    FG appoints Patricia Chukwu as new NBTI Director-General

    The Federal Government has appointed Dr Patricia Chukwu as the  Director-General / Chief Executive Officer of the National Board for Technology Incubation (NBTI).

    Chukwu’s appointment was contained in a statement made available to newsmen on Tuesday in Abuja by NBTI’s Head of Corporate Communications and Media, Reuben Shagu.

    According to the Shagu, the appointment of Chukwu took effect on 1st May 2023.

    He said: ”Until her appointment Chukwu was the Director of the South East zonal office of the board.

    “The new Chief Executive Officer also served as the Pioneer Centre Manager for the Technology Incubation Centre. Nnewi.

    “She was also the pioneer Zonal Director, NBTI South East and she championed the establishment of many Institution-based Technology Incubation Centres in Tertiary Institutions across the country .”

    Chukwu holds a PhD in Agricultural Extension from Ebonyi University and an MSc and PGD in Technology Management from Enugu State University.

    Chukwu, who doubles as an expert in Technology Incubation Programme has a first degree in General Agriculture.

    She is a member of many Professional bodies, including the National Business Incubators Network of America.

    Added to her academic portfolio are 40 research publications and 11 patents.

    Labour Party sacks Peter Obi’s Director-General, Doyin Okupe

    The Ogun state chapter of the Labour party, (LP) has sacked the Director General of the Peter Obi Presidential Campaign Council, Doyin Okupe from the party over intra party issues.

    Okupe was sacked alongside 10 others for alleged non-financial membership status, high-handedness and financial recklessness.

    This was made known by the Chairman of the party in Ogun State, Michael Ashade, in Abeokute, Ogun State capital on Thursday.

    Ashade noted that Okupe and others fired breached the constitution of the Labour Party.

    Ashade said Okupe has ceased to be a LP member for his “failure to meet the mandatory constitutional requirements to fulfill membership status.”

    According to him, Okupe had failed to pay his membership dues since the last six months he joined the Party, saying he has therefore forfeited his membership of the Labour Party and he is no longer fit to act as the Director General of Obi’s campaign council.

    He stated that the offenses of Okupe amd and the other 10 are against Article 9(3) sub(iii) and Article 9(3)xi of the LP constitution.

    He accused Okupe of mismanaging the funds approved for the LP in Ogun to mobilize members for the rally held last week at Ibadan, the Oyo State capital.

    While notifying the LP National Chairman, Barr Julius Abure of their decision, they called on Obi to immediately appoint another DG for the PCC from the North.

    Meanwhile, Doyin Okupe is yet to react to the sacking as all effort to get him to speak on the matter proved abortive.

    NIMET releases list of flood risk states, advises occupants to vacate

    About six states in the country will experience flooding in a few weeks, the Nigerian Meteorological Agency (NiMet), has predicted.

    NIMET has now appealed to people living in flood-prone areas to vacate to prevent disaster from happening.

    This projection was made known by the Director General of NiMet, Prof. Mansur Matazu, via a statement on Tuesday in Abuja.

    Matazu listed the affected states to be Sokoto, Bayelsa  Borno, Kebbi, and the Delta States

    He explained further that some states are flood risk states based on the soil sample taken for the experiment.

    It stated, however, that flooding is already ravaging some communities in Jigawa and Sokoto states following increased rainfall in the last few days, as hundreds of houses and swathes of farmlands have been ravaged by the flood.

    According to him, these patterns will continue in the coming days or weeks, adding that the recent analysis of the soil moisture carried out in the last 48 hours showed the states were most vulnerable to flood.

    According to him, the high-risk areas are the central parts of Borno State, the northern parts of Kebbi and Sokoto states, including central parts of Kaduna State with a portion of some parts of Bayelsa State and Delta State.

    He said the medium-risk areas include central parks of Kebbi, Zamfara, Niger and western parts of Kaduna, parts of Plateau, Nasarawa, and Taraba states, and southern Borno and Yobe states, just as the forecast shows a low risk of flooding in the remaining parts of the state

    Prof. Matazu further explained the climatic conditions for the remaining wet season; August to October 2022, saying that southwestern states like Lagos, Ogun, Osun, much of Oyo, Ondo, parts of Ekiti, and the Edo States; will experience normal to above rainfall in the period under review; while normal rainfall conditions are expected in the central states, most of Kaduna, Adamawa, Edo, Ekiti, Oyo, parts of Bauchi, Gombe and the Ondo States.

    NiMet thus advised states and emergency response agencies to upscale awareness around vulnerable areas and advise the residents on evacuation plans, adding that those who live around flood plains are very vulnerable and should take safety precautions.

    He also tasked states to conduct a vulnerability assessment and work with the vulnerable communities to mitigate the impacts of the flood.

