    How Adeboye told me I would recover my mandate – Diri

    Bayelsa State Governor Duoye Diri has said he visited the General Overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye, during his election struggles.

    Diri made this known on Friday at the church’s international headquarters along the Lagos-Ibadan expressway during the ‘Testimony Session’ at the church’s monthly meeting.

    In his words: “I contested in the governorship election in Bayelsa State in November 2019 and thereafter I was alleged to have lost the election.

    “I promptly rejected those results and continued with the judicial process in Nigeria.

    “During the process, I visited this church on the 11th of December during the programme of the Great Turn Around.

    “After the service, I went to see Daddy G.O. He prayed for me and thereafter, he said, ‘It is well. Go and when you receive it, come back to the church’.

    “The judicial processes continued until the 14th of February about 24 hours to the swearing-in ceremony of the alleged winner. Brethren, a miracle was accomplished. The Supreme Court declared me the winner of that election.

    “I have come to give Him (God) the glory and to return the glory to Him and to Him alone.

    “I want to thank Daddy G.O. and all of you who stood with me in prayers.

    “Today, I am the governor of Bayelsa State,” Diri told the worshipers.

    The All Progressives Congress (APC) has said the newly sworn-in governor of Bayelsa State Senator Douye Diri is occupying the Government House illegitimately.

    The state chapter of the party also accused Diri of obtaining N2.9bn loans to buy operational vehicles for himself, his deputy and other principal government officers in less than three weeks as a governor.

    The APC spoke while reacting to the verbal attacks on the Minister of State for Petroleum, Chief Timipre Sylva and the APC National Chairman, Adams Oshiomhole by the Peoples Democratic Party (PDP).

    The PDP in a statement credited to its state Secretary, Godspower Keku, claimed that Sylva and Oshiomhole facilitated their electoral victory at the court by foisting Senator Degi Erimienyo as the running mate to Chief David Lyon.

    Keku in the statement condemned Sylva for his criticism of the Supreme Court judgement, which voided the governorship victory of the APC.

    PDP also accused Sylva of “foisting extreme violence on Bayelsans and Bayelsa since 2015”, claiming that Sylva was responsible for the pockets of violence in Yenagoa and Abuja following the sacking of the Governor-Elect, Chief David Lyon.

    But the APC in a statement signed by its Publicity Secretary, Doifie Buokoribo described the PDP’s position as irresponsible, petty and provocative.

    He said it was a clear fact that the PDP was occupying the Bayelsa Government House illegitimately as the party did not win the governorship election held on 16 November 2019.

    He said the APC was overwhelmingly elected by the people until the Supreme Court of Nigeria ignored the electorate, constituted itself the voters and imposed another person as governor against all democratic norms.

    He said: “Legally, Douye Diri is governor of Bayelsa State, but in the hearts and minds of our people, he is illegitimate. He was not the one they voted for. He will bear the burden of illegitimacy throughout his tenancy at Creek Haven, Government House, Yenagoa.

    “This is a judgement without justice; this is a judgement without legitimacy. Yes. Even though we are bound by the judgement as a legal entity, our party does not consider the action of the Supreme Court as fair or just.

    “As citizens, we have the right to critique the decision of the apex court. Nobody or institution, not even the governor imposed on us by the Supreme Court or his party, can deny us that right”.

    He said Sylva had already disclaimed and denounced the recent protests that took place in Yenagoa and Abuja after the Supreme Court judgement of 13 February 2020.

    He said: “In the specific case of Bayelsa State, we have said it time and again that it was the PDP Government under Governor Henry Seriake Dickson that ran a regime of heist, violence and lawlessness since 2012. APC and its supporters were, at all times, the victims.

    “His puppet, ‘Governor Dickson II’, otherwise known as Senator Douye Diri, has not shown any sign that he will not continue with the regime of lawlessness and grand larceny. Clearly, the PDP statement under review points to the truth in our position.

    “Another confirmation of our position is the decision of Senator Diri to take a bank loan of N2.9bn for the purpose of buying “operational vehicles for the governor, his deputy and other top government functionaries.

    “Coming less than three weeks as governor, this move is scandalous, unsympathetic and ungodly. Sadly, the Bayelsa State House of Assembly has approved the loan request.

