent ready for 5G. Today as we speak, I am delighted to tell you that we are already at 97 percent completion,” he said.

    “Consistent with our mandate as enshrined in the Nigerian Communications Act 2003 (NCA-2003) and other guiding legislations, we have been working to ensure the penetration of broadband services in line with Federal Government’s targets, as contained in Nigerian National Broadband Plan (NNBP), 2020 to 2025.

    “The Committee set up to auction the Spectrum has already developed an Information Memorandum (IM) which is already published for inputs and comments from all industry stakeholders. Prior to this, a 5G deployment plan was developed and we have since secured Federal Government’s approval.”

    He stated that the trend has made remote work, virtual meetings, virtual studies, and virtual healthcare delivery, among others, the new normal.

    The NCC boss was represented at the event by the Director, Spectrum Administration at the commission, Engineer Oluwatoyin Asaju and the commission’s Director of Public Affairs, Dr. Ikechukwu Adinde.

    Ahead of the February 16, 2019 Presidential election and the National and State Houses of Assembly election which holds subsequently, the newly appointed Acting Inspector-General of Police IGP Mr Adamu Mohammed has called on Police officers to brace up for the task ahead as they would be heavily deployed for the election.

    The IGP made the call in his inaugural speech at the his Conference Hall Force Headquarters Abuja on Wednesday saying that the Police Officers from the rank of Constable to the Deputy-Inspector General of Police DIG should be ready to ensure a successful election in 2019.

    He said that the activities and actions of the Police officers would be subjected to public scrutiny and charged them to abstain from actions that will bring the Force to disrepute.

    According to him, the upcoming general election would witness heavy deployment of Police personnel and added that he is that the force has the operational capacity to do that.

    The IGP further said that the Police Force is blessed with the brightest and most intelligent personnel and expressed the optimism that the task ahead is surmountable.

    At the event, the outgoing Inspector-General of Police IGP Mr Ibrahim Idris said that he is retiring from the services of the Nigeria Police Force having served the nation for 35 years.

    The 19th IGP Idris who formally handed over to AIG Adamu Mohammed as IGP as 20th IGP in acting capacity thanked the officers and men of the Nigeria Police Force for their support during his tenure of office as the IGP.

    The ceremony was witnessed by Police officers from the rank of Constable to that of Deputy-Inspector-General of Police DIG.

    Moreover, three Deputy-Inspectors-General of Police DIGs Audi Gambo, Umaru Tanko and Umaru Gusau were retired from service by the outgoing IGP to pave way for the acting IGP to assume duties.

    Why Buhari ordered deployment of 30,000 policemen to Ekiti State – APC

    The ruling All Progressives Congress (APC) has defended the deployment of 30,000 police officers to monitor the governorship election scheduled to hold on Saturday, July 14 in the state.

    The ruling party explained that the decision was necessary to ensure peace and order during the highly tensed poll.

    The party stated its position in a statement issued by its National Publicity Secretary, Malam Bolaji Abudullahi, in Abuja on Thursday.

    The party’s position was in response to claims by Peoples Democratic Party (PDP) that the policemen were deployed to harass its supporters to favour APC’s Governorship candidate, Dr Kayode Fayemi

    “As usual with elections, extra security deployment is routine to keep the peace for credible and transparent elections.

    “With PDP’s claim in its press statement, it is obvious that its leadership does not have the facts of the actual events in Ekiti State or it is deliberately attempting to divert public attention,” APC stated.

    It described the attitude of Gov. Ayodele Fayose of Ekiti on Wednesday as comical, saying it was clearly contrived to give the public impression that he was being persecuted.

    “Somehow, Fayose has contrived to make this election about himself but it is not: the contest is between Dr Fayemi and the professor that has continued to hide behind Fayose’s fingers.

    “What is clear to every voter in Ekiti is that to vote for this professor is to hand Fayose a third term, given their horrid experience with him, they have wisely rejected them both,” APC stated.

    According to the party, PDP in Ekiti has read the hand-writing on the wall and knows that it has lost the election and is only saving face with wild allegations.

    The party added that the story of how Fayose used security agencies to manipulate the last election was still fresh in the memory of the people of Ekiti.

    “Unfortunately for him, he has no such opportunity this time, winning a free and fair election is a strange territory to him and that’s why he is looking stranded.

    “It is therefore, mischievous of PDP to continue to claim that the police assaulted Fayose on Wednesday after Fayose himself has apologised to the police authorities for lying against their officers,” APC said.

    It maintained that the ultimate decision about who would govern Ekiti was with the people , which they would make on the principle of one man one vote.

  • Army redeploy spokesperson, 398 other senior officers

    A major shake-up in the military has seen the redeployment of the Director of Defence Information, Defence Headquarters, Maj-Gen. John Enenche, and 398 other senior army officers.

    A statement from the Director of Public Relations, Nigerian Army, Brig-Gen. Sani Usman, said the postings and redeployments of the affected officers represented the 2017 Fourth Quarter Postings.

    Gen. Usman said the postings were with effect from January 2, 2018.

    The statement reads: “The Nigerian Army has today, Friday 29th December 2017, released the 2017 Fourth Quarter Postings and Appointments of its Officers.

    It will be recalled that recently, some senior officers were promoted to the ranks of Brigadier-General and Major-General, while some have also left service on completion of mandatory years of service in the Army.