    Meanwhile, the DG further stated that about 12 states are expected to experience above-normal rainfall from August to October in the 2022 rainy season.

  • Orji Kalu becomes Ahmad Lawan’s campaign DG

    Senate Chief Whip, Dr Orji Uzor Kalu, has been announced as the Director-General (DG) of the Ahmad Lawan Central Campaign Organisation.

    This development occured as a fallout of a meeting held in Abuja on Thursday.

    The well attended meeting had the Chairmen of eight committees of the campaign organisation revealed.

    The team met behind closed doors to fine-tune strategies and consolidate on the gains made so far.

    Lawan’s team led by Kalu is expected to strengthen the campaign organization and build a stronger cohesion that would deliver the All Progressives Congress (APC) ticket.

    Lawan who is the Senate President and Chairman of the National Assembly is running for the office of the Nigeria President.

    Edo Poll: Oshiomhole attacks Progressives Governors DG, calls him pig, empty brain

    Former national chairman of the All Progressives Congress, Adams Oshiomhole on Monday fired back at the Director-General of the Progressive Governors Forum (PGF), Salihu Lukman, likening him to a pig and an empty brain.

    Recall that Lukman had recently told Oshiomhole to take the back seat while the All Progressives Congress (APC) governorship candidate, Pastor Osagie Ize-Iyamu markets himself to the electorates. The DG said the Edo campaign was appearing more like a contest between Governor Godwin Obaseki and Oshiomhole.

    Responding, Oshiomhole said: “lt takes an empty brain to suggest that I only want to stage a come back to become the national chairman. For what? To go and do a reset?

    He added that his central role in the ongoing campaign for the election of APC governorship candidate, Pastor Osagie Ize-Iyamu, had nothing to do with such interest.

    “So my attitude is not to reply the noise and it is coming from somebody who says he is an employee and appointee of Progressives Governors Forum.

    “He is just like the cowards that are using him that are not able to come out.

    “Otherwise, you should ask this guy, who is now an election expert. He contested for Senate against Makarfi, he lost.

    “He even contested against governor El-Rufai during the primaries and he lost, before Bagudu unilaterally appointed him the DG.

    “So, if he is now the spokesman abusing me and all of that, you want to drag me to his level? No!

    “A gentleman does not wrestle with a pig, if you do you will always be stained and I don’t want to get into that.

    “You want me to engage in a fight with a pig? If you engage in a fight with a pig, the pig already is stained by its nature and you will wear your white garment, and in my own case, khaki to go and wrestle with a pig? I will not.”

    “You see, what I want the media to interrogate is: When I was removed as national chairman, Edo was APC. So do I have to win Edo to become the chairman?

    “Do I look so unemployed? I’m 68.

    “So, what they don’t understand is that, it is not the office of chairman that made me who I am.

    “It is my pedigree from my days as labourer in the textile industry to be the general secretary of textile workers all over Nigeria and becoming the president of NLC.”

    Director-General Trade Negotiation office is dead

    The office of the Trade Negotiation on Monday confirmed the death of the Director-General to the agency, Ambassador Chiedu Osakwe.

    In a statement by the Head, Strategy and Communications, NOTN, Emenike Chibuzor, the DG died on the 22nd September 2019 in Geneva Switzerland after a brief illness.

    According to the statement, he was the Trade Adviser to the Nigerian Economic Management Team (EMT), and also a member of the Nigerian Industrial Policy and Competitiveness Advisory Council.

    “He served as the Chairman of the Negotiating Forum (NF) and Senior Trade Officials (STOs), for the negotiations on the African Continental Free Trade Area (AfCFTA), during which he led the AfCFTA Negotiating Institutions to finalize Stage 1, of the AfCFTA Negotiations (on Trade in Goods and Services), for signature by African Heads of State and Government.”

    The statement added that, “Prior to his appointment as DG/Chief Trade Negotiator Nigeria, Ambassador Osakwe was an Associate Professor on International Trade Policy, Diplomacy and Negotiations (on a leave of absence) at the International University in Geneva. He lectured globally and published extensively in peer-reviewed journals on a range of subjects, including trade policy; fiscal and monetary policies; and, structural reforms.

    “At the World Trade Organization (WTO) where he worked for 19 years (1998-2017), he was a member of WTO Senior Management, serving as Director of the Divisions of Accessions as Doha Development Agenda Special Duties; Textiles; and, Technical Cooperation. He was also, Special Coordinator for Least Developed Countries (LDCs) and Head of the Secretariat Inter-Agency Working Group for the Integrated Framework for LDCs in the Office of the Director-General. He retired from the WTO Secretariat on 8 September 2017.”