    “Diri is taking the loan at a time when civil servants and pensioners in the state have not been paid. This is a continuation of the frivolities of the PDP government of Dickson; a major reason the people of the state roundly rejected them at the poll.

    “Unfortunately, Bayelsa State is in for another long haul under an illegitimate regime that does not feel any sense of commitment to the welfare and sensibilities of the people.

    “This cannot be the government that the people of Bayelsa State deserve. It cannot be the government the people voted for”.

    Bayelsa State Governor, Douye Diri and his predecessor, Seriake Dickson and some chieftains of the Peoples Democratic Party, PDP, were engrossed in singing worship songs to God on Wednesday after the Supreme Court upheld its judgment sacking David Lyon of the All Progressives Congress, APC.

    Lyon and the APC lost their bids to overturn the Supreme Court ruling of 13 February, which sacked Lyon as the duly elected governor of Bayelsa state.

    In a ruling today, the court dismissed the applications for review of the judgment, which rendered Lyon’s election invalid because of what the five-man panel of justices attributed to the alleged certificate forgery committed by Lyon’s running mate,Senator Biobarakuma Degi-Eremienyo.

    Immediately after the judgment, Dickson, Diri, the state Chairman, PDP, Cleopas Moses and other PDP stalwarts were seen singing worship songs in Dickson’s Abuja residence.

    Dickson led his loyalists and political godson, Diri, in most of the songs while Major Lance and Cleaopas concluded the emergency worship session in prayers.

    They all knelt down for over 20 minutes singing and praying to thank God for the final pronouncement of the court and the PDP victory, which they described as a miracle.

    The camp of the APC and its leaders were, however, left in shock at the decision of the Supreme Court to throw out its application for a review.

    The APC leaders wore long faces and their camp was quiet after the decision of the Supreme Court.

    The sacked Deputy Governor-elect, Degi Erimienyo, on whose account APC lost Bayelsa, was in court sitting close to the National Chairman of the APC, Adams Oshiomhole.

    However, PDP leaders were seen in wild jubilation, shouting and dancing to mark the end to the litigations.

    The Peoples Democratic Party (PDP), on Tuesday withdrew its petition against the Independent National Electoral Commission (INEC) and the All Progressives Congress (APC) before the Bayelsa Governorship Election Petition Tribunal sitting in Abuja.

    The PDP had challenged the emergency of Mr David Lyon of the APC as the duly elected governor in the November 2019 governorship election before the Feb. 13, Supreme Court’s verdict.

    At the resumed sitting on Tuesday, counsel to the petitioner, John Okoriko informed the three-man panel headed by Justice Muhammad Sirajo that he had an application before the tribunal.
    Okoriko further said that the application which was dated and filed Feb 18, premised on six grounds and supported by a 14- paragraphs affidavit.
    In the application, the counsel prayed for an order granting the petitioner a leave to withdraw the petition against the respondents in view of the Supreme Court’s judgment of Feb. 13 which declared the petitioner and its candidate Sen. Douye Diri as the winner of the Nov.16 governorship election.
    The application also urged the tribunal to deem the application as properly filed and adopt same for the interest of peace and justice for Bayelsa.
    The application in addition prayed the tribunal to make additional orders as deem fit in the circumstance.
    Sirajo in response however said the petitioner could not sought to withdraw its application in the interest of peace and justice, but on the ground that the petition was incompetent based on the present turn of event.
    Ibrahim Bawa, counsel to INEC on his part said he had no objection to the application, he however pointed out some observations.
    Bawa said one of the observation was the petitioner’s counsel failure to comply with Rule 20, paragraph 29 (4) of the election rules which stated that there must be a signed affidavit by the petitioner himself attached to the application.
    Counsel to APC, P. Abah equally said in pursuant to Supreme Court’s judgment, he had no objection to the petitioner withdrawing its petition.
    Sirajo therefore said ” we have noted your observations and in absence of no objection, the application is granted. The petition is hereby struck out”.

    The Green Party of Nigeria (GNP) withdrew its petition against the APC on Jan. 27, while the Action Peoples Party (APP), Advanced Nigeria Democratic Party (ANDP), and the Democratic Peoples Party (DPP) equally withdrew their petitions on Jan. 29.