    The posting is also aimed at injecting new hands to further actualise the vision of the Chief of Army Staff, Lt-Gen. T. Y. Buratai, which is ‘to have a professionally responsive Nigerian Army in the discharge of its constitutional roles.’

    Accordingly, the posting and redeployment has affected some Principal Staff Officers at Defence and Army Headquarters, Corps Commanders, General Officers Commanding (GOC), Commandants of Training Institutions and Directors, amongst others.

    In all, the postings and appointments affected 399 officers.

    Those affected include Major General R.O. Yusuf, Commander Training and Doctrine Command (TRADOC), who is now the Chief of Policy and Plans (Army); Major General A.A. Salihu, Chief of Defence Communications, will now take over as Commander, TRADOC; Major General L.O. Adeosun, also from Defence Headquarters, has been appointed Commander, Infantry Corps; Major General C.M. Abraham has been moved from 2 Division to Defence Intelligence Agency as Deputy Chief of Defence Intelligence while Major General O.F. Azinta replaces him as General Officer Commanding 2 Division.

    Major General U.S. Yakubu is now to take over as Commandant of Martin Luther Agwai International Leadership and Peacekeeping Centre; Major General F.O. Agugo is now Commander, Command Army Records; Major General J.S. Malu is now the Corps Commander, Nigerian Army Engineers and Major General J.G.K. Myam, the Director of Operations is now the Commander, Army Headquarters Garrison, Abuja.

    Others affected include, Commander Guards Brigade, Major General M.S. Yusuf, who is now General Officer Commanding 6 Division, replacing Major General E.O. Udoh, who is reassigned to 81 Division as GOC. In the same vein, Brigadier General U.T. Musa is now the Commander Guards Brigade. Major General I.B.J. Okeke is now Corps Commander, Nigerian Army Medical Corps, while Major General K.O. Kadiri is now Group Managing Director, Nigerian Army Welfare Holding Limited/Guarantee.

    Similarly, Major General E.J. Enenche has been appointed Commandant Army War College Nigeria, while Brigadier General J.A. Agim is now the Acting Director Defence Information and Brigadier General J.T.E. Chukwu is now the Commandant of Nigerian Army School of Public Relations and Information.

    Brigadier General L.T. Omoniyi has been appointed as the Commander of the newly established 17 Brigade with Headquarters in Katsina; Brigadier E.T. Essien is now Commander 29 Task Force Brigade, while Brigadier General T.A. Lagbaja is coming from Headquarters 8 Division to Army Headquarters as Acting Director Operations and Brigadier General G.N. Mutkut takes over as Commander 7 Multinational Joint Task Force Brigade.

    All the postings and appointments take effect from 2nd January 2018.”

     

  • Head of Service approves deployment of nine perm secs

    The Head of Civil Service of the Federation (HCSF), Mrs Winifred Oyo-Ita, has approved the deployment of nine permanent secretaries to various Ministries, Departments and Agencies.

    This is contained in a statement made available to the News Agency of Nigeria (NAN) on Friday in Abuja.

    The deployment is as follows: Mr Aminu Bisalla – Niger Delta Affairs; Aliboh Leon Lawrence – Special Duties Office (OHCSF); Odewale Samson Olajide – Budget and National Planning; Dr Umar Mohammed Bello – Special Services Office (OSGF), and Sulaiman Mustapha Lawal – Career Management Office (OHCSF).

    Others are Adekunle Olusegun Adeyemi – General Services Office (OSGF); Ekaro Comfort Chukwumuebodo – Federal Civil Service Commission (FCSC); Dr Abdulkadir Mu’azu – Ministry of Mines and Steel Development, and Osuji Ndubuisi Marcellinus – Service Policy and Strategies Office (OHCSF).

    The head of service directed that the processes for handing and taking over should be completed on or before Jan. 8, 2018.

  • Redeployment saga: Owoseni reacts, says ‘I’m not aware of such information’

    The Commissioner of Police in Lagos State, Mr. Fatai Owoseni, on Wednesday, said he was not aware of the appointment of a new police commissioner for the state.

    Owoseni told newsmen at the Lagos State Police Command, Ikeja, that he was yet to receive any directive concerning a new police commissioner in the state.

    “When we get the information, we will let you know,” Owoseni told journalists, in reaction to reports of his reassignment, which was published by some online media organisations.

    Owoseni spoke at a conference on security challenges in health institutions scientific Lagos University Teaching Hospital in his capacity as the Lagos police commissioner.

  • Eid-el-Fitr: IG orders massive deployment of Police personnel nationwide

    The Inspector-General of Police, Mr Ibrahim Idris, on Friday ordered zonal Inspector-General of Police and Commissioners, to deploy massively policemen across the country for the Sallah celebration.

    A statement issued in Abuja by the Force Spokesman, CSP Jimoh Moshood, said the operation would cover recreation centres, public places and critical infrastructure and public utilities.

    He said federal highway patrol teams, Safer Highway Patrol, and anti-crime patrol teams had been deployed on major roads and highways nationwide.

    Moshood said police officers were under strict instructions to be civil, polite and firm in carry out their duties.

    He said Special Police deployments would be made to flash points.

    “The Nigeria Police Force is hereby imploring members of the public to cooperate with Police personnel deployed in their localities,” he said.

    “The Inspector General of Police wishes the Muslim faithful and all Nigerians happy Eid-el-Fitr celebration.

    “He enjoins them to be security conscious, vigilant and report any untoward incident or happening observed in their locality to the nearest Police station,” he added.