    Ambassador Osakwe joined Nigerian Foreign Service on 23 July 1979 after his NYSC, where he worked till 4 May 1998. During this period, he served in various capacities at the headquarters of the Nigerian Ministry of Foreign Affairs in Lagos and then Abuja.

    As a Nigerian diplomat, Ambassador held a number of international positions. At the Permanent Mission in New York, he was Chairman of the UN Sub-Committee on the Legal Aspects of the Struggle against Apartheid (1984-1986).

    He is highly regarded for his knowledge and expertise on international trade policy, globally, and for his contributions to the WTO, African Union, ECOWAS and to the Federal Republic of Nigeria. Funeral arrangements to be announced shortly.

    FG names new DMO director general

    The Federal Government has appointed a director general for the Debt Management Office, DMO. She is Patience Oniha.

    Ms. Oniha, whose appointment took effect from July 1, succeeds Abraham Nwankwo who retired from service last week.

    The DMO is the government agency responsible for coordinating government strategy for the management of public debts.

    Until her appointment, Ms. Oniha served as the pioneer Head of the Efficiency Unit created by the Minister of Finance, Kemi Adeosun, to help government cut costs of governance, moderate overhead expenditure and generate savings from the procurement processes.

    While in office, Ms. Oniha brought her experience, professional ethics and global best practice to introduce several cost limiting initiatives for ministries, departments and agencies.

    Some of the initiatives included the issuance of seven government circulars detailing guidelines to MDAs to check expenditure on specific overhead items and the negotiation of discounts and rebates airlines for government officials on official journeys.

    Through these initiatives, the government realised an estimated N17 billion in savings in 2016.

    Shortly before her latest appointment, she was working towards a new initiative to bring new processes for payment and procurements.

    Ms. Oniha is assuming office as the new Director-General of the DMO with a wealth of experience spanning over 22 years in the banking and financial sectors of the economy.

    The new DMO boss began her banking career at Icon Merchant Bank Limited in 1986, rising through the ranks to become a Manager.

    She later joined First Securities Discount House Limited (now FSDH Merchant Bank Ltd.) as a pioneer staff in 1992, rising to the position of General Manager/Director before joining Ecobank Nigeria Limited in 2000.

    Between 2004 and 2008, Ms. Oniha worked with Standard Chartered Bank Nigeria Limited as General Manager.

    During her stint in the banking sector, Ms. Oniha acquired enormous management skills in Credit, Marketing, Treasury and Investment Banking.

    In 2008, she joined the public service as Director, Market Development Department of the DMO.

    During her eight years tenure in that office, Ms. Oniha brought her banking experience to bear on various aspects of the DMO operations.

    Some of her achievements in office included the introduction of Benchmark Bonds to develop the domestic bond market, to improve liquidity.

    She also established a sovereign yield curve, to create opportunities for state governments, multilateral agencies and corporations, to raise long term funds.

    The drive was to create a debt capital market where the public and private sectors could access long term funds to finance Nigeria’s growth and development.

    She actively engaged with local and foreign investors, regulators and other interest groups to develop a diversified investor base for federal government securities and bonds issued by other borrowers, to ensure sustainable development of the debt capital market.

    The new director general was the first to manage the successful issuance of Nigeria’s debut $500 million Eurobond in January 2011, which opened a new source of funding for the Federal Government and Corporate organisations.

    In 2013, she also managed the issuance of the dual-tranche $1 billion Eurobond, which was over-subscribed by about 400 per cent.

    She was also responsible for the inclusion of FGN Bonds in the J.P. Morgan Government Bond Index – Emerging Markets (GBI – EM) in October 2012, which made Nigeria the second country in Africa, after South Africa, to have its local currency sovereign bond included in the Index.

    The inclusion of FGN bonds in this Index attracted foreign investors to the domestic bond market as a whole.

    This was followed by the inclusion of FGN Bonds in the Barclays Capital Emerging Markets – Local Currency Government Bond Index (EM – LCBI) in March 2013.

    Ms. Oniha holds a 1983 Bachelor of Science degree in Economics, First Class Honours, from the University of Benin and a Master of Science degree in Finance from the University of Lagos in 1985.

    A member of the Institute of Chartered Accountants of Nigeria (1990) and a Fellow, 2008, Ms. Oniha is also an Associate Member of the Chartered Institute of Taxation of Nigeria.

    BREAKING: DAWN Director General, Dipo Famakinwa, is dead

    The Director General of the Development Agenda for Western Nigeria, DAWN, Commission, Dipo Famakinwa, is dead.

    Multiple sources close to Famakinwa confirmed his death to Premium Times on Friday (today) morning.

    TheNewsGuru.com reports that Famakinwa’s organization, DAWN was responsible for designing and implementing the blueprint for better integration and governance of the six south-western states.

    Born on July 7, 1966, Mr. Dipo Famakinwa would have been 51 later this year.