    PDP had filed a petition against the respondents for declaring Lyon as the winner of the election.

    However in a twist, on Feb. 13, the Supreme Court overturned the election of Lyon as the governor-elect.

    The judgment disqualified the APC’s deputy governorship candidate, Biobarakum Degi-Eremienyo, as a candidate in the election.

    The court upheld that the Nov. 12, judgment of the Federal High Court in Abuja which had disqualified Degi-Eremienyo in the election for submitting forged certificates to INEC.

    A five-man panel of the apex court led by Justice Mary Peter-Odili ordered the INEC to withdraw the Certificate of Return issued to the APC’s candidate as the winner of the Nov. 16 governorship election in the state.

    The Apex Court ordered INEC to issue a fresh certificate of return to the candidate of the party with the next highest votes and with the required constitutional spread of votes in the results of the election, which was the PDP.

    Diri had since been sworn in as the governor of Bayelsa, hence the need to withdraw the petition.

    The Independent National Electoral Commission (INEC) said it will soon meet to determine the date for the conduct of bye-elections to fill the vacancies in Bayelsa Central and Bayelsa West Senatorial Districts.

    INEC Chairman, Prof. Mahmood Yakubu, dropped the hint on Friday in Abuja, at the Resident Electoral Commissioners’ (RECs) first regular meeting for the year 2020.

    The two seats became vacant following the declaration of the Peoples Democratic Party (PDP)’s candidate, Sen. Douye Diri and his deputy, Sen. Lawrence Ewhrudjakpo as the winner of the state governorship election.

    Yakubu said: “In compliance with the orders of the Supreme Court, the Commission has presented Certificates of Return in respect of the Governorship elections in Imo and Bayelsa States.

    “In the case of Bayelsa State, both the governor and deputy governor were serving senators.

    “Consequently, the Commission had on Thursday, Feb. 20, received two communications from the Senate President declaring the seats for Bayelsa Central and Bayelsa West Senatorial Districts vacant.

    “The Commission will soon meet to determine the dates for by-elections in the two Senatorial Districts.”

    The INEC boss added that ahead of the Edo and Ondo governorship elections, scheduled for Sept. 19 and Oct. 10, respectively, critical changes would be introduced to strengthen electoral processes and procedures.

    Bayelsa State Governor, Douye Diri, on Thursday, approved the appointment of four principal officers for his administration.

    His Acting Chief Press Secretary, Mr. Daniel Alabrah, who disclosed this in a press statement, said the new appointees include: a former Speaker of the State House of Assembly, Rt. Hon. Friday Konbowei Benson, who will serve as Secretary to the State Government; Chief Benson Agadaga, as Chief of Staff; Peter Pereotubo Akpe as Deputy Chief of Staff and Mr. Irorodamie Komonibo as Principal Secretary.

    The appointments are with immediate effect.

    Bayelsa State Governor Douye Diri has called on the All Progressives Congress governorship candidate David Lyon, the Minister of Petroleum Resources, Chief Timipre Sylva and opposition parties in the state to support his administration.

    He said he needed their support and that of former President Goodluck Jonathan to succeed.

    He presented his Certificate of Return to the former president a few hours after he received it from the Independent National Electoral Commission (INEC).

    He spoke on Sunday at a thanksgiving service at Gloryland Chapel in Government House Yenagoa.

    While acknowledging God for giving him the mandate, the governor urged all his supporters to be generous in victory as he was ready to appoint people in opposition into his cabinet.

    He said: “I will be governor of all, be it PDP, APC and others. We must remain united and ensure peace in our land. That is the only time we can be talking of development. Let us work together.”

    The governor said his priority was to bring development to every part of the state but warned that his administration would have zero-tolerance for crimes.

    “Our administration will not condone crimes and criminalities. No development can take place in the atmosphere devoid of peace, he said.

    In his sermon, the guest preacher, Apostle Zilly Aggrey of Royal House of Grace International, said no man should take the glory for the declaration of Diri as governor by the Supreme Court.

    Aggrey warned against frivolities in governance and advised the governor to be wary of bootlickers who, according to him, have the habit of running down other people for personal gains.

    Noting that Bayelsa State was too rich in resources to be poor, he urged the governor to initiate projects that would have direct bearing on the people.

    He said: “Every community in Bayelsa State should have good drinking water. You should work with competent Nigerians, Koreans, the Chinese, Germans and people of other good nations to bring development to our people. Our youths need jobs”.

    Aggrey called on the people of Bayelsa to continue to pray for the governor and his deputy to provide them effective leadership.

    The House of Representatives Peoples Democratic Party, PDP caucus has hailed the emergence of Senator Diri Douye as governor of Bayelsa via a Supreme Court judgement last Thursday.

    The caucus also demanded for the immediate prosecution of the National Chairman of the All Progressives Congress, APC, Comrade Adams Oshiomhole.

    This was contained in a statement signed by the Arrowhead of the caucus in the House, Rep Kingsley Chinda, PDP, Obio /Akpor Federal Constituency of Rivers State.

    In the statement Chinda said “on behalf of the Peoples Democratic Party (PDP) caucus in the House of
    Representatives, we heartily congratulate His Excellency Sen. Douye Diri and the PDP on this divine, historic and landmark victory.

    While we urge Gov Diri to fully concentrate on the task of ensuring good governance and delivering the dividends of democracy to the people of Bayelsa State and Nigerians in general.

    “We will continue to call for and work towards deepening our democratic practices. Consequent upon the judgement, We call for the immidiate arrest and prosecution of :
    1. The National Chairman of the APC and the APC as a corporate entity under Section 31 (8) of the Electoral Act

    Nigeria’s former President, Goodluck Jonathan has dropped an important message for the new Governor of Baylesa State, Douye Diri.

    He wants the new governor to live up to the expectations of the people.

    In series of tweets on Friday, Jonathan called on all Bayelsans to be law-abiding, peaceful and embrace this transition in all sincerity, and work together towards a united and prosperous State.

    The All Progressives Congress (APC) on Friday declared as unacceptable the decision of the Independent National Electoral Commission (INEC) to issue certificate of return to Senator Duoye Diri of the Peoples Democratic Party (PDP) as winner of the last governorship election in Bayelsa State.

    National Chairman of the APC, Mr. Adams Oshiomhole accused the commission of usurping the interpretative powers of the Supreme Court which, on Thursday, ruled that the candidate with the next highest number of votes and the constitutionally required vote spread be issued certificate of return.

    The apex court annulled the election of David Lyon of the APC because his running mate Degi Ermienyo presented forged documents for the purpose of the election.

    But Oshiomhole vowed on Friday that the APC would be heading to court to ensure that no unelected person was imposed on the people of Bayelsa state as governor.

    He urged Bayelsans to remain calm and peaceful.

    Simultaneously, President Muhammadu Buhari met in the State House with the Chairman of the APC Governors Forum, Atiku Bagudu and Governor Abubakar Badaru of Jigawa State on the development in Bayelsa.

    Displeased with Oshiomhole’s reaction to the apex court’s verdict,the opposition PDP yesterday asked the police to pull him in and prosecute him for what it called incitement.

    Oshiomhole who spoke extensively to reporters on the Supreme Court’s verdict said the court never made any consequential order, but merely asked INEC to issue certificate of return to the next candidate with the required spread.

    He said that the votes scored by the PDP candidate only met the requirement in five local government areas of the state, adding that what was required was six local government areas.

    His words: “for good reasons, the Supreme Court gave a conditional order which is that INEC should swear in the second candidate with the highest number of votes and the required constitutional spread.

    “I believe fact that the Supreme Court insisting on constitutional spread is in recognition that the constitution doesn’t want anyone, whether governor or president, to preside over the affairs of the state without at least enjoying two thirds of the support of the electorate of that state.

    “Clearly, the votes scored by the PDP and their candidate in that election only met the requirements in five local government councils. And, you need six LGAs to meet the requirements of two thirds. The PDP candidate did not satisfy this requirement.

    “INEC has now chosen to appropriate the power of the court and the judicial power to interpret laws that it is neither competent to do nor have the mandate to do.

    “Rather than allow the court, if there is conflicting interpretation to clarify the issues, INEC’s resort to appropriate judicial powers and to proceed without any express order from the Supreme Court to purport to have cancelled or voided or wasted the votes cast in favour of APC in order to be able to have a dubious spread in favour of PDP.

    “INEC failed to recognize that its responsibility does not include legal interpretation. And, the Supreme Court did not ask INEC to go and begin to assume judicial powers. All they had to do was simple arithmetic of who has the highest votes.

    “Does such person have the required spread? If the answer is no, INEC can do no more. It has decided to now assume that the case of Bayelsa is exactly the same case as that of Zamfara. Now, in so doing, INEC has assumed judicial powers.

    “Yet, even an elementary 100 level student knows that the issue in Zamfara is quite different from that of Bayelsa state. In Zamfara state the Supreme Court said APC didn’t conduct primaries and since we didn’t conduct primaries according to Supreme Court, we could not have had candidate because primaries is a requirement under the law and under the Electoral Act and under our party constitution.”

    Continuing, he said: “in the case of Bayelsa, the Supreme Court recognized that primaries have been conducted. It upheld those primaries as valid. However, it had issues with the qualification of the running mate of our candidate.

    “This case is exactly the same as that of Adamu Muazu in 1999 in Bauchi State when the court found out that after the election, the deputy governor to Adamu Muazu had issues with his qualifications.

    “The Supreme Court accordingly nullified the candidature or disqualified the running mate, proceeded to nullify the election and ordered for fresh elections to be conducted by INEC within 90 days.

    “The PDP candidate Adamu Muazu was allowed to nominate another candidate as running mate. This is exactly the same case in Bayelsa. But unfortunately, INEC has chosen to appropriate the powers of the judiciary.

    “If it were the intention of the Supreme Court to nullify or to declare the votes cast in favour of APC as wasted, the Supreme Court should have said so. INEC cannot import into the judgement or delete anything from the judgement.

    “We have, of course, recognized that having now purported to have issued certificate of return to the PDP, we still believe that there are viable legal windows that we will explore.”

    He said that regardless of the court’s decision,the APC ” still affirm our confidence in the judiciary even with the pains in our hearts because we recognize that in a democracy, we have judiciary that gives judgement which sometimes you are happy with and some other times you are not happy.

    “What we quarrel with today is not the judgement of Supreme Court. What we got aggrieved with is the attempt by INEC constituting itself into a court and appropriate judicial powers which the Constitution of Nigeria never vested in INEC.

    “So we want to put the people of Nigeria on notice and in particular our people in Bayelsa to maintain the peace. We will however sustain the legal processes to ensure that nobody hides under any judicial power to impose minority votes on Bayelsa State. Democracy is a game of numbers.

    “It could not have been the intention of the Supreme Court that the man who did not have the spread be sworn-in as a Governor. That was why the Supreme Court made that conditional provision and INEC came in now and declared somebody that did not meet that condition.

    “INEC itself is in contempt of the decision of the Supreme Court. We are going do everything to deploy every legal means to upturn the imposition by INEC that intend to weakened and destroy the fabrics of democracy. Briefly put, we are going to court and we will seek legal redress.”

    Oshiomhole also lashed out at Governor Nyesom Wike of Rivers State for saying that the APC chairman’s comment on the decision of the Supreme Court was capable of creating anarchy in the country.

    He said Wike was trying to use his (Oshiomhole’s) name to regain relevance in the PDP, having earlier accepted the fact that his party lost the governorship election in Bayelsa State and was also accused by former Governor Dickson of engaging in anti-party activities.

    “Between me and my friend (Wike) who has the history of violence?” Oshiomhole asked.

    He added: “Don’t you know how many lives you have wasted that we have read in the papers. I ran for election twice as governor and not a single gunshot was fired.

    “Where were police and military officers beheaded?It was in Rivers. Who was the great winner of that election violence, was it not Wike? So if he is the one talking about violence, when did the tortoise begin to challenge the antelope to a race?

    “Governor Dickson accepted defeat in the Bayelsa election.Dickson accused him of anti-party activity and I know he wants to use me to regain his lost membership of PDP.”
